DEKALB COUNTY —One person was injured in an accident just after 11:30a.m. Thursday in DeKalb County.

The Missouri State Highway Patrol reported a 2015 Autocar Xpeditor driven by Cody L. Taylor, 38, Stewartsville, was northbound on Route EE one mile north of Cameron.

The vehicle made a left turn in front of a southbound 2004 Honda Accord driven by Landon M. Swavey, 17, Cameron.

The Honda struck the front passenger side of the Xpeditor.

Cameron Ambulance transported Swavey to Cameron Regional Medical Center. Taylor was not injured. Both drivers were properly restrained at the time of the accident, according to the MSHP.

The St. Joseph School District is considering multiple scenarios as planning is underway for a possible return to in-person classes in the fall.&nbsp;&nbsp;

St. Joseph School District Superintendent Doug Van Zyl says as school district staff look into what the next step is, they are taking into account the 100 pages of guidelines from the Missouri School Board Association, along with guidelines from CDC, the federal government and the local health department.

“You want to use all that information, but at some point, it’s almost too overwhelming to try to sift through all of that and put together what those next steps are," Van Zyl&nbsp;tells host Barry Birr on the KFEQ Hotline. "The other challenge is every place is different. Our district here in St. Joe is different than some of our surrounding neighbors and school districts… so when everybody is trying to work together, that’s fantastic, the challenge is there is going to be no one perfect plan that fits every school district moving forward.”

Van Zyl says some of the guidance in regard to transportation could be the most challenging to follow as the current guidelines indicate there should be one child in every other seat on buses.

“That’s going to be a huge challenge if that’s the way it stays because it’ll probably create some issues for us as far as starting times, ending times, because there’s no way we can get all the kids that we have with the current fleet of buses that Apple runs for us, you’d probably have to add almost another 50 buses and then to try to find 50 bus drivers," Van Zyl says. "Just the amount of money that would cost, I think that’s the one that probably has us the most concerned as far as if that guidance stays in place.”

Van Zyl says they’re getting ready to launch surveys to students, staff and parents.&nbsp;

“We’re going to be asking some of those questions about, in the fall, if we’re able to come back completely, face-to-face, what is your level of comfort? If we’re not able to come back face-to-face, how do you feel about online learning? There’s different things we’re going to be trying to ask to get some more feedback from people to help us make sure we’re trying to develop plans that meet the needs of our community and our families.”

Van Zyl says they are working to have fall semester plans completed by mid-July.

SJSD sends out surveys as planning for next school year is underway

A St. Joseph state representative says the Missouri
legislature got a lot done in a little bit of time, but failed to approve a
major piece of legislation which would help the state right now.

Rep. Bill Falkner has been pushing for Missouri to approve
legislation to require online retailers to collect state sales tax as
authorized under the South Dakota vs. Wayfair decision by the U. S. Supreme
Court.

“I was disappointed that we were not able to get the Wayfair
bill across the finish line,” Falkner tells St. Joseph Post. “I think that is
one thing that is desperately needed. I am hopeful that maybe the governor may
call a special session for us to address that with a couple of other items.”

Falkner says the bill got ensnarled in a philosophical
argument within the General Assembly. He says some legislators want any
collection of state sales taxes on online purchases to be revenue neutral,
while others want any extra revenue to designated to specific spending.

Falkner advocates a plan that would funnel the money into General
Revenue with the House and Senate budget writers assigned the task of putting
it to the best use.

“Have it go to budget session every year and let’s figure out
where the money needs to go the most, because we have infrastructure needs that
need to be paid for, bonds that need to be paid for,” Falkner says.

Finances will be the key issue lawmakers face the next couple
years, according to Falkner, who doesn’t see a quick turnaround from the
economic downturn caused by restrictions imposed to lessen the spread of the coronavirus.

“The next two years are going to be very important in my opinion,
because we’re really going to have to dive into the budget and what we’re going
to be able to fund and which items we may not be able to,” Falkner says. “So,
it’s going to be very difficult, especially in the upcoming two years I
believe.”

Falkner says he’s also disappointed that the legislature
failed to approve a prescription drug monitoring program, which couldn’t
overcome a Senate filibuster. Missouri is the only state in the nation not to
adopt one, seen as a key in the fight against opioid addiction.

Still, the representative does see bright spots in the just
concluded session. Falkner points out legislators reached agreement on a nearly
$35 billion state budget by the constitutionally-imposed deadline, after
cutting $700 million. He is pleased workforce development measures passed along
with foster care system reform. Falkner also is pleased sexual assault victims
received more protection in a bill passed by the legislature. He says a bill
providing for state business license reciprocity will help military spouses
more easily find work in Missouri if licensed in another state.

The USDA recently launched a program to distribute fresh produce, dairy or meat to those in need.

The <a href="https://www.ams.usda.gov/selling-food-to-usda/farmers-to-families-food-box">Farmers to Families Food Box</a> program purchases those items from suppliers who may otherwise have to throw them away due to less demand from restaurants and other food service businesses.

Keys Christian Fellowship Church Pastor Richard Bradley says their church is connected with a disaster relief organization and stepped in with volunteers to help distribute the food in St. Joseph.

"We were just pretty much instructed to get the food into the community and that’s what we’re doing,” Bradley says. “We’re not checking IDs, we’re not checking addresses, you don’t have to live in St. Joe, you don’t have to live in Buchanan County. The food is available and we want to get it into the community."

Bradley says the food distributed includes a gallon of milk and a box of produce or dairy per family. Bradley adds that as of Monday, they had distributed just over 8,800 boxes of food and milk.

USDA launches program to distribute produce, dairy to those in need

The pickup traveled off the east side of the road in order to avoid a collision with another vehicle. The pickup struck a mailbox and overturned.

Andrew County EMS transported Hatheway to Mosaic Life Care. He was properly restrained at the time of the accident, according to the MSHP.

Missouri man hospitalized after pickup strikes mailbox, overturns

A Platte County man accused of randomly shooting at cars
crossing the Missouri River between Platte City, Missouri and Leavenworth,
Kansas is recovering at a Kansas City area hospital after being stopped by a
Fort Leavenworth soldier who ran him over with his car.

Leavenworth
Police Chief Pat Kitchens says the soldier acted when he spotted a man on the
bridge, shooting at vehicles.

“At one
point there was a soldier about three or four cars back from the car shooting,
saw there was an active shooter, used his vehicle to strike the shooter,”
Kitchens tells St. Joseph Post.

Kitchens
says 9-1-1 calls began flooding the Leavenworth Police Department at around 11
o’clock Wednesday morning, reporting shots being fired on the Centennial Bridge.
A shooter, armed with an assault rifle and a handgun, began shooting at
vehicles at random, getting off numerous rounds, hitting and wounding one person, before being run over.

Kitchens
describes him only as a 38-year-old resident of Platte County. Leavenworth
police are working with the Platte County Sheriff’s Department in an attempt to
understand a motive. A search is being conducted of his house.

An investigation of the crime scene continues.

“There were a number of rounds fired,”
Kitchens says. “There were a total of three vehicles that were hit as a result
of the gunfire. The one person that did receive a gunshot wound was in a car.”

The wounded victim, another Ft. Leavenworth
soldier, suffered serious injuries which are not believed to be
life-threatening. He appears to have been a random victim, not targeted by the
shooter. The Ft. Leavenworth solider who ran the shooter down was not injured,
according to Kitchens.

Kitchens
says the suspect had to be pried from underneath a car after the soldier ran
him over.

“He was
rescued by fire and EMS personnel, transferred to an area hospital in Kansas
City,” according to Kitchens. “His injuries are serious and we’re still paying
very close attention, monitoring that circumstance. We don’t believe they’re life-threatening,
but he was injured pretty seriously.” 

Police
plan to meet with Leavenworth County prosecutors Thursday to consider formal
charges against the suspect.

Car crash stops random Missouri River bridge shooting; two seriously injured

TOPEKA, KAN.&nbsp;– Harcros Chemicals, Inc., and MGP Ingredients, Inc., today were fined $1 million each for violating the federal Clean Air Act when a cloud of toxic chlorine gas was released over Atchison, Kan., in 2016, according to U.S. Attorney Stephen McAllister. Both companies have paid the fines.

U.S. District Court Judge Daniel Crabtree sentenced the companies during a hearing in federal court in Topeka today. Both companies pleaded guilty to negligently&nbsp;violating the Clean Air Act, which is a Class A misdemeanor.

In their pleas, they admitted that on Oct. 21, 2016, a greenish-yellow chlorine gas cloud formed at MGP Ingredients’ facility in Atchison when 4,000 gallons of sulfuric acid were mistakenly combined with 5,800 gallons of sodium hypochlorite. The Atchison County Department of Emergency Management ordered community members to shelter in place and to evacuate in some areas. Approximately 140 individuals including members of the public, first responders, employees of MGP Ingredients and Harcos Chemicals sought medical attention.

“The chemicals involved in this case posed serious public health and environmental dangers,” said Assistant Special Agent in Charge Cate Holston of EPA’s Criminal Investigation Division in Kansas.  “EPA and its law enforcement partners are committed to holding responsible parties accountable for actions that put an entire community at risk.”

Two companies fined $1 Million in Atchison chlorine gas case

LEAVENWORTH, Kan. (AP) — A soldier stationed in Kansas saved “countless lives” Wednesday when he hit a man with his car as the man was shooting randomly at people on a bridge near an Army base, a police chief said.

One person was injured by the shooter, according to Leavenworth police Chief Patrick Kitchens. That person, also a soldier, was a random victim, Kitchens said.

Officers initially believed they were responding to&nbsp;<a href="https://stjosephpost.com/posts/5eceab32ebfb13423b264776">a road rage incident on the Centennial Bridge</a>&nbsp;that connects Leavenworth, Kansas, and Platte City, Missouri, not far from Fort Leavenworth, Kitchens said. Instead, they discovered that a man had been using multiple weapons to fire randomly at vehicles. The suspect was trapped under a car, Kitchens said.

Kitchens said the soldier who ran over the gunman had been waiting in traffic when he saw what was happening.

“The soldier intervened by striking the shooter with his vehicle, causing him to be critically injured, but ending the encounter with the active shooter and likely saving countless lives,” Kitchens said.

Both the shooting victim and the suspect were in serious but stable condition in a Kansas City hospital, police said.

Kitchens said no motive for the shooting has been determined. The suspect is from Platte County, Missouri.

Centennial Bridge, which spans the Missouri River between
Platte City and Leavenworth, is closed to traffic as police investigate a
reported road rage incident late this morning which might have sparked gunfire.

The Leavenworth Police Department posted on its Facebook page
that the emergency situation on the bridge is over with police on the scene.
The department says there will be no traffic on the bridge until further
notice.

The Platte County Sheriff’s Department reports it has no
details on the incident to report at this time; only that the bridge is closed
while the investigation continues.

(AP) — A soldier stationed in Kansas saved “countless lives” Wednesday when he hit a man with his car as the man was shooting randomly at people on a bridge near an Army base, a police chief said.One person was injured by the shooter, according to Leavenworth police Chief Patrick Kitchens. details on the incident to report at this time; only that the bridge is closed

● Daily coach/athlete screening: If temperature is above 100 degrees fahrenheit or the athlete has been exposed to COVID-19 in the past 14 days, the coach/athlete may not remain.

● No water fountain use: Athletes must supply their own water and should show their own water bottle when they are screened.

● No balls or sport-specific work allowed.

● Re-acclimating students to physical conditioning and fitness is the priority.

● We are adhering to limits on the size of gatherings and maintaining social distancing.

● Trainers will do all maintenance work (taping) out on the fields, but we are limiting unnecessary interaction with the training room and trainers.

St. Joseph School District announces 2020 Summer Athletics Re-entry Plan

AMAZONIA, Mo. - Emergency roadway repairs will close a section of southbound Interstate 29 in Andrew County tonight. 

According to the Missouri Department of Transportation, after several attempts to temporarily repair the roadway, contractors from Capital Paving and Construction, LLC., working with MoDOT will close I-29 southbound, just north of Hopkins Creek (near mile marker 59, from 7 p.m. tonight, Wednesday, May 27, through 7 a.m. Thursday, May 28, to complete a concrete patch.

The closure will occur within the work zone of Hopkins Creek and Route T bridge projects where traffic is being directed head-to-head in the northbound lanes.

During the closure, southbound traffic will be directed onto U.S. Route 59 (Exit 65) east onto U.S. Route 71, then south to reconnect with I-29. Motorists will not be able to access I-29 southbound at Route K/CC (Exit 60) and will need to use an alternate route.

Northwest Missouri State University in Maryville is mourning the death a student shot
and killed Tuesday night in his hometown of Ferguson.

Ferguson police report finding 22-year-old Kylan Harrell with
a gunshot wound late Tuesday night in the 1500 block of Fir Drive, a
residential street near the Dellwood border.

The
St. Louis Post Dispatch reports police took Harrell to a St. Louis area
hospital where he was pronounced dead from his wounds. Ferguson police are asking for the public's help in the investigation.

Northwest reports Harrell was a junior organizational communication
major.

Harrell
served as the president of the University’s Alpha Phi Alpha chapter, was active
in the Men’s Minority Organization, and was a student representative for the
Black Alumni Chapter of the Northwest Alumni Association. Northwest reports he also
was a former student employee in campus recreation.

Northwest
says students who need counseling assistance should contact Wellness Services

Patrick DeHaan with GasBuddy says as long as COVID-19 cases continue to drop over time and states reopen, average prices could hit the $2 per gallon mark as early as this week. 

Crude oil prices continued to rally over the last week, though the increase was smaller than previous weeks. The rally in crude oil comes as production continues to drop to meet reduced global demand, and while demand has begun to recover, pushing the needle of prices higher. 

Last week’s data from the Energy Information Administration pointed to yet another drop in crude oil inventories, which fell five million barrels, but remain a healthy ten percent above year-ago levels. 

Gasoline inventories saw a rebound of 2.8 million barrels, while distillate inventories perked up 3.8 million barrels.

St. Joseph Chamber of Commerce President Patt Lilly says
businesses reopening after the lifting of coronavirus restrictions worry about
whether they could face lawsuits from customers or employees, even if it is difficult
to confidently identify where someone contracts the virus.

“For employers, it puts them in a delicate position when they
need to get their businesses started, they need to get employees back in the
office or on the road, whatever the case may be, and then potentially they
become liable,” Lilly tells host Barry Birr on the KFEQ Hotline.

Lilly says he understands the balancing act lawmakers face in trying
to get the economy started again while still protecting the rights of
individuals with legitimate claims.

The Missouri Chamber of Commerce has asked Governor Mike
Parson to call a special session on the issue and the governor says he’s giving
the request serious consideration. Lilly supports the request.

Lilly says many objecting to limiting liability exposure often
blow potential problems out of proportion.

“It’s kind of like, well, what if this, what if that? The
truth is that today most liability issues have been fairly well adjudicated
over time,” according to Lilly.

Lilly says the request might seem odd, except in light of
current circumstances.

“I think it’s an issue like so many things that has come up
that we just never thought about, because we’ve never been in a circumstance
like we’ve been in the last several months,” according to Lilly. “I think it’s
an issue. I think that they’re trying to get ahead of it a little bit before
claims are beginning to be filed.”
