Missouri Western State University will start its fall 2020 semester two weeks early and end it by Thanksgiving in response to ongoing concerns about COVID-19.&nbsp;

“Unfortunately, we realize that the continued spread of COVID-19 will remain unpredictable for many months and that we need to remain flexible for the foreseeable future,” President Matt Wilson said in a message to campus. “After considerable discussion with faculty, staff and student leaders, we are joining with other universities that have announced early starts to their fall semesters in an effort to hopefully avoid the unpredictable and best serve our students.”

Wilson said <a href="https://stjosephpost.com/posts/44ac8928-15da-4e7e-b6f6-7dad793739f5">this week’s notification from the Kansas City Chiefs</a> that they would conduct their annual training camp at their own facilities rather than at Missouri Western gave the University the flexibility to change the schedule. The shift will allow Missouri Western to take advantage of a period of expected lower COVID-19 case rates before winter hits and minimize the risk of having students return to campus after traveling and interacting with others during the Thanksgiving holiday.

Classes will start on Monday, Aug. 17, two weeks earlier than the originally scheduled date of Aug. 31. On-campus instruction will end on Thursday, Nov. 19. Final exams will be held between Friday, Nov. 20 and Wednesday, Nov. 25. Fall commencement will be held on a date to be determined.

Missouri Western will also encourage the campus community to monitor their health, practice good hygiene, take steps to maximize physical distancing and follow the guidance of health officials on wearing face coverings. Faculty members will explore a variety of formats for course offerings.&nbsp;

Most students have not been on campus since before spring break started March 6. Instruction pivoted to alternative delivery methods for the remainder of the spring semester, and all summer classes have been offered online only.

St. JOSEPH, Mo. (AP) — Three suspects in a St. Joseph shooting are in custody following a brief vehicle chase by the Missouri State Highway Patrol that ended with a rollover crash. 

Law enforcement had been looking for the suspects following a shooting Thursday morning in downtown St. Joseph that left one person injured, authorities said. The chase lasted about two or three minutes and ended shortly before 11 a.m. after the suspects’ vehicle rolled in a ditch in a rural area of Platte County. 

All four occupants took off running after the crash. Authorities are still looking for one man.

Lilly has seen the recovery as local retail shops and
restaurants welcome customers back.

“And some of that is going slowly,” Lilly tells host Barry
Birr on the KFEQ Hotline. “Some came back right away. Others have taken a
little more of a conservative or pragmatic approach to opening and are just now
beginning to open.”

Lilly says St. Joseph has weathered the downturn better than
most Missouri metro areas, because of its large manufacturing sector.

“About 25, almost 30%, of the people that work in St. Joseph
are involved in some way or another in making something.”

The St. Joseph Chamber of Commerce says St. Joseph lost about
7% of its jobs during the COVID-19 restrictions, while most Missouri metropolitan
areas lost at least 10% of their workforce. The city’s strong manufacturing
base and its export business kept it from losing more jobs. Only Joplin did better
in job retention during the restrictions.

Generous unemployment benefits might be holding some people
back from returning to work even after the lifting of the restrictions.

Lilly says with the normal Missouri unemployment check
enhanced by a $600 a week federal supplement there’s little incentive to rush
back to work.

“A number of people either are making what they were at their
job or more and so, as a consequence, it’s a little more difficult to get those
folks back,” according to Lilly.

Federal aid approved by Congress has proven effective,
according to Lilly, especially by helping small businesses retain their
workers. Local help is being offered as well. Buchanan County is offering a
$5,000 grant to small businesses struggling to survive. The city is offering loans
from $5,000 to $10,000 which have the potential of being forgiven.

“Both good local programs,” Lilly says. “I think they come at
a good time, kind of in this period between the current round of federal
funding and potentially a future round later this summer.”

Lilly remains optimistic the economy will bounce back, but doesn’t
see full economic recovery until consumers feel safe to shop again.

“Getting the consumer back out is important and creating an
environment, be it the small retail shop or in general, that the consumer feels
safe both physically and monetarily, is going to be important to continue this
current recovery,” Lilly says.

St. Joseph economy seems to be weathering the COVID-19 storm

The St. Joseph Police Department released an extended video of <a href="https://stjosephpost.com/posts/e851a929-7698-4f13-87e5-5cfe5150e2dc">a recent confrontation an off-duty officer had with a citizen</a>, captured in a short clip which went viral on social media.

A spokesman for the St. Joseph Police Department says the extended video is being used as part of the investigation into the incident.

St. Joseph Police Capt. Jeff Wilson told reporters Wednesday there was more to the incident that took place before and after what was shown on the short TikTok video of off-duty Officer Brandon Harrison’s verbal altercation with a citizen.

Harrison has been relieved from official police duties and placed on administrative duty, pending the outcome of the investigation.&nbsp;

Wilson says, earlier on the day of the incident, a captain with the Buchanan County Drug Strike Force saw a vehicle and recognized it as one that had fled from him during a prior incident. When the captain tried to perform a traffic stop, the vehicle took off, ran multiple stop signs, and hit two vehicles as the driver attempted a high-speed maneuver, according to Wilson.

Wilson says one of the vehicles struck was owned by Harrison, who reported a hit-and-run. At about the same time, the occupants of the vehicle fleeing the Drug Strike Force Captain also called in to report a hit-and-run.

An officer arriving on the scene believed the vehicle to be the one involved in the hit-and-run. That officer notified both the Buchanan County Sheriff’s Captain and Harrison in an attempt to identify the vehicle.

When Harrison arrived on the scene, the officer was trying to get information about the vehicle and the man was “expressing his agitation in a loud manner,” according to Wilson. The man reportedly made what Wilson describes as “demeaning comments” toward Harrison. Wilson says it was only then that the man’s companion, identified as the driver of the vehicle, began filming the video posted to social media.

“We’re investigating this incident based on the actions of the officers, the words that the officer used when he initially responded there,” Wilson says. “We’re going to look into every detail of that as to why that took place and that officer will be held accountable, if we deem those actions to be inappropriate. I will just tell you that there will be some sort of action taken and accountability but it won’t be driven by the public, it will be driven by what we do procedurally on this department to discipline our officers and the purpose of our discipline is to make our officers better.”

Capt. Wilson says they hope to conclude the investigation and provide an update soon.

SJPD releases full video of confrontation involving off-duty officer  

The St. Joseph School District is facing budget challenges as the <a href="https://stjosephpost.com/posts/5ed552b3ebfb13423b26a9b7">state announced deep cuts</a> to education funding earlier this month.

Superintendent Doug Van Zyl says the passing of the 61-cent tax levy last year is one positive.

“I can tell you without that, we’d be in some pretty desperate situations right now.”

Van Zyl says the state will be withholding $2.2 million for the month of June and that will apply to this fiscal year's budget which runs through June 30th.

“If there’s a blessing in this, that may be it because, of course, we did have the opportunity to be closed because of COVID, so we weren’t running buses, we stopped our contract with Apple, so that saved us some dollars,” Van Zyl tells host Barry Birr on the KFEQ Hotline. “We’ve been paying our staff and everybody through this time so there really wasn’t huge savings… but now without kids being in school, the budget reductions for this year have a little bit less of an impact”

The district is anticipating and planning for a $2.2 million withholding in July as well.

Van Zyl says roughly 80% of their budget is staff but they don’t anticipate having to make staff reductions in the near future.

“We feel like our budget that was developed should be able to maintain us through this next year,” Van Zyl says. “But we’ve been telling the board and been trying to tell people, at some point, some very tough decisions may have to be made because when we’re paid by the state it’s off of the number of students enrolled in your district and average daily attendance is a factor in that and all of a sudden 2-300 more students don’t show up, that’s a large impact to us financially as well.”

The school district is not only working on adjusting to budget cuts but also on a reentry plan for the fall. According to Van Zyl, the district plans to bring together a reentry committee at the beginning of July made up of staff, students, parents and community members to look at the plan so far. They hope to have a final plan to present in mid-July.

SJSD faces budget challenges as state withholds $2.2 million in June

ST. JOSEPH, Mo. -&nbsp;Pavement repairs will close Woodbine Road north of Frederick Boulevard this week. 

Crews from Herzog Contracting Corp., working with the Missouri Department of Transportation, plan to close Woodbine on the north side of Frederick at 7 a.m. on Thursday. The road will remain closed until approximately 7 p.m. that same day.

During the closure, the Woodbine entrances to Reed Chevrolet, Hazel’s Coffee Company, and Speedy’s Gas &amp; Convenience may be impacted. Customers should utilize the Frederick Boulevard entrances to these businesses. The westbound driving lane of Frederick may also be impacted at Woodbine, as well, throughout the pavement repair project, which is expected to only take one day to complete.

The pavement repairs are part of a project which includes resurfacing a portion of Frederick Boulevard from U.S. Route 169 (Belt Highway) to Interstate 29. That resurfacing is planned for later this construction season.

All work is weather-permitting, and schedules are subject to change.&nbsp;

Portion of Woodbine Road to close Thursday in St. Joseph

DEKALB COUNTY—One person was injured in an accident just after 4a.m. Wednesday in DeKalb County.

The Missouri State Highway Patrol reported a 2005 Ford Explorer driven by James H. Young II, 48, Maysville, was westbound on MO 6 five miles north of Clarksville.

The SUV entered a curve, traveled off the north side of the road and down an embankment.

Clinton DeKalb ambulance transported Young to Mosaic Life Care. He was properly restrained at the time of the accident, according to the MSHP.

place more emphasis on addressing the underlying causes of crime, but says
those can be incorporated in the daily work of a police department.

Connally says while he doesn’t agree with calls to defund
police, he agrees more could be done to help those with mental health issues.

“In St. Joseph, Family Guidance has a mental health specialist
that actually has an office in our department, works for Family Guidance; at
times responds on calls with us, at times takes over calls with us, at times
when there’s no other threat will take a call for us when it deals with mental
health (issues),” Connally says, adding those are progressive steps police
departments can take.

Connally points out the Buchanan County Sheriff’s Department
has also incorporated a Family Guidance worker to help those incarcerated in
the county jail.

Connally says there is no need to defund police so more money
can be used for mental health programs. He says it should be incorporated
within a police department.

“When you start addressing mental health issues or co-curing
disorders maybe with a drug issue, too or drug issues, now you’re starting to
address causes of crime,” according to Connally. “Now you’re starting to do
things that are going to have more meaningful, long-term impacts.”

HOLT COUNTY — One person was injured in an accident just after 2:30p.m. Tuesday in Holt County.

The Missouri State Highway Patrol reported a 2012 Volvo semi driven by Ronnie Johnson, 60, Charlotte, NC, was northbound on Interstate 29 seven miles south of Mound City.

The vehicle's front passenger tire blew. The truck traveled off the road, overturned and struck a treet.

Atchison-Holt ambulance transported Johnson to Fairfax Community Hospital. He was properly restrained at the time of the accident, according to the MSHP.

The St. Joseph Chamber of Commerce received its third straight 5-Star Accreditation from the U.S. Chamber of Commerce.

St. Joseph Chamber&nbsp;Director of&nbsp;Communications and Marketing Kristi Bailey says they go through the accreditation process once every five years.

“They look at everything from communication, your technology that you have available, to what you do for your members, advocacy with government, our finances, really just every little thing that we do they take a look at and they judge and they compare against other chambers," Bailey says.

Bailey says the accreditation is a big deal in the chamber world.

“People don’t always understand what a chamber of commerce is or how St. Joe compares to Columbia or Springfield or Kansas City," Bailey says. "So with us being able to have this designation again just really highlights that we really do work hard for the St. Joseph community and we’re pretty successful.”

St. Joseph is one of only five Accredited Chambers in Missouri.&nbsp;Of 7,000 Chambers in the country, only two percent have a 5-Star Accreditation.&nbsp;

According to the Missouri Department of Transportation, Herzog plans to repair portions of the pavement on Route 36 between the Missouri River and the Platte River, east of Riverside Road.

The work is planned to take place during daylight hours Wednesday through Saturday. One lane of 36 will remain open throughout the work.&nbsp;Some single-lane closures may remain in place overnight. 

During this time, Herzog also plans to work on pavement improvements at the intersection of Frederick Avenue and Woodbine Road. Crews plan to close Woodbine on the north side of Frederick at 7 a.m. on Thursday. The road will remain closed until approximately 7 p.m. that same day.

85-year-old Missouri woman hospitalized after crash

An area state senator is in the center of controversy over an
attempt to change portions of the Clean Missouri initiative approved by voters
in 2018.

Senator Dan Hegeman of Cosby wants to reduce “competitiveness”
from among the priorities which must be taken into account in redrawing
legislative districts. Hegeman argues that that requirement would lead to
irregular districts which would no longer reflect local political leanings.

“And that really bothered me and the fact that it would
diminish our voice in rural Missouri and some of my urban colleagues in urban
Missouri also shared that concern as well,” Hegeman tells St. Joseph Post.

Hegeman defends his proposal against criticism by the
supporters of Clean Missouri that he is trying to overturn the will of the
people. Hegeman says he simply wants Missouri voters to reconsider the
redistricting portion of the initiative.

“I don’t see that as overturning the will of the people,”
Hegeman says. “It’s letting people have a chance to once again revisit this and
see if that particular provision is something they would like to change or they
would like to keep the Clean Missouri effort in place that would come with these,
what I would consider very gerrymandered and very unwieldy districts.”

Hegeman’s measure tightens some ethics provisions in the Clean
Missouri initiative approved by voters. It would prohibit a state senate
candidate from receiving any campaign contributions exceeding $2,400 from an
individual. It would repeal a provision tying contributions to the rate of
inflation. The measure also would ban all gifts from lobbyists.

It is the proposed changes in the Clean Missouri redistricting
proposal that has drawn the most attention and the most criticism, though.

Hegeman hopes for its passage in November.

“Well, I certainly hope it will,” Hegeman says. “I think that
people, once they get a chance to see that they will keep the ethics reforms
that many of them wanted, but had to accept the redistricting proposal in the
process and, as a matter of fact, this even strengthens the ethics reforms that
many people wanted, but also gives them a chance to go back and look at the way
we redistrict in the state of Missouri. Hopefully, they will see the logic of
keeping counties, cities together so that we have a unified voice.”

Senator stirs controversy by proposing Clean Missouri change

Pivotal Point Transitional Housing in St. Joseph has continued helping individuals despite its thrift shop being closed and funding losses due to COVID-19.

Pivotal Point offers a transitional housing program for families and individuals to help them overcome homelessness and become self-sufficient.

Pivotal Point Program Manager Tracy Bailey says despite COVID-19 concerns, residents continued to thrive in the program.

“Even though so many places were closed, we were very fortunate that most of our residents weren’t really affected by that,” Bailey tells host Barry Birr on the KFEQ Hotline. “We were just grateful we were able to continue to serve them and walk alongside them and also to teach them that these things happen, we are not in control. We know that things can change in a moment’s time and we have to prepare for that in some way, having savings accounts and jobs that are sustainable through things that we can’t always control.”

Pivotal Point Executive Director Melissa Frakes&nbsp;says they did have to close their thrift shop for seven weeks due to shelter-in-place orders. That, and the loss of a grant, resulted in about an $80,000 loss in recent months.

"We realize to never take anything for granted," Frakes says. "We really appreciate our thrift store, the thrift store really exists for the mission and the ministry of what we do and when you're closed for seven weeks, you get a full realization of the impact it has."

One of Pivotal Point’s biggest fundraisers of the year will still be taking place, just at a different time and place. The Fall Ball will be held virtually July 26th through August 2nd. St. Joseph police are investigating two shootings, one late
last night, one very early this morning.

Several shots were fired in the 25-Hundred block of North 15th
late last night. Shots hit a residence, but did not hit anyone inside. Casings
have been recovered. Police estimate between seven to 12 shots were fired.

No suspects have been arrested. The investigation continues.

St. Joseph police investigating separate shootings

CASPER, Wyo. (AP) — A criminal investigation into a retired Roman Catholic bishop accused of childhood sexual abuse by more than a dozen men remains open, police in Wyoming said.

A victim advocate from the Natrona County district attorney's office had told an alleged victim that retired Bishop Joseph Hart would not be charged.

Asked why he wasn't pursuing charges, District Attorney Dan Itzen told Cheyenne police Friday that he is still pursuing charges and the case has not been officially closed, police spokesman David Inman said.

Police and Itzen realized the prosecutor misread or misunderstood details in a probable cause affidavit, Inman said.

Itzen’s office in Casper had received the case after the district attorney in Cheyenne recused herself. Part of the misunderstanding arose from a difference in how police in Cheyenne and Casper handle paperwork, Inman said.

“Basically it was, ‘Oh I didn’t know this and this is what you meant by this and this.’ That’s what’s causing the case to come back to life,” Inman said. “They’re going to convene with their guys, they’re going to call the chief, and we’re going to meet again.”

Communication between police and prosecutors had been difficult, Inman said.

Itzen referred comment Monday to Assistant District Attorney Michael Schafer, who did not immediately return a phone message.

Hart, 88, was was a priest in Kansas City, Missouri, for 21 years before moving to Wyoming, where he served as auxiliary and then full bishop from 1976 until his retirement in 2001.

The first known allegations against Hart dated to the early 1960s and were made in the late 1980s. At least six men have come forward in the past two years to say Hart abused them in Wyoming.

The Diocese of Kansas City-St. Joseph has settled in court with at least 10 victims.

The dioceses in Cheyenne and Kansas City have said the men who’ve come forward against Hart are credible and church officials have substantiated the allegations against Hart.

Hart has consistently denied all accusations of misconduct. Hart's attorney, Tom Jubin, did not immediately return a phone message Monday seeking comment.

Missouri Western State University will begin to offer courses
tailored to local workforce trends, beginning next month.

Missouri Western President Matt Wilson says the Workforce
Development Center will begin July 1st by offering 200 courses.

“These courses, hands-on practical, some of them will be, you
can take them a la carte,” Wilson tells host Barry Birr on the KFEQ Hotline. “You
can take them one at a time or if you want a certificate, you can pursue a
certificate. We will give you a badge and it’s really directly applicable to
the workforce.”

Wilson says there is a lot of value in the traditional
four-year college degree.

“But there’s also a value in the short-term, micro credentials,
and that’s an area that we’re looking to expand in together, in partnership
with the local industry to make sure that we are preparing folks for the jobs
that are available here today.”

Wilson says courses will range from the essentials to what he
calls “soft skills”.

“So, if you want to learn about how to do public speaking, how
to do a presentation, how to put together different types of things, how to
interview, there will be those types of courses that will be very affordable,” according
to Wilson. “Or, even getting into the details. If you need to pick up some
computer skills, we’ll have classes on computer skills. Cyber security is a hot
area today. The jobs are just overflowing in that realm and so we’ll have a
cyber security certificate.”

Flexibility is a key to the new courses which will be offered.

“Today, if you’re thinking, you know what, got some time over
the next week, I want to pick up a different skill, I want to pick up some knowledge,
you can come on to the Missouri Western website, you can click on the course
and, boom, you could knock that course out in a day, in a week, or if you
needed to take a couple of months to do it, you would be able to do that.”

Eventually, the center will receive advice on what courses it
should offer by a panel of business experts. The center will be located in the
Craig School of Business on the St. Joseph campus.

Workforce Development Center to open soon at MWSU

A St. Joseph police officer has been placed on administrative duty after a video clip showing him in a verbal altercation with a citizen while off duty.

The St. Joseph Police Department says it received and reviewed a portion of a video clip from Sunday, which shows an off-duty officer involved in a verbal altercation with a citizen.

The officer is identified as Brandon Harrison.

According to the police department, the details of the incident are currently being investigated and the involved officer has been relieved from official police duties and placed on administrative duty, pending the outcome of the investigation.&nbsp; Harrison has been a member of the St. Joseph Police Department since January 7, 2019.&nbsp; 

"Police Officers are the most conspicuous representatives of government and, to the majority of people, they are a symbol of stability and authority upon which they can rely," says St. Joseph Police Capt. Jeff Wilson in an email. " Unbecoming conduct on the part of police officers adversely affects the operations of the Department and ultimately destroys public confidence in it.&nbsp; All matters involving officer misconduct allegations are and will be investigated by the Department."

by Sarah ThomackSt. Joseph PostA St. Joseph police officer has been placed on administrative duty after a video clip showing him in a verbal altercation with a citizen while off duty.The St. Joseph Police Department says it received and reviewed a portion of a video clip from Sunday, which shows an off-duty officer involved in a verbal altercation with a citizen.The officer is identified as Brandon Harrison.According to the police department, the details of the incident are currently being investigated and the involved officer has been relieved from official police duties and placed on administrative duty, pending the outcome of the investigation.&nbsp; Harrison has been a member of the St. Joseph Police Department since January 7, 2019.&nbsp; "Police Officers are the most conspicuous representatives of government and, to the majority of people, they are a symbol of stability and authority upon which they can rely," says St. Joseph Police Capt. Jeff Wilson in an email. Buchanan County tops 800 COVID-19 cases, Mosaic tests 10K residents

A St. Joseph motorcyclist died in a chain-reaction crash late Sunday afternoon on U.S. 169, about two miles south of Union Star.

The Missouri State Highway Patrol reports 64-year-old Mark Stickler died after being taken to the hospital.

The patrol crash report states a 2013 GMC Denali truck driven by 22-year-old Austin McGinnis of Union Star was northbound on U.S. 169 two miles south of Union Star when he rear-ended a 2019 GMC Yukon driven by 63-year-old Kenneth Wells of Union Star, who had stopped behind a vehicle waiting to turn left on a county road.

The impact forced the Yukon into the rear of&nbsp; the 2019 Subaru Outback stopped to make the turn, driven by 47-year-old Jacklynn Grimwood of St. Joseph. The Yukon careened off the Outback and into the path of the motorcycle, traveling south in the other lane, throwing him off the motorcycle.

The Andrew County Ambulance transported Stickler to Mosaic Life Care hospital in St. Joseph where he was pronounced dead.

Man from St. Joseph dies after 4-vehicle motorcycle crash

DEKALB COUNTY — Three people were injured in an accident just before 2p.m. Sunday in DeKalb County.

The Missouri State Highway Patrol reported a 1996 Chevy Silverado driven by Karen F. Bobert, 74, Osborn, was turning northbound on MO 33 from Platte Road.&nbsp; The pickup crossed the centerline and struck a southbound Dodge Durango driven by Shelly D. Morgan, 49, Gallatin.

EMS transported Morgan and passengers in the Durango Brandy M. Shull-Bayte, 35, and Jessica L. Eddy, 26, both of Lexington to Mosaic Life Care. Bobert was not injured. All four were properly restrained at the time of the accident, according to the MSHP.
