🎥 U.S. conducted 2nd strike on alleged drug cartel boat from Venezuela

SALINE COUNTY —Law enforcement are investigating a suspect in connection with a violent incident in Salina.

Just after 3a.m. on Sunday, police in Salina received a a report about an 18-year old suspect, later idenfied as&nbsp;Moses Breadon, who attempted to break into a home in the 1400 block of Teakwood in Salina, according to a media release.

A 17-year old woman who lives at the residence heard banging on the front door. When she walked to the door to see who it was, she recognized the suspect.&nbsp;

Breadon wanted the 17-year-old to leave the house with him, but she refused.&nbsp; The woman told police she 'slightly cracked the door open' and Breadon&nbsp; pushed his way inside the house. He then grabbed a dog at the residence and put the dog in his truck, along with dragging the woman out of the house and throwing her onto the front porch. Breadon allegedly hit the woman as well, according to p olice.

Breadon forcibly put the woman inside his truck, but she was able to get away and ran back inside the house. The victim's family members then awoke from their sleep and realized what had happened. When the&nbsp;victim's family members called 9-1-1, Breadon left the area.

Later Sunday, police found and arrested Breadon in the 900 block of Maple. He was booked into jail on requested charges of Aggravated Kidnapping, Aggravated Burglary, Criminal Threat, Domestic Battery and Robbery.

The victim suffered injuries with marks on her arms, along with a bloody nose. She was medically treated.&nbsp; Police did not have an update on the dog.

Almost immediately after&nbsp;<a href="https://missouriindependent.com/2025/09/12/gerrymandered-congressional-map-initiative-petitions-limits-sent-to-missouri-governor/">Missouri Republicans shut down debate last week</a>&nbsp;to pass a newly gerrymandered congressional map, a pair of lawsuits were filed challenging its constitutionality.&nbsp;

Meanwhile, a referendum campaign seeking to repeal the map got a major financial boost over the weekend — a $500,000 donation from a national dark-money organization.&nbsp;

And a lawsuit filed last week by the Missouri NAACP claiming the governor<a href="https://naacp.org/articles/naacp-files-lawsuit-block-missouris-unconstitutional-special-session-threatening-black" target="_blank">&nbsp;illegally called lawmakers into a special legislative session</a>&nbsp;to pass the map is scheduled for a hearing Monday afternoon in Cole County Court.

The all-out assault on the congressional map in the courtroom and ballot box is the next phase of the ugly partisan war that’s raged in Missouri for weeks — with Republicans determined to&nbsp;<a href="https://missouriindependent.com/2025/07/25/trump-white-house-pressing-missouri-republicans-to-redraw-congressional-map/">follow President Trump’s instructions</a>&nbsp;to create a new GOP district before the 2026 midterms and Democrats denouncing the move as an unconstitutional power grab.&nbsp;

Both of the lawsuits filed after the map passed Friday — one in Jackson County and the other in Cole County — argue the Missouri Constitution prohibits the legislature from redrawing congressional districts more than once a decade.&nbsp;

“In a blatant illegal and unconstitutional power grab, the governor bowed to the whims of Washington while sacrificing representation in both urban and rural populations of Missouri,” said Gillian Wilcox, director of litigation for the ACLU of Missouri, which is representing plaintiffs in the Jackson County lawsuit.&nbsp;

Missouri has eight congressional districts, with six currently represented by Republicans.&nbsp;

The 5th District, based in Kansas City and represented by Democratic U.S. Rep. Emanuel Cleaver since 2005, is carved up under the new map with portions attached to the 4th and 6th Districts. Heavily Republican areas stretching along the Missouri River to Boone County would be added to the remaining Kansas City portions.

The intended result is a map where Republicans hold seven of the state’s eight seats.&nbsp;

Revising congressional district lines occurs every 10 years, after the allocation of seats following the federal census. The Missouri Constitution mandates it but is silent on whether lawmakers have the power to do so at other times, and the lawsuits challenging the map point to the lack of any mention of mid-decade redistricting as evidence that it is not permitted.&nbsp;

Republican lawmakers dismissed these arguments as they were approving the maps, saying this type of interpretation of the constitution would leave lawmakers unable to make any adjustments in between censuses, even if ordered by a court.

The last time lines were redrawn between censuses in Missouri was in the 1960s, following the 1964 U.S. Supreme Court decision that districts had to be drawn&nbsp;<a href="https://en.wikipedia.org/wiki/Reynolds_v._Sims" target="_blank">as closely as possible in population to preserve equal representation</a>, known as the one person, one vote decision.

A group called People NOT Politicians Missouri attempted to file a citizen referendum on Friday shortly after the new map cleared the state Senate. The goal is to put the map on the 2026 ballot for voters to decide whether or not to implement it.&nbsp;

But the group’s attempt to get its campaign started — they must collect 100,000 signatures in 90 days to put the map on the November 2026 ballot — ran into an administrative hurdle when the secretary of state’s office refused to certify it until the governor signs the bill into law.&nbsp;

Kehoe has 45 days to sign the bill.&nbsp;

Over the weekend, however, the secretary of state’s office slightly backtracked, sending a letter to People NOT Politicians Missouri explaining that it would begin the process of certifying the referendum petition sample sheet that would be used to gather signatures.&nbsp;

The office has sent a copy to the Missouri Attorney General’s Office for legal review and the State Auditor for preparation of a cost estimate.&nbsp;

“Only after the Attorney General has rendered an opinion on legal sufficiency and the secretary of state has reviewed those comments can this office make a final determination regarding the approval or rejection of the form of the petition,” the letter states.&nbsp;

The secretary of state, the letter added, “has not yet made a final determination whether your referendum petition may be accepted for processing or circulation.”

In 2019, the secretary of state’s office used procedural maneuvers to derail a referendum campaign that sought to overturn newly-passed restrictions on abortion. The move sparked a lawsuit, and in 2022 the Missouri Supreme Court ruled the laws the secretary of state used to obstruct the citizen-initiated referendum process were unconstitutional.

A spokeswoman for Secretary of State Denny Hoskins agreed on Friday that the 2022 court ruling means signatures can be counted as valid even if they are collected prior to the certification of a ballot title, “since otherwise the full process could eat up over half of their available gathering time.”

On Saturday, the political action committee supporting the referendum received a $500,000 check from Global Impact Social Welfare Fund, a 501c4 nonprofit that is not required to disclose its donors.&nbsp;

Based in Washington, D.C., Global Impact Social Welfare Fund is a liberal advocacy organization that has spent millions in support of ballot initiatives across the country. Last year, the group donated more than $1 million to the successful campaign to enshrine abortion rights in Missouri’s constitution.&nbsp;

In addition to the gerrymandered congressional map, Republican lawmakers also approved a proposal to require any changes to the state constitution through the initiative petition process to be approved by a majority of voters statewide and in each of the state’s eight congressional districts.&nbsp;

Based on last year’s election results, that change would mean&nbsp;<a href="https://missouriindependent.com/2025/09/04/as-few-as-5-of-voters-could-defeat-initiative-petitions-under-missouri-gop-legislation/">as few as 5% of voters could defeat any ballot measure</a>. The new requirements would only apply to citizen-led initiative petitions, not amendments placed on the ballot by the legislature.

GOP lawmakers pointed specifically at last year’s abortion amendment — and the campaign contributions of out-of-state advocacy organizations like Global&nbsp; Impact Social Welfare Fund — to justify the change.&nbsp;

A referendum was last deployed in Missouri seven years ago, when labor unions collected 300,000 signatures in 90 days — more than three times the amount required — to put a question on the statewide ballot repealing a GOP-backed right-to-work law.

The repeal push was ultimately successful, with 67% of voters rejecting the right-to-work law.&nbsp;In fact, of the 27 times a referendum has been placed on the ballot, voters have rejected actions by the General Assembly all but twice.

The AFL-CIO, which led the 2018 referendum campaign, has indicated it will support the push to put the congressional map on the ballot next year. Over the weekend, the United Food and Commercial Workers International Union donated $50,000 to People NOT Politicians Missouri for the campaign.&nbsp;

Elsa Rainey, a spokeswoman for People NOT Politicians Missouri, called Missouri’s new map “an unconstitutional power grab” and a “blatant attempt to rig the 2026 elections before a single vote is cast.”

“It violates Missouri law,” she said, “slices apart communities and strikes at the core of our democratic system.”

Nebraska Corrections officials update McCook leaders on plans

McCOOK, Neb. — Business has slumped at the Carniceria CB mini market and Mexican restaurant, its owners said, since Gov. Jim Pillen’s announcement last month that Nebraska is bringing a federal immigration detention facility to town.

Miguel and Mayra Camacho said they’ve heard other area&nbsp;merchants describe similar commercial declines. Some Latinos they know have uprooted from southwest Nebraska, spurred by what the couple believes is fear and uneasiness over an increased ICE presence.

“And it’s not even open yet,” said Miguel Camacho, of the facility branded the “Cornhusker Clink” by federal officials. “Of all the 50 states, why here?”

Comments the Camachos made this week from their Carniceria — a few miles from where a state prison that holds up to 200 beds is being converted into a 300-bed ICE jail — reflected the sentiment of dozens who spoke against the project during a Friday hearing at the Capitol so full it required an overflow area.

The meeting was hosted by the Legislature’s Urban Affairs Committee. Chairman Terrell McKinney of Omaha offered the space after the chair of the Legislature’s Judiciary Committee declined to hold a public hearing, calling the request premature.

McKinney, a member of both committees, said that while he had been offered a private briefing by the Pillen administration, he opted for a broader discussion open to the public.

He and other committee members said they were concerned about scant information shared about the state-federal plan to repurpose the McCook-based Work Ethic Camp into an ICE detention center for migrants. The state is still trying to relocate the camp’s remaining 155 inmates to different state prisons. Officials said they expect to start housing federal detainees in October.

“Our people want to know, and they’re asking,” said State Sen. Victor Rountree of Bellevue, who also sits on both committees.&nbsp;

“What happens is that when there’s no information provided, negativity and misinformation run rampant,” said State Sen. Stan Clouse of Kearney, the lone Republican committee member who attended the hearing.

On Friday afternoon, the Nebraska Department of Correctional Services issued a statement saying that Corrections Director Rob Jeffreys had spoken Thursday with McCook Mayor Linda Taylor and City Manager Nate Schneider about public safety and community impact.

Among the answers Corrections said it provided:

A formal contract between Nebraska and the federal government is still being hammered out, Correctional Services officials said.&nbsp;

At the four-hour Urban Affairs hearing, about 40 people testified, none in support of the prison conversion that many worry could exacerbate state prison crowding elsewhere to accommodate the feds’ deportation push.&nbsp;

Many said they were embarrassed. Some choked back tears. Others said they were angry to learn in news reports that the state had invited the Trump administration to consider Nebraska for such a facility.

Not present were members of the Pillen administration, which told the committee in a Thursday letter it would not participate, arguing that the the Judiciary Committee and not the Urban Affairs Committee had the legal jurisdiction and oversight authority to examine the issues at hand.&nbsp;Pillen’s staff did not respond to a request for comment Friday.

McKinney said he plans to ask the Judiciary Committee chair once again to hold a public hearing that he hopes Pillen’s staff would attend.&nbsp;

Kenny Zoeller, Pillen’s policy research director, wrote in the Thursday’s letter that McKinney had wrongly suggested that the future migrant population at the center would trigger an overcrowding of the correctional system. Zoeller wrote that an emergency declaration is required when the prison population systemwide is over 140% of operational capacity. He said the average now is about 115%.

“We have flexibility within our current corrections facilities to accommodate this new mission,” Zoeller wrote.

Spike Eickholt, representing ACLU Nebraska, said Nebraska leaders for a decade have debated what to do about state prison crowding. Currently, Nebraska is building a new $310 million-plus prison in Lincoln.

“Why are we committing to an investment of a new prison while giving up a current one?” he asked.

Other speakers lamented the loss of the Work Ethic Camp’s rehabilitative focus and programming aimed at transitioning criminal offenders for successful re-entry into society.

But most of Friday’s testimony centered on Nebraska’s role in Trump’s push for mass deportations. Pillen has said he is proud to be part of the president’s effort to “make sure we keep our community safe.”

“This stuff hits close to home and hits every corner of this state and country,” the governor has said.

Holly Burns said her grandparents, Jose Flores Arsiaga and Margarita Martinez Arsiaga, farmed in Mitchell, Neb., and raised an extended family that’s part of the state’s rich history and multicultural landscape.

“Are we willing to risk that and be made a joke nationally as the ‘Cornhusker Clink’ — for money that we may or may not get — and that breaks all values of Nebraska?” she asked.

Guillermo Enrique Peña Valladares of Grand Island said he comes from a family of immigrants and that federal enforcement tactics have created anxiety and intimidation even among those legally in the country for generations.

“Should I fear saying my name?” he asked, voice cracking. He said his family works in meatpacking plants and his mom speaks broken English. “Every day we have to ask ourselves, ‘Are we going to be alright?’”

As his family’s first college graduate, Peña said, he felt a responsibility to speak out.

“You are trying to imprison the agricultural hands of Nebraska. They are already battered and bruised,” he said.

Anne Wurth, associate legal director of the Center for Immigrant and Refugee Advancement, said a worry is the “lack of planning” and demeaning behavior by ICE toward migrants.

She said her nonprofit saw it first hand, representing several of the 78 workers detained in the June 10 immigration raid at Omaha’s Glenn Valley Foods. Wurth described, for example, the early 48 hours when some families did not know where relatives were being held and said some wounds went untreated.

“Their goal is to terrorize immigrants,” she said of the federal government. “They continue to demean and dehumanize a population that is integral to the state of Nebraska … We must not do this for them.”

Don Hooper, a retired educator, was among several who decried the politics. He said he does not want “Cornhusker Clink” to join Nebraska’s “good life” and “home of Arbor Day” signs on the highway.

If the facility comes, he said: “It should be named … ‘Pillen’s prison’ in honor of the individual who wants this in Nebraska.”

McKinney said he appreciated a petition opposing the immigration detention center coordinated by Nebraska Appleseed, as it reflected statewide opinions. Appleseed’s Ruby Mendez said the effort collected more than 18,000 signatures from people in nearly 400 Nebraska communities.

Faith Colburn said she drove in from North Platte with concerns about legal and other services that migrants would have available in McCook.&nbsp;

“I’m here representing 50 people,” she said. “Many of them are furious, pissed off grandmas.”

About 650 people also submitted written testimony to the Urban Affairs committee. Because it was for an interim hearing, McKinney said, the correspondence had not been categorized into opponents, proponents or neutral.

In McCook, Miguel and Mayra Camacho said they would not close shop, and hope that business picks up.

The family’s move six years ago from Kansas to the Nebraska community of about 7,200 people was calculated, they said. The area has a Walmart and other key stores that draw residents of surrounding towns.

Their two kids attend local schools, and have felt a sting from the proposed ICE facility. A classmate asked their daughter if she had seen her “new house,” said Camacho.

The small business owners said they are trying to form a group to provide information and support to Latinos in the community. They said they’ve enjoyed the McCook area and their patrons.&nbsp;

The couple rode out the COVID-19 slump, opening the Carniceria’s doors every day. Gesturing toward the empty store and restaurant, Camacho said the plan now is to do the same: “Stay here, protect it, survive.”

He added, ‘If the community tells me I’m not welcome, we’ll move.”

Chairman Terrell McKinney of Omaha offered the space after the chair of the Legislature’s Judiciary Committee declined to hold a public hearing, calling the request premature.McKinney, a member of both committees, said that while he had been offered a private briefing by the Pillen administration, he opted for a broader discussion open to the public.He and other committee members said they were concerned about scant information shared about the state-federal plan to repurpose the McCook-based Work Ethic Camp into an ICE detention center for migrants. The state is still trying to relocate the camp’s remaining 155 inmates to different state prisons. Officials said they expect to start housing federal detainees in October.“Our people want to know, and they’re asking,” said State Sen. Victor Rountree of Bellevue, who also sits on both committees.&nbsp;“What happens is that when there’s no information provided, negativity and misinformation run rampant,” said State Sen. Conversion of Neb. facility into ICE detention hub draws overflow hearing, statewide concerns

COWLEY COUNTY —When Erica Petry accepted her new role as Animal Control Officer for the Arkansas City Police Department in April, she expected plenty of unusual calls. 

Nothing prepared her for the saga of Wade, a shy greyhound who had been living on the fringes of town for nearly two years. It began like any other call: a report of a stray dog lingering behind Walmart. 

For months, the sleek greyhound had been spotted by several employees and vendors at the big box store. “When I first heard about her, I thought I'd be able to catch her, pick her up, and take her to the Humane Society. I quickly realized it was not going to be the case,” Officer Petry said.

Far from routine, Petry quickly realized this stray—later identified as Wade—was no ordinary dog. Cautious and clever, the greyhound had managed to evade nets, leashes, and countless well-meaning hands.“She was super scared of getting close to people,” Petry said. “She would come pretty close, because the vendors and employees would toss her scraps, but she always stayed just far enough away so you couldn’t actually grab her.” 

Day after day, Petry showed up with food, earning Wade’s tentative trust. “She’s really smart,” Petry explained. “She realized sometimes I’d get another call and leave the food, so she started waiting me out.” Greyhounds are rarely abandoned, so Petry suspected there had to be more to the story. 

A dive into Facebook confirmed her hunch. In an old post, someone had spotted a greyhound loose in the area, and a man replied, “That’s my dog. Where is she?” Petry reached out to the man and learned that Wade had been purchased as a hunting dog from Texas. But within days of arriving at her new home, Wade slipped her leash on a hunting trip and vanished. 

Too skittish to recognize her new family, she had been surviving on her own ever since. That’s when Petry discovered that Wade hadn’t just been wandering for a few months — she had been surviving on her own for close to two years.

Not sure how to move forward, Petry turned to her supervisor, Captain Jason Legleiter, who suggested bringing in professionals. That’s when Beauties and Beasts, Inc., a volunteer-led rescue group based in Haysville, stepped in. Together, they tried everything — standard traps, a Snappy Snare, and finally an open-panel pen designed to feel less threatening. For weeks, Wade would dart in just far enough to grab food, then retreat.

 “She was so smart,” Petry said. “Every time we thought we had her, she figured out a way not to get caught.” 

Patience finally paid off. At sunrise on September 5, Petry and two volunteers from Beauties and Beasts positioned their trap, then took cover — two crouched beneath a semi-trailer while another watched from a nearby hill with binoculars. 

Minutes felt like hours until, at last, Wade stepped inside. The call came through: “Got her.” The moment was both exhilarating and terrifying, Petry said.

 Wade thrashed against the panels of the trap, desperate to escape. “We just tried to keep her calm,” Petry recalled. Slowly, Wade crawled toward Petry, recognizing the woman who had fed her for weeks. “It was surreal,” Petry said. 

“When I finally slipped a leash on her, I could breathe again.” That same day, Petry was finally able to reunite Wade with her family. No longer destined to be a hunting dog, she is now settling into her new role as a house pet — one with plenty of dog siblings and a family ready to give her the patience she needs. For Petry, the rescue was more than just another case. It was a crash course in determination, teamwork, and the quiet bond between people and animals. 

“It was kind of weird coming to work afterward,” she admitted with a laugh. “I’d spent so much time every day sitting out there with her. Now I drive past Walmart and think, ‘Oh, I don’t have to stop anymore.’

” The employees and drivers who fed Wade for months say they’ll miss seeing her perched on the hill behind the store, waiting for a handout. But they also know she’s finally where she belongs — home. “She’s a lucky girl,” Petry said. “To survive two winters on her own, and to finally get back to her family—it’s pretty amazing.”

Dog missing for two years finally home again in Kansas

State Sen. Lincoln Hough was removed as chairman of the powerful Senate Appropriations Committee minutes after voting against shutting off debate to gerrymander congressional maps and weakening the initiative petition process

The Missouri Senate died at 1:42 p.m. Friday afternoon when Republican leaders refused to allow debate on a&nbsp;<a href="https://missouriindependent.com/2025/09/12/gerrymandered-congressional-map-initiative-petitions-limits-sent-to-missouri-governor/">measure weakening the initiative petition process</a>, GOP state Sen. Lincoln Hough said in an interview with The Independent.

A two-week special session to gerrymander Missouri’s congressional map and make it virtually impossible for voters to amend the state constitution ended Friday when Senate Republicans voted to cut off debate and steamroll both bills across the finish line.&nbsp;

Hough was one of only two Republicans who opposed every motion to cut off debate and voted against the bills.&nbsp;

About 20 minutes after the Senate adjourned, Hough said Senate President Pro Tem Cindy O’Laughlin visited his office and removed him as chairman of the powerful Senate Appropriations Committee. Hough has been chairman or vice chairman of the committee since he joined the Senate in 2019.

“She said, ‘​w​e are tired of fighting with you,’” Hough said. ”To which my response was, ‘did you fight with me this week, or did I just go out here and vote no on something that was handed down to the Missouri Senate and a bunch of elected members who are not allowed to talk?’”&nbsp;

It was the second time Hough has bucked his party this year when it sought to deploy procedural maneuvers to shut down debate. The first came in near the end of the 2025 session in May on bills repealing voter-approved laws expanding sick leave and protecting abortion rights.&nbsp;

“What I’ve seen at the end of last session, and what I saw this week, is a dismantling of what the Senate is supposed to be,” Hough said.

O’Laughlin did not respond to text messages seeking comment on Hough’s removal as chairman or his description of how it occurred. As of Saturday morning, the change in the committee line-up&nbsp;<a href="https://senate.mo.gov/Committees/CommitteeDetails/3" target="_blank">had not been posted</a>&nbsp;to the Senate website.&nbsp;

Hough said he is not sure if he is still a member of the committee.

“I’ll be honest with you,” he said. “When the news was delivered to me, I didn’t ask a lot of follow up questions.”

The other Republican who broke with his party on Friday was state Sen Mike Moon of Ash Grove. Reached by text message Saturday, Moon said he had not been told of any changes in his committee assignments. He chairs the Veterans and Military Affairs Committee and the Select Committee on Equal Protection and DEI.

Moon, who has been punished by Senate Republican leadership in the past for some of his actions, declined to comment on the removal of Hough as Appropriations Committee chairman.

Lawmakers were meeting in their second special session of the year to do the&nbsp;<a href="https://missouriindependent.com/2025/07/25/trump-white-house-pressing-missouri-republicans-to-redraw-congressional-map/">bidding of President Donald Trump</a>&nbsp;and gerrymander the 5th Congressional District to unseat U.S. Rep. Emanuel Cleaver, a Kansas City Democrat. The Senate passed the new map first, shutting off debate after letting Democrats speak against it for about four hours.

Next came the proposal added to the agenda by Kehoe to require both a majority of statewide votes and a majority of the votes in all eight of the state’s congressional districts to pass constitutional amendments proposed by initiative petition.

But along with the motion to take up the measure, state Sen. Brad Hudson, a Republican from Cape Fair, sent the motion to cut off debate before it began.

“My understanding of how this process is supposed to work is, if someone brings a bill before the body, then members are given the opportunity to have a conversation about it,” Hough said. “Maybe, I mean, call me crazy, but maybe even draft amendments and think about ways to improve something or change something.”

Republicans used several unprecedented maneuvers to muscle the two measures to final passage. The steps were orchestrated from the start to get the bills finished by Friday afternoon.

When the Senate convened, O’Laughlin presented a new set of rules intended to sidestep every opportunity Democrats could use to stall proceedings.

As a result, no senator was allowed to introduce a bill during the special session, the daily journal was never presented to the body for approval and House-passed legislation became the chamber’s top official priority for the first time in its existence.

The procedural step to shut off debate, called the previous question, is commonly used by the majority in the 163-member Missouri House, where no member can speak for more than 15 minutes on a topic, to move priority legislation.

But until this year, it was a rare move in the Senate, where the rules allow a member to speak as long as they like on any subject once they have the floor. Invoking the rule requires a motion signed by 10 senators.

The previous question has been used to move four bills this year, twice in the regular session and twice in the special session. It was also used to implement the new Senate rules.&nbsp;

But it had never before been used to pass a bill without any debate at all.

“It’s pretty easy to pass legislation in the Missouri Senate if you don’t have to talk about it, and you can just bring it before the body and say, we’re not, we’re not going to have any discussion whatsoever,” Hough said.

The Republican Party, he said, is suppressing every element that doesn’t walk in lockstep with the Trump White House.&nbsp;

“It seems that if you have any independent thought, or even just raise a question, you have a problem with this Republican Party,” Hough said. “And that is not the Republican Party that, 15 years ago when I first ran for the House, that I was part of.”

His disagreement with the procedures used to pass the legislation didn’t upset the progress of the bills. Shutting off debate requires 18 votes, and the fewest on any motion was 19.

“This is a dark day in the Missouri Senate,” Hough said. “It is a dark day when policy differences lead to the dismantling of the institution and the removal of individuals from chairmanships.”

In his seven years on the appropriations committee, Hough has shown himself as detail-oriented and able to build consensus while taking a tough negotiating position during final budget talks with the House.

With one more legislative session in his term-limited tenure, Hough won’t have to worry about pleasing leadership.

The upcoming budget could prove to be the most difficult to write in many years. When Kehoe&nbsp;<a href="https://missouriindependent.com/2025/06/30/missouri-governor-hits-earmarks-with-veto-pen-as-he-signs-state-budget/">vetoed $300 million in spending items</a>&nbsp;in June, the news release accompanying the action said the state budget office was forecasting a general revenue shortfall of nearly $1 billion in the coming fiscal year.

“We’re definitely,” Hough said, “going to have some conversations about the direction of the state’s finances next year.”

Missouri GOP senator slams party leaders for forcing vote on bills without allowing debate

KANSAS CITY —Worlds of Fun was open for business again on Sunday after the park was evacuated Saturday night on the opening of the park's Halloween Haunt event.

Just before 9:30pm. Saturday, Law enforcement and the Kansas City Fire Department responded to a reported shots fired call at Worlds of Fun, according to KCFD Battalion Chief Michael Hopkins.

 After a thorough investigation and patient assessment only one individual was transported for an unrelated medical issue. KCFD is unaware of the circumstances leading up to the call only that no injuries related to the shots fired call were reported.&nbsp;

Kansas City police are in charge of the investigation. KCPD Along with Worlds of Fun security evacuated and cleared the park in an extremely short period of time, according to Hopkins. There is no evidence that shots were fired.

Worlds of Fun back open after report of gunfire forced evacuation

GLENDALE, ARIZONA&nbsp; —Charlie Kirk, the conservative activist&nbsp;and close ally of President Donald Trump who played an influential role in rallying young Republican voters, was shot and killed Wednesday at a Utah college event in what the governor called a political assassination carried out from a rooftop.

Turning Point USA, Kirk's conservative organization, will hold a memorial for him Sept. 21 at State Farm Stadium outside Phoenix, where the Arizona Cardinals play. <a href="https://www.fightforcharlie.com/">Click here for more details</a> on the service.

Kirk's casket arrived Thursday in his home state aboard Air Force Two, accompanied by Vice President JD Vance.

A vigil at the Kennedy Center in Washington, D.C., was among numerous tributes to Kirk on Sunday. The line of mourners in Washington wrapped around the center.

Kirk also was memorialized at Dream City Church in Phoenix, where he hosted one of his “Freedom Night in America” gatherings. Attendees viewed clips of Kirk discussing his desire to be “remembered for courage for my faith.” Angel Barnett, a church pastor, called on the crowd to honor Kirk by carrying on his message.

🎥Vigils nationwide, funeral service details for Charlie Kirk

KANSAS CITY—Law enforcement are investigating a double homicide in Kansas City.

Just after&nbsp;7a.m. Sunday, patrol officers were dispatched to the 6800 block of Longview Road on a reported shooting, according to KCPD Sergeant Phil DiMartino.

 Upon arrival officers were directed to the front of a grocery store where they located an adult male victim suffering from gunshot wounds. Officers began to render aid as KCFD Medics simultaneously arrived. The victim was pronounced deceased on scene. 

Other officers arriving were directed to the north side of the grocery store parking lot where they located an additional male victim, also suffering from gunshot wounds. He was transported to a local hospital by ambulance, with life threatening injuries. Just before 9 AM, investigators were notified that the second male victim died of his injuries at the hospital.

&nbsp;Preliminary information indicates there was an interaction outside of the grocery store between multiple individuals just prior to the shots being fired.&nbsp;This is being investigated as a homicide, and no one is in custody.

2 dead after KC grocery store parking lot gunfight

KANSAS CITY, Mo. – A Kansas City area elementary school teacher has been indicted by a federal grand jury for additional child pornography offenses, acording to the United State's Attorney.

Dennis Adlai Hernandez, 28, was charged in a seven-count federal indictment in the U.S. District Court in Kansas City, Mo. Hernandez was previously charged in a three-count criminal complaint with transportation of child pornography, production and attempted production of child pornography, and possession of child pornography. Today’s indictment includes those charges and four additional counts of production and attempted production of child pornography. The offenses charged in the indictment are alleged to have occurred between August 2022 and August 2025.

KC area elementary teacher faces additional child porn charges

TOPEKA — Kansas’ request to ban candy and soft drinks from being purchased with food assistance dollars has yet to be approved, while other states’ similar restrictions are expected to go into effect Jan. 1.

Lawmakers say the goal of the ban is to reduce obesity rates and risks by eliminating the option to buy soft drinks and candy for a specific demographic — low-income families receiving benefits from the Supplemental Nutrition Assistance Program, or SNAP.

Republican lawmakers at a Tuesday meeting of the Senate Committee on Government Efficiency were anxious to see Kansas’ request for restrictions approved.

But Carla Whiteside-Hicks, the economic and employment services director for the Kansas Department for Children and Families, described during the committee meeting certain roadblocks.

Among them, she said, Kansas’ process is different from the process in other states. It’s more complex, she said, largely because of the nebulous definitions of soft drinks and candy in a new state law.

Bans of varying severity have been approved and are expected to go into effect on the first of the year in Florida, Idaho, Indiana, Iowa, Nebraska, Oklahoma, Utah and West Virginia. Some states restrict soft drinks, soda, candy or energy drinks, or a combination of the four.

Sen. Renee Erickson, a Wichita Republican and chair of the committee, argued other states’ bans aren’t inherently simpler than the one in Kansas. Nevertheless, the definitions are important, she said.

“It sounds simple when we say pop and candy, but we know those details, those definitions matter,” she said

The state sent an initial request for the restriction to the U.S.Department of Agriculture on April 2. The proposal for a ban&nbsp;<a href="https://kansasreflector.com/2025/02/05/buying-candy-soda-with-food-stamps-banned-under-proposed-kansas-bill/">began as a bill</a>, which passed both chambers during the 2025 legislative session but was&nbsp;<a href="https://kansasreflector.com/2025/04/14/kansas-families-with-snap-can-still-buy-soda-candy-but-new-law-adds-red-tape-to-assistance/">vetoed</a>&nbsp;on April 4 by Gov. Laura Kelly, who called it “simply wrong” and expressed concern for the law’s potential to hurt Kansas families and businesses. Instead of fully overriding the veto, Republican lawmakers inserted the policy into the state budget.

The provision withheld $1.8 million designated for a summertime food assistance program for families with school-age children. The provision required the secretary for the Kansas Department for Children and Families to request the restriction on candy and soft drinks before the department could access the funds.

Sen. Doug Shane, a Louisburg Republican, said during the meeting he didn’t understand why complexity was holding up Kansas’ request.

“And is there not any kind of national guidance considering this was part of a national policy agenda?” Shane said.

Kansas’ request is specific to Kansas statute and must work within the bounds of state law, Whiteside-Hicks said.

Upon first submitting the request to the USDA, Whiteside-Hicks said, she immediately assembled an internal team to guide the process of implementing the restrictions and measure their effectiveness.

“It was quickly evident that we do not have internal capacity to meet all of the requirements of having our waiver request approved,” she said.

No one on her team had the skillset to create an evaluation plan, she said, so the agency is soliciting proposals from third parties to do the work instead.

In Kansas, a monthly average of nearly 187,000 people in more than 93,500 households receive food assistance benefits. The average monthly benefit per household is around $452, according to USDA data from fiscal year 2023.

It isn’t clear how much it will cost to develop the new restrictions. Typically, the agency would undergo an analysis before submitting a restriction request to the federal government, but that didn’t happen this time, Whiteside-Hicks said.

The proposal for a ban&nbsp;<a href="https://kansasreflector.com/2025/02/05/buying-candy-soda-with-food-stamps-banned-under-proposed-kansas-bill/">began as a bill</a>, which passed both chambers during the 2025 legislative session but was&nbsp;<a href="https://kansasreflector.com/2025/04/14/kansas-families-with-snap-can-still-buy-soda-candy-but-new-law-adds-red-tape-to-assistance/">vetoed</a>&nbsp;on April 4 by Gov. Laura Kelly, who called it “simply wrong” and expressed concern for the law’s potential to hurt Kansas families and businesses. Instead of fully overriding the veto, Republican lawmakers inserted the policy into the state budget.The provision withheld $1.8 million designated for a summertime food assistance program for families with school-age children. The provision required the secretary for the Kansas Department for Children and Families to request the restriction on candy and soft drinks before the department could access the funds.Sen. Doug Shane, a Louisburg Republican, said during the meeting he didn’t understand why complexity was holding up Kansas’ request.“And is there not any kind of national guidance considering this was part of a national policy agenda?” Shane said.Kansas’ request is specific to Kansas statute and must work within the bounds of state law, Whiteside-Hicks said.Upon first submitting the request to the USDA, Whiteside-Hicks said, she immediately assembled an internal team to guide the process of implementing the restrictions and measure their effectiveness.“It was quickly evident that we do not have internal capacity to meet all of the requirements of having our waiver request approved,” she said.No one on her team had the skillset to create an evaluation plan, she said, so the agency is soliciting proposals from third parties to do the work instead.In Kansas, a monthly average of nearly 187,000 people in more than 93,500 households receive food assistance benefits. The average monthly benefit per household is around $452, according to USDA data from fiscal year 2023.It isn’t clear how much it will cost to develop the new restrictions. Typically, the agency would undergo an analysis before submitting a restriction request to the federal government, but that didn’t happen this time, Whiteside-Hicks said.Kansas officials targeted an effective date for restrictions for 18 months after the approval date — if it is approved.
