LIVINGSTON COUNTY—One person was injured in an accident just before 8:30a.m. Tuesday in Livingston County.

The Missouri State Highway Patrol reported a 2014 Volvo semi driven by Daniel E. Deal, 72, Kansas City, was westbound on U.S. 36 at County Road 405 one mile west of Moresville.&nbsp;

The driver attempted to pass a struck the driver's side rear tire of a westbound John Deere 9680 Combine driven by Curt D. Shonk, 60, Breckenridge.

The combine traveled into the median and overturned. Chillicothe EMS transported Shonk to Hederick Medical Center.

Deal was not injured and properly restrained at the time of the accident, according to the MSHP.

Health officials anticipate the upcoming flu season occurring during a pandemic will be challenging.

Director of Health for the St. Joseph Health Department Debra Bradley says their biggest concern is that the flu has similar symptoms as COVID-19.

“It’ll be difficult to know what somebody is dealing with, but also, if your body is trying to fight the flu and then if you come in contact with COVID or any other virus, it’s harder for your body to fight it off and so that’s when we may see a higher mortality rate and we don’t want that, we want people to be healthy and we want them to be safe," Bradley tells St. Joseph Post.

Bradley says many of the same precautions we’ve all been taking to slow the spread of COVID should continue during flu season.

“If you feel sick, stay home and don’t go out,” Bradley says. “If you think it’s the flu or not, you can go get tested and hopefully that would help identify what it is you do have and also will set your mode of treatment. Both of them are symptomatic treatment, however, when you know that it’s COVID, you know that there’s some specific steps that are necessary to protect the community from it and a lot of them are the same with flu.”

State and local health officials are encouraging residents to get their flu shot soon.&nbsp;The St. Joseph Health Department will be holding their annual drive-through flu shot clinic starting at 9 a.m. on October 14th at Krug Park.

Missouri’s 152 public library districts are rising to the occasion during the COVID-19 age to help serve their communities. 

They are expanding their horizons to provide services to students, job seekers, book lovers and many others but they are reaching customers in new ways.

State Librarian Robin Westphal tells Missourinet most Missouri libraries are open in some form, whether that be with normal services, curbside, appointment only, or other ways. She says very few are completely closed and not offering any services due to limited staff or logistical problems.

Libraries are helping to chip away at the state’s digital divide during a time when learning and working is increasingly happening from home. According to Broadband Now, Missouri ranks 42nd in the nation in internet coverage – impacting businesses, farms, schools, among other things.

The State Library, in coordination with the Secretary of State’s Office, has given nearly $1 million in federal grants to libraries to expand their services during the pandemic. Westphal says many libraries around the state have used the funding to buy portable internet hotspot devices for customers to check out and are providing curbside service. They have expanded wireless internet access around their buildings for use 24 hours a day, instead of only during business hours. Many have also expanded their electronic services like e-books, downloadable videos and e-magazines.

“Really, I feel what they’ve embraced is the fact that they want to provide better service as opposed to what is the new normal,” says Westphal. “They have really stepped up with their electronic offerings and the way they are helping their communities connect virtually. There is a new audience that COVID has created for the electronic books and some of those folks may not go back to traditional print books because they like what they’ve been able to do with the e-books. It certainly does allow for you to travel with multiple books on one device, which is different than having to carry a big book bag. But I have heard from library patrons that are ready to go back and browse the shelves of their local public library again.”

In St. Joseph, Library Director Mary Beth Revels tells Missourinet her district used its funding to buy 20 WiFi hotspots.

“They have been a popular item,” Revels says. “We’ve had people who are schooling at home this year and they might have internet access at home but when you’ve got multiple devices using your internet access, it can really slow things down. We’ve had people who have checked out the hotspots when they are traveling and we also have people who just have bad internet access at home.”

In St. Joseph, patrons can check out a hotspot for three weeks. If no one else is on the wait list, they can renew it twice for a total of nine weeks.

Revels says her district is also now offering virtual programming and electronic cards to check out items online.

“Some of these things, once the pandemic is over, will go away. But other things won’t,” she says. “I think we will continue to issue e-cards. We’ll continue to put content on our Youtube channel because you just get a lot wider audience.”

Revels says the use of electronic content has had about a 25% increase since March.

Westphal says she is impressed with how Missouri libraries responded to their summer reading program.

“A traditional summer reading program just couldn’t happen. There couldn’t be crafts and reading events at libraries because a lot of libraries were closed,” she says. “And so, we saw so many libraries taking on virtual story times or virtual programming or Facebook Live story times. And honestly, what I see is this becoming a part of a library’s standard programming because there are some folks that will never be able to go into library for whatever reason. This is why I think that libraries’ responses are going to show that they are better than they were pre-COVID because they are going to take the adaptations that they’ve used and that’s just going to become a part of what they provide as well.”

According to Westphal, many libraries have contacted school districts to ask how they can help serve students.

“We’ve tried to respond to that at the State Library as much as we can because we want that connection to continue way beyond COVID. It is so critical that the libraries and school districts are working hand in hand to serve the public,” says Westphal.

She says libraries also recognize the importance of still allowing customers to search for jobs and print off documents.

“Most of the libraries in the state have adapted their services so that they can still provide that,” says Westphal. “It’s calling and making appointments. It might be limiting the time you can use the computers. But certainly, most of our libraries are not saying ‘We can’t help you.’ They’re saying ‘Let us find a way.’”

COVID-19 has brought Missouri’s libraries of all sizes together. Westphal says public forums are now being held weekly for library directors to discuss what they are doing to help their communities.

“What I have found is that the library directors of the smallest libraries are now finding things that they can do in their communities that they probably thought at one time only the larger libraries could do,” she says. “And I think it’s been a great learning opportunity for the libraries to get together and really bond and realize that they are all in this together.”

Westphal says COVID-19 has given libraries an opportunity to really stretch themselves and prove how relevant they are to their community beyond just print books and the stacks.

Missouri libraries go the distance to reach community during COVID-19 era

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of Sept. 28 – Oct. 4.

Planned road work for northwest Missouri, Sept. 28 - Oct. 4

ATCHISON COUNTY —Law enforcement authorities are investigating two suspects after a home invasion attack.

Just after 12:30a.m. on Saturday, police responded to a disturbance at a residence in the 400 block Atchison Street, according to Police Chief Mike Wilson.

When they arrived,&nbsp; they made contact with a 23-year-old man and a 20-year-old woman were at the residence. The two suspects had fled the scene.

Officers began looking for a vehicle and the suspects, Gunner Ramey, 20, and Troy Grimm, 21, Leavenworth, were located a short time later and taken into custody a following a traffic stop.

An investigation indicated the two suspects arrived at the residence where the two victims live, damaged a door where they entered the residence, and began to attack the 23-year-old man with fists and a piece of metal.

EMS treated the victim at the scene for his injuries, according to Wilson. The woman at the home was not injured. The victims and suspects were known to each other prior to the disturbance.

&nbsp;Ramey is being held in the Atchison County Jail on requested charges of battery, criminal restraint, and criminal damage to property.

Grimm is being held on requested charges of aggravated assault, battery, criminal threat, criminal damage to property, and interference with law enforcement.

Police: 2 arrested for Kansas home invasion attack

Work is underway to repair damage to the Missouri River’s
navigation channel.

U.S. Army Corps of Engineers Kansas City District Commander,
Colonel Bill Hannan, says three years of high water as well as widespread
flooding have left damage in their wake, threatening barge season on the
Missouri River.

“The flood of 2019 also, along with devastating a lot of
levees along the river, created about $200 million in damages to navigation
structures,” Hannan says. “And so, what has happened in the last three weeks is
the river levels have returned to normal, they’re not low, they’re just normal
service levels that we would see, but because of all that damage to navigation
structures, it’s creating shallow spots in the navigation channel on the river.”

While the Corps estimates the damage at $200 million, it has
only $20 million in its budget to make repairs.

The Corps says all that water rushing down the Missouri River
the last three years, including the widespread flooding of last year, damaged
half to three-quarters of the 7,000 river training structures on the lower
Missouri River.

Money isn’t the only problem. It takes time to fully scour the
Missouri River channel and return it to its authorized nine-foot by 300-foot
condition.

Hannan isn’t looking to Congress for more money. He points out
Congress has already made its allocation to repair damage done by disasters
throughout the country last year, including the devastation Missouri River
flooding did to the Midwest last year.

“We are now trying to find every piece of money we can in the
Corps of Engineers to see if we can apply some more resources to fix some of
these problems on the river,” Hannan says.

Hannan says Corps crews as well as contractor crews are doing
their best to guide barges away from the damaged areas of the navigation
channel while awaiting repair.

Hannan understands the importance of barge traffic with
harvest fast approaching.

“We are doing absolutely every thing we can to not let the
barge traffic stop, because we know the agricultural community is really
dependent to move their goods and the fall harvest here,” Hannan says. “So, we’re
going to give 100% effort in the Corps of Engineers to do everything we can to keep
that traffic moving.”

Flood effect:  navigation damage threatens barge traffic on Missouri River

GRUNDY COUNTY — Two people were injured in an accident just after 1:30p.m. Sunday in Grundy County.

The Missouri State Highway Patrol reported a 2001 Ford F250 driven by Jonah A. Newman, 22, Trenton, was eastbound on SW 20th Street at Route W five miles south of Trenton.

The driver failed to negotiate a left curve. The pickup traveled off the south side of the road and struck a ditch.

A private vehicle transported Newman and a 13-year-old male passenger from Trenton to Wright Memorial Hospital. Both were properly restrained at the time of the accident, according to the MSHP.

A 2014 Harley Davidson motorcycle driven by Jason Pelletier, 46, Kansas City was northbound on U.S. 73 at Raven Hill Road, according to Atchison Police Chief Michael Wilson.

&nbsp;A westbound 2000 Chevrolet pickup truck driven by Melissa Parkison, 46, Leavenworth, entered U.S.73 and the motorcycle collided with the truck.

EMS transported Pelletier to the Atchison Hospital where he was pronounced dead, according to Wilson. They also transported his wife, Colleen Pelletier, a passenger on the motorcycle, to the hospital. Both were wearing helmets, according to Wilson. Police charged Melissa Parkison was&nbsp; with failure to yield.

A northbound Burlington Northern locomotive driven by Daniel F. Peterson, 55, Beatrice, Nebraska, struck the the front passenger side of the Mack Truck, partially ejecting the driver. The truck came to rest down an embankment.

Atchison Holt ambulance transported Landess to the Nemaha County Hospital where he died. There were no injuries on the train. Landess was properly restrained at the time of the accident, according to the MSHP.

The pickup traveled off the north side of the road and the driver overcorrected. The vehicle began to skid, traveled off the south side of the road, struck an embankment, returned to the road and then off the north side of the road again.

Grand River ambulance transported two passenger Katelyn&nbsp; P. Pappert, 17, Guilford and Tylee D. Copple, 18, Cameron, to Mosaic Life Care in St. Joseph. Dylon Pappert was not injured. All three were properly restrained at the time of the accident, according to the MSHP.

"Either by desire to do so before the pandemic or, now, with the pandemic because they have to or because, while they're quarantined, if that happens to them, they have to work from home. So this talks about how you can effectively manage those people that are working from home."

Other sessions will address cybersecurity, sales and disaster planning for small businesses.

5 children treated at scene after pickup rear-ends school bus

St. Joseph health officials report a 25th COVID-19 related death in Buchanan County.

According to the health department, the individual was a man in his 80s with underlying health issues.

Health officials report an increase of 86 COVID-19 cases for Buchanan County Friday.

The county now reports a total of 2,295 COVID-19 cases since counting began. 

Mosaic Life Care reports 42 patients are currently being treated for COVID-19 at its St. Joseph hospital.

on Tuesday.

Buchanan County now reports a total of 2,209
COVID-19 cases. The county has recorded 24 deaths.

Mosaic Life Care reports 42 patients currently being treated
for the coronavirus at its St. Joseph hospital.

Mosaic has tested 32,332 area residents with 2,275 testing positive.

Andrew County health officials report no new cases on Thursday
with a total of 334 since the pandemic began.

Doniphan County, Kansas reports 96 cases.

Missouri has recorded 118,311 total cases, resulting
in 1,952 deaths.

In Kansas, the COVID-19 case total is 55,226 with
621 deaths.

COVID-19 hospitalizations increase in St. Joseph

St. Joseph police report a man was shot at early this morning,
but escaped without injury.

Police say a shooting took place shortly after two o’clock
this morning in the 11-Hundred block of Corby Street. Police recovered shell
casings at the scene. No suspect has been taken into custody.

St. Joseph man shot at, not hit, early this morning

HOLT COUNTY —One person was injured in an accident just after 10a.m. Thursday in Holt County.

The Missouri State Highway Patrol reported a 2013 Harley Davidson driven by Eric C. Lueders, 53, Fremont, Nebraska, was southbound on Instate 29 eight miles east of Oregon.

The passenger identified as Kim A. Lueders, 52, Fremont, Nebraska, fell off the left side of the motorcycle and landed in the driving lane.

Atchison-Holt Ambulance transported her to Mosaic Life Care in St. Joseph. Eric Lueders was not injured. Both were wearing helmets, according to the MSHP.

Nearly 2,000 Buchanan County voters will be sent new ballots
after receiving absentee ballots with language thrown out by the courts.

Buchanan County Clerk Mary Baack-Garvey says the county
received ballots with the original language for Amendment Three, which has been
rewritten by the courts.

“One of our voters and citizens here in Buchanan County
noticed it, absolutely appreciate the fact that they did, because I can’t image
if this happened on Election Day,” Baack-Garvey tells St. Joseph Post. “So, I
do commend that person for citing that error. That way all we have to do is
17-Hundred and not, let’s say, 55,000 on Election Day.”

Because they took ballots to vote absentee, the voters can be
easily identified. Baack-Garvey says every voter given the incorrect ballot
will be sent a new one.

“We had 27 people come here and vote in person. We have the
list of their names and we’re going to mail them an absentee ballot to make
sure that if they want to change the way they voted on Amendment Three, they
can,” Baack-Garvey says. “On the 17-Hundred absentee voters, we’re sending them
a brand new ballot.”
