New sights are in downtown St. Joseph as the Allied Arts Council presents the 8th annual sculpture walk this summer.

Executive director Theresa Fankhauser says the idea for bringing public art to downtown St. Joseph came to her on a trip to South Dakota, walking around other towns and seeing sculptures all around.

"I brought that idea back, the Allied Art Council did some strategic planning, like where do we want to go? What can we do to further our mission of bringing arts and people together?" Fankhauser said. "So, the council said that public art was an avenue that we wanted to pursue."

The sculpture walk brings 21 sculptures on display throughout downtown. The sculptures will be featured through next May.

Fankhauser says there are many ways to locate these art pieces.

One way is a brochure with a map that you can find located around downtown St. Joseph, but another way is an app called Otocast.

  Fankhauser says that when you download this app and search St. Joe Sculpture Walk, you will find one unique feature.

"As you walk you open that app and as you walk from sculpture to sculpture, you will actually get to hear the artist speak about their work," she explained.

Fankhauser says the Allied Arts Council spreads the word all around about the sculpture walk, and it brings people from all over, which in turn helps St. Joseph. 

"We get people coming up from Kansas City, from Gladstone, from Atchison, and then also from Maryville and Cameron just from all over, because they hear about what we're doing and they want to see it and be a part of it," Fankhauser said. "Which is also an economic driver, because they do go into our shops and our restaurants and spend their money here, which is ultimately what we all want."

Eighth annual sculpture walk brings art to downtown St. Joseph

ATCHISON COUNTY —Law enforcement authorities are investigating the theft of catalytic converters from two trucks that were parked in a parking lot at 2605 U.S.73 Highway that occurred sometime between Friday evening and Monday morning, according to Police Chief Mike Wilson.

In this instance, two catalytic converters were taken from one truck and one catalytic converter taken from a second truck. Total value of these three $1,100. 

In Atchison, there have been 7 catalytic converters stolen so far in 2021 and there were 10 stolen in 2020. 

Of these seventeen, 10 were taken from trucks, 5 were taken from vans, and 2 were taken from SUV’s. These vehicles set higher and thieves can quickly crawl underneath the vehicles and cut the converters from the exhaust system, usually with a battery powered Sawzall. Values of the stolen converters have ranged from $300 to $2,000 each. They contain precious metals with a value as scrap.

Atchison Police are working with other law enforcement agencies in Northeast Kansas and Northwest Missouri who are experiencing similar thefts, according to Wilson.

Police investigate more catalytic converter thefts

Missouri Western and St. Joseph saw record attendance and interest in Kansas City Chiefs' training camp in the summer of 2019.

The Chiefs were just coming off of an appearance in the AFC Championship game, and were gearing up for an eventual Super Bowl 54 victory in February 2020.

A month later, COVID-19 shut everything down and the NFL didn't allow teams to travel to their usual training camp sites.

In the months that have followed, Missouri Western leadership, along with elected officials in St. Joseph and Buchanan County, have worked tirelessly to bring training camp back to the site it's been held at since 2010.

After a temporary relocation to Kansas City last year due to COVID-19, the Kansas City Chiefs formally announced Wednesday that their training camp will return to Missouri Western State University this July.

"It's taken many movements and changes in protocols to get here," said Missouri Western athletic director Josh Looney. "Heavy lifting by numerous people here at Missouri Western, by President Kennedy and elected officials in our city and county. Also, Mosaic Life Care, who's our primary sponsor and healthcare partner for training camp."

The camp, which will be at Missouri Western for an 11th year this July, will be open to fans again as well.

Training camp practices start July 28 and will conclude on August 18.

Due to heightened demand, attendance at daily practice will be limited to provide the best fan experience.

But having fans back at all, Looney says, is the most important thing.

"At the end of the day, we're excited to announce that camp is returning," he said. "There will be thousands of people here every single day. Just an exciting time for St. Joseph, Missouri Western and for the Chiefs as well."

New this year, all training camp tickets must be reserved in advance through the Chiefs Kingdom Rewards program at www.chiefskingdomrewards.com.&nbsp;

Ticket reservation will begin at 10 a.m. on Wednesday, July 7. Fans can reserve a maximum of four tickets per practice and can reserve tickets for a maximum of three separate practices. All tickets are mobile entry only.

New bleachers and berm seating have been implemented to allow for a maximum number of fans, and to allow for the best spacing at the Mosaic Training Fields, according to Looney.

"Right now, any limitations we have to fan capacity are not COVID related," he said. "It's about fan experience, and the enhancements we've put there with additional fan seating and the additional berm, knowing that demand will be very high. So, there'll be some differences to entry and exits and changes to access to players and no autographs."

Having training camp back in St. Joseph is not only beneficial for Missouri Western, but also for area businesses, who missed out on a major economic boost last summer.

Kennedy says training camp typically brings in about $20-$30 million in commerce to the St. Joseph area.

"When you see the number of folks here, everyone has to eat and everyone gets gas and everyone participates," she said. "Plus, it's an opportunity for people outside of our community to see St. Joseph and see how wonderful it is. What a great place it is to raise your family, to live here and the economic opportunities as well."

The biggest benefit for Missouri Western, Kennedy says, is the huge exposure that training camp brings to the campus.

"It brings attention on a national and even international level that we probably would not get otherwise," Kennedy pointed out. "I think with our facilities and (Spratt Stadium), it's a wonderful way to show the nation, our state and region what Missouri Western has to offer as a campus. We're very pumped about this."

Having training camp back in St. Joseph is a huge step toward normalcy - both for the Chiefs and the city.

Looney says the fan experience will be fairly similar to what it's been like in the past, but the common observer likely won't see all of the work that's gone on over the last several months.

All of the back-and-forth communication between the University and Chiefs' front office to make training camp 2021 a reality.

"There's a lot that's gone on behind the scenes that the fans won't see," Looney said. "But, things have changed on our staff. But, it's been working with the Chiefs to make that happen. They've been wonderful. We've been confident all along that as long as both parties felt we could meet whatever regulations there are, that they would be back here."

Additional training camp info, schedule

Nearly all training camp practices will be free to the public. Missouri Western will charge a $5 admission fee on three practice days – July 30, July 31 and August 8. There will be a $5 parking fee each of those days, and cash will be accepted for that.

The Chiefs will host two free, exclusive Season Ticket Member Days that won't be open to the public. Those will be July 28 and August 10. Parking will be free on both of those days.

Additional camp details will be communicated to ticket holders via email in the weeks leading up to training camp. All ticket reservations and purchases are subject to the Chiefs ticket terms found at www.chiefs.com/tickets/terms/.

Per Missouri Western policy, all parking and paid admission date ticket sales are final.

All practice times and dates are subject to change and all practices will be on the Mosaic Training Fields.

All practices, except for the final day of camp, will begin at 9:15 a.m. Weather and field conditions are evaluated daily. If practice is moved indoors due to poor conditions, it will be closed to the general public and fans will notified beforehand.

Missouri Western leadership thrilled, prepared to host Chiefs training camp again

ANDREW COUNTY —A St. Joseph man was injured in an accident just after 9:30a.m. Wednesday in Andrew County.

The Missouri State Highway Patrol reported a 2019 Ford Escape driven by Cynthia R. Eldridge, 65, Savannah, was backing out of a private drive on County Road 361 one mile north of St. Joseph.

The Ford backed into the passenger side of an eastbound 2009 Ford F250 driven by Alfred L. Devling, 67, St. Joseph.

Andrew County EMS transported Devling to Mosaic Life Care. Eldridge was not injured. Both drivers were properly restrained at the time of the accident, according to the MSHP.

Savannah woman, 4 children injured in SUV accident

Due to a rise in COVID-19 cases in Buchanan County, two St. Joseph schools were forced to finish summer school online. 

Assistant Superintendent Gabe Edgar of the St. Joseph School District says the move to online for Robidoux and Pershing elementary and middle schools was purely "precautionary".

"We see a target for the amount of absent students that we need to look at in the regular school year and also for summer school and they got to one of those target numbers as far as the number of students that were gone," Edgar says. "So, we took a precautionary measure to just shut those down."

Edgar says the move to virtual learning for both schools will still allow teachers to work and students to learn.

"Our summer school program is actually a contracted service which actually provides students incentives for attendance and those types of things so we just put them on virtual," Edgar says, "and they can still earn their incentives, the teachers are still working, and kids are still learning." 

St. Joseph School District leadership was hopeful that they'd be able to make it through summer with in-person learning.

Edgar says in March, the outlook of completing in-person learning was bright and a return to normalcy seemed evident.

"The outlook was great from the month of March on, especially within the school district, there was very little happening if anything at all," Edgar said. "So, we were very optimistic that we were going to make it through summer school, and make it into the fall with some normalcy."

Edgar says they have a couple of months between the end of summer school and the fall semester, but they are still taking things seriously. 

"We are in constant contact with Mosaic Life Care, constant contact with the city of St. Joseph, constant contact with the county, (superintendent) Dr. Doug Van Zyl has weekly calls with them to kind of discuss what we're looking at," Edgar said. "So, it's not anything that we're taking lightly, we will have a plan to enter the school year."

Since last Monday, there have been 166 new cases of COVID-19 in Buchanan County, including 44 on Tuesday alone. In Buchanan County, just 18.8 percent of residents have completed vaccination.

Both Robidoux and Pershing will continue to hold summer school virtually through July 1st - when summer school ends.

Robidoux, Pershing finishing summer school online due to rise in COVID cases

The State of Missouri has seen a surge of COVID-19 cases recently. Since Thursday, Buchanan County has seen 46 new cases.

Testing has been done by the state on the new Delta Variant. Connie Werner, Clinic Supervisor for the St. Joseph Health Department, says the spread of the variant should be treated with the same level of caution.

"For us from a health department standpoint, we just know that it can cause increased cases, and we're seeing increased cases," Werner says. "So ultimately the variant doesn't change actions, so it's to be aware that it can be more contagious, but what you do for it is no different."

Werner adds the variant is still fairly new, but it should be treated with the same level of caution.

"I think that we hear a lot of words that can be new, like Delta or whatever the new variation is," Werner says "I think the main thing to know is that what you need to look at is in your area are you seeing an increase in cases, and if so does it matter what the variant is?"

With the Fourth of July holiday coming up, and students preparing to go back to school in a couple of months, the St. Joseph Health Department is asking Buchanan County to keep COVID-19 precautions in mind. 

Werner says while the CDC has granted more freedoms as COVID cases decrease nationwide, that shouldn't necessarily change the actions of the community, especially with cases going up.

"So if you know that your community has 20 percent vaccinated which is one in five people, and you know that cases are increasing, it really doesn't change what we've been stating from the beginning," she said.

Werner says those who are unvaccinated should avoid large gatherings, wear a mask indoors and stay six feet apart.  

Since last Monday, there have been 166 new cases of COVID-19 in Buchanan County, including 44 on Tuesday alone. Mosaic Life Care is also treating 16 COVID patients - 15 in St. Joseph and one in Albany.

St. Joseph health officials advise residents to work with medical facilities to prevent the spread of the virus - whether that's getting the vaccine, getting tested or staying home when you're sick. 

While 53.3 percent of Americans have started vaccination, many Missouri counties are well short of 40 percent. In Buchanan County, just 18.8 percent of residents have completed vaccination.

A man was struck and killed by a southbound train Tuesday night in St. Joseph.

St. Joseph Police say a call came in from BNSF railroad around 10:30 p.m. Tuesday about an incident near 3rd and Francis.

Officers said the victim was pronounced dead at the scene. The victim is described as a 60-year-old white man.

The investigation is ongoing. Foul play is not suspected.

Man struck and killed by train in St. Joseph Tuesday night

Soon-to-be sophomore Elliott Murphy has been a sports fanatic ever since he can remember.

"I've been watching sports ever since I was a baby," he said. "My whole family is into sports. My dad's side, my mom's side."

While he was still a baby, Murphy was diagnosed with spina bifida, and started using a wheelchair around the age of one. That didn't slow him down one bit.

Murphy took up baseball, snow skiing, basketball, and eventually varsity track and field this past spring at Bishop LeBlond.

The first varsity para track athlete in St. Joseph city history, Murphy competed in the 100 and 200 meter dash, along with shot put.

He was the only entry in para events during meets throughout the season, as LeBlond competes at the Class 1 level in track.

But, that didn't slow Murphy down. He competed hard all the way through districts, and came home from the Class 1 state meet in Jefferson City with three gold medals and a personal-best time of 19.27 seconds in the 100.

"It's great to be recognized," Murphy said. "Being a para athlete and actually just being the only para athlete at the whole entire (Class 1 state track meet). It was really nice to be recognized."

Track and field for para athletes has been sanctioned by MSHSAA since 2009. At least one para athlete competed at state track in Classes 3-5 in May.

&nbsp;But only three total para events at state track in Missouri had more than one competitor - Class 5 boys' 100, Class 5 girls' 200 and the Class 3 boys' 200.

Kansas, meanwhile, just sanctioned para track and field this past spring and made history when the first wheelchair 100-meter dash was held at the state meet in Wichita.

Murphy is hopeful that more para athletes in Missouri will find their way to state competition in the future.

"I think this will open eyes to many people," he said. "I think (para athletics) is going to keep growing and I hope it keeps growing."

While Murphy looks forward to another three years of varsity track, he's also part of a growing wheelchair basketball team called the Kansas City Kings - a team for local and regional varsity players.

Part of the National Wheelchair Basketball Association, and part of the Kansas City non-profit Midwest Adaptive Sports, Murphy and the Kings will compete in nationals this coming weekend in Wichita.

Murphy says basketball has been his hobby of choice this summer.

"I go outside for an hour or two hours every day to play basketball," Murphy says. "That's pretty much it."

Murphy is now more sure of himself as he looks ahead to his sophomore year.

Competing as the city's first varsity para track athlete, as a freshman, coming off of COVID cancellations last year, was certainly a memorable experience for Murphy and his coaches.

But, once again, it didn't slow Murphy down.

"The coaches were great," he said. "Nobody really knew what they were doing at first, including myself. But, they were really great through the learning process. They were willing to learn and willing to help me. Overall, they were willing to help me through the difficulties that came throughout the process.

"It's really boosted my confidence and I can't wait to see what my sophomore year has to offer."

After breakthrough track season, Murphy pursuing basketball passion this summer 

ATCHISON COUNTY—A Missouri man was injured in an accident just after 3p.m. Tuesday in Atchison County.

The Missouri State Highway Patrol reported a 2015 Peterbilt semi driven by Andrew M. Williams, 29, Excello, was southbound on Route B three and one half miles east of Watson.

The semi traveled off the road, overturned and lost its cargo.

Air Evac Life Team transported Williams to Bryan West Medical Center in Lincoln. He was properly restrained at the time of the accident, according to the MSHP.

Missouri man airlifted to hospital after semi overturns

Colin Pettegrew, a math teacher at Robidoux Middle School, and Todd Shifflett, a business/finance/history teacher at King City, were selected as the two&nbsp;Northwest Missouri Regional Teachers of the Year.

The announcement was made this week by the&nbsp;Northwest Regional Professional Development Center.

The Northwest Regional Teacher of the Year award is part of the Missouri Teacher of the Year program, sponsored by the Department of Elementary and Secondary Education (DESE).

The program recognizes the efforts of effective teachers in providing a quality education to their students. Shifflett and Pettegrew will be honored this October in Jefferson City, where the 2021-22 Missouri Teacher of the Year will be announced.

The selection committee, comprised of teachers, business leaders and education organization leaders, will choose the Teacher of the Year following interviews with each finalist this fall.

 The new Missouri Teacher of the Year will serve as the state’s nominee for the National Teacher of the Year competition.

(AP) — A 41-year-old inmate at a state facility in St. Joseph has been charged in the beating death of another prisoner.

Court documents show Akwasi Sawyer was charged last week with involuntary manslaughter in the death of 44-year-old Christopher Balducci.

The records contend Sawyer assaulted Balducci and Tyler Breslin inside their cell at the Western Reception, Diagnostic and Correctional Center in October 2020.

Balducci died about a month later of complications from blunt force trauma he suffered in the beating.

Sawyer was serving a 19-year sentence for multiple counts of resisting and interfering with a felony arrest and felony drug possession.

To celebrate the Missouri state bicentennial, festivals will be happening all around the state, including one big event in St. Joseph.

Kathy Reno of the Steam to S.T.E.A.M. festival marketing committee, says the event in St. Joseph will have a special focus.

"St. Joseph chose to do St. Joseph 2021: From Steam to S.T.E.A.M meaning from the steam engines to science, technology, engineering, arts and math STEM activities," she said.

Reno wanted to emphasize the involvement of the Allied Arts Council along with stem education.

"I think most people know what STEM education is," Reno said. "In this case, we've added the arts, because the Allied Arts Council is involved, so we thought that would be the cutest theme."

Fun activities will fill the Civic Center Park in August during the celebration.

Daniel Ramming, chair of the fine arts and folk arts for the Steam festival, says many artists and vendors will be at the festival - some familiar faces and some new.

"If you're wanting to start an art collection, there's people from all different price points, from small things to fine high end art," Ramming said.

Ramming added most of the art on display will be available for purchase.

"Most of our area is going to be devoted to artists and crafts people that are selling their artwork," he said. "We will have a few demonstrations here and there throughout the weekend as well." 

The event runs August 20-21 and will be filled with fun, family-friendly activities and will be free to attend.

Over 1,700 people have completed vaccination in Doniphan County - that's nearly 26.8 percent of their population. Doniphan County has reported only four new cases in the month of June.

The pickup rear-ended a 2017 Ford Transit van driven by Larry P. Crider, 60, Oregon, Mo., who had slowed due to traffic.

Buchanan County EMS transported McClurg and a 13-year-old boy in the Dodge to Mosaic Life Care. Crider was not injured. All three were properly restrained at the time of the accident, according to the MSHP.

Man, teen hospitalized in St. Joe after rear-end crash

Buchanan County has been <a href="https://stjosephpost.com/posts/bc97b551-54b1-4005-b141-cc1b3db0f7ab">allocated $16.9 million</a> from the American Rescue Plan - a $1.9 trillion COVID stimulus approved by Congress earlier this year.

The county received its first allotment of that money, over $8 million, about a month or so ago. The rest will come next year, and the county has until the end of the year 2024 to allocate all of this funding.

Buchanan County presiding commissioner Lee Sawyer says the county is carefully reviewing how to best spend this money. One need at the forefront of he and his constituent's minds is improving rural broadband.

"Areas that are underserved," Sawyer said on KFEQ's The Hotline. "They've got some specific data that says, 'If you're less than 25 megabyte (per second) download or three megabyte per-second upload speed, then those areas could qualify for some additional funding."

Sawyer has said that he'd like the American Rescue Plan money to be put toward ideas and projects that will have long-term benefits for the county's population.

"What I'd love to see is that we have some bigger projects that could really have long-term effect," said Sawyer, "and really enhance people's lives in Buchanan County in some way."

The U.S. Department of Economic Development estimates that more than 400,000 Missourians do not have reliable internet access.

"We hear from people from time-to-time who just don't have any good options," Sawyer said. "And you think, that's difficult in today's world. It just is."

Rural broadband access has been a key topic for many Midwestern and Plains states for years. New and innovative tactics are being used to improve broadband access in northwest Missouri.

Just this year, regional provider United Fiber received a $7.5 million grant from the Federal Communications Commission to upgrade existing infrastructure to support fiber internet.

In Clinton County, a&nbsp;research team called Project Overcome is focusing <a href="https://stjosephpost.com/posts/ed7f1194-166c-4acd-8c39-1cfe50970170">on an area around Turney</a>. The project is being made possible by a one-year, $300,000 grant, and the goal is to get faster internet speeds to rural patrons via fiber infrastructure.

Christel Gollnick, a Navigation Team Member for Maximize Northwest Missouri and President of JUPER Communications in Clinton County,&nbsp;says that project can be a helpful tool in finding some long-term solutions for the entire region.

"Our hope at this point is to just simply found out, is it replicable?" she said. "Does it work, does it solve the problem and can we do it at a price point that really makes this a very reasonable and realistic way to solve a problem that's here right now?"

Sawyer says he has seen Pittsburg, Kansas take a similar approach to give their rural patrons better internet access.

About 40% of people in east central Kansas have a device that can connect to broadband, but lack the access. Meanwhile, about 25 percent have access to broadband, but don’t have a device to make the connection.

"There are some neat things going on out there, and we're going to take a look at best practices and what would be some potential options for (Buchanan County)," Sawyer said.

The COVID-19 pandemic made rural broadband inequities more dire, as people were forced to learn and work from home for months at a time.

 </figure>By TOMMY REZACSt. Joseph PostBuchanan County has been <a href="https://stjosephpost.com/posts/bc97b551-54b1-4005-b141-cc1b3db0f7ab">allocated $16.9 million</a> from the American Rescue Plan - a $1.9 trillion COVID stimulus approved by Congress earlier this year.The county received its first allotment of that money, over $8 million, about a month or so ago. The rest will come next year, and the county has until the end of the year 2024 to allocate all of this funding.Buchanan County presiding commissioner Lee Sawyer says the county is carefully reviewing how to best spend this money. One need at the forefront of he and his constituent's minds is improving rural broadband."Areas that are underserved," Sawyer said on KFEQ's The Hotline. "They've got some specific data that says, 'If you're less than 25 megabyte (per second) download or three megabyte per-second upload speed, then those areas could qualify for some additional funding."Sawyer has said that he'd like the American Rescue Plan money to be put toward ideas and projects that will have long-term benefits for the county's population."What I'd love to see is that we have some bigger projects that could really have long-term effect," said Sawyer, "and really enhance people's lives in Buchanan County in some way."The U.S. Department of Economic Development estimates that more than 400,000 Missourians do not have reliable internet access."We hear from people from time-to-time who just don't have any good options," Sawyer said. "And you think, that's difficult in today's world. It just is."Rural broadband access has been a key topic for many Midwestern and Plains states for years. New and innovative tactics are being used to improve broadband access in northwest Missouri.Just this year, regional provider United Fiber received a $7.5 million grant from the Federal Communications Commission to upgrade existing infrastructure to support fiber internet.In Clinton County, a&nbsp;research team called Project Overcome is focusing <a href="https://stjosephpost.com/posts/ed7f1194-166c-4acd-8c39-1cfe50970170">on an area around Turney</a>. The project is being made possible by a one-year, $300,000 grant, and the goal is to get faster internet speeds to rural patrons via fiber infrastructure.Christel Gollnick, a Navigation Team Member for Maximize Northwest Missouri and President of JUPER Communications in Clinton County,&nbsp;says that project can be a helpful tool in finding some long-term solutions for the entire region."Our hope at this point is to just simply found out, is it replicable?" she said. "Does it work, does it solve the problem and can we do it at a price point that really makes this a very reasonable and realistic way to solve a problem that's here right now?"Sawyer says he has seen Pittsburg, Kansas take a similar approach to give their rural patrons better internet access.About 40% of people in east central Kansas have a device that can connect to broadband, but lack the access.
