St. Joseph police are investigating a couple of shootings last
night in which shots were fired into occupied residences, but no one was hit.

Police report officers responded to a shooting call at the
1800 block of Martha Lane just before midnight. Around 10 to 15 shots
were fired into an occupied house. None of the shots hit anyone.

While officers were on the scene at Martha Lane, they heard
shots fired a few blocks away and responded to a second shooting about half an
hour later at the 900 block of South 14th Street near Olive. Again,
about 10 to 15 shots were fired into an occupied four-plex. Again, no one was
hit by any of the shots. Police do report debris from the wall where a bullet
passed through caused superficial wounds to the face of one occupant.

U.S. Route 59 reopens south of St. Joseph

Workers at Silgan Containers in St. Joseph are on strike this week.&nbsp;

Sheet Metal Workers Local No. 2 Business Manager Greg Chastain says a contract proposal was almost unanimously rejected on July 6th and the strike started at 6 p.m. on July 18th.&nbsp;

“There’s several issues that’s behind it. Number one, the company wants to strip the members of most of their seniority rights, they want to change their work schedule… and put in a totally new system, which would upend a lot of our member’s lives,” Chastain says. “Right now the members have the 401k (plan) with the Sheet Metal Workers Local 2, it was moved to our plan eight years ago from Silgan… and now they’re trying to get that back and the members don’t want to move it, they’re happy where they’re at.”

Chastain says no progress was made during an online meeting with the company on Monday and they are anxious to get back to the table and start bargaining again.

There are approximately 130 workers on strike, taking shifts throughout the week to picket outside the St. Joseph location.

Silgan Containers did not have a comment and at the time this article was published, Silgan Holdings had not returned a request for comment.

Andrew County reports 77 cases; 66 confirmed and 11 probable
with one death.

Doniphan County, Kansas now reports 32 cases.

Three COVID-19 deaths reported in Buchanan Co. over the weekend

CLINTON COUNTY —One person was injured in an accident just after 10p.m. Sunday in Clinton County. A short time later, authorities arrested the driver.

The Missouri State Highway Patrol reported a 2013 Dodge Dart driven by Jacob Villa, 27, El Paso, TX, was southbound on Interstate 35 four miles south of Cameron.

The car traveled off the west side of the road into the median and rolled. The passenger identified as Aubrey J. Allen, 30, Enid, OK., was ejected.

Cameron ambulance transported Allen to Cameron Regional Medical Center and then Lifeflight transferred her to Truman Medical Center. Villa was not injured.&nbsp; Allen was not wearing a seat belt, according to the&nbsp; &nbsp; MSHP.

Just after 11p.m. Sunday Villa was booked on requested charges that included tampering, first-degree felony, careless and imprudent driving resulting in an accident, felony leaving the scene of a crash, driving without a valid license and for marijuana, according the MSHP.

Update: Driver arrested, woman hospital after being ejected in crash

St. Joseph schools plan to reopen as scheduled on August 24th.

St. Joseph school officials today revealed students will have
the option of reporting to the classroom or enrolling in online classes.

“We realize that not everyone will be happy or satisfied with
everything that is in this plan or that they feel may be missing from this plan,”
St. Joseph School Superintendent Doug Van Zyl tells reporters during a news conference
at Spring Garden Middle School. “However, the St. Joseph School District is
trying to do what is right for our students, staff, and families.”

Parents of St. Joseph school students are being given a
choice:&nbsp; send their children back to the
classroom or enroll them into the Virtual Academy. Parents must decide if they
want to have their children taught online through the Virtual Academy by the 31st
of this month.

And, Assistant Superintendent of Academic and Education
Services, Marlie Williams, says this online learning will be much different
that it was earlier this year.

“I want you to understand that this experience in virtual
learning looks much different than the experience our students and our families
had in March, April, and May,” Williams says, adding that the Virtual Academy
is built to last beyond the coronavirus pandemic.

Several adjustments are being made to make the classroom safe.
Disinfecting to keep COVID-19 from spreading will occur throughout the day in
classrooms. Buses will be cleaned and disinfected between routes. Children will
have assigned seats on buses. Parents who want their children to ride the bus
should contact the school district.

Visitation will be restricted. Visitors will be allowed in
school buildings only for scheduled meetings. Seniors as well as students in
kindergarten and 8th Grade must have up-to-date immunizations before
the first day of school.

Coordinator of Nursing Services Maria Burnham says for those
returning to the classroom, steps are being taken to keep them safe.

“We will expect staff and students to wear masks,” Burnham
says masks will be necessary when social distancing is not possible. “We will
do more assigned seating, a little more cohorting and things like that to help
ensure the safety of all in our building.”

Breakfast will be served as “grab and go” with students eating
in the classroom. Lunch shifts will be staggered and separated in different
areas.

Van Zyl leaves open the possibility this will not be the final
plan.

“Please also know that this plan is likely to change between
now and when our schools may reopen as more information becomes available, as
we continue to follow the latest guidance of the public health officials.”

Both the patrol and the Buchanan County Sheriff’s Office
responded. The investigation stalled traffic on I-29 for much of the afternoon.
The sheriff’s office reports the person likely was a victim of a hit and run.

St. Joseph officials reported some streets were closed in the area of Alabama St., Parker Road, King Hill and 59 Highway due to water over the roadways.

The <a href="http://traveler.modot.org/map/index.html">Missouri Department of Transportation</a> also reports&nbsp;U.S. Route 59 from the south city limits of St. Joseph to Route 116 at Rushville is closed.

St. Joseph Police Sgt. Tracy Barton says officers were in the area Monday morning warning residents of flooding.

“The officers felt that some people could be in danger due to how quickly some of the water was rising, so they took quick action and made contact with as many people as possible and suggested that they prepare to leave the area in case the water did get higher,” Barton says.

St. Joseph Communications and Public Relations Manager Mary Robertson says initial estimates show about 40 to 100 homes affected by rain overnight and Monday morning causing flooding.

Robertson says temporary sheltering has been set up and as of Monday afternoon, there were 19 people, three cats and a dog at the Civic Arena. The Red Cross is assisting with the temporary sheltering.&nbsp;

Some evacuated from south St. Joseph homes Monday due to flooding

ANDREW COUNTY—One person was injured in an accident just before 10:30a.m. Monday in Andrew County.

The Missouri State Highway Patrol reported a 2020 Chevy Blazer driven by James D. Gossett, 74, St. Joseph, was northbound in the southbound lanes of Interstate 29 two miles north of St. Joseph.

A southbound 2003 Peterbilt semi driven by Matthew W. Rosenbohm, 35, Bolckow, swerved to avoid a crash. The Blazer struck the left front of the semi and overturned.

Buchanan County EMS transported Gossett to Mosaic Life Care. Rosenbohm was not injured. Both drivers were properly restrained at the time of the accident, according to the MSHP.

MOUND CITY, Mo. - A pavement blow up has closed southbound Interstate 29 between mile markers 79 and 75. 

According to the Missouri Department of Transportation, emergency repairs are underway. During repairs, traffic is rerouted east at exit 79 onto U.S. Route 159 to U.S. Route 59 south back to I-29 at exit 75. The closure and detour, which began shortly after 10 a.m. this morning, are expected to last four to eight hours.

A young St. Joseph man has been shot and wounded during a
drive-by shooting in mid-town St. Joseph.

drove by a house in the 500 block of South 20th Street at around 12:15
this morning and opened fire. About five people were gathered outside the house

Woman from Maryville hospitalized after SUV accident

Savannah school district officials Sunday disclosed a
student-athlete has tested positive for COVID-19.

The Savannah R-III School District stated in a news release it
is working with coaches and the Andrew County Health Department to identify anyone
who came into close contact with the student-athlete. School district officials
say they hope to contain the spread of the coronavirus by instructing those who
have had contact with the student to quarantine under CDC isolation guidelines.

In light of the case, the Savannah school district has determined
the following:

All Boys’ athletic practices and wights have been canceled for
Monday, July 20th.&nbsp; Boys Basketball practices including open gyms will be
suspended through July 29, 2020.&nbsp; All Boys Basketball team members who
attended open gym on July 15, 2020, have the potential of close contact with
the infected individual for greater than 10-15 minutes and therefore should
quarantine for the next 14 days.&nbsp; All participants are asked to monitor
for symptoms of COVID-19 and contact your primary care provider or your local
Public Health Department if you have any concerns regarding symptoms or
COVID-19.

Savannah coaches are reviewing football practices from July 15th
through the 17th to compile a list of direct contacts. Not all team
members were at the practices. All contacts will be notified and given quarantine
guidance upon completion of the investigation, according to the school

Missouri teen airlifted to hospital after car overturns

The driver attempted to make an improper pass and struck the side of a westbound 2009 Chevy passenger vehicle driven by Sierra E. Coleman, 18, Cameron.

The RV traveled off the left side of the road and overturned.

Lawson Fire and Rescue transported Leach to Liberty Hospital. Holt Fire and Rescue transported Coleman and her infant daughter to Liberty Hospital.&nbsp; Leach was not wearing a seat belt, according to the MSHP.

Caldwell County Ambulance transported a passenger in the Chevy identified as Connie S. McCleary, 70, Breakenridge, to Cameron Regional Medical Center. The drivers were not injured. All three were properly restrained at the time of the accident, according to the MSHP.

Missouri woman hospitalized after Caldwell Co. crash

CASPER, Wyo. (AP) — Prosecutors in Wyoming have again decided not to pursue sexual abuse charges against a retired Roman Catholic bishop accused of abusing boys over decades.

They felt they couldn’t successfully prosecute Bishop Joseph Hart after reviewing a police investigation, Natrona County assistant district attorney Michael Schafer said this week.

Hart was among the highest-ranking church officials around the world facing prosecution and other sanctions for alleged sex abuse.

The announcement ends a two-year criminal investigation into Hart. Prosecutors in Laramie County in southeastern Wyoming had referred the investigation to prosecutors in Natrona County in central Wyoming after Cheyenne’s top prosecutor recused herself, citing a conflict of interest.

In June, Natrona County prosecutors told an alleged victim Hart wouldn’t be prosecuted but reconsidered after meeting with Cheyenne police and realizing prosecutors had misread important case documents.

Wyoming has no statute of limitations in sexual abuse cases and represented perhaps the only chance for Hart to face criminal prosecution for his alleged abuse. Hart also faced accusations in Missouri but that state prohibits prosecution years after an alleged crime.

Hart, 88, was a priest in Kansas City, Missouri, for 21 years before moving to Wyoming, where he served as auxiliary and then full bishop from 1976 until his retirement in 2001.

The first known allegations against Hart dated to the early 1960s and were made in the late 1980s. At least six men have come forward in the past two years to say Hart abused them in Wyoming.

Hart has consistently denied all accusations of misconduct. His attorney, Tom Jubin, said Tuesday he was “gratified by the district attorney’s decision.”

“Bishop Hart has consistently maintained his innocence while never diminishing the pain felt by the victims of abuse,” Jubin wrote in an email.

Not pursuing a criminal case against Hart “does not mean that the victims are not credible,” Diocese of Cheyenne Bishop Steven Biegler said in a statement in June. The diocese has “nothing new to add” to that statement, spokeswoman Diana Marie Waggener said by email Wednesday.

“We’re very, very, very disappointed. There aren’t words to express the level of disappointment that we have,” Rebecca Randles, an attorney in Kansas City who has represented Hart’s accusers in civil suits against the church, said Wednesday.

“It makes you wonder how many children does it take before a bishop can be brought to justice,” Randles added.

The Diocese of Kansas City-St. Joseph has settled in court with at least 10 victims. The dioceses in Cheyenne and Kansas City have said the men who’ve come forward against Hart are credible and church officials have substantiated the allegations against Hart.

The Kansas Highway Patrol reported a 2011 Harley Davidson Sportster driven by&nbsp; TW Sterling, 17, Osborn, was westbound on Route O at Maple three miles north of Amity.

The motorcycle struck an animal, traveled off the road and overturned.

DeKalb-Clinton Ambulance transported Sterling to Mosaic Life Care. He was wearing a helmet, according to the MSHP.
