HARRISON COUNTY — One person died in an accident just before 9p.m. Monday in Harrison County.

The Missouri State Highway Patrol reported a Dodge Dynasty driven by Steven D. McReynolds, 40, Princeton, was westbound on 162nd Street one mile northeast of Blytheville.

The car traveled off the road, off a wooden bridge and overturned in the creek bed.

McReynolds was pronounced dead at the scene and was transported to Roberson Funeral Home in Bethany. He was not wearing a seat belt, according to the MSHP.

ANDREW COUNTY — One person was injured in an accident just before 4p.m. Monday in Andrew County.

The Missouri State Highway Patrol reported a 1997 Saturn driven by Cynthia Hughes, 57, Savannah, was southbound on Business 71 four miles south of Savannah.

The vehicle traveled off the road, became airborne and came to rest in the median.

Andrew County EMS transported Hughes to Mosaic Life Care. She was properly restrained at the time of the accident, according to the MSHP.

St. Joseph tourism, already mired in a very tough year,
absorbed a big blow when the Kansas City Chiefs made it official that the team
wasn’t holding training camp in St. Joseph this year.

The NFL decreed all teams must hold camp at their own
facilities due to COVID-19. NFL officials turned down the Chiefs' request for a waiver so the team could continue to hold its training camp at Missouri Western State University.

Convention and Visitors Bureau says the cancellation of training camp this year
is disappointing.

“A huge disappointment, especially coming off the year that
they had last year. I think everybody was anticipating even larger crowds this
year,” Bennett tells St. Joseph Post. “It is very disappointing, but somewhat
understandable.”

Bennett says tourism virtually vanished for two months during the
shelter-in-place coronavirus restrictions and is only now beginning to emerge. Though
Bennett says people are tentative as they begin to resume travel.

“People are nervous,” Bennett says. “They want to go somewhere
that they’re comfortable with, maybe somewhere that they’ve been before and
just didn’t have a chance to do everything and some place that’s safe and we
can be all those things.”

After all that has gone on, tourism is starting to make a
comeback, according to Bennett.

“Well, there were none and now there are some visitors,” she
says with a laugh.

Bennett says the coronavirus pandemic has greatly altered the
St. Joseph tourism advertising campaign, which now focuses on those within 200
miles of the city.

“Where they can go for a day, get out of the house, do
something fun, learn something new, and then go back to the safety of their
home.”

Bennett says the loss of the Kansas City Chiefs training camp
was a big blow, but she has high hopes the crowds will return with the Chiefs
next year when the NFL lifts its ban on away training camps. The training camp brought record crowds to Missouri Western last year.

No Chiefs training camp adds to miserable tourism year for St. Joseph

GRUNDY COUNTY —One person was injured in an accident just before 11:30p.m. Friday in Grundy County.

The Missouri State Highway Patrol reported a 2004 Honda Pilot driven by Devin R. McGuire, 56, Brimson, was eastbound on Main Street at Milton in Brimson.&nbsp;

The vehicle traveled off the left side of the road onto private property and struck a house. Grundy County EMS transported McGuire to Wright Memorial Hospital. He was not wearing a seat belt, according to the MSHP.

A current project of a northwest Missouri initiative is to further conversations with internet service providers and others about broadband needs in the region.

The "Maximize Northwest Missouri" initiative is an effort to promote and enhance opportunities in the area.&nbsp;

“It’s helping the region dream big together and grow together and really help present our region in the best light possible," says Christel Gollnick with Maximize Northwest Missouri. "We’ve got so many wonderful things here, how can we maximize our potential? How can we help communities maximize their potential?”

Christel Gollnick of Juper Communications is working with the Community Foundation of Northwest Missouri as part of Maximize NWMO.&nbsp;Gollnick says a key to maximizing northwest Missouri is broadband.

"Broadband is key to our healthcare systems, it's key to our small businesses, our large businesses and manufacturers," Gollnick tells host Barry Birr on the KFEQ Hotline. "It's key to agribusiness, schools, home businesses, really everyone in the community. It's been a wonderful asset to have where we have it in great strength and it's certainly been obvious where we need to do a little more work."

'Maximize NWMO' facilitating conversations about broadband needs

Time is running out for small businesses to apply for one of
the main federal programs designed to help businesses survive the COVID-19
economic slowdown.

Regional Director Rebecca Lobina with the <a href="https://www.nwmissouri.edu/services/sbdc/contact.htm">Northwest Missouri
Small Business Development Center</a> reminds business owners plenty of money
remains in the Payroll Protection Program.

“The rules for the PPP have changed many, many, many times,”
Lobina says with a chuckle, “but I believe they’re pretty final now.”

The program offers a fully forgivable loan to small businesses
as long as at least 60% is used to keep employees on the payroll. The rest can
be used for mortgage interest, rent, and utilities.

Lobina says little time remains to apply for the money.

“If you’re still thinking it’s on the back burner and you
might use it later, later is now, because June 30th is the last day you
can apply and get the funds,” Lobina tells host Barry Birr on the KFEQ Hotline.

Initially, the program ran out of funds. Congress, though,
approved more money for it. Lobina says plenty of money remains in the program.

Though businesses have only today or tomorrow to apply for
PPP, other loans, tax credits, and even grants are available as well.

“But all of it is intended to help the business’ owners cash
flow so it is less than they have to pay out,” according to Lobina.

The Economic Injury Disaster Loan (EIDL) loan is a 30-year
loan with a 3.75% interest rate. Qualifying small businesses can also hold off
from paying their share of the Social Security tax through the remainder of
this year. The FFCRA Paid Leave Credit allows businesses to retain their
federal withholdings to cover the cost of qualified sick leave, including
health plan expenses. The Employment Retention Credit is available to
businesses with a decline in gross receipts of 50% or more due to COVID-19
restrictions, with a maximum credit of $5,000 per employee.

Lobina says a program the Small Business Administration has
run for decades could help area businesses struggling during this economy hammered
by the coronavirus. The SBA 7a Loan Program offers loans in which the SBA actually
pays the first six months payments for all 7a loans approved by the end of
September.

Also, loans and grants are available to businesses from the
City of St. Joseph and Buchanan County.

Buchanan County reports 855 COVID-19 cases as Missouri nears 1,000 deaths

Many St. Joseph residents spent the weekend cleaning up after
storms took down trees, shut off power to thousands, and did heavy damage to
some houses.

Evergy crews restored power to the thousands who lost
electricity after the early Saturday morning thunderstorms. At one point, as
many as 25,000 customers lost power.

Evergy reports 23 outages in the St. Joseph area this morning,
affecting 65 residences.

Debris from recent storms has overwhelmed the Bode Sports
Complex, which is no longer accepting debris. The city has opened a new
drop-off site at the old Riverfront Park, located west of downtown off Francis
Street. The drop-off site north of Heritage Park is still open as well.

Storm clean up continues; new debris drop-off site opened

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of June 29 – July 5.

Most routine work zones will stop at noon Thursday, July 2 and resume at 10 p.m. Sunday, July 6 for the Independence Day holiday, but some work zones and closures may remain in place.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Route 48 –&nbsp;CLOSED&nbsp;for a bridge replacement project over Agee Creek through mid-August. This bridge is included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state. St. Joseph residents continue to clean up after storms
roared through the area, taking down trees, and shutting off power to
thousands.

As many as 25,000 St. Joseph residents lost power with 4,000 outages reports in the Kansas Central area.

Evergy reports more than 7,000 St. Joseph area residents
remain without electricity as of mid-Saturday afternoon.

The City of St. Joseph closed the REC Center Saturday,
because it was without power. Fairview closed due to tree damage.

Several residents were cleaning up tree limbs and various
damage left in the wake of the storm.

The St. Joseph Police Department is warning area residents of a recent phone scam.&nbsp;

According to St. Joseph Police Capt. Jeff Wilson, an individual from outside the city is calling residents and identifying himself as a police officer.

"He is even using the names of actual officers," Wilson says in an email. "Then (he) will state that the person being called has a warrant and can handle it through a monetary arrangement.&nbsp;&nbsp; This is a scam."

Wilson says anyone who receives a call like this should contact the Police Department and not make any payments the phone. The number for non-emergency calls to the St. Joseph Police Department is (816) 271-4777.

St. Joseph Police Dept. warns of phone scam

LEAVENWORTH, Kan. (AP) — A Kansas City-area man charged with randomly shooting into traffic last month on a bridge that connects Kansas and Missouri fired 15 rounds from a handgun before retrieving an AR-15-style rifle from his car and shooting at least 23 more rounds, according to court records.

A criminal affidavit released Friday in the case against 37-year-old Joseph Westrem describes the May 27&nbsp;<a href="https://apnews.com/faced1d4c0c7810d7866121ff8356b90">shooting&nbsp;</a>that ended with a Fort Leavenworth soldier hitting Westrem with his truck to stop him.

No one was killed. One person was taken to a hospital after being struck with gunfire.

Westrem, of the Platte County, Missouri, town of Houston Lake, is charged with attempted first-degree murder and other counts, including aggravated child endangerment because children were among those inside the vehicles that came under fire on the Centennial Bridge near Fort Leavenworth.

Master Sgt. David Royer, who hit Westrem with his truck, told police that he saw Westrem retrieve the gun and “believed the man was actively trying to kill people on the bridge.”

Another witness, who was working on the bridge to direct traffic, told police he heard gunfire and began to tell people to drive away as he ran away. The sign he had been using to direct traffic was found by detectives with bullet holes in it.

Visitors to the park will still have access to its many amenities. The baseball complex and tennis courts will be accessible only through the west park entrance. Exiting the park will be via a one-way lane out of the east driveway.

Funding for the project is through the 2019 Capital Improvements Program (CIP) half-cent sales tax which was approved by voters in 2018. The splash park is scheduled to be open for the 2021 summer season.

United States Sen. Roy Blunt insists a police reform bill
which has failed to advance in the Senate isn’t dead.

“The Scott bill doesn’t have to be dead,” Blunt tells reporters
during a conference call.

Blunt, a Republican, co-sponsored the police reform measure
sponsored by Sen. Tim Scott, a Republican from South Carolina.

It received a majority vote in the US Senate, 55-to-45, but it
failed to reach the 60-vote threshold needed to move forward in the Senate.

Blunt points out the top Republican in the Senate made a parliamentary
move so the bill could be reconsidered if sentiment toward it change.

“I think the Scott bill was an example of the problem that the
country absolutely wants to solve, understands in deeper ways than we have
before, and is supportive of the government taking action,” according to Blunt.

Congress is working to address concerns which arose in wake of
the death of George Floyd, a black man, at the hands of a white Minneapolis
police officer.

Blunt wants the Senate to take the measure up again, pass it,
and then go into negotiations with the House.

The House approved its measure Thursday 236-to-181.

Blunt says there’s no reason for Senate Democrats to block the
Republican measure. He says they can work with Republicans to amend the bill.

“We still could go back to our own product, our own Senate
bill, put together I think very effectively and explained very effectively by
Sen. Scott from South Carolina and amend that bill as you would need to if we
really want to legislate.”

House Democrats want to ban police use of chokeholds while
Senate Republicans prefer offering incentives to end the practice. Democrats
have proposed banning no-knock drug warrants and, more problematic, stripping
qualified immunity from police officers, which would open officers up to civil
lawsuits. Republicans say they won’t vote to end qualified immunity.

Blunt questions whether Senate Democrats are really interested
in resolving the issue.

“Our friends on the other side in an election year I think would
rather have the issue than the solution,” Blunt says. “We could have proven
that wasn’t true this week by beginning to work toward a solution rather than
saying no, we’re just not going to take up the bill that the majority offers
and the majority in the Senate should have the opportunity to offer the base
bill. Certainly, that would be the case if the Democrats were in the majority in
the Senate and they know it.”

The Red Cross has adapted their volunteer opportunities to create new positions due to COVID-19, along with more virtual opportunities.

Red Cross blood drives now have a new volunteer position known as donor screeners who take the temperature of donors coming into the blood drive.

Red Cross Senior Volunteer Recruitment Specialist Kristin Pendleton says there are also ways to volunteer from home, including responding to house fires.

“One of the virtual opportunities is what we call Duty Officer," Pendleton says. "It’s like a dispatcher and they are there to receive that phone call that there is a family that has been affected by a local disaster and the Duty Officer is that volunteer that takes that call and also organizes the volunteers and also many times is speaking directly with those families, by phone.”

“It’s an opportunity to learn a little bit about the 139-year rich history of the American Red Cross, but more importantly how the Red Cross helps in your community and how you can help,” Pendleton says. “It’s a great opportunity to find out just how little time it takes to have an enormous impact in your local community.”&nbsp;

Red Cross offers more virtual volunteer opportunities

BUCHANAN COUNTY—One person was injured in an accident just after 5p.m. Thursday in Buchanan County.

The Missouri State Highway Patrol reported a 2012 Toyota passenger vehicle driven by Lucas D. Lanning, 38, St. Joseph, was southbound in the passing lane of U.S. 169 in St. Joseph.&nbsp;

The driver changed lanes and the Toyota struck the front of a 2004 Chevy passenger vehicle driven by Virginia A. Hanway, 68, St. Jospeh, who was in the center turn lane.

A private vehicle transported Hanway to Mosaic Life Care. Lanning was not injured. Both drivers were properly restrained at the time of the accident, according to the MSHP.

Woman from St. Joseph hospitalized after 2-vehicle crash

MERCER COUNTY—One person was injured in an accident just before noon Thursday in Mercer County.

The Missouri State Highway Patrol reported a 1996 Ford F450 driven by Charles A. Olson, 56, Princeton, was northbound on U.S. 65 one mile south of Princeton.&nbsp;

The vehicle traveled off the right side of the road and the driver overcorrected. The vehicle returned to the road, traveled off the left side of the road down a steep embankment, went airborne and struck a tree.

A private vehicle transported Olson to Wright Memorial Hospital in Trenton. He was not wearing a seat belt, according to the MSHP.

Missouri Western State University will start its fall 2020 semester two weeks early and end it by Thanksgiving in response to ongoing concerns about COVID-19.&nbsp;

Missouri Western State University will start its fall 2020 semester two weeks early and end it by Thanksgiving in response to ongoing concerns about COVID-19.&nbsp;“Unfortunately, we realize that the continued spread of COVID-19 will remain unpredictable for many months and that we need to remain flexible for the foreseeable future,” President Matt Wilson said in a message to campus. “After considerable discussion with faculty, staff and student leaders, we are joining with other universities that have announced early starts to their fall semesters in an effort to hopefully avoid the unpredictable and best serve our students.”Wilson said <a href="https://stjosephpost.com/posts/44ac8928-15da-4e7e-b6f6-7dad793739f5">this week’s notification from the Kansas City Chiefs</a> that they would conduct their annual training camp at their own facilities rather than at Missouri Western gave the University the flexibility to change the schedule. The shift will allow Missouri Western to take advantage of a period of expected lower COVID-19 case rates before winter hits and minimize the risk of having students return to campus after traveling and interacting with others during the Thanksgiving holiday.Classes will start on Monday, Aug. 17, two weeks earlier than the originally scheduled date of Aug. 31. On-campus instruction will end on Thursday, Nov. 19. Final exams will be held between Friday, Nov. 20 and Wednesday, Nov. 25. Fall commencement will be held on a date to be determined.Missouri Western will also encourage the campus community to monitor their health, practice good hygiene, take steps to maximize physical distancing and follow the guidance of health officials on wearing face coverings. Faculty members will explore a variety of formats for course offerings.&nbsp;Most students have not been on campus since before spring break started March 6. Instruction pivoted to alternative delivery methods for the remainder of the spring semester, and all summer classes have been offered online only.
