Congressman Sam Graves believes there will be another economic
stimulus package. He just isn’t sure when Congress will vote.

Graves, a Republican, is encouraged that negotiators returned
to talks after they had broken down.

“And that’s good news,” Graves tells St. Joseph Post. “It’s
coming down to those things like, and I stand against, giving illegal
immigrants stimulus checks. I just do not think that’s right or allowing states
to dig themselves out of fiscal holes that they’ve created using these stimulus
dollars.”

Still, Graves sees progress in the talks, primarily involving
House Speaker Nancy Pelosi and the White House.

“I do believe we will have a package,” Graves says. “I think they’ll
bring us back in to vote. That may happen right before the election. It could happen
right after the election, but I do believe that it will happen. One thing about
it, after the election, once it’s over, that may grease those skids as well.”

Graves is prepared to return to Washington this week for a
vote.

“If I were betting right now, I would say there’s a 70% chance
it’ll happen before the election,” Grave says. “I think there will be a
breakthrough.”

The House has proposed a $2.2 trillion package with the White
House countering with a $1.8 trillion offer. Senate Republicans failed to push
through a much smaller package.

Pelosi on Sunday told Jake Tapper on CNN’s “State of the Union”
she hasn’t given up hope to reach a deal prior to the November 3rd
election, but she acknowledges the sticking points seem to be more on policy
than price.

RILEY COUNTY — Law enforcement authorities are investigating a St. Joseph man on multiple charges after a weekend arrest in Manhattan.

Kansas State University Police arrested Terry Walter Andruszczak, 42, on requested vehicle burglary charges after an incident at Bill Snyder Family football stadium Saturday, according to the Riley County Police Department arrest report.

He was also arrested on multiple different warrants from different states, according to K-State Police.

Andruszczak remains jailed on a $2000 bond, according to the RCPD

Bishop Leblond will not play their district opener against Pattonsburg on Friday due to positive coronavirus tests within the football program, effectively ending their season.

Athletic Director Michael Evans announced on Monday that the team had received word of positive cases within the team, forcing players to quarantine, leaving them unable to play Pattonsburg on Friday

ATCHISON COUNTY —One person was injured in an accident just after 12a.m. Monday in in Atchison County.

The Missouri State Highway Patrol reported a 2005 Ford F150 driven by Alexander M. Cruzpagan, 28, Lincoln, NE., was northbound on Interstate 29 one mile east of Watson.

The pickup began sliding on the ice covered road, traveled off the road and overturned.

Atchison County&nbsp;EMS transported Cruzpagan to the hospital in Hamburg, Iowa. He was properly restrained at the time of the accident, according to the MSHP.

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of Oct. 26 – Nov. 1.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Interstate 29 – Bridge replacement project over Hopkins Creek and bridge rehabilitation project over Route T (mile marker 58-60) through 2021. A 14-foot width restriction is in place. These bridges are included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.

U.S. Routes 71 and 169, U.S. Business Route 71, and Routes 48, B, H, and T – Bridge maintenance, Oct. 26 – 30

I-29 – Concrete repair work as part of a resurfacing project from south of Route O to the Platte County line through late October. Crews are working on the southbound concrete approaches to the Pigeon Creek Bridge, located near mile marker 39.6. Southbound traffic will be reduced to one lane at the bridge with a 12-foot width restriction. Crews are working on the passing lane at this time.

U.S. Route 169 (Belt Highway) – Resurfacing project from Route FF to I-29 (Exit 50) through early November. Operations will be conducted at night, Sunday through Friday, 7 p.m. to 6 a.m. No work is planned overnight on Saturdays. Some intersections and ramps throughout the project may briefly close during paving. The bridge is scheduled to&nbsp;CLOSE&nbsp;to non-emergency traffic for the second of two scheduled bridge deck pours Wednesday, Oct. 28, at 12 a.m. The closure will continue through Saturday, Oct. 31, at noon and once reopened, will again have an 11.5-foot width restriction in place. This bridge is included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state. Second Harvest Community Food Bank, along with five other food banks in Missouri, will be receiving CARES Act funds.

Second Harvest CEO Chad Higdon says the announcement that Second Harvest in St. Joseph would receive $359,288 came as a surprise.

"We have been providing data and statistics to Feeding Missouri in terms of the six food banks that serve the state and I think as they look at the farm boxes that are set to expire and some of the USDA food distribution commodity programs kind of dropping off, they saw the need is going to continue on and looking at how they can support us and the work we do and continue to help individuals in need right now."

Higdon says the funding will help them continue to support mobile distributions and pantries and keep up with the needs that have come up due to the pandemic.

BROWN COUNTY—One person was injured in an accident just before 11:30a.m. Friday in Brown County.

The Kansas Highway Patrol reported a 1963 GMC passenger vehicle driven bypicer, James Leroy Spicer, 41, Hiawatha, was northbound on Racoon Road at U.S&gt; 73.

The driver failed to yield and entered the intersection. A 1995 International 9400 driven by&nbsp;Rettele, Benjamin Alan Rettele, 40, Fairview, struck the GMC.

EMS transported Spicer to the Hiawatha Hospital.&nbsp;Rettele was not injured. Spicer was not wearing a seat belt, according to the KHP.

Kansas man hospitalized after 2-vehicle crash

A statewide initiative addressing human trafficking will help the St. Joseph Police Department as it works to crack down on illicit massage businesses.&nbsp;

St. Joseph Police Detective Sgt. Jason Strong says they have been working with the <a href="https://ago.mo.gov/home/human-trafficking/our-initiatives">Missouri Attorney General’s Office task force on human trafficking</a> for over a year and the AG's office announced a statewide initiative to specifically address illicit massage businesses.

“The Attorney General’s office, in partnership with the police department, they’ve sent out letters," Strong says. "The police department here was probably one of the first departments in the state to actually send out letters to the landlords and try to inform them of the information that we have and have been able to obtain in regards to these illicit massage businesses advertising on illicit websites.”

Strong says the Attorney General's office sent out letters to 77 landlords throughout the state making them aware of illicit massage businesses in their buildings and giving them a chance to take action before the Attorney General’s office does. Strong says 40 of those landlords evicted the tenants or plan to.&nbsp;

Strong says in the last couple years, human trafficking has increasingly become a problem in the St. Joseph area and it’s been difficult to address and take on by themselves.

“It’s definitely taken some leadership and people from the statewide level getting involved to kind of help us put resources together, talk to victims,” Strong says. “That human trafficking task force is made up of law enforcement, non-for-profits, victim advocates and survivors, more importantly, that can give us insight into what this business looks like. It’s been very valuable to us just for understanding.”

Strong says while the statewide initiative targets illicit massage businesses, human trafficking has a lot of different forms.

“Drug-addicted parents can be trying to traffic their kids for dope money, it has all different shapes, it looks different, but the one thing in particular that has similarity, it’s vulnerability,” Strong says. “They prey on vulnerable people and they exploit those people. Some of our most at-risk individuals are habitual runaway and throwaway juveniles… and the problem with a lot of that is these children think they’re in control, it’s years later that they realize they were taken advantage of sometimes.”

Strong says the St. Joseph Police Department has been able to work to address human trafficking in the area due to help from the public and he encourages anyone with information to contact the department through their TIPS Hotline or <a href="https://www.p3tips.com/tipform.aspx?ID=781">p3tips.com</a>.

Local COVID-19 cases back on the rise; another death recorded

NODAWAY COUNTY —One person was injured in an accident just before 9:30p.m. Thursday in Nodaway County.

The Missouri State Patrol reported a 2003 Chevy Impala driven by Jordan L. Snyder, 31, Hopkins, was northbound on MO 148 three miles south of Hopkins.

The car traveled off the road and into a ditch. Nodaway County Ambulance transported Snyder to Mosaic in Maryville. He was properly restrained at the time of the accident, according to the MSHP.

“We’re very transparent financially,” Stickley tells host

they need.”

Stickley began work in the office in 2007. She won election as
Public Administrator four years ago. Stickley says that experience makes a
different when working with people dependent on the office.

“I just think knowing the history of the office and the history
of the clients is very, very important, being able to just recall something
from 10, 11 years ago that may have happened with a person, because I was in
the office,” according to Stickley.

Bertlesen pledges to ask three questions of staff when
beginning her term:&nbsp; What’s working?
What’s NOT working? What changes would you like to see?

“Once elected, I will make sure that I review those, talk with
the people who gave me the ideas or information, feedback and see what changes
actually need to be made, what can be made, and just access, again, the processes
that currently stand and what can be done to make it better,” Bertlesen tells

Revenue for Buchanan County seems to be countering
conventional wisdom.

Tax revenue so far this year is up over last year, despite the
blow the economy suffered from the coronavirus pandemic.

Eastern District Buchanan County Commissioner Scott Burnham
says the numbers have surprised the commission.

“The revenues for 2020, and this is through September, are
actually up,” Burnham tells host Barry Birr on the KFEQ Hotline. “Our General
Revenue is up about 5% and our Use Tax is up about 15% in total, which is
really shocking. It’s surprising to us. Every month we get our numbers and we’re
just anticipating that we’re going to see a fall back and it just has never come
yet.”

Burnham says the County Commission had braced itself for a
fall in revenue, perhaps even a drastic drop.

“I’m not sure why that is, but it could be the stimulus,” Burnham
says. “I’m kind of thinking that the stimulus money that was issued has really
helped the economy. So far this year, we’re looking good.”

Congress approved the CARES Act to allocate money to help in
the fight against COVID-19, but also to prop up an economy which went into a
deep slide when governments ordered businesses to shut down early in the
pandemic.

Burnham says panic buying helped sustain the economy at first.

“Early on, people were buying up a lot, emergency buying and
stocking up on things. But, again, we kind of thought that would fall off,
which I think it did fall off, and that we would see a drop in the numbers,” Burnham
says. “For whatever reason, it hasn’t happened yet, which we’re thankful for.”

Buchanan County collected a total of $6.639 million in General
Revenue last year. The county has already collected $5.78 million this year
with General Revenue collections up $272,062 over last year at this time. Use
Tax collections have surged this year, up more than 15%. The county collected a
total of $2.6 million in Use Tax funds last year and has already collected
$2.498 million this year, an increase of $334,419.

Tuesday, after reporting only 21 on Monday. Another death, though, has been
reported, bringing the county death toll to 42.

St. Joseph health officials report a man in his 80’s with
underlying health issues died of COVID-19.

Buchanan County reported 26 new cases on Saturday with 29 on
Sunday, far fewer than what had been reported each of the previous five days.

Total COVID-19 cases since the pandemic began stands at 3,569
in Buchanan County.

Mosaic Life Care reports 57 COVID-19 patients being treated in
St. Joseph as of Wednesday morning with one in Maryville.

Andrew County reports eight new cases of coronavirus, bringing
its total to 573. Andrew County has recorded four deaths.

Doniphan, Kansas health officials report 182 total cases.

New COVID-19 cases slow down in Buchanan County

Promoting an initiative encouraging inclusion and equity for employees with disabilities is one of the goals of the Missouri state treasurer as he travels throughout the state this month.

October is National Disability Employment Awareness Month and Treasurer Scott Fitzpatrick is participating in events across the state to raise awareness and increase access and opportunity for individuals with disabilities.&nbsp;

Fitzpatrick says the MO ABLE program, launched in 2017, makes it possible for Missourians with disabilities to save and invest tax-free without losing benefits such as Medicaid. Fitzpatrick says as a parent of twin boys that have developmental disabilities, he knows the challenges that can present to a family and the MO ABLE program can have a meaningful impact on the lives of individuals with disabilities and their families.

“It also is an opportunity for families like mine and others who have family members with disabilities to save for their children’s futures, the same way other families would save for their children in a 529 account or another tax advantage vehicle,” Fitzpatrick says. “What makes MO ABLE really important and life-changing for individuals with disabilities is that the money in the account is not counted when performing means testing for critical benefits like Medicaid or SSI.”

Fitzpatrick was in town this week to announce a partnership with the St. Joseph Chamber of Commerce as he promotes an initiative encouraging businesses to offer a direct deposit option for MO ABLE accounts.

“Adding direct deposit options for MO ABLE is a very small change for the employer, but it’s a change that can have a huge impact on the lives of the people who rely on the program,” Fitzpatrick says. “Not only will it simplify saving for putting money in a MO ABLE account, it’s going to foster inclusion and equity for employees with disabilities and families who have members in the family with a disability and I think that’s something we should all be striving for.”

St. Joseph Chamber President and CEO Patt Lilly says, MO ABLE not only benefits those with disabilities and their families but also could be an important tool for employers who want to hire people with disabilities.

“One of the things that I think is vitally important from a business and employer point of view is to find quality labor and I think at the end of the day, many people have begun to recognize the benefits to hiring those with disabilities, not only in terms of being quality employees, but it’s the right thing to do as well,” Lilly says.&nbsp;

BUCHANAN COUNTY —One person was injured in an accident just after 11a.m. Tuesday in Buchanan County.

The Missouri State Highway Patrol reported a 2009 Pontiac passenger vehicle driven by Christian C. Wilson, 23, St. Joseph, was southbound on U.S. 169 two miles north of Gower.

The vehicle traveled off the right side of the road and the driver overcorrected. The vehicle crossed back over the road, traveled off the left side of the road, struck a ditch and overturned.

Buchanan County EMS transported Wilson to Mosaic Life Care. He was not wearing a seat belt, according to the MSHP.

St. Joseph man hospitalized after vehicle overturns

KANSAS CITY (AP) — A prosecutor told a judge Tuesday that a Missouri man accused of killing two brothers from Wisconsin admitted to authorities that he disposed of the bodies but denied killing the men.

Special prosecutor Stephen Sokoloff made the argument during a hearing in which a judge denied a defense request to have two charges of abandoning a corpse dismissed in the case against Garland Nelson, of Braymer, the St. Joseph News-Press&nbsp;reports.

Nelson, whose case has been moved to Johnson County from Caldwell County, also was charged last year with first-degree murder in the deaths of 24-year-old Justin Diemel and 35-year-old Nicholas Diemel, of Shawano County, Wisconsin. The brothers disappeared after visiting Nelson’s farm in July 2019, and their burned remains were later found in Missouri and Nebraska. Nelson has pleaded not guilty and is awaiting trial.

Nelson’s attorneys argued that a person who is charged with murder cannot also be charged with abandoning the corpse of the alleged victim without violating the suspect’s right to remain silent and against self-incrimination.

But prosecutors contend that Nelson could have followed Missouri law by anonymously reporting where the brothers’ bodies were located, thus avoiding concerns about self-incrimination.
