ATCHISON COUNTY—One person was injured in a crash just after 8:30 p.m. Wednesday in Atchison County.

The Kansas Highway Patrol reported a 1995 Dodge Dakota driven by Nico R. Munson, 21, Denton, Kansas, was traveling Northwest on U.S. 73. The vehicle crossed the center line and sideswiped the a southeast bound 2020 Peterbilt semi driven by Carlos A. Pena, 55, Leavenworth.

Munson was transported to KU Medical Center. Pena was not injured. Munson was not wearing a seat belt, according to the KHP.

Kan. man hospitalized after pickup sideswipes semi

The Missouri State Highway Patrol reported a Honda TRX 500 driven by Ralph E. Turley, 45, Independence, was westbound on Route O three miles east of Tindall.

The ATV traveled off the south side of the road, overturned and both occupants were ejected.

Life Flight transported Turley to Truman Medical Center. A passenger Sarah C. Whitt, 33, Trenton, refused treatment at the scene. They were not wearing helmets, according to the MSHP.

Chillicothe EMS transported Schenk to Hedrick Medical Center for treatment of moderate injuries. The driver's three small children in the vehicle were properly restrained and not injured.

Missouri woman hospitalized after car brakes malfunction

BROWN COUNTY —Law enforcement authorities are investigating after residents reported receiving unsolicited packages of face masks from China through the local mail, according to the Brown County Sheriffs office.

Sheriff's office investigator Brian Guilliams contacted the United States postal inspector in Topeka.

The inspector said complaints of unsolicited face masks from China have been made across the United States. If the package has not been opened, write “RETURN TO SENDER” and take to the local post office. If the package has been opened and you did not order it, throw it away.

Officials have not been aware of anything dangerous in the face masks at this time.&nbsp;

Anyone with questions should contact local law enforcement.

Holt Fire and Rescue transported Hand to Liberty Hospital for treatment of minor injuries. She was properly restrained at the time of the crash, according to the MSHP.&nbsp; After her release from the hospital, she was arrested on requested charges of DWI, possession of marijuana, operating a vehicle in a careless and imprudent manner, failure to display valid license plates, and operating a vehicle without a valid license.

Update: Woman from Cameron arrested after crash

Area law enforcement conducted an overnight operation which resulted in at least nineteen arrests.

According to Acting St. Joseph Police Chief Eric Protzman,&nbsp;a joint helicopter operation was conducted by the St. Joseph Police Department, Missouri State Highway Patrol and Buchanan County Drug Strike Force, with assistance from the Andrew County Sheriff’s Department, Country Club Police Department and Elwood, Kansas Police Department.

During the operation, officers made approximately 70 contacts by traffic stop or check subjects. There were&nbsp;89 written traffic violations (citation or warning) and 40 verbal warnings.&nbsp;&nbsp;

There were approximately 19 arrests made with some individuals having more than one charge.&nbsp; These charges included eight city warrants, six state warrants and two city charges (drugs or traffic). There were 11 investigation arrests including resisting arrest, drug possession or unlawful possession of a firearm.

“This is something that we did several times in the last year and a half. We didn’t do it for a while with COVID… we kind of held back a little bit as people were staying home more and weren’t on the street as much,” says St. Joseph Police Chief Chris Connally. “But as the summer progressed, we continued to see more vehicles running, that sort of thing. So last night, another partnership with the Missouri State Highway Patrol of having the helicopter in the air, so when some vehicles and some of the folks that were wanted ran from us, we had their assistance to apprehend them in a safer manner.”

Two firearms were recovered during the operation and there were six pursuits that ended with the drivers being taken into custody.

Nineteen arrests made during overnight law enforcement operation

Buchanan County has federal funds remaining to help offset
losses due to the coronavirus pandemic or help aid in the fight against
COVID-19.

The state forwarded $10.2 million in federal funds allocated
by Congress to Buchanan County.

Presiding County Commissioner Lee Sawyer says he has been
speaking on a regular basis with the state Treasurer’s office about the
guidelines on how the money could be spent.

“It was really unique in that initially we got the money with
very little guidelines, but they felt like they were pretty tight guidelines,”
Sawyer tells host Barry Birr on the KFEQ Hotline. “And as time went on, they
started looking at things and we started getting more interpretation as more
questions were asked and as more answers were put together.”

Buchanan County has allocated $6.2 million with four million
remaining.

The county provided about 275 local businesses with $5,000
dollar grants to help get through the economic downturn caused by the pandemic.
Money has been set aside for the school districts within the county, including
the St. Joseph public school district, as they prepare for the opening of
school. The Social Welfare Board has requested funds. Money likely will go to
fire departments in the county as well as parks departments. Sawyer says the
Buchanan County jail needs money to provide jail cells which can be quarantined.

Sawyer says determining what qualified for the funds was a bit
tricky at first.

“We feel pretty good about where we stand now, meaning that we’ve
got a good feel for what really fits and what may be just a little bit out of
the scope.”

Sawyer admits the county faced very difficult decisions in
spending the money.

“I lost some sleep over it just because we were worried about making
sure we got it set up right, that we had a good process in place, that we were
fair, that we were utilizing the money to the best of our ability to keep
people healthy and keep people safe in the county,” Sawyer says. “So, that was
our goal.”

The state distributed the federal funds to counties based on
their population.

The driver failed to negotiate a curve. The Honda traveled off the road, crossed another road and struck a fence. Tri-County ambulance transported Portell to Cameron Regional Medical Center for treatment of minor injuries. She was not wearing a seat belt, according to the MSHP. 

Authorities have not reported what prompted the chase.

2 women hospitalized after Andrew Co. rear-end crash

St. Joseph School District officials have decided to temporarily close the Central High School campus for approximately six weeks, due to air quality and construction issues.

According to a press release from the district,&nbsp;the Freshman building has been severely impacted by recent rain and flooding. Experts from SERVPRO and Apex Envirotech have defined the problem and have identified the best approach to fixing the issues. Based on a thorough inspection and assessment of the building, the issues should be resolved by the end of September.

“It is the St. Joseph School District’s highest priority to ensure the safety and security of our students and staff,” said Superintendent Dr. Doug Van Zyl. “The building houses more than 30 classrooms that are utilized by students at all grade levels; therefore, it would be impossible to relocate those students and classrooms to the main building.”&nbsp;

Beginning August 31, students who have not signed up for the SJSD Virtual Academy will be learning remotely, from home during this time. This change does not impact the Virtual Academy students.

Tarkio Tech begins its first full year this fall after
beginning slowly as a vocational-technical school serving the students and
industry of northwest Missouri and southwest Iowa.

Interim President John Davis says Tarkio Tech had only one
student its first semester in January, but that one student became certified in
welding and got a lucrative job with Peter Kieweit in Omaha.

“That really is the whole basis of our programs is how they
(students) do when they get out,” Davis tells host Barry Birr on the KFEQ Hotline.
“We’re not just cranking out kids that have a piece of paper in their hands, but
we’re putting workers out there on the workforce that are filling much needed positions
and doing a very good job of it.”

Six students will take welding at Tarkio Tech this fall with
six others in its wind energy program. A plumbing course might be offered. The
technical college also is partnering with area high schools to offer classes. Eventually,
Tarkio Tech hopes to offer HVAC and computer information technology courses.

Students attracted to Tarkio Tech vary in age, widely. Traditional
and high school students are joined by non-traditional students in studying a
trade that can land them a job, often a good-paying job.

Davis says the goal of the school is to provide classes which
prepare students for the workforce.

“Our whole process starts with employment surveys for the area,”
according to Davis. “We draw a 75-mile radius around Tarkio and we look at the
employment statistics. Where are the jobs? Because, the last thing that we want
to do is create a program like oceanography and graduate 10 kids and there’s no
job.”

The Tarkio Technology Institute is the revived Tarkio College,
located in far northwestern Missouri. Tarkio College began in 1883, but closed
its doors in 1992. A dedicated group of alumni worked to resurrect the college
and succeeded in receiving state certification as a vo-tech college. It began
offering classes in January, but begins its first full year this fall.

Davis says a big grand re-opening in Tarkio has had to be
scaled back due to the coronavirus pandemic.

“And now it’s pretty much a one-day event,” Davis says. “We
will have a grand reopening ceremony at three o’clock on the 12th
and then we will have a tree planting right after that to commemorate the
rebirth of the school.”

Davis says the slow rollout is by design, beginning with the
welding and wind energy classes.

“And it’s just the first step,” Davis says. “It’s going to be
a long process to get the campus fully renovated and this is just the first
step of that. So, there’ll be new programs, there’ll be new levels that we’ll
reach as we go through the years.”

The grand re-opening on the Tarkio campus will be held
September 12th.

Boehringer
Ingelheim Animal Health has agreed to pay $379,089 to settle an allegation of
wage discrimination stemming from a federal audit of its St. Joseph facility conducted in 2015.

The
agreement comes after a compliance review of 2014 data conducted by the Department of Labor’s
Office of Federal Contract Compliance Programs. Boehringer is a global
pharmaceutical company and a federal contractor.

The
office alleged Boehringer discriminated in its base compensation of 75 female
employees working as scientists, technicians,
and technical administrators in the section in St. Joseph which manufactures
biological animal vaccines. Boehringer tells St. Joseph Post 29 of those women still work with the company in St. Joseph.

“The U.S.
Department of Labor is committed to combating pay discrimination and ensuring
fair compensation of all employees,” said Office of
Federal Contract Compliance Programs Midwest Regional Director Carmen Navarro in a written statement released
by his office. “Boehringer Ingelheim Animal Health USA Inc.
worked cooperatively with the Department to resolve these matters and to
prevent similar issues from happening again.”

Boehringer has agreed to provide back pay and
interest under the agreement as well as ensure that its pay schedules are free
of discrimination. Training will be provided to all
managers, supervisors and other company officials who oversee pay decisions.

Boehringer denies the allegations and
admits no liability in the case.

Flood relief efforts will continue for a while in south St. Joseph after flooding in July damaged hundreds of homes.

“Because this disaster doesn’t qualify for FEMA support, and because they were not in a flood zone that required flood insurance on these homes, most of these people are having to rebuild with just the support of the community,” says Kylee Strough, United Way of Greater St. Joseph President. “There is no insurance to help them cover these costs.”

Strough says their organization is helping coordinate some of the flood relief efforts. When Chick-fil-A St. Joseph owner Ruthie Seitz asked how they could help, Strough suggested partnering with InterServ.

“InterServ is actually located down in the south end and is a multi-faceted nonprofit agency, so they have the ability to help the families that have been impacted in a very direct way, along with other agencies,” Strough says. “So they did a fundraiser last Friday and raised $10,000, that’s a lot of chicken, that’s awesome.”&nbsp;

<a href="https://stjosephpost.com/posts/dc2f61a6-1a61-48df-83a7-c818d18973a3">Chick-fil-A St. Joseph donated 50% of sales from August 7th to InterServ’s flood relief efforts</a>. Strough says the funds will go to a wide range of short and long-term needs.

“Those dollars are going to go to help families’ first month rent and deposit, if they need to move, help them with a little bit of assistance if they need to replace an appliance, things like that," Strough says. "Also, really quickly and directly, InterServ and United Way have been partnering to supply building materials at giveaways that are happening at the Keys Christian Fellowship.”&nbsp;

Strough says it’s estimated over 200 houses were impacted by the flooding. Community Action Partnership, United Way or InterServ have connected with about 170 of those households who have needed help.

“Our first step is to make sure families have somewhere to stay, to sleep, things like that, and then looking at what are their longer term housing needs, do they need help with repairs,” Strough says. “That’s when we pull in the Baptists and Habitat and Community Action Partnership to do some of those repairs that are required. Missouri Baptist Disaster Relief is cleaning out the mud, the gunk, doing power washing; Baptist Church Journey and Habitat are going in with subfloors, sheet rock, things like that for some houses.”

Strough says they are also talking with the City of St. Joseph about what demolition looks like for some homes that families are not going to be able to return to.

“How can we make that not so burdensome for families to accomplish so that they can begin thinking about, do they sell their lot or do they move a mobile or modular home or do they try to rebuild.”

Multiple organizations, churches involved as flood recovery efforts continue

Every year, the Northwest Missouri Coalition for Roadway Safety awards grants to help organizations put on roadway safety programs.&nbsp;

Northwest Missouri Coalition for Roadway Safety Chair Larry Stobbs says the traffic fatality rate in the area is about equal to the same time last year even though the amount of cars out on the road is down.&nbsp;

“There was a couple times I actually observed people racing… two cars and they were both going over 100 miles an hour on the interstate and just from talking to some of the troopers and some of the law enforcement agencies in different areas, they’ve seen the same thing,” Stobbs says. “We’re just hoping that by doing some traffic safety projects, particularly with our high school and our college-age students, that maybe we can get those numbers lowered back down to where we’re not going to have as many injuries or deaths.”

Stobbs says every year there’s a certain amount of funding that goes to the Coalitions for Roadway Safety in Missouri and their focus is to get various groups or organizations to do traffic safety-related projects. Last year, the St. Joseph Youth Alliance hosted a traffic safety day at the Civic Arena for high school students in the region.

“They got to talk to different people in the traffic safety field, whether they were ambulance crews or firemen or police officers,” Stobbs says. “They had a speaker that came in and talked to them about the need for not drinking and driving and wearing your seatbelt and those things and it was based on a personal experience. So we do a lot of educational programs in particular but some of those things take a certain amount of money in order to get done.”

Stobbs says due to COVID-19, things were slowed down at the state level, meaning they only released about half the money as usual to the roadway coalitions.&nbsp;Stobbs says this year they are limiting funding requests to 2 thousand dollars.

“We’re doing that just because the amount of money that we’re getting is so small that we really want to make sure that as many projects that can be done as possible happen in northwest Missouri," Stobbs says. "Because it’s not just St. Joseph and Savannah, it’s places like Maryville and Rockport and Tarkio and Bethany and Chillicothe and Trenton and basically all of the smaller communities in the 20 counties up here in northwest Missouri, so we’re just trying to fund as many of those traffic safety programs as we can with the available funding that we have.”

Organizations eligible to apply for these funds include schools, community groups, law enforcement, health departments, and others. Applications are due September 18th.

DONIPHAN COUNTY–&nbsp;The Kansas Bureau of Investigation (KBI) and the Doniphan County Sheriff’s Office are investigating the death of a man that occurred in rural Doniphan County.

 </figure>DONIPHAN COUNTY–&nbsp;The Kansas Bureau of Investigation (KBI) and the Doniphan County Sheriff’s Office are investigating the death of a man that occurred in rural Doniphan County.Just after 9:45 a.m. August 13th, the Doniphan County Sheriff’s Office received a call from a citizen who reported finding a body in the creek on his land, according to a media release from the KBI.When deputies responded to the location, which was South of Troy, Kan., in a tributary of Rock Creek, they found a deceased male later identified as Darren A. Blandin, 55, of Horton, Kan. It is unknown how long he had been in the Creek.An autopsy was conducted on Friday, Aug. 14. At this time, foul play is not suspected, but a full death investigation is being conducted as investigators wish to retrace Blandin’s final weeks.
