NODAWAY COUNTY —One person was injured in an accident just after 12:30a.m. Wednesday in Nodaway County.

The Missouri State Highway Patrol reported a 2001 Hyundai Accent driven by Ethan M. Bentley, 29, Stella, NE., was westbound on Franklin Place in Maryville. 

The driver made an abrupt left turn onto southbound Main Street. The car began to skid, traveled into the northbound lane and into the path of a 2017 Ford Taurus driven by Tyler C. Salsbury, 33, Barnard.

Nodaway County EMS transported Bentley to Mosaic in Maryville. Salsbury was not injured.&nbsp; Bentley was not wearing a seat belt, according to the MSHP.

Community appearance tops the list of priorities for the St. Joseph City Council in 2021.

One project in particular that tops the chart is Krug Park Ampitheater improvements. Mayor Bill McMurray called it a "top priority."

St. Joseph city manager Gary Edwards said Krug Park improvements is a project that's been years in the making.

"There have been a number of meetings to get (this project) moving forward again," Edwards said. "There's now an effort to take it to the next step where we can begin actual action."

Edwards said a committee is being assembled to take a closer look at funding sources and other details.

City councilman Brian Meyers says Krug Park is perhaps the best facility St. Joseph has to offer for visitors, and its upkeep should be a top priority.

"This is the gem of the city that we have right here," Meyers said of Krug Park. "It is and has been rapidly deteriorating over the last couple of decades. But, if we're able to bring in an ampitheater through different funding mechanisms, we'll be able to save one of the best features of our city."

St. Joseph Parks and Recreation Director Chuck Kempf says about $1 million is available through federal grants to address infrastructure problems and to fix up the children's circus area in the park. Additional funds will be needed to make further improvements, but Kempf is excited about the level of discussion going on about Krug Park.

"There's never really been a serious discussion about the funding of it until now," Kempf said. "So, now it's picking up a lot of energy. Hopefully, it continues to do so.

Overall community appearance is also a big goal for the council. Councilman Russel Moore mentioned improvement of alleyways and Riverfront Park development, along with identifying and remedying blighted areas in the city.

Meyers said overall city appearance also seems to be a top goal for St. Joseph residents.

"The overall appearance of the city is something we need to be focused on," Meyers emphasized. "It's the number one thing that people are dissatisfied with, according to the last couple of community surveys that have gone out through Community Alliance."

Krug Park improvements top St. Joseph city council's 2021 priority list

The driver lost control of the pickup on the ice. The pickup struck the road, overturned and came to rest on its top.

struggling with paying bills or other needs during the coronavirus pandemic.

Actually, the AFL-CIO Community Services offers help through
its Help Me Hotline any time.

Executive Director Penny Adams says those manning the hotline
talk in-depth to those needing assistance.

“We ask all kinds of questions. If they’re calling about a utility
bill, we ask when’s the shut off, what’s the amount? Where do you live? What
kind of income? Because the more we know, the better we can direct them to the
resources,” Adams says.

Adams says the Help Me Hotline is designed to help those in need
to cut through the clutter and get the assistance they need.

“People call us day in and day out about everything and
anything; help with utilities, rent, food, housing, prescriptions, clothing,
just everything you can imagine,” Adams says. “And, it’s our job to know what
resources are out there to help people.”

Adams says the hotline works to take the frustration out of
seeking help.

“And it is frustrating. Sometimes we shake our head and think
how is the world could people that aren’t attuned to all these resources ever figure
things out? I can see why people get so frustrated,” Adams says.

Adams says the Help Me Hotline is designed to live up to its
name.

“Calling us, we can eliminate so many headaches, because that’s
our job to help them through all of that.”

Missouri State Highway Patrol officials say four people died in traffic crashes over the long New Year's holiday period.

A 48-year-old Kansas City man died in a Clinton County crash on Friday.

Troop H spokesman, Sergeant Jake Angle, says a count of fatalities is always tragic. Other numbers over the New Year's holiday period are encouraging.

"Of course some of those numbers we love to see, removed 11 impaired drives from the roadway, made one drug arrest, what we don't like to see is that one fatality obviously." Angle tells St. Joseph Post

Angle adds that throughout the year the number of people killed in car crashes who weren’t wearing a seat belt were up in Troop H.

Sergeant Angle adds that winter storms this past weekend played a role in many of the wrecks.

"You know weather always throws a dynamic in there that is hard to control, nobody can control the weather," Angle says "But that's just something we have to continue, it doesn't change our mission, it doesn't change our plans when we go into these holiday periods, now it may adjust how our time is spent during those periods." 

Angle says the patrol is always looking for the public's help in keeping traffic fatalities down, especially by making sure motorists buckle up no matter how short the trip.

annual tradition spearheaded by the Missouri Western Student-Athlete Advisory
Committee.

The program partners with the St. Joseph AFL-CIO to adopt needy
families for the holidays. In 2019, student-athletes raised and donated a
record $2,000 dollars, and adopting more than 50 individuals around the St.
Joseph area. 
The national winner will be announced at the virtual 2021 NCAA Convention on January
15.

The Missouri State Highway Patrol reported a 1997 Jeep Grand Cherokee driven by Justin T. Sharp, 26, Mercer, was westbound on U.S. 36 and Highway D six miles west of Princeton.

The jeep traveled off the road, overturned and struck several trees.

Mercer County Ambulance transported Sharp and passengers Kayla M. Brown, 24, Mercer, and a 12-year-old boy from Excelsior Springs to Harrison County Community Hospital. The juvenile was not wearing a seat belt, according to the MSHP.

3 hospitalized after jeep overturns, strikes trees

&nbsp;The city of St. Joseph received over $1.2 million in CARES Act Funding from the federal government in 2020 to assist businesses and low income individuals who have felt the impacts of COVID-19 the most.

On Monday, the City Council held a virtual work session to report on the status of the city's CARES Act funding.

Clint Thompson, the city's planning and community development director, reports that roughly $535,000 of St. Joseph's CARES Act funds have been approved for several public service agencies, including Community Action Partnership, which assists individuals who've had trouble paying their rent due to the pandemic.

"A majority of these funds will be working with public service agencies and also with Community Action Partnership," Thompson explained, "to assist on rent payment for low income individuals."

St. Joseph received an initial grant of $936,740 through the CARES Act in late spring and an additional $340,000 in September. The city has seven years to expend this amount, but must distribute 80% of the funds within the first three years.

Thompson says any entities or businesses that apply for these funds must meet four key criteria set by the United States Department of Housing and Urban Development (HUD).

"Building improvements, assistance to business, public service and technical assistance," said Thompson.

Business owners who apply for this funding need only show proof of financial loss as a direct result of COVID-19 and the restrictions it caused.

Thompson said any funds allocated are meant to be used only as a last resort.

"They're meant to be used when no other funding is available," Thompson said. "They're designated for low-to-moderate income residents who have been impacted by COVID."

There is no deadline to apply for this funding. However, Thompson said applicants who have already received federal COVID-19 relief from a different source, such as the county, will not get additional relief from the city.

Still, Thompson encourages anyone who needs help during this time to apply.

"We're glad to entertain any offer for assistance," he said. "That's our job is to utilize these funds to make sure whoever needs the assistance that's been impacted by COVID, our job is to get these funds out there to help."

applying for CARES Act Funding can call the Community Development office at

The city has not yet written or sent any checks to businesses or entities that have been approved for CARES Act Funding. Thompson said the city is waiting on verification from HUD.

St. Joseph city offices started advertising their Small Business Pandemic Relief Loan and Job Retention Forgivable Loan program back in June. Now that the new year has started, Thompson wants to again get the word out to make sure those who need help know that there's help available.

"It'd be a good time to again re-advertise and solicit for use of the (CARES Act) funds," Thompson said. "To see if there's a level of need and to see if someone has not contacted us that we're not aware of."

St. Joseph City Council updates CARES Act allocation, encourages more applicants

St. Joseph Police had issued an endangered silver advisory
for a 74-year-old woman suffering from dementia on Monday who didn’t make it to her
residence, but that advisory has since been canceled.

The Police department said Monday evening that Linda Lee Buckles has been "safely located."

The St. Joseph Health Department reports another 227 cases of COVID-19 in Buchanan County since Thursday, but no new deaths in that time.

Health officials did not issue reports during the long New Year's holiday weekend.

The positivity rate also jumped up from 12.75% to 15.58% over the last seven days.

Ninety of those new cases were reported Monday, 71 on Sunday and 66 on Saturday.

Buchanan County has now reported a total of 8,595 cases and 132 deaths since the pandemic began.

Meanwhile, Mosaic Life Care reports an increase in COVID-19 hospitalizations.

Mosaic reports it is treating 83 coronavirus patients in its
St. Joseph hospital as of Monday morning - that's up nine since Sunday. There are also five patients in Maryville, and two in Albany.

Mosaic has now tested nearly 62,000 area residents with
8,150 testing positive as of Monday. Mosaic is awaiting results from 63 tests.

Statewide,&nbsp;Missouri health officials report 402,957 overall cases, resulting in 5,562 deaths.

Andrew County reports 1,715 overall cases with 16 deaths. That's an increase of 69 cases since Thursday. Nodaway County reports 35 new cases (2,363 total) and one new death (20 total).

Kansas health officials report 3,572 new cases (231,317 total) and 18 new deaths (2,897 total) since Thursday.

Doniphan County, Kansas reports 746 total cases. Atchison County, Kansas reports 1,285 total cases.

Teen from Gallatin hospitalized after violent pickup crash

Retired United States Sen. Pat Roberts is proud of his work

“I think we’ve done a great deal. I wish we would renew our
efforts with (military) exercises that we used to conduct,” Roberts tells St.
Joseph Post.

Roberts went with others on the committee to Russia after the
Soviet Union fell, attempting to keep former Soviet scientists from going to
terrorist states. At a city he toured, he was shown a lab in which pathogens were
being designed to take out a country’s food supply.

“You do that and you have the country on their knees,” Roberts
says. “I was shocked and dismayed.”

The investigation eventually led to creation of the National
Bio and Agro-Defense Facility at Kansas State University in Manhattan.

Roberts had his disagreements with fellow Republican, President
Donald Trump, but says Trump hasn’t gotten enough credit for reviving an
economy which had grown stagnant.

“I know that a lot of people do not care for the president’s
personality and I get that,” Roberts says. “But, deregulation and that tax
bill, that enormous tax cut, really got our country back and competitive; more
jobs, everything else. And then, of course, we get hit by COVID.”

Roberts is leaving the Senate at a time when politics in
Washington is fraying.

Roberts says Senators from the two political parties don’t
bother to get to know each other, which prevents them from working together in
the country’s best interest.

“Today, we just don’t know people the way we should,”
according to Roberts. “We are a reflection, rightly or wrongly, of the balkanization
we have in the country. That shouldn’t stop us from (getting to know) an individual
and trying hard to get something to work out.”

Roberts says gridlock seems to be the new normal in
Washington. He adds it doesn’t have to be that way, that the Senate can decide
how to conduct itself and how to approach problems facing the country.

“I just haven’t made any decisions. I’ll keep my finger on the
pie. I’d like to be part of, at least a discussion on a future trade policy
that hopefully would be beneficial to our farmers and ranchers and growers.”

The Missouri State Highway Patrol reported a 2012 Ford F250 driven by Trevor D. Carr, 50, Savannah, was southbound on Business 71 five miles south of Savannah.

The pickup traveled off the west side of the road and struck a disabled 2006 Volkswagen Jetta parked on the shoulder of the road.

Andrew County EMS transported Carr to Mosaic Life Care. He was not wearing a seat belt, according to the MSHP.

The Volvo rear-ended a 2018 Dodge Grand Caravan driven by Justin S. Phelps, 31, Azle, TX., that was stationary on the west shoulder.

NTA Ambulance transported Phelps and a 9-year-old girl to Mosaic Life Care in St. Joseph. She was later transferred to Children's Mercy in Kansas City. NTA also transported four other children and Dakota B. Torres, 27, all of Azle, TX., to Cameron Regional Medical Center. Elkott was not injured. Phelps was not wearing a seat belt, according to the MSHP.

2 adults, 5 children hospitalized after Daviess Co. crash

JACKSON COUNTY —Law enforcement authorities are investigating a Kansas man on drug charges after a traffic stop.

Just after noon on New Year's Day, a sheriff's&nbsp;deputy stopped a 2007 gold Cadillac on Arizona Avenue near Banner in Holton for an alleged traffic infraction., according to Jackson County Sheriff Tim Morse.

The driver, Charles Ernest Wilson, 38, of Hiawatha, was arrested on requested charges of possession of methamphetamine and drug paraphernalia. Wilson also had an outstanding Brown County warrant and an outstanding City of Topeka warrant. Wilson remains in the Jackson County Jail, according to Morse.

United States Sen. Pat Roberts had planned to tour Kansas one
last time before retiring from politics after 40 years.

Roberts, a Republican who is leaving the United States Senate
after four terms, had planned to visit all 105 Kansas counties this year.

“So, I was really looking forward to going to every county and
just saying thank you and sitting down over a cup of coffee and visiting with
folks. Well, along came COVID,” Roberts tells St. Joseph Post. “So, we’ve been
Zooming like everybody else and that is the best substitute under the circumstances,
but there’s nothing like personal contact. So maybe we’ll do that down the
road.”

Roberts won election to the Senate after serving 16 years
representing the Big 1st District of Kansas in the U.S. House. He
first won election to the Senate in 1996.

Roberts laments a loss of collegiality in Washington over the
years, a collegiality he has seen leading the Senate Ag Committee.

“And you’ve got to get to know people,” according to Roberts. “People
who are on the Ag Committee, we sit around a small table. We don’t have a big
committee room. We know each other and we know that the job of getting a farm
bill transcends any partisan politics that we may have. So, we’ve been very
fortunate.”

In his farewell speech from the Senate floor earlier, Roberts
stated, “I lament the loss of comity, the ability to work together, or just get
along.”

Roberts has a distinction in Washington:&nbsp; the only member of Congress to serve as chair
of both the House and Senate Agriculture Committees.

“Well, you’re working for the finest people that our nation
has to offer as far as I’m concerned:&nbsp; farmers,
ranchers, growers, for that matter everybody in the food-value chain,” Roberts
says. “We are still feeding our country the best quality food at the lowest
prices in the history of the world. Also, we’re feeding a troubled and hungry
world.”

His high point? Passage of the Freedom to Farm Act.

“So no longer the government could dictate what a farmer would
plant,” says Roberts. “The farmer would make that decision, according to the market.”

Roberts calls Freedom to Farm an historic move which wouldn’t
have happened without a lot of teamwork as well as the Republican surge in
1994, which carried the party into the majority in the United States House
after decades in the wilderness and brought Congressman Newt Gingrich of
Georgia into prominence, eventually elevating him to Speaker of the House.

Roberts favors increased trade and chafes at President Donald
Trump’s characterizations of the North American Free Trade Agreement, which he
helped write and the Trans Pacific Partnership, which Roberts supported.

Still, Roberts can’t argue with Trump’s tough stance with
China.

“China’s not behaving themselves, at all. We’ve just seen a
lot of headlines now about China and they’re influence and hacking into all
sorts of our infrastructure,” Roberts says, adding that Hong Kong as we knew it
is gone with Taiwan looming as a big issue for President-elect Joe Biden and his
security team.

American farm policy is at a crossroads and Roberts isn’t
thrilled with the formation of the Biden Administration.

“If you look at his cabinet picks, especially EPA and others,
we’re going to go right back into a lot of regulation that I think was terribly
counterproductive,” according to Roberts.

Roberts says he understands Trump wanted to blunt China’s
ambitions of becoming the dominant nation.

“But, if you trade with them and if we’re able to sell them
the best quality food we have in the world and they are dependent on our food supply,
that at least gets you a seat at the table and that is a chip to play.”

Sen. Roberts bids farewell after 40 years in Washington

Despite a pair of winter storms in the final week of 2020, forecasters still predict a drier and warmer than normal weather pattern in early 2021.

A La Niña event is likely to influence weather conditions across the globe this winter. La Niña, the cooling of sea-surface temperatures in the western Pacific, is typically associated with warmer-than-average conditions for parts of the U.S. in January and February, especially in the Midwest and Southern regions this year.

National Weather Service meteorologist Brian Barjenbruch&nbsp; says it’s also been drier than normal over the last few months.

"We've definitely had some periods of time this past fall that have been well above normal (temperature wise)," Barjenbruch said. "We had a few cooler days, but for the most part, that drought has held on or even intensified almost across the entire region over the last 3-5 months."

The latest U.S. drought monitor put out by the University of Nebraska shows most of eastern Kansas and northwest Missouri in a moderate drought.

Barjenbruch&nbsp; says even with a mild and dry long-term forecast, more winter storms are still certainly possible.

"That tends to be the trend we see with (La Niñas)," Barjenbruch said. "That's not to say we won't have some snows, or even some heavy snows. But, the general pattern does favor a little bit warmer and a little bit drier than normal."

Temperatures across the Midwest and Central Plains are expected to be “much above average” through March, according to Weather.com.

The Missouri State Highway Patrol reported a 2017 Ford Explorer driven by Officer David P. Shobe, 35, Easton, was northbound at Breckenridge and 296th Street one half mile west of the Turney city limits in pursuit of a fleeing vehicle.

The Explorer traveled off the road and struck a tree.&nbsp; Tri-County EMS transported Shobe to Liberty Hospital. He was properly restrained at the time of the accident, according to the MSHP.

Authorities released no additional details.

Daviess County EMS transported Wright and a 10-year-old female passenger from Lenexa to Cameron Regional Medical Center.

Cameron Ambulance transported passengers Elaine Wright, 45, and Spencer H. Wright, 19 both of Lenexa to Cameron Regional Medical Center. Three other passengers refused medical treatment at the scene. All seven were properly restrained at the time of the accident, according to the MSHP.
