Summer classes have moved online for some St. Joseph elementary and middle school students due to a rise in COVID-19 cases locally.

Robidoux and Pershing schools will conduct classes virtually through July 1 - when summer school ends. St. Joseph School District assistant superintendent Gabe Edgar says the move is “precautionary.”

Only 20.6 percent of eligible residents in Buchanan County have received the COVID-19 vaccine. That’s below the statewide average of 37 percent. The vaccine is generally available to all people ages 12 and up.

There were 70 new COVID cases and two virus-related deaths reported in Buchanan County between Monday and Thursday of last week.

The positivity rate in Buchanan County is 4.97 percent. Mosaic Life Care is also treating 12 COVID patients - 10 in St. Joseph, one in Maryville and one in Albany.

St. Joseph City Council members have approved placing a
half-cent park sales tax on the August ballot.

Now, a special committee appointed by the council has outlined
a spending plan.

City officials project the half-cent increase in the city
sales tax to raise between $50 million to $60 million before it expires in 10
years.

St. Joseph City Manager Bryan Carter says, if voters approve
the tax increase, the money would be spent to make improvements throughout the
city.

“St. Joseph, of course, has a very large park system for a
city of our size,” Carter tells host Barry Birr on the KFEQ Hotline. “We have a
lot of amenities within that parks system and those amenities, of course, cost
some money to keep maintained. So, this is an opportunity to invest in those amenities
and really help improve that parks system.”

The Park Sales Tax Committee has agreed on a proposed list of
improvements should voters approve the tax, including improvements to Krug Park,
the Aquatic Park, Phil Welch, the Bode Parks Complex, Hyde Park, the Civic Arena,
and throughout the entire parks system. A portion of the money would improve
rest rooms at the parks, along with shelters. Basic maintenance would receive
what Carter describes as a needed upgrade.

Carter says it is a priority of the city council to make sure
all citizens benefit from the improvements.

“Make sure that everyone in the community has the amenities that
they seek and that really make this a great place to live; make sure they have
those near their homes.”

If the local economy picks up over the next 10 years, the tax
increase could bring in more than $50 million. But Carter says committee
members were asked to prioritize projects that would fit the $50 million budget.

“So, the committee was asked to identify those $50 million in
projects that would almost certainly be completed, but also identify additional
projects that would be completed with funds in excess of $50 million.”

The Missouri State&nbsp; Highway Patrol reported a 2010 Ford SUV driven by Antonia R. Benninghoff, 27, Carthage, IL., was westbound on U.S. 136 just east of Princeton.&nbsp;

The vehicle dropped of the north shoulder of the road and the driver overcorrected. The vehicle returned to the road, traveled off the south side of the highway down a ditch, struck an embankment at the edge of a driveway, went airborne over the driveway, landed and overturned.

Mercer County EMS transported Benninghoff to Wright Memorial Hospital. A passenger in the SUV refused treatment at the scene. They were not wearing seat belts, according to the MSHP.

Woman hospitalized after violent SUV crash

DEKALB COUNTY — Two people were injured in an accident just before noon Friday in DeKalb County.

The Missouri State Highway Patrol reported a 1991 Chrysler Lebaron driven by Dillon M. Pratt, 24, Trenton, was westbound on U.S. 36 at Baker Road five miles west of Cameron.

The Chrysler failed to yield and struck the towed unit of a westbound 2006 Peterbilt semi driven by Charles A. Gray, 69, Cameron, who was attempting to turn into a private drive.

Clinton-DeKalb ambulance transported Pratt and a passenger Elizabeth L. Bucklar, 24, Albany, to Mosaic Life Care. Gray was not injured. All three were properly restrained at the time of the accident, according to the MSHP.

2 hospitalized after DeKalb County crash

Grundy County health officials have confirmed the presence of a COVID-19 Delta variant in a patient.

The Delta variant has been classified as a "variant of concern" due its increased transmissibility and potential for reduced effectiveness of treatments or vaccines.

Grundy County has seen an uptick in new COVID cases in recent weeks. As of Thursday, there were 39 active cases in the county and 24 new cases since last Friday. There have been 44 cases reported since June 4.

Its 20 percent positivity rate is ninth highest among all counties in the state.

The Grundy County Health Department says most of the new cases are in residents under the age of 60, where the percentage of people vaccinated is lower.

About 24.5 percent of Grundy County's population is fully vaccinated, while 27.1 percent of residents have gotten at least one dose.

Three variants have already been confirmed in Grundy's northerly neighbor Livingston County. The Tri-County Health Department and Mosaic Life Care are both awaiting lab results to see if variants are circulating in their areas.

Buchanan County saw 70 new COVID cases between Monday and Thursday and two new virus-related deaths in that time.

Worth County, part of the Tri-County health district, has seen 15 new cases in the last week, and has the highest positivity rate in the state at 32 percent.

Pockets of southwest Missouri have also seen a rise in cases. In fact, the entire state saw a 101 percent rise in cases from June 7-13 - a larger jump than any other state.

COVID Delta variant confirmed in Missouri's Grundy County

Dangerously hot temperatures will continue to impact the region on Friday, as highs could once again hit triple digits.

A heat advisory is in effect for much of southeast Nebraska, northeast Kansas, southwestern Iowa and northwest Missouri through Friday evening.

"We could see index values top out around 105 or 106 (degrees Fahrenheit)," said National Weather service meteorologist Jon Kurtz at the Kansas City/Pleasant Hill office. "Air temperatures themselves will be right around 100 degrees. So, hot and humid definitely for a good chunk of the afternoon hours."

St. Joseph hit 99 on Thursday, while Maryville topped out at an even 100. The hottest temperatures Friday are expected to be along and south of U.S. Highway 36.

 There's also a chance of potentially strong thunderstorms on Friday evening. Much of the region is under a marginal risk for severe weather as a cold front slowly makes it way south.

Kurtz does not expect this to be a widespread severe weather event.

"We're lacking a little bit of moisture," he said. "It's not like a traditional setup. We do have a front coming through, and we could see a couple of strong thunderstorms. Maybe some wind gusts, maybe some hail."

Portions of eastern Kansas and northwest Missouri saw a bout of high winds, hail and heavy rain as a storm system moved through last Friday.

Highs this Saturday and Sunday will still top out in the mid 90s, but relief is on the way with highs in the upper 70s and low 80s through Wednesday of next week.

The hot and dry pattern this summer has prompted some drought conditions across large swaths of the Midwest, particularly Iowa, which is seeing severe drought in the central and northern parts of the state according to the latest U.S. Drought Monitor released Thursday.

While it's 'abnormally dry' across far northern Missouri and southeast Nebraska, Kurtz says rain chances this weekend could help.

"If we get some of these rounds of rain, it could help keep eastern Kansas and northwest Missouri within normal range for the summer," he said. "We're not seeing as many rain chances this summer, so could definitely see a slip into a minor drought further into summertime."

High heat continues for the area Friday, cooler temps on the way next week

GRUNDY COUNTY —One person was injured in an accident just before 5:30p.m. Thursday in Grundy County.

A 2008 Chevy Silverado driven by John W. Babbitt, 39, Humphreys, was westbound on MO 6 three miles east of Trenton.

The pickup rear-ended a 2017 Chevy van driven by Derrick A. Norman, 31, Chillicothe, that slowed for a farm tractor.&nbsp;

After impact, the van traveled off the road and through a fence. Another unidentified vehicle rear-ended the Silverado and left the scene.

Grundy County Ambulance transported Norman to Hedrick Medical Center. Babbitt was not wearing a seat belt and not injured, according to the MSHP.

Missouri man injured after rear-end crash

An increase in tonnage and a shortage of staff has forced the St. Joseph landfill to cut back on its hours of operation.

The landfill will still be open Monday-Friday from 7:30 a.m. - 4 p.m., but will now be open on only one Saturday each month, beginning this weekend.

The Saturday hours of 7 a.m. - 2 p.m. will remain the same. Landfill superintendent Rod McQuerrey says of the 12 operator positions available, only six of those are filled currently.

"It was easier to eliminate the Saturdays, which allowed us to stay somewhat fully staffed during the week and cover that full hour spread," McQuerrey said.

The landfill will be open on Saturday, July 10, but closed over the entire Fourth of July weekend.

McQuerrey said the long hours at the landfill contributed, in part, to the current labor shortfall.

"The guys were getting really burnt out," he said. "They wanted to go somewhere where they could work 40 hours a week instead of 50-60. Some left for opportunities outside of the city."

McQuerrey says he and his staff are preparing for heavier traffic than normal on Saturdays. That one Saturday every month will be staffed on a volunteer basis, and a couple of extra workers will be on hand to help out.

"Saturdays were typically low tonnage, but high volume," said McQuerrey. "A lot of the public come in with their car or pickup to drop off this, that or the other thing rather than trash trucks bringing several things at a time."

McQuerrey said the landfill will run on the one Saturday-per-month schedule through at least August, and staffing will be reevaluated then.

St. Joseph city manager Bryan Carter says the landfill isn't the only area of the city where staff shortages are a problem.

"Our streets department, we're having a lot of difficulty filling a lot of positions down there," said Carter. "We're also having a tough time filling positions in the engineering division and of course the landfill. A particularly difficult one for us is on the law enforcement side. Seeing a difficult time filling law enforcement positions here, but that's happening in a lot of different communities."

The St. Joseph Police Department currently has 11 positions open, <a href="https://stjosephpost.com/posts/c2bc5231-a9f6-403b-ac86-d3052111bb32">according to Police Chief Chris Connally</a>.

Carter says the number of applicants for these jobs has also been lacking. The city is now taking steps to adjust their recruiting process as a result.

"Historically, we've relied heavily on employees coming to us looking for jobs," said Carter. "We're starting to look at opportunities to reach out. We're also placing some more focus on retention, making sure that we don't lose anyone we don't have to lose."

Seventy new COVID cases, two new deaths reported in Buchanan County since Monday

BROWN COUNTY—A Kansas woman was injured in an accident just after 1:30p.m. Thursday in Brown County.

The Kansas Highway Patrol reported a 2006 Chevy pickup driven by Sarah M. Hoskins, 41, Emmett, was eastbound on U.S. 36 off ramp to U.S. 73.

The pickup left the roadway onto the shoulder. The driver&nbsp; overcorrected and the pickup rolled into the grass median to the north of the eastbound off ramp. The driver was ejected.

BROWN COUNTY—A Kansas woman was injured in an accident just after 1:30p.m. Thursday in Brown County.The Kansas Highway Patrol reported a 2006 Chevy pickup driven by Sarah M. Hoskins, 41, Emmett, was eastbound on U.S. 36 off ramp to U.S. 73.The pickup left the roadway onto the shoulder. The driver&nbsp; overcorrected and the pickup rolled into the grass median to the north of the eastbound off ramp. The driver was ejected.EMS transported Hoskins to&nbsp;Hiawatha Community Hospital. St. Joseph Police Chief Chris Connally says the police force
needs more officer candidates and he is taking a direct approach to recruit

Connally is carrying a business card soliciting candidates
that he passes out during public gatherings even as he delivers a message to

the KFEQ Hotline. “Ask them to consider contacting us.”

Connally says those interested will be introduced to the
department and might even be given a ride-along with a police officer to gauge
their interest.

Though Connally is soliciting public input on potential candidates,
he does have an ideal candidate profile in mind.

“We need to look for people that have the cognitive skills,
emotional skills, the social skills, the moral fabric or makeup; those are all
important,” according to Connally.

The St. Joseph Police Department has 11 vacancies. Connally
says that likely will grow to as many as 14 with pending retirements.

The St. Joseph Police Department has 138 commissioned
officers.

Connally says the department is having difficulty both with
recruiting and retaining officers and he blames the problem, in large part, on how
the media portrays police shootings.

“They don’t portray the 60 million calls for service a year across
the country. We actually have very few of those events (police shootings). Some
of those events are unacceptable, absolutely,” Connally says. “It’s never good
to paint any group of people with a broad brush.”

Connally says as the department seeks officer candidates, there
are no age restrictions as some might assume.

“We’ve hired younger folks. We’ve hired older folks. All have
been successful, “Connally says. “We’ve had some people who have had a career in
something and just said, hey, I’ve felt it’s my calling to become a police
officer.”

Hy-Vee launches new financial services across its 8 states

A major issue for state legislators during the Missouri
legislative session this year was the state gas tax.

Efforts to increase the tax and pump more money into the
Missouri Department of Transportation budget have failed the past few years.

State Rep. Brenda Shields of St. Joseph understands an
increase from 17 cents a gallon to 29 ½ cents a gallon will pinch pocketbooks a
bit.

“Even though it sounds like a lot, it’s a little bit that we
can all pay to make our roads better.,” Shields tells St. Joseph Post. “We
haven’t had a gas tax increase in the state of Missouri since 1996.”

Shields estimates the average motorist will pay $125 more a
year once the increase if fully implemented.

Shields points out vehicles now get better gas mileage,
spending less at the pump, while the cost of road construction keeps going up.

The Missouri Department of Transportation estimates Missouri
faces a transportation annual funding shortfall of $745 million. The gas tax
increase, once fully implemented in 2025, is expected to add $500 million to
MoDOT’s budget.

The legislation calls for the gas tax to increase by
two-and-a-half cents per gallon, beginning in October. The gas tax increase
will be fully implemented by July of 2025.

State Rep. Bill Falkner, the former St. Joseph Mayor, says Missouri
has paid a price for keeping its gas tax so low.

“I hope that when they get the additional funding that it will
go to keeping the highways l0oking nice and functioning correctly to where they’re
not a danger to the people driving on them,” Falkner tells St. Joseph Post.

Falkner recalls a meeting of regional mayors held in Kansas
City after he first was elected St. Joseph mayor in 2010. He says improving the
area highway system was at the top of the list of priorities for the mayors,
who always thought northern Missouri got shortchanged in transportation
funding.

The Missouri State Highway Patrol reported a 2003 Chevy Truck pulling a goose-neck trailer and driven by April L. Hawkins, 25, Edgerton, was northbound on Interstate 29 five miles south of Oregon.

The truck traveled through the median when the vehicle's front left tire blew. The pickup struck the crossover and the trailer became unhitched. Both the truck and trailer came to rest in the southbound lanes of the I-29.

Holt County EMS transported Hawkins to Mosaic Life Care. She was properly restrained at the time of the accident, according to the MSHP.

With school out for the summer, remodeling plans are well underway at St. Joseph Christian schools as enrollment numbers continue to climb.

This first phase of the school's remodel includes seven new classrooms, a new band room and a new storage and restroom facility, which will be added onto the Lions Athletic Complex.

St. Joseph Christian Secondary Principal Danny Maggart says this expansion comes as the school's record enrollment numbers continue to go up.

"We've needed a new band room for quite some time," said Maggart. "Even before our enrollment was starting to go up here. So, we were fortunate to be able to do a lot of things by adding on to our current weight room facility. That frees up a lot of space for our band kids."

St. Joseph Christian saw a record enrollment of 353 students from Pre-K through 12th grade in the 2020-21 school year, and that number is expected to exceed 425 for the upcoming year.

"So, we are trying to do everything that we can to provide space for students to come at all levels for those families who desire for their kids to have a quality education," Maggart added.

This first phase is just the beginning of expansion and remodel plans at St. Joseph Christian. Other ideas include a second gymnasium, a fine arts wing and additional secondary and early education classrooms.

Maggart clarified that those plans are only ideas at this time. There's no specific timeline as to when those things might happen.

"The next phase might be a new gym or more early education or secondary classrooms," Maggart said. "So, we've tried to be open-minded to keep things flexible, but there are about 6-7 total phases that we're looking at. We're trying to be as fiscally responsible as possible. We're just excited to see what God is going to do."

Maggart is hopeful that the most of this first phase will be finished by the start of the school year. This first phase will cost around $800,000, which is being funded by seed money set aside for the project.

Beyond that, the school will continue to raise money and figure out what part of their expansion plan comes next and when that might be.

"So, that's kind of the beauty of it," Maggart said. "We're not bound by a certain date. Selfishly, of course, we'd like to have it all built as soon as possible, but we're just thankful to have what we have currently."

St. Joseph Christian remodel underway, future plans could include new gym

St. Joseph pesticide manufacturer is in the crosshairs of federal authorities,
who accuse the company of failing to comply with a 2011 settlement over alleged
violations of state and federal environmental laws.

The
U.S. Department of Justice, leading the prosecution, has filed a motion in
federal court to hold HPI Products, its owner Willam Garvey, and St. Joseph
Properties in contempt for failing to comply with the settlement.

“For years, HPI
Products Inc. has failed to comply with its legal requirements to safely store
and dispose of hazardous waste,” Acting EPA Region 7
Administrator Edward H. Chu said in a written statement released by the EPA.
“Members of the community have expressed concerns in the past, and this motion
is aimed in part at addressing those concerns. Although HPI has partially
complied with cleanup requirements, the effort has fallen far short of what is
needed and required, and we are hopeful the court will grant the governments’
request to finally get the job finished.”

HPI operates six
pesticide manufacturing, storage, and distribution facilities in St. Joseph.

Federal and state
authorities claimed in court filings that the defendants stored thousands of hazardous
and non-hazardous wastes at its facilities since at least 2007. EPA and state
inspectors found rusted and leaking containers. Some buildings had partially
collapsed or were in danger of collapsing.

HPI entered into a
consent decree which required the company to take an inventory, then properly
clean up and dispose of waste. A federal court granted a contempt decree
against HPI in 2018, but HPI established an escrow account and regulators gave
the company more time to clean up.

The DOJ claims
that though the company made attempts to comply with the 2018 order, it has
fallen behind schedule and potential threats to human health remain. Regulators
have asked the court to reinstate the 2018 court order.

The Daviess County Sheriff's Office and Missouri State Highway Patrol Troop H are asking for the public's help in locating a police officer impersonator.

Authorities say a white male wearing a law enforcement-like uniform was seen Tuesday morning driving a black Dodge Charger with police markings on it near Gallatin.

The vehicle's driver apparently stopped a citizen on Missouri Highway 6 and issued the citizen citations from New York state.

Authorities say there was also a white cargo-style van near the traffic stop that may have been working in conjunction with the impersonator.

The Daviess County Sheriff's Office is handling the investigation. Anyone with relevant information should call the sheriff's office at 660-663-2031.

Daviess County Sherriff investigating potential officer impersonator

St. Joseph has named its new city attorney, Lisa Robertson.&nbsp;

Robertson graduated from The University of&nbsp;Kansas&nbsp;School of Law with her Juris. She also has a&nbsp;Bachelor of Science in Journalism and Mass&nbsp;Communication/Public Relations&nbsp;from Kansas State University.&nbsp;&nbsp;

St. Joseph has a new city attorney

Former Holt County Commissioner Carla Markt will come
out of retirement to serve once again as First District County Commissioner.

Gov. Mike Parson has appointed Markt to the position left
vacant with the death of Commissioner Roger Brock.

Markt served as First District Commissioner from 2016 until
she retired in 2020. Markt also served as the Holt County Assessor and Holt
County Floodplain Coordinator.

Markt is a member
of the Missouri River Recovery and
Implementation Committee and is a past member of the Missouri Assessor’s
Association.

says Markt will serve in the position until a special election can be held to fill
the seat.

Former Holt CO Commissioner Markt to serve once again on Commission

Buchanan County Presiding Commissioner Lee Sawyer says he
understands some believe having two tax issues on the August ballot might hurt
their chances of passage.

“You do kind of wonder is that maybe the best practice? I don’t
know for sure,” Sawyer tells host Barry Birr on the KFEQ Hotline.

The Buchanan County Commission is asking voters to approve a
quarter-cent law enforcement sales tax increase. Also on the August ballot will
be the St. Joseph city proposal for a half-cent parks sales tax increase.

Sawyer says there has been no coordination between the county
and city.

“The city maybe didn’t know that we were looking at this for
sure. And we didn’t know for sure that they were looking at that,” according to
Sawyer. “Sometimes, it’s just you’re both trying to solve challenges.”

Sawyer says the county commission hopes to use the $3.6 million
a year the tax increase is expected to generate to help the Sheriff’s
Department retain veteran officers as well as recruit up to 16 new officers.

Sawyer says the county has been struggling with recruiting and
retaining quality deputies for years.

“Quite frankly, sheriff’s office pay for deputies and individuals
in the sheriff’s department hasn’t kept up with other law enforcement,” Sawyer
says.

The tax increase would allow Buchanan County to be more competitive
with Sheriff’s Departments in Platte and Clay Counties as well as the St.
Joseph Police Department.

“We have too many open positions and we’re having trouble
keeping them filled and we’re having trouble recruiting.”

needs to be corrected.”Sawyer says pay at the Buchanan County Sheriff’s Department
needs to be competitive with neighboring law enforcement agencies.“We don’t think we have to be the highest paying; we just can’t
be the lowest.”Buchanan County voters first approved the county law
enforcement sales tax in 1990. The quarter-cent increase would provide
approximately $3.6 million annually in additional funding.Buchanan County Sheriff Bill Puett says he plans to increase deputy
pay and add eight patrol deputies, six investigators, a patrol supervisor, and
another investigator if voters approve the increase in the sales tax. Other
positions could be added in the future as needs arise, according to Puett.
