St. Joseph police are investigating two shootings, one late
last night, one very early this morning.

Several shots were fired in the 25-Hundred block of North 15th
late last night. Shots hit a residence, but did not hit anyone inside. Casings
have been recovered. Police estimate between seven to 12 shots were fired.

No suspects have been arrested. The investigation continues.

one inside was hit.

It is not believed the two shootings are related, but both
shootings might be retaliations from previous shootings.

St. Joseph police investigating separate shootings

CASPER, Wyo. (AP) — A criminal investigation into a retired Roman Catholic bishop accused of childhood sexual abuse by more than a dozen men remains open, police in Wyoming said.

A victim advocate from the Natrona County district attorney's office had told an alleged victim that retired Bishop Joseph Hart would not be charged.

Asked why he wasn't pursuing charges, District Attorney Dan Itzen told Cheyenne police Friday that he is still pursuing charges and the case has not been officially closed, police spokesman David Inman said.

Police and Itzen realized the prosecutor misread or misunderstood details in a probable cause affidavit, Inman said.

Itzen’s office in Casper had received the case after the district attorney in Cheyenne recused herself. Part of the misunderstanding arose from a difference in how police in Cheyenne and Casper handle paperwork, Inman said.

“Basically it was, ‘Oh I didn’t know this and this is what you meant by this and this.’ That’s what’s causing the case to come back to life,” Inman said. “They’re going to convene with their guys, they’re going to call the chief, and we’re going to meet again.”

Communication between police and prosecutors had been difficult, Inman said.

Itzen referred comment Monday to Assistant District Attorney Michael Schafer, who did not immediately return a phone message.

Hart, 88, was was a priest in Kansas City, Missouri, for 21 years before moving to Wyoming, where he served as auxiliary and then full bishop from 1976 until his retirement in 2001.

The first known allegations against Hart dated to the early 1960s and were made in the late 1980s. At least six men have come forward in the past two years to say Hart abused them in Wyoming.

The Diocese of Kansas City-St. Joseph has settled in court with at least 10 victims.

The dioceses in Cheyenne and Kansas City have said the men who’ve come forward against Hart are credible and church officials have substantiated the allegations against Hart.

Hart has consistently denied all accusations of misconduct. Hart's attorney, Tom Jubin, did not immediately return a phone message Monday seeking comment.

Police: Sex abuse case against former KC priest still open

Missouri Western State University will begin to offer courses
tailored to local workforce trends, beginning next month.

Missouri Western President Matt Wilson says the Workforce
Development Center will begin July 1st by offering 200 courses.

“These courses, hands-on practical, some of them will be, you
can take them a la carte,” Wilson tells host Barry Birr on the KFEQ Hotline. “You
can take them one at a time or if you want a certificate, you can pursue a
certificate. We will give you a badge and it’s really directly applicable to
the workforce.”

Wilson says there is a lot of value in the traditional
four-year college degree.

“But there’s also a value in the short-term, micro credentials,
and that’s an area that we’re looking to expand in together, in partnership
with the local industry to make sure that we are preparing folks for the jobs
that are available here today.”

Wilson says courses will range from the essentials to what he
calls “soft skills”.

“So, if you want to learn about how to do public speaking, how
to do a presentation, how to put together different types of things, how to
interview, there will be those types of courses that will be very affordable,” according
to Wilson. “Or, even getting into the details. If you need to pick up some
computer skills, we’ll have classes on computer skills. Cyber security is a hot
area today. The jobs are just overflowing in that realm and so we’ll have a
cyber security certificate.”

Flexibility is a key to the new courses which will be offered.

“Today, if you’re thinking, you know what, got some time over
the next week, I want to pick up a different skill, I want to pick up some knowledge,
you can come on to the Missouri Western website, you can click on the course
and, boom, you could knock that course out in a day, in a week, or if you
needed to take a couple of months to do it, you would be able to do that.”

Eventually, the center will receive advice on what courses it
should offer by a panel of business experts. The center will be located in the
Craig School of Business on the St. Joseph campus.

Workforce Development Center to open soon at MWSU

A St. Joseph police officer has been placed on administrative duty after a video clip showing him in a verbal altercation with a citizen while off duty.

The St. Joseph Police Department says it received and reviewed a portion of a video clip from Sunday, which shows an off-duty officer involved in a verbal altercation with a citizen.

The officer is identified as Brandon Harrison.

According to the police department, the details of the incident are currently being investigated and the involved officer has been relieved from official police duties and placed on administrative duty, pending the outcome of the investigation.&nbsp; Harrison has been a member of the St. Joseph Police Department since January 7, 2019.&nbsp; 

"Police Officers are the most conspicuous representatives of government and, to the majority of people, they are a symbol of stability and authority upon which they can rely," says St. Joseph Police Capt. Jeff Wilson in an email. " Unbecoming conduct on the part of police officers adversely affects the operations of the Department and ultimately destroys public confidence in it.&nbsp; All matters involving officer misconduct allegations are and will be investigated by the Department."

Buchanan County tops 800 COVID-19 cases, Mosaic tests 10K residents

A St. Joseph motorcyclist died in a chain-reaction crash late Sunday afternoon on U.S. 169, about two miles south of Union Star.

The Missouri State Highway Patrol reports 64-year-old Mark Stickler died after being taken to the hospital.

The patrol crash report states a 2013 GMC Denali truck driven by 22-year-old Austin McGinnis of Union Star was northbound on U.S. 169 two miles south of Union Star when he rear-ended a 2019 GMC Yukon driven by 63-year-old Kenneth Wells of Union Star, who had stopped behind a vehicle waiting to turn left on a county road.

The impact forced the Yukon into the rear of&nbsp; the 2019 Subaru Outback stopped to make the turn, driven by 47-year-old Jacklynn Grimwood of St. Joseph. The Yukon careened off the Outback and into the path of the motorcycle, traveling south in the other lane, throwing him off the motorcycle.

The Andrew County Ambulance transported Stickler to Mosaic Life Care hospital in St. Joseph where he was pronounced dead.

Man from St. Joseph dies after 4-vehicle motorcycle crash

Planned road work for northwest Missouri, June 22 - 28

ANDREW COUNTY —A Missouri felon is in custody after following an accident just before 6p.m. Friday in Andrew County.

The Missouri State Highway Patrol reported a 2004 Ford Taurus driven by Stephen C. Blakley, 38, St. Joseph, was northbound on Interstate 29 ten miles north of St. Joseph.&nbsp;

The Ford rear-ended a 1999 Volvo driven by Kyle A. Thompson, 33, Independence, Missouri. Both vehicles pulled to the right shoulder and the Ford rear-ended the Volvo a second time.

Andrew County EMS transported Blakley to Mosaic Life Care. Thompson was not injured.&nbsp;&nbsp;

Blakley was also arrested for driving while intoxicated, operating a motor vehicle in a careless and imprudent manner involving an accident, a felony warrant for a parole violation, no insurance, and for not wearing a seat belt, according to the MSHP.&nbsp;

2 St. Joseph women hospitalized after 2-vehicle crash

A Juneteenth celebration will still take place this weekend in St. Joseph, it will just be a smaller event due to COVID-19 concerns.&nbsp;

Juneteenth marks the day in 1865 when federal troops arrived in Texas to enforce the Emancipation Proclamation and ensure all enslaved people were freed. The troops’ arrival came two and a half years after the signing of the Emancipation Proclamation.

Local Juneteenth Committee President LaTonya Williams says the celebration of Juneteenth is usually a weekend-long festival.

“It has a parade, it has educational aspects, children’s events, talent shows, it’s just a big festival,” Williams says. “But due to COVID-19, a lot of events all over the country were cancelled including ours, but with all of the recent events, our committee chose to at least host a picnic in order to hopefully bring some people together, educate more people on Juneteenth and the history and just to appreciate our differences more.”

Williams says anyone in the community is invited to come to the picnic which will also include information and an opportunity to register to vote.

“You can also learn about businesses in the area… there’s a lot of little businesses and they’re minority-owned that hardly anyone knows about, people will be able to get information about that,” Williams says. “If people are interested in Juneteenth and getting educated about the history and even if you’re interested in joining our committee - because we always need people - come out, have lunch and you’ll be able to meet other people on the committees and just have a good time.”

St. Joseph Real
estate agent David Gall has been appointed interim Buchanan County Treasurer by
Gov. Mike Parson, replacing long-time Treasurer John Nash, who retired.

Gall is an agent
with Berkshire Hathaway HomeServices Stein &amp; Summers Real Estate. He
previously worked as the Sales and Marketing Manager for First American Title
Insurance Company.

Gall is running as
a Republican for the office. John Nash’s son, James “Jimmy” Nash, is running as

Gov. Parson appoints David Gall as Buchanan County Treasurer

A little piece of St. Joseph will soon disappear from grocery
store shelves.

The Quaker Oats Company, claiming the Aunt Jemima image was
born from a racial stereotype, has announced the pancake mix and syrup will
change its name and image.

“Well, personally, I’m disappointed. I think we’ve become
overly sensitive. I think Aunt Jemima portrays a very positive image,” St. Joseph
historian Bob Slater tells St. Joseph Post.

Slater says it all started when a newspaper editor with the
St. Joseph Gazette named Chris Rutt, who had an ownership in Pearl Milling
Company, developed a self-rising flour with business partner Charles Underwood.

“Rutt was a big pancake eater, did not like to mix all of the ingredients
so he and Underwood fooled around and finally developed this excellent pancake
flour,” Slater says. “That was in 1889. A year later, R. T. Davis, who owned a
big mill in St. Joe, bought the formula from Rutt and Underwood.”

St. Joseph Librarian Purd Wright also had a hand in the product
development, first branding the image of “Aunt Jemima Pancake Flour.”

Aunt Jemima broke into the national spotlight after the 1893
World’s Fair in Chicago when a former slave, Nancy Green, portrayed Aunt Jemima
and served pancakes to an ever-growing crowd. The crowds at her cooking demonstration
grew so large, police had to be called in to control them and move people
along.

Green was honored for her role at the fair and stayed with the
R. T. Davis Milling Company until her death in 1923. Other women stepped into
the role of Aunt Jemima.

Quaker Oats, based in Chicago, bought the Aunt Jemima brand in
1926.

“She’s friendly. She wants to be helpful. I think it’s a very
positive image,” Slater says. &nbsp;“So, I’m
disappointed, but the people that made that decision make a lot more money than
I ever made, so I guess they know what they’re doing. Is Colonel Sanders next?
Where do we go from here?”

No matter where it goes from here, a bit of St. Joseph history
will be lost.

“I’m disappointed. I value the St. Joe connection,” Slater says.
“The fact that it started here, we had the baseball team named the Aunt Jemimas,
at lot of St. Joe connections. There’s the Aunt Jemima house. It severs another
link to St. Joe’s history.”

positive image,” Slater says. &nbsp;“So, I’m
disappointed, but the people that made that decision make a lot more money than
I ever made, so I guess they know what they’re doing. Is Colonel Sanders next?
Where do we go from here?”No matter where it goes from here, a bit of St. Joseph history
will be lost.“I’m disappointed. I value the St. Joe connection,” Slater says.
“The fact that it started here, we had the baseball team named the Aunt Jemimas,
at lot of St. Joe connections. There’s the Aunt Jemima house. It severs another
link to St. Joe’s history.”

Say goodbye to Aunt Jemima and a piece of St. Joseph history

St. Joseph Police Chief Chris Connally says he has been in
talks with those protesting locally in wake of the death of George Floyd at the
hands of a Minneapolis police officer.

Connally says he has been talking with various groups for
years, including the NAACP and the MidCity Excellence Community Learning Center
in an effort to reach out. But he says there is always room for improvement.

“A lot of those folks I’ve spoken to have experienced some
type of racism in the community,” Connally tells host Barry Birr on the KFEQ
Hotline. “So, they want to see things improve. That’s a good thing. We all want
to see things improve.”

Connally says St. Joseph police officers are trained against
bias, including implicit bias. 

Connally says the key to addressing the concerns of people
demonstrating for police reform is to see people as individuals, not as members
of various categories.

“You’ve got to see people as people and if you are around each
other, you know each other, you recognize each other as persons,” according to
Connally.

Connally says the department will work to keep its focus on
its vision.

“Our vision is for St. Joseph Police Department to be known
for excellence in policing,” Connally says. “We say this will be accomplished
through training, innovation, and exceeding expectations. Well, all these
things we talk about, if you are going to accomplish those things you’ve got to
constantly be striving. Our vision is what we are always striving for.”

The St. Joseph Police Department mission statement also comes
into play, according to Connally, who notes the mission statement is
protection, service, and partnership.

Connally is receptive to listening to those who so far have stuck
with peaceful protests in St. Joseph. He says he knows many of them, because he
has worked with them over the years.

Still, some of the rhetoric growing out of the nation-wide
protests is contradictory, according to Connally.

“On the one hand, we want everyone to be treated exactly the
same for the same crime,” Connally says. “But, if you’re coming from the
treatment or the rehabilitation end, then we want to treat them as individuals based
on individual needs and treat them differently based on those needs.”

Police chief says key to reform is seeing each other as people

Seth Wright submitted his letter of resignation from the St. Joseph School District Board of Education Thursday morning.

He stated that he will be moving to the Kansas City area for a professional opportunity with his law firm, and shared the following message:

“It has been an honor and a privilege to serve the students, teachers, staff and community as a member of the Board of Education.&nbsp; It has also been my privilege to serve with a great group of board members and a strong administrative team.&nbsp; I wish you all the best and nothing but success in the future.&nbsp; I appreciate your time, commitment and devotion to the SJSD.”

According to the St. Joseph School District, the resignation will be officially presented to the Board of Education,&nbsp;<a href="https://simbli.eboardsolutions.com/ePolicy/policy.aspx?PC=BBC&amp;Sch=46&amp;S=46&amp;C=&amp;RevNo=1.21&amp;T=A&amp;Z=P&amp;St=ADOPTED&amp;PG=6&amp;SN=true" target="_blank">in accordance with Policy BBC</a>, during the next meeting on Monday, June 22. After that, the Board will begin the process of filling the open seat following&nbsp;<a href="https://simbli.eboardsolutions.com/ePolicy/policy.aspx?PC=BBE-2&amp;Sch=46&amp;S=46&amp;C=&amp;RevNo=1.01&amp;T=A&amp;Z=P&amp;St=ADOPTED&amp;PG=6&amp;SN=true" target="_blank">Policy BBE-2</a>.

A group will be meeting over the summer to support those who are dealing with the loss of a loved one along with stress caused by the pandemic.

"COVID-19 has really put a wrinkle in our lives," says Mary Noel Owens with the local GriefShare group. "Particularly if you put all of this anxiety on top of the anxiety of already grieving,"&nbsp;

Debbie Lyons with the local GriefShare support group, says they'll be holding four free sessions over the summer with the first one on COVID-19 and Grief taking place Thursday, June 18th.

"We really express the urgency for people that have been in isolation and that are grieving alone or even just through the phone, to please attend because it then gives you that personal relationship meeting other people that are going through the very same thing that you're going through and it just helps you understand that you are grieving about being isolated as well as the loss of your loved one," Lyons tells host Barry Birr on the KFEQ Hotline.
