Volunteers are needed once again to read at St. Joseph elementary schools as part of the United Way of Greater St. Joseph's Reading Adventures program.&nbsp;&nbsp;

After tackling seven St. Joseph elementary schools last fall, United Way will send volunteers into the other schools in the winter to read to students starting later this month.&nbsp;

Director of Community Investment Jodi Flurry says the program is&nbsp;a great way&nbsp;to connect and encourage literacy and reading in students&nbsp;

“All kids need help with reading, all kids could use support,” Flurry tells KFEQ/St. Joseph Post. &nbsp;“And we recognize&nbsp;we’re&nbsp;just a drop in the bucket when it comes to literacy, but if we can get kids excited about reading then&nbsp;they’re&nbsp;more likely to read on their own as well.”&nbsp;

Flurry says the program also gives students a chance to show&nbsp;off for&nbsp;volunteers, and volunteers to see the excitement and how hard students are working in the classroom setting.&nbsp;&nbsp;

Starting later this month, United Way will partner with Carden Park, Coleman, Hosea, Lindbergh, Parkway,&nbsp;Pershing&nbsp;and Pickett elementary schools to connect children with a&nbsp;reading volunteer through the program.&nbsp;

Flurry says volunteers have an impact on students by helping spread a love of reading teach literacy&nbsp;

"For some of the programs we’re reading to kindergarteners, so you’re reading to the kiddo, because they can’t read yet, but they’re listening to the cadence, they’re listening to the words, they’re understanding how a story flows, and those are concepts that help build up to literacy and actually reading on their own,” Flurry explains.&nbsp;

Flurry says many love this program,&nbsp;a simple way&nbsp;to volunteer, and anyone and everyone have shown up in years past&nbsp;

“We’ve had parents, we’ve had college students, we’ve had retirees, and everybody in between, because maybe your kids are grown&nbsp;and now you’re a grandparent, or you’re&nbsp;jjust&nbsp;a young adult and you want to give back to the community and you’ve got an hour to spare, this is a great way to do it” Flurry says. &nbsp;“We’ve had&nbsp;a service fraternity from Missouri Western come out and volunteer for this before, and&nbsp;it’s&nbsp;awesome to see those young adults engaging with the kids,&nbsp;it’s&nbsp;so much fun.”&nbsp;

Volunteers needed to read with St. Joseph students through United Way program

Kansas currently holds the highest number of confirmed bird flu infections in the United States, with recent outbreaks in two northeast counties pushing the state’s total to more than 400,000 affected birds.

According to the U.S. Department of Agriculture, the surge in highly pathogenic avian influenza (HPAI) has impacted four commercial operations and six backyard flocks across the state. The most significant loss occurred in Pottawatomie County, where a commercial egg-laying facility reported 380,000 birds affected by the virus.

In neighboring Nemaha County, officials recently confirmed the virus in a commercial gamebird flock of more than 4,000 birds. The USDA reports that 65 flocks have been impacted nationwide as the virus continues to spread through migratory bird patterns.

Despite the high number of poultry infections, the Centers for Disease Control and Prevention maintains that the risk to the general public remains low. While the federal government has recorded 71 human cases of bird flu across the country, none have been identified in Kansas.

Health officials continue to monitor the situation, advising poultry owners to implement strict biosecurity measures to prevent further spread between commercial and wild populations.

Maryville resident Ashley Marie Farrell, 33, is facing a Class D Stealing charge in Nodaway County Court for allegedly taking cash, lottery tickets, and alcohol from an establishment between January 1, 2025, and September 28, 2024. The Probable Cause Statement revealed that Farrell was caught on video leaving with three bank bags but only deposited two at the bank, claiming one was lost. Approximately $1,100 worth of Missouri Lottery scratch-off tickets were also reported stolen. An internal investigation uncovered missing cashed-out lottery tickets and alcohol beverages. Farrell's bond was set at $10,000.

1587 Prime, a restaurant in Kansas City, has been falsely claiming to serve products from local vendors such as Shatto Milk Company and Betty Rae's ice cream. 

Despite initial agreements, the restaurant stopped using Shatto butter shortly after opening due to pricing issues. Betty Rae's continued supplying ice cream but was asked to lower prices, leading to the termination of their partnership in October. 

The restaurant has been accused of misleading customers by using local vendors' names for marketing purposes, even after cutting ties with them.

The Missouri State Highway Patrol says driver examination stations throughout the state will be closed on Monday, Jan. 19 in observance of Martin Luther King Jr. Day.

 The Amelia Earhart Hangar Museum has been nominated for the 2026 USA Today 10Best Readers' Choice Award in the Best History Museum category. This marks the third consecutive year the museum has received a nomination for the national honor.

Voting opened Monday, Jan. 12 and will continue through Feb. 9. Supporters are permitted to vote once daily via the 10Best website. The museum is among 20 nominees selected by a panel of travel experts, with the final winners determined by public vote.

Mindi Love Pendergraft, the museum’s executive director, said the nomination serves as a testament to the institution's global reach.

"We are thrilled to be nominated for the third consecutive year," Pendergraft said. "This national recognition of our museum’s quality is invaluable and attracts visitors from all over the world."

Pendergraft noted that the museum has welcomed guests from all 50 U.S. states and 37 countries, citing the enduring mystery and legacy of the legendary aviator as a primary draw for tourism.

The museum utilizes a blend of interactive storytelling and STEM-based learning to chronicle the life of Earhart. A trailblazer in aviation, Earhart was the first woman to fly solo and nonstop across the Atlantic Ocean. Throughout her career, she used her platform to advocate for gender equality and the advancement of the aviation industry.

The centerpiece of the collection is "Muriel," the world’s last remaining Lockheed Electra 10-E. The aircraft is identical to the one Earhart flew during her final flight and is one of only 14 ever built. It was named in honor of Earhart's younger sister, Grace Muriel Earhart Morrissey.

Earhart disappeared in July 1937 while attempting to circumnavigate the globe along the equator. She vanished over the Pacific Ocean near Howland Island with only three stops remaining in her 29,000-mile journey. Nearly a century later, the disappearance remains one of the world's greatest unsolved mysteries.

The Missouri Attorney General’s Office renewed its attempts to access abortion patient records as the state tries to build a case in favor of strict abortion regulations

KANSAS CITY — Attorneys for Missouri’s only abortion provider presented a timeline Monday of two decades of restrictions on the procedure, laid out for a crowded courtroom across four easels.

On the opening day of what promises to be a 10-day trial over which regulations should remain in place under Missouri’s voter-approved abortion rights amendment, lawyers for Planned Parenthood argued the restrictions were “petty, demanding and increasingly aggressive,” and became increasingly so as more anti-abortion lawmakers were elected to the statehouse.

“The most consistent thing about abortion provisions in Missouri is that it’s been inconsistent,” Emily Wales, president and CEO of Planned Parenthood Great Plains, which operates clinics in Columbia and the Kansas City area, testified Monday.&nbsp;

As the trial kicked off in a Jackson County courtroom, the Missouri Attorney General’s Office renewed its plea for access to abortion patient records, including patient complaints and ER transfers. So far, a judge has denied the state’s attempt to access these records.

“We’ve had to fight tooth and nail to find smoking gun evidence,” Peter Donohue, an assistant attorney general, said Monday after appealing the court’s decision to allow Planned Parenthood to submit a summary chart of patient complications rather than records.

Vanessa Pai-Thompson, an attorney with Planned Parenthood Federation of America, called the state’s continued efforts “a last-ditch attempt to find a there there.”&nbsp;

Assistant Solicitor General Alexandria Overcash painted for the judge a picture of a hypothetical woman faced with an unintended pregnancy. Maybe she’s young and lacks a strong safety net. Maybe she can’t afford a baby, or is unsure if she is ready to be a mother.

Then Overcash detailed a world where the woman goes to an abortion provider and is shown an ultrasound. A state-mandated informed consent booklet is handed to her with other options and she is required to wait 72-hours before she can get an abortion.&nbsp;

This scenario, Overcash said, exists if the state’s current abortion regulations are upheld as part of a system designed to protect women in “emotionally fraught and medically-risky circumstances.”&nbsp;

But the first two witnesses in the case, called by Planned Parenthood, said dozens of unnecessary restrictions ensure access to abortion remains limited, if not impossible. As a result,<a href="https://missouriindependent.com/2025/12/05/missouri-abortion-legal-access-hinges-courts-rebuilding/">&nbsp;only a few dozen in-clinic abortions</a>&nbsp;were performed in recent years, as restrictions continued to pile up, compared to more than 20,000 a few decades earlier. Medication abortion remains inaccessible.

These restrictions came to a head in 2022, when the U.S. Supreme Court overturned the constitutional right to an abortion and Missouri’s trigger law banning nearly all abortions went into effect.&nbsp;

Two years later,&nbsp;<a href="https://missouriindependent.com/2025/11/05/missouri-legalized-abortion-1-year-ago-ban/">52% of Missourians voted to add reproductive health care protections</a>, including access to abortion up to the point of fetal viability, into the state constitution. The amendment prevents the state from denying, interfering with or otherwise restricting abortion.&nbsp;

Planned Parenthood and the ACLU of Missouri sued the state a day after the vote, asking that a few dozen abortion regulations, commonly referred to as “targeted regulation of abortion providers” or TRAP laws, be struck down as unconstitutional under the new amendment.

The regulations, which will be dissected in court over the next two weeks, include:&nbsp;

If the courts decide to strike down these regulations, Missourians will be able to access abortion closer to home and earlier in pregnancy, Dr. Margaret Baum, chief medical officer with Planned Parenthood Great Rivers, based in eastern Missouri, Springfield and Illinois, testified Monday.

The regulations being challenged in the lawsuit caused frustration for patients and made it difficult to hire and retain staff, Wales testified, especially for providers under the threat of criminalization.&nbsp;

“I felt under a microscope. I felt targeted. This is nothing like what I’ve experienced in a nursing home or hospital,” Wales recalls clinic staff saying.

The trial will resume Tuesday morning, when several more Planned Parenthood employees are expected to testify.&nbsp;&nbsp;

Opening day of Missouri abortion-rights trial focuses on decades of state restrictions

ATCHISON COUNTY —Law enforcement are investigating a suspect for alleged violence.

On Sunday police arrested 26-year-old Nico R. Munson, 26, Atchison, in the 1300 block North 17th Street in Atchison, according to Police Chief Mike Wilson.

Just before 3p.m. Munson was booked into jail on requested charges of&nbsp;Domestic batteryKnowing cause phys contact w/ family/dating relationship3+ in 5 years, according to online jail records. Less than three hours laater, Munson met the requirement of a $2,500 bond and is no longer in custody.

Kansas man accused of violent incident at his home

Enrollment for the USDA’s ARC and PLC Programs will not open until after the 2026 planting season. AgroLatam said the announcement comes as USDA readies a 61-page final rule implementing updates required by the One Big Beautiful Bill Act of 2025. Key changes include higher PLC reference prices, a 90 percent guarantee level for ARC, and expanded base acre eligibility for farmers with historically non-program crops. USDA Undersecretary for Farm Production and Conservation Richard Fordyce said the delays are due to the Farm Service Agency workload and the complex nature of implementing the new federally-mandated provisions. 

According to the rule, farmers will likely know their 2026 production and yields before enrolling in PLC and ARC – a significant shift in timing that could allow more informed decisions but may compress the planning window for each U.S. producer. At the same time, enrollment in the Dairy Margin Coverage began on Monday, January 12. 

ARC/PLC enrollment delayed until after planting

Recognizing the vital role that dogs often play on family farms and ranches, Farm Bureau launched the Farm Dog of the Year contest several years ago, which is now a popular feature of the American Farm Bureau’s National Convention. The winner of this year’s award is Max, a four-year-old Border Collie owned by John, Charla, and Brynley Enns of Oklahoma. AFBF, with support from Nestle, picked Max as the winner from among almost 100 entries. 

Max fills a number of roles on the farm, but his primary occupation is herding cattle. His assistance is valuable for John, who’s disabled and uses a mobility scooter. “I can’t imagine doing this without Max,” said John Enns. “Max is not only a working dog, but also great with the family.” After a long day of herding boisterous cattle on mostly hilly terrain, Max often accompanies John and Charla to pick up daughter Brynley from school.

The USDA’s January World Agricultural Supply and Demand Estimates Report said the 2025-2026 U.S. corn outlook is for larger production, higher feed and residual use, reduced food, seed, and industrial use, and greater ending stocks. With more supply and less usage, corn stocks rose by 198 million bushels to 2.2 billion. The season-average corn price for producers was raised ten cents to $4.10 per bushel. 

The U.S. soybean supply was raised by 17 million bushels on higher beginning stocks and production. Soybean ending stocks rose 60 million bushels to 350 million, and the season-average soybean price for farmers is projected to be 30 cents lower at $10.20 per bushel. The 2025-2026 wheat outlook this month is for slightly larger supplies, lower domestic use, unchanged exports, and larger ending stocks. Projected wheat ending stocks were raised by 25 million bushels to 926 million, up eight percent from the previous year. The season-average farm price dropped by a dime to $4.90 per bushel. 

USDA issues January WASDE report

March corn down 24 1/4 cents per bushel, March soybeans were down 13 1/2 cents, March KC wheat was down 3 1/2 cents, March Chicago wheat was down 6 cents and March Minneapolis wheat was down 1 1/4 cents.

Corn, soybeans and wheat all fell hard at midday following the shockingly bearish yield, production, stocks and acreage reports from the USDA. Corn and soy yields hit records, with corn production and December 1 stocks reaching the same milestone. Harvested corn acres also surged by an unexpected 1.3 million acres, while both soybean and wheat ending stocks also rose.

The live cattle complex was mostly higher moving into Monday's closing bell, as traders were pleased to see that after Friday's close, the fed cash cattle market did see higher prices in the South. It seems as though traders have been reluctant to overly advance the contracts without seeing more robust fundamental support. Monday's WASDE report shared mostly supportive news for the cattle and beef markets of 2026. Beef production for 2026 was increased by 10 million pounds as carcass weights continue to grow bigger. Beef imports for 2026 were increased by 75 million pounds as shipments from Oceania and South America are expected to continue. Beef exports for 2026 were decreased by 60 million pounds as the price of beef remains a limiting export factor. Boxed beef prices are higher: choice up $1.64 ($357.27) and select up $3.17 ($355.34) with a movement of 22 loads (14.54 loads of choice, 3.46 loads of select, zero loads of trim and 3.95 loads of ground beef).

The feeder cattle complex also traded mostly higher into Monday's close, despite the fact that some of the furthest deferred months were trading slightly lower. Much like the live cattle complex, the feeder cattle complex again seems willing to advance the contracts -- but is hungry to see more fundamental support as the market is facing some new resistance. Thankfully feeder cattle demand was strong last week and hopefully buyers will meet sales with the same level of enthusiasm as they did last week.

The lean hog complex continued to trade lower as the market simply hasn't seen enough fundamental support for traders to feel comfortable pushing the market back up to its resistance threshold. Last week packers weren't very aggressive in the cash market, so one would assume they'll need to be more active this week. But so far they aren't showing much interest.

Agriculture policy analysts say 2026 could mark the end of the traditional five-year U.S. farm bill era, as lawmakers struggle to produce comprehensive legislation. The most recent farm bill provisions expired in 2023 and Congress has extended them annually since, leaving perennial programs in limbo. Experts say shifting political priorities and partisan divides have complicated efforts to craft a broad farm policy package that addresses commodity supports, conservation, nutrition and rural development. 

Without a full farm bill, many programs are funded through short-term fixes, delaying long-term planning for producers. Agriculture advocates warn that prolonged uncertainty could impact crop insurance, disaster assistance and trade programs. Some lawmakers are calling for scaled-down legislation focusing on critical elements, while stakeholders stress the need for stability in federal agricultural policy.

Uncertainty grows over future of U.S. farm bill legislation

State officials are warning livestock producers after a confirmed case of New World screwworm was found about 215 miles from the Texas border in Mexico. The parasitic pest, which can cause serious livestock injury and economic loss, was detected in a 7-year-old bovine, according to the Texas Department of Agriculture. Texas Agriculture Commissioner Sid Miller said there’s no evidence the pest has established a breeding population, but producers along the border should inspect animals daily for open wounds and report suspicious cases immediately. 

USDA’s Animal and Plant Health Inspection Service is collaborating with Mexican animal health officials in monitoring and response efforts, Miller added. While the screwworm hasn’t yet been detected in the U.S., rapid reporting and early intervention remain critical to preventing spread, officials said. Livestock owners are encouraged to review biosecurity protocols and contact vets if concerned.

March corn closed up 8 1/4 cents and May corn was up 8 1/4 cents. March soybeans closed up 16 3/4 cents and May soybeans were up 16 cents. March KC wheat closed up 15 1/4 cents, March Chicago wheat was up 10 3/4 cents and March Minneapolis wheat was down 3 1/4 cents.

Row crop markets ratcheted moderately higher through the first full trading week of 2026, on much higher volume compared to the Holiday weeks, as was expected to be the case. Trade was subdued on Friday, which was not surprising to see with a flurry of USDA data due out on Monday morning, which will set the tone for the first quarter of 2026 and shed light on what to expect for crop prices. Outside markets continued to be mostly positive to close the week, with equities heading higher despite a mixed December labor report, which showed weak job creation, but lower overall unemployment as compared to the prior report. Energy markets finished the week with a sharp turn higher, specifically for crude oil futures, which hit their highest mark in over a month, primarily on growing unrest in Iran, combined with the ongoing situation in Venezuela. The U.S. Dollar Index, meanwhile, is higher now in ten of the past eleven sessions, also trading to the highest level in a month. Lastly, the Supreme Court on Friday chose not to issue a ruling on the tariff case, as had been reported as a possibility through the week.

Although the fed cash cattle market has shown traders that the market's trend is most likely going to be higher, the live cattle contracts slowly traded lower through Friday's session. Bids were on the table for the fed cash cattle market, with offers of $232 live being offered in Texas, Kansas and Nebraska. So far, feedlot managers appear firm in their asking price of $235 to $237 for live cattle, and $367 or more in the North. No new trade has developed today following the light business that developed on Thursday in the North, where dressed cattle traded at mostly $365, which is $5.00 higher than the previous week's weighted average. Boxed beef prices are lower: choice down $1.55 ($355.24) and select down $0.62 ($351.44) with a movement of 86 loads (67.09 loads of choice, 4.94 loads of select, 3.90 loads of trim and 10.36 loads of ground beef).

And once again, in keeping with the same trend as the live cattle complex, the feeder cattle contracts also traded lower throughout Friday's session. And unless the live cattle complex turns higher, the feeder cattle contracts will likely stay on the lower-side too.

The lean hog complex traded mixed on Friday, as the nearby contracts dipped lower, while the far-deferred contracts traded slightly higher. Absorbing the behavior of the lean hog complex takes a mixed approach, as one could logically point to the uptick in pork cutout values and say that prices should be trading higher. However, when you look at the futures complex and note the resistance pressure the market is facing, we see there hasn't been enough widespread, stable fundamental support this week to encourage traders to challenge that technical barrier.

A coalition of more than 70 biofuel and agricultural organizations sent a letter to congressional leadership calling for immediate passage of legislation to allow the year-round nationwide sales of an American-made E15 fuel blend. It would benefit drivers with savings of ten to 30 cents per gallon and improve markets for American farmers. “The USDA projects a record 16.8-billion-bushel corn harvest in 2025, up roughly 13 percent from 2024, which intensifies pressure on corn prices and farm incomes,” the groups wrote.

 “Expanding E15 access is one of the most immediate and practical ways to address this imbalance.” The groups point out that when it’s fully-scaled, year-round, nationwide E15 is poised to create new domestic demand for billions of bushels of corn and sorghum, help stabilize markets, support farmers, and deliver consumer savings at the pump. The letter was led by Growth Energy, the American Farm Bureau, the National Corn Growers Association, and the Renewable Fuels Association.

Groups continue pushing for year-round E15

Agricultural economists are predicting that the slide in the U.S. farm economy will stop in the new year. However, an indepentdent report said that doesn’t mean the ag economy will be whole again. The December Ag Economists’ Monthly Monitor showed monthly sentiment is getting stronger, but there are challenges remaining, especially in the row crop sector. AgWeb said there’s “cautious optimism,” but most economists don’t believe that 2026 will usher in a strong rebound without relief from the high costs of inputs or stronger commodity demand in other markets. 

Fifty-four percent of the economists surveyed, said the economy is better than a month ago. Compared to last year, 42 percent say conditions are worse, and 33 percent say things are better. Looking ahead to the next year, 46 percent expect conditions won’t change, 38 percent expect things to improve, and 15 percent expect economic conditions to get worse. 

Economists predict the farm economy will stabilize in 2026

RILEY COUNTY—Law enforcement are investigating alleged fraud in Manhattan.

Just before 10:30a.m. Monday, officers filed a report of fraud in Manhattan, according to the Riley County Police Department activity report.

 A 77-year-old man reported he purchased a dog on Facebook from two suspects unknown to him and never received the dog. The total estimated loss associated with this case is $1,200.

Missouri Governor Mike Kehoe is set to deliver his State of the State address today at 3:00 p.m., with a focus on his plan to eliminate state income taxes. 

Republicans believe this move will make Missouri more attractive, while Democrats are concerned about potential increases in sales taxes. With the state budget facing challenges, Kehoe will need to address how his tax cuts will impact revenue.

Both cases center on whether the laws violate the Equal Protection Clause of the 14th Amendment.

The West Virginia case before the Supreme Court also questions whether the state’s law violates Title IX — a landmark federal civil rights law that bars schools that receive federal funding from practicing sex-based discrimination.&nbsp;

Lower court rulings have temporarily blocked the states from implementing the bans, to varying extents, and Republican attorneys general in Idaho and West Virginia have asked the Supreme Court to intervene.&nbsp;

“We know we have an uphill fight, and our hope is certainly that we prevail,” Joshua Block, senior counsel for the American Civil Liberties Union’s LGBT &amp; HIV Project, who will be presenting oral arguments in the West Virginia case, said at a Jan. 8 ACLU press briefing.&nbsp;

“But we also hope that regardless of what happens, this case isn’t successfully used as a tool to undermine the rights of transgender folks more generally in areas far beyond just athletics.”&nbsp;

The outcome of the oral arguments before a court dominated 6-3 by conservative justices will be closely watched. Nearly 30 states have laws that ban trans students’ participation in sports consistent with their gender identity, according to the&nbsp;<a href="https://www.lgbtmap.org/equality-maps/youth/sports_participation_bans" target="_blank">Movement Advancement Project</a>, an independent think tank.

The justices are taking up both cases in one day. First will be&nbsp;<a href="https://www.supremecourt.gov/docket/docketfiles/html/public/24-38.html" target="_blank">Little v. Hecox,&nbsp;</a>which contests a 2020 Idaho law that categorically bans trans athletes from competing on women’s and girls’ sports teams.&nbsp;

Lindsay Hecox sued over the ban in 2020, just months before the law was set to take effect.&nbsp;

Though Hecox wanted to try out for the women’s track and cross-country teams at Boise State University, the Idaho law — the&nbsp;<a href="https://www.nytimes.com/2020/04/01/sports/transgender-idaho-ban-sports.html" target="_blank">first of its kind</a>&nbsp;in the nation — would have prevented her from doing so because she is transgender.&nbsp;

A federal court in Idaho halted the law from taking effect later that year. A federal appeals court initially upheld the ruling in 2023 but later adjusted the scope of it in 2024 to only apply to Hecox, not other athletes.&nbsp;

Idaho appealed to the Supreme Court in July 2024.

Since that time, Hecox has asked both an Idaho federal court and the Supreme Court to drop the case.&nbsp;

An&nbsp;<a href="https://idahocapitalsun.com/2025/10/15/idaho-federal-judge-keeps-transgender-athletics-lawsuit-open/" target="_blank">Idaho federal judge</a>&nbsp;in October rejected that attempt, but the Supreme Court deferred the request until after oral argument — meaning justices could still dismiss the case.

“The Supreme Court is trying to decide whether Idaho can preserve women’s sports based on biological sex, or must female be redefined based on gender identity,” Idaho Attorney General Raúl Labrador said at a Jan. 8 press briefing ahead of the oral arguments.

“I think Idaho is just trying to protect fairness, safety and equal protection for girls and women in sports,” Labrador said at the briefing alongside West Virginia Attorney General John McCuskey, hosted by the conservative legal advocacy group Alliance Defending Freedom.&nbsp;&nbsp;

After the Idaho case, the justices will hear arguments in&nbsp;<a href="https://www.supremecourt.gov/docket/docketfiles/html/public/24-43.html" target="_blank">West Virginia v. B.P.J.</a>, which centers on a 2021 Mountain State law that also bans trans athletes from participating on women’s and girls’ sports teams.&nbsp;

McCuskey argued that his state’s law “supports and bolsters the original intent and the continuing intent and purpose of Title IX.”&nbsp;

McCuskey said the law complies with the Equal Protection Clause because it “treats all biological males and all biological females identically” and “doesn’t ban anyone from playing sports.”&nbsp;

Becky Pepper-Jackson, who was 11 at the time, wanted to try out for the girls’ cross-country team when starting middle school, but would have been prevented from doing so under the West Virginia law because she is transgender.&nbsp;

A federal appeals court in 2024 barred West Virginia from enforcing the ban, prompting the state to ask the nation’s highest court to intervene.&nbsp;&nbsp;

White House, Congress zero in on trans athletes

Meanwhile, President Donald Trump’s administration has taken steps at the federal level to prohibit trans athletes’ participation in women’s sports teams aligning with their gender identity.&nbsp;

Trump&nbsp;<a href="https://www.newsfromthestates.com/article/trump-signs-executive-order-banning-transgender-athletes-womens-school-sports" target="_blank">signed an executive order</a>&nbsp;in February 2025 that banned such participation and made it the&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/02/keeping-men-out-of-womens-sports/" target="_blank">policy</a>&nbsp;of the United States to “rescind all funds from educational programs that deprive women and girls of fair athletic opportunities, which results in the endangerment, humiliation, and silencing of women and girls and deprives them of privacy.”

The&nbsp;<a href="https://www.ncaa.org/news/2025/2/6/media-center-ncaa-announces-transgender-student-athlete-participation-policy-change.aspx" target="_blank">NCAA promptly changed its policy</a>&nbsp;to comply with the order, limiting “competition in women’s sports to student-athletes assigned female at birth only.”&nbsp;

In late 2024, prior to the policy shift, NCAA President Charlie Baker&nbsp;<a href="https://www.nytimes.com/athletic/6062855/2025/01/14/ncaa-transgender-athlete-policy-charlie-baker/" target="_blank">told Congress</a>&nbsp;that of the more than half-million total athletes in NCAA schools, he knew of fewer than 10 who were transgender.&nbsp;

The&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-passes-bill-banning-trans-athletes-competing-womens-school-sports" target="_blank">GOP-led House</a>&nbsp;passed a measure in January 2025 that would bar transgender students from participating on women’s school sports teams consistent with their gender identity.&nbsp;

But Senate Democrats in March&nbsp;<a href="https://www.newsfromthestates.com/article/us-senate-democrats-block-bill-banning-transgender-athletes-womens-school-sports" target="_blank">blocked an attempt</a>&nbsp;at imposing such a ban and codifying Trump’s executive order.&nbsp;

Forty-eight GOP members of Congress argued in a September&nbsp;<a href="https://www.supremecourt.gov/DocketPDF/24/24-38/375168/20250919112943701_CongressIdaho_Amicus%20Document%20September%2019%202025%20EFile.pdf" target="_blank">amicus brief</a>&nbsp;supporting Idaho and West Virginia that “if allowed to stand, the interpretation of the lower courts will unsettle the very promises that Congress made to generations of young women and men through Title IX.”&nbsp;

On the flip side,&nbsp;<a href="https://www.supremecourt.gov/DocketPDF/24/24-43/384769/20251117150239241_MembersofCongressAmici.pdf" target="_blank">130 congressional Democrats</a>&nbsp;stood behind the two transgender athletes in a November amicus brief, noting that “categorical bans preventing transgender students from participating on sports teams consistent with their gender identity impose significant harm on all children — especially girls.”&nbsp;

The group argued that such bans “do not meet the standards this Court has put in place to assess discrimination based on sex — whether as a matter of Title IX or under the Equal Protection Clause.”&nbsp;

Trump’s broader anti-trans agenda has extended beyond athletic participation in the nearly one year since he took office.&nbsp;

He signed executive orders that:<a href="https://www.whitehouse.gov/presidential-actions/2025/01/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government/" target="_blank">&nbsp;make it</a>&nbsp;the “policy of the United States to recognize two sexes, male and female;” restrict access to<a href="https://www.newsfromthestates.com/article/newest-round-trump-moves-targets-federal-employees-care-transgender-kids" target="_blank">&nbsp;gender-affirming care</a>&nbsp;for kids; and aim to bar openly<a href="https://www.newsfromthestates.com/article/trump-issues-order-prohibiting-openly-transgender-service-members-military" target="_blank">&nbsp;transgender service members</a>&nbsp;from the U.S. military.&nbsp;

The&nbsp;<a href="https://www.hrc.org/resources/get-the-facts-about-transgender-non-binary-athletes" target="_blank">Human Rights Campaign</a>, an LGBTQ+ advocacy group, has noted that there has been “considerable disinformation and misinformation about what the inclusion of transgender youth in sports entails” and that trans students’ sports participation “has been a non-issue.”

In a&nbsp;<a href="https://www.hrc.org/press-releases/backgrounder-supreme-court-to-hear-oral-arguments-for-west-virginia-v-bpj-and-little-v-hecox-key-cases-on-the-inclusion-of-transgender-youth-in-sports" target="_blank">statement</a>&nbsp;ahead of oral arguments, HRC’s senior director of legal policy Cathryn Oakley said “every child, no matter their background, race, or gender, should have access to a quality education where they can feel safe to learn and grow — and for many kids that involves being a part of a school sports team.”

Oakley added that “to deny transgender kids the chance to participate in school sports alongside their peers simply because of who they are is textbook discrimination — and it’s unconstitutional.”&nbsp;

TOPEKA — The 2026 session of the Kansas Legislature burst to life Monday as Republicans and Democrats staked out public policy priorities, welcomed members to fill unexpired terms of the departed and awaited the upcoming final State of the State speech by Gov. Laura Kelly.

Senate President Ty Masterson, an Andover Republican, and House Speaker Dan Hawkins, a Wichita Republican, gaveled in the Senate and House in what could be the final legislative session for both. Masterson is competing in a crowded field for the GOP nomination for governor, while Hawkins tossed his hat into the ring in the race for state insurance commissioner.

In brief remarks with reporters, Masterson said his mind was on finding ways to control rising property taxes, embracing the One, Big Beautiful Bill Act signed by President Donald Trump and, possibly, redrawing the state’s congressional district boundaries for benefit of Republican candidates for Congress.

“A constitutional amendment to cap property tax, at least authorizing the ‘big, beautiful bill’ and parental freedom in education. Like to do a little tort reform. Obviously, get a budget passed,” Masterson said.

In terms of redistricting, the Senate president said he would “love to” advance a bill that shifted boundaries of the state’s four U.S. House districts to give GOP candidates a distinct edge over Democratic candidates. The idea would be to make it difficult for U.S. Rep. Sharice Davids, D-Kansas, to win reelection.

The original plan was to convene a special session of the Legislature in November to consider a new congressional map. The required two-thirds majority in the Senate signed a petition calling a special session, but Hawkins was unable to convince two-thirds of Republican peers in the House to sign a special-session petition.

“If we get it from the House, we’re going to take it up,” said Masterson, who would appear to have the easier task of securing enough votes to thwart a veto by Kelly.

The first order of business Monday was for Kansas Supreme Court Chief Justice Eric Rosen to swear into office the Senate’s newcomers. Sen. Scott Hill, R-Abilene, and Sen. Silas Miller, D-Wichita, were drafted from the House to fill vacancies in the Senate. Hill replaced Sen. J.R. Claeys, a Salina Republican who went to work for the Trump administration. Miller took the seat left open by Sen. Mary Ware, who&nbsp;<a href="https://kansasreflector.com/briefs/kansas-senator-from-wichita-retires-opening-democratic-seat-ahead-of-legislative-session/" target="_blank">announced her retirement</a>&nbsp;in November.

At the front of the Senate chamber, Rosen turned to Hill and began reciting the oath: “Do you, Silas Miller …”

The gaffe was noted, and Rosen affirmed: “Not a good start.” He replaced Miller’s name in the script with Hill’s, and the perfunctory ceremonies for both were completed.

House and Senate committees begin meeting Tuesday. Kelly, a Democrat in the final year of her two terms as governor, is scheduled to deliver the annual State of the State speech to a joint session of the Legislature at 6:30 p.m. Tuesday.

Hawkins, a Republican insurance executive, marked his “last first day” of the session after 14 years in the House and three years as speaker. While he’s running for insurance commissioner, all 125 seats in the House will be up for election in November. The Senate won’t do likewise until 2028.

“The first day of the session is always a happy day,” Hawkins said to an almost full chamber. “I tried for the House to be the best House there ever was, and I think, for the most part, we have done just that.”

He said he strived to promote mutual respect in the House “so that we listen, hopefully, more than we talk.”

Hawkins encouraged spirited debate on the House floor that avoided personal jabs.

“Be engaged, and put everything you have into this session. But don’t leave wishing you would have done something,” he said.

Ahead of the House’s more ordinary first-day business, Rosen swore in Rep. Abi Boatman, a Wichita-area Democrat, Air Force veteran and advocate who replaced Miller.

Boatman, who is Kansas’ second-ever transgender legislator, worked in advocacy and civic engagement for the past decade. She said her first moments in the Legislature were fast-paced as she received a warm welcome. She said the Legislature felt like “the next natural step.”

Rep. Steve Brunk, a Wichita Republican who served in the House from 2003 to 2015, was appointed to complete the unexpired term of Rep. Patrick Penn, who took a job in the U.S. Department of Agriculture. During the interim period, Brunk lobbied for a conservative policy organization opposed to abortion.

After checking with Capitol security at the visitor center to make certain the state’s conceal-carry gun law hadn’t changed in his absence, he discussed his reasons for returning to the House.

“I just felt like there was unfinished business here. I always liked the process,” he said.

Senate Minority Leader Dinah Sykes, a Lenexa Democrat running for state insurance commissioner, said one of her top priorities would be to approve a refundable child tax credit. In the past, proposals have been made to offer a $25 to $600 per child income tax credit for low- and middle-income households to help families deal with escalating costs. She said it was unlikely the GOP-led Legislature would approve the bill.

“I would love to see child tax credits passed through, but I don’t think there’s a possible way for that,” Sykes said.

She said the Legislature ought to extend the existing K-12 school finance formula — due to expire in mid-2027 — for another year. That would allow the 2027 Legislature to craft a new formula that wouldn’t be implemented until 2028, she said.

Sen. Cindy Holscher, a Democrat seeking the party’s nomination for governor along with Sen. Ethan Corson, said she would take on a defensive mindset in an attempt to disrupt GOP legislation that she would view as harmful to the state’s most vulnerable people.

“I am always focused on things that will help the people,” she said. “We’ve been pushing things like Medicaid expansion for years. I’m going to look for ways to bring things good forward and push back against the bad stuff.”

After the House adjourned for the day, House Democrats gathered with reporters at the Capitol to highlight an agenda designed to benefit working families.

House Democrats proposed raising the minimum wage to $15 per hour, allowing renters to get 15% of their rent back in a tax rebate, providing universal school meals and addressing access to and the cost of child care. They also wanted to exempt $125,000 of a home’s value from the state property tax. The current threshold is $75,000.

House Minority Leader Brandon Woodard, D-Lenexa, said Democrats were exploring ways to pay for their wish list. Legalizing recreational marijuana was on the table, he said, along with raising taxes for millionaires.

However, he said, cost of living was the No. 1 issue on Kansans’ minds. But their proposals would need support from Republicans to reach the minimum 63 votes for passage in the House.

“In the superminority, we have to go find friends, right?” Woodard said. “There’s only 37 of us, so we have to find 26 members that will work with us. The idea of coming up with our own agenda allows us to, one, tell Kansans what we stand for, but also, these are going to be floor amendments that you see on any of the bills that are introduced by Republicans.”

Rep. Dan Osman, D-Overland Park, said Kansas should be a place where growing families could afford child care, seniors could live in their homes on a fixed income, and young people could see a future instead of looking to other states.

“Families are doing everything right, working hard, budgeting correctly, planning for our future. Yet too many are still feeling squeezed,” Osman said.

 U.S. State Department issues security alert for Iran

KANSAS CITY—Police are investigating a second homicide this week in Kansas City, Missouri.

Just after 7:30a.m. Monday, police were dispatched to a shooting in the 2500 block of NE 78th Street, according to KCPD Sergeant Phil DiMartino.

As officers arrived they located a a man lying in the street, suffering from gunshot wounds. KCFD Medics responded simultaneously and began performing life saving measures. However, the victim was pronounced deceased on scene.

This is being investigated as a homicide. A subject of interest was taken into custody by patrol officers on scene. The preliminary investigation revealed there was a dispute between two individuals that were known to one another. A physical altercation ensued, which led to shots being fired and the victim being struck. Investigator canvassed the area for witnesses, physical evidence, and any possible surveillance footage.
