DEKALB COUNTY — One person was injured in an accident just after 10p.m. Friday in DeKalb County.

The Kansas Highway Patrol reported a 2011 Harley Davidson Sportster driven by&nbsp; TW Sterling, 17, Osborn, was westbound on Route O at Maple three miles north of Amity.

The motorcycle struck an animal, traveled off the road and overturned.

DeKalb-Clinton Ambulance transported Sterling to Mosaic Life Care. He was wearing a helmet, according to the MSHP.

Allied Arts Council announces awards, board of directors

ATCHISON COUNTY —Law enforcement authorities are investigating a St. Joseph man for an alleged attack on a 75-year-old man who provided him and a woman a ride into Atchison.

Just after 11a.m. Thursday, police were dispatched to report of an altercation and a man running with a gun near 4th and Kansas Avenue, according to a Atchison Police Chief Mike Wilson.

Upon arrival, officer located Dakota Penland, 24, St. Joseph, who was hiding in the bed of a pickup parked in the 400 Block of Santa Fe in Atchison.

Investigators determined that Penland and a woman were walking on Pawnee Road in rural Atchison County when a 75-year-old man driving a pickup stopped to give them a ride into Atchison.

When the pickup stopped to drop Penland and the woman off at 4th and Kansas Avenue, Penland&nbsp; hit the driver in the face with a handgun and took the truck keys, according to Wilson.

&nbsp;Penland and the woman fled on foot when a witness approached.

Penland was booked into the Atchison County jail on requested charges of&nbsp; aggravated robbery, aggravated battery and criminal possession of a firearm, according to Wilson.

Officers found the woman a short time later. She was hiding in the hallway of an apartment complex nearby.&nbsp; Atchison County EMS treated the 75-year-old victim at the scene.

An event with a similar name, "Hate Has No Home in St. Joe," is taking place this weekend.&nbsp;

St. Joseph YWCA CEO Tammy Killin says shortly after the death of George Floyd in Minneapolis, she contacted MidCity Excellence Community Learning Center CEO Kimberly Warren.

“I called her and said, ‘What do we do? How do we support the Black community? How do we stand up for minorities? How do we really address this issue and not just make it a checklist… but what do we really do? How do we make solutions?”&nbsp;

Warren, along with Rachel Kretzer, who leads the YWCA's social justice program, began planning the Hate Has No Home in St. Joe event.&nbsp;Warren says she’s been hosting a weekly Facebook Live show called, <a href="https://www.facebook.com/MCEStJoseph/">Solutions Summit</a> and this event is a sort of next step.

“This is to gain momentum and act as a springboard. It’s not a one-hit wonder rally and everybody goes back to their own corners. Hopefully people will be saying, I want to volunteer at your agency or I like that, I’m going to support and sponsor this anti-racism initiative,” Warren says.&nbsp;“I think this is an opportunity to challenge people and say, would you courageously come out, listen and learn. Let’s sing some songs together, have speakers from different perspectives talk about discrimination and racism and what they think will work.”

The event’s keynote address will be from Janet “Candy” Embray, President of American Family Insurance Commercial Farm Ranch.

"So it's a rally, a community forum and a Solutions Summit all built up into one," Warren says. "We don't have all the answers, I just think our community is looking for answers though and our young people are looking for hope, so I think we can make them a part of what this is supposed to look like. Otherwise we can sit (at) our desk and just develop programs all day, but we're going to be stronger when we diversify how we put together our programs and the ideas that we get."

A sport utility vehicle hit a driveway culvert while traveling
south on 169 Highway northeast of St. Joseph, went airborne, and overturned several
times, killing four.

The Missouri State Highway Patrol reports 61-year-old Twila
Obanion of St. Joseph lost control of the SUV late Thursday afternoon just
north of Route E, about nine miles northeast of St. Joseph. She and three
occupants were thrown from the vehicle. None were wearing seat belts.

A two-year-old in the vehicle was secured in a safety device,
according to the patrol, and survived the crash.

Also killed in the crash were 81-year-old Darlene Obanion of
St. Joseph, 46-year-old Dawn Sharry of St. Joseph, and 45-year-old Walker
Kimberly of Union Star.

Four die in crash north of St. Joseph

One of the items on the August 4th ballot in Missouri is Amendment 2, a Medicaid expansion initiative.

Some of the main points from those in favor of the amendment are that it would help keep rural hospitals open, it would bring tax dollars to Missouri from Washington and it would grow the economy by creating jobs.

Missouri Hospital Association Vice President of Legislative Affairs Rob Monsees says one of the key points of Amendment 2 is that it will provide medicaid coverage for those who don’t have it now.

“It’s basically the working poor… right now, if you make over 18% of the federal poverty level which is, like, four or five thousand dollars a year, if you make more than that, you don’t qualify,” Monsees tells host Barry Birr on the KFEQ Hotline. “You don’t get any assistance on health-related expenses until you get up to 138% of the federal poverty level which is when the subsidies on the exchange products kick in, so there’s this huge gap of people.”

Monsees says another benefit of Amendment 2 is that it would help keep rural hospitals open. Monsees says not only have there been 15 hospital closures in the state since 2014, the pandemic also had an effect.

“At the height of all of the problems, when we had to do away with outpatient procedures and elective procedures, hospitals across the state, as an entire industry, were losing $32 million a day and we think we lost that over the course of at least a couple of months, which is a billion dollars in lost revenue,” Monsees says. “So this comes at a critical time for the hospital industry.”

Medicaid expansion was placed on the August 4th ballot due to Missourians collecting petition signatures from nearly 350,000 voters.&nbsp;

According to Missourinet,&nbsp;the state's current Medicaid budget is about ten-billion dollars, about one-third of the state's $30 billion dollar budget. The Missouri Foundation for Health says Medicaid expansion will create more than 16,ooo new jobs annually during its first five years, creating more state revenue. But Republican House Speaker Elijah Haahr and Budget Chairman Cody Smith oppose Medicaid expansion, saying it will take dollars out of the classroom. They note it requires a 10% match, for the 90% draw down.

Buchanan County approaching 1K COVID-19 cases; 14 hospitalized in St. Joseph

It’s official.
Missourians will not have to pay taxes on those $1,200 checks they received as part
of the economic stimulus package approved by Congress.

Gov. Mike Parson
signed into law <a href="https://www.senate.mo.gov/20info/BTS_Web/Bill.aspx?SessionType=R&amp;BillID=26838057">Senate Bill 676</a>, sponsored by state Sen. Tony Luetkemeyer of
Parkville.

Luetkemeyer added
the provision to a property tax measure he sponsored.

“At a time when Missouri residents are struggling
to recover from economic hardships, it’s important that they keep every dollar
possible,” Luetkemeyer said in a written statement released by his office.
“This legislation addresses several areas of taxation to allow Missourians to
keep more of their hard-earned money.”

The property tax reforms require assessment notices to be issued to
taxpayers earlier, providing time to appeal increases. County assessors will
have to conduct a physical inspection of any real estate which could be subjected
to an increase in assessment of more than 15%.

Law keeps taxman's hands off $1,200 stimulus checks

One person remains in the hospital in critical condition after a drive-by shooting in St. Joseph <a href="https://stjosephpost.com/posts/7aff24a5-f535-4b83-85be-762b24983891">Tuesday night</a>.

St. Joseph Police Captain Jeff Wilson says four of the five people wounded in the shooting have been released from the hospital. Those wounded ranged in age from 20 to 32-years-old.

Police reported the shooting occurred around 9:30 Tuesday night when a car drove by the basketball courts at 18th and Charles Streets and fired at those playing.

Wilson says there were 20 to 30 people present at the time of the shooting but none of them have provided police with any information as to the identity of the shooter. 

No one is in custody and the investigation continues.

and a different approach to pass child welfare legislation this year.

Rep. Shelia Solon says she had to combine several bills into
one package as time ran out in a coronavirus-shortened legislative session.

“Everything had been vetted and sometimes had been years
trying to get passed and we got it all put together. It was a bipartisan
effort, both sides of the aisle,” Solon tells St. Joseph Post. “It was actually
one of the rare cases where the House and the Senate were working hard together
to get priorities passed. It really shows that we can get good things done when
we all work together.”

Solon says the bill should make a real difference in the lives
of Missouri’s 14,000 foster care children. It will require foster children to
go to court less often and only when it is determined their presence is needed.
Provisions in the bill will allow homeless children to enroll in Medicaid and
provides access to mental health care. It also will allow a homeless child to
receive a birth certificate at no charge, vital in a job search.

Under the bill, a risk assessment team will be required to
determine whether a child should be removed from their home or left with their
family. Solon says it is a practice the state once used, but discarded.

The bill also increases transparency and accountability for
the Division of Children’s Services.

Time was running out when lawmakers returned to the state
Capitol after the coronavirus-required absence. The break in the session threatened
numerous bills.

Solon says passing the bill through both chambers when
lawmakers returned for the final three weeks of the session proved difficult.

“I don’t want to say I was surprised; I would say grateful,
thankful, did a lot of praying, did a lot of behind-the-scenes work to tweak
and to change things,” Solon says. “If anybody ever thought it was easy to pass
a bill, if they ever knew all of the blood, sweat, tears that go through
getting a bill passed, they would be truly amazed. I’m just grateful that we
got it passed.”

NEW YORK (AP) — Walmart will require customers to wear face coverings at all of its namesake and Sam’s Club stores, making it the largest retailer to introduce such a policy that has otherwise proven difficult to enforce without state and federal requirements.

The company said the policy will go into effect on Monday to allow time to inform stores and customers. The Bentonville, Arkansas-based company said that currently about 65% of its more than 5,000 stores and clubs are located in areas where there is already some form of government mandate on face coverings.

The retailer also said it will create the role of health ambassador at its Walmart stores and will station them near the entrance to remind customers without masks of its new requirements. These workers, who will be wearing black polo shirts, will receive special training to “help make the process as smooth as possible for customers.”

Walmart joins a growing list of retailers that have instituted mask mandates throughout their chains. Best Buy, the nation’s largest consumer electronics retailer, announced Tuesday that it will have a mask mandate for its customers at all of its stores. Starbucks announced last week that customers who visit its company-owned café locations in the U.S. will be required to wear face coverings. Both policies were in effect Wednesday.

The moves come as new COVID-19 cases are spiking in many states, particularly Arizona, California, Florida and Texas. Retailers have been challenged with&nbsp;<a href="https://apnews.com/338c74ad760b8795d29bd3927da1cb24">striking a balance</a>&nbsp;between keeping shoppers safe while making them feel comfortable.

Last week, the Retail Industry Leaders Association, which represents Walmart, Best Buy and other major chains,&nbsp;<a href="https://apnews.com/80db3dc5dc9a0015bde700266008fe8f">publicized a letter</a>&nbsp;it sent to state governors to mandate store customers to wear face coverings. It said the hodgepodge of rules around the country have created confusion for shoppers and that has led to conflict between customers and workers trying to enforce store rules.

The National Governors Association said last week that its members are discussing the letter and others like it from different retail groups.

Social media is full of videos capturing clashes between those who are asked to wear masks, and employees who are under orders to make sure people wear them.

Fewer than half of U.S. states require masks in public places, according to the RILA. And only a handful of major retailers including teen clothing chain American Eagle Outfitters has a mask mandate for customers for all of its stores. Costco Wholesale Club was one of the first major retailers to require face coverings for customers at all of its stores. The policy went into effect in early May.

The Centers for Disease Control and Prevention recommends people cover their mouth and nose when around other people to help reduce the spread of the virus that causes COVID-19.

“We know some people have differing opinions on this topic,” wrote Dacona Smith, chief operating officer at Walmart U.S. and Lance de la Rosa, chief operating officer at Sam’s Club in a blog posted Wednesday. “We also recognize the role we can play to help protect the health and well-being of the communities we serve by following the evolving guidance of health officials like the CDC.”

GRUNDY COUNTY —One person was injured in an accident just before 2a.m. Wednesday in Grundy County.

The Missouri State Highway Patrol reported a 2015 Peterbilt tractor driven by Travis K. Uri, 31, Ridgeway, was westbound on MO 6 four miles northeast of Jamesport.

The vehicle traveled off the road, struck a MoDot sign and overturned.

Missouri man hospitalized after semi overturns

Five people are being treated for wounds suffered in a
shooting last night at the basketball courts at 18th and Charles in
St. Joseph.

St. Joseph police report the shooting occurred last night
around 9:30. A report called into police stated a car drove by the basketball
courts and fired at those playing.

One of those shot is listed in critical condition at the St. Joseph hospital. The four others are listed in stable condition.

No one is in custody as the investigation continues.

&nbsp;The Kansas Highway Patrol reported a 2018 Kenworth semi driven by Christopher R. Kretzer, 49, Savannah,&nbsp; was attempting to back down county road 2600 at U.S. 75.

A southbound 2017 Ford Transit Van driven Paul T. Workman, 62, Parsons,&nbsp;struck the semi in the middle of the trailer.

Workman was pronounced dead at the scene and transported to&nbsp; Frontier Forensics. A passenger in the Ford identified as Lindon A. Allen, 47, Parsons, was transported to a hospital in Tulsa with serious injuries. 

Kretzer was not injured. All three were properly restrained at the time of the accident, according to the KHP.

Andrew County EMS transported Reno and a passenger Hannah M. Reno in the Ford to Mosaic Life Care. Bowens refused treatment at the scene. All three were properly restrained at the time of the accident, according to the KHP.

Millions of dollars are still available for Buchanan County small businesses to apply for through CARES Act funding grants.

Kristi Bailey with the St. Joseph Chamber of Commerce says the $5,000 grants are now available to all small businesses who were affected by COVID-19.

"Initially it was two to 40 (employees), I believe, but now they are encouraging all small businesses to apply, even if you run your own business and have no employees, go ahead and apply and they will consider it," Bailey says. "It really is a great tool and we really need to get the word out there that even if you own your own business, you can still apply for this money."

Bailey says about 75 local businesses have received funding so far. Applications will be accepted through the end of the month. There will be no South Side Fall Festival this year.

Organizers announced on their Facebook page the festival which
attracts as many as 10,000 visitors to south St. Joseph will not be held this
year due to concerns about holding the festival during the coronavirus
pandemic. The South Side Fall Festival is held on the 3rd Saturday
in September.

The festival committee voted 14-to-6 to cancel the festival
this year.

“All things considered
in a 6-yes, 14-no vote it was decided the risk to festival goers, our vendors,
and our committee volunteers was too great to take a chance on trying to hold
the festival and parade this year. Our volunteer committee is small and we rely
on many other groups to help put on this festival,” the group stated in its
Facebook post announcing the decision.

Organizers say they didn’t think they could
create a safe environment for fair goers or vendors. Money derived from
sponsorships and a raffle has come in slowly as well. Sponsors and vendors are
being contacted and any money collected returned.

The Facebook post wrapped up on an
optimistic note.

“Let’s hope all is back to somewhat normal next year, and we’ll
see you in September of 2021!”

COVID-19 cases in Buchanan County approaches 1K; 10 now hospitalized

Congressman Sam Graves expects to see another economic
stimulus bill, but says any more help to overcome the coronavirus-induced economic
downturn needs to be more focused.

Congress quickly approved a $2 trillion stimulus package to
help an economy laid low by restrictions to slow the spread of COVID-19.

Graves points out there is a limit to what Congress can do, especially
in light of the soaring national debt.

“We’ve already passed several stimulus packages and spent
trillions and trillions of dollars, thrown that right on top of the debt and the
deficit,” Graves tells host Barry Birr on the KFEQ Hotline. “That can’t go on
forever, either.”

The Congressional Budget Office reports the federal budget
deficit was $2.7 trillion the first nine months of the 2020 Fiscal Year, $2
trillion more than the deficit recorded during the same time period a year ago.
The national debt is approximately $25 trillion.

Graves does expect Congress to again step in to help an
economy under distress due to coronavirus-imposed restrictions. Graves says any
new federal help might first start with pumping more money into programs
already approved.

“We’re going to have to do some plus-ups, I think, with some
of these stimulus packages that we’ve had and we’ve already done that to an
extent, for instance helping out hospitals that, truly, you take Missouri, a
lot of rural hospitals out there were waiting for this wave that never came. What
was paying their bills is elective surgeries and things like that and those
hospitals were hurting,” Graves says.

Graves wants to see any new stimulus money from Washington to be
more focused. He says it needs to target those who have suffered from the
drastic drop in the economy.

“Will there be another stimulus? I think we’re going to take a
wait and see approach,” Graves says. “Let’s see where we are. The money still
has not been used up.”

Graves does expect Congress to approve more stimulus money by
late summer.

The driver applied the brakes to the pickup and a passenger identified as Nathan L. Meek, 18, Maysville, fell off the trailer being towed.

DeKalb-Clinton Ambulance transported Meek to Cameron Regional Medical Center. Scoles was not injured and not wearing a seat belt, according to the MSHP.
