Wintry weather should be leaving area; area schools cancel classes today

ROME (AP) — The Vatican has essentially slapped a retired U.S. bishop on the wrist for “flagrant" imprudent behavior with teenagers, even though a diocesan review board determined a half-dozen allegations of sexual abuse against him were credible.

The Vatican’s Congregation for the Doctrine of the Faith cleared retired Cheyenne, Wyoming Bishop Joseph Hart of seven accusations abuse, determined that five others couldn’t be proven “with moral certitude” and that two cases involving boys, who were 16 and 17, couldn’t be prosecuted given the Catholic Church didn’t consider them minors at the time of the alleged abuse, the diocese reported Monday. Another allegation wasn’t addressed in the decree.

Hart, 89, had long maintained his innocence and denied all allegations of misconduct.

The Vatican decision clearly disappointed Hart’s successor, Bishop Steven Biegler, who stressed that the Vatican’s findings didn’t mean Hart was innocent, just that the Holy See determined that the high burden of proof hadn’t been met.

Biegler has previously stood by the findings of his review board, and a diocesan statement noted the qualifications of its members: “law enforcement; school administration; a doctor of psychology; a pediatrician; a psychotherapist, who treats sexually abused children; and a judge, who was a criminal prosecutor for 13 years involving crimes against children, primarily child sexual abuse.”

On the other hand, the Vatican's Congregation for the Doctrine of the Faith, or CDF, relies on the judgment of priests and bishop canon lawyers, and ultimately the pope. The Vatican for decades has been blasted by victims’ groups for giving bishops a pass when they have been accused of sexual abuse themselves or of covering it up.

A few exceptions have been made in recent years, most famously in the case of ex-Cardinal Theodore McCarrick, who was defrocked after the CDF determined he had abused minors as well as adults, including during confession — essentially the same allegations against Hart.

As a result, the sentence showed the arbitrary nature of Vatican’s canonical sex abuse judgments, which aren't public. Hart’s previous diocese of Kansas City-St. Joseph reached court settlements years ago with at least 10 victims. But Wyoming criminal prosecutors also decided last year not to proceed with charging Hart.

In its decree, the CDF rebuked Hart “for his flagrant lack of prudence as a priest and bishop for being alone with minors in his private residence and on various trips which could have been potential occasions endangering the ‘obligation to observe continence’ and that would ‘give rise to scandal among the faithful,'” the diocese said.

Hart was also rebuked for failing to observe previous Vatican restrictions prohibiting him from having contact with minors and seminarians and from participating in public engagements, the diocese said, adding that those restrictions remain in place.

“Today, I want the survivors to know that I support and believe you” Biegler said in a statement. “I understand that this announcement will not bring closure to the survivors, their family members, Bishop Hart and all those affected.”

Hart was a priest in Kansas City, Missouri, for 21 years before moving to Wyoming, where he served as auxiliary and then full bishop from 1976 until his retirement in 2001. The first known allegations against Hart dated to the early 1960s and were made in the late 1980s. At least six men came forward in the past few years to say Hart abused them in Wyoming.

Vatican clears former KC Bishop of multiple abuse claims

The St. Joseph City Council
approved the second allocation of CARES Act funding Monday to assist those in the city hit hardest by COVID-19.

The council approved an amount of
just under $370,000 to address the economic, housing and non-housing needs of
low-income residents hit hardest by the pandemic.

This money will be used for rent,
mortgage and utility assistance to be administered by local social service
agencies, primarily CAP St. Joseph, who’s fielded hundreds of calls per day
during the pandemic from people in need of rental assistance.

The
council also appointed Bryan Carter as Interim City Manager until a contract
with a new City Manager becomes effective.

Mayor Bill McMurray hopes to have a
new, full-time city manager by late-May or early June.

Elsehwere in Monday's meeting, St.
Joseph’s Director of Health, Debra Bradley, says there are restrictions at the
state level that hinder vaccination efforts in communities like St. Joseph.&nbsp; 

“We had requested 500 doses to be
received this week and we’re only going to get 200 doses, so they’re cutting
back peoples requests," Bradley said. "I know there are some areas in Northwest Missouri
that their entire request was denied."

Bradley says they're trying to
push the vaccine out as fast as possible.

 Mosaic Life Care currently has enough
vaccine for about 150 people per day. Those eligible to receive the shot includes anyone age 65 or older
and adults with underlying health conditions.

St. Joseph City Council approves second round of CARES Act funding, appoints interim city manager

The St. Joseph School District Board&nbsp;voted 7-0 Monday night to place a $107 million bond issue before voters on the April 6 ballot.

The proposal would convert Benton &amp; Lafayette High School into middle schools, and keep St. Joseph Central intact.

This would bring the construction of a new high school building, meaning the district would operate two total high schools. A new high school building would take about two years for completion.

The Lafayette and Benton buildings would be renovated, including the upgrade and installation of heating, ventilation and air conditioning (HVAC) systems in the Central, Lafayette and Benton buildings.

The bond would also include upgrades to athletic facilities and the Hillyard Technical Center, as well as the completion of&nbsp;repairs and improvements to existing facilities in the District.

"If you're going to build a new school, you want to have comparable facilities in your existing school," said St. Joseph superintendent Dr. Doug Van Zyl. "It allows for some of those facilities to be updated and upgraded as well."

Mike Moore, a community member of the district’s Facilities Planning Committee, says this proposal will help students within the district have more equal opportunities.

"We talk about more equal opportunities from school-to-school and we talk about getting the sixth graders out of the elementary schools and into the middle schools," Moore said. "Which, I think is a fantastic idea."

St. Joseph currently has four middle schools. Two of them are grades 6-8 and two are grades 7-8. Van Zyl says this proposal would help the district become more uniform, and also help it take a step forward.

"We'd be able to become a district that's K-5 in elementary, 6-8 in middle school and 9-12 in high school," Van Zyl said. "I also think it's a chance to take a step forward. I think we've been treading water for a long time or maybe taking a step backward when others have been moving forward. This is an opportunity for the community to take a look at how do they really feel about their education."

This proposal would, however, also mean a 29-cent increase in the property tax levy.&nbsp;Taxpayers who own a $150,000 home market value in St. Joseph would pay between $80-85 per year in additional county taxes.

Moore contends, however, that the construction of a new high school and renovation of the District's current buildings would benefit the city long-term.

"It checks the box of not only creating some curb appeal, but also demonstrates that commitment that would allow businesses to recruit to St. Joe in the future," Moore said. "Even more than that, I think it's good for kids."

St. Joseph health officials report two new COVID-19 related deaths in Buchanan County since Friday, putting the county’s death toll at 153.

The latest victims were both women - one in her 80s and another in her 90s. The county has also seen 78 new cases since Friday for a total of 9,587.

As of Saturday, there are 36 patients in the Mosaic Life Care system with 34 patients in St. Joseph, and one in both Maryville and Albany.

Andrew County reports 11 new cases for a total of 1,895.

Statewide, Missouri has seen 4,793 new cases (450,414 total) since Friday along with 26 new deaths (6,553 total).

In Kansas, there have been 2,602 new cases (269,255 total) and 24 new deaths (3,622 total) since Friday. Doniphan County reports 874 cases (+17), Atchison County, KS reports 1,412 cases (+10) and Brown County reports 1,159 cases (+12).

Two new COVID-19 related deaths reported in Buchanan County

ATCHISON COUNTY —One person was injured in an accident just before 10a.m. Monday in Atchison County.

The Missouri State Highway Patrol reported a 2000 GMC Sierra driven by Ruben A. Bankston, 39, Silsbee, TX, was northbound on U.S. 59 one mile north of Tarkio.&nbsp;

The driver lost control on the snow covered road. The pickup traveled off the left side of the road and struck two utility poles.

Atchison-Holt Ambulance transported Bankston to Fairfax Community Hospital. He was not wearing a seat belt, according to the MSHP.

Driver hospitalized after pickup slides into utility poles

St. Joseph Police are investigating a shooting Sunday night that left a man seriously wounded.

The shooting took place at the Trex Mart on King Hill Avenue
shortly after 6 p.m. Sunday.

St. Joseph Police Captain Jeff Wilson says the victim was left seriously injured.&nbsp;

"The victim sustained a gunshot wound, according to reports, in the facial region," Wilson said.

Few other details have been released. The investigation continues. Wilson says there are no suspects in custody at this time.

Motorists need to use precaution today, due to the winter
weather advisory. 

Missouri State Highway Patrol Troop H spokesman Jake Angle
says to slow down because roads are slick in some areas.

“Further north, I know they are getting some snow and its affecting
road conditions. They’re working some slide offs and some stranded motorists
but that’s really what’s going on right now as far as the weather goes,” Angle tells
St. Joseph Post. 

Angle says motorists should be cautious when on the roads. 

“The number one thing we see out there is speed,” Angle says.
“People are going way too fast for the road conditions. When that snow starts falling,
the temperatures drop, we start accumulating ice and snow on the roadway.
People have to slow down, they need to slow down. Almost every slide-off or
traffic crash in inclement weather, especially during winter weather, you can
almost always attribute it to speed.”

Angle says motorists need to take into account the weather
when driving. 

“We just really encourage people to slow down plan extra time
in their trip,” Angle says. “Increase the following distance between you and
the vehicle in front of you. That way if something does happen to them in front
of you, you have time to react. Just those little things like that sometimes
can make a really big difference. Can make the difference between maybe sliding
off the road or being involved in a traffic crash.” 

Angle says Troop H will be keeping a close eye on the weather
throughout the day. 

“Got all available manpower out there right now on the roads
assisting the public working traffic crashes, assisting people that slide off
the roadways. We are just going to watch the weather and continue to do what we
do day in and day out. Serve the public out here on the roadway.”

Atchison County, KS, along with Buchanan, DeKalb, Daviess, Grundy and Livingston counties are under a Winter Weather Advisory until 6 a.m. Tuesday, while points to the north, including Savannah, Maryville, Rockport and Grant City, are in a Winter Storm Warning until 6 a.m. Tuesday.

National Weather Service meteorologist Spencer Mell, who works in the Pleasant Hill office, says the freezing rain should transition to all snow by early Monday afternoon with the St. Joseph area receiving 2-4 inches of snow and higher amounts to the north.

"The bulk of the heavy snow should be over by midnight," Mell said. "We will continue to see light snow through the overnight hours up until the morning rush Tuesday."

Mell says snow rates could be as heavy as 1-2 inches per hour, especially north of St. Joseph. Areas like Maryville and Falls City, NE could see 6-8" of snow, with up to a foot possible in the Lincoln and Omaha areas.

In addition, winds will pick up out of the northeast between 15-25 mph, which could further reduce visibility, especially in open areas.

"With that, the conditions will deteriorate fairly quickly," Mell said. "So, if anyone is traveling out there, use extreme caution because the conditions could deteriorate quickly."

Chris Redline, the Chief Engineer for the Missouri Department of Transportation's Northwest Division, says crews will stay out until roads are safe and passable, but he urges caution especially Monday afternoon and evening.

"We're definitely prepared to go after it, but if you don't have to go out, please stay home," Redline urged. "If you're at work, try and get home early. Check our<a href="http://traveler.modot.org/map/index.html"> traveler information map</a>. If you do come up on our trucks, give them plenty of room to work. And with this freezing rain, you need to be extra careful."

Conditions could 'deteriorate quickly' in northwest Missouri Monday afternoon

Burglary and Robbery rates are down in St. Joseph. 

Police Chief
Chris Connally says 2020’s robbery reports are the lowest they have been since
2002. 

“We had 52 robberies, on a high year we’ve had as much as 100
robberies so that’s pretty significant,” Connally tells reporters during a news
conference at the Law Enforcement Center.

“Burglary, that’s another one that was down, last year. I said
it was the lowest year since 2000. Well, now this past year was the lowest
year,” Connally says. 

Overall, Connally was pleasantly surprised
at the decrease in crime rates. 

“I think in burglaries, it may have contributed during that
time period where everybody was home,” he said. “I kind of was a little surprised
to see us continue to see those decrease, pleasantly surprised, and those are things
were always striving for.”

Connally says shoplifting numbers went down drastically. 

“Some of the things that contributed to that really had to do
with when you went to Walmart and some of those stores they shut things down to
where there was one opening. From our prospective that’s great for crime
prevention,” Connally says. 

Connally says having one entry and exit point to stores helps
reduce robbery. 

One crime that went up in St. Joseph was arson. There were 30
arsons in 2020 - nearly tripled the 11 arsons reported in 2019. 

“There were a number of vehicle arsons that contributed to
that number jumping up,” Connally says.

The number of patients hospitalized with COVID-19 continues to fall in the Mosaic Life Care system - just as the vaccine gets rolled out to the public.

Mosaic reported 36 COVID patients on Saturday - the lowest total in months. There are 34 patients in the&nbsp; St. Joseph, and one in both Maryville and Albany.

Mosaic Chief Quality Officer, Dr. Edward Kammerer, says the rollout of the vaccine is critical, but social distancing and mask wearing are still the best ways to combat the virus and keep hospitals from being overwhelmed.

"People are doing better at wearing their masks," Kammerer said. "They're using hand hygiene and social distancing better than they have. That's important. That's still the foundation. However, as of today, we now have the entire spectrum of treatment available."

<a href="https://stjosephpost.com/posts/3a61fda1-97e6-4273-a8a2-b16713693b6e">Mosaic has started distributing vaccine</a> to members of the public who are in Phase 1b. This includes those who are 65 and older, and any adult considered to be high-risk with underlying health conditions.

Kammerer says the first dose of the vaccine will give the recipient about 80 percent immunity to COVID-19 and 95 percent two weeks after the second dose.

While it may be some time before herd immunity is reached, Kammerer says the vaccine should help drive down local hospitalization rates even further.

"We now have a full spectrum of care that's available for this disease," Kammerer said. "What you're going to see is those numbers really come down over the next few months, because we now have the ability to take care of it - from prevention all the way through to severe disease."

Kammerer says the Mosaic system starts to get strained when it reaches up to 100 COVID-19 patients. There were up to 91 patients being treated for COVID in the system back in October, but it has not since reached that high of a level.

Winter storm moves in, prompting St. Joseph schools to cancel in-person classes

Winter weather is bearing down on the St. Joseph region,
bringing a mix of freezing rain, sleet, and possibly heavy snow.

The National Weather Service reports a “rather potent winter
storm” remains on track to move into northwestern Missouri, extreme eastern
Kansas, southeastern Nebraska, and southwestern Iowa. Forecasters say the storm
initially will bring a wintry mix to the area, primarily freezing rain, then switch
over to snow late Monday morning.

NWS has issued a winter weather advisory, beginning at 3am Monday
through 6am Tuesday, impacting both the morning and evening commutes. Snow accumulations
are expected to range from two to four inches with ice accumulations of up to
one tenth of an inch. The advisory has been issued for northeastern Kansas as
well as north-central and northwestern Missouri. Cities included in the
advisory include Atchison and Maysville, Kansas as well as St. Joseph in Missouri
along with several northwest Missouri cities.

Roads likely will be slick from freezing rain prior to the
snow falling. Motorists are being cautioned about getting out and urged to keep
up-to-date on the forecast.

Far northern Missouri and southern Iowa as well as parts of
Nebraska are expected to receive the heaviest snowfall with totals tapering off
around the Highway 36 corridor.

Wintry mix possible as weather advisory issued for area

CLINTON COUNTY —A Missouri man died in an accident just after 1:30a.m. Sunday in Clinton County.

The Missouri State Highway Patrol reported a 2002 Acura RSX driven Jessie T. Harris, 23, Dearborn, was eastbound on Route N three miles east of Easton.&nbsp;

The driver failed to negotiate a curve and the driver overcorrected. The car traveled off the south side of the road, struck an embankment, rolled and the driver was ejected.

Harris was pronounced dead at the scene and was transported to the Frontier Forensics in Kansas City. He was not wearing a seat belt, according to the MSHP.

The Ford rear-ended a 2020 John Deere Gator driven by Gary D. Stiens. 65, Maryville, who was slowing to turn into a private drive.

Nodaway County EMS transported Stiens and passengers in the Ford Brend A. Thompson, 23, and a 5-year-old girl both of Bedford, IA., to Mosaic in Maryville.&nbsp; Kole Thompson was not injured.

The occupants of the Ford were properly restrained at the time of the accident, according to the MSHP.

2 adults, child hospitalized after car rear-ends UTV

CLINTON COUNTY—One person was injured in an accident just before 10:30a.m. Saturday in Clinton County.

The Missouri State Highway Patrol reported a 2019 Frieghtliner semi driven by Kevin B. Adcock, Butler, was southbound on Interstate 35 four miles south of Cameron.

The driver suffered from a medical issue. The vehicle traveled off the road, struck an embankment and overtured.

Cameron EMS transported Adcock to Cameron Regional Medical Center. He was properly restrained at the time of the accident, according to the MSHP.

Missouri teen hospitalized after Nodaway Co. crash

St. Joseph health officials report 42 more cases of COVID-19 in Buchanan County Friday, putting the county's total at 9,509.

There were no new deaths in Buchanan County for the second day in a row. The county's death toll stands at 151.

Mosaic Life Care reports 46 patients in its system Friday - the same number as Thursday. There are 43 patients in St. Joseph, two in Maryville and one in Albany.

Andrew County reports 10 new cases Friday for a total of 1,884. There have also been 18 deaths in the county since the pandemic started.

Statewide, Missouri reports 1,783 new cases (445,621 total) and 42 new deaths (6,527 total) Friday.

Since Wednesday, Kansas has seen 3,241 new cases (266,653 total) and 23 new deaths (3,598 total). There are now over 8,000 Kansans hospitalized with COVID as well.

Doniphan County, Kansas reports 857 cases (+8 since Wednesday), Atchison County, KS has seen 1,402 cases (+15) and Brown County reports 1,159 cases - an increase of 12 since Monday.

Buchanan County exceeds 9,500 COVID cases, hospitalizations remain stable

The 2020 Crime report analysis reported crime rates are lower
than in 2019. Police Chief Chris Connally says overall index crimes were down by
just over 11%. 

“The index crimes are murder, rape, robbery, aggravated assault,
arson, burglary, larceny, and motor vehicle theft,” Connally tells reporters
during a news conference at the Law Enforcement Center.

Connally is encouraged by the lower crime rate, but says improvement

operation, we’re always looking at there’s too much crime and we need to go out

HOLT COUNTY —One person was injured in an accident just after 8a.m. Friday in Holt County.

The Missouri State Highway Patrol reported a 2006 Chevy Silverado driven by Amy N. Bender, 36, Maitland, was southbound on Madison Street at Missouri Street in Oregon.

The pickup was stopped at a stop sign. A 6-year-old Oregon boy attempted to cross the street. The driver accelerated and struck the child.

Bender, 36, Maitland, was southbound on Madison Street at Missouri Street in Oregon.The pickup was stopped at a stop sign. A 6-year-old Oregon boy attempted to cross the street. The driver accelerated and struck the child.Atchison-Holt ambulance transported the boy to Mosaic in St. Joseph. Bender was not injured and properly restrained at the time of the accident, according to the MSHP.
