St. Joseph residents want the city to focus on the basics.

At least, that’s according to the latest survey of Buchanan
County residents conducted for the St. Joseph Community Alliance.

“I always look at survey results such as these as an
opportunity,” Community Alliance Director Tama Wagner tells St. Joseph Post. “Clearly,
there are places I wish we were doing better, but what the survey does, it
gives us a roadmap for how to improve and what to improve.”

The survey of more than 700 Buchanan County residents
indicates they want the city to focus on maintenance of streets as well as providing
support for fire and police. Those responding also indicate support to address
homelessness and efforts to revitalize older neighborhoods.

Survey respondents cited three main reasons for living in St.
Joseph:&nbsp; safety and security, the cost of
living, and living near family and friends. The most important issues facing
St. Joseph, according to survey respondents, are public safety, jobs, and
education.

Wagner says the survey results will be used by the Imagine St.
Joseph 2040 Plan to concentrate on plans for the future.

“We do look at this survey in specifics to St. Joseph and it
gives us a good idea what we need to work on in the community itself, because
they’re issues specific to us,” Wagner says.

Wagner says, overall, the survey results do not come as a
surprise.

“There’s a reason it’s called the <a href="https://imaginestjoseph2040.com/">Imagine St. Joseph 2040
Plan</a>. It’s a long-range plan,” Wagner says. “These issues didn’t occur
overnight. The solutions won’t occur overnight. But, we have good feedback from
the community. We have the right people around the table to address these
issues and we have a plan to move forward.”

The survey was conducted by mail and online, sent to randomly
selected households in both St. Joseph and Buchanan County with a confidence
level of 95%, according to St. Joseph Community Alliance.

“Cody Harter was a loadmaster with the 180th&nbsp;Airlift Squadron&nbsp;who was&nbsp;tragically&nbsp;taken from us about 3 years&nbsp;ago and this organization is one that our airshow felt very worthy&nbsp;of partnering with,” Compton tells St. Joseph Post.&nbsp;&nbsp;

Compton says&nbsp;it's going to be a Cross-Fit style challenge event.&nbsp;&nbsp;

“It’s going to be a great workout and it’s going to be a good time and the proceeds go&nbsp;back to the Kick Back for Cody&nbsp;organization,” says Compton.&nbsp;&nbsp;

ANDREW COUNTY —A Missouri woman was injured in an accident just before 6a.m. Wednesday in Andrew County.

The Missouri State Highway Patrol reported a 2017 Ford Escape driven by Cheyenne M. Wooten, 22, Warrensburg, was southbound on Interstate 29 twelve miles north of St. Joseph.

The driver lost control of the vehicle when she attempted to avoid a deer in the road. The SUV left the road and overturned.

Andrew County EMS transported Wooten to Mosaic Life Care. She was properly restrained at the time of the accident, according to the MSHP.

Missouri woman swerved to miss deer, SUV overturns

This week is&nbsp;National Work Zone Awareness Week.&nbsp;&nbsp;

The Missouri Department of Transportation saw an increase of 33% in TMA (Truck Mounted Attenuators; trucks specially made with crash-absorbing materials) crashes in 2020 compared to 2019, most often caused by speeding and distracted driving.&nbsp;&nbsp;

District Engineer&nbsp;Chris Redline&nbsp;says&nbsp;he’s not quite sure why there was an increase in&nbsp;work zone crashes.&nbsp;&nbsp;

“You would think that with less traffic last year because of reduced travel because&nbsp;of the pandemic that crashes would go down but&nbsp;we actually say an increase in our fatalities too,” Redline tells St. Joseph Post.&nbsp;&nbsp;&nbsp;

Redline says construction projects increase coming out of winter.&nbsp;&nbsp;

“The public is going to see a lot of cones, work zones, arrow boards, all kinds of stuff out there,” says Redline. “Any time you have a change in the road when you’re driving, you need to be aware of it so we just want to bring it to people’s attention so everyone can get home&nbsp;safe.”&nbsp;

Redline&nbsp;says&nbsp;drivers play a critical role when it comes to safety in work zones.&nbsp;&nbsp;

“It takes about five seconds to look at a text message. If you’re going 55 mph, that’s the length of a football field, so imagine driving blindfolded for a football field in a work&nbsp;zone,” says&nbsp;Redline.&nbsp;“Very dangerous, we just want everybody to get home safe.”&nbsp;

It's National Work Zone Awareness Week

Repair work continues on the Missouri River levee system and
not just on the Missouri side.

The U.S. Army Corps of Engineers is nearing completion of
reconstruction of the Iowa Point, Kansas levee, heavily damaged by the 2019
flood.

“In March of 2019 that levee was overtopped and then
subsequently breached,” Emergency Management Specialist Mike Dulin with the
Army Corps of Engineers Kanas City office tells St. Joseph Post.

The three-and-a-half mile levee that held in 2011, failed in
2019; spectacularly.

“There were three breaches on it resulting from the flood as
well as a large drainage structure on the downstream end of the levee system that
had three 60-inch CMP pipes that drained the bottoms there,” Dulin says. “Our
contractors had to reconstruct that on site and do some work to realign the
drainage channel.”

Officially called the Missouri River Levee System 500R, it was
designed and built by the Corps of Engineers and turned over to the Iowa Point
Levee District in northern Doniphan County, Kansas.

Missouri River floodwater poured through the breaches in the
levee and covered 1,300 acres of farmland in northern Doniphan County in 2019. It
also damaged Highway 7 between Sparks and White Cloud.

“It overtopped and breached and then the floodplain bottoms
there were inundated a couple of more times throughout the flood event in ’19 just
due to high water on the Missouri River,” according to Dulin. “So, it also
caused a lot of damage to Highway 7 there on the north end of the levee unit
where it ties into the highway.”

The Corps worked with the Kansas Department of Transportation
to repair and elevate Highway 7.

Dulin says it was not just the height of the Missouri River,
but the duration of the flood, that devastated levees throughout the area. That
portion of the river got hit hard, as hard as any portion of Missouri River bottomland
in 2019. Dulin says the Missouri River didn’t discriminate that year, overflowing
in Missouri as well as Kansas. Floodwaters damaged the Iowa Point levee on the
Kansas side and damaged levees across the river in Missouri, including the Canon
Drainage District, Holt County Levee District Number 9, Holt County Levee
District Number 10, as well as the Union Township and Corning levee systems.

Dulin says the breaches of the Iowa Point, Kansas levee should
be repaired in the next couple of weeks. Other finishing touches will need to
be completed to fully restore the levee.

A boil advisory was issued for northern St. Joseph last night due to a water main break in the city’s pipeline.

The advisory will continue through tomorrow morning. The advisory was issued for northern St. Joseph into Andrew County; from north of Gene Field Road and east of Miller Road.

A Missouri American Water spokesperson says there is a difference between a boil advisory and a boil order. She says a boil order is issued by government and an advisory is a precaution issued by the utility, because there has been a reduction in water pressure.

A 27-year-old St. Joseph man survived a horrific car crash
just before one o’clock this morning.

St. Joseph police report Zane Smith suffered serious, but not
life-threatening, injuries in the crash near 11th and Penn.

Police say Smith’s vehicle went airborne after hitting the
concrete base of a light pole. Smith was ejected from the vehicle before it
caught fire.

Charges are pending. Police believe Smith was speeding at the
time of the crash.

The Missouri State Highway Patrol reported a 2000 Peterbilt semi driven by Juan M. Jones, 35, El Dorado Springs, was eastbound on U.S. 36 on the east side of Cameron.

The semi traveled off the road into the median and overturned.&nbsp; Cameron ambulance transported Jones and a 9-year-old El Dorado Springs girl to Mosiac. The child was not wearing a seat belt, according to the MSHP.

The Missouri State Highway Patrol reported a 1989 GMC Sierra driven by Christopher E. Harvey, 49, Atchison, was northbound on U.S. 59 one mile east of Atchison.

The pickup traveled off the south side of the road, vaulted from a field entrance, became airborne, struck the ground, rolled and the driver was ejected through the rear window.

Harvey was pronounced dead at the scene and was transported to Becker-Dyer-Stanton Funeral Home in Atchison. He was not wearing a seat belt, according to the MSHP.

The driver failed to yield and turned left into s conservation parking lot. A westbound 2011 Chevy Cruze driven by Gabrielle E. Gray, 19, Kansas City, Mo., crested a hill and struck the Captiva in the passenger side.

Nodaway County EMS transported a 5-year-old girl in the Captiva to Mosaic in Maryville. There were not other injuries. All three were properly restrained at the time of the accident, according to the MSHP.

5-year-old hospitalized after Nodaway Co. crash

Republican lawmakers in the Missouri General Assembly again
are trying to require photo identification to cast a ballot.

State Sen. Dan Hegeman of Cosby added the voter photo ID in
his election bill, attempting to craft language the courts will accept.

“The citizens of the state of Missouri have voted that in in a
general referendum and yet we’ve been trying to come up with language that the
courts will accept and so, once again, trying to put the photo ID provisions
back in the statutes,” Hegeman tells St. Joseph Post.

The bill also would allow Missouri voters to drop the excuse
to vote absentee. Current law requires voters to provide a reason they are
voting early.

“If we’re going to have it out there, just let people vote
early in that capacity, but with all the safeguards of the absentee voting system
in place,” Hegeman says.

Hegeman says his bill allows voters to cast a provisional
ballot if they forget their ID and provides a free photo ID to those who don’t
have a driver’s license or other photo identification.

“We make a lot of provisions and actually that are already in
law to provide a photo ID free of charge to people and allow them to have that
ID to secure the process,” according to Hegeman. “And I think it’s just important
at this time to secure the process even more and try to once again look at this
photo ID process and move forward.”

Hegeman rejects any suggestion his bill will spark the
controversy hounding Georgia voting law changes. Hegeman has heard the
criticism from Democrats that Republicans simply want to suppress minority
voters.

“It absolutely is not directed to suppress the population,”
Hegeman asserts. “Like I say, some people could argue that it’s expansion of it
by the no excuse absentee, but also greater security as well with the photo ID,
which the citizens of the state of Missouri said they wanted.”

Hegeman insists voter photo ID is not aimed at minorities.

“I’m trying to walk a tightrope here to address concerns of
access as well as provide election security and election integrity.”

Hegeman says his legislation, <a href="https://www.senate.mo.gov/21info/BTS_Web/Bill.aspx?SessionType=R&amp;BillID=54391347">SB 282</a>, also does away with the
emergency voting provisions put into place last year because of the coronavirus
pandemic.

Another attempt will be made to require photo ID to vote in Missouri

A four-year-old
struck and severely injured in a hit-and-run last week has died.

The identity of
the child has not been released by authorities.

Buchanan County
Prosecutor Ron Holliday charged 32-year-old Suani Karsom of St. Joseph with
leaving the scene of an accident last week. Prosecutors are considering upgrading
the charge.

St. Joseph police accuse
Karsom of hitting the four-year-old Thursday night with her sport utility

46% of adults do not feel comfortable going back to living life like they used to before the pandemic

MANHATTAN – A new report from the&nbsp;<a href="https://www.apa.org/">American Psychological Association</a>&nbsp;indicates that most U.S. adults are surprised that the COVID-19 pandemic has lasted so long.&nbsp;

The&nbsp;<a href="https://www.apa.org/news/press/releases/stress/2021/one-year-pandemic-stress-conclusion">APA’s report on Stress in America</a>&nbsp;found that 82% of American adults are surprised that the pandemic has lasted more than a year. Nearly 7 in 10 (67%) said that living through the pandemic has been a rollercoaster of emotions.&nbsp;

And Elaine Johannes,&nbsp;the Kansas Health Foundation Distinguished Professor of Community Health at Kansas State University, said&nbsp;46% of adults do not feel comfortable going back to living life like they used to before the pandemic&nbsp;

“It’s amazing that this has gone on more than a year,” Johannes said.&nbsp;“So, it’s not surprising that so many are re-evaluating and wondering what’s next as they re-enter community life.&nbsp;

“It’s hard for us to deal with. Usually we can acclimate to a sudden trauma, grief or loss. With the help of our friends or family, we can move on.&nbsp;But these repeated ups and downs …it’s been tough.”&nbsp;

Johannes noted that many adults likely have gone through stages of shock, denial, sadness and grief and, eventually, acceptance.&nbsp;

“But some of the research around grief and change and how we feel about that has added another perspective, a sixth stage&nbsp;of meaning.” Johannes said. “This is where we feel like we have to have meaning assigned to (the occurrence). I think that’s where our emotions are right now. We’re asking ourselves, ‘what do we do now,’ ‘how do we recover knowing that we can’t go back to the way life was’ or ‘what’s the meaning that we can take away from this pandemic, even though it’s still going on.’”&nbsp;

Johannes said there is evidence that indicates Americans 100 years ago dealt with the same emotions during the Spanish Flu pandemic. During that time, there was also political unrest, doubts about the proper way forward and many deaths. That incident also showed that the ripple effects were felt for many years after.&nbsp;

“As a society, we need to be ready to re-acclimate (after the COVID-19 pandemic), redefine what our recovery is and reflect on what we gained from it,” Johannes said. “We can’t just go back to ‘normal’ because we will never be the same again.”&nbsp;

Work that has been done to address disaster-related psychological trauma has led to strategies that aid in recovery. Those include adapting to a different normal; feeling a sense of some control over our emotions; gaining perspective and assigning meaning to the losses; and feeling mastery from the experience.&nbsp;

Johannes punctuated her point by recalling a saying from President Harry S. Truman: ‘The reward of suffering is experience.’&nbsp;

“That, to me, kind of gives an understanding that the suffering and loss is real, and the sadness is authentic,” she said. “But, what can we gain from that? I think we can say that we are wiser and we have this experience to guide us in the future.”&nbsp;

Johannes added that the APA report highlighted an important point that Americans shared the experience as “a true community.”&nbsp;

“No matter where we were, Americans realized this was a tough, tough thing to go through,” she said. “We felt this roller coaster, up and down, not being sure what was next…But, as a group, we were still a community.”&nbsp;

Driver hospitalized after semi travels downs embankment

ATCHISON COUNTY— The Kansas Highway Patrol and the Atchison Police Department assisted Atchison County Sherriff's Deputies to take 20-year-old Taggart Lee into custody shortly after 2:00a.m. Saturday. morning.&nbsp;

The sheriff's department released no additional details.

ATCHISON COUNTY —Authorities&nbsp; continue their search for aggravated robbery suspect 20-year-old Taggart Darnell Lee who is accused of threatening an officer with a piece of lumber after escaping from the jail in Atchison Kansas on Thursday.&nbsp; At 5a.m. Friday, authorities at the jail reported Lee was still missing.

Atchison County, Kansas authorities are looking for an inmate who escaped from the county jail early Thursday morning.

The inmate, identified as 20-year-old Taggart Darnell Lee of Atchison, was being held on an Aggravated Robbery charge. He's been in custody since January 8.

A preliminary investigation shows that several security policies were not followed by jail staff, allowing Lee to manipulate a door lock and make his way into an unsecured area of the jail and eventually get outside.

An officer pursued Lee for several blocks on foot, until Lee picked up a 2x4 piece of lumber and threatened the unarmed officer.

Law enforcement attempted to set up a perimeter, but could not locate Lee.

Lee is described as a light-skinned black male, 20 years old, 6-foot-1, 170 lbs., short black hair and a short beard. He was last seen wearing lime green pants, a white t-shirt and orange slip-on shoes.

Authorities consider Lee to be dangerous and he has a history of being armed. The internal investigation is ongoing.

Inmate who escaped from Atchison Co. jail captured

A move to sell the St. Joseph Stockyards came, in large part,
due to timing.

Mark Servaes has owned the St. Joseph Stockyards since 2012
when he bought it from Canal Capital Corporation, which bought the stockyards in 1963. Servaes says several factors played a role in his decision, but the
biggest factor might be that his seven-to-eight field representatives are all
in the 70s or 80s.

“Can’t find anybody young to do what they do, because there’s
a lot of experience here with those ages,” Servaes tells KFEQ Agriculture
Director Dionne Bertling in an interview. “Just all kind of came together at
one time. Wasn’t looking to do it, just had an opportunity and it looked like
the right thing to do at the time.”

The St. Joseph Stockyards has 10 fulltime employees and can have as many as 40 working on Wednesdays, sale day at the stockyards.

Servaes still will not officially disclose who he has sold to
and it is not known when the sale will be finalized.

The St. Joseph Stockyards owns five buildings and the
stockyard pens spread out over 20 acres in south St. Joseph.

Servaes acknowledges the age of the facility has increased the
cost of the operation. He adds he believes demand remains for a stockyards in
St. Joseph.

“There needs to be something, somebody come back on board and
get in this area, because it’s needed,” Servaes says. “Even with smaller
receipts it would work. You just got to be able have a better handle on your
cost and it’s hard to do it here with this aging facility and then where we’re
located with some of the cost incurred here, being in the city.”

The St. Joseph Stockyards draws as many as 1,000 livestock producers from all
over the four states of Missouri, Kansas, Nebraska, and Iowa. Servaes says some
producers come from as far as 150 miles away to sell cattle at the stockyards.

The last livestock sale will be held on May 19th.

GENTRY COUNTY–A Missouri woman was injured in an accident just after 8p.m. Friday in Gentry County.

The Missouri State Highway Patrol reported a 2015 Nissan Rogue driven by Mary Probert, 69, Cameron, was northbound on Route D eight miles west of Old Pattonsburg.

The driver failed to stop for a stop sign, crossed Route Z and struck an embankment. A private vehicle transported Probert to Liberty Hospital. She was properly restrained at the time of the accident, according to the MSHP.

Missouri woman injured in Gentry Co. crash

DAVIESS COUNTY—A Missouri man was injured in an accident just after 8:30a.m. Friday in Daviess County.

The Missouri State Highway Patrol reported a 2020 Kenworth semi driven by Timothy M. Kollanda, 55, Gillman City, was westbound on Route Z at Dilley Street in Old Pattonsburg.

The driver failed to negotiate a curve. The semi traveled off the north side of the road and overturned.

NTA ambulance transported Kollanda to Harrison County Community Hospital. He was properly restrained at the time of the accident, according to the MSHP.
