Forecasters are watching a
second storm system that could bring a wintry mix of precipitation to eastern
Kansas and northwest Missouri over the New Year’s holiday.

A Winter Weather Advisory is in
effect for most of the region from midnight tonight until 6 p.m. Friday, while areas to the south and east of St. Joseph/Kansas City are under a Winter Storm Warning.

The
exact timing and track of the storm is somewhat uncertain, but meteorologist
Brandon Drake with the National Weather Service office in Topeka says areas to the
north of Kansas City are more likely to see snow instead of ice.

"Assuming that it's going to be what we're looking at (Wednesday), you can expect the area of northern Missouri back through Topeka and Wichita to see more snow rather than ice," Drake said.

Drake says the area could see 1-3 inches of snow with locally higher amounts possible. Up to 0.2" of ice accumulation is also possible.

This storm also comes during a normally busy travel time on New Year’s Eve.&nbsp; Regardless of what day it is, Drake says the proper
precautions do not change.

"Because it's a holiday, it's always significant," Drake pointed out. "Even if we were looking at an inch of snow, it's something that's going to get highlighted more than it normally would most likely just because of the timing. Regardless, what people need to do stays the same."

Forecasters eyeing New Year's winter storm that could impact Missouri, Kansas

The St. Joseph Health Department reported three more COVID-19 related deaths in Buchanan County Wednesday.

One victim was a female in her 60’s and the other two were males –
one in his 60’s and one in his 80’s. This brings the Buchanan County death toll to 132. The department also reported 51 new cases, bringing the county's total to 8,286.

Mosaic Life Care is treating 64 COVID patients - that's up one since Tuesday. There are 60 patients in St. Joseph, and two in both Maryville and Albany. Mosaic has administered 60,634 tests with 7,880 positive results.

Elsewhere, Andrew County reports 14 new cases for a total of 1,613. Their pandemic death toll stands at 16.

In Kansas, Brown County saw 23 new cases for a total of 1,023. Atchison County, KS saw 27 new cases for a total of 1,251. Doniphan County saw 25 new cases for a pandemic total of 722.

&nbsp;Statewide, Missouri reports 2,761 new cases (388,856 total) and 58 new deaths (5,491 total). Kansas saw 6,371 new cases (222,433 total) and 193 new deaths (2,741 total) since Tuesday.

St. Joseph Health Department reports three COVID related deaths Wednesday

As city crews in St. Joseph continue to clean up from Tuesday’s winter storm, they’re also looking toward another impending system set to impact the area Thursday night into Friday.

St. Joseph and a large portion of eastern Kansas and western Missouri are under a Winter Storm Watch from Thursday night through Friday afternoon.

This comes as St. Joseph crews cleared more than 150 tree limbs that were obstructing traffic and power lines around town after Tuesday night’s storm <a href="https://stjosephpost.com/posts/ad81b1d1-b5f5-4d06-ba82-2c84ee3384e8">left thousands without power.</a>

City communications manager Mary Robertson says there’s still a few leftover slick spots from Tuesday’s event.

"Supervisors are out checking bridges and overpasses," she said. "Those areas are still being monitored."

This next system could also bring another wintry mix, but Robertson says, like many forecasters, that the level of uncertainty with this next storm makes it hard to predict.

"This impending storm could take several different directions," Robertson said. "It could be a combination of snow and ice or one or the other. We do encourage folks that if they do not have to get out that they absolutely stay at home."

St. Joseph and the surrounding area could see 1-3 inches of snow by late Friday, along with an additional three-tenths of an inch of ice.&nbsp;Robertson says city crews plan to use the same salt brine/beet juice pre-treatment mixture on the roads that they used<a href="https://stjosephpost.com/posts/14477dd9-73dd-4251-b50d-9ff64f73b8ea"> ahead of Tuesday’s storm</a>.

"That pre-treatment was very effective," Robertson stated. "The crews were able to get all of the streets and it helps to expedite the melting of the snow."

St. Joseph city crews prepare for round two of winter weather this week

St. Joseph police are warning residents to keep their cars
locked after a string of car break-ins.

Police report three autos were stolen and several were
ransacked very early Tuesday morning when a group of thieves fanned out in
several neighborhoods in eastern St. Joseph.

Sgt. Roy Hoskins says these are thieves of opportunity.

“They will pick a neighborhood and it’s usually a small group
of people doing this, two to four people,” Hoskins tells St. Joseph Post. “One
will drive down the road. The others will get out on foot, run up and down the
road, grab door handles on cars. If they find one open, then they’ll go ahead
and get in that car and ransack it, looking for anything valuable.”

Hoskins warns not to give them easy access.

“Lock your car, remove your keys, and remove valuable items
from the vehicle entirely and if you’re not able to do that, at least remove them
from sight,” Hoskins says. “The best thing you can do is lock the car, because when
we talk about these groups of people running down the road, grabbing for door
handles, if they don’t find one open, they find it locked, and they don’t see
anything laying in the seat that piques their interest, they’ll generally keep
on moving down the road.”

Hoskins says the group of thieves hit several neighborhoods
Tuesday morning, stealing three cars and ransacking several others. Two of the
stolen vehicles were recovered in Savannah.

Missouri
and Kansas residents struggling with paying heating bills this winter might be
eligible for federal help.

Maria
Lopez with Evergy says the Low-Income Home Energy Assistance Program, known by
its acronym LIHEAP, provides an average of $200-to-300 to offset heating bills.
And Lopez says too many people don’t know about it.

“A
common misconception about LIHEAP and that initial energy assistance benefit is
that you have to be in threat or disconnected to receive it, but that’s not
true,” Lopez tells St. Joseph Post. “You can apply. You do not have to be in
crisis. You could have a credit on your account and still apply for this great
benefit.”

This
year, money is available to help with bills for whatever is used as primary
heat for a residence and money is available from the Winter Crisis Fund, which
provides a maximum of $800.

Lopez
says it surprises her that so few people know about LIHEAP.

“Those
who are familiar with it that’s fine, but I think a majority of people that I
speak with when we use to go out into the community at different resource fairs,
people were surprised to hear that this was even available,” Lopez says.

Lopez
says the program might be needed this year more than in the past.

“So
many people are in a position that they haven’t been in before where they can
use this assistance to help with their gas or to help with their electric,”
Lopez says. “So, we’re hoping to see an increase in those numbers.”

Heating assistance is available, but few seem to know about it

Evergy reports about 4,800 customers in the St. Joseph area are still without power as of 10:30 a.m. Wednesday.

Ice brought down power lines throughout the St. Joseph area Tuesday night, knocking out power to nearly 22,000 residents by 9 p.m.

Evergy spokesperson Jaycee Burns says dozens of crews worked diligently through the night and continue to work Wednesday to restore power to those still without it.

"We had more than 160 linemen and 45 other crew members in the field working overnight and they made great progress," Burns said, "despite the icy road conditions and the downed limbs and wires in the area."

Burns says those still without power should have it back on by midnight Wednesday night at the latest.&nbsp;

With another potential winter storm coming to the area Friday, Burns says Evergy crews prepare year-round for these events.

Evergy reports 4,800 St. Joseph customers still without power Wednesday

WEST DES MOINES, Iowa (Dec. 29, 2020)&nbsp;—&nbsp;Hy-Vee, Inc. announces today that it has administered its first doses of the COVID-19 vaccine to long-term care facility staff and residents of the Lakeview Methodist Health Care Center in Fairmont, Minnesota, according to a media release.

Nearly 100 residents and staff members from the facility were vaccinated with the Moderna COVID-19 vaccine today, which was recently authorized for emergency use by the U.S. Food &amp; Drug Administration (FDA). Hy-Vee pharmacists will return to the long-term care facility after 28 days to administer the second dose.

“This is a historic moment for us all,” said Randy Edeker, Hy-Vee’s chairman, CEO and president. “As an early vaccine provider, we are committed to being at the forefront and working hand-in-hand with the CDC and our local governments to provide COVID-19 vaccinations to patients as we enter this first critical phase of vaccine distribution. I want to personally thank all of our dedicated pharmacy professionals for the work they will be doing in the coming months to vaccinate and protect the residents of the many communities we serve.”

Hy-Vee is part of a select group of retailers that was selected earlier this year by the U.S. Department of Health and Human Services (HHS) to be a COVID-19 vaccine provider. As the vaccine becomes more widely available to pharmacies, Hy-Vee will offer COVID-19 vaccines at all Hy-Vee pharmacy locations throughout its eight states, which includes Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, South Dakota and Wisconsin. Currently, Hy-Vee is working with local governments and organizations to provide vaccinations to those included in the CDC’s Phase 1A vaccine distribution plan, which includes health care workers and residents of long-term care facilities. The vaccine will be free to patients.

Evergy reports scattered power outages throughout Buchanan
County this morning, leaving slightly more than 6,000 residents without electricity
this morning.

Ice brought down power lines throughout the St. Joseph area
last night, knocking out power to nearly 22,000 residents from 343
outages.

Evergy reports 347 outages remain, yet the number of
residences without power has dropped significantly.

Workers remain out throughout the area, restoring power in
wake of the area’s first winter storm.

DAVIESS COUNTY —One person was injured in an accident just after 10p.m. Tuesday in Daviess County.

The Missouri State Highway Patrol reported a 2013 Chevy Malibu driven by Colby D. Baker, 30, Trenton, was eastbound on MO 6 one mile west of Jamesport.

The car was traveling to fast on the icy road. The car slid off the road and overturned.

A private vehicle transported a passenger Jomelle  Baker, 33, Trenton, to Wright Memorial Hospital.&nbsp; Colby Baker was not injured. Both were properly restrained at the time of the accident, according to the MSHP.

The Missouri State Highway Patrol reported a 2015 Nissan Rogue driven by Esther M. Criger, 66, Albany, was northbound on U.S. 169 four miles north of King City.

The driver lost control of the vehicle on the icy road. The SUV traveled off the road, struck an embankment and overturned.

Grand River ambulance transported Criger to Mosaic Life Care. She was properly restrained at the time of the accident, according to the MSHP.

The St. Joseph Health Department reports one additional COVID-19 related death Tuesday. The victim was a man in his 50s.

This brings the Buchanan County death toll to 129. The county also saw 75 new cases since Monday, bringing the pandemic total to 8,235.

Mosaic Life Care says they're now treating 63 COVID-19 patients - an increase of five since Monday. All five of the new patients are in St. Joseph, leaving the St. Joe location with 58 patients. Maryville has two, while Albany has three.

Statewide, Missouri reports 2,479 new cases of COVID Tuesday (386,095 total) and 117 new deaths, bringing the state's death toll to 5,433.

Kansas reported 6,373 new cases Tuesday (216,062 total) and 41 new deaths, bringing the pandemic total to 2,548.

Andrew County reported 1,599 total cases and 16 total deaths as of late Monday. Nodaway County reports 2,315 cases and 19 total deaths. Doniphan County, Kansas has recorded 697 cases.

One new death, five new COVID hospitalizations in Buchanan County Tuesday

Enel Green Power North America has begun operating its $380 million White Cloud wind project in Nodaway County, Missouri.

Enel signed a power purchase agreement with Springfield-based Associated Electric Cooperative Inc., which plans to wholesale electricity to several utilities, including United Electric, which provides power for most of rural Nodaway County.

White Cloud is Enel Green Power’s second project in Missouri. The company also operates the 300-megawatt Rock Creek wind farm in Atchison County, which started operation in 2017.

Located about five miles south of Maryville, the White Cloud Wind Farm will be able to generate 950 gigawatt hours annually - enough to power more than 86,000 homes. It's also expected to create over $43 million in property tax revenue and over $56 million in lease payments for local landowners.&nbsp;

Matt Saville, the assistant site supervisor for the project, says the benefits for Nodaway County communities will span over the 25-plus year life of the project.

"The property tax revenue will go toward schools, roads and public services," Saville said. "As for other revenue, you're going to see about $56 million in lease payments to the project's landowners over the project's lifetime."

The project was also responsible for over 300 construction jobs and created around 12 permanent, full-time operations positions.&nbsp;

A native of northwest Missouri, Saville is excited to see the wind farm's direct impact on the local area.

"I'm a local and I'm just really glad to be a part of Enel," he said, "and to see the benefit to the communities and to be a part of the outreach for the communities to get answers.

"So, if they ever need anything, our office is going to be right there in Maryville, and I'll be handing out (business) cards. All of the landowners will be able to come in and ask the questions that they want. I'm always happy to educate anyone on wind energy."

Enel refurbished the former ShopKo building in downtown Tarkio to use as the White Cloud and Rock Creek operations and maintenance building. Enel also provided support to re-establish Tarkio Technical Institute and launch a wind technician education program.

Enel also announced over $1.3 million in contributions to COVID-19 relief across the US and Canada. In northwest Missouri, their contributions included $50,000 to Community Hospital-Fairfax, $5,000 to the Nodaway County Senior Citizens Center and $25,000 to volunteer fire districts in Polk, Skidmore, Graham and Barnard.

The first winter storm of the year has left Missouri roadways covered.

Supervisor of the Northwest district for the Missouri Department of Transportation Scott Stevens says that snow has begun to accumulate.

"You know right now across the district a majority of our roads are covered with snow," Stevens tells St Joseph Post. "We have a traveler information map that you can download on your phone to see what the conditions of the roads are."

Stevens adds that MoDOT expects temperatures to warm up through the evening and that drivers could see some slick spots when the snow melts and re-freezes in the morning.

"We're expecting the temperatures to raise a little bit this evening and into the night we're probably going to start seeing some rain so our road conditions might start getting a little slushy," according to Stevens.

The Missouri Department of Transportation also wants drivers to stay aware during this year’s first big winter storm.

Stevens says drivers should give themselves plenty of time to stay safe.

"Plan accordingly. You know if you've got to be somewhere you might add a little bit more time to that because we want you to slow down and be cautious out there," Stevens says. "It's important to buckle up and phone down so that you are safe and attention is on the roads."

Stevens adds that with the snowplows out clearing roads drivers should give themselves ample time to stop and give snowplow drivers plenty of room to work.

First winter storm covers Missouri roadways in snow

St. Joseph crews acted quickly to treat busy streets and roads Monday in preparation for Tuesday's winter storm.

St. Joseph city street crews spent the day Monday pre-treating streets with a salt brine/beet juice mixture. St. Joseph Streets and Infrastructure supervisor Keven Schneider said Tuesday that Emergency Snow Routes were in good condition for the morning commute.

"We came in (Monday) and pre-treated emergency and secondary routes with the salt brine and sugar beet molasses mix," Schneider said. "It really helped in the morning. We've been spot checking the routes for areas that might slick up a little bit, but that pre-treatment really helped." As the day and the weather progresses Tuesday, crews will be monitoring conditions and responding accordingly. Schneider said crews have already started plowing and treating residential streets.

Buchanan County and areas to the north and west are under a Winter Storm Warning until 6 a.m. Wednesday. The St. Joseph area could see 2-4 inches of snow and up to a half-inch of ice accumulation.&nbsp;

Precipitation is expected to transition to all rain by late Tuesday afternoon, which Schneider said will help a great deal with road conditions.

"The rain will melt everything and raise the pavement temperature a little quicker than normal," Schneider said. "It looks like, temperature wise, we're going to be okay until 3-4 a.m. (Wednesday)."

Schneider said crews will be on stand-by early Wednesday to treat any roads that refreeze.

With this being the first significant winter storm of the season, Schneider said that St. Joseph crews were well prepared.

"All of the equipment was ready to go all weekend just in case," Schneider said. "We were well prepared for this."

St. Joseph city officials will once again be taking Christmas
trees to be mulched.

City residents can drop off their Christmas trees at Drake
Softball Complex, 22nd Street and Southwest Parkway though Monday,
January 18th. Trees should be stripped of ornaments, tinsel, and the
like.

The St. Joseph Health Department is finalizing the plan for the next round of COVID-19 vaccinations.

The plan is to distribute the vaccine to health care workers in the 1A tier, which primarily is health care workers that could be exposed to COVID-19, and includes dental care workers and optometrists.

Clinic Supervisor Connie Werner with the St. Joseph Health Department says the focus now is finding who is interested in getting vaccinated.

"For us to know who that we just aren't even aware would qualify for Tier 1A, does not guarantee a vaccine at this moment," Werner tells St. Joseph Post. "The State of Missouri has told us multiple times that the demand is outweighing the supply."

The Health Department asks that only those that meet the requirements express interest.

Werner says those who qualify for the next round will get the vaccine as soon as possible.

"The vaccine will be provided on a first come first serve basis for those that qualify in that tier 1A group, so the understanding must be very clear that the interest does not mean a promise of vaccine at that moment, your name will be on the list we will get it to you as soon as we have vaccine to distribute out," Werner says.

Werner adds this round is focused on health care workers. The general public comes later.

"The requirements are that you need to fit that definition, so if you are just a general community member but you just really want the vaccine this is not for you yet, this has to fit that tier 1A health care provider group," Werner says.

St. Joseph Health Department finalizing plans for next round of COVID-19 vaccine distribution

Authorities responded to a report of a man who jumped into the Missouri River off of the Pony Express Bridge on Sunday morning.

A marine operations unit with Missouri State Highway Patrol Troop H responded around 9:30am Sunday to the report of a jumper on the bridge.

At 11:15, authorities located an unidentified man 200 yards south of the bridge and 20 feet up a bank on the Missouri side of the river.

The male was taken to Mosaic Life Care in St. Joseph with non-life threatening injuries. No further information on the male's identity or extent of the injuries was available.

Missouri State Highway Patrol Troop H assisted the Buchanan County Sheriff's Office, Buchanan County EMT and the Doniphan County, KS Sheriff's Office in the response and rescue effort.

The seven-day testing positivity rate in Buchanan County stands at 12.75%, which is down from the 25.49% peak set the week of Nov. 11.

St. Joseph Health Department reports four more COVID deaths over holiday weekend

The first significant winter storm of the season could bring a
mixed bag of precipitation over a large portion of the Central Plains and parts
of the Ozark Highlands throughout the day Tuesday.

Meteorologist Brian Barjenbruch with the National Weather
Service says this storm could bring a wide variety of precipitation.

"We're going to have a mixed bag with periods of heavy snow, &nbsp;Barjenbruch said. "Perhaps some freezing rain or ice pellets, or maybe changing to rain entirely. We definitely expect some impactful winter weather."

A Winter Weather Advisory is in effect for large portions of Kansas, Nebraska, Iowa and northwest Missouri, while portions of central Iowa are in a Winter Storm Warning from Tuesday morning into Wednesday morning.

Eastern Kansas and northwest Missouri should only expect up to an inch of snow, with higher amounts in Nebraska and Iowa. However, most areas could see anywhere from a light glaze to 0.1" inches of ice accumulation, impacting the Tuesday morning commute.

Barjenbruch says with this being the first major storm of the season for much of the Midwest, drivers need to get back into the mindset of driving cautiously.

"Most of us around these parts have certainly had experience driving in snow or ice," Barjenbruch said. "It's a mindset we have to prepare for. Slow down. Allow extra room. Or, if possible, don't drive when the roads are nasty. I know that's not always possible, but it is the best way to avoid accidents."

Missouri with Mosaic Life Care reporting 53 coronavirus patients in St. Joseph,
three in Maryville, and two in Albany.

Mosaic has now tested more than 60,136 area
residents with 7,765 testing positive. Mosaic is awaiting results
from 46 tests.

The St. Joseph Health Department last reported coronavirus
cases on Wednesday before breaking for the Christmas holiday. On Wednesday, St.
Joseph health officials reported 58 new cases and three additional deaths.
Buchanan County has recorded a total of 7,977 cases, resulting in 124
deaths.

Andrew County has recorded 1,580 cases and 16
deaths.

Doniphan County, Kansas has recorded 670 cases.

Missouri has recorded 383,616 cases and 5,316 deaths.

Kansas has recorded 209,689 cases and 2,507 deaths.

other cities this year, though coronavirus pandemic restrictions caused a few
to close.

St. Joseph Chamber of Commerce President Patt Lilly credits
St. Joseph residents for the strength of the local economy, pointing out local
businesses gave out a record 2.1 million tickets in the Shop St. Joseph
Christmas promotion.

“You know, they really are kind of the fabric of the
community, these places that we enjoy going to, that we think of our local bar
or the place we go to buy a gift,” Lilly tells host Barry Birr on the KFEQ
Hotline. “So, I think in that context, the Shop St. Joe really brought out that
feeling that, hey, we need to support our local businesses.”

Lilly says most businesses adapted to the restrictions issued
by the state and city to help hold down the spread of COVID-19. For those which
have survived, creativity has been the key.

“The ability to pivot or morph into something different I
think has created a level of ingenuity in business today that I think will
continue, certainly in the near term,” Lilly says.

Lilly says federal help in the form of Congressionally
approved stimulus packages also helped keep businesses afloat when governments
forced non-essential businesses to shut down.

A problem for St. Joseph area businesses in 2020 will spill
over into 2021. St. Joseph businesses need workers.

Lilly says the coronavirus pandemic worsened the city labor
shortage, but might also provide an opportunity. Lilly says workforce
development has become even more important.

“We literally have to develop a marketing program that we did
last year to target areas of the country to try to get those people interested
in coming to St. Joseph for a job,” Lilly says. “I think that in some respects
the pandemic and some of the issues created around the pandemic may actually be
favorable towards St. Joseph or certainly favorable toward the Midwest, more
rural areas.”

Lilly says the chamber hopes to capitalize on <a href="https://stjosephpost.com/posts/0d522ba9-defa-4b14-95a8-7e79a245a0f7">St. Joseph’s
recent number one ranking</a> as the best city for those seeking a job in manufacturing.

behind only St. Louis and Kansas City.

the order, the Bureau of Prisons cannot reschedule Montgomery’s execution until
at least Jan. 1. Generally, under&nbsp;<a href="https://www.federalregister.gov/documents/2020/11/27/2020-25867/manner-of-federal-executions">Justice
Department guidelines</a>, a death-row inmate must be notified at least
20 days before the execution. Because of the judge’s order, if the Justice
Department chooses to reschedule the date in January, it could mean that the
execution would be scheduled after Biden’s inauguration on Jan. 20.Biden
“opposes the death penalty now and in the future” and would work as president

Stinnett, who was eight months pregnant, then a kitchen knife to cut the baby
girl from the womb, authorities said.Prosecutors
said Montgomery removed the baby from Stinnett’s body, took the child with her,
and attempted to pass the girl off as her own. Montgomery’s legal team has
argued that their client suffers from serious mental illnesses.“Given
the severity of Mrs. Montgomery’s mental illness, the sexual and physical
torture she endured throughout her life, and the connection between her trauma
and the facts of her crime, we appeal to President Trump to grant her mercy,
and commute her sentence to life imprisonment,” one of Montgomery’s lawyers,
Sandra Babcock, said in a statement.Two
