TOPEKA — Gov. Laura Kelly 
touted job creation, opportunities to expand wind farming and potential 
savings for ratepayers Wednesday with construction of an electric 
transmission line to move power from western Kansas to consumers in 
Missouri, Illinois and Indiana.

She joined transmission 
developer Invenergy to outline benefits of Grain Belt Express, which is a
 780-mile project designed to transfer 4,000 megawats of wind-powered 
electricity from the rural plains to population centers. The project has
 been mired in legal and political battles, but could alleviate a 
shortage of transmission capacity in Kansas needed for delivery of its 
abundant wind resource.

Kelly said the project 
would create in Kansas an estimated 22,500 temporary jobs during the 
three-year construction and nearly 1,000 permanent jobs as the system 
went online. She said Kansans would earn $1.6 billion in salary during 
construction and $54 million annually when operational.

“Kansas is uniquely 
positioned to be a regional and national leader in the development and 
expansion of clean and renewable energy,” the Democratic governor said. 
“The Grain Belt Express will be instrumental in helping to power Kansas 
and other states.”

The Grain Belt Express’ 
transmission network would move electricity from the Dodge City area 
into northern Kansas, turn eastward and cross into Missouri near St. 
Joseph. The line would follow an easterly course through Missouri and 
Illinois before reaching Indiana.

Kris Zadlo, senior vice 
president of regulatory affairs at Invenergy, said during the news 
conference the company’s investment in the project could inspire enough 
wind and solar farm development in Kansas to power 2.4 million homes.

Kansas and Missouri 
consumers might benefit from lower-cost power if utility companies in 
those states take advantage of new access to electricity drawn from 
renewable sources, he said.

Zadlo and Kelly said the 
large investment in Kansas would be beneficial as the economy worked 
through damage caused by the COVID-19 pandemic.

“Economic recovery and 
long-term economic competitiveness in Kansas and Missouri depend on new 
investment, more jobs and tapping into low-cost, homegrown clean energy,
 which Grain Belt is moving full speed ahead to deliver,” he said.

Kansas Lt. Gov. Lynn 
Rogers said Grain Belt Express would allow installation of broadband 
infrastructure on towers along the line in support of internet services.

“This new project will not
 only create good-paying jobs and invest dollars in our communities, it 
will strengthen Kansas’ position as a leader in renewable energy and 
make great strides in our efforts to expand broadband access statewide,”
 Rogers said.

Chicago-based Invenergy 
bought the Grain Belt Express project in 2018 from Clean Line Energy 
Partners in Houston. The transaction was approved by Kansas and Missouri
 regulators.

The transmission project 
has been endorsed by environmentalists who advocate for greater reliance
 on renewable energy rather than power plants driven by fossil fuels. 
Landowners in Missouri concerned about the line’s interference with farm
 operations or adverse affect on their health sought to block the 
project.

In July, the Missouri 
Court of Appeals rejected the challenge by Missouri landowners of a 2019
 ruling by the state’s Public Service Commission to allow Invenergy to 
buy rights to construct the Grain Belt Express line.

The plaintiffs’ attorneys 
argued Missouri regulators shouldn’t allow a private company to rely on 
eminent domain proceedings to acquire land for towers necessary to carry
 the above-ground line. The appellate court, however, determined the 
sale was permitted because the electricity would be transmitted to serve
 the general public rather than particular retail customers.

Kelly, Invenergy outline economic jolt of electric transmission project

The Kansas City Chiefs' game with the New England Patriots scheduled to be played Sunday afternoon at Arrowhead Stadium has been postponed after multiple positive COVID-19 tests.

"The New England-Kansas City game scheduled for 4:25 p.m. ET (3:25 p.m. Kansas City time) Sunday will be rescheduled to Monday or Tuesday after positive COVID-19 tests on both teams," the NFL announced in a statement posted to NFL.com. "In consultation with infectious disease experts, both clubs are working closely with the NFL and the NFLPA to evaluate multiple close contacts, perform additional testing and monitor developments. All decisions will be made with the health and safety of players, team and gameday personnel as our primary consideration."

Both Patriots starting quarterback Cam Newton and Chiefs practice squad quarterback Jordan Ta'amu have been placed on the reserve/COVID list after testing positive for the coronavirus.

The NFL Network reported the Chiefs facility has been shut down at this time.

St. Joseph health officials, on Friday, reported three more coronavirus-related deaths in Buchanan County.

According to the St. Joseph Health Department, the individuals were a man in his 60s, a man in his 80s and a woman in her 80s. All had underlying health conditions.

There have now been 35&nbsp;coronavirus-related deaths in the county.

Health officials report an increase of 52 COVID-19 cases for Buchanan County Friday.&nbsp;The county now reports a total of&nbsp;2,725 COVID-19 cases since counting began.

Mosaic Life Care reports 45 COVID-19 patients in its St. Joseph hospital currently with four in Maryville.

Buchanan County reports three more deaths related to COVID-19

A social worker and trauma consultant with the St. Joseph School District is continuing her work to help students and the community learn about the effects of trauma and stress and how to work toward healing and health.

The Adverse Childhood Experiences or ACEs study shows how <a href="https://stjosephpost.com/posts/5d93e743e246e0a9b80c1f57">childhood trauma can lead to health issues throughout a person’s life</a>.

Jean West says one of the co-facilitators of the research study, Dr. Robert Anda, will be coming to the community to train school staff and others.

“We’ll have 15 SJSD staff and 10 local community agency staff,” West tells St. Joseph Post. “So this will be something that will be a community effort to help individuals and parents understand what ACEs - Adverse Childhood Experiences - are and what they can do to help lower those and promote healing in adults and children.”

West says they will also be training four more teachers on the neurosequential model in education.

“This helps teachers to understand how our brain works and helps them to teach kids how their brain works,” West says. “What we find is when people have that understanding, they’re able to regulate their emotions in such a better way, it just makes so much more sense when you’re like, ‘I understand why I’m so upset and I have coping skills to help me to calm down,’ instead of just maybe acting out or getting in trouble.”

West says coping skills and self-care are important now more than ever, adding that the stress level of school district staff has doubled and tripled this school year with coronavirus concerns.

“You go and you do your job, but you could be exposed every single day," West says. "Then you do your job on top of your job to try to get the virtual done, so the stress level is very high and so self-care is critical.”

West says they're also working to help students who are also dealing with anxiety related to this year.

“Just like adults, they’re like, ‘Why is everything so different?' and 'This doesn’t make sense,' and 'When is this going to come to an end?’ and we’re doing our best as a district to help with those fears, but they’re very real and normal fears.”

West has been working for several years with local Rotary Clubs and other agencies in St. Joseph to help provide resources for students dealing with anxiety and trauma. <a href="https://stjosephpost.com/posts/ca929660-2ce7-4ed2-91c7-bccd8c74c39c">Earlier this week</a>, the clubs made a donation to fund therapy dogs at two St. Joseph schools.

location, selling it for development of a business park.

Expo Center officials say the site has been sold to developer Steven Craig.

Expo
Center Executive Director Gerald Sprong says simple economics played into the
decision.

“Bottom
line is we could not raise the amount of money that was necessary to carry out
the project,” Sprong tells KFEQ Ag Director Dione Bertling. “The crowning blow,
I think, was the COVID-19 situation where people just weren’t willing to give
money to let us do the grading and retire the indebtedness that we needed.”

The
145-acre site now will become a business park.

Sprong
says the vision for the Ag Expo Center, particularly as a place for youth
livestock shows, remains alive though it will be scaled back from the original
vision.

While
the sale might be a blow to the original plans for the Ag Expo Center, it opens
new opportunities for economic development in St. Joseph.

St.
Joseph Chamber of Commerce President Patt Lilly says the planned business park
could be used by several businesses or for one large project.

“The
most important thing from my vantage point is that we now have another
available site that we can utilize in our marketing efforts and also be able to
potentially propose for future projects as we receive interest from companies outside
the community about St. Joseph,” Lilly tells St. Joseph Post.

Lilly
says the site still needs infrastructure, but it’s location off Highway 36 and
near Interstate 29 should make it very attractive to businesses.

Another
aspect stands out to Lilly, who says it shouldn’t be overlooked. Lilly says
having a private developer buy property for a business park is a welcomed
development in St. Joseph.

“Something
that we certainly see in larger communities, Kansas City,” Lilly says. “It’s
easy to get a little envious when you’re sitting in St. Joe and you see
developers in Kansas City building business parks, building shell buildings,
all of those things and the fact that it’s happening here in St. Joe I think is
very exciting for the community and certainly something to look forward to.”

Ag Expo Center change brings opportunity for St. Joseph

A
proposed merger of two northeast Kansas electric cooperatives has been rejected
by coop members.

The
Boards of Trustees for Nemaha-Marshall Electric Cooperative Association in
Axtell and Doniphan Electric Cooperative Association in Troy had unanimously
approved taking the proposed consolidation to their members. Kansas law
requires that each cooperative receive at least two-thirds approval by members.

The
vote was held on October 1st after extensive review of the proposal
during special meetings with members of both electric cooperatives. Members of
the Nemaha-Marshall Coop and the Doniphan Electric Coop voted both in person
and by mail.

“We
are disappointed with the outcome. The Boards of Trustees have worked
diligently on
this issue. However, these are member owned and member driven electric
cooperatives. The members have spoken with this vote,” Daniel O’Brien, General
Manager for the Doniphan Electric Cooperative, said in a written statement
released by the coop.

“Our organization appreciates the work
by both Boards of Trustees, the consultants and key employees who have worked
to develop this proposal,” Kathleen O’Brien, General Manager for the Nemaha-Marshall
Coop said in a written statement&nbsp;“Going forward, we will continue to provide
our members with best-in-class electric service."

The Missouri State Highway Patrol reported a 2002 Ford Escape driven by Melanie S. Smith, 35, Dearborn, was eastbound on SW 208th one half mile west of Trimble.

The car traveled off the road, struck an embankment and rolled onto its top.&nbsp;

Tri-County EMS transported Smith to St. Lukes. She was properly restrained at the time of the accident, according to the MSHP.

ATCHISON COUNTY—One person was injured in an accident just before 12:30p.m. Thursday in Atchison County.

The Missouri State Highway Patrol reported a 2012 Freightliner semi driven by driven by Tyler R. Corbin, 29, Odessa, was northbound on Interstate 29 two miles north of Rock Port.

The semi traveled off the road and overturned. Atchison-Holt EMS transported Corbin to Fairfax Hospital. He was not wearing a seat belt, according to the MSHP.

ATCHISON COUNTY—One person was injured in an accident just before 12:30p.m. Thursday in Atchison County.The Missouri State Highway Patrol reported a 2012 Freightliner semi driven by driven by Tyler R. AMAZONIA, Mo. - Emergency roadway repairs will once again close a section of southbound Interstate 29 in Andrew County Thursday evening.

According to the Missouri Department of Transportation, after attempts to temporarily repair the roadway, contractors from Capital Paving and Construction, LLC., working with MoDOT, will close I-29 southbound, just north of Hopkins Creek (near mile marker 59), from 6 p.m. Thursday to 6 a.m. Friday in order to complete a concrete patch.

Due to expected low temperatures overnight, the closure may be extended Friday morning to ensure the concrete has cured completely.&nbsp;

During the closure, southbound traffic will be directed onto U.S. Route 59 (Exit 65) east onto U.S. Route 71, then south to reconnect with I-29. Motorist will not be able to access I-29 southbound at Route K/CC (Exit 60) and will need to use an alternate route.

Drivers are urged to stay alert and pay attention to all roadway signing and barricades.

Pumpkinfest has gone virtual this year with the hope of
inviting everyone back next year for the fall festival’s 25th
anniversary.

Pony Express Museum Executive Director Cindy Daffron says the
steering committee held off on a decision as long as possible, then relented
and canceled the celebration. 

Instead, it will go virtual featuring a virtual costume photo
contest.

“We thought, you know, give something back to the kids. We feel
like we’re dedicated to family and to children,” Daffron tells host Barry Birr
on the KFEQ Hotline. “So, we said the Pony Express is going to ride on, no
matter what.”

Organizers decided that if they couldn’t hold the festival at
the Pony Express Museum and allow people to view the Pumpkin Mountain, they
would provide a “behind the scenes” video on how Pumpkinfest got started and
how all those pumpkins get carved and put on display.

“We even said, let’s just build a mountain and let the people
look at it and then they’re like, oh no, then we’ll have a traffic jam in the
city and we thought how can we even make it a drive by,” according to Daffron. “There’s
no good way on those streets down there to make it be a drive by like you could
drive through the park or something.”

Pumpkinfest 2020 is using the <a href="https://www.kq2.com/content/contests/572319951.html#/rounds/1/gallery">KQ2.com – Contest Page</a> to upload
photos by ages. The contest runs through October 6th. Winners will
be announced on the 9th.

Daffron says the virtual presentation this year should provide

get to enjoy something together again and that’s what we’re hoping for.”

Savannah High School will be moving to what’s called a ‘fixed-blended’ model for classes starting next week.

The change applies to students who have been attending in-person classes this semester. The plan is for students to be split into two attendance groups - one group will attend virtual classes one day and the other group in-person and they will switch depending on the day. All students will learn virtually on Wednesdays.

Savannah R3 School District Communications Coordinator Jess Gillett says the changes came about due to the need to quarantine students.

“After seeing students being quarantined, some students being quarantined more than once, and then even students who hadn’t been quarantined, there’s that fear that, ‘Am I next, am I going to be in school tomorrow?’ It really was just creating a very inconsistent educational model for our students, for our staff, and so that was really the push to this."

Gillett says the fixed-blended model will allow the school to spread students out more, limit exposure and hopefully bring their quarantine numbers down.&nbsp;

Gillett adds that teachers and district staff have all been working hard to be creative and help students learn this year.

“Teachers are kind of learning on the fly what to do and what is best to reach these kids. Sometimes we try things and, ‘Man that was not as effective as we thought it was going to be,” Gillett says. “Our teachers have been wonderful, they’re willing to learn, they’re willing to do whatever they need to do to really be putting their best educational foot forward for our students and that’s a big part of our success right now.”

A teenage Savannah boy died after the pick-up in which he was
riding went off the road, hit a tree, and overturned, ejecting both him and the
driver.

The Missouri State Highway Patrol reports 17-year-old Brodee
Becerra died at the scene, on County Road 333, half a mile south of Savannah.

The 16-year-old driver escaped without injury.

The patrol states the 16-year-old, who is not identified, was
driving south on County Road 333 around 11:20 last night when the pick-up
went off the west side of the road, hit a tree, and overturned, throwing both
him and Brodee from the pick-up. Neither was wearing a seat belt.

accident in Livingston County in which a semi tractor-trailer struck a combine
is being used as an example of the dangers posed on the highways during harvest
season.

The
Livingston County Sheriff’s Department reports the semi clipped the driver side
rear tire of the combine while trying to pass. Both were traveling west on U.S.
36 Highway near Mooresville Tuesday, sending the combine into the median where
it overturned, coming to rest on its side.

The
combine driver, 60-year-old Curt Shonk of Breckinridge, suffered minor
injuries.

The truck driver, 72-year-old Daniel
Deal of Kansas City, was not injured.

The Livingston County Sherriff's
Department assisted the Missouri Highway Patrol to clear the road. It took several
hours for normal traffic flow to resume.

of everything on the road and be on the lookout for large farm vehicles.

to the community the Board of Directors would consider a change of location
and/or venues.&nbsp; Mr. Craig’s purchase meets that test,” Ag Expo Center
Executive Director Gerald Sprong said in a written statement released by the
center. “The park will be a tremendous asset for the community, and will extend
the economic impact Ag Expo has already brought.”

Expo Center leadership announced a change in direction in July. Craig entered
into an agreement to buy the present site later that month.

Officials
state in a news release that “Steps are underway to continue the Ag Expo
Center as a venue for educational opportunities, leadership for area youth and
agriculture at a new location.” Officials say the project’s goals remain the
same:&nbsp; to improve the lives of area youth
and build upon the region’s longstanding agricultural heritage.

“As
we continue to evolve the project to meet the region’s needs and goals, it
makes sense to maximize the original site location toward further economic
development with Steven Craig,” Sprong stated. “Ag Expo Center is proud that
through its efforts as a catalyst the entire area benefits from the development
of the land to date – as well as the development that is to come with its sale

Buchanan County has distributed most of the $10.2 million it
received in federal coronavirus funding.

Buchanan County Presiding Commissioner Lee Sawyer says the
county provided $5,000 grants to 303 small businesses.

“We’ve been very cautious, but we also wanted to get the money
out and into people’s hands as soon as we could, especially with the small
business grants because we know that there were some of the businesses that
were shut down and their bills kept coming,” according to Sawyer.

Sawyer says the commission has worked to help county school
districts to adjust to COVID-19 precautions. Some of the money has been set
aside to reimburse school districts for pandemic-related expenses.

Sawyer says the County Commission will be holding several meetings over the next couple of weeks about how best to used the rest of the money.

The county
allocated $250,000 to conduct the county-wide antibody testing at Mosaic Life
Care.

Sawyer says the county expects applications for reimbursement
for coronavirus-related expenses to keep coming in.

“Now we’re seeing more reimbursement, sort of larger chunks
from organizations that now know exactly what their needs were and are with
masks and hand sanitation and partitions in between cubicles and things maybe that
didn’t exist before to create a barrier for people,” Sawyer says. “So, we’re
seeing more of that.”

So far, approximately $9 million has been spent or set aside.

Sawyer praises the work of various county officials in fully vetting
those who received CARES Act funding to ensure the money goes to offset legitimate
expenses.

Congress passed the CARES Act and the state of Missouri allocated
money to each county on a per capita basis.

An Atchison woman has claimed a top prize on the Kansas Lottery’s $5 
Lucky 7s Tripler ticket. While waiting for her grandmother to finish 
treatment in an Overland Park clinic, Jessica Martin decided to visit a 
small convenience store to grab her usual bunch of lottery tickets. Her 
method paid off with a $27,777 win.

“I always buy 16 tickets at a time of the same game because I feel 
like my odds of winning are better,” Martin revealed. “It was the 11th ticket I scratched that showed the $27,777!”

At first, Martin thought she had won only $2,000, but her husband 
soon inspected the ticket and saw she really won the top prize on the 
Lucky 7s Tripler ticket.

“I couldn’t believe it when he said I had won $27,777! I probably screamed and yelled for a good 30 minutes,” she laughed.

Martin’s family was ecstatic to hear about her win because Martin 
travels quite a bit bringing her grandmother to Overland Park from 
Atchison for health treatments.

“The money is going toward a new car that is safer and more reliable,” she said. “This win is a huge blessing for us.”

The winning ticket was sold at H &amp; R Enterprise Inc. at 8770 
Nieman Road in Overland Park. There is still one $27,777 top prize left 
in the <a href="https://www.kslottery.com/games/instants/?gameid=188">$5 Lucky 7s Tripler</a> instant scratch game, as well as thousands in other prizes.

“Kansas is uniquely positioned to be a regional and national leader in the development and expansion of clean and renewable energy,”&nbsp;Kelly said.&nbsp;“The Grain Belt Express will be instrumental in helping to power Kansas and other states, and will bring nearly 1,000 jobs and billions in economic investment and energy savings to our state. My administration is committed to rebuilding our foundation and supporting key investments that will continue to boost economic development, recruit businesses, foster a healthy workforce, and produce sustained growth.” &nbsp;

According to an analysis on behalf of the company, the Grain Belt Express will create up to 22,525 jobs supported over the three-year construction period, 968 full-time, permanent operations jobs, and $8 billion of total, long-term economic investment in Kansas. Additionally, the project will save up to $7 billion in electricity costs for Kansas and Missouri consumers through 2045, and produce $3.7 billion in economic output during construction and $235 million in annual economic output once operations begin.
