The flood which has tortured
this area for most of the year has ended, officially.

While floodwaters can still be
observed here and there in northwest Missouri and southwest Iowa, the Missouri
River has fallen below flood stage at all the gauges monitored by the Omaha and
Kansas City offices of the U.S. Army Corps of Engineers for the first time
since March 13th.

“Two hundred, seventy-nine days
of flood-fighting activity; so last Wednesday I believe it was, we saw the
final river gauge on the Missouri River in our district drop out of flood stage
and that was at Waverly, Missouri,” Emergency Management Specialist Mike Dulin
with the Corps’ Kansas City office tells St. Joseph Post.

The Army Corps of Engineers has
ended emergency operations and returned to normal operations now that the river
has dropped.

Dulin says this flood shared
similarities with both the 1993 flood and the 2011 flood, leaving similar
damage in its wake.

“As the river was running high
all summer long, there were a lot of areas that were inaccessible still, so we
couldn’t get out and do damage surveys and things like that on the levees,”
Dulin says. “Fortunately, now that the river has dropped below flood stage it’s
given the flood plains and the bottoms a chance to dry out.”

This flood wrecked the Missouri
River levee system, though the swollen Missouri River did not top the levee
protecting Rosecrans Memorial Airport in St. Joseph along with Elwood and
Wathena, Kansas as it did in 1993.

The Missouri River set a new
record this year, rising to 32.12 feet on the 22nd of March, a tad
bit higher than the previous record set on July 26th of 1993. The Missouri fell below flood stage this year on December 7th, according to the National Weather Service.

Dulin says the lower Missouri
River will allow contractors to begin moving dirt on 70 levee rehabilitation projects
no later than next spring.

“That being said, it’s very unlikely
that we’ll have any complete repairs done by next flood season,” Dulin says. “We
could start seeing complete repairs on some levees by August/September of next
summer. Then, overall, given the magnitude of the situation and how bad the
damages are this could be up to a two-year project to complete all levee
repairs in the district.”

Dulin says the Missouri River
now likely will level out through the remainder of the winter.

The St. Joseph School District has cancelled classes for Monday due to the wintry weather and road conditions.

The school district says the cancellation includes both day and evening classes at Hillyard Technical Center, Webster's Adult Education classes and preschool.

The National Weather Service expects winds of 20-to-30 miles per hour in much of the area, especially strong in northwest Missouri. Gusts could hit 55 mph. St. Joseph has suspended open burning today, due to the high winds. A storm packing heavy snow and high winds that wreaked havoc as it whipped through western states is marching into the upper Midwest as anxious Thanksgiving travelers brace for a busy holiday week. It seems it will pass over us. The wintry storm that left at least one person dead was pushing eastward into South Dakota, Iowa, Michigan, Minnesota and Wisconsin on Wednesday, while a “bomb cyclone” weather phenomenon was expected to simultaneously topple trees, knock out power, and dump snow in California and Oregon. For this area, snow is likely Thanksgiving morning, turning to rain, possibly mixed with snow, in the afternoon. The chance of precipitation, according to NWS, is 60% with little accumulation expected. The high for Thanksgiving Day is expected to reach 36. The Associated Press contributed to this story.

Breezy with chance of rain throughout the day

The forecast calls for temperatures in the 50s next week, but the cold and snow this weekend can serve as a reminder to prepare for colder weather before it's here to stay. Jada McClintick with St. Joseph Emergency Management encourages residents to take time to prep and put essentials in your vehicle. “Throw in a blanket, some extra gloves, water, granola bars, just in case… you get off the road or get stuck in traffic, something like that,” McClintick says. “It’s good to have a flashlight, you don’t have to have a flare or anything, just a flashlight, something that could get people’s attention too if you’re commuting early in the morning when it’s still dark out and you go off the road you want to be able to signal up to the road to get help out to you.” McClintick also encourages having something like kitty litter or rock salt in your car in case you get stuck. St. Joseph Police Chief Chris Connally says it’s a good time of year to winterize your vehicle and check your tires, antifreeze levels and windshield wiper fluid. Connally says he encourages motorists to keep their gas tanks at least half full as he remembers a couple years ago when motorists were stuck on the road for hours because of icy conditions. “If you didn’t have a lot of fuel, you wouldn’t be able to keep your car running and I recall the Highway Patrol having to go up and down the side to bring people with medical needs... people that are diabetic that needed insulin, things of that nature,” Connally says. “They were there for hours. Being in a situation like that, you want to be prepared, you want to have that extra blanket if you run out of fuel, you’ll want to have some water… some snacks, those kind of things.” And don’t forget about preparing your furry family members too. St. Joseph Animal Shelter Humane Educator Jennifer Lockwood says to have your pets indoors if possible during the winter. “Make sure that if your pet spends time outside that they have fresh food and water… it helps to keep them warm. Make sure to protect their little paws from salt if you take your dogs on a walk and you’ve put some salt down - they make pet friendly salts you can put down so it won’t irritate them. Also, just avoiding antifreeze leaks or anything like that, making sure that all your antifreeze is up (as) it’s deadly to pets.” Lockwood also reminds motorists to keep an eye out and give a knock on the hood of your vehicle in the mornings as some feral cats like to find shelter there during colder weather. Scattered light rain is expected to move into the area from west to east in the early afternoon with it changing over to scattered light snow between 6-7 p.m. The light snow should continue into the overnight hours, moving out early Saturday morning.
