Benedictine College students will return to campus in
Atchison, Kansas this fall.

Benedictine President Stephen Minnis made the announcement during
a virtual Honors Convocation.

“We will be open in the fall; we will start on time; we will
have students in the classrooms; we will have vibrant student life and ministry
programs; and we will have athletics,” Minnis stated. “All of those things are
important for a dynamic Benedictine education.”

Minnis asserted the best way to conduct education is in person
and in community, which was established with Plato’s Academy in 380 BC. He
added nearly 900 years later, St. Benedict expanded on the idea to include education
within a community of faith and scholarship, which continues today within the
mission of Benedictine College.

“But this will take responsible and prudent safety and
mitigation strategies to ensure the health and wellbeing of our community.”

Safety measures are being considered by campus leadership
under the working title of Raven Safety. Standards will be finalized by the
fall to protect the entire Raven Community.

Benedictine says among the strategies being considered are
social distancing in the classroom, adjusted classroom or course schedules, the
use of masks, the possibility of testing, rules for use of common areas, rules
for watching athletic events, and many other things.

In his message to students, Minnis expressed confidence the
college could return to some degree of normalcy in the fall.

“We have faced tough things in the past, and we will face
tough things in the future. But it has always been our mission of community,
faith and scholarship that has brought us through.”&nbsp;

St. Joseph city officials
have confirmed the second COVID-19 death recorded in Buchanan County is that of
a Triumph Foods worker.

Earlier, the City of St.
Joseph issued a news release that a man in his 40s who had tested positive for
the coronavirus on April 22nd had died. City officials say the man
died at his home. He had underlying medical conditions.

This is the second death
recorded by St. Joseph and Buchanan County health officials. The first death
was that of an inmate at the St. Joseph prison who had been transferred from
the Cameron prison and later died at a Kansas City area hospital.

Buchanan County now reports
362 cases of COVID-19; 330 confirmed and 32 probable with two deaths. Andrew
County continues to report five coronavirus cases.

Mosaic Life Care has tested
2,387 individuals. Ninety-four tested positive, five of those have been
hospitalized with 89 being treated on an outpatient basis. Mosaic is awaiting
results from 87 tests.

Man from Tarkio dies after being ejected in rollover crash

KINGSTON, Mo. (AP) — The state of Missouri plans to seek the death penalty against a man charged with killing two brothers from Wisconsin, according to the man's new attorney.

Garland Nelson is&nbsp;<a href="https://apnews.com/d979d903133f475f941d1be6a8ce5fe3">charged</a>&nbsp;with two counts of first-degree murder and several other counts in the deaths of Nicholas and Justin Diemel, of Shawano County, Wisconsin.

Nelson pleaded not guilty to the charges during an arraignment Monday, according to online court records.

Patrick Berrigan, a public defender who handles only death penalty cases, said that the state would seek the death penalty.

A new judge, Circuit Court Judge Kevin Walden, was assigned to the case after Monday's hearing.

Nelson's previous attorney had sought a new judge and a change of venue for the trial. It was not clear Wednesday if the change of venue was granted.

The brothers' father reported them missing July 21 after they didn't return from a visit to Nelson's northwest Missouri home, where they had gone to collect a $250,000 debt, according to court records.

According to a probable cause statement, Nelson shot the brothers, put their bodies in 55-gallon barrels and allegedly burned the bodies. Nelson told investigators he dumped the remains on a manure pile and hid the barrels on his property, about 70 miles northeast of Kansas City, Missouri.

The remains were eventually&nbsp;<a href="https://apnews.com/ffa79ba7ccfc4763b1cdc53d93b8f92a">found</a>&nbsp;in Missouri and Nebraska.

MO to seek death penalty against man charged with killing Wisconsin brothers

A Buchanan County resident who tested positive for COVID-19 has died.

According to a press release from the City of St. Joseph, the resident, a man in his 40s, tested positive for the coronavirus on April 22 and had underlying medical conditions.

This is the second death in Buchanan County <a href="https://stjosephpost.com/posts/5e8c7831eb7f17053601e1f2">related to COVID-19</a>.

The city reminds residents that with the virus still in the community, avoiding exposure is the best way to prevent the spread of COVID-19. The city also urges residents to continue to be mindful of the following:

• Maintain a six-foot distance between you and others.

• Wash your hands often with soap and water for at least 20 seconds. Use an alcohol-based hand sanitizer that contains at least 60% alcohol if handwashing is not an option.

• Wear a face covering when you are out in public.

• Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.

• Cover your cough or sneeze with a tissue, then throw the tissue in the trash.

• Follow state and local orders for staying safe.

Older adults and people of any age who have a serious underlying medical condition may be at higher risk for more serious complications from COVID-19. If you think you have been exposed to COVID-19 and have developed a fever, cough or shortness of breath, please call your medical provider.

Buchanan Co. resident who tested positive for COVID-19 dies

An effort is underway at the Missouri Capitol to keep the
taxman from grabbing a piece of your stimulus check.

Congress authorized $1,200 economic stimulus checks to every
taxpayer making $75,000 or less; $2,400 for couples making $150,000 or less.
Couples with dependent children get $500 per child. It is all part of the
package Congress approved to help an economy rocked by the coronavirus pandemic.

Missouri is one of only six states that considers that extra
money taxable.

That, according to state Sen. Tony Luetkemeyer of Parkville,
is wrong.

Luetkemeyer says he inquired with the fine folks at the Missouri
Department of Revenue about just how much of a chunk could be taken out.

“And they estimated that for people who are receiving those
checks who will be taxed on them, it would be up to $56 per $1,200 for each
individual that’s receiving those checks,” Luetkemeyer tells St. Joseph Post.

Luetkemeyer insists this is simple:&nbsp; the state shouldn’t tax those checks.

“In the midst of this pandemic that we’re in right now, where people
have lost their jobs, we have record unemployment, people are hurting right now,
they are struggling to make ends meet, that we need to make sure that all that
money is staying in the pocket of Missouri working families,” Luetkemeyer says.

The state would be giving up approximately $35 million if the
legislature approves Luetkemeyer’s measure to make the checks tax free, but
Luetkemeyer says the state shouldn’t receive a windfall off of checks meant to
ease economic suffering.

With time running out on this disrupted legislative session,
Luetkemeyer is being creative in attempting to pass his proposal. He says he is
attaching it to whatever bill could possibly carry such an amendment.

He says it has been well received judging from the vote when
he attached it to a bill dealing with taxation.

“Even though we just did a voice vote to let the amendment on,
my suspicion is that whenever a bill comes back with that provision that I
offered on it and it comes to a full vote in the Senate my expectation is that it
will enjoy broad bipartisan support and potentially pass the Senate chamber unanimously.”

The Missouri legislative session ends at the end of Friday,
May 15th.

The taxman cometh...to take a piece of your stimulus check

Second Harvest Community Food Bank has seen an increase in need in the area along with an increase in generosity during the pandemic.

Second Harvest Communications Coordinator Blake Haynes says they have seen a 34 to 40 percent increase in the number of people needing food.

“You’ve had some layoffs, some furloughs, things like that within each respective community and those individuals, those families are having to make some tough decisions right now,” Haynes tells host Barry Birr on the KFEQ Hotline. “We’re just happy that we’re able to ease that burden a little bit with some of our services when it comes to food.”

Haynes says while the need has increased, so have online donations.

“We saw an amount of donations higher than we’ve ever seen before. We’re going to be able to provide about 70,000 meals just through those online donations,” Haynes says. “All those donations that come through online are strictly individual donations, so it’s amazing to see everybody coming out and supporting the need right now.”

Haynes says food distribution continues as usual, but with more safety precautions in place including volunteers wearing gloves and masks and “quarantining” nonperishable food item donations.

“We have heard from the FDA and guidelines that COVID-19 is not transmittable through food or any sort of food packaging, but (we're taking) that extra precaution just to make sure that the individuals we’re serving that we’re doing our due diligence to make sure that they’re safe and we’re helping them as much as possible,” Haynes says.

According to Sheriff Bill Puett, the body of a man identified as 59-year-old&nbsp;Timothy J. McDowell was found Tuesday when deputies responded to a residence in the 12000 block of H Highway, near Gower, due to a well-being check call.&nbsp;

The investigation is ongoing and an autopsy is scheduled for Thursday.

State Health Director Dr. Randall Williams says a closer
examination of those testing positive has revealed some interesting findings.

“As we look at these people who are asymptomatic and go in and
talk to them, we are finding that if you look at the six or seven criteria the
CDC now lists that many of them are now telling us that they were in fact symptomatic,”
Williams tells reporters in Jefferson City during the daily COVID-19 briefings
hosted by the governor. “They might not have had a fever, but they had a cough
or muscle aches.”

Williams says health
officials believe asymptomatic cases of COVID-19 are less contagious than those
who display symptoms, though that remains unclear.

Williams says
some test results from the pork processing plant are still pending.

Northwest Health
Services set up a temporary testing site in the Triumph Foods parking lot in
south St. Joseph last week. Northwest finished its testing Friday morning.
Employees who were off last week will be tested at the Northwest southside
clinic.

Under CDC guidelines, Triumph employees
can return to work if they do not display symptoms for 10 days after being
tested.

DEKALB COUNTY —Two people were injured in an accident just before 9p.m. Tuesday in DeKalb County.

The Missouri State Highway Patrol reported a 1998 Chrysler Sebring driven by Travis L. Pyzer, 34, Plattsburg, was northbound on Route EE one mile north of Cameron.

The Chrysler sideswiped a Murray 10-speed bicycle driven by Pride A. Willis, 34, Cameron.&nbsp; 

Willis was ejected from the bicycle and the Chrysler continued northbound, traveled off the east side of the road, struck an embankment, a tree and overturned.

Cameron Ambulance transported Pyzer and Willis to Cameron Regional Medical Center. Pyzer was not wearing a seat belt and was later arrested on requested charges of Felony DWI, resisting arrest, driving while revoked, careless and imprudent driving, leaving the scene of an accident and for no insurance, according to the MSHP.

Missouri man hospitalized after construction zone crash

More than 400 Triumph Foods workers tested positive for COVID-19, though
they didn’t display symptoms of the coronavirus.

The Missouri Department of Health and Senior Services reports 412 of the
2,367 workers tested at the St. Joseph pork processing plant last week tested
positive. Triumph workers not tested last week are being tested at the Northwest
Health Services southside St. Joseph clinic.

This was the largest effort in the state’s strategy to “box in” a COVID-19
outbreak, implemented after Triumph reported two workers tested positive for
the coronavirus. Triumph committed to testing all workers in an effort to keep
the virus from spreading.

State Health Director Randall Williams confirmed Tuesday at the governor's daily briefing that the state is awaiting more test results from Triumph.

Under CDC guidelines, Triumph employees can return to work if they do
not display symptoms for 10 days after being tested.

for COVID-19, yet displaying no symptoms.

Parson says test results disclose nearly 400 Triumph workers so
far testing positive for the coronavirus though asymptomatic.

“Those people are all in quarantine now, which is good news.
So, we’ve got them separated,” Parson tells reporters at a daily briefing on
state COVID-19 response. “But, I also want to mention we did roughly 3,000
tests over the state of Missouri randomly over the weekend also and of those
3,000 tests there were nine which came back positive.”

Parson backs the decision by St. Joseph city officials to lift
COVID-19 restrictions even with the results from the week-long Triumph testing,
saying local officials know better than state officials what is best for their
community.

“And they’ve got to figure out what do they think is the best
thing to do for their communities,” Parson says. “And if they have a – quote –
hot spot at any time during this 30 days they can take action and that’s why we
purposely left it for them to do that in case we needed to make a change in the
model on that. Again, it goes back to what our blanket policy was, what we
believe we should do for the state of Missouri and what they should do as
individuals in that city or county.”

State officials sent nearly 3,000 kits to St. Joseph to test
Triumph workers last week. Northwest Health Services tested approximately 2,500
last week. It will test the remaining Triumph workers at its southside clinic. Results
from the testing continue to roll in.

State Health Director Dr. Randall Williams says a team went to
St. Joseph to search out anyone who came in contact with Triumph workers
testing positive.

“They are up there talking to the people that were close to
them,” according to Williams. &nbsp;“We’re
still trying to determine where the primary form of contact is, at the plant or
where they live.”

Williams says those who are asymptomatic, yet test positive
can return to work if they show no symptoms seven days after the test.

“I’ve been on the phone with them 5, 6 times a day, every day
for two weeks now,” Williams says of Triumph officials. “And the CDC says for asymptomatic
patients, remember for symptomatic patients it’s seven days from symptom onset
and three days from symptom resolution, but if you don’t have any symptoms, you
can’t use those. So, if go to the CDC website and it’s on our website they say
its seven days from a positive test if you have no symptoms.”

Mosaic Life Care has eliminated positions and cut salaries to
deal with a drop in revenue during the coronavirus pandemic.

Mosaic issued a news release stating that seven leadership positions
were dropped as for Friday, May 1st. Also, all officers, physicians,
vice presidents, and directors took a pay cut. Mosaic says it is eliminating
some positions and improving efficiencies to save money.

“We are proud of the extraordinary work Mosaic caregivers have
done during this global pandemic,” Dr. Mark Laney, Mosaic CEO, said in a
written statement released by Mosaic. “However, the financial impact has been
significant on our operations and this decision is a necessary step to ensure
Mosaic is here for the long term to meet the health needs in our region. Our
hospitals remain the best and safest place to receive care.”

Mosaic did not specify the amount of revenue it has lost during the pandemic nor the savings it expects from the moves.

Mosaic says many factors contributed to the drop in revenue at
the hospital, including the postponing of elective surgeries, patients delaying
needed care, and spending extra on supplies and construction to treat COVID-19
patients as well as minimizing risk and exposure to caregivers. 

“Many of these changes were already within Mosaic’s long-term
cost reduction plan to address the ongoing Medicare reimbursement reductions
and the lack of Medicaid expansion in Missouri,” Laney said. “At the end of the
day, we have a duty and an obligation to our neighbors in northwest Missouri to
be good stewards with our finances to ensure Mosaic continues to be here for
generations to come.”

Mosaic cuts staff and salaries to cope with coronavirus impact

A budget deadline looms during a very uncertain year as the
Missouri Senate considers the state spending plan for next year.

State Sen. Dan Hegeman of Cosby is Senate Appropriations
Committee chair. Hegeman says the Senate, House, and Gov. Mike Parson have all
agreed to settle on a budget which is projected to receive $700 million less
than expected due to the economic impact of the coronavirus.

“We are bound to come up with a balanced budget in the state
of Missouri. We don’t deficit spend in the state of Missouri and so we do
attempt to come up with a balanced budget every year,” Hegeman tells St. Joseph
Post. “But, mind you, these are all off of estimates of what we think that the revenues
will be and certainly much of that is in question right now.”

The Missouri House last week approved a $34.9 billion budget
and sent it to the Senate.

If the Senate makes changes, the two chambers will have to reconcile
their differences before the Friday evening deadline for the budget to be
passed.

The budget process begins with the governor. Gov. Parson
delivered his spending plan to the General Assembly long before COVID-19 shut
down the state for weeks, putting the state economy in a tailspin and
depressing state revenue.

The $700 million shortfall in state revenue under which budget
writers are operating is more of a guess than an estimate. No one knows how
restrictions put in place to slow the spread of the coronavirus impacted the
state economy. Also, the decision by Congress to move the tax deadline from
April 15th to July 15th, pushed the tax deadline into the
next state fiscal year.

Hegeman says the full impact COVID-19 shelter-in-place orders
had on the state economy likely won’t be known for a couple of weeks. He says his
committee is used to having much more certainty on its budget numbers.

“I think that’s everybody as a whole,” Hegeman says. “I think
our whole society is wondering what the impact is going to be on us individually,
but also on our friends and neighbors as well. Multiply that by everybody in
the state and that’s where you come up with a state budget.”

A state budget that is suffering, though to what extent
remains unknown.

For now, lawmakers will work with the $700 million shortfall
in the nearly $10 billion General Revenue budget as a guide to debate this week
at the Capitol. The General Revenue budget funds public schools, higher
education, agriculture, and other basic state services. If the Senate makes
changes to the budget submitted by the House the two chambers will have to
reconcile their differences. Federal funding could offset some of the losses,
but what might come from Washington is uncertain.

Hegeman expects lawmakers to meet their constitutional
deadline, but expects legislators to return to the Capitol this summer when the
full economic impact of COVID-19 becomes clearer.

“We fully expect that we’ll have to come back and look at it
again, just because it’s such an unusual circumstance and unusual year that we
fully expect some special sessions to come back and address some of these
issues.”

The deadline for legislators to pass a state budget to send to
the governor is six o’clock Friday evening.

this fall in Maryville.

“We know you’re anxious to return to campus and the places you
enjoy gathering,” Northwest President Dr. John Jasinski said in a video message for students.&nbsp;“Bearcats,
our intent is to be open on campus, in-person, for fall 2020. There are, of
course, caveats to that, and it will not look the way it did even three months
ago. We don’t yet know all of the realities we may need to confront, but our
teams are working diligently to protect student success and our people as we
navigate this new normal.”

Northwest Missouri also announced it plans to celebrate spring
graduation on Saturday, August 8th, in Bearcat Arena.

Northwest will continue to offer summer courses online only to
mitigate the spread of the coronavirus. Northwest switched to all online
courses for the spring semester, due to the impact of COVID-19. The Maryville
campus is closed to the public and is operating under a restricted mode.

After impact, the Ford overturned. Livingston County EMS transported the drivers to Hedrick Medical Center. Tolle was not wearing a seatbelt, according to the MSHP.

2 hospitalized after 2-vehicle Livingston Co. crash

KINGSTON, Mo. (AP) — A Missouri man is seeking a new judge and a change of venue for his trial on charges that he killed two brothers from Wisconsin.

An attorney for Garland Joseph Nelson, of Braymer, filed the motions Monday during a hearing that was held via Zoom. His defense attorney and the prosecutor did not return calls seeking more information about the hearing.

<a href="https://apnews.com/d979d903133f475f941d1be6a8ce5fe3">Nelson faces two counts of first-degree murder</a>&nbsp;and several other charges in the deaths of Nick Diemel, 35, and Justin Diemel, 34, of Shawano County, Wisconsin.

Jack Diemel, the brothers’ father, said the two went to Nelson’s northwestern Missouri farm to collect a $250,000 debt, according to a court records. The father reported his sons missing July 21 after they failed to show up for a flight home and did not answer their phones.

According to a probable cause statement, Nelson shot the brothers, put their bodies in 55-gallon barrels and used a skid loader to move them one at a time from a barn to a pasture. There, he allegedly burned them using diesel fuel and an unknown liquid. (AP) — A Missouri man is seeking a new judge and a change of venue for his trial on charges that he killed two brothers from Wisconsin.An attorney for Garland Joseph Nelson, of Braymer, filed the motions Monday during a hearing that was held via Zoom. His defense attorney and the prosecutor did not return calls seeking more information about the hearing.<a href="https://apnews.com/d979d903133f475f941d1be6a8ce5fe3">Nelson faces two counts of first-degree murder</a>&nbsp;and several other charges in the deaths of Nick Diemel, 35, and Justin Diemel, 34, of Shawano County, Wisconsin.Jack Diemel, the brothers’ father, said the two went to Nelson’s northwestern Missouri farm to collect a $250,000 debt, according to a court records. The father reported his sons missing July 21 after they failed to show up for a flight home and did not answer their phones.According to a probable cause statement, Nelson shot the brothers, put their bodies in 55-gallon barrels and used a skid loader to move them one at a time from a barn to a pasture. There, he allegedly burned them using diesel fuel and an unknown liquid. subdued atmosphere.

State Sen. Dan Hegeman of Cosby says the normally bustling
Capitol is very different under COVID-19 restrictions.

“Elected officials, legislators, tend to be social people and
like engaging in large groups and visiting with people and right now we’re restricted
from all that,” Hegeman tells St. Joseph Post. “And so, we’re working remotely,
visiting with folks remotely, really trying to limit the in-office visits.”

Hegeman says senators are attempting to maintain the six-foot
social distance recommendation from the Centers for Disease Control and
Prevention. Most senators wear masks, especially when they are not part of the
debate.

The real difference, according to Sen. Tony Luetkemeyer of
Parkville, can be seen in committee hearings. Luetkemeyer says public hearings just
aren’t the same without the public.

“It’s mostly just the committee members that are debating and
discussing the bill and maybe just a couple of live witnesses who are there,
most of the testimony that we’re getting now on legislation is written
testimony,” Luetkemeyer tells St. Joseph Post.
