Road construction season is drawing near and the Missouri Department of Transportation wants you to be aware of those work zones. &nbsp;

District Maintenance and Traffic Engineer Tonya Lohman says April is when MODOT holds 'Work Zone Awareness Week' with construction normally beginning through the spring, summer, and fall. &nbsp;

Lohman says MoDOT wants to make sure that drivers are aware of those work zones as they are out on the road. &nbsp;

"A lot of people get distracted and they don't even see the signs or pay attention getting into those work zones, sometimes those lanes are narrowed to allow for all the equipment that are in there, or maybe we have a bridge lane closed because we're doing some concrete repair, or replacing something on the bridge" Lohman tells KFEQ/St. Joseph Post. "So, we just want to make sure that people are aware of that and kind of have a focus all summer long."&nbsp;

MoDOT saw an unprecedented number of accidents in work zones in 2021, with drivers crashing 61 times into MoDot work vehicles. &nbsp;

Lohman says that with fewer drivers on the road over the last two years, officials saw motorists driving faster.&nbsp;

"We actually saw an increase in speed during 2020 and 2021, so fewer people were having to travel into work, those that could work from home or do remote work and were able to that reduced the amount of congestion on the roadways, so people started speeding up an going faster," Lohman explains. &nbsp;

Lohman says another factor that contributes to traffic crashes is drivers becoming more distracted. &nbsp;

From 2018 to 2021 MoDOT has seen crashes with work zone vehicles that resulted in 37 injuries and two fatalities.&nbsp;

With road construction season beginning soon, Lohman says there will be a couple different projects motorists see this spring, summer, and fall.&nbsp;

"There will be lots of paving projects and there will be bridge replacement projects," Lohman says.&nbsp;

Lohman says one way to be aware of where construction or road closures might be, is to download the Traveler Information map app on your phone.&nbsp;

"Before you head out, you know whether it's daily to go to work if you have to drive back and forth to Kansas City or Savannah, or if you're going on a trip down to Branson or Springfield, you can click and look and see what kind of construction projects there are on the route that you plan to take," Lohman explains. "It'll show whether the roads closed or if it's got lanes narrowed."&nbsp;

Lohman says the Traveler Information map is also useful on days with heavy rain, where roads might become flooded and have to be closed. &nbsp;

Northwest Missouri State University has appointed Vice
President of Culture Clarence Green as interim president as the university
searches for a replacement for John Jasinski.

The Northwest Board of Regents chose not renew Jasinski’s
contract and has release no details on the decision.

Green has been with Northwest since 1996. He has been vice
president of culture on the Maryville campus since April of 2019 and has
oversight of the Office of Human Resources, the Office of Institutional
Research and Effectiveness, and the University Police Department, for which he
also serves as chief.

Green previously served at Northwest as interim vice president
of diversity, equity and inclusion, and as the interim vice president of human
resources.

Green serves in Maryville Ten Squared Men, the local NAACP
Chapter, and numerous law enforcement organizations. In 2016, he was named
among Ingram’s Magazine’s Top 50 Missourians You Should Know.

In a news release, the NWMSU Board of Regents stated it plans
to launch its search for Northwest’s next president when the fall semester
begins.

NWMSU names Green as interim president

Local leaders in northwest Missouri are working with the state and a local fiber-optic network to try and improve rural broadband access in areas that need it most.

Buchanan County presiding commissioner Lee Sawyer says the county is trying to decide how to best use its dollars toward this project, using American Rescue Plan funding and other means.

"We're trying to figure out how to maximize the dollars we have as matching money," Sawyer said on KFEQ's The Hotline. "All of the state money that we'll be applying for on the rural fiber side will be requiring a local match."

Sawyer says they remain in constant contact with United Fiber - a Savannah-based fiber-optic network that provides high speed broadband services to many different communities and rural areas in the northwest part of the state.

"We're talking with United Fiber and we remain very impressed with those folks," Sawyer said. "They've got a good plan. Everyone is kind of redoing their maps, because they've changed the rules a little bit on what is considered to be inadequate internet connectivity."

Buchanan County commissioners are setting aside around $2 million from the American Rescue Plan that will go toward rural broadband improvement. Gov. Mike Parson has previously recommended around $400 million in state funding to go toward this effort.

Sawyer says any state funds that Buchanan County applies for that's put toward rural broadband would have to be matched locally. That way, Missouri could get some federal help on this project as well.

"Let's just say we could do a public-private partnership for our local match," Sawyer said. "So, maybe we put in money, United Fiber puts in money and then we take that and give that to the state. Well, then the state might say 'you need to have a 25% local match' or maybe it's a 50% local match. We're hoping for 25, because that would enable us to expand further."

Missouri ranks 34th out of all states in rural broadband access, according to research from BroadbandNow. Their research shows 83.5% of Missouri residents have access to wired broadband with download speeds of 100 megabytes per second and upload speeds of 25 MBPS or higher.

Sawyer says plans are still being developed, and broadband coverage maps are being updated by state and local leaders, and exact planning is still being hammered out.

The overall cost of broadband expansion, coupled with issues in getting the needed materials due to recent supply chain backlog, have caused delays in rural broadband and fiber broadband expansion.

Still, Sawyer says the top priority is finding those rural areas that are most populated and are not getting the type of internet speed needed for tasks such as working from home, home health, virtual learning and other school work that requires reliable internet connection.

"We'll be looking at the underserved areas with the highest population and we'll go from there," Sawyer said. "We'd love nothing more than to build out Buchanan County. I don't know if that's realistic on this particular round, but we're going to try and get as much as we possibly can (from the state)."

United Fiber working with state, local leaders to improve rural broadband access in NW Missouri

The St. Joseph Board of Education has announced another round of transfers, promotions and new hires for next school year.&nbsp;

Rebecca Evans has been promoted to principal at Mark Twain Elementary from a curriculum advisor role in the district.&nbsp;Evans replaces Mindi Richardson who resigned from the district.

Julie Coon has been appointed as assistant principal at the Early Learning Center. Coon comes to the St. joseph School District from the Mid-Buchanan R-V school district where she has served as a special education teacher, pre-school, and Kindergarten teacher.

Nathan Sherwood has been appointed as assistant principal at Truman Middle School. Sherwood has served as assistant principal, athletic director, and math teacher in USD #375 Circle in Benton, Kansas.&nbsp;Sherwood replaces Jeffery Sullivan who accepted the assistant principal position at Central High School.

Mark Anderson, currently the Boys Physical Education teacher at Bode Middle School, will become the new assistant principal at Spring Garden Middle School.&nbsp; Anderson replaces Megan Lowe who has been promoted to principal at Spring Garden.

Cynthia Faucett, currently a sixth-grade teacher at Eugene Field Elementary, will serve as the assistant principal at Carden Park Elementary. She replaces John Wachtel who has been promoted to principal at Carden Park.

Jacob Kretzer has been appointed assistant principal at Hosea Elementary. He has served in the district as a behavior interventionist.&nbsp; Kretzer replaces Laura Coughlin who resigned from the district.

Alex Tomes has been appointed assistant principal at Benton High School. Tomes replaces Mark Korell who has been promoted to principal at Robidoux Middle School.

St. Joseph Board of Education announces more promotions and transfers

A federal judge in Florida struck down a national mask mandate
on airlines and mass transit, leading airlines to immediately drop the mandate
much to the delight of passengers.

It is a delight to northern Missouri Congressman Sam Graves as
well, who as the ranking Republican on the House Transportation and
Infrastructure Committee, has been pressing the Biden Administration to end the
requirement on public transportation.

“We’ve been arguing this for some time and the judge pointed
out that the CDC was beyond their authority when it comes to this mandate and
what’s more, the judge also ruled that they did it wrong. They didn’t follow
proper procedure,” Graves tells KFEQ/St. Joseph Post.

Immediately after the federal judge issued the ruling, major
airlines dropped the requirement that passengers wear masks during flights.
Some passengers broke out in cheers, ripping off their masks, when the decision
was announced mid-flight.

The Transportation Security Administration announced Monday
night it would no longer enforce the mask requirement in airports and on airplanes.

Graves says he isn’t surprised the TSA acted so swiftly.

“The fact that the TSA immediately said that they were not
going to enforce the mandate any longer and the fact that the airlines
immediately dropped the mask mandate is just evidence of what we’ve been saying.
People are tired of this,” Graves says.

Graves says he isn’t sure all public transit systems will drop
the mandate as well. The judge left it up to local entities to decide whether
masks should be required on public transportation.

Overall, though, the Congressman is just pleased with a ruling
that the CDC could no longer require masks to use public transportation.

“People are tired of this. We are finished with being controlled
constantly and that’s what this has been about. It’s been about control,” Graves
says. “The TSA was no different than anyone else. I think they are tired of it
was well and that’s why it didn’t take very long at all that they immediately
complied.”

Graves says he isn’t sure whether the Biden Administration
will fight the ruling, but adds he believes the administration understands how
unpopular the mandate was.

Florida judge strikes down transportation mask mandate; Graves cheers ruling

Film students at Missouri Western State University will take
the Griffon Film Festival to the public for the first time this Friday.

Professor Toby Lawrence says though this is the 7th
annual Griffon Film Festival, it’s the first time students have shown their
films to the public. The festival gets underway at the Missouri Theater in
downtown St. Joseph Friday evening.

“So the first half of the program will be like the
family-friendly section,” Lawrence tells host Barry Birr on the KFEQ Hotline. “Then,
we’ll have a quick intermission, like 10 minutes, and then some of the other
films that might have some more adult themes will show. We’ll have an award
ceremony. We’re even going to have a Q and A with the students, the film makers,
so they can all come up and respond if the audience has questions.”

Lawrence says graduates of the Missouri Western program can go
into a variety of careers, from Hollywood to local commercials or any position
that uses videos extensively.

Mackenzie Osborn, a senior from Savannah, says her experience in
the Performing and Cinematic Arts program helped her land her position as
Communications Coordinator for the Second Harvest Community Food Bank in St.
Joseph.

“My ability to use the camera and my ability to use the editing
software that we got. It kind of helped me there,” Osborn tells Birr. “A couple
of us have had professional jobs up in Kansas City already, working on film productions,
doing commercials, or production assistant jobs.”

Nine films will be shown in all. Two are documentaries, but
the remaining films offer a wide range of themes, from romance to sci fi.

“The interesting part is that all of these are very different styles,”
according to Osborn. &nbsp;“So, every 10 to 12
minutes is going to be a completely different experience for people who are
attending.”

The film festival at the Missouri Theater gets underway at
five o’clock Friday evening. Students, both high school and college, get in for
free. Otherwise, it’s $5 at the door.

Griffon Film Festival goes downtown...and public...for the first time

St. Joseph police have identified the man found dead in the
2500 block of South 13th Street late Sunday night.

The St. Joseph Police Department identifies the man as
50-year-old Eldon Allen of St. Joseph.

Police officers were called to the area around 11 o’clock
Sunday night. Officers found the body on the ground on 13th Street
and began a suspicious death investigation. Officers interviewed two people at
the police station. Both were released.

Police have not disclosed the cause of death. The case remains
under investigation.

ATCHISON COUNTY, Kan.—Law enforcement authorities are investigating a third burglary in Atchison in the past week.

According to Police Chief Mike Wilson the burglary occurred at a home in the 600 block North 2nd Street sometime between Thursday and Monday.

Suspects took two rifles, a playstation, cash and tools. The total value around $2,500, according to Wilson.

 This is the third burglary now under investigation that occurred while college students were away from residences during the extended Easter weekend.

St. Joseph United Way volunteers will spend the next seven weeks meeting with partner agencies, figuring out how best to allocate funds from the upcoming fall campaign.&nbsp;

Allocations committee co-chair Doug Walter, who is also pastor at Ashland United Methodist Church, says he got involved as a United Way volunteer about five years ago, when he moved to St. Joseph to become the pastor at Ashland. &nbsp;

"United Way just makes such a difference in our community, it was a great way to get to know some people outside of my congregation, as well as get to know some of the agencies in town, and what they did," Walter tells KFEQ/St. Joseph Post. "And just get a greater understanding of what that looks like in our community."&nbsp;

Walter says through being on the allocations committee he's learned specifically what some of the United Ways partner agencies do. &nbsp;

"This is a real inside look," Walter explains. "We sit down with each organization, they make a presentation, we go over all the financial information so that we know donors to United Way are making a solid investment."&nbsp;

Walter adds the allocations process helps give accountability to those organizations. &nbsp;

"Are they doing what they say they're doing? And what is the impact they're having on the community, and are they bein financially responsible?" Walter asks.&nbsp;

Walter says if they can see both of those things it helps as they make recommendations of where to invest those funds. &nbsp;

Walter says he can understand why some people might think that it's pre-determined where the United Way allocates funds too. &nbsp;

But Walter says the way he describes it too people all comes back to the question of why he volunteers for the committee&nbsp;

"I think being able to articulate for people, you know, the desire to really make a difference in our community often times has been the invitation for them," Walter says. "Some people are donors and they really have a curiosity of how that process takes place and some really haven't decided yet."&nbsp;

Walter adds that describing why he volunteers is also an opportunity to convince someone to make an investment and donate to United Way.&nbsp;

United Way Volunteers prepare for long road to figure out allocations process

The St Joseph School
District Board of Education has a new President and Vice President, as well as
two new school board members after meeting Monday.

Isaura Garcia and Kim
Miller, the top vote getters in the April 5th election, were sworn into office
by Buchanan County Circuit Judge Daniel Kellogg.

During the reorganization
meeting, the Board voted unanimously to elect David Foster president and
LaTonya Williams vice president.

“The president of the board

Foster said in a news release. "I would love to see the number of
volunteers increase and get back to basic principles that create growth,
camaraderie, and success."

"I’m very enthusiastic

canvas to paint a new picture.”

Lori Witham, who served on
the board since 2020, has submitted her resignation, because she is moving from
St. Joseph.

The Board will accept
Witham’s resignation at its April 27th Board meeting and will soon begin the
process of filling the seat through a process where community residents apply
and are interviewed and selected by the Board to serve out the remaining
one-year term.

Two board seats will be open
in April 2023.

The Board thanked out-going
board members, Tami Pasley and Bryan Green, for their dedication and commitment
to the SJSD the past six years.

Both decided not to run
again after serving two terms.

St. Joseph School District swears in two new board members, elects new President

St. Joseph's new mayor, new city council and new municipal judge are officially on the job.

Mayor John Josendale, the eight city councilmembers and municipal judge Theodore "Ted" Elo were all sworn in at the city council chambers at St. Joseph's city hall Monday.

Josendale takes the reins at mayor after Bill McMurray elected not to run again after serving for four years.

Josendale, a lifelong St. Joseph resident and former executive at WireCo and Wire Rope, says he intends to be a leader and representative for all who live in the city.

"No matter who you voted for, or if you voted at all," Josendale said during his inaugural address, "for those of you who I did not earn your vote, I would want to earn your trust. We will listen to and serve all people of St. Joseph."

Josendale expressed confidence in the new council - six first-time members and two reelected.&nbsp;Many on the council are also long-time persons of business, and Josendale believes the group will work well together.

"I look forward to working with our new and returning councilmembers," Josendale said. "Each one of you offers a unique point of view that will make our conversations richer and our decisions more collaborative."

Taylor Crouse was elected to the council in the second district after winning outright in the February primary. After waiting around for two months, Crouse says he's ready to get to work.

"I could've lived anywhere I wanted to," he said. "But, I decided to make my life and raise my family and start a business here in town. It's obvious that I'd like to see this community succeed and everyone succeed who is in it."

Michael Grimm,&nbsp;a retired airline pilot and director of flight operations of more than 30 years, defeated incumbent Russell Moore for the fourth district seat. Like almost everyone else who ran for city council, Grimm cites public safety as a top priority.

"I think the most important thing we can do right now is work on crime," Grimm said. "That's obviously a huge issue. After that is the appearance of the city. Those things go together, so I think we need to work on both of those at the same time."

Kenton Randolph, owner and founder of Randolph Seating and Mobility, says that business experience can be a huge plus when serving the city.

"I own my company, founded it and built my business helping people and solving problems," he said, "and I want to do the same thing for St. Joseph. I appreciate the community for coming out and voting. I just look forward to doing a lot of good things for St. Joe."

Job growth and economic development is also top of mind, according to Andrew Trout - a retired St. Joseph dentist who ran unopposed in the third district.

"We need to bring businesses and jobs back to St. Joseph," Trout commented. "The idea is to bring it back to what it was when I was a kid, which was a great place to live and a great place to work."

Josendale called Monday and the start of his term a great opportunity. He sees it as a time to move forward, but also learn from the past.

"Today, my vision for the city of St. Joe is a city that's changing horses," he remarked. "Many new faces, new ideas and new opportunities. For us to be successful, we need to embrace our history, remembering how we got here."

Marty Novak and Madison Davis were both reelected to council, with Novak winning an at-large seat after serving the second district. Davis was reelected in the first district.

<a href="https://stjosephpost.com/posts/8d776e5b-753b-44cb-a50e-9df0ab3ff1a2">Jeff Schomburg and Randy Schultz</a> were newly elected to at-large seats.

After a raising of the colors by the St. Joseph Police and Fire Department's Honor Guard, city manager Bryan Carter presented the new city officials, and Judge Elo was the first to be sworn in, followed by the mayor and council.

Outgoing mayor McMurray then presented the mayor's gavel to Josendale shortly after he took the oath of office.

Josendale gave his inaugural address, which was followed by the singing of God Bless America by McMurray and councilmember Novak.

The new council then had their first meeting, which had only two agenda items. The first was to appoint a deputy mayor. The council appointed Randy Schultz to that position.

The second was a resolution, expressing thanks to the outgoing members of council for "their service and betterment" of the city.

"If no one is opposed, this meeting is adjourned," Josendale said after the resolution was approved.

LIVINGSTON COUNTY—One person was injured in an accident just before 1p.m. Monday in Livingston County.

The Missouri State Highway Patrol reported a 2018 Jeep Cherokee driven by Justin T. Haddakin, 29, Wheeling, was eastbound on U.S. 36 two miles east of Chillicothe.

In an attempt to pass, the Jeep rear-ended the trailer of a 2004 Mack semi driven by Marvin A. Tolle, 63, Trenton.

Livingston County ambulance transported Haddakin to Hedrick Medical Center. Tolle was not injured. Both drivers were properly restrained, according to the MSHP.

Buchanan County
Sheriff Bill Puett says helicopter operations such as the one used by the St.
Joseph Police Department last week can be quite effective and safe.

Forty officers
participated in the operation late Wednesday evening. The St. Joseph Police
Department joined with the Buchanan County Drug Strike Force and the Missouri
State Highway Patrol to make 92 traffic stops, issuing 96 tickets. The Elwood
Police Department and the Andrew County Sheriff’s Department assisted.

Puett says the
helicopter is used to supplement work on the road.

“If the officers
on the ground can make the stop and the person stops, then that’s fine,” Puett
says. “It’s the issue of when the vehicle flees the stop or fails to stop for
the officer with the helicopter being up above, then obviously the helicopter is
able to track the vehicle.”

Six vehicles fled
during the operation last week. The helicopter tracked the cars. They were
stopped and their drivers arrested. 

Puett says such
helicopter operations target trouble spots in the St. Joseph area, areas in
which there has been criminal activity or appear to be areas suspects like to
flee to.

“It helps target
and hopefully gets some people arrested and have a safer way of doing it,
especially when they get in these vehicles and they try to flee from us,” Puett
says.

Police are also investigating a burglary that occurred at a residence in the 200 block East Mound that occurred sometime over the weekend. Nothing is believed to have been taken. Forced entry was made into both residences when residents were away, according to Wilson.

Police investigate Easter weekend home burglary

Bill McMurray is leaving his post as mayor of St. Joseph, as mayor-elect John Josendale and members of council will be sworn in on Monday.

McMurray announced roughly a year ago that he would not seek reelection after becoming mayor in April 2018. Maybe it's because more happened in those four years than anyone could have imagined.

"This has been an interesting four years," McMurray said during an appearance on KFEQ's The Hotline. "I usually say we had three floods, one pandemic and four city managers. So, that's a lot and that's just above and beyond the usual stuff."

There were certainly big challenges, but McMurray is proud of the improvements that were made, particularly when it comes to infrastructure.

The Bonds for Bridges Program, which was voter approved in June 2020,&nbsp;issued $20 million in General Obligation bonds which will be used to replace eight bridges and repair two others.

"In the middle of a pandemic, our citizens stepped up and invested in themselves and passed Bonds for Bridges," McMurray said. "That's $20 million. Right now, the 22nd street bridge is being replaced and several others, they're going to be fixed and we're being proactive."

St. Joseph also passed the Parks Tax last year, which will generate roughly $60 million in revenue to fix the city's parks and recreation facilities before it sunsets in 10 years.

McMurray says another $28 million went toward roughly 200 miles of street improvements during his four years in office. He's also proud of the fact that council never raised the city's sewer rates during his term.

"Even though we had some rate studies that suggested that we do that," he said. "We know people were hurting with those sewer rates and we did not raise them once in the four years."

An extension of St. Joseph's Capital Improvements Program passed during McMurray's first year in office, and that's paved the way for several key projects in the city.

"One of the investments we just approved is the&nbsp;

McMurray cites workforce development as a key issue for St. Joseph voters, and says there's always work to be done there. He also cites notable growth in job development over the last four years.

"We did over the last four years, in cooperation with the Chamber and others, projected 590 new jobs," he said. "421 million dollars new in capital investment. That doesn't include the Hillyard Project. We also voted on the hotel project, which is redoing the downtown hotel. It's going to be a Courtyard Marriott."

Crime and public safety are top of mind for St. Joseph residents as McMurray leaves office. Practically every city council and mayoral candidate campaigned on trying to lower the city's crime rate.

While the crime rate overall has fallen recently, rape, murder and aggravated assault all went up from 2020 to 2021. This comes as the St. Joseph Police Department and Buchanan County Sheriff's Office deal with ongoing staff shortages.

"We're always going to have a crime challenge," McMurray said. "Everywhere has it. We have it. We have a great police department. We have one of the few police departments that's state certified in the state of Missouri. I have all of the confidence in the world in the chief and the officers."

Crime, natural disasters and COVID-19 created challenges for McMurray and city leadership over the last four years. Yet, as he reflects on an eventful term, McMurray says the word, or acronym, that comes to mind is grace.

"G was gratitude - let's be grateful," he said. "R was for resilience. When we get knocked down, stand back up. 'A' is aspiration. Let's have high hopes. 'C' is for courage. Let's stand up for what's right and 'E' is for empathy. Let's empathize with one another."

If you don't submit your tax returns, you'll miss out on that refund, and today is the last day to get those in. &nbsp;

IRA spokesman Michael Devine says the filing this tax season has gone very well. &nbsp;

"More than 95% of all the tax returns we've received so far, and that's more than 91 million, have been filed electronically," Devine tells KFEQ/St. Joseph Post. "Papers not really our friend, it takes more time to process a paper return than one that's electronic."&nbsp;

Devine says the problems the IRS has seen this year is with the information that people are putting on their returns mostly to do with credits, such as the Advanced Child tax credit. &nbsp;

Devine also says on your 2021 tax return you can claim those COVID stimulus payments if you never received your second or third payment. &nbsp;

"So, the money's there, if you're eligible for it, but it also requires you know what you got and that's why the IRS was sending letters," Devine explains. "For the Advanced Child Tax Credit, it's a letter 6419, for the Economic Impact Payments it's a letter 6475, and these all become tax documents things that you need to do your tax return."&nbsp;

Devine says those letters, much like a W-2, will give you all the information you need to submit your tax returns accurately. &nbsp;

IRS officials still want you to be aware of scams as well even on deadline day. &nbsp;

Devine says that all scams are dangerous as scammers seek to take your money, and says you should be aware the IRS will never reach out to you, at least by phone or social media. &nbsp;

"The IRS is not going to call you on the phone out of the blue, we're not going to friend you on social media, we're going to send you a letter in the mail that's going to have all the information in it," Devine says. "And when you're in doubt, you need to look up that number, our toll-free number hasn't changed in years."&nbsp;

Devine says if you think you are being scammed you can call 1-800-829-1040. He adds you can also make an appointment at any private IRS building to identify a scam.&nbsp;

St. Joseph police are investigating a suspicious death after a
body was found in the 2500 block of South 13th Street late Sunday night.

The St. Joseph Police Department reports officers were called
to the area on a disturbance call around 11 o’clock that later was discovered
to be unfounded. But, officers were then directed to the body of a man found on
the ground in the area. The deceased is described as a while male, likely in
his 40s.

No cause of death has been determined as of yet.

Officers interviewed two people at the police station. Both
were released.
