CALDWELL COUNTY —One person was injured in an accident just after noon Monday in Caldwell County.

The Missouri State Highway Patrol reported a 2005 Ford pickup driven by Edward O. Fry, 63, Maryville, was eastbound on U.S. 36 just east of Kidder Road.

The pickup traveled off the road and into a culvert. A private vehicle transported Fry to Cameron Regional Medical Center. He was properly restrained at the time of the accident, according to the MSHP.

St. Joseph police and emergency vehicles are on the scene near Hillyard Technical Center where an accident shut off power for about 10,000 St. Joseph residents this afternoon.

A vehicle crashed into a utility power pole, turning off the lights for thousands of St. Joseph residents.

Evergy crews are on the scene, attempting to restore power.

Evergy reports initially the accident caused 12 outages in midtown St. Joseph, affecting nearly 10,000 residences. Two outages remain, but they are the largest two, affecting approximately 9,900 residences and businesses.

An interesting race has emerged for Buchanan County Treasurer
as a familiar name challenges the man appointed to the office by the governor.

Jimmy Nash, a Democrat, is running for an office held, not
just by his father who recently retired, but also by his grandfather and his
great, great grandfather.

“It’s a really neat tradition that means a lot to me and my
family and something I would be really appreciative to get to serve in that
capacity,” Nash tells Barry Birr, host of the KFEQ Hotline.

Nash has left a 10-year career in juvenile justice to run for
the office so attached to the family name.

But Republican David Gall says a name is not a qualification.

“I’ve heard him say many times about he’s a fourth generation,”
Gall says, “but you know Barry, last I knew this is a public office, it’s not a
family business.”

Gall says his background in accounting makes him the most
qualified candidate.

Gall was appointed Treasurer by Governor Mike Parson in June after
long-time Treasurer John Nash retired.

Gall also is a realtor, which has drawn criticism from Nash
who says he’s ready to serve in the office fulltime.

“I’m going to be fully committed to this job,” Nash says. “My
grandpa was fully committed to this job. I’m not going to sell insurance. I’m
not going to sell real estate or something else on the side. This is my
fulltime commitment and my job that I’m going to do and I’m going to do it to
the fullest.”

Nash has left a 10-year career as a juvenile officer to run
for the office.

Nash claims, Gall, a realtor, cannot devote all his energy to
the office while still selling real estate. It’s a claim Gall flatly rejects,
saying his practice is to hold any real estate work until after hours.

“It will just have to continue to be afterhours and on the
weekends,” Gall says. “Like last night, I had to meet people at 6:30, because
there was an inspection done. So, that’s just what I have to do. It really gets
in the way of nothing at the courthouse, at all.”

Voters face familiar name - appointed officeholder for Buchanan CO Treasurer

Buchanan County recorded three more coronavirus-related deaths
on Friday, bringing the county total since the pandemic began to 41.

St. Joseph health officials report a man in his 50’s, a man in
his 40’s, and a woman in her 40’s died of COVID-19. All had underlying health
conditions.

Mosaic Life Care reports 56 COVID-19 patients were being
treated at its St. Joseph hospital Monday morning; three in Maryville.

Mosaic has now tested 39,065 area residents with 3,301 testing
positive. Mosaic is awaiting results from 87 tests.

Andrew County health officials report a 4th
coronavirus death. Andrew County now has 560 total cases of coronavirus since
the pandemic began.

Doniphan County, Kansas reports a total of 173 cases.

Missouri health officials report 156,696 total cases,
resulting in 2,582 deaths.

Kansas health officials report 70,855 cases with 859 deaths.

The driver failed to yield and struck an eastbound 2004 Toyota Venza driven by John E. Mast, 67, Lansing, Michigan. Both vehicles left the road and overturned.

Cameron Ambulance transported a passenger in the Toyota Leanne J. Mast, 65, Lansing, to Liberty&nbsp; Hospital where she died. Lifeflight transported John Mast to Truman Medical Center. Streu was treated at the scene and released. He was not wearing a seat belt, according to the MSHP.

Woman dies, man airlifted to hospital after Caldwell Co. crash

BROWN COUNTY —The Brown County Sheriff’s Office and Jackson County deputies and investigators were jointly working to locate a person of interest in a Brown County incident that occurred Thursday night, according to Sheriff Tim Morse.

On Friday night, deputies in both counties believed the person of interest may be located near T4 Road near the Shawnee County line in southeastern Jackson County. 

A Jackson County deputy located a vehicle with a flat tire near T.4 Road on 94th&nbsp;Road in Jackson County that appeared to have a flat tire, according to Morse.

Deputies recognized the male passenger as being the Brown County person of interest identified as Phillip A. Doerr, 26, of Horton. 

Doerr allegedly provided a false name and was subsequently arrested by deputies. 

He is being held on requested charges of possession of methamphetamine, possession of drug paraphernalia, and criminal possession of a firearm. Doerr was also wanted on a Topeka parole warrant. 

The driver, Shelli Renea Gibbs, 51, of Topeka was arrested by deputies on requested charges of possession of methamphetamine, possession of drug paraphernalia, and vehicle registration violations.

Sheriff: Wanted Kan. suspect captured after he has flat tire 

HOLT COUNTY —One person was injured in an accident just before 4p.m. Sunday in Holt County.

The Missouri State Highway Patrol reported a 2001 Peterbilt semi driven by Ray G. McNaught, 64,&nbsp; Lamar, was southbound on Interstate 29 three miles east of Oregon.

The vehicle traveled off the road and struck trees.&nbsp; Atchison-Holt EMS transported McNaught to Fairfax Hospital. He was properly restrained at the time of the accident, according to the KHP.&nbsp;

Missouri man hospitalized after semi crash into trees

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of Oct. 19 – 25.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Interstate 29 – Bridge replacement project over Hopkins Creek and bridge rehabilitation project over Route T (mile marker 58-60) through 2021. A 14-foot width restriction is in place. These bridges are included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.

Route 48 – Drainage work east of County Road 136, Oct. 19

I-29, Routes E, O, W, and Z – Bridge flushing, Oct. 19 – 23

I-29 – Concrete repair work as part of a resurfacing project from south of Route O to the Platte County line through late October. Crews are working on the southbound concrete approaches to the Pigeon Creek Bridge, located near mile marker 39.6. Southbound traffic will be reduced to one lane at the bridge with a 12-foot width restriction. Crews will begin working in the driving lane first, followed by the passing lane.

U.S. Route 169 (Belt Highway) – Resurfacing project from Route FF to I-29 (Exit 50) through early November. Operations will be conducted at night, Sunday through Friday, 7 p.m. to 6 a.m. No work is planned overnight on Saturdays. Some intersections and ramps throughout the project may briefly close during paving.

I-229, U.S. Routes 36 and 169, and Route AC – Bridge maintenance, Oct. 19 – 23

U.S. Route 169 (Belt Highway) – Permit work southbound at Francis Street, Oct. 19 – 30

U.S. Route 36 – Pavement repair in preparation for a resurfacing project through spring 2021. Single-lane closures around the repair sites could remain up around-the-clock in order to allow the pavement to cure. A 14-foot width restriction will be in place for the duration of the project.

Route Z –&nbsp;CLOSED until further notice&nbsp;from Route C to County Road 217 due to damage caused by a roadway slide

Route C –&nbsp;CLOSED&nbsp;for a culvert replacement project at the Branch of Turkey Creek Bridge through early November

Route Z –&nbsp;CLOSED&nbsp;for a bridge replacement project over Tater Hill Creek, 1.1 miles west of U.S. Route 65 through mid-December. This bridge is included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state. Route 33 –&nbsp;CLOSED&nbsp;for permit work from one-half-block north of Plattsburg Street to Cedar Street in Lathrop, Oct. 19

Route 33 –&nbsp;CLOSED&nbsp;for permit work from Oak Street to Clinton Street in Lathrop, Oct. 20

Route 33 –&nbsp;CLOSED&nbsp;for permit work at Clinton Street, Oct. 21

I-35 – Concrete replacement at various spots southbound from Route C (78 mile marker) to Route DD (72 mile marker), Oct. 19 – 20. The work zones will be short in length and may remain up around-the-clock.

Route P – Pothole patching from Route 13 to Route K, Oct. 19 – 21

Route Y – Drainage work 1 mile south of Route 6, Oct. 21

I-35 – Concrete replacement at various spots northbound from the 77.2 mile marker to the 77.6 mile marker just south of Route C, Oct. 21. The work zone may remain up around-the-clock.

Route K – Pothole patching from Route P to Route 6, Oct. 22 – 23

Route D –&nbsp;CLOSED&nbsp;for a bridge replacement project over Ervens Branch, 0.4 miles north of Route W, through early November. This bridge is included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state. DEKALB COUNTY—One person was injured in an accident just after 8:30p.m. Saturday in DeKalb County.

The Missouri State Highway Patrol reported a 2004 Honda Civic driven by a 16-year-old girl from Cameron was northbound on SE Hedge Road two miles southeast of Maysville.

The driver lost control of the car. It traveled off the road and overturned. A private vehicle transported to the teen to Cameron Regional Medical Center. She was properly restrained at the time of the accident, according to the MSHP.

WASHINGTON (AP) — A woman convicted of fatally strangling a pregnant woman, cutting her body open and kidnapping her baby is scheduled to be the first female inmate put to death by the U.S. government in more than six decades, the Justice Department said Friday.

Lisa Montgomery is scheduled to be executed by lethal injection on Dec. 8 at the Federal Correctional Complex in Terre Haute, Indiana. She would be the ninth federal inmate to put to death since the Justice Department resumed executions in July after a nearly 20-year hiatus.

Montgomery was convicted of killing 23-year-old Bobbie Jo Stinnett in the northwest Missouri town of Skidmore in December 2004.

Montgomery drove from her Kansas home to Stinnett’s house in Skidmore under the guise of adopting a rat terrier puppy, prosecutors said. When she arrived at the home, Montgomery used a rope to strangle Stinnett, who was eight months pregnant, but Stinnett was conscious and trying to defend herself as Montgomery used a kitchen knife to cut the baby girl from the womb, authorities said.

Prosecutors said Montgomery removed the baby from Stinnett’s body, took the child with her, and attempted to pass the girl off as her own.

Montgomery’s lawyers argued that she had been suffering from delusions when she killed Stinnett, but a jury rejected her defense. Her lawyers had also argued that she was suffering from pseudocyesis, which causes a woman to falsely believe she is pregnant and exhibit outward signs of pregnancy.

The Justice Department on Friday also scheduled the execution of a man convicted in the 1999 killing of two youth ministers in Texas. Brandon Bernard, 40, is scheduled to be executed by lethal injection on Dec. 10.

Bernard and his co-defendant, Christopher Vialva, were convicted in the 1999 kidnapping and killing of Todd and Stacie Bagley, an Iowa couple who had stopped to use a payphone in Killeen, Texas. The couple agreed to give Vialva and two others a ride, authorities said. Vialva pulled out a gun, forced the couple into the trunk and drove around for several hours, stopping at ATMs to withdraw cash and attempting to pawn the woman’s wedding ring, according to prosecutors. Both the victims were shot in the head and placed in the trunk of their car, which then was set on fire.

Vialva was executed last month at the Federal Correctional Complex in Terre Haute.

The resumption of federal executions started July 14, with the execution of former white supremacist Daniel Lewis Lee. Since then, six others have been put to death and another man, Orlando Hall, is scheduled to be executed next month. Anti-death penalty groups say President Donald Trump is pushing for executions during the campaign season in a bid to burnish a reputation a law-and-order leader.

Before the resumptions of executions this summer, federal authorities had executed just three prisoners in the previous 56 years.

After months of conversations and public comment during school board meetings, the Savannah R3 School District Board of Education has decided to create a committee to address its mascot.

Savannah R3 Communications Coordinator Jess Gillett says in July, community members brought up concerns about the school's mascot, the Savages.

"We had an enormous amount of people show up at our board meeting on both sides of the mascot issue, either wanting to keep it for tradition's sake or lots of nostalgic reasons or those who felt like we should change it," Gillett tells St. Joseph Post. "So the board decided that the best thing to do at this point would be to form a committee."

Gillett says the committee will be made up of community members both for and against a change.

"They will research the Savage mascot, its history, its origins, what a change would mean financially, where that money would come from. They really will just do a lot of the leg work with researching the call to change."

Savannah community members can find the application to be on the committee on the <a href="https://www.savannahr3.com/o/savannah-r3/page/board-of-education--979">school district's website</a>. Gillett says the board is going through an application process due to the amount of people that have been at meetings to address the mascot issue.

"Really the point of the application is for us to kind of rein in that to a manageable number, definitely not so that we can weed out people we don't want on the committee, that's not the case at all, I know I've seen a little bit of that going around social media," Gillett says. "We just want to make sure that we're getting people who really are committed to the cause and understand the commitment of it and have something to bring to the table."

Gillett says in just 24 hours of the application being on their website, at least 25 people had already applied to be on the committee.

Applications are due by November 1st and school board members will select committee members before its regular meeting on the 10th.

St. Joseph reports 52 new cases of COVID-19

Northwest Missouri State University is one of the first universities in the state to offer online certification courses related to cannabis law and policy, healthcare and more.

Jay Johnson is the Associate Provost of Academic Operations and Development at Northwest and he works with the Kansas City campus to grow non-credit and continuing education opportunities. 

Johnson says the university wanted to help address some of the changes and issues that will be coming up due to cannabis becoming legal for medical use.

“A lot of businesses in Missouri, and really Iowa, Nebraska and the region, are going to have some significant issues on their hands because now that cannabis is going to be a legal substance in Missouri for medical use, how do you handle that with your HR policy, how do you handle that with other medical applications, as well as law enforcement and even just best practices in the industry itself,” Johnson tells St. Joseph Post.&nbsp;&nbsp;

Non-credit certifications being offered include ‘The Business of Cannabis,’ ‘Cannabis Healthcare and Medicine,’ ‘Cannabis Law and Policy’ and ‘Cannabis Agriculture and Horticulture.’&nbsp;

Johnson says through professional contacts over the years he learned of <a href="https://www.greenfloweredu.com/">Green Flower Media</a>, which the university is now partnering with to offer the courses. According to Johnson, each of the courses will include some history and chemistry and what the plant can do.

“The agriculture one, for example, has a lot of horticulture and plant science in it to talk about what are some best practices in doing this on a large scale because, if you’re doing this legally in Missouri and not just some guy in a basement… there’s a lot of science to this and a lot of best practices in agriculture that need to occur,” Johnson says. “The same if you’re in HR, the law and policy, that’s going to be, you get the basics and then you get more into what are some best practices in handling… employees that perhaps are legally bringing in medical cannabis.”

Johnson says Northwest has been involved in cannabis-related exploratory discussions over the last few years as signs began to point to medical cannabis becoming legal. Johnson adds that they want to be seen as a good workforce partner in the region and in addition to offering customer service seminars and skill development courses, they wanted to offer something innovative and unique.&nbsp;

“We are excited about where this can go and we’re certainly hopeful that the people in the region understand that we’re not advocating for anyone to do anything illegal, we’re looking at how we can help people with some education about a product that has been scientifically seen to help people,” Johnson says. “So we are very happy that we’re involved in the progressive movement of this in Missouri.”

Northwest begins offering non-credit cannabis certification courses

NODAWAY COUNTY—Three people were injured in an accident just after 4:30p.m. Thursday in Nodaway County.

The Missouri State Highway Patrol reported a 2010 Ford Escape driven by Tori S. Foot, 21, Bedford, IA., was northbound on MO 148 at 210 Street two miles south of Pickering. The car was slowing down in an effort to pass another motorist that was turning east onto a gravel road. The car struck a westbound 2015 Nissan Altima driven by Ivy R. Swift, 20, Pickering, that failed to stop at the stop sign.

Lifeflight transported Swift to KU Medical Center.

Nodaway County Ambulance transported Foot and a passenger in the Nissan Leighanna S. Reinert, 18, Pickering, to Mosaic in Maryville.&nbsp; Foot was not wearing a seat belt, according to the MSHP.

Missouri woman airlifted to hospital after Nodaway Co. crash

CLINTON COUNTY —One person was injured in an accident just after noon Thursday in Clinton County.

A 2013 Kia Soul driven by Dace A. Rodriguez, 21, Excelsior Springs, was northbound on U.S. 69 one mile north of Lawson.

The vehicle rear-ended a 2015 Nissan Frontier driven by William S. Woodward, 62, Excelsior Springs, who had slowed to turn into a business.

Ray County ambulance transported Woodward to the Excelsior Springs Hospital. Rodriguez was not injured. Both drivers were properly restrained at the time of the accident, according to the MSHP.

Missouri man hospitalized after rear-end crash

Governor Mike Parson awarded Missouri Public Safety Medals to a total of 11 first responders and six civilians for heroic and live-saving actions during 2019.

According to a press release from the governor’s office, the awards represent the state’s highest recognition for first responders working as individuals and as members of a team during critical incidents. The civilians were honored for taking on harrowing risks during emergencies to save lives and support first responders.&nbsp;&nbsp;

“Each year, this award ceremony demonstrates the heroic, life-saving acts our first responders selflessly perform to protect their fellow Missourians,” Governor Parson said. “Today (Tuesday), we honored eleven law enforcement officers and firefighters who bravely risked their lives to save others. Their acts serve as an inspiration and reminder of the risk these public servants take on each and every day.”

Recipients of the Medal of Valor included Keaton L. Ebersold of Missouri State Highway Patrol Troop H and Shannon Sherwood with the Rock Port Police Department. The Medal of Valor is Missouri's highest award recognizing public safety officers who exhibit exceptional courage, extraordinary decisiveness and presence of mind, and unusual swiftness of action, regardless of his or her personal safety, in the attempt to save or protect human life.

On January 23, 2019, Trooper Ebersold and Chief Sherwood responded to a call for a hostage situation on I-29 in Atchison County. A truck driver exited the vehicle with his hands up, saying a woman with a gun was in the sleeper cab with a child. Trooper Ebersold went to the passenger side, and Chief Sherwood approached the driver side. Both doors were locked. A window punch was used to break the driver side window. The woman had her left arm around a small child and a flare gun in her right hand, loaded and cocked, pointed at the three-year-old’s head. The woman refused to negotiate and ordered Trooper Ebersold and Chief Sherwood out of the vehicle. She pointed the flare gun at Trooper Ebersold as he attempted to speak with her before pointing it back toward the child. As Chief Sherwood worked to calm and distract the woman, she slightly lowered the flare gun so it wasn’t aimed at the child. Trooper Ebersold immediately lunged inside the vehicle and wrapped his left hand around the hammer of the flare gun to lock it in place. Chief Sherwood and Trooper Ebersold struggled to control the woman while ensuring the safety of the child. Once Trooper Ebersold had the flare gun, he threw it out of the truck, and the woman was taken into custody. Trooper Ebersold and Chief Sherwood exhibited exceptional resourcefulness and tenacity to end the threat to the young child.

says masks work and are a key to reining in COVID-19.

Gary Clapp says it appears coronavirus cases have begun to
fall a bit after spiking last week. Clapp believes the broadened mask mandate
will help blunt the spread of the coronavirus.

“It’s a challenge. And boy, if you don’t believe in the masks,
all you have to do is look at the numbers,” Clapp tells host Barry Birr on the
KFEQ Hotline. “When the county hit 80 or 86 or whatever the high was four weeks
ago, that was a tough, tough week for the mayor, a tough week for the city, a
tough week for the county.”

The number of new COVID-19 cases topped 80 in a single day for
the first time in late September. St. Joseph health officials reported 82 new
cases on the 6th of this month.

Clapp summarizes federal and state reports for council members
and plots the course of the coronavirus locally to aid the council as it decides
city policy. He also sits on the Missouri Western COVID-19 response team.

Clapp applauds the council’s decision to expand the mask
mandate to require it at all public places and in all businesses, large and
small.

“The plan is that if this thing’s working, those numbers will
level off and start to come down,” Clapp says.

Clapp says he have seen that, at least somewhat.

St. Joseph health officials reported 61 new cases in Buchanan
County on Monday and 58 on Tuesday. The St. Joseph Health Department reported
49 new cases on Wednesday.

Mosaic Life Care reports 64 COVID-19 patients were hospitalized
in St. Joseph as of Wednesday morning with two in Maryville.

Mosaic has now tested 38,207 area residents with just over 3,165
testing positive.

Clapp understands people want to be rid of COVID-19 and return
to normal life. He says that will happen, but when it will happen no one knows.

we couldn’t stop it, we couldn’t develop a vaccine for it," Clapp says. "However, it gave us
several platforms. COVID-19 is a SARS-type of virus. So, we had platforms that
we know had failed, but we had started. We didn’t have to start from ground
zero to develop a vaccine.”
