Lori Witham and Rick Gilmore have won the two open St. Joseph School Board seats.

Witham received&nbsp;29.18% of votes and Gilmore received 22.96%.

"It has been an unexpectedly long campaign, so in that respect, I'm relieved and glad to be finished with it and ready to get to work," Witham says. "There's much that's going to have to be done."

Gilmore says he's happy for the opportunity to serve on the board and bring his ideas to different committees.

"I'm glad I can represent the people of St. Joe and listen to them and see what their input is and be able to use that with our planning, especially this year, it's going to be a difficult year," Gilmore says.

Voter turnout for Tuesday's General Municipal Election was&nbsp;13.6% with&nbsp;6,967 ballots cast out of&nbsp;51,256 registered voters.

Witham and Gilmore win St. Joseph School Board seats

A St. Joseph state representative who pushed for foster care
reforms worried the legislation wouldn’t make it through the COVID-19 shortened
session.

Rep. Shelia Solon got her bill to the Senate in plenty of
time. Then, the six-week coronavirus break disrupted the session.

Solon says the Senate loaded down the bill, but with
amendments familiar to legislators, paving its way to passage.

“When the bill came out of the Senate, everything on there was
good policy, good legislation, had been vetted and I was able to pick it up and
pass it in the House overwhelmingly,” Solon tells St. Joseph Post.

Solon says the bill requires a risk assessment for children in
a troubled home within 72 hours to guide whether children should be removed
from their home. It also increases accountability in the Missouri Children’s
Division.

“Regarding data, increased accountability, and modernizing
foster care management system programs, which is really important to put us in
line with the Family First (Prevention Services) Act, which will help us
receive federal funds,” Solon says.

It also would end the requirement that foster children attend
every court hearing on their case.

“Only when necessary, very disruptive for foster kids to
constantly have go to court, be taken out of school,” according to Solon. “It’s
a lot of stress on them that they don’t need.”

Solon says it also puts a lot of strain on foster parents who
are charged with making sure the child gets to the court appointments.

Legislators returned to work in Jefferson City to pass the $35
billion state budget by the constitutionally determined deadline, but also had
just enough time to pass a few pieces of legislation. As the weeks dwindled to
days, lawmakers looked for any vehicle to carry their legislation, often
loading down bills with so many diverse amendments the bills no longer could
attract the votes needed to pass.

Solon worried amendments added to her bill could kill its
chance of passage.

“Fortunately, we got it over the finish line, but you know up
until you get it passed, it’s always pretty nerve-racking,” Solon says with a
laugh. “It had a lot of really important things in it that would help the
children of our state. So, with that came a lot of responsibility and anxiety
to make sure that it got passed.”

The bill, <a href="https://house.mo.gov/Bill.aspx?bill=HB1414&amp;year=2020&amp;code=R">HB 1414</a>, is now on Gov. Mike Parson’s desk.

Foster Care overhaul overcomes obstacles; sent to governor

Buchanan County now reports 723 total cases of COVID-19 while
Kansas health officials say total coronavirus cases there have topped 10,000.

Buchanan County and St. Joseph city health officials report
723 COVID-19 cases with 653 confirmed and 70 possible. There have been two
deaths recorded for Buchanan County.

Andrew County continues to report 30 COVID-19 cases with the
number of cases rising in Doniphan County, Kansas; now at 17.

Mosaic Life Care has tested 6,633 people with 339 testing positive. Eleven people are currently hospitalized in St. Joseph with

The Fraternal Order of Police in St. Joseph will be hosting a cookout event tonight in an effort to hear from the community and bring people together. 

Fraternal Order of Police Northwest Missouri Lodge 3 President Sgt. Brad Kerns says they will be serving hot dogs, chips, and beverages. A question and answer session also will be held.

"This will be an open forum for anyone to speak freely in a peaceful and respectful manner in hopes to bring our community together during these rough times," Kerns says.

St. Joseph Fraternal Order of Police host event to hear from community

Buchanan County Clerk Mary Baack-Garvey says polling places have cleaning and safety measures in place for Tuesday's General Municipal Election.

“We have put in place what we are calling COVID supplies/COVID bags which consist of rubber gloves, disposable masks, hand sanitizer, wipes, disinfectant sprays, we even have the large plastic screen that will be in between the judges and the voters and we also have tape for marking off six feet,” Baack-Garvey says. “I feel like we have done everything possible that we could to make sure the voters feel safe when they enter the polling place.”

Baack-Garvey says due to COVID-19 concerns and businesses slowly reopening, she anticipates people are still wary of getting out and about and voter turnout will be, "Low, low, low. I would love to see us hit 10% but we'll see. I hope I'm wrong, too," Baack-Garvey says.

Issues on the ballot Tuesday include city charter amendments, general obligation bonds for the repair and replacement of bridges in St. Joseph and six candidates are running for two open spots on the St. Joseph School Board.&nbsp;

The Missouri State Highway Patrol reported a 2000 Honda Civic driven by Levi D. Williams, 27, Independence, was northbound on Interstate 35 thirteen miles north of Cameron.

The Honda traveled off the west side of the road into the median. The car returned to the road. The driver overcorrected and the car left the road, struck and embankment and rolled.

Kan. man hospitalized after car strikes tree

ATCHISON COUNTY —One person was injured in an accident just before 4p.m. Monday in Atchison County.

The Kansas Highway Patrol reported a 1992 Jeep Cherokee driven by&nbsp; Piper Rhea Schuh, 15, Lancaster, was southbound on 8th Street in Atchison.

The driver failed to stop for the stop sign at Division Street and pulled into the path of a westbound 2009 Honda Odyssey driven by&nbsp;&nbsp;Sarah Rena&nbsp;Klingele, 41, Atchison.

EMS transported Klingele to the hospital in Atchison.

Schuh and a teen passenger in the Honda were not injured. All three were properly restrained at the time of the accident, according to the KHP.

The individuals involved exercised horrible judgment, and the content of the video was deeply offensive to our Bearcat community. The content of this video does not uphold those values.&nbsp;We expect more of the individual involved who is planning to attend our campus next fall. And we grieve with the family of Mr. Floyd, and all others, who have suffered loss by his death and the events that continue to unfold.

Northwest president releases statement on video featuring a prospective student

The June 2nd General Municipal Election in St. Joseph will include a bond issue to address bridge repairs.

St. Joseph Mayor Bill McMurray says “Bonds For Bridges” are general obligation bonds that the city would pursue if the voters approve it.

McMurray says it’s a $20 million, 20-year program to fix approximately 10 bridges. McMurray says the bridges need repair or replacement as many were constructed in or before 1930.

“Several of them are over the Parkway and we have one on King Hill,” McMurray says. We just need to be a step ahead here, instead of waiting for a bridge to crumble and fall and perhaps injure someone in a vehicle going over it when that happens, we want to get a step ahead, be proactive and get all these bridges fixed.”

McMurray says the property tax difference would be less than two dollars a month for a house valued at $100,000.

McMurray adds that safety precautions will be taken to prevent the spread of the coronavirus at polling places including workers wearing masks and sanitizing pens used to mark ballots.

“Exercising our right to vote is one of the most important things we do in a democracy,” McMurray says. “So I hope everyone will go out, wear your mask, wear gloves if you like, and with the precautions at the polls, you should be fine.”

DeKalb-Clinton ambulance transported a passenger in the Cadillac Donna I. Cook, 50, Warsaw, to Cameron Regional Medical Center where she died.

One dead, 3 hospitalized after DeKalb Co. crash

ST. JOSEPH, Mo. – The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of June 1 – 7.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Interstate 29 – Bridge replacement project over Hopkins Creek and Route T (mile marker 58-60) through January 2021. Traffic will remain head-to-head in the northbound lanes through early August. Beginning Monday, the Doniphan County Health Department will have weekly COVID-19 testing available through June.

Health Department and Home Health Agency Administrator Sheryl Pierce says the Kansas Department of Health and Environment reached out to them to be a part of expanded testing.

"You still have to qualify for the testing by meeting certain clinical features or if you've had close contact with a person that had a laboratory confirmed COVID-19 (case, history of travel to certain locations that will make you eligible for the testing," Pierce says. "We will not be testing asymptomatic people meaning people with no symptoms we are not allowed to test."

Pierce says symptoms they ask about include fever, chills, sore muscles, tiredness, headaches, sore throat, cough, shortness of breath, any loss of smell or taste and diarrhea.

"There's quite a list there and they have to qualify by meeting at least two of those and having possibly a close contact with a person with COVID-19."

Pierce says, as of Friday, no one had called yet about a risk assessment for testing, but they will have drive-thru testing available from 1:30-3:30 p.m. on Mondays and Thursdays in June. Samples will be sent to the&nbsp;Kansas Department of Health and Environment's lab and a 24 to 37 hour turnaround for results is expected.

NODAWAY COUNTY— Two people were injured in an accident just before 9:30p.m. Friday in Nodawy County.

The Missouri State Highway Patrol reported a 2002 Pontiac Grand Prix driven by Abbie J. Morrow, 17, Burlington Junction, was eastbound on 170th Street three miles southeast of Clearmont.

The car traveled off the south side of the road and the driver overcorrected. The car traveled off the north side of the road, struck several trees,&nbsp; began to spin and the back seat passenger was ejected through the rear glass.

Nodaway County ambulance transported Ashlyn C. Roberts, 17, and a 16-year-old girl both of Clarinda, Iowa to Mosaic in Maryville. Morrow refused treatment at the scene.&nbsp; The 16-year-old was not wearing a seat belt, according to the MSHP.

Teen passenger ejected in Nodaway County crash

Six candidates for St. Joseph school board gave their best
pitches online Friday morning as the St. Joseph Chamber of Commerce
held a virtual candidate forum.

Rick Gillmore, a former business owner, favors pre-school from
three years old to Kindergarten.

“I think that would be very beneficial to prepare the students
socially and intellectually before they start their elementary school learning,”
Gillmore says.

Josh Hall, who worked at KQ2, wants to open elementary schools
earlier to serve free breakfast for students.

“Not just to allow for socialization, but for whatever we’ve
got to do to process the students in now,” Hall says. “I think if we can rebuild
the worker morale and the social scene at these schools, we’re going to be able
to change community perception and that’s what my big goal as a candidate would
be.”

Kenneth Reeder, a business owner, wants to increase
transparency in spending taxpayer dollars.

“That’s the most important thing,” according to Reeder, “to
build trust back with the citizens of St. Joseph and that very issue, the money
issue.”

Brian Shewell, who came to St. Joseph to study at Missouri
Western State University and stayed, says teacher recruitment and retention is
a major issue for him.

“I believe that St. Joseph deserves to have the best teachers
in the entire state and that comes with retaining and recruiting the best,”
Shewell says.

Michelle Traster says education is especially important to her
family with a child entering Kindergarten next year. She says the district must
ease overcrowding.

“It’s not just overcrowded classrooms. It’s overcrowded
buildings. Some of our buildings were built for elementary schools; they’re being
used for junior high. They don’t fit there really well.”

Lori Witham, a former teacher, says when asked why she is
running, she discusses her interaction with students she taught when a teacher.

“That’s my why,” Witham says. “Those students that continue to
find you as an educator and say, ‘You helped me.’”

The forum was moderated by Barry Birr, the host of the KFEQ Hotline.
