HOLT COUNTY —One person was injured in an accident just before 1p.m. Wednesday in Holt County.

The Missouri State Highway Patrol reported a 2004 Pontiac Bonneville driven by Donald L. Blevins, 62, Mound City, was eastbound on MO 113 five miles east of Mound City.

The car traveled off the south side of the road and the driver overcorrected. The car returned to the road, traveled off the north side of the road, returned to the road, traveled off the south side again and overturned.

Atchison-Holt ambulance transported Blevins to Mosaic Life Care. He was not wearing a seat belt, according to the MSHP.

The St. Joseph City Council voted to extend the current mask mandate another 30 days.

The order, <a href="https://stjosephpost.com/posts/951a5f77-7a42-406e-b1c3-bce1f1b1c05e">in effect since September 17th</a>, requires masks in all indoor public places. It was set to expire October 16th.

Council member Brenda Blessing, at this week's city council meeting, suggested extending the order through the end of the year.

“I don’t see in 30 days that our (COVID-19) numbers are going to drastically go down to where it was when we first did this,” Blessing says.&nbsp;“I just think we should try to do it to the end of the year instead of coming back every 30 days.”

The council voted 6 to 2 to extend the mask mandate another 30 days, through November 16th.

St. Joseph City Council extends mask mandate through Nov. 16th

A ribbon cutting has finally been held for the Center for
Excellence in Applied Healthcare Learning on the Missouri Western State
University campus.

COVID-19 delayed the ceremony, but officials say the coronavirus
pandemic only emphasizes its need.

Interim Missouri Western President Elizabeth Kennedy tells an
audience gathered on the St. Joseph campus the center will train nurses in the
latest healthcare techniques.

“We’ve been able to expand and enhance our simulation lab
space insuring that Missouri Western’s education and training programs are
responsive to our workforce needs, both now and in the future,” Kennedy says.

Gov. Mike Parson, making his first public appearance since quarantining
after testing positive for COVID-19, points out a joint effort provided the
money for the center.

“If you put the powers of the state of the government and you
put the education community, K through 12, high school, community colleges, and
you throw the private sector in there and you’re all on the same page, I guarantee
you this state will be successful,” according to Parson.

Missouri Western received a $550,000 MoExcels Workforce Initiative
grant from the state with the Missouri Western Foundation and Mosaic Life Care
also contributing.

Mosaic President, Dr. Mark Laney, tells those gathered for the
ribbon cutting that in today’s climate, a local effort must be undertaken to
train the healthcare workers it needs.

“We know that nationwide it really is difficult to attract
healthcare workers here,” Laney says. “It is our task to be more creative and
more innovative to attract and retain the best and brightest youth to our area
to serve our populations.”

Parson, who had his own bout with COVID-19 after First Lady
Teresa Parson contracted the disease, says the coronavirus pandemic only
emphasizes the need for a center which trains nurses.

“If there ever was a time to have an institution like this, a
training center like this, it is now,” Parson says. “When you look at our
healthcare workers across the state of Missouri…for most of us, we’ve had time
to get our second wind (for lack of) a better term, those healthcare workers
have been on the front line now for eight months with no relief.”

The total cost of the Center for Excellence was $1.14 million.
Missouri Western says it has allowed the university to add 20 nursing students,
bringing the total number of nursing students on campus to more than 200. The
university hopes to graduate approximately 120 nursing students a year.

Construction of the center was completed in March and has
already hosted training sessions. COVID-19 restrictions this spring canceled
the earlier scheduled ribbon cutting.

CLINTON COUNTY—One person was injured in an accident just after 12:30p.m. Tuesday in Clinton County.

The Missouri State Highway Patrol reported a 2004 Jeep Liberty driven by Hunter C. White, 24, Lathrop, was eastbound on MO 116 three miles west of Lathrop.

The Jeep struck a 2002 International Dump Truck driven by John L. Farr, 82, Gower, that was northbound on Wexford Road and attempting to turn west on MO 116.

Tri County Ambulance transported White to Liberty Hospital.&nbsp; Farr was not injured. White was not wearing a seat belt, according to the MSHP.

Missouri woman hospitalized after Jeep, dump truck crash

U.S. Army Corps of Engineers Kansas City officer commander,
Colonel Bill Hannan, insists the Corps is listening to the states on how best
to prevent recurring Missouri River flooding.

Hannan says nearly all the levees damaged from Holt County on
down to St. Louis have been repaired.

“The levee repair efforts are in much better shape,” Hannan says.
“So, we have all the required funding for that. We are actually moving faster
in levee repair than we did in the 1993 and 2011 floods. We are down to just a
few remaining contracts to award that once again working with the local
sponsors on to finish up their requirements. But that effort is looking much
better.”

Widespread flooding along the Missouri River last year devastated
the Missouri River levee system. In the Corps Kansas City district alone, 65
levees were damage. Levees in the Omaha district, which runs from Atchison
County, Missouri north, suffered similar damage as floodwaters approached the
damage done by the historic flooding of 1993.

Hannan says the Corps has taken seriously Missouri’s complaint
that certain parts of the Missouri River become “choke points” during flooding,
making things worse. Hannan says the Corps is studying with the states of
Missouri and Kansas those areas which seem to be prone to flooding.

“Looking at those highest priority problem areas, many of
those are pinch points on the river,” Hannan says. “In addition, we’re meeting along
with the state of Missouri in the lead, eight different communities across Kansas
and Missouri on the river, getting local input; what would work for your area?
What are the issues you see on the river?”

Repair of the Missouri River levee system continues with only
a fraction of the levees damaged by last year’s floods still needing repair.

Once done, the system will be restored to its pre-flood condition.

“Which actually doesn’t make me happy,” says Hannan.

Hannan says the Corps has undertaken a study with the states
of Missouri, Kansas, Nebraska, and Iowa on how to improve flood protection along
the Missouri River.

“I don’t necessarily like the word ‘study;’ what it is it’s an
analysis to find solutions,” according to Hannan. “So, ultimately what we want
to do is figure out how to make better solutions on the river, just like we’re
doing here in St. Joe. Increase the flood protection along the river so we don’t
have the 65 damaged levees like we did in 2019.”

Hannan says about 55 of the 65 Missouri River levees in the Kansas
City district damaged last year have been repaired, with contracts soon to be
let for repairs to the remaining damaged levees.

The Corps has collected its share of critics, some of whom
claim how the Corps manages the Missouri River has made it susceptible to
flooding; claiming management practices by the Corps lead to flooding rather
than prevent it.

Hannan has heard the criticism. He says he attempts as much as
possible to address the critics’ complaints directly. Hannan also points out the
Corps is bound by federal law to balance eight different priorities for
managing the Missouri River.

“And I’m bound even by law to be impartial,” Hannan says. “It’s
not an easy job, but I think the Corps is probably in the best position to work
with the intersection of navigation, flood control, fish and wildlife, irrigation,
water supply. There are a lot of different interests along the river, but overall,
I think we do a really good job.”

Corps insists it seeks improved Missouri River flood control as it repairs damaged levee system

When Second Harvest Community Food Bank learned it would no longer be receiving federal funding that affected its senior box program, they decided to continue the program internally.

According to Second Harvest, the Missouri Department of Health and Senior Services notified them it would not be renewing a contract for the&nbsp; USDA Commodity Supplemental Food Program (CSFP) that affected funding for their <a href="https://www.shcfb.org/what-we-do/nourishing-seniors.html">senior box program</a>.&nbsp;

Second Harvest Communications Coordinator Blake Haynes says conducting the program in-house means funding will have to come internally, but it will allow them some flexibility.

“It’s going to allow us to adjust our caseload a little more than what we were able to in the past, for example, we won’t say, every month we know that we’re going to serve exactly a thousand seniors, that’s how it’s going to be for the entire year and that kind of thing, it allows us to adjust that number as needed,” Haynes tells St. Joseph Post. “So if we have 1,039, we’re not having a long waiting list to be able to provide services to those who are in need within our counties, so it really gives us more flexibility and a little bit more variety of some of the products we can provide for those in need.”

Haynes says, due to the pandemic, they have seen needs increase for every age group.

“Especially, you’re seeing more seniors attend our Fresh Mobile Pantry distributions, you’re seeing more seniors... in need and really relying on some of these supplemental programs that we provide," Haynes says. "So bringing this senior box program internal is just going to allow us to assist a lot of seniors and do a lot of good in our community for that demographic and that age group.”

Second Harvest is also continuing to work with school districts with the Backpack Buddies program for students learning in-person and virtually.

“It is a little different this year with some of those kids that are doing the remote schooling versus the in-person, but overall, it’s running as normal as possible, we’re making sure to get those meals and snacks to the school districts and they’re distributing them pretty much normally.”

Haynes says moving forward, another hurdle the food bank faces is no more Coronavirus Food Assistance Program funding. Haynes says that will reduce the amount of pop-up mobiles the food bank will be able to do.

"Due to product availability, we’re not able to schedule all the extra pop-up mobiles as needed within the counties that data tells us we need to be in," Haynes says. "So we’re trying to evaluate how we’re going to address some of that and we do have a couple open days at the end of the month… so we’re going to evaluate and see what we can do those days but it’s really going to depend on product availability and what we can distribute at that time."

COVID-19 cases and hospitalizations up in Buchanan County

The annual Donut Dash 5K will have virtual and in-person options this year, but all the donuts will be real.

Kristi Bailey with the St. Joseph Chamber of Commerce says those who would like to participate virtually will have until October 31st to complete the run.&nbsp;

“You just post a picture on Facebook with you somewhere on the route and you’ll receive a t-shirt, a finisher medal and a coupon for a donut from Gold-N-Glaze," Bailey tells St. Joseph Post. "So you still get everything everyone else does, but you just get to do it on your own in your own time.”

Bailey says there will be&nbsp;safety precautions in place for the in-person race on October 24th and participants will be required to wear masks if they ride the shuttle from the finish line back to their vehicles.&nbsp;

Bailey says the 5K raises funds each year for&nbsp; Mount Mora Cemetery, the Patee House Museum and Robidoux Row Museum.

“This year in particular, all of those places have seen a big decrease in funding, because of the coronavirus and shut downs and people not visiting and the Patee House, also, had some very serious storm damage earlier this year, so they need to raise money this year now more than ever.”

The in-person Donut Dash begins at 8 a.m. on Saturday, October 24th at Patee House Museum.

The St. Joseph School District Board of Education voted Monday night to follow the district administration’s recommendation to move to a hybrid learning model beginning Monday, Oct. 12th.

According to a press release from the district, during the past week the district has seen an increase in the number of school staff members who have tested positive for COVID-19 or are quarantined due to a close contact with a positive person. The district says finding substitutes to fill some of the positions has been extremely difficult.

In-person classes will be held Tuesday, Oct. 6, but schools will be closed the remainder of the week – Oct. 7, 8 and 9 in preparation for this transition – this includes students who attend Hillyard Technical Center. No remote learning will take place on those three days for in-person students.

The Missouri State Highway Patrol reported a 2003 Dodge Grand Caravan driven by Daniel D. Waller, 56, Brookefield was northbound on County Road 255 two miles south of Chillicothe.

The van began to skid at it approached the T intersection with Livingston 234. Then van traveled through the intersection and overturned onto its top.

Chillicothe EMS transported Waller to Hedrick Medical Center. He was properly restrained at the time of the accident, according to the MSHP.

A new headquarters for the Air National Guard in St. Joseph is
taking shape at Rosecrans Memorial Airport, but it might take some time to
complete the project.

Serious consideration to move from the south end of Rosecrans
Memorial Airport began after it flooded in 1993, according to 139th Airlift
Wing Vice Commander Colonel John Cluck.

“As we rebuild our buildings through just attrition and older
buildings need to be replaced throughout time, we’re building everything up
north to give a better safety factor, God forbid we ever could have something
again, it wouldn’t hurt us,” Cluck tells St. Joseph Post. “Water would go by
it, not in it.”

Discussion to erect new buildings began after the flood. The
move will keep the base out of the area south of Rosecrans Memorial Airport
which flooded in ’93 and locate it north, away from any flood danger. 

Floods last year threatened the Guard as well. Emergency
efforts to reenforce the levee on the West bank of the Missouri River kept
floodwaters from swamping the Air Guard, Rosecrans, Elwood, and Wathena.

Completion of the 139th’s new home will take a
while. Cluck calls the original plan to complete the move in 10 years likely
too aggressive. He says it might take up to 20 years to complete.

“It will be a big impact,” Cluck says. “It will be a
completely new base throughout time.&nbsp;
Hopefully, (it) will give us staying power for longevity of the 139th
in this area for many generations to come.”

Several new buildings have been completed. A new
communications center is being erected now with a new simulator building soon
to break ground. A new operations center could be completed by the first of the
new year.

Cluck says the renovation of the 139th headquarters
has the backing of the National Guard and the Air Force.

“We believe we’ve got a really good start and big Air Force,
big National Guard, everybody has bought off on this plan and they are fully
vested.”

Cluck says the Air Guard hopes to build a headquarters which
the wing can call home for decades.

“If we have a base built here that meets all of the
requirements of the military as well as our local community, it just proves
that we’ll have viability for generations to come, that’s really the impact we want
to leave here.”

Mosaic Life Care reports 56 COVID-19 patients are being
treated at its St. Joseph hospital with another four being treated in
Maryville.

Mosaic has now tested 35,018 area residents with just
over 2,665 testing positive.

On Friday, St. Joseph health officials reported 52 additional
COVID-19 positive tests with three additional deaths; a man in his 60s, a man
in his 80s, and a woman in her 80s. All had underlying health conditions.

Andrew County health officials now report 439 coronavirus

The Missouri State Highway Patrol reported a 2010 Nissan passenger vehicle driven by Jeffrey T. McGinnis, 66, Barnard, was southbound on 2nd Street just south of Route M in Barnard.

The vehicle traveled off the east side road. The driver over corrected and the vehicle traveled off the west side of the road, struck a building and trailer.

Nodaway County EMS transported McGinnis to Mosaic in Maryville. He was properly restrained at the time of the accident, according to the MSHP.

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of Sept. Oct. 5 – 11.

Route 116 – Resurfacing project from east of Plattsburg to Route A/33 in Lathrop. The contractor plans to have all work complete by Oct. 9. There is a 10-foot width restriction in place. Flaggers and pilot car will be in place to guide motorists through the work zone.

I-35 – Resurfacing project from Route C (Exit 78) to U.S. Route 136 (Exit 92, Harrison County) through Oct. 7. This includes Saturday work.
