Severe
storms brought torrential rain overnight and flash flooding in portions of
northwest Missouri.

The
Missouri Department of Transportation reports flash flooding over roadways in
Daviess, Caldwell, Carroll, and Chariton Counties. MoDOT crews are monitoring
flooded roads. MoDOT has closed some roads to traffic, adding to the roads
which never reopened after last year’s flooding.

MoDOT
advises motorists not to drive into floodwaters, because flooding might hide
damage underneath. Also, MoDOT says motorists should never drive around or
remove barricades.

A St. Joseph state representative who serves on the House
Budget Committee says the legislature missed an opportunity to help shore up
state finances hit hard by the impact COVID-19 restrictions had on state
revenue.

Rep. Brenda Shields says lawmakers needed to enact legislation
to require online retailers to collect the state sales tax, authorized by the U.S.
Supreme Court South Dakota versus Wayfair ruling. Shields says local
governments would benefit as well.

“Our local municipalities are hurting, because people were
shopping online and they weren’t going to their local stores and I think our
local stores were hurting as well, because people were using the Internet,”
Shields tells St. Joseph Post. “I’m disappointed that we weren’t able to get
anything resolved around Wayfair. I think we’ll come back in a special session
to do some work around Wayfair.”

Lawmakers returned to the state Capitol in time to approve a drastically
altered state budget, cutting $700 million from the $35 billion state spending
blueprint for the next fiscal year.

Shields says lawmakers did a lot in the little time they
actually had in Jefferson City this year, but the shortened session meant some
state needs went unmet.

Shields points out no education reform bills passed this year.

“I find that discouraging and hopefully next year we can go
back and we can continue to improve on education in our state,” Shields says.

The legislative session lost six weeks due to COVID-19
restrictions imposed at the state Capitol.

Shields did succeed in passing her child care welfare bill
which cleans up some statute language.

“We’re also able to standardize our background checks for
childcare workers so now whether to work at a licensed, a licensed-exempt, or a
registered child care facility that you can easily move in between those.”

Shields adds Missourians will save money, because the changes
will reduce the number of background checks required.

Strong storms packing extremely high winds roared through the area very early this morning, downing power lines, breaking off tree limbs, and tearing off a portion of the Patee House Museum in downtown St. Joseph.

Evergy reported that approximately 15,000 St. Joseph area customers lost power, now under 12,000.

St. Joseph police report strong winds took off a portion of the Patee House roof, dropping it at the intersection of 13th and Penn Streets, blocking traffic for a time. Police also report damage to some buildings at the Gene Field Apartments.

Trees and powers lines were down throughout the city from the storm which hit the area around 1am.

The National Weather Service issued a severe thunderstorm warning early in the morning, which lasted a little more than an hour.

Damage also has been reported at Wathena and Elwood, Kansas; then in Atchison as the storm traveled south.

Storms roar through area, take off part of Patee House Museum roof

DeKalb County Sheriff Andy Clark died late this morning when his
patrol pick-up crashed on Highway 36 near the Osborn junction, while he was in
route to assist one of his deputies.

Buchanan County Sheriff Bill Puett says the news came as a shock

community and citizens; always had a smile on his face. Everybody loved Andy.
It’s just heartbreaking to hear that.”

The Missouri State Highway Patrol crash reports states Clark
was driving south on Missouri 33 when, crossing over to eastbound U.S. 36, his
pick-up was struck on the passenger side by an eastbound sport utility vehicle.

Both vehicles went off the south side of U.S. 36.

The patrol reports Clark was not wearing his seat belt.

Clark was pronounced dead after being taken to the Mosaic Life
Care hospital in St. Joseph.

The driver of the SUV, 71-year-old Robert Carpenter of Diller,
Nebraska, suffered moderate injuries. Three passengers in the SUV sustained
minor injuries.

The patrol says the crash occurred a mile north of Osborn at
11:20 Wednesday morning.

The Missouri State Highway Patrol reported a 2019 Volvo semi driven by Mark A. Lund,&nbsp; 49, Leavenworth, was southbound on Interstate 29 at Faucett.

Strong winds blew the truck onto its side. The vehicle blocked both lanes of traffic. A private vehicle transported Lund to the VA hospital. He was properly restrained at the time of the accident, according to the MSHP.

Driver hospitalized after wind blows semi on its side

NODAWAY COUNTY—One. person was injured in an accident just after 7a.m. Wednesday in Nodaway County.

The Missouri State Highway Patrol reported a 2005 Dodge Stratus driven by Christopher T. McCourt, 28, Skidmore, was northbound on MO 113 one mile north of Skidmore.

The driver swerved and crossed the centerline to avoid hitting a deer. The driver overcorrected. The car traveled off the east side of the road, struck an embankment and overturned.

Nodaway County ambulance transported McCourt to Mosaic in Maryville. He was properly restrained at the time of the accident, according to the MSHP.

"Bonds for Bridges" approved by voters

St. Joseph police are investigating a shooting this morning at
a duplex in the 500-block of South 20th Street.

Police say several bullets, perhaps as many as five or six,
were fired into the occupied duplex just before six o’clock this morning. No
one in the duplex was hit.

Patrons are being welcomed back to St. Jo Frontier, reopened
after COVID-19 restrictions closed it in March.

Marketing Director Roxanne Miller says precautions have been
taken to keep customers safe, including an occupancy limit and a limit on the
slot machines that can be played.

“This is our first phase of operation. So, what that includes is
our slot machines and what we’ve done is every other machine. So, we have a
capacity of the number of people who are allowed on the property and we are not
opening our table games until phase two, which is June 15th,” Miller
tells St. Joseph Post.

Everyone entering the St. Jo Frontier Casino has their
temperature taken. Hand sanitizer and disinfectant wipes are available
throughout the property.

All employees wear masks. Masks are encouraged, but not
required for patrons.

“Some people absolutely do not want to come on the property
unless everyone has a mask on and then we have a lot of people fighting that
they don’t want to wear a mask,” Miller says, adding the casino encourages patrons
to wear a mask.

“We want to provide a safe environment. But they do not have
to wear a mask.”

If things go according to plan, food service will expand and
table games will be offered on the 15th.

The casino placed its approximately 150 employees on furlough while
paying their medical benefits. Miller says virtually all the employees
returned.

March has been a rough month for the St. Jo Frontier Casino.
Last March, flooding closed the casino. This March, COVID-19 forced it to shut
its doors.

Miller acknowledges the casino took a financial hit since
being this year when COVID-19 restrictions hit, but she insists the casino isn’t
going anywhere.

“We don’t know the impact that it may have as far as our
revenues go, but we’re here to stay. We’re loyal to St. Joe and St. Joe is
loyal to us.”

Miller says patrons have been excited to return.

“They want to give you a hug, but you can’t do that right now.
You’ve got to do the virtual hug. It was positive to see everyone back at the
property.”

Slot machines light up again at St. Jo Frontier Casino

BUCHANAN COUNTY —Two people were injured after being hit by a vehicle just after 10 p.m. Tuesday in Buchanan County.

The Missouri State Highway Patrol reported a 2010 Buick Enclave driven by Kristil L. Billings, 36, Dearborn, was westbound on Route MM four miles southeast of Faucett.

The vehicle struck pedestrians Dylan R. Moore, 17, and a 16-year-old boy who were walking across the westbound lane toward the eastbound lane.&nbsp; 

Lifeflight transported Moore to Children's Mercy. Buchanan County EMS transported the 16-year-old to Mosaic and then Lifeflight transported him to Children's Mercy.

Billings was not injured and properly restrained at the time of the accident, according to the MSHP.

2 St. Joseph teens airlifted to hospital after being struck on the highway

While it was hot outside and some of the conversation was also heated, a cookout Tuesday night at John Lucas Park in St. Joseph was an overall peaceful event.&nbsp;

The event was put on to bring together law enforcement officers and community members to have conversations.

“With everything that’s going on around the community, with Minneapolis… we (want) to help people understand that we’re here for you, we understand what’s going on, we don’t agree with what happened, we don’t train that way, we don’t educate that way,” says Sgt. Brad Kerns with the St. Joseph Police Department. “And what happened, not only affects the community, it affects us. A lot of officers are saddened by it, upset by it.”

Sgt. Kerns, who is also president of the Fraternal Order of Police in St. Joseph, says they wanted to bring everyone together to open a dialogue with the community.

“At the end of the day, we have a really good community and I think everybody is open to listening and we want to hear what your thoughts are, hear what your concerns are and just have an understanding and be there with the community,” Kerns says.

Tyann Rowland Jones of St. Joseph and Ashley Steverson of Cleveland, Ohio, who have been part of the peaceful protests in St. Joseph over the past four days were instrumental in making the cookout happen.

“(I'm) pretty proud,” Rowland Jones says, “I just think it’s a huge start. We needed this. I’ve been here all my life and it’s a racist town and I think this is good. Really good.”

Terresa Parks has also been part of the peaceful protests in St. Joseph that have been at various places including the police station on Sunday where the group started some conversations then with officers.

“Since then, the culture around the protests has even changed, more people are now, since they’ve seen that, it’s not about tearing up our city, it’s more about justice and speaking up for something globally, even though it may or may not be in our face, but globally we all feel it,” Parks says. “Once they had the talk with them at the police department… there was not really anything negative said to any of us on Monday so I told them (the group, ‘You guys have spent three days in the streets… you’ve already changed the culture in St. Joe. ”

Parks says for anyone wanting to know how to get involved or is unable to attend any of the protests locally, they have a Facebook page, ‘<a href="https://www.facebook.com/groups/941393396322643/">United We Stand-St. Joseph, MO</a>’ that has more information.

Lori Witham and Rick Gilmore have won the two open St. Joseph School Board seats.

Witham received&nbsp;29.18% of votes and Gilmore received 22.96%.

"It has been an unexpectedly long campaign, so in that respect, I'm relieved and glad to be finished with it and ready to get to work," Witham says. "There's much that's going to have to be done."

Gilmore says he's happy for the opportunity to serve on the board and bring his ideas to different committees.

"I'm glad I can represent the people of St. Joe and listen to them and see what their input is and be able to use that with our planning, especially this year, it's going to be a difficult year," Gilmore says.

Rep. Shelia Solon got her bill to the Senate in plenty of
time. Then, the six-week coronavirus break disrupted the session.

Solon says the Senate loaded down the bill, but with
amendments familiar to legislators, paving its way to passage.

“When the bill came out of the Senate, everything on there was
good policy, good legislation, had been vetted and I was able to pick it up and
pass it in the House overwhelmingly,” Solon tells St. Joseph Post.

Solon says the bill requires a risk assessment for children in
a troubled home within 72 hours to guide whether children should be removed
from their home. It also increases accountability in the Missouri Children’s
Division.

“Regarding data, increased accountability, and modernizing
foster care management system programs, which is really important to put us in
line with the Family First (Prevention Services) Act, which will help us
receive federal funds,” Solon says.

It also would end the requirement that foster children attend
every court hearing on their case.

“Only when necessary, very disruptive for foster kids to
constantly have go to court, be taken out of school,” according to Solon. “It’s
a lot of stress on them that they don’t need.”

Solon says it also puts a lot of strain on foster parents who
are charged with making sure the child gets to the court appointments.

Legislators returned to work in Jefferson City to pass the $35
billion state budget by the constitutionally determined deadline, but also had
just enough time to pass a few pieces of legislation. As the weeks dwindled to
days, lawmakers looked for any vehicle to carry their legislation, often
loading down bills with so many diverse amendments the bills no longer could
attract the votes needed to pass.

Solon worried amendments added to her bill could kill its
chance of passage.

“Fortunately, we got it over the finish line, but you know up
until you get it passed, it’s always pretty nerve-racking,” Solon says with a
laugh. “It had a lot of really important things in it that would help the
children of our state. So, with that came a lot of responsibility and anxiety
to make sure that it got passed.”

The bill, <a href="https://house.mo.gov/Bill.aspx?bill=HB1414&amp;year=2020&amp;code=R">HB 1414</a>, is now on Gov. Mike Parson’s desk.

Foster Care overhaul overcomes obstacles; sent to governor

Buchanan County now reports 723 total cases of COVID-19 while

The Fraternal Order of Police in St. Joseph will be hosting a cookout event tonight in an effort to hear from the community and bring people together. 

Fraternal Order of Police Northwest Missouri Lodge 3 President Sgt. Brad Kerns says they will be serving hot dogs, chips, and beverages. A question and answer session also will be held.

"This will be an open forum for anyone to speak freely in a peaceful and respectful manner in hopes to bring our community together during these rough times," Kerns says.

St. Joseph Fraternal Order of Police host event to hear from community

Buchanan County Clerk Mary Baack-Garvey says polling places have cleaning and safety measures in place for Tuesday's General Municipal Election.

“We have put in place what we are calling COVID supplies/COVID bags which consist of rubber gloves, disposable masks, hand sanitizer, wipes, disinfectant sprays, we even have the large plastic screen that will be in between the judges and the voters and we also have tape for marking off six feet,” Baack-Garvey says. “I feel like we have done everything possible that we could to make sure the voters feel safe when they enter the polling place.”

Baack-Garvey says due to COVID-19 concerns and businesses slowly reopening, she anticipates people are still wary of getting out and about and voter turnout will be, "Low, low, low. I would love to see us hit 10% but we'll see. I hope I'm wrong, too," Baack-Garvey says.

Issues on the ballot Tuesday include city charter amendments, general obligation bonds for the repair and replacement of bridges in St. Joseph and six candidates are running for two open spots on the St. Joseph School Board.&nbsp;

CLINTON COUNTY — One person was injured in an accident just before 4p.m. Monday in Clinton County.

The Missouri State Highway Patrol reported a 2003 Acura TL driven by Tyler W. Tribble, 28, Spring Hill, Kan., was northbound on Interstate 35 just south of Holt.

The car traveled off the road and struck a tree. Holt ambulance transported Tribble to Liberty Hospital.&nbsp; He was not wearing a seat belt, according to the MSHP.

Kan. man hospitalized after car strikes tree

ATCHISON COUNTY —One person was injured in an accident just before 4p.m. Monday in Atchison County.

The Kansas Highway Patrol reported a 1992 Jeep Cherokee driven by&nbsp; Piper Rhea Schuh, 15, Lancaster, was southbound on 8th Street in Atchison.

The driver failed to stop for the stop sign at Division Street and pulled into the path of a westbound 2009 Honda Odyssey driven by&nbsp;&nbsp;Sarah Rena&nbsp;Klingele, 41, Atchison.

EMS transported Klingele to the hospital in Atchison.

Schuh and a teen passenger in the Honda were not injured. All three were properly restrained at the time of the accident, according to the KHP.

The individuals involved exercised horrible judgment, and the content of the video was deeply offensive to our Bearcat community. As Bearcats, we stand for principles of inclusion and racial equality. The content of this video does not uphold those values.&nbsp;We expect more of the individual involved who is planning to attend our campus next fall. And we grieve with the family of Mr. Floyd, and all others, who have suffered loss by his death and the events that continue to unfold.

We firmly believe in principles of inclusion and civility and expect all members of our community to conduct themselves in a respectful manner. We also are a public institution that is bound to uphold the principles of free speech embodied in the First Amendment to the Constitution. Northwest president releases statement on video featuring a prospective student

The June 2nd General Municipal Election in St. Joseph will include a bond issue to address bridge repairs.

St. Joseph Mayor Bill McMurray says “Bonds For Bridges” are general obligation bonds that the city would pursue if the voters approve it.

McMurray says it’s a $20 million, 20-year program to fix approximately 10 bridges. McMurray says the bridges need repair or replacement as many were constructed in or before 1930.

“Several of them are over the Parkway and we have one on King Hill,” McMurray says. We just need to be a step ahead here, instead of waiting for a bridge to crumble and fall and perhaps injure someone in a vehicle going over it when that happens, we want to get a step ahead, be proactive and get all these bridges fixed.”

McMurray says the property tax difference would be less than two dollars a month for a house valued at $100,000.

McMurray adds that safety precautions will be taken to prevent the spread of the coronavirus at polling places including workers wearing masks and sanitizing pens used to mark ballots.

“Exercising our right to vote is one of the most important things we do in a democracy,” McMurray says. “So I hope everyone will go out, wear your mask, wear gloves if you like, and with the precautions at the polls, you should be fine.”

One dead, 3 hospitalized after DeKalb Co. crash

ST. JOSEPH, Mo. – The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of June 1 – 7.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Interstate 29 – Bridge replacement project over Hopkins Creek and Route T (mile marker 58-60) through January 2021. Traffic will remain head-to-head in the northbound lanes through early August. A 14-foot width restriction is in place. These bridges are included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.
