SAVANNAH, Mo. - Andrew County U.S. Route 59 from Route CC to U.S. Route 71 is now open. 

Crews with the Missouri Department of Transportation <a href="https://stjosephpost.com/posts/5edebdddebfb13423b274945">closed the roadway Monday</a>, June 8, after hot temperatures caused a pavement blow up. Repairs were delayed by inclement weather, but crews were able to reopen the road to all traffic Friday morning.

A pavement blow-up occurs when the roadway surface expands at a crack or joint where moisture has seeped in. The crack weakens the pavement and the heat causes the pavement to buckle and warp.

According to MoDOT, with high temperatures predicted again next week, more pavement blow ups could occur. Drivers are urged to stay alert and pay attention to all roadway signing and barricades.&nbsp;

A St. Joseph state representative says a bill passing this
legislative session could greatly boost the case against sexual predators.

Rep. Shelia Solon says as the legislative session wound down
to a close, she chose to quickly move a Senate bill through her House Children
and Families Committee to ensure it had time to pass.

“This is a bill that I felt was so important and so important
to victims of sexual assault that I passed it clean out of my committee,” Solon
tells St. Joseph Post.

If changes are made to legislation from the other chamber, it
must be returned to that chamber to consider the alterations. When the end of
the legislative session approaches that could easily kill a bill.

Senate Bill 569 contained the rape kit provisions. Solon moved
it from her committee to the House floor for debate. The House approved with
measure without changing it and sent it to Gov. Mike Parson.

A main provision of the bill will require the state to track
rape kits and preserve their contents, vital in the prosecution of sexual
assault cases. Missouri has a backlog of some 7,000 rape kits, 90% of which remain
untested.

Solon says the backlog of rape kits denies the victim justice
and healing.

“If a victim of a sexual assault is brave enough to go to the
hospital, answer questions that are difficult and humiliating, and give the
necessary, invasive physical evidence, we need to ensure that that evidence is
tested and that along with the rape kit, the collectibles that contain DNA
evidence are secured and tracked and preserved to convict the offenders,” Solon
says.

Solon says the backlog of sexual assault evidence has greatly
hampered criminal cases.

“These kits and this collateral evidence will lead to
convictions of serial rapists and keep them off the streets and from assaulting
other victims,” Solon says.

Under the bill, the Department of Public Safety will create a
central repository for unreported rape
kits that is temperature-controlled to preserve the integrity of the kits.
Unreported kits shall be retained for 5 years; except in the case of minor
victims, the retention period shall be until 5 years after the victim reaches
18.

Records will be
entered into an electronic tracking system and will be kept confidential.

The bill also would require all Missouri hospitals to have
kits on hand and have personnel trained to properly administer them and
preserve their evidence for trial.

There is a boil advisory in effect for Savannah water customers on North 13th Street down County Road 427 west of Savannah, according to the city administrator.

There were two water leaks Thursday morning, one around County Rd 427 and the other around 16th/Chestnut, according to the City of Savannah's Facebook page. Both leaks&nbsp;have been fixed and water restored to all customers.

NODAWAY COUNTY —One person was injured in an accident just after 9am. Thursday in Nodaway County.

The Missouri State Highway Patrol reported 2019 Ford pickup driven by Mauriee A. Blount, Newton IA., was northbound on Route A six miles east of Graham.

The driver attempted a left turn and didn't yield to a 2014 Ford passenger vehicle driven by Lisa A. Everhart, 52, Maitland. The 2014 Ford struck the 2019 pickup.

Nodaway County ambulance transported Everhart Mosaic Life Care. Both drivers were properly restrained at the time of the accident, according to the MSHP.

A St. Joseph couple has requested to take a comprehensive look
at financial documents from Missouri Western State University in wake of the
Board of Governors approval of $6 million dollars in budget cuts.

Marty and Jo Anne Grey have made a U.S. Freedom of Information
request along with a Missouri Sunshine Law request for financial documents
dating back to 2017.

Missouri Western President Matt Wilson says it will take time
and effort to unearth all the records requested.

“But, because we’re open and transparent, you can ask me about
anything and you’ll get an answer from me, we did spend a lot of time and provided
a lot of documents that weren’t even part of those requests as well,” Wilson
tells host Barry Birr on the KFEQ Hotline.

Wilson says Missouri Western has delivered 600 pages of
documents to the Greys so far.

The Greys have requested audit reports, budgets, MWSU
Foundation documents, and an analysis of financial changes made last year which
created a nearly $3 million annual deficit.

Wilson says that will take time and effort to retrieve.

“To the extent that the other documents, the Greys want to see
that, we have asked for advance payment, which is proper under the Sunshine Act
request,” Wilson says. “So, as soon as we get that, at that point in time we’ll
stop what we’re doing, we’ll assign an employee to go and dig and pull the rest
of those record requests that date all the way back to 2017.”

Missouri Western will bill the Greys $6,000 for the work to
get the financial records requested.

The MWSU Board of Governors gave unanimous approval to a
proposal from Wilson to cut $6 million dollars from the university’s annual
budget to shore up a budget shortfall and eliminate the least popular majors on
campus.

Majors will be dropped affecting 322 students and 61 faculty
positions will be eliminated; 20 tenured and 31 non-tenured.

The cuts will be phased-in over a three-year period.

They are intended to close an annual budget gap of $2-to-3 million
in Missouri Western’s $56 million annual budget by eliminating majors which
graduate 10 or fewer students each year.

Chambers of Commerce are often known for their ribbon cuttings to help local businesses announce an opening or a change. One chamber is adapting the ceremony to follow COVID-19 safety measures.&nbsp;

Greater Maryville Chamber of Commerce Executive Director Lily White says as chamber member businesses begin to reopen as coronavirus restrictions are lifted, they are doing online ribbon tying.

“We’re tying a green ribbon - so tying our community back together, opening the doors, green, because of course it’s Maryville and everything we love is green,” White says. “(We’re) having each of them do a 30-ish-second video just to tell us what’s changed about their business. Some of them are not fully operational yet, so if it’s still appointment only, if doors are closed and you can do online things, something like that, to highlight each business as they’re reopening their doors and getting back into the world.”

“And so, we continue to move forward. We continue to plan going forward. We’re talking
to the Chiefs on a daily basis. It may be that due to league policy or league
edict, that the Chiefs, if they’re going to have a training camp, need to stay
in their home.”

The
Chiefs had just renewed the team’s contract with Missouri Western to continue
to hold training camp on the St. Joseph campus. Training camp last year drew
record crowds from the 10 years the Chiefs had started their season in St.
Joseph. That record likely would have fallen this year with the Chiefs coming off
their Super Bowl win over the San Francisco 49ers, the club’s first
championship in 50 years.

A new signal cabinet and flashing yellow arrow signals are coming this week to the intersection of U.S. Route 169 (Belt Highway) and Pear Street in St. Joseph. 

According to the Missouri Department of Transportation, replacing the signal cabinet is part of routine signal maintenance. A MoDOT crew will take advantage of the work and change out the signal heads in all four directions to flashing yellow arrows.

The work is scheduled to begin at 6:30 a.m. on Thursday, June 11. All work should be complete by 4 p.m. During the work, traffic will be affected and, at times, restricted.

Western State University has postponed its 27th annual Convocation
on Critical Issues due to concerns stemming from the coronavirus pandemic.

The
convocation, scheduled for October the first featuring former acting CIA
Director Michael Morell, will be postponed for nearly a full year to September
30th of 2021.

Missouri
Western President Matt Wilson says officials just couldn’t see a way around
social distancing requirements to hold the convocation on the St. Joseph campus
this year.

“The
way that we do that is in closed quarters in our arena and it really is a
packed house. We have people not only in the bleachers, but on the floor,”
Wilson tells host Barry Birr on the KFEQ Hotline. “In talking through that, we’re
like that’s just too many people in a close proximity.”

Wilson
says it made sense to postpone it until next year.

This
is only the second time the convocation has been scrapped. In 1995, scheduled
speaker Colin Powell bowed out as he considered a run for president. Powell eventually
decided not to run and returned to be the convocation speaker in 1997.

“The swim app will also provide you with safety tips on how you can prepare your family to focus on the risk of drowning and to minimize those risks, especially for those young children in your family,” Springs says.

The Red Cross also offers a <a href="https://www.redcross.org/take-a-class/classes/water-safety-for-parents-and-caregivers/a6R3o0000012oT8.html">free online water safety course</a> for parents and caregivers.&nbsp;

Springs says another one of the Red Cross apps is an emergency app which can act like a weather radio no matter where you are.

“If you’re sitting at home or you’re traveling somewhere, maybe you’re camping on vacation, it’s going to know where you’re at and watches and warnings, as we know, are issued by county and sometimes when we travel we have no idea what county we’re in,” Springs says. “So this will go off just like your alarms would go off at home, if you hear those sirens that the county initiates, this phone will go off just like that to let you know if a watch or a warning has been issued where you are physically at with your phone.”

Springs says as people look to get out and about this summer, to not only keep summer safety in mind but to also continue with COVID-19 safety measures.

The Red Cross encourages anyone heading out to a public swimming pool or beach this summer to maintain social distancing in and out of the water and to not share any personal items such as goggles, nose clips or snorkels.

Red Cross offers phone apps for summer safety and more

A stabbing in St. Joseph late last night seriously wounded a
47-year-old man.

St. Joseph police report officers responded to an emergency
call in the 1800 block of South 12th Street about 9:45pm and
found a black man suffering from a single stab wound to the chest. Officers
treated the man at the scene. He then was taken to Mosaic Life Care where he is
being treated for a serious, but likely not life-threatening wound.

An investigation continues. No suspect has been taken into
custody.

found a black man suffering from a single stab wound to the chest. Officers
treated the man at the scene. He then was taken to Mosaic Life Care where he is
being treated for a serious, but likely not life-threatening wound.An investigation continues. No suspect has been taken into
custody.

A report from a special commission recommends Missouri work
with neighboring states and the Army Corps of Engineers to change how flood
recovery and prevention are approached.

The commission also wants the federal government to be more
receptive to innovative ideas.

Gov. Mike Parson created the Flood Recovery Advisory Working
Group in an effort to break the cycle of Missouri River flooding which caused
widespread, catastrophic damage in 1993, 2011, and 2019. The group also
reviewed problem areas along the Mississippi River.

Missouri Department of Natural Resources Deputy Director Dru
Buntin says current practice forces farmers and others to work toward restoring
levees as quickly as possible.

“For crop insurance reasons, for just basic protection
reasons, and so there’s a finite window of opportunity to be able to go in and
look at doing something different,” Buntin tells St. Joseph Post.

Buntin says Missouri, Kansas, Nebraska, and Iowa want that changed.
They want something different. He says Missouri is working with its neighbors
and the Corps of Engineers to take a longer look at the problem areas along the
Missouri River which repeatedly flood and recommend changes which could prevent
or lessen future flooding.

A proposed Missouri River levee project in extreme northwest
Missouri could become a prototype to prevent the recurring flooding along the
river.

If it can clear federal regulatory hurdles.

Atchison County Levee District #1 proposes a setback levee
which would add as much as 200 acres of wetlands and, county officials hope,
prevent the repeated flooding in that area.

Buntin says federal officials have raised concerns, because
the approach is so different.

“Trying to wade through many of the funding sources that would
help the levee district, help Atchison County accomplish that project don’t
envision this type of project,” according to Buntin.

Buntin says that’s the problem. Federal regulations often lock
landowners in to repairing the same system which continues to fail during flood
years. Buntin says federal requirements which must be met for wetlands
easements actually stand in the way of the Atchison County project, even though
the project would greatly increase wetlands in the area. Buntin remains
optimistic the project will be approved, eventually.

Buntin says the commission is determined that its report not
simply sit on a shelf. He says Missouri already is working with officials in
Kansas, Nebraska, and Iowa. He says they want to speak with one voice when
expressing concerns to the Army Corps of Engineers and when pushing for change.

“And I’m always reluctant to say we’re going to study this,
because that’s really not what the intent of this whole arrangement is. It’s to
look at where the most problematic areas (are) and what are some changes that
we could make that would reduce damages in the future,” Buntin says.

The report also recommends the federal government pay the
entire cost of levee restoration, whether the levees are federal or non-federal
levees. It proposes Atchison County be moved out of the Omaha district of the
Army Corps of Engineers and into the Kansas City district, with the rest of the
northwest Missouri counties bordering the Missouri River.

Missouri Gov.
Mike Parson has ordered all flags at state government buildings in DeKalb
County flown at half-staff Wednesday in honor of DeKalb County Sheriff Andy
Clark, killed in a car crash while on duty.

“Sheriff Clark devoted more than 23 years of his life as a
law enforcement officer committed to protecting his fellow citizens and making
his community stronger,” Parson said in a written statement released
by his office. “He served Missouri with heart and grit, and his final act of
public service was responding to assist one of his deputy sheriffs at an
emergency scene. Sheriff Clark’s career is an example of public service of the
highest order.”

Clark died June 3rd in <a href="https://stjosephpost.com/posts/5ed80495ebfb13423b26e347">a traffic wreck north of
Osborn</a> while responding to an emergency call from one of his deputies.

Both United States and Missouri flags will remain at
half-staff until Clark is laid to rest at 1:30pm Wednesday at Oak Cemetery in Amity
with full police honors.

Parson served as Polk County Sheriff for 12 years.

downtown St. Joseph.

St. Joseph city officials say the City of St. Joseph Health
Department is partnering with Northwest Health Services to offer the free
testing from 2pm until 7pm at the parking garage across from Civic Arena.

Two hundred sixty residents have pre-registered for the event
and will be given priority.

The city issued the following guidelines:

Free COVID-19 testing today in St. Joseph

Fire engulfed a semi tractor-trailer on I-29 south of St.
Joseph early this morning, prompting first a caution for motorists, then a re-routing
of traffic into the city.

The truck driver escaped injury and was able to uncouple the
tractor from the trailer before flames overcame the entire trailer, destroying
six new vehicles aboard.

State Highway Patrol spokesman, Sergeant Jake Angle, says the
accident could have been much worse, but the driver stopped and got away from
the fire before being injured.

The fire apparently started shortly after five o’clock this
morning when a rear wheel bearing caught fire in the back of the trailer around
Platte City as the truck traveled north. The semi pulled over near mile marker
32 at the Dearborn exit. By that time, the trailer was fully engulfed.

Northbound I-29 traffic was re-routed for a time while
emergency crews responded to the accident.

BROWN COUNTY —A Kansas man avoided injury just before 3:30p.m. Monday in Brown County.

The Kansas Highway Patrol reported a 1997 Air Tractor piloted by Colton Joseph Callaway, 24, Cummings, was taking off northbound from the&nbsp; Hiawatha Municipal Airport when the aircraft failed to take off successfully.

It crashed sitting upright in a field just north of the runway.

Callaway was not injured. Authorities are investigating the cause of the crash.

UPDATE -&nbsp;A section of Andrew County U.S. Route 59 from Route CC to U.S. Route 71 will now remain closed through the morning of Friday, June 12. 

Crews with the Missouri Department of Transportation began making repairs to the roadway Monday, June 8, after hot temperatures caused a pavement blow up. Due to predicted inclement weather, crews have delayed the concrete replacement and expect to reopen the roadway the morning of June 12. 

A section of Andrew County U.S. Route 59 from Route CC to U.S. Route 71 is now closed after hot temperatures caused a section of pavement to blow up. 

Crews with the Missouri Department of Transportation began making repairs to the roadway Monday afternoon, but anticipate the roadway to remain closed through Wednesday, June 10 in order to replace the concrete.

According to MoDOT, pavement blow-up occurs when the roadway surface expands at a crack or joint where moisture has seeped in. The crack weakens the pavement and the heat causes the pavement to buckle and warp. The roadway will remain closed around-the-clock for the safety of travelers.

Motorists will need to use an alternate route during the closure.

A
water main break in Mound City has forced the shut down of that water main and
forced the city to issue a boil order which will remain in effect until June 11th.

Mound
City officials says work to repair the water main will affect 6th Street
to Nebraska Street and South; all of Route E, and State Street.

Areas
affected could experience low or no water service.

water vigorously for three minutes prior to use.&nbsp; Use only boiled water for drinking, brushing

Dispose
of ice cubes and do not use ice from a household automatic icemaker.&nbsp; Remake ice cubes with water that has been
boiled.

3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
Disinfect
dishes and other food contact surfaces by immersion for at least one minute in
clean tap water that contains one teaspoon of unscented household bleach per
gallon of water.

A St. Joseph financial advisor says investors need to pause and
think before they do anything in these volatile financial times.

COVID-19 has shaken the national economy, and initially, sent
the markets into a freefall.

Nick Gertsema with Gertsema Wealth Advisors says panic does
nobody any good.

“My number one tip would be breathe,” Gertsema tells St. Joseph
Post. “Take a deep breath. There’s a lot of panic. There’s a lot of fear. There’s
a lot of irrational thinking. But panic and fear are not investment strategies.”

Gertsema doesn’t necessarily say investors should simply stay
the course. He says investors need to take a long, hard look at their plan and
adjust if necessary. But he says the economy will bounce back, the stock
markets will regain their footing, and those who stick to their plan will
profit.

Emotions can rise and fall with the Stock Market. Gertsema advises
this isn’t the time to give in to your emotions.

“Emotion causes you to do the wrong thing at the wrong time
for the wrong reasons,” according to Gertsema. “Sometimes, when you see
volatility in the market place, your first thought is I need to make a trade, I
need to change something, I need to make an adjustment. And then, sometimes
action for the sake of action may be more detrimental to the portfolio than
helpful.”

Gertsema says the negative impact COVID-19 restrictions had on
the economy rival many past recessions, but adds this economic downturn is
different. Gertsema says the 2011 recession was an event-triggered recession.

COVID-19, we don’t have a firm understanding of when we’re going to be done
with it or the damage that it’s done,” Gertsema says. “I mean, historically, we
went from the lowest unemployment in 50 years to the highest unemployment in 80
in roughly two months.”
