Gary Edwards says he’s ready to get started, though it will be
a while before the new St. Joseph City Manager officially begins work at City
Hall.

Edwards is wrapping up duties as city manager of Aransas Pass,
Texas with an official start date in St. Joseph of November 9th.

Edwards says there are a lot of challenges ahead, including
getting to know city leadership.

“Simply getting used to the community, mayor and council, and
staff. I’m going to be new to them and they’re going to be new to me,” Edwards
tells St. Joseph Post. “So, getting to know them and putting myself in a
position so that they can learn to trust me. You have to build up that trust.
It doesn’t happen automatically.”

Edwards says his first duty will be to get to know the mayor
and city council and understand the direction they want to take the city.

“They make policy. Staff carries out that policy,” according
to Edwards. “Understanding what they want to accomplish, because they’re
representatives of the citizen of the people; understanding what their goals
are, what their objectives are is a critical challenge that I need to learn
as quickly as possible.”

Edwards plans to visit St. Joseph this weekend and attend the
St. Joseph City Council meeting Monday.

2017 with recovery efforts only now winding down, the last federal disaster aid
paperwork being submitted.

Edwards has worked in Missouri previously, both in city

and his wife are eager to return to Missouri and begin work in St. Joseph,
which he calls a beautiful city full of history.

Edwards says that during the hiring process city leaders aren’t
only evaluating him, he is evaluating them. He came away pleased with what he
heard.

“They truly were interested, and this is no small point, they were
truly interested in the community,” Edwards says. “And they want to, from what
I saw, want to improve and make stronger the community. They want this person,
the city manager, to help them reach that goal.”

A
death investigation is underway in Livingston County after authorities found a
man suffering a single gunshot wound to the head.

The
Livingston County Sheriff’s Office reports the man died in route to the
hospital via air ambulance.

The
sheriff’s office reports the man, a military veteran who apparently was
homeless, was found severely wounded along a county road in northern Livingston
County Tuesday. A preliminary investigation has determined the man is from
Texas, though it is not known why he was in the area. The man had bought a gun in Texas.

The man's identity has not been released.

As student athletes begin to prepare for the winter sports season indoors, the City of St. Joseph has added an exception to the current mask mandate.

The current mandate requires masks be worn in all indoor public places, with some exceptions.

Mayor Bill McMurray says an exception was added with indoor winter sports in mind.

"Rather than just do away with all winter sports, we're trying to create a little bit of an exception here so programs can continue," McMurray says. "But, subject to the external environment, if our (COVID-19) numbers really deteriorate, we might have to rethink this."

The city announced the amendment Tuesday, which applies to those actively participating in a sport, such as basketball or wrestling. Masks will still be required for athletes on the bench or in the locker room.

ANDREW COUNTY — Two people were injured in an accident just after 5p.m. Tuesday in Andrew County.&nbsp;

The Missouri State Highway Patrol reported a 2020 Freightliner semi driven by Brian K. Anderson, 47, Omaha, was northbound on Interstate 29 three miles south of Fillmore.

The driver suffered from a medical condition and passed out at the wheel. The semi traveled off the&nbsp; west side of the road. The vehicle struck the ground with its front bumper, became airborne, struck the ground with its undercarriage, continued north in the median.&nbsp; The passenger side of the vehicle struck a bridge overhead before coming to rest in the median.

Lifenet transported Anderson to Mosaic Life Care. Andrew County EMS transported the driver's 16-year-old son to Mosaic. Both were properly restrained at the time of the accident, according to the MSHP.

A Democrat running for Congress in northern Missouri says
response to the coronavirus pandemic is a top priority of hers, especially
since testing positive for COVID-19.

“I was stricken with COVID in March on the campaign trail and
I believe it was someone’s spit when they were talking to me at a meet and
greet,” Gena Ross tells host Barry Birr on the KFEQ Hotline.

Ross is an assistant professor of Business and American
Government at Kansas City, Kansas Community College and an adjunct professor at
Baker University at Baldwin City, Kansas. Ross won the Democratic nomination to
take on veteran Republican incumbent Sam Graves in the November election.

COVID forced her off the campaign trail and into the hospital,
twice, for a total of 9 days.

Ross says even after being cleared of the virus, she
struggled.

“I couldn’t go out of the house,” Ross says. “I didn’t have enough
strength to go up and down the stairs.”

Ross says her faith helped her through the traumatic
experience.

“I just trusted God,” Ross says. “I prayed a whole lot. My
mother had prayer warriors; people were praying for me all over. I have asthma.
So, that made it even worse for me.”

Ross says her experience taught her how nasty COVID-19 is.

“Corona is wicked. It is demonic. It has no respect of person.
It’s invisible. So, just protect yourself the best that you can.”

Ross says the money from the past aid package has run out with
businesses still hurting and people still suffering in an economy which has yet
to rebound. She says members of Congress don’t feel the economic pain that
citizens do.

“Where’s the liberty for us? What’s in it for us?” Ross asks. “Our
livelihood is at stake and people are arguing over if they’re going to give
another check, if they’re not going to give a check, if they’re going to do
this for us or not going to do, you’re going to give unemployment, you’re not
going to do it. It doesn’t make any sense to me.” 

Ross criticizes President Donald Trump, claiming he didn’t
take the virus seriously enough, soon enough. She says a mask mandate early on
could have saved lives. In fact, in campaign literature, Ross is much more
direct, claiming that Trump knew the dangers of COVID, yet left American citizens
to die.

Congressional candidate keeps going after testing positive for COVID-19

While the upcoming holiday season may look different than Christmas past, an annual toy drive will still be fulfilling wish lists this year, with help from the community.

Joetown 107.5 Program Director and Radio Personality Gregg Lynn says it's expected that COVID-19 will affect this year's Christmas For Kids Toy Drive, so a 'Coins For Kids' initiative was started to help.

“We’re collecting pocket change and we’ve been doing this for a couple of months now,” Lynn says. “We’ve got some sponsor locations and we’ve got our collection buckets out, so if people are out and about, they can just drop whatever change is in their pocket or a dollar bill and all of that money will go towards the toy drive.”

Lynn says it's expected the toy drive will provide Christmas gifts for 150 to 200 kids this year through the Noyes Home for Children and more.

“This year, we’re adding more kids, we’re going to take care of the domestic violence shelter at the YWCA, any kids that are staying there, we’re going to make sure that they get some Christmas presents too.”

Gregg Lynn’s Christmas For Kids Toy Drive  will be held on Black Friday with location details to come. Lynn adds that anyone who doesn't feel comfortable getting out to shop this year can make a monetary donation online or have gifts sent to Eagle Radio studios.

COVID-19 hospitalizations jump up again in St. Joseph

Flu season is here and the St. Joseph Health Department wants to make sure that you are prepared to combat the risk of contracting it.

On Wednesday, the health department will hold its annual free flu clinic for Buchanan County adults. Health Department spokeswoman Nancy King says the flu shot may be more important than ever this year.

"For the upcoming flu season, the flu vaccination will be very important to reduce flu in order to reduce the overall impact of respiratory illnesses on the population and lessen the burden on the healthcare system during the COVID-19 pandemic," King says. "So, if we can reduce the number of serious flu cases, possible flu hospitalizations, then that will lessen the burden on our healthcare system."

King also says health officials are encouraging everyone to take preventative measures to avoid getting the flu, a preventable disease.

"It's a vaccine-preventable disease and it kills more people in the United States every year, prior to COVID, than any other vaccine-preventable illness, so we just encourage people to take that preventative step to get a vaccination, to either prevent getting the flu or to reduce the severity of symptoms if they were to contract it."

Flu shots will be given free of charge Wednesday, the 14th, at Krug Park from 9 a.m. until noon, as long as supplies last. It will operate as a drive-up service, and will be free to all Buchanan County adults, and you must wear a mask or facial covering during your time there.

There will be no additional services at the Health Department on the day of the clinic, but all services will resume the following day

St. Joseph Health Department will hold free flu clinic on Wednesday October, 14th

Missouri Governor Mike Parson says too much focus has been
placed on one step to hold down the spread of COVID-19 and he sees a political
motivation behind it.

Parson has been criticized for not issuing a statewide mask
mandate. He, instead, has left that up to local officials.

Still, Parson says he encourages Missourians to wear masks.

“The mask issue has become the most political issue,” Parson tells
reporters during a recent visit to St. Joseph, “but, it’s not one out of three.
It’s social distancing, don’t be around anybody for more than 15 minutes and don’t
get around large gatherings. Wear a mask; personal hygiene. I think we’ve tried
to make it into a one issue, but it’s really not. It’s all of the above
protects Missouri citizens. But I encourage it, ever since I stood up there in
March, I encouraged people to wear a mask and I will continue to do it."

Parson tested positive for COVID-19 shortly after First Lady
Teresa Parson tested positive. While the First Lady experienced mild symptoms,
Parson remained asymptomatic throughout two weeks of isolation in which he
remained in the governor’s mansion in Jefferson City.

His first public appearance was last week during a ribbon
cutting on the Missouri Western State University campus.

Parson says contracting the coronavirus gave him first-hand
knowledge about the virus.

“But you know, the thing about it is, what you learn from having
it yourself, for me and the First Lady, you’re like every other Missourian, you
know that risk is out there. You know you’re the governor of the state of
Missouri, the First Lady, and your risk is higher, simply because of the jobs
we have,” according to Parson. “I wish it was as simple as just going home and locking
the door and saying I’m not going to go to work, but the reality of it is as
governor you can’t do that.”

Parson says the experience had an impact.

“What it did for me? It just makes me realize that everyday

placed on one step to hold down the spread of COVID-19 and he sees a political
motivation behind it.Parson has been criticized for not issuing a statewide mask
mandate. He, instead, has left that up to local officials.Still, Parson says he encourages Missourians to wear masks.“The mask issue has become the most political issue,” Parson tells
reporters during a recent visit to St. Joseph, “but, it’s not one out of three.
It’s social distancing, don’t be around anybody for more than 15 minutes and don’t
get around large gatherings. Wear a mask; personal hygiene. I think we’ve tried
to make it into a one issue, but it’s really not. It’s all of the above
protects Missouri citizens. But I encourage it, ever since I stood up there in
March, I encouraged people to wear a mask and I will continue to do it."<figure>

Teresa Parson tested positive. While the First Lady experienced mild symptoms,
Parson remained asymptomatic throughout two weeks of isolation in which he
remained in the governor’s mansion in Jefferson City.His first public appearance was last week during a ribbon
cutting on the Missouri Western State University campus.Parson says contracting the coronavirus gave him first-hand
knowledge about the virus.“But you know, the thing about it is, what you learn from having
it yourself, for me and the First Lady, you’re like every other Missourian, you
know that risk is out there. You know you’re the governor of the state of
Missouri, the First Lady, and your risk is higher, simply because of the jobs
we have,” according to Parson. “I wish it was as simple as just going home and locking
the door and saying I’m not going to go to work, but the reality of it is as
governor you can’t do that.”Parson says the experience had an impact.“What it did for me? It just makes me realize that everyday
people are going to get this virus and we’re going to have to sure try to do

A drive-by shooting very early this morning hit two occupied
houses in St. Joseph, but no one was wounded.

St. Joseph police report several shots were fired into two
houses in the 16-Hundred block of Olive Street around 2:30 this morning. Both

St. Joseph, Mo. – The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of Sept. Oct. 12 – 18.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Interstate 29 – Bridge replacement project over Hopkins Creek and bridge rehabilitation project over Route T (mile marker 58-60) through 2021. Traffic will switch to head-to-head in the southbound lanes on Monday, Oct. 11. A 14-foot width restriction is in place. These bridges are included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.

I-29 – Concrete repair work as part of a resurfacing project from south of Route O to the Platte County line through late October. On Monday, Oct. 12, crews are scheduled to begin work on the southbound concrete approaches to the Pigeon Creek Bridge, located near the 39.6 mile marker. Southbound traffic will be reduced to one lane at the bridge with a 12-foot width restriction. Crews will begin working in the driving lane first, followed by the passing lane.

U.S. Route 169 (Belt Highway) – Resurfacing project from I-29 (Exit 50) to Route FF through early November. Operations will be conducted at night, Sunday through Friday, 7 p.m. to 6 a.m. No work is planned overnight on Saturdays. Some intersections and ramps throughout the project may briefly close during paving. The following nightly&nbsp;CLOSURES&nbsp;are planned for Sunday, Oct. 11 through Wednesday, Oct. 14:

While the Urban Mission Project technically doesn’t exist anymore, CARES Act funding is helping agencies in St. Joseph address needs in the community.&nbsp;

The <a href="https://stjosephpost.com/posts/5d6955ef0a7b7b5c56d63862">Urban Mission Project was created</a> to address what the Community Health Needs Assessment through Mosaic Life Care found to be the top needs in the community.&nbsp;

Mosaic Chief Government and Community Relations Officer Pat Dillon says the pandemic affected the project and its funding.

“The revenues and things at the hospital completely bottomed out,” Dillon says. “So, with all of the losses due to COVID, we had to roll back a fair amount of our community funding and one of those was the Urban Mission Project, which, we had funded The Shelter and some other partners to do that project.”

While the Urban Mission project dissolved, its mission is still alive through Community Action Partnership (CAP) of Greater St. Joseph, which received CARES Act funding. That funding, along with some financial help from Mosaic, is helping CAP continue to operate an emergency overnight shelter and address other needs of the homeless.&nbsp;

CAP Executive Director Whitney Lanning says they have been operating the shelter for almost two months and continuing to address the original needs of the Urban Mission Project - substance abuse, mental health and access to healthcare for those in poverty.

“During those weekdays, Northwest Health Services is there providing outreach and making connections with their behavioral health services and their dental and medical services and so that’s been going on for about two weeks now and that’s been really successful,” Lanning says. “We also have a close partnership with Family Guidance, so if there is someone that needs additional services, we’re able to access them. But really, just the fact that, as an agency, we’re pretty well connected to the other service providers, our community health workers are down there and are able to get people connected to the services they need, including employment.”

Lanning says measuring the success of a program when it comes to homelessness is about self-sufficiency.&nbsp;

“What we’re really wanting to see is connecting to social services, really using our community health workers to create a support system for them,” Lanning says. “There is an internal community-wide database that we use to kind of track services for the homeless population, so we can see - are they having a lot of run-ins with the police, are they using emergency services at the hospital - those are all types of things you don’t want to see because that’s very taxing for our local economy, but it also is not showing that they are becoming more self-sufficient.”&nbsp;

Lanning says the funding for the emergency shelter will allow them to run it for about 18 months and they are in the process of securing additional funding to sustain it beyond that.

BROWN COUNTY—Two people were injured in an accident just before 3p.m. Saturday in Brown County.

The Kansas Highway Patrol reported a 1999 Ford Taurus driven by Billy M. Archie, 41, Lake, Mississippi, was being pursued by law enforcement eastbound on Kansas 20 and 5th Avenue in Horton.

The Taurus rear-ended a 2017 Chevy Silverado driven by&nbsp;Mohr, Jay E. Mohr, 57, Platte City, Missouri

EMS transported Archie and a passenger Bridgette A. Mercasdo, 24, San Antonio, Texas, to the hospital in Hiawatha. Mohr was not injured. All three were properly restrained at the time of the accident, according to the KHP.&nbsp; Authorities have not released details on what prompted the chase.

A southbound 2001 Peterbilt semi driven by Brian T. Froman, 39, Topeka, collided with the Nissan, traveled off the road and struck the Nissan driver Darwin Alberto Chavez Cardoza, 26, Granview, who was outside the vehicle. The semi then struck the guardrail and overturned

Chavez Cardoza was pronounced dead at the scene and was transported to Stith Funeral Home in Gallatin. Froman was not injured and properly restrained at the time of the accident, according to the MSHP.

Peak fall color is on the way, and the Missouri Department of Conservation (MDC) urges people to head outdoors and enjoy autumn’s sensory pleasures.According to the MDC, shorter daylight hours, along with sunny days and cool nights, triggers fall color in trees that shed their leaves each autumn. All three factors are currently producing bright color changes in Western Missouri. Shorter days reduce photosynthesis, causing green chlorophyll in leaves to break down and allowing yellow pigments to appear more visible. Leaves in trees such as maples and oaks produce sugars on sunny days that get trapped in the leaves when cool nights slow leaf processes. That prompts reds and purples to appear.MDC, in a press release, says the Kansas City area had a dry June, a wet July, then a dry September. Some trees dropped leaves early due to dry conditions. Yet plenty of trees still have healthy leaves turning colors or staying green until peak color time in mid- to late-October. Some trees wait till early November to get showy, depending on weather.A drive on country roads with forests or open woodlands is a good option for seeing color. Bluff areas with varied tree species are often colorful, such as the Missouri River bluffs. Many MDC conservation areas have service roads or marked hiking trails open for an autumn stroll. Color is found in cities, too.
