The St. Joseph Health Department reports eight more COVID-19 related deaths in Buchanan County since Friday.

The victims were two women in their 90s, two women and two men in their 80s, one man in his 70s and one woman in her 60s. The Buchanan County death toll now stands at 143.

There have also been 162 new cases in the county since Friday, bringing the pandemic total to 9,026. The county's positivity rate has also shot up to 19.48% over the last seven days after being about 13% the week prior.

Andrew County reports 1,818 total cases and 16 deaths Monday.

Mosaic Life Care reports 61 coronavirus patients in its system Monday&nbsp; with 58 patients in St. Joseph and three in Maryville. That number is down 12 since Friday.

Doniphan County, Kansas has seen 18 new cases since Friday for a total of 810. Atchison County, Kansas has reported 1,332 cases.

 Statewide, Kansas saw an increase of 5,180 COVID cases since Friday. There have also been 107 new deaths, bringing Kansas’s death toll to 3,255.

Missouri reports nearly 425,000 total cases (424,986) nearly 6,000 deaths (5,951) statewide as of Monday.

Cool Crest Garden Golf has sat idle since October 2017. The property didn't have an owner for at least a couple of years.

Joe Town Mini Golf opened just a couple miles up the road, and Cool Crest sits empty.

Joe Town Enterprises, LLC announced the purchase of the Cool Crest property, and its plans to restore the St. Joseph staple to its former glory.

"We're excited to bring it back to its full beauty," co-owner Joe Lane said.

Lane, and his wife Katie, opened Joe Town Mini Golf in spring 2018. Lane's father-in-law, Rick Gilmore, owns Joe Town Enterprises, LLC with his wife, Marcia.

The Gilmores officially purchased the Cool Crest property on January 6. It will eventually be leased to Joe Town Mini Golf.

"I started negotiating with the owner of Cool Crest, (Janeane Saxton), when Joe Town Mini Golf opened," Gilmore said. "We talked several times during that time. Then this summer, it got to where they were close to finishing their estate settlement. I got an offer to her, she accepted it and that's how we got to where we're at today."

Cool Crest, originally owned by Jan and Guy Saxton, first opened in 1948, and entertained people of all ages for over 60 years with its three, 18-hole courses.

Gilmore says Cool Crest will be fully restored to its original state.

"Root beer floats and cherry mash sundaes...everything they had in the past, we're going to have that again," Gilmore said happily.

All of the original buildings, statues and water hazards are still there. Much of this renovation will focus on replacing the overhead lights and wires, leaf clean-up, painting, tree trimming and everything in between.

"We got to get every one of the greens cleaned," Lane said. "They're a mess. With three, 18-hole courses, that's going to take awhile."

There's a lot to do, but Cool Crest is expected to be open by late April or early May.

"We've got a lot to do here, but we're going to make it happen," Lane added.

Monday marked the first official day of renovation at Cool Crest. A team of landscapers surveyed the course and provided a few estimates. The total price tag for this project is not yet known.

"It's always more than you think it's going to be," Gilmore chuckled.

The news of Cool Crest's comeback was first shared on<a href="https://stjosephpost.com/posts/f7822a4e-4367-435b-b616-e7ca90d80b97"> Joe Town Mini Golf's Facebook page</a>. Word got around quickly. The post had over 4,500 likes, 1,200 comments and 2,100 shares.

"There were no negative responses from anybody," Gilmore said. "Everyone is excited to see it reopen.

"It's always been kind of in the back of our heads," Lane said. "The time was right, so we just made it happen."

Gilmore says he's had a lot of inquiries about free golf passes that past Cool Crest patrons still have, and if they can still be used.

"We're going to pick a time before we open for the season," Gilmore said, "likely the first day of April, and everyone who has one of those passes, if they want to use it, they can come then. After that, we won't honor them any longer."

Cool Crest restoration underway, owners excited to welcome patrons back

Maintenance at Missouri Western State University which had
been put on the backburner is now back on the front burner.

Gov. Mike Parson has released $26 million in higher education
funding he previously withheld due to uncertainty about state revenue.

Missouri Western Interim President Elizabeth Kennedy says the
university will get $1.9 million.

“The funding we’re going to be receiving is dedicated to some
of our deferred maintenance projects, which is huge for us, because this means that
we’ll be able to do some maintenance items whether you’re talking about a
boiler, HVAC, new roof, roads, those kinds of things, repairs that we would not
have been able to do otherwise,” Kennedy tells St. Joseph Post.

Kennedy says she doesn’t like to put off maintenance projects.

“When you own a house and need a new roof, but you’ve got to
put it off till next year, this gives us the opportunity to get those things
done and not impact our current budget funds or operations,” Kennedy says.

Kennedy acknowledges maintenance might not make a big splash,
but it is vital.

“Which will enhance our campus, keep us functioning well, keep
us operational into the future,” according to Kennedy.

Parson had originally withheld a total of $449 million after
worries grew about the pandemic impact on state revenue.

COVID-19 hospitalizations continue to moderate

St. Joseph City Council has listed Krug Park improvements as <a href="https://stjosephpost.com/posts/98c145af-ff2a-4e66-85c6-1d5c5d693e7e">its top priority for this year</a>. The question now is, what improvements will be made, and how long it will take.

St. Joseph Parks and Recreation Director Chuck Kempf says about $1 million is already available through federal grants for Krug Park renovation. That money will be put toward basic infrastructure repairs.

"From our department's perspective, we are trying to get basic, fundamental infrastructure restored at Krug Park," Kempf said. "Not only the ampitheater, but also other areas of the park."

Kempf says an underground water line between the ampitheater and St. Joseph Avenue has a significant break in it. Other top priorities include expanding parking and sprucing up the children’s circus area.

Overall, this project will be a multi-year effort and will require further action from council. Kempf says the idea is to make Krug Park a more attractive venue while maintaining its natural beauty.

"It's going to be a balance in trying to make sure the entertainment aspect is done in a way that doesn't impact negatively the beauty of the park or even the use of the park," he said."

Kempf says a committee is being formed to further explore funding options and other park improvement ideas.

City councilmember Brian Meyers says Krug Park is perhaps the best facility St. Joseph has to offer for visitors, and its upkeep should be a top priority.

"This is the gem of the city that we have right here," Meyers said of Krug Park. "It is and has been rapidly deteriorating over the last couple of decades. But, if we're able to bring in an ampitheater through different funding mechanisms, we'll be able to save one of the best features of our city."

Broken water line, more parking top list of needs in Krug Park improvement project

BUCHANAN COUNTY—One person was injured in an accident just after 6p.m. Saturday in Buchanan County.

The Missouri State Highway Patrol reported a 2004 Ford F250 driven by Michael E. Danner, 57, St. Joseph, was northbound on Interstate 29 just north of Route DD.

The pickup traveled off the west side of the road into the median. The driver overcorrected back onto the road. The pickup traveled off the east side of the road, struck a guardrail and overturned.

Buchanan County EMS transported Danner to Mosaic Life Care. He was not wearing a seat belt, according to the MSHP.

The Missouri State Highway Patrol reported a 2001 Kia Sportage driven by David C. Corbin, 21, Chillicothe, was southbound on U.S. 65 one mile south of Trenton.

The vehicle crossed the centerline, traveled off the east side of the road and struck a culvert.

Corbin walked to Wright Memorial Hospital for treatment. He was properly restrained at the time of the accident, according to the MSHP.

Andrew County reports another 20 cases Friday for a total of 1,792. Their death toll stands at 16.

Nodaway County reports 33 new cases Friday for a pandemic total of 2,414.

Statewide, Missouri reported an additional 4,332 cases (416,758 total) and 30 new deaths (5,912 total) Friday.

Buchanan County reports 73 new COVID cases, no new deaths Friday

St. Joseph residents will be able to take their downed tree limbs and branches from the recent ice storm to the landfill starting Wednesday, January 13, during normal hours of operation, which are 7 a.m. - 4:30 p.m. Monday-Friday and 7 a.m. - 2 p.m. on Saturday.

Tree limbs and branches are the only acceptable material that can be dropped off for disposal. A third gate will be open specifically for this purpose.

Residents with storm debris will not be allowed to use the other gates for drop-off in order to avoid interruption of service for trash haulers and other solid waste customers. 

Customers dropping off limbs and branches will be required to pass over the weight scale, as the city will still be responsible for payment to the state for the amount of tonnage collected from the storm debris.

Documentation of St. Joseph residency is required, and no commercial vehicles are allowed.

For Clean Sweep guidelines, residents can visit the city’s website at stjoemo.org and search 'Clean Sweep.'

An ice storm in late December knocked out power to over 20,000 St. Joseph residents and downed hundreds of tree branches across the city.

Missouri State House Representative Sheila Solon of St. Joseph was appointed as the&nbsp;Acting Director of the Division of Professional Registration by Missouri Governor Mike Parson Friday.

The division provides administrative support to 42 professional licensing boards and commissions responsible for licensing and regulating the activities of about 460,000 Missouri residents.

Solon, who has been term-limited, served eight years as a Missouri State Representative, representing Blue Springs and Lee’s Summit constituents (31st district) from 2010-2016, and then the 9th district (Buchanan and Andrew County) in 2018.

Solon has served on several Missouri House of Representatives committees, including Rules-Administrative Oversight and Local Government and Veterans. She also served as Chair of the Children and Families Committee.

Previously, Solon served as Mayor Pro-Tempore of the Blue Springs City Council and Chair of the City of Blue Springs Planning Commission.

Joe Town Mini Golf announced this week their purchase of Cool Crest Garden Golf in St. Joseph.

Cool Crest was originally opened in 1948 by Jan and Guy Saxton, operating for 70 years as an entertainment destination for northwest Missouri.

"Many have very special memories of their visits over the last 70 years," Joe Town said on Facebook.

Joe Town Mini Golf plans to start restoring Cool Crest "the way you remember it to be," with the same operations and obstacles on most holes, along with the flowers and the name Cool Crest.

"We feel privileged to have been given this task at hand," the course said on Facebook.&nbsp; 

Cool Crest is expected to reopen by this summer.

"We look forward to what 2021 will be for the friends and families of St. Joe, NWMO and further," the staff said. "We are grateful to all who have supported Joe Town Mini Golf thus far. Without that, we would not have had this opportunity."&nbsp;

Joe Town Mini Golf announces purchase of Cool Crest Garden Golf

The American Red Cross has assisted over 130 people who have been victims of home fires in the region.

Last year, the Red Cross responded to approximately 40 fires in the greater Kansas City and Northwest Missouri area.

Red Cross spokeswoman Angie Springs says as the temperatures drop, sources of home heat can become dangerous hazards.&nbsp;

"As the weather gets colder people turn to a lot of different ways to provide that heating source for their home," Springs tells St. Joseph Post "So whether that is a fireplace or maybe it is running a space heater, those sorts of things when not used properly can be a fire hazard."

The American Red Cross is normally dispatched to assist residents in house fires by local fire departments, providing victims with food immediately, a temporary place to stay, and assistance in recovery.

Springs reminds everyone to be sure your smoke alarms are working and that you have a plan if a fire breaks out in your home.

"Make sure that your testing those batteries and make sure that your family has a plan in the event that you do have a home fire," Springs says "You know we all grow up going to school, practicing those fire drills, we need to prepare our family just like we would do during the days of when we were in school."

Springs adds that other steps to help prevent fires in the home includes making sure you have your space heater at least three feet away from other objects and making sure you get your fireplaces professionally checked.

Springs says that the Red Cross&nbsp; stresses the importance of preparedness.

"I think the thing that we just have to keep in mind is that there's no better time then now to be prepared it's not to late," Springs says "So if you haven't checked your smoke alarm, do that now, if you haven't practiced your family preparedness plan and maybe a fire drill in your home, do that now, make sure your family has a plan."

Springs says a little preparation now can prevent disaster later.

Red Cross has come to the aid of 130 fire victims this winter already

HARRISON COUNTY—Two people were injured in an accident just after 7p.m. Thursday in Harrison County.

The Missouri State Highway Patrol reported a 2000 Honda Civic driven by Franlin S. Garcia, 31, Kansas City, was northbound on Interstate 35 two miles south of Eagleville.

The Honda attempted to overtake a 2000 Kenworth semi driven by Joaquin Medina, 60, Elizario, Texas.&nbsp; The Honda cut in on the northbound semi. The rear passenger side of the Honda struck the front drivers side of the semi.&nbsp;

After impact the Honda swerved back into the passing lane and into the path of a northbound 2019 Dodge Charger driven by Dylan M. Wilburn, 29, St. Joseph.

The front of the Dodge rear-ended the Honda. The Honda left the road and rolled. NTA ambulance transported Garcia and Wilburn to Harrison County Community Hospital. Medina was not injured. All three were properly restrained at the time of the accident, according to the MSHP.

The city of St. Joseph <a href="https://stjosephpost.com/posts/26bdd6ef-3b61-42f7-881a-bd2659441e2e">received over $1.2 million</a> in CARES Act Funding to assist businesses and low income individuals who have been hit hardest by COVID-19.

Around $535,000 of this funding has been allocated for several public service agencies, including Community Action Partnership of Greater St. Joseph (CAP St. Joe), which assists individuals who've had trouble paying their rent due to the pandemic.

CAP St. Joe has been allocated about $369,000 in federal funding from the city.

Whitney Lanning, Executive Director of Cap St. Joe, says this money will be used primarily for rental assistance.

“It’s specifically for housing-related needs to keep people housed during the pandemic that are affected financially,” Lanning said. “CAP has experience administering funds like that through (Dept. of Housing and Urban Development), so that’s why we were tabbed for that money.”

Lanning said the calls that have come into CAP St. Joe during the pandemic have mostly been people who are struggling to pay rent and utility bills.

“That’s what we’ve really seen since the pandemic started back in March,” Lanning said. “When people called us, their primary need was to make sure they didn’t become homeless.”

Lanning said prior to the COVID outbreak, CAP St. Joe would receive around 100-150 calls a day.

“Through the pandemic, it’s been pretty consistently double that,” she said. “200-300 calls a day. The majority of those needs have been for rental or utility assistance, which these (CARES Act) funds will be able to help with.”

Social service agencies in St. Joseph, like in most cities, do an annual “point-and-time count,” which is a tally of the homeless population in shelters and on the streets.

St. Joseph’s homeless population in 2019 was 202, and the city's point-and-time count for 2020 will be finished by the end of this month.

Even before the pandemic, homelessness has been an ongoing issue in St. Joseph and many U.S. cities. Lanning says much work is left to be done to combat this crisis.

“Figuring out a comprehensive plan to address this is key,” she said. “We have to get COVID under control, so we don’t have more people that are homeless due to the pandemic. But, aside from that, there’s really a lot of work to be done on that front.”

CAP St. Joseph aims to help homeless population with CARES Act funds

Mosaic Life Care reports an increase in COVID-19 hospitalizations Thursday.

They’re now treating 78 patients - up five from the day before.

There are 74 patients in the St. Joseph hospital, with two in Maryville and two more in Albany.

The St. Joseph Health Department reports 58 more cases in Buchanan County, but no new deaths Thursday. The county has had 8,791 cases and 135 deaths since the pandemic began.

Andrew County reports 19 new cases Thursday for a total of 1,772. Statewide, Missouri reports 3,983 new cases (412,426 total) and 24 new deaths (5,882 total) Thursday.

Kansas has reported 236,818 total cases and 3,027 COVID-related deaths since the pandemic began.

Mosaic Life Care reports increase in COVID patients Thursday

The St. Joseph School District has partnered with EDUStaff to supply substitute staffing services for the district, starting January 14.

EDUStaff will manage all aspects of finding substitute teachers, paraprofessionals and secretaries, and will take over the job of filling absences for the district.&nbsp;

EDUStaff will advertise, recruit, train, hire and verify each substitute employee at no cost to the district.

St. Joseph School District Superintendent, Dr. Doug Van Zyl, is hopeful that this partnership will highly beneficial in the long run.

"They had the opportunity to hire a full-time staff member that would do nothing but recruit and try to hire and retain more people to be substitutes for us," Van Zyl said. "So, we're hoping that pays fruits and dividends to us in the end."

EDUStaff will soon begin an intense recruiting effort for employment opportunities that will include virtual job fairs. The typical in-person training program has temporarily shifted online due to the COVID-19 pandemic.

Dr. Van Zyl, says finding substitutes was a challenge, even before the pandemic, and this service will help fill an urgent need.

"Finding substitutes was a challenge before (the pandemic)," Van Zyl said. "Now, it's even more of a challenge, because many of the high-quality subs that we've had and other districts have had were probably retired staff members, so they were probably of the age bracket where there was more concerns, especially early on in the pandemic."

EDUStaff provides comprehensive training and ongoing support for classroom-based employees at no additional cost to the district. This will include virtual job fairs.

Interested applicants who log on to the job fairs will learn about employment requirements, opportunities, the pay rate and they’ll have an opportunity to ask questions.

The company’s commitment is to increase the number of assignments filled each day with high-quality, well-trained substitute teachers.

&nbsp;Missouri Governor Mike Parson released nearly $127,000,000 in previously withheld Fiscal Year 2021 funds this week, including $1.5 million for the Department of Elementary and Secondary Education and&nbsp;nearly $26 million for the Department of Higher Education and Workforce Development.

St. Joseph School District superintendent Dr. Doug Van Zyl says every bit of financial assistance right now is helpful.

"I think every little bit helps," he said. "We're very fortunate to have a good partnership with (Buchanan) County and what they've been able to do to support us with the dollars they were given to support schools and businesses. We got a pretty good chunk of that."

The exact amount the St. Joseph district is receiving is not yet known.

Parson released about $40 million in general revenue funds in October, and allocated about $95 million in CARES Act funds for critical services.

Nearly $100 million of those funds went toward K-12 and higher education.&nbsp;

&nbsp;Dr. Van Zyl says the COVID-19 pandemic has taken its financial toll, and any bit of assistance during this time is critical.

"We spent $2 million on cleaning supplies and materials," Van Zyl said. "That doesn't count masks and PPE and those types of things we've had to purchase and utilize. So, any little bit will help us as we try and continue to manage our way through this."

Governor Parson credits the Show Me Strong Recovery Plan for being able to release these funds.

Due to the financial impact of COVID-19, the state withheld about $449 million in fiscal year spending to ensure a balanced budget and the necessary funds to combat the virus.

At the time the budget decisions were made, Missouri’s unemployment rate was projected to be about 16.3 percent. 

Missouri's current unemployment rate is 4.4 percent and 67 percent of jobs have been recovered as of November 2020.

The remainder includes funding for several other departments, including the Office of the Lieutenant Governor, Office of Administration, Department of Agriculture, Department of Natural Resources, Department of Economic Development, Department of Public Safety, Department of Mental Health, Department of Health and Senior Services and Department of Social Services.&nbsp;

St. Joseph Schools superintendent welcomes newly released state funding

ATCHISON COUNTY—One person was injured in an accident just before 2:30p.m. Wednesday in Atchison County.

The Missouri State Highway Patrol reported a 2006 Ford Ranger driven by Justin G. Bodfield, 36, Watson, was northbound on U.S. 275 ten miles north of Rockport.
