The 4th&nbsp;of July weekend is here and the Missouri&nbsp;State Highway Patrol is gearing up for a&nbsp;few&nbsp;busy days.&nbsp;&nbsp;

Patrol Troop H Spokesperson Jake Angle&nbsp;says the 4th&nbsp;of July is one of the major travel holidays.&nbsp;&nbsp;

“It going to be obviously an increased presence out on the roadway for motorists. There’s going to be people traveling,&nbsp;going to see family, going to gatherings, stuff like that,” Angle tells St. Joseph Post.&nbsp;“Mainly what we want to stress to people&nbsp;are&nbsp;the&nbsp;importance&nbsp;of&nbsp;every time&nbsp;they get in the car, putting on their seat belt&nbsp;obviously, obeying all traffic laws and giving 100%&nbsp;of their attention to the job of driving.”&nbsp;&nbsp;

Angle encourages motorists to check MoDOT for road closures before traveling and to prepare for travel accordingly.&nbsp;&nbsp;

“Kick the tires, check the belts, make sure everything is good on the car, have that cell phone charger in the vehicle,” says Angle.&nbsp;“We don’t want you on the phone, but if you break down or something we want you to be able to call for help or report&nbsp;problems that you may encounter or see out on the roadway while you’re traveling.”&nbsp;&nbsp;

Angle&nbsp;says&nbsp;to have a plan in place if your plans include alcohol.&nbsp;&nbsp;

“That sober designated driver, or place to stay, or whatever the case may be,” says Angle.&nbsp;“What we don’t want is people to get behind the wheel&nbsp;impaired, you know it puts them at risk, the people in their car at risk, other motorists at risk, and it’s just a bad plan.”&nbsp;&nbsp;

Angle says to plan extra time for your travels this weekend to avoid getting in a hurry or feeling rushed for time.&nbsp;

The Missouri State Highway Patrol reported a 2006 Ford F150 driven by Daryl W. Betts, 33, Fayette, was northbound on Route V and turning west onto MO 6 five miles east of Gallatin.

The driver failed to yield.&nbsp; An eastbound 1997 Ford F250 driven by Jonathan R.&nbsp; Parker, 50, Gallatin, swerved into the westbound lane an struck the F150.

Daviess County ambulance transported Betts and a 6-year-old in the F150 to Cameron Regional Medical Center. Cameron Ambulance transported Parker to Cameron Regional Medical Center. Grundy County ambulance transported a passenger in the F250 Billy J. Parker, 82, Gallatin to Cameron Regional Medical Center. The occupants of the F250 were not wearing seat belts, according to the MSHP.

3 adults, 6-year-old hospitalized after Daviess County crash

BUCHANAN COUNTY— A St. Joseph man was injured in an accident just after 1:30p.m. Thursday in Buchanan County.

The Missouri State Highway Patrol reported a 2007 Nissan Rogue driven by Roger E. Ferris, 55, Gower, was northbound on U.S. 169 one mile south of St. Joseph.&nbsp;

The Nissan rear-ended a 2015 Buick Enclave driven by Albert J. Jackson, 59, St. Joseph, who was stopped in traffic due to an earlier crash.

A private vehicle transported Jackson to Mosaic Life Care. Ferris was not injured. Both drivers were properly restrained at the time of the accident, according to the MSHP.

Man from St. Joe injured after rear-end crash

A suspect arrested in the shooting death of a St. Joseph Police dog late Wednesday night is also accused of attacking his mother.

St. Joseph Police, including K-9 Max, arrived at 5108 Barbra Street shortly before 10:30 p.m. Wednesday at a residence in which an armed suspect barricaded himself.

During negotiations, the suspect fled out the back of the residence. He shot K-9 Max during the pursuit. Max later died of his wounds after being transported to Kansas City for emergency care.

Police arrested and charged 24-year-old Valdez McDonald in the shooting. He also been charged with third-degree domestic assault.

McDonald is accused of smashing his mother's head against a wall and hitting her in the back of the head with a 2x4, according to court documents. A probable cause statement also accuses McDonald of choking and pointing an AR-15 rifle at her.

He’s not happy with the $974 billion dollar compromise
package, either.

“No, I’m not to be honest with you,” Graves tells St. Joseph
Post in a telephone interview. “There are several problems with that deal. One
is all the senators that were negotiating it, none of them are on committees of
jurisdiction for this. That creates a problem just in terms of what was
negotiated and what comes out.”

Graves, the top Republican on the House Transportation and
Infrastructure Committee, also is concerned about statements made by President
Biden, who first said it must be combined with his American Families Plan
before backing off and separating the two.

“There’s just a lot of uncertainty coming out on just exactly
what it is that’s going to be proposed,” according to Graves.

Biden might have dropped his insistence that the traditional
infrastructure bill be link to the American Families Plan, but Democratic House
Speaker Nancy Pelosi has combined the two. The $2 trillion American Families
Plan would provide child care, community college tuition, paid family and
medical leave, universal preschool, and other aspects of what Democrats call
human infrastructure.

Graves points out Pelosi has stated the compromise legislation
won’t move forward in the House unless the Senate passes the American Families
Plan which is opposed by Republicans.

“That’s means we are at a stalemate between the House and the
Senate,” Graves says. “So, she’s going to have to back off of that or we’re
going to end up with the same thing and we’re going to just have to pass an
extension on surfaced transportation and continue it as is.”

Graves would like negotiators to focus on extending the
Surface Transportation Reauthorization Act and broaden talks from there. Graves
argues the various transportation trust funds, such as those for highways,
aviation, inland waterways, and such, need official reauthorization, rather
than remain in their current state of limbo.

“We have to reauthorize those trust funds every so often and
sometimes that’s a long-term reauthorization like five years or sometimes it’s
a short-term reauthorization, but regardless, we have to go through the
reauthorization process or they expire,” Graves says.

Graves doesn’t see the compromise package advancing.

“Right now, I don’t see it going anywhere and I don’t see the
House version going anywhere at all.”

Congressman Graves doesn't expect infrastructure compromise to go anywhere

Any fireworks stand is going to be busy this time of year.

Tents and trailers pop up all over the place, and people rush in to get their load in time for the 4th of July holiday.

Missouri is considered by many as a fireworks haven, and the data backs that up. According to U.S. trade census data, Missouri imported over $51 million of fireworks in 2019 - far more than any other state. Ohio was second at $30.4 million.

For travelers on Interstate 29, the northwest part of Missouri offers several huge fireworks emporiums in towns like Rock Port and Watson.

The giant signage, billboards, American flags and even inflatables catch travelers' eyes, whether they're going north or south.

"It's pretty typical this time of year the weekend before the 4th," said Jon Peterson, manager of Liberty Fireworks in Rock Port. "The week here during kind of crescendos. You know, it starts with a Monday and ends with a Sunday. It just keeps growing."

Staci Martin, who owns Watson Fireworks just up the road, says customers have been coming in a little earlier than normal this year as the nation deals with a fireworks shortage.

The shortage has been fueled by record firework sales in 2020, which depleted supplies for some. That, and supply chain shortages from China, as suppliers struggle to keep up with demand as the economy recovers from the pandemic.

So far, northwest Missouri is doing okay.

"We've had a lot of people coming in early, because they've caught wind of the shortage of fireworks due to the congestion at the ports and the inability to get things from China to the United States in a timely manner," said Martin.

As usual, bottle rockets and artillery shells are among the more popular items. While some stands will feel the impacts of the shortage more than others, vendors in far northwest Missouri have the added benefit of being a stone's throw from Nebraska and Iowa's borders.

That, and being right off a major interstate that spans four states helps.

"We do have what we call a wheel of fortune where (customers) they can spin and win," Peterson said. "We keep track of the numbers of people that win and it seems to me that 75-80 percent of the winners are from out of state."

Martin says the recent College World Series also helps draw out-of-state visitors.

"Because we're right on the interstate, there's always a lot of traffic," she said. "A lot of folks traveling for holidays and summer vacations stop, so we're doing pretty good as far as getting out-of-state people here."

Watson Fireworks, Liberty Fireworks and other large vendors nearby typically open on Memorial Day weekend stay open through the 4th.

These far northern Missouri vendors have a little more competition than they did in years past. While Iowa just legalized fireworks sales in 2017, Nebraska passed a law this past spring which allows for the sale of bottle rockets and fireworks that have more than 50 grams of explosives.

Despite the change, Martin hasn't seen her customer base change their habits too much.

"A lot of people come here just because it's tradition," she said. "We have a huge warehouse, so they get a bigger selection. So, as far as changes of people buying more bottle rockets or less because they're getting them other places, I really don't notice it that much."

Watson, Rock Port provides perfect venue to sell fireworks to out-of-state customers

COVID vaccines will now be offered at the St. Joseph Health Department starting today.&nbsp;&nbsp;

St. Joseph Health Department Clinic Supervisor Connie Werner says&nbsp;the vaccines will be provided on a first come, first serve basis.&nbsp;&nbsp;&nbsp;

“In order to continue to have a sustainable method to provide vaccines to the community, we are now starting to offer&nbsp;those in our clinic during regular business hours,” Werner tells St. Joseph Post.&nbsp;&nbsp;

Werner says&nbsp;at this time the vaccine offered during the clinic will be Pfizer.&nbsp;&nbsp;

“For the city of St. Joseph we have&nbsp;both Moderna and Pfizer and it depends on the situation,” says Werner. “If there is a possibility of having 12 years of age and older, we’ll use Pfizer. If it’s an adult&nbsp;targeted&nbsp;population and we have Moderna to use as well, we can offer that as well.”&nbsp;&nbsp;

Werner says&nbsp;if people do not have the protection of the vaccine, COVID virus cases will only continue to rise.&nbsp;&nbsp;

“COVID is still in our community and is still spreading quite rapidly,” says Werner.&nbsp;“The vaccine is our number one tool&nbsp;to help combat the spread of the virus and we&nbsp;certainty&nbsp;want to offer it as&nbsp;opportunistic&nbsp;as we can.”&nbsp;&nbsp;

These will be offered on a walk-in basis, during regular business hours Monday through Friday.&nbsp;

The vaccine is free, and health insurance and&nbsp;government ID is not required.&nbsp;

A St. Joseph police dog has been shot and killed in an incident
that began in south St. Joseph late last night.

The St. Joseph Police Department reports the Special Response
Team along with several other officers, including K-9 Max, arrived at 5108
Barbra Street shortly before 10:30 last night, a residence in which an
armed subject had barricaded himself.

During negotiations, the suspect fled out of the back of the
residence, armed. He shot K-9 Max during the pursuit. Max was transported to
Kansas City for emergency care, but died of his wounds.

“Max
performed his duties heroically and protected the lives of others on scene,”
Captain Jeff Wilson wrote in a news release on the incident.

A
24-year-old man is in custody pending charges.

Police dog K-9 Max killed in south St. Joseph shooting

St. Joseph returns to its full July 4th celebration after the coronavirus pandemic dampened the Independence Day celebration last year.

The free fireworks display begins at 9:30 Sunday night.&nbsp;&nbsp;

Parks spokesperson Jessica Oshel&nbsp;says residents are encouraged to come and enjoy the return of the 4th fireworks display.&nbsp;&nbsp;

“They will be shooting off from Houston Wyeth Hill so we have&nbsp;viewing&nbsp;areas&nbsp;available at the Heritage Sports Complex parking lot and the Remington Nature parking lot,”&nbsp;Oshel tells St. Joseph Post.

The St. Jo Frontier Casino parking lot also offers a good viewing spot.

Oshel&nbsp;says since this is an outdoor event, masks are not required.&nbsp;&nbsp;

“We just really ask that people would keep spreading out, trying to keep social distancing as COVID is going back up in the area, but masks will not be required,” says Oshel.&nbsp;&nbsp;

Oshel&nbsp;says local law enforcement will be at the fireworks site to provide safety.&nbsp;&nbsp;

“We just ask that people don’t try going up to Houston Wyeth Park. There’s a lot of liability there&nbsp;and we’ll have some police and fireman up there,” says Oshel.&nbsp;&nbsp;

By WHITNEE ICE&nbsp;St. Joseph Post&nbsp;St. Joseph returns to its full July 4th celebration after the coronavirus pandemic dampened the Independence Day celebration last year.The free fireworks display begins at 9:30 Sunday night.&nbsp;&nbsp;Parks spokesperson Jessica Oshel&nbsp;says residents are encouraged to come and enjoy the return of the 4th fireworks display.&nbsp;&nbsp;“They will be shooting off from Houston Wyeth Hill so we have&nbsp;viewing&nbsp;areas&nbsp;available at the Heritage Sports Complex parking lot and the Remington Nature parking lot,”&nbsp;Oshel tells St. Joseph Post.The St. Jo Frontier Casino parking lot also offers a good viewing spot.Oshel&nbsp;says since this is an outdoor event, masks are not required.&nbsp;&nbsp;“We just really ask that people would keep spreading out, trying to keep social distancing as COVID is going back up in the area, but masks will not be required,” says Oshel.&nbsp;&nbsp;Oshel&nbsp;says local law enforcement will be at the fireworks site to provide safety.&nbsp;&nbsp;“We just ask that people don’t try going up to Houston Wyeth Park. St. Joseph returns to a full 4th fireworks display this year

A year ago, times looked bleak. Missouri officials openly
worried about the state economy as the entire country attempted to navigate all
the unknowns associated with the coronavirus pandemic.

State Sen. Dan Hegeman of Cosby, chair of the Senate
Appropriations Committee, says the fiscal health of the state is much stronger
than first feared when the coronavirus pandemic struck.

“Oh, I think the fiscal state of the state of Missouri is
excellent,” Hegeman tells St. Joseph Post.

Hegeman credits Gov. Mike Parson for guiding the state through
the pandemic.

“He managed our economy well,” Hegeman says of the governor. “He
let the local entities ramp up and ramp down the stay-at-home orders and the mask
ordinances as needed. And I think that kept our economy afloat in the state of
Missouri. At this time last year, we were looking at a dire situation so we
came up with a very conservative budget and this year our budget has been doing
very well.”

It didn’t hurt that Jefferson City got some help from
Washington, D.C. as well.

Hegeman says federal funding approved by Congress and signed
into law by President Donald Trump helped prop up the sagging state budget,
until it got back on its feet. That help from the federal government helped the
state weather the restrictions imposed by the coronavirus pandemic better than
expected.

“We’ve gotten a lot of assistance from the federal government
that has been able to provide assistance to folks that were still impacted by
the COVID-19, but all in all our general economy was doing better than certainly
what we thought it was going to be this time last year,” Hegeman says.

Congress approved another coronavirus relief and stimulus
package earlier this year at the prompting of President Joe Biden. Gov. Parson’s
office estimates Missouri will receive $2.7 billion from the $1.9 trillion package
approved by Congress. The Missouri Budget Project projects the state will see
slightly more than $2.8 billion.

Hegeman favors dealing with additional federal assistance next
year, during the regular legislative session rather than calling a special
legislative session specifically to deal with the latest round of federal
dollars.

“There’s no hurry in moving those dollars forward,” Hegeman
says. “We certainly have time to be able to plan for next session and that will
give us some time to get more guidance from the federal government as well.”

Hegeman favors placing the latest federal money flowing to
Missouri into a designated fund, separate from General Revenue.

“It likely will be in a separate fund,” Hegeman says. “For
tracking purposes, I think we’ll probably keep those different items in
separate funds so we can track them and see how they go out. But, largely, they’re
one-time dollars and one-time assistance, which would lend itself to more capital-intensive
projects, more infrastructure related type of projects; one-time expenses.”

Hegeman adds the delay would give lawmakers time to fully
consider how best to spend the money and fully digest restrictions Congress has
placed on the funds.

Missouri economy weathers pandemic better than expected

Missouri is offering an online service for Missourians to have a free at-home COVID testing kit.  

St. Joseph Health Department spokeswoman Stephanie Malita says the entire process is completely free.  

“The test doesn’t cost anything, shipping doesn’t cost anything, and results are back in a couple of days,” Malita tells St. Joseph Post.  

Malita says you can order the test ahead of time and have it on hand for up to six months.  

“Once you start the testing process that’s when time is of the essence, but you can order it and have it on hand,” says Malita. 

She says the test is a self-administered at-home testing kit.  

“It’s really a great program that the state is offering, giving people access at home to get tested and it offers that level of privacy too,” says Malita.   

Malita says you can order the test even if you’re not presenting symptoms.   

“Some places are requiring a test for travel. You might need it for a camp or your child might need it for a camp or other events,” says Malita.   

Although she says for those getting tested because they are presenting symptoms, to not wait on the test results to come back if their symptoms worsen.  

“If you continue to feel sick or if your symptoms worsen, you should seek medical attention,” says Malita.  

Malita says order your test online and test results are returned after a few days to the patient via email.

A new way to test for COVID-19 has come to Missouri residents

Mosaic Life Care is seeing a rising number of COVID-19 patients in its St. Joseph hospital as Buchanan County continues to see a rise in cases.

As of Tuesday, Mosaic reports 26 COVID patients system-wide - 25 in St. Joseph and one in Maryville.

Chief medical officer Dr. Davin Turner says the vast majority of these inpatients are unvaccinated, and the number of those hospitalized is likely to go up.

"If you look back over the history in our hospital and the number of patients we've had, we can expect to see 30-60 COVID patients in our hospital over the next several weeks at one time," Turner said.

The vaccination rate in Buchanan County has been stagnant for weeks. Just 19.1 percent of the county's population is fully vaccinated.

"That's really what hurts the most," Turner admitted. "To know that a vaccine is available, it's very effective and folks aren't taking that vaccine to help protect themselves."

There have been 77 new cases in Buchanan County since Thursday. There was also an additional virus-related death in that time. The victim was a man in his 60s. That puts the Buchanan County virus death toll at 186.

"It had been several weeks since we had anyone pass from COVID," Turner said. "It was a very sad day to know that once again, we have people in our hospital who are dying from this disease."

Of the 26 COVID patients being treated at Mosaic, only two of them are fully vaccinated. Ninety percent of the inpatients are above the age of 50.

Turner says the vaccine won't stop people from contracting the virus altogether, but it's still the best defense against falling seriously ill or dying from the virus.

"The vaccine is still your best chance," he said. "Even if you contract COVID, you will not become severely ill and succumb to your illness."

Those who are older and have underlying health conditions are still at greatest risk of dying from COVID, but with the Delta variant confirmed in Buchanan County and other parts of northwest Missouri, Turner says more cases have been showing up in the younger population.

"So, we're not seeing younger people become hospitalized, but we're seeing increased positivity rates in kids who are under 17," Turner said, pointing out that those who are under age 12 still aren't eligible for the vaccine.

The St. Joseph Health Department will start offering walk-in, on-site COVID vaccinations on a regular basis, starting July 1 from 8 - 11 a.m. and from 1-4 p.m. That'll be going on Monday-Friday.

The vaccine is also readily available at Mosaic's clinics and at local pharmacies.

Turner doesn't expect to see a big surge in vaccinations in the immediate future, but he hopes that people take steps to protect themselves and others as Buchanan County and other parts of Missouri deal with this recent COVID surge.

"Get vaccinated," Turner said. "Use common sense. Use good hand hygiene. If you don't know (someone's vaccination) status, wear a mask. Protect yourself. We don't want you to become ill. We don't want you to become hospitalized."

Mosaic Life Care seeing rising number of COVID patients, positivity rate climbing

After heavy rainfall forced road closures late last week, MoDot is continuing work to reopen roads. 

Marty Liles Northwest district engineer says that most of the road closures seen in the northern part of Missouri have begun to reopen.

"We had over probably 30 routes plus that was closed down, more so in a lot of our northern region," Liles said. " A lot of those have dissipated and we've been able to open those up."&nbsp;

However, Liles adds as water continues to move downstream, more roads are being forced to close. 

"What we're seeing now is a lot of that water as it reaches into those tributaries and tries to focus further down into the Missouri River, we're seeing a lot of our Linn and Livingston counties that are getting inundated with water as well." Liles said

Liles says that with the amount of rain that fell, there were plenty of other repairs needed to reopen roads even after water receded. 

"Anytime you get that amount of rainfall, water is rushing and it causes erosion in places with our culverts," Liles said. "It really tests a lot of our system out, so we've had to go back and make some repairs to some of our culverts, wash outs and things like that just to get them opened back up as well."&nbsp;

Liles says about 17 roads remain closed due to high water, Highway 65 south of Carrollton is reduced to one lane of traffic.

MoDot Northwest continuing efforts to reopen flooded roadways

St. Joseph City Council members have voiced their support for placing a half-cent park sales tax on the August ballot.

Now, they've approved a list of park projects, should the sales tax be approved.

The council voted 9-0 Monday in favor of a list of projects and renovations that total around $50 million. St. Joseph Parks and Rec Director Chuck Kempf says there's an additional $10 million available for supplemental projects, should the tax pass.

"It's for the good of the community for a very long period of time," Kempf said. "The improvements we are proposing to the facilities will last for many years. The equipment we will get, if the tax passes, is a huge benefit immediately."

City officials project the half-cent city sales tax increase will raise between $50 million to $60 million before it expires in 10 years.

Kempf says the improvements from this amount would be made all across the city.

"This is a benefit to the community and to the citizens," said Kempf. "It benefits the parks department and our staff, simply because if we're replacing old systems with new, it reduces the effort we have to put in to maintaining things for at least a few years."

The Park Sales Tax Committee agreed on a proposed list of improvements should voters approve the tax, including improvements to Krug Park, the Aquatic Park, Phil Welch Stadium, the Bode Parks Complex, Hyde Park, the Civic Arena and smaller parks all across town.

A portion of the money would improve park restrooms and shelters. Another key investment, Kempf says, would be in new equipment. Around $4.2 million of this money would go toward equipment alone.

"We've really been lacking in that over the last 3-4 years," Kempf said. "We've only replaced six pieces of equipment over the last four years out of 140 pieces. So, that's not a very good ratio. We're hoping the replacement of the equipment really benefits the staff."

A new Aquatic Park Lap Pool and Northside Splash Park are two of the biggest projects on the approved list. Those two things combined would be about $9.7 million. But Kempf says even the smaller improvements, like new lighting at the ball fields, are just as important.

"That's a big thing," he said. "Those lights we have are old and are not really providing an appropriate lighting system for the people who are using those fields."

It's now up to the voters, but like city council, Kempf is confident that residents of St. Joseph will see the need for an investment in the city's park system. Or more broadly, an investment into the city's future.

"We need to continue providing good, quality facilities and new opportunities," Kempf said. "Sometimes, we get locked into the old traditional things and we don't look for those new recreational opportunities, and those are the things that really catch people's attention."

St. Joseph city council approves projects list, should parks sales tax pass in August

Residents of an east St. Joseph neighborhood made their voices heard Monday - put the cell tower somewhere else.

At least a couple dozen area residents made their way to Monday's city council meeting for a public hearing on granting AT&amp;T a conditional use permit for the construction of a 175-foot cell tower at 3802 Karnes Road.

AT&amp;T currently has a tower on top of Missouri American Water’s tower just off Interstate 29 near Karnes Road. However, AT&amp;T can’t come to terms with Missouri American to stay at that location due to a clause in the agreement which would force AT&amp;T to remove its equipment following a 90-day notice.

AT&amp;T, represented Monday by regional director Mike Chambers, contends that the proposed tower site would provide the best service for customers in the area.

To maintain service, AT&amp;T has to relocate the new tower within a quarter-mile radius of the existing one, which is why the provider wants to build the tower directly across the highway - behind a residential neighborhood on Morton Lane.

Occupants of that neighborhood see it differently.

"I have one question for all of you," said Robert Brown, a 13-year resident of the area, as he addressed council. "I mean, would you want that (tower) in your backyard? It'd be right in my backyard."

Residents who live near the proposed site are concerned the tower would be unattractive and lower property value.&nbsp;AT&amp;T has studies from St. Louis and Kansas City that show property values don’t decrease due to a cell tower, but residents have referenced studies that say the opposite.

"I think what is clear, after looking at some of the reviews, is that in St. Joseph, if you have a house and it has a cell tower looming in the backyard and you want to sell it," said resident Everet Hoffman, "and there's somebody who has an equivalent-type house, you're going to have to sell it for less than they are."

Others are concerned about negative impacts on the wildlife that lives in the heavily wooded area where the tower would go.

"We don't want a cell tower in our neighborhood," said Linda Hundley, who lives across the street from the proposed site. "It doesn't fit. They're going to tear up what's back there, take the trees out and erect this giant eye sore."

&nbsp;Some residents have health concerns, though the tower being proposed would comply with the FCC's radiofrequency (RF) radiation exposure guidelines developed to protect the public from RF-related health risks.

"We are a residential neighborhood," said Jayne Katakis. "We enjoy our homes, and we spend our hard-earned money on that place. We just want you to take that into consideration please, because it will affect our property value."

At the end of public comment, St. Joseph mayor Bill McMurray made four motions that city staff draft findings - findings that the tower does not reduce visual degradation of the area, that the tower does not meet visual compatibility standards,&nbsp; that the proposed tower does not comply with applicable law and city code, and that use of the tower would impact regular permitted uses of residential districts.

The findings must be fact-based, and will be presented to council before their next meeting on July 12. That's when council is scheduled to vote on the conditional use permit for the tower.

Due to the amount of submitted letters from residents opposed to the tower, the council needs a super majority, six out of nine members, to vote in favor of the permit in order for the tower to be built.

 </figure>By TOMMY REZACSt. Joseph PostResidents of an east St. Joseph neighborhood made their voices heard Monday - put the cell tower somewhere else.At least a couple dozen area residents made their way to Monday's city council meeting for a public hearing on granting AT&amp;T a conditional use permit for the construction of a 175-foot cell tower at 3802 Karnes Road.AT&amp;T currently has a tower on top of Missouri American Water’s tower just off Interstate 29 near Karnes Road. However, AT&amp;T can’t come to terms with Missouri American to stay at that location due to a clause in the agreement which would force AT&amp;T to remove its equipment following a 90-day notice.AT&amp;T, represented Monday by regional director Mike Chambers, contends that the proposed tower site would provide the best service for customers in the area.To maintain service, AT&amp;T has to relocate the new tower within a quarter-mile radius of the existing one, which is why the provider wants to build the tower directly across the highway - behind a residential neighborhood on Morton Lane.Occupants of that neighborhood see it differently."I have one question for all of you," said Robert Brown, a 13-year resident of the area, as he addressed council. "I mean, would you want that (tower) in your backyard? It'd be right in my backyard."Residents who live near the proposed site are concerned the tower would be unattractive and lower property value.&nbsp;AT&amp;T has studies from St. Louis and Kansas City that show property values don’t decrease due to a cell tower, but residents have referenced studies that say the opposite."I think what is clear, after looking at some of the reviews, is that in St. Joseph, if you have a house and it has a cell tower looming in the backyard and you want to sell it," said resident Everet Hoffman, "and there's somebody who has an equivalent-type house, you're going to have to sell it for less than they are."Others are concerned about negative impacts on the wildlife that lives in the heavily wooded area where the tower would go."We don't want a cell tower in our neighborhood," said Linda Hundley, who lives across the street from the proposed site. "It doesn't fit. Public hearing held on potential AT&T cell tower in east St. Joseph, vote coming in July

A MoDOT supervisor was struck and killed by a vehicle in Platte County Monday morning.

The Missouri State Highway Patrol says it happened around 9 a.m. on Highway 273 at Tracy.

Missouri State Highway Patrol Sergeant Bill Lowe with Troop A in Lee’s Summit says the highway worker, identified as 61-year-old Lloyd Crawford, was killed while putting out roadway signs in a flooded area.

"We had a MoDOT supervisor putting out signs to indicate there was water over the roadway," Lowe said. "When he went back to his vehicle, he as subsequently struck by a pickup."

Crawford had been with MoDOT for the past 18 years.

The death sends a shock wave through MoDOT. Northwest Missouri District Engineer Marty Liles says workers worry drivers aren’t paying enough attention.

"We see all the time, there are statistics toward the fact that our drivers are paying less attention and to driving," Liles said.

MoDOT in a news release states Lloyd was a friend to many and will be missed by all.

The driver stopped at the scene and is cooperating with the investigation.

There have been 19 MoDOT workers killed since 2000 - 12 of those have occurred in work zones.
