JEFFERSON CITY, Mo. (AP) — Missouri Supreme Court judges on Tuesday ruled unanimously in favor of a new large swine farm despite concerns raised about pollution and smell.

A new law allowing the Missouri Clean Water Commission to be weighted in favor of agricultural interests is at the heart of the case over concentrated animal feeding operation Trenton Farms in Grundy County.

The Clean Water Commission originally revoked the farm's permit in 2016. But days later, the Republican-led Legislature pushed through a bill ending a requirement that members of the general public serve on the board.

The change in law enabled former Republican Gov. Eric Greitens in 2017 to appoint three new commissioners with ties to agriculture, effectively stacking the board with farming interests.

The revamped board&nbsp;<a href="https://apnews.com/3bea9664f03d44339d69ecdce47f2602">voted</a>&nbsp;in favor of Trenton Farms' permit.

Hickory Neighbors, Inc., a group formed in opposition to the hog farm, sued. Lawyers for the group argued that the new law allowing different membership on the Clean Water Commission violated the Missouri Constitution because lawmakers tacked on the bill as an amendment to another bill.

Hickory Neighbors also argued that Trenton Farms shouldn't get a permit because it's in a floodplain and not properly equipped to prevent pollution in the event of flooding.

Supreme Court judges disagreed with both arguments. The court&nbsp;<a href="https://www.courts.mo.gov/file.jsp?id=160093">ruled</a>&nbsp;that the Clean Water Commission membership amendment was related closely enough to the original bill to comply with constitutional rules.

The judges also found that the farm's proposed manure storage would be high enough to be protected from flooding.

HARRISON COUNTY — One person was injured in an accident just before 9a.m. Tuesday in Harrison County.

The Missouri State Highway Patrol reported a 1999 Buick passenger vehicle driven by Hannah M. Stewart, 17, Bethany, was southbound on U.S. 69 six miles south of Bethany.

The vehicle traveled off the road, struck an embankment, became airborne and overturned on its top in a field.

NTA ambulance transported Stewart to Harrison County Community Hospital. She was not wearing a seat belt, according to the MSHP.

An
effort to create a memorial to fallen firefighters began five years ago in St.
Joseph.

Today,
it took a major step forward with a groundbreaking at Fire Station Number 9 at
3202 Faraon Street.

St.
Joseph Fire Inspector Mindy Andrasevits says work toward the memorial began
five years ago.

“We
hired a local artist and all local crews to build it,” Andrasevits says. “We’ve
raised money and we’re still in the process of raising money. But we have a
good portion of it now and ready to break ground.”

Andrasevits
says organizers expect the memorial to be erected in a few months.

“It
will be open to the public once it’s finished and it’s going to be beautiful,”
Andrasevits says.

COVID-19 has had a wide-ranging effect on the country, even on
the effort to count all of us.

The Census Bureau had to pull counters from the field when
restrictions were imposed to fight the spread of the coronavirus. It also
prompted an extension for people to respond on their own, primarily online or
by telephone.

Census Bureau Regional Director Marilyn Sanders says you have
through the end of October to self-report.

“The self-response phase will extend through October 31st,”
Sanders tells St. Joseph Post. “So, you can respond to the Census now, even
during this most unprecedented time in our country. The Census is moving
forward and you can respond now.”

At present, just under 61% of Americans have responded. That
number is slightly better in Missouri and significantly better in Kansas, where
nearly 65% have responded. Minnesota leads the nation in response and of cities
with a population of at least 250,000, Lincoln, Nebraska leads the nation in
response with nearly 73% of its residents already answering the questionnaire.

Sanders says the coronavirus pandemic has slowed the progress of
the Census to count everyone in 2020. Sanders says COVID-19 restrictions
prompted widespread changes in its operation.

“We have retooled our training. We have rescheduled some
operations to start later when it is safe for us to do so,” according to
Sanders.

Census counters will soon be back out in the field.

Sanders says the count is important, because so much hinges on
state populations.

“The most important reason is of course Congressional
representation and reapportionment,” Sanders says. “However, Census data
informs so many decisions that are made throughout our nation and will inform
those decisions for the next 10 years.”

Census numbers determine how $675 billion dollars in federal
funds are distributed.

COVID-19 even affecting the Census Bureau count

A burglary suspect has been arrested after an alarm sounded at
Collision Repair in St. Joseph and the police officers who responded found him
on the roof.

St. Joseph police report the alarm at 3900 Frederick
sounded late last night. While searching the business, police found a
30-year-old man on the roof of Collision Repair and took him into custody.

Police didn’t find anything taken, but did observe damage to the
building.

Stolen car report turns into chase, shooting in St. Joseph

Following the State of Missouri's lead, the City Council has agreed to fully reopen St. Joseph businesses <a href="https://www.stjoemo.info/CivicAlerts.aspx?AID=1033">on Tuesday</a>.

St. Joseph Mayor Bill McMurray says Missouri Western Professor Dr. Gary Clapp reported to the council that in the past few weeks, there has been a downward trajectory in the daily rise of COVID-19 cases.

“We have some metrics to back this up," McMurray says. "We just have to keep those good numbers going and that will enable us to keep these restrictions away for a much longer period of time.”

McMurray says he’s encouraged to hear hospitalizations at Mosaic Life Care went down on Friday and the community testing last week of almost 300 people resulted in just two new positive cases in Buchanan County. He adds that just because restrictions and guidelines are being lifted Tuesday, doesn’t mean the virus is completely gone.

“I hope that a lot of people will take precautions because... by loosening the restrictions and asking for personal responsibility, the last thing we want to do is have a spike in cases and have to go back and batten down the hatches again,” McMurray says. “Let’s work together, we’re all in this together so let’s try to show personal responsibility and keep this virus at bay.”&nbsp;

The city council plans to continue holding work sessions on Thursdays to get updates on COVID-19 cases in the area as businesses reopen.

Mayor urges continued safety precautions as restrictions are lifted

Doniphan County will lift all COVID-19 restrictions at the end
of the day.

The Doniphan County Board of Health and Local Health Officer
issued an executive order lifting all COVID-19 related restrictions in Doniphan
County, Kansas effective at midnight Monday.

Doniphan County officials still encourage individuals to use
good judgment in wake of the lifting of restrictions. Officials say hard work
the past few months created a good foundation for the local health care system
to prepare for COVID-19 testing and caseloads. Officials urge community members to not lower their guard in
practicing COVID-19 infection control measures. 

Doniphan County advises individuals to
take the following steps to minimize their risk:

Distance yourself at
least 6 feet from others.

protect other people in case you are infected. Masks should not be placed on

Doniphan County to lift all COVID-19 restrictions Tuesday

Crises, especially national crises, nearly always spawn scams.

The Internal Revenue Service is warning consumers about a wide
variety of scams which have cropped up, latching on both to the coronavirus
crisis and the Congressional response to the economic downturn it caused.

“As you know, scammers will take advantage of any situation
they can to make money,” Assistant Special Agent in Charge Steve Slazinik in
the IRS St. Louis Field Office tells St. Joseph Post. “And, a worldwide health
pandemic is no different. Lately, we have been seeing the scammers taking a
variety of different steps to steal your money and steal your identity.”

Con artists are trying to pry personal information from
consumers by claiming it is needed to process COVID-19 economic stimulus
payments authorized by Congress. Others are latching on to the coronavirus itself,
offering fake at-home test kits, selling fraudulent cures, pushing fake pills
and vaccines, even giving advice on unproven COVID-19 treatments. At least one
scam offers medical supplies online, taking money and never providing the product.

Phony charities have popped up soliciting donations from
unsuspecting consumers.

Many times phishing emails and texts will ask you to click on
a link. Don’t do it. Once you click on a link, the scammer can get valuable
information.

“I would like to warn your audience to make sure that everybody
stays vigilant and be cautious of the scammers and if it does sound suspicious,
it likely is,” according to Slazinik. “For instance, the IRS will not call or
ask you to verify your payment details. So, do not give out your bank account information
or other account information even if someone claims it’s necessary to get the
check or to get the payment. It’s a scam.”

The IRS corresponds with taxpayers through the mail.

If a con artist succeeds in getting personal information, it
can be used in a variety of ways. Sometimes, they use it to simply file a false
tax return.

“They could also use your information you provide related to
your bank account information and utilize that to just make fraudulent purchases
or steal the money directly from your bank account,” Slazinik says.

Slazinik says consumers shouldn’t fall for any of the scams
and, if they come across any, report it to the federal government.

Beware of scams in a time of COVID-19

ANDREW COUNTY— Two people were injured in an accident just before 5:30p.m. Sunday in Andrew County.

The Missouri State Highway Patrol reported a 2014 Chevy Equinox driven by Betty J. Martin, 72, Effingham, was southbound on Route K one mile south of Amazonia.

The driver attempted to turn left onto CR 375 and failed to yield. The Equinox struck the right front bumper of a northbound 1990 Toyota Camry driven by Jennifer L. Crockett, 41, Amazonia.

ANDREW COUNTY— Two people were injured in an accident just before 5:30p.m. Sunday in Andrew County.The Missouri State Highway Patrol reported a 2014 Chevy Equinox driven by Betty J. Martin, 72, Effingham, was southbound on Route K one mile south of Amazonia.The driver attempted to turn left onto CR 375 and failed to yield. The Equinox struck the right front bumper of a northbound 1990 Toyota Camry driven by Jennifer L. Crockett, 41, Amazonia.Andrew County EMS transported the drivers to Mosaic Life Care. St. Joseph police report southbound I-29 has reopened after a truck accident shut down traffic on the interstate south of St. Joseph between Faucett and Dearborn this morning.

A semi tractor-trailer jackknifed very early this morning Highway 116 at mile marker 32, blocking both southbound lanes, bringing interstate traffic to a standstill. Traffic had to be re-routed for a time at the Faucett exit while emergency crews responded.

The Missouri State Highway Patrol says no one was injured in the accident.

Buchanan County now reports 785 total cases of COVID-19 since

Seven hundred eight of those cases have been confirmed by lab
tests, while 77 are considered probable cases. Two deaths related to COVID-19

Buchanan County nears 800 COVID-19 cases

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of June 15 – 21.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Route 48 –&nbsp;CLOSED&nbsp;for a bridge replacement project over Agee Creek through mid-August. This bridge is included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state. Route 6 – Resurfacing project from just east of Route AC (Riverside Road) to Route 31 (DeKalb County) through June. Traffic will be narrowed to one lane and a pilot car will guide motorists through the work zone. A 10.5-foot width restriction is in place.

I-29 – Guardrail repairs in preparation for a resurfacing project from south of Route O to the Platte County line through mid-October. The resurfacing project is scheduled to start in August and run through mid-October.

Route 31 –&nbsp;CLOSED&nbsp;for permit work north of Southeast Kemmer Road, June 15, 8 a.m. to 9 a.m.

Route H – Pavement repair from Route 371 to Route A, June 15 – 17. Temporary traffic signals will be in place to guide motorists through the work zone.

I-229 – Bridge flushing, June 15 – 18

I-229 and U.S. Route 36 – Pothole patching, June 15 – 18

U.S. Route 36 – Guardrail work in the westbound lanes from the Livingston County line to Route 13 through early July. This includes a 14-foot width restriction.

Route 13 – Bridge rehabilitation project over U.S. Route 36 in Hamilton through July. The bridge will remain narrowed until repairs are complete. Westbound U.S. Route 36 will be reduced to one lane under the bridge during daylight hours.

Route Z –&nbsp;CLOSED until further notice&nbsp;from Route C to County Road 217 due to damage caused by a roadway slide.

Route C –&nbsp;CLOSED&nbsp;at the Branch of Turkey Creek Bridge due to damage from flooding. The project to replace the bridge was part of the March 2019 letting and was awarded to Gene Haile Excavating, Inc. The contractor plans to begin work June 22 and continue through October.

U.S. Route 24 – Resurfacing and shoulder improvement project from approximately 2 miles west of DeWitt to Route 5 in Keytesville through early July. Flaggers and a pilot car will direct motorists through the work zone. A 12-foot width restriction is in place.

Planned road work for northwest Missouri, June 15 - 21

Beginning Monday, all St. Joseph Public Library branches will begin in-person library service again.

According to a library press release, the East Hills and Downtown libraries will be open Monday – Thursday from 10 a.m. to 6 p.m. and Friday and Saturday from 9 a.m. to 5 p.m. The Carnegie Library will be open Monday, Wednesday and Friday from 10 a.m. to 6 p.m. The Washington Park Library will be open Monday, Wednesday and Friday from 9 a.m. to 5 p.m. Library hours may adjust based on usage and available staffing.

Patrons visiting the library will be limited to 30 minutes in the building each day.

Anyone who needs an extended computer session can schedule an appointment to use a computer for a longer period of time at the Downtown Library. Call 232-7729 to schedule an appointment.

The number of people in the branches at any one time will also be limited based on numbers set by library administration.

Contactless library service will continue for any patrons who would like to use the service. To use contactless library service call each branch, email notices@sjpl.lib.mo.us, or place holds through the online catalog to request materials.&nbsp;

St. Joseph Public Library to reopen Monday with limited hours

Since the death of George Floyd of Minnesota, many protest signs read ‘defund the police’ and some elected officials are being asked about that idea. 

In Minneapolis, most City Council members say they support dismantling their police department and putting the funding toward things like affordable housing and fighting mental health and opioid problems.

Missouri Governor Mike Parson, earlier this week, said defunding the police will not work in Missouri - with violent crime rates rising in Missouri cities. Parson, a former sheriff, says his response right now is to talk with community leaders to hear their needs.

“Not more free stuff, not more government programs,” Parson says. “How do you really change society? And for us to do that, that’s what it’ll take - It’ll take governors sitting down with people in communities that maybe we don’t always sit down with enough and try to figure out how do you do real changes? That’s what will be important for all of us.”

Buchanan County Sheriff Bill Puett says while he may not fully understand how something like defunding the police would work, especially on a local level, he's open to discussing concerns and changes.

“I think we have a tremendous community and, even regionally, that are realistic, I don’t think anybody would sit back and say there aren’t issues that need to be worked on or discussed,” Puett tells host Barry Birr on the KFEQ Hotline. “If there’s some reform or things needed, absolutely, I think across the board everybody… we constantly look at, what are the issues, are there policy changes we need to look at and all those things. I think any law enforcement agency should and does.”

Puett says he’s proud of the St. Joseph community for having peaceful protests and discussions on recent events and concerns.

“I think that we have some outstanding folks. I don’t think everybody agrees on everything but at least they're able to hopefully continue to discuss openly and have open, peaceful discussions and not the violence,” Puett says. “We’ve seen that so far that our community has done that so I’m very proud that they do that and are moving the right direction.”

Democrats in Congress are proposing an overhaul of police procedures and accountability. The Justice in Policing Act is among the most ambitious law enforcement reforms from Congress in years, confronting several aspects of policing that have come under strong criticism, as more and more police violence is captured on cellphone video and shared widely. 

The package limits legal protections for police, creates a national database of excessive-force incidents, and bans police choke holds, among other changes.
