Missouri
Western State University President Matt Wilson is leaving the university for
what he calls his “dream job.”

“I will be
resigning to take a position with my alma mater,” Wilson tells host Barry Birr
on the KFEQ Hotline he is leaving St. Joseph to become the next dean of Temple
University Japan.

“Over the
past several months Temple has been making overtures to me and so we decided
that we were going to step through that open door,” Wilson says. “We have
family in Japan and it was just a great opportunity for me to get back to my alma
mater.”

Wilson hasn’t
been with Missouri Western long. He became the 5th president of
Missouri Western on July 1st of last year.

Wilson says
he turned down Temple when first approached about the job. He says it was
attractive, but he felt committed to Missouri Western. Wilson earned his Juris
Doctor degree there and worked on the Tokyo campus.

Temple University Japan, founded in 1982, is the oldest and
largest foreign university in Japan. It serves more than 1,300 undergraduate
students from approximately 60 countries, and a total student population of
approximately 3,000.

Though Wilson insists it’s the lure of the job that motivates him,
he acknowledges harsh criticism arising from his push to drastically cut the
Missouri Western budget by eliminating majors played a role as well. Wilson
succeeded in pushing through $6 million in cuts to the annual budget,
convincing the Board of Governors the future of the St. Joseph campus depended
on righting its financial ship.

“There has
been quite a bit of discussion in the community as well and so for some I’ve
become a lightning rod to some degree,” Wilson says. “There’s consideration
there. I have always been in this business for the students and that’s where
the focus needs to be and so the question becomes, okay, is that getting lost
in the rancor that we’re seeing in the community?”

Majors
at Missouri Western will be dropped affecting 322 students and 61 faculty
positions will be eliminated; 20 tenured and 31 non-tenured. The cuts will be
phased-in over a three-year period. They are intended to close an annual budget
gap of $2-to-3 million in Missouri Western’s $56 million annual budget by
eliminating majors which graduate 10 or fewer students each year.

Missouri
Western has nearly 1,000 fewer students than it did 10 years ago, even as it
has added faculty and staff.

Wilson defends
the budget cuts, stating the university went from $28 million in the bank in
2015 to just under $12 million in 2019.

“That’s $16
½ million that went out the door in four years, yet seems like some are blaming
me for the financial problems.”

Wilson says
the decision by the Board of Governors to accept the cuts has been proven correct.

“As we went
through COVID at the end of May, we were up by $1.5 million, even with all the
losses that we have taken, because of our strategy,” according to Wilson. “We
have been very strategic in terms of what we’re doing and, yeah, we have had to
make some strategic cuts, which is very hurtful to folks, but it’s necessary
for the university to go forward and survive.”

While
finances dominated the year-long presidency of Wilson, he also pushed for new
initiatives, such as the Griffon Guarantee Scholarship, Gold Fridays, the
Center for Service, and the Center for Workforce Development.

Wilson says
he will remain long enough to make for a smooth transition.

The Board
of Governors will meet again soon to discuss the search process for Missouri
Western’s next president.

Mixture of opportunity, criticism drive MWSU President to new job

DEKALB COUNTY—One person was injured in an accident just after 4:30a.m. Wednesday in DeKalb County.

The Missouri State Highway Patrol reported a Hyundai Sonata driven by Emily R. Dunlap, 17, Maysville, was eastbound on MO 6 just west of Weatherby.&nbsp;

The vehicle struck a cow and calf in the road.

A private vehicle transported Dunlap to Mosaic Life Care in St. Joseph. She was properly restrained at the time of the accident, according to the MSHP.

The MSHP did not report what happened to the animals.

A local group providing summer meals to kids in need is also seeking donations of back-to-school items, including masks.

Sheila Gilbert and her husband Kenzie started the non-profit group Food for Kids in St. Joseph over a decade ago. They now serve 150 lunches a day Monday through Friday while school is out for the summer. 

Gilbert says, this year, they’re aiming to collect 1,500 child-sized masks.

"Anyone who's interested in purchasing, sewing... children need masks, it's a great demand right now," Gilbert tells host Barry Birr on the KFEQ Hotline. "The masks that they have are too big, too loose, they get to fumbling with them and it doesn't work. We just want them to be healthy and safe."

Food For Kids also provides socks and underwear each year for kids in need heading back to school.&nbsp;

"Salvation Army gives out school supplies... AFL-CIO, they give the children tennis shoes and we give the kids underwear," Gilbert says. "It's very important that our children have clean underwear and people forget about that and that is a desperate need."

difficult, we have made progress on the budgetary front as well. I know that
the Board of Governors, the leadership team and our supporters are fully
committed to the plan and strategies we have developed.”

Wilson plans to remain at Missouri Western as needed to
ensure a smooth transition. The Board of Governors will meet again soon to
discuss the search process for Missouri Western’s next president.

Missouri Western President Wilson leaving university for 'dream job'

A 55-year-old Fairfax man has been charged with murder in the
shooting death of a 72-year-old Fairfax man Monday morning.

Atchison County this morning filed a second-degree murder
charge against James D. Bradbury in the shooting death of William M. Hull.

The Missouri State Highway Patrol reports the Atchison County Sheriff’s
Department responded to a shooting call around 9:30 Monday morning at 611 Pine
Street. Deputies arrived on scene to discover one person had been shot and a
suspect had retreated into an apartment building. Negotiators were called to
the scene, but Bradbury came out of the apartment building and surrendered to officers
a little more than an hour after the shooting.

Hull was taken to Fairfax Hospital where he was pronounced
dead.

The investigation continues. The Atchison County Sheriff’s
Department requested the Missouri State Highway Patrol conduct the
investigation. The patrol’s Division of Drug and Crime Control has been
assigned to investigate.

(AP) — The amount of water being released into the Missouri River from a dam on the Nebraska-South Dakota border is being decreased because less water is expected to flow into the river this year, so the risk of a repeat of last year's massive flooding along the river has been reduced, officials said Tuesday.

The U.S. Army Corps of Engineers said the amount of water flowing out of Gavins Point Dam is being reduced to 30,000 cubic feet (849.50 cubic meters) per second. That's down from last month's 33,000 cubic feet (934.46 cubic meters) per second.

That reduction is possible because the region received less precipitation than expected this spring and the summer is expected to be drier than normal. The corps now estimates that 31.2 million acre feet (38.48 cubic kilometers) of water will flow down the river this year. That is roughly 1 million acre feet lower than the previous forecast although it is still above the average of 25.8 million acre feet (31.82 cubic kilometers).

Flooding caused more than $3 billion in damage along the lower Missouri River last year as releases from dams upstream combined with heavy runoff from rain and melting snow to damage levees and inundate land along the river.

Corps decreasing water flowing into lower Missouri River

The St. Joseph Health Department on Tuesday reported a fourth death due to COVID-19. 

According to a health department spokesperson, the individual was a female in her 90s who had underlying health conditions. 

As of Tuesday, the Health Department is reporting a total of 930 cases since counting began. That includes 835 confirmed cases and 95 probable cases.

St. Joseph city council members have not taken the step to
make the wearing of masks mandatory, but the proposal remains a possibility.

Deputy Mayor Kent O’Dell readily acknowledges that wearing a
mask is not comfortable.

“It’s not comfortable wearing a mask, but the people who are
wearing a mask, I want St. Joe to listen to this, the people who are wearing a
mask care,” O’Dell tells host Barry Birr on the KFEQ Hotline. “They’re
protecting you, because they are wearing a mask.”

O’Dell says wearing a mask demonstrates you care about the
community.

“That’s the biggest thing. Show people you care,” O’Dell says.
“Wear a mask when you’re in businesses or confined areas and take the mask off
once you go outside and stuff. Nobody is going to say anything. People who are wearing
masks care and they’re showing they care.”

O’Dell says the city council is closely watching COVID-19
numbers, especially hospitalizations, as it considers whether to take the step
to mandate the wearing of masks in public.

Buchanan County and St. Joseph health officials report a total
of 892 coronavirus cases since counting began. There have been three deaths in
Buchanan County, including a state prisoner transferred to St. Joseph from
Cameron who died at a Kansas City area hospital.

Mosaic Life Care has tested nearly 13,000 area residents with
566 testing positive for COVID-19. At present, 12 patients are hospitalized in
St. Joseph.

O’Dell says though masks might be uncomfortable, they are
effective.

“If the mask will reduce and everybody knows that masks will
reduce the droplets and stuff that are expelled,” O’Dell says. “If we can just
squeeze out a couple more weeks or something and take an effort and stuff, I
don’t think the mask situation can come back up.”

O’Dell says he knows masks have become controversial.

“I know a lot of people that are totally against it,” O’Dell
says, adding. “You wear a mask and it shows you care and you’re going to give
it some kind of effort whether you believe it or not.”

A move toward a mandate could easily be headed off by most
residents voluntarily wearing masks.

“Spread the word and show people you care, even if its just a
couple of times a day or one time a day when you go into a crowded business or something.
That’s all I ask.”

The St. Joseph City Council meets in work session every Thursday
afternoon to review COVID-19 numbers and discuss steps the city might need to
take to reduce the spread of the coronavirus.

squeeze out a couple more weeks or something and take an effort and stuff, I
don’t think the mask situation can come back up.”O’Dell says he knows masks have become controversial.“I know a lot of people that are totally against it,” O’Dell
says, adding. “You wear a mask and it shows you care and you’re going to give
it some kind of effort whether you believe it or not.”A move toward a mandate could easily be headed off by most

ANDREW COUNTY—One person was injured in an accident just before 6 p.m. Monday in Andrew County.

The Missouri State Highway Patrol reported a 2000 Mack Truck driven by Alex L. Degase, 63, Maryville, was northbound on U.S. 71 two miles west of Bolckow.

A tire on the truck popped and the hood came up. The truck crossed the west side of the road into the median and southbound lanes of traffic.

The truck left the road, struck a mailbox, two fences, a utility pole and overturned.

Andrew County EMS transported Degase to Mosaic in Maryville for treatment of minor injuries.&nbsp; He was properly restrained at the time of the accident, according to the MSHP.

Man from Gallatin hospitalized after semi rear ends pickup

There were no traffic fatalities in the Troop H area during the July 4th holiday weekend.

Sgt. Jake Angle with&nbsp;Missouri State Highway Patrol&nbsp;Troop H says all available troopers were out on the roads conducting DWI saturations and more during the peak travel period.

"You have to give credit to the motoring public too," Angle says. "People, I'd like to think, were paying attention. Although we did have five traffic crashes with four injuries, we had no fatalities, which is awesome, it's something we always like to see. But I just think it's a combination of being out there and being seen, good enforcement, and also the public doing their part."

Seven impaired drivers were arrested over the holiday weekend in the Troop H region.

Statewide, troopers worked 294 traffic crashes, which included 107 injuries and five fatalities. There were 139 DWI arrests and 126 drug arrests over the holiday weekend.&nbsp;During the 2019 counting period, 15 people were killed and 457 injured in Missouri over the holiday in 1,109 traffic crashes.

Troopers worked nine boating crashes, which included four injuries and zero fatalities. Troopers made six BWI arrests and 25 drug arrests. There was one drowning over the holiday weekend in St. Charles County. 

The 2020 July Fourth holiday counting period began at 6 p.m., July 2, and ended at 11:59 p.m. July 5.

MSHP: No traffic fatalities in northwest Missouri over holiday weekend

One person is dead after a shooting in Fairfax Monday morning.

According to Sgt. Jake Angle with Missouri State Highway Patrol Troop H, shortly before 9:30 a.m., a shooting at 611 Pine Street was reported to the Atchison County Sheriff’s Department.

“At approximately 9:41, (they) arrived on scene and confirmed there was one victim shot, Angle says. "That victim was taken from the scene and then a perimeter was set up around an apartment building there at 611 Pine Street."&nbsp;

Angle says negotiators were called in, but before they arrived, the suspect voluntarily exited the building and surrendered to law enforcement after about an hour.

No further information is being released at this time as the investigation is ongoing.

Mosaic Life Care officials say the increase in COVID-19 cases
has not taken them by surprise.

Cases are up slightly in Buchanan County and the region since
the lifting of restrictions, mainly from a dramatic increase in the number of
patients and employees at the Living Community of St. Joseph testing positive
for the coronavirus.

But Mosaic Chief Medical Officer Dr. Davin Turner says the
medical network anticipated the increase.

“We did believe that when we opened up that we would see an
increased number of cases as people went back out and went to large gatherings
where most are not wearing masks,” Turner tells reporters.

Mosaic has had to hospitalize some patients with COVID-19; a
few have been placed on ventilators. Mosaic has the capacity to treat 352
infectious patients in St. Joseph away from the general hospital population.

Turner says care has been taken to accommodate the special
needs of those infected with the coronavirus.

“Inside our facility we have over 100 negative-pressure rooms
available to protect those that would have COVID-19 or other contagious
diseases,” Turner says. “Understand, on a regular day prior to COVID, we would
have multiple people in isolation, because they may be in the hospital for a
contagious disease.”

Mosaic recommends residents were masks when out in public.
Mosaic requires all employees and visitors to the hospital to wear masks.

Turner says the St. Joseph hospital remains on COVID-19
footing.

“We are not back to normal operations. You shouldn’t believe
that we are,” Turner says. “We have a tiered system. We are currently at Tier
5. So, what does that mean? We’ve restricted visitors. We do not allow visitors
in COVID-positive patient rooms unless there are very special circumstances.”

Mosaic has tested 12,581 area residents since the pandemic
began with 563 testing positive for COVID-19. Twelve patients are currently
hospitalized in St. Joseph. The St. Joseph hospital had a total of 21 patients
being treated for the coronavirus at one time. Mosaic is awaiting results from
36 tests.
