Missouri Western State University stands to benefit from the
state budget approved by the legislature and awaiting Gov. Mike Parson’s signature.

Missouri Western President Elizabeth Kennedy says this
legislative session has been a good one for the university.

“Very grateful for Gov. Parson proposing a 5.4% increase to
our core state appropriations which is really wonderful. That has gone through
the House and the Senate now. That’s been approved,” Kennedy tells host Barry
Birr on the KFEQ Hotline. “So that will help our baseline, if you will, in
terms of what the state is giving us. It’s a bigger increase than we got last
year.”

The budget boost comes after a 3% increase last year,
providing Missouri Western with a healthy increase in its state appropriations.
It now awaits Gov. Parson’s signature.

Legislators approved a record $45 billion state budget, swelled
by an influx of federal coronavirus relief and stimulus funding. Lawmakers agreed
to distribute some of the state American Rescue Plan Act funds to state
agencies and colleges with a focus on capital improvement projects.

Missouri Western will use a $5 million appropriation to help
pay for a new Convergence Technology Alliance Center. The center, which will
prepare students for careers as diverse as construction and robotics, is being
built on the St. Joseph campus in cooperation with North Central Missouri
College of Trenton. Its total cost will be approximately $10 million. Kennedy says
the university is reaching out to others, such as Buchanan County, to complete
the financing.

Kennedy says Missouri Western will work with North Central as
well as the Hillyard Technical Center to prepare students for the jobs
available locally and regionally.

“Maybe a business industry has some workers that they’d like
to just upscale a little bit, provide some specialized training to, like I
said, the high school student who did the youth apprenticeship in the school
district and now has moved on to an employer who says, hey, we’d like you to
continue your education,” Kennedy says.

agreement with North Central Missouri College. North Central is located in
Trenton, but will soon have a satellite campus in Savannah.

MWSU President Kennedy happy with legislative session

The weather is continuing to warm up which means motorcyclists are beginning to pull out their bikes once again. &nbsp;

Sergeant Shane Hux with Troop H in St. Joseph says the warmer weather does bring an uptick of motorcyclists on the road. &nbsp;

"Especially around the holidays you will see some motorcycle runs where they do like poker runs and things like that, large groups of them, where they get out and just enjoy the nice weather," Hux tells KFEQ/St. Joseph Post. "And, most motorcycle enthusiasts are very passionate about it and they enjoy it, so you will see an uptick in motorcycle traffic."&nbsp;

Hux says motorcycles are hard to see while you are out driving. &nbsp;

"So, what I would recommend is you take the extra couple of seconds and look both ways and just be on the lookout for motorcycle traffic," Hux explains.&nbsp;

Hux adds many motorcyclists have the mindset that they can't be seen while riding.&nbsp;

"So, they are normally more of a defensive driver," he says. "So, every time they pull out or see a car merging in front of them, most of them have the mindset that the driver does not see them."&nbsp;

Hux says many motorcyclists will have a headlight on their bikes or wear reflective clothing to make it easier to be seen by other drivers. &nbsp;

Hux says with Missouri's helmet law being repealed, the number of motorcycle riders wearing helmets is about 50-50.&nbsp;

"Whether or not people have a helmet on, the ones that don't that's their option, that's the way that the law is written, and they can definitely do that legally," Hux points out. "But we still see some that are not required to wear a helmet but yet they still choose to do so for their safety."&nbsp;

Riders who choose not to wear a helmet must be at least 26 and are also required to have health insurance.&nbsp;

Suspected arson fire in Caldwell County takes life of 96-year-old

Just because it's almost summer doesn't mean the need for blood donations stops.&nbsp;

American Red Cross spokeswoman Angie Springs says as schools are out for summer and families begin to go on vacation, the Red Cross typically sees donations go down. &nbsp;

"So, although we are able to collect blood year-round, have really pushed to make great strides in encouraging blood donors to come out, now that we see our summer months ahead of us, we really need to think of ways that we can get people to still step out," Springs tells KFEQ/St. Joseph Post&nbsp;

Springs says the current blood supply directly correlates with the demand as life finally starts to return to somewhat normal.&nbsp;

"We are seeing a lot more demand for blood because elective surgeries are taking place, we're seeing people travel more," she explains. "So, as people are on the roads more, we see an increase in trauma patients due to car accidents, we're seeing people that maybe put off a certain surgery before the pandemic or during the pandemic are now scheduling those."&nbsp;

Springs says currently the blood supply still doesn't meet the demand for blood with all those factors.&nbsp;

Demand for blood continues to grow as we emerge from the coronavirus pandemic and the American Red Cross wants potential donors to know safety is their top priority. &nbsp;

Springs says the Red Crosses safety measures shifted during the pandemic, pushing the message of how safe it is to give blood.&nbsp;

"And it is still safe, as safe today to come out, schedule your appointment, roll up your sleeve, and donate blood," Springs says enthusiastically. "I'm a blood donor myself and when I have been at blood drives, I am very comfortable and confident in how safe that it is to come out and donate blood."&nbsp;

Demand for blood doesn't take a summer break

LEAVENWORTH, Kan. (AP) — A Missouri man who authorities said&nbsp;<a href="https://apnews.com/article/kansas-shootings-us-news-mo-state-wire-michael-brown-103f9e624e588e7b09809f97f3f3e1f1">fired at least 20 rounds at drivers stopped on a bridge</a>&nbsp;between Missouri and Kansas before a driver hit him with his vehicle entered a plea Wednesday to charges in the case.

Jason Westrem, 39, from Houston Lake, Missouri, pleaded no contest to attempted first-degree murder and two counts of aggravated assault using a deadly weapon, Leavenworth County Attorney Todd Thompson said.

Investigators said traffic was slowed by construction on the Centennial Bridge between Leavenworth, Kansas, and Platte County, Missouri, on May 27, 2020, when Westrem opened fire at the vehicles and construction workers, KMBC-TV&nbsp;<a href="https://www.kmbc.com/article/leavenworth-bridge-shooter-pleads-guilty/39968903?utm_campaign=snd-autopilot">reported.</a>

Authorities have not released a possible motive for Westrem’s actions.

Master Sgt. David Royer, a soldier at Fort Leavenworth, stopped the shooting by driving into Westrem and pinning the shooter under his vehicle, investigators said.

After the shooting, Leavenworth Police Chief Patrick Kitchens credited Royer with saving “countless lives.”

One person was injured and several rounds struck vehicles, investigators said.

Thompson said the plea agreement was reached with the consent of people involved in the shooting.

Caldwell CO investigating arsons, including one that was fatal

Even for some of the best teams and competitors, there are times when that championship seems just out of reach. It takes longer for some than others.

It took Andy Reid until his 21st year as an NFL head coach to win a Super Bowl. It took Dale Earnhardt 20 tries to win a Daytona 500. It took the Chicago Cubs 108 years.

Take the St. Joseph Central Scholar Bowl team. They had been to the state tournament every year from 2014-2021. They finished fourth twice, third last year and second four times before that.

In three of those seven runs, the Indians were one question away from winning it all. But this year, Central finally broke through. In their eighth consecutive year at state, Central defeated Parkway West of St. Louis 430-310 in Columbia to claim the program's first state championship.

Making what once seemed unattainable a reality.

"We've had two runs like the Buffalo Bills in the 90s," Central coach Jeff Carter said, citing the four straight Super Bowl losses by the Bills. "These kids have worked so hard and they are so deserving of winning this state title. It was just exceptionally rewarding to see them come through and get it done this year."

Carter has been the Scholar Bowl coach at Central for 15 years. He's overseen this nearly decade-long run of dominance. He says the formula for success has stayed more-or-less the same through the years.

"Coaching style is we're just going to work and do our best," Carter said. "We've learned the things that work well for our program and our students. We just try to do the best that we can and we will go anywhere and play in any tournament we can find."

Senior captain Frederick Rivas-Giorgi is in his final days of high school. He's going to Yale this fall, where he'll be a pre-med student studying biology. While he certainly looks forward to the future, he's happy his high school career ended with this state championship.

"It's something we've been working on for the better part of a decade," Rivas-Giorgi said. "I've been working on it for pretty much my entire high school career. So, it really is rewarding. I suppose it is a poetic sense of joy that like, 'Oh wow. My senior year, entering a new stage in life, but this high school career can go out with a bang in a sense that after working for four years, we finally did it.'"

The best part is - Central's season is not yet over. The Indians, who are ranked a program-best 46th in the nation right now, are headed to the national tournament in Atlanta over Memorial Day weekend.

It was a virtual event last year, but Central showed out well, placing 51st out of roughly 250 teams.

"Usually with high school sports, once your state tournament is done, that's it," Carter said. "Getting to take it to a next level of national competition and proving ourselves against the best of the best. Like, that's even more exciting for us."

Rivas-Giorgi says having that momentum of a state title going into nationals certainly helps.

"Coming hot off of a state win like this, I mean we've been working our tails off," he said. "We've been doing everything possible to do well at state. Now, I think with all of the preparation we're doing, it's going to be great. Everyone feels really good about this tournament. We go in feeling like, 'Yeah, we're among one of the best teams in Missouri. We can absolutely place against the top teams in other states."

The accolades for Central Scholar Bowl this season are remarkable. A 79-16 record, eight straight conference and district titles, and seven consecutive top four finishes at state.

While this season is nearly over, coach Carter and Rivas-Giorgi both recognize the hard work that went into winning a state title even years prior, and they hope others may come in and help the Indians win even more hardware in the years to come.

"This is something we've been building toward and working for for 10 years," Carter reiterated. "Just so grateful I've had so many great kids who have worked hard. I wish I could share that with all of them, because they're all champions to me. They've all done the work to earn this. I just couldn't be prouder of the time I've had working with and coaching the Central Scholar Bowl team."

St. Joseph Central Scholar Bowl claims first state title; team looks toward nationals

A Mound City resident who died in the attack on Pearl Harbor is being returned to his hometown. &nbsp;

Funeral Director Eric Montegna with Pettijohn and Crawford Family Funeral Services says the United State Military used DNA to identify Wilbur Newton's remains. &nbsp;

Montegna says the Navy reached out to the family and asked if they wanted him to remain buried at Pearl Harbor.&nbsp;

"Or if they would like to have them brought back state side here to their hometowns for burial," Montegna tells KFEQ/St. Joseph Post. "The Newton family, which are at this point only cousins, that's the closest relationship to Wilbur Newton, opted to have his remains brought back to Mound City where he was born and raised."&nbsp;

Montegna says something like this doesn't happen often.&nbsp;

"I've been in the funeral business for about 32 years, and this is the second time that I'm aware of, that our firm has been involved in something like this," Montegna explains. "And both were World War II deaths, one in Papua New Guinea and now this one at Pearl Harbor, so it's pretty rare."&nbsp;

Montegna says this is a great opportunity for people who may have never gotten to, to honor a member of the greatest generation. &nbsp;

"A man who gave his life and service to this country to keep all of ourselves free," Montegna says. "So, anyone who can participate, I know Mound City is kind of not in everyone's flight plan but, I'd suggest anyone who wanted to pay their respects to come up and do so either on Thursday, Friday, or Saturday later on in May."&nbsp;

The Pettijohn and Crawford funeral home in Mound City will be open May 26th and 27th between 9am and 5pm for the public to come pay respects. Newton will be buried on May 28th.&nbsp;

Kansas U.S. Sen. Roger Marshall expresses deep disappointment
in how the Biden Administration has handled agricultural policy.

“To some extent, this White House has declared war on agriculture
and American energy,” Marshall tells farm broadcasters during a meeting in
Washington, D.C.

Marshall, a Republican, criticizes President Biden for
prohibiting drilling on federal land and for opposing permits for new oil
pipelines.

He’s also isn’t pleased with the Biden Administration 30-30
plan, a proposal to place 30% of the country into conservation programs by the
year 2030.

“First and only meeting I’ve had with our Secretary of
Agriculture that was what the discussion was about is what does 30-30 mean to
him? And he said, don’t worry, it just means more CRP,” Marshall says. “And I
said, Mr. Secretary, wait a second, if we put all the corn land in Iowa into
CRP what would that do to those small, rural communities?”

Marshall also opposes the Biden Administration resurrection of
the Waters of the United States rule that is strongly opposed by agricultural groups.

Marshall says the immigration system is broken and that has
had a negative impact on Kansas manufacturing and agriculture.

“Long before COVID, the number one concern for the Kansas
economy was a lack of the people for the jobs that we had and not the proper
education for the jobs that we had as well,” according to Marshall. “Though I am
committed to securing the border, I’m also committed to a reasonable fix to the
agriculture immigration issues as well.”

Marshall says a comprehensive immigration policy would secure
the border to reduce illegal immigration, but also pave the way for legal
immigration to supply needed workers.

Trade also is an issue, according to Marshall, who says leadership
is lacking on trade, especially in the United States Department of Agriculture.

“I think the silence is deafening out of this administration
out of USDA when it comes to trade,” Marshall says. “I can’t tell you the last
time I saw a positive trade article when it comes to agriculture. Agriculture’s
not a priority. They’re going to throw us under the bus is what they’re going
to do.”

Marshall worries the Biden Administration will cut a deal with
the European Union that will be unfavorable for United States agriculture.

Marshall says President Biden has yet to appoint a Trade
Representative for Agriculture and that trade reps for the United Kingdom,
India, and the European Union have yet to be appointed.

Sen. Marshall disappointed with Biden Administration ag policy

CHILLICOTHE, Mo. (AP) — A former respiratory therapist who worked at a northern Missouri hospital where nine people died under suspicious circumstances 20 years ago has been charged in one of the deaths.

Jennifer Anne Hall, 41, was charged last week with first-degree murder in the 2002 death of Fern Franco, who was one of nine people who died of cardiac collapse between Dec. 16, 2001, and May 18, 2002, at Hedrick Medical Center in Chillicothe, Missouri, KCUR&nbsp;<a href="https://www.kcur.org/news/2022-05-09/woman-charged-with-murder-20-years-after-mysterious-deaths-at-missouri-hospital">reported.</a>

The Livingston County Sheriff's office said Tuesday authorities continue to search for Hall, who might be using the name Semaboye.

Hall worked as a respiratory therapist at the 49-bed hospital when the patients died. Doctors and nurses at the hospital viewed the numbers of deaths as “medically suspicious,” according to a law enforcement record supporting the probable cause for her arrest.

The case was revived after an analysis of Franco’s tissue samples found succinylcholine and morphine, which were not prescribed or ordered for her by her doctors, according to a probable cause statement by Chillicothe Police Officer Brian Schmidt.

Some staff at the hospital&nbsp;<a href="https://apnews.com/article/lawsuits-missouri-eb1f83b41c6749218dc02ecad99a295a">believed Hall was responsible&nbsp;</a>because of her proximity to the stricken patients, her access to deadly pharmaceuticals, and because she notified staff of every patient's cardiac emergency, according to the probable cause.

She was placed on administrative leave on May 21, 2002, three days after Franco’s death.

An overdose of succinylcholine causes slow suffocation. At least nine suspicious deaths and 18 suspicious medical emergencies at Hedrick Medical Center during that time period were suspected overdoses of succinylcholine or other drugs.

Hall denied involvement in the deaths during an interview with the Kansas City Star in 2015.

Matthew O’Connor, a Kansas City attorney who represented Hall in the past, said the murder charge was based on “conjecture and speculation.”

“This isn’t lawyer talk — there aren’t facts in support of it because Ms. Hall did not commit these acts,” he said.

Before she worked at Hedrick Medical Center, Hall was convicted of setting fire to Cass Medical Center in Harrisonville, Missouri, where she was hired as a respiratory therapist. She spent a year in prison before an appeals court vacated her conviction because she received ineffective counsel at trial. A jury acquitted her at a subsequent retrial.

The families of five of the nine patients who died during that period filed wrongful death lawsuits against the hospital in 2010, claiming the hospital covered up possible foul play in their relatives' deaths. An appeal filed in 2013 alleged that employees at the hospital believed they would be fired if they raised suspicions about the deaths.

In 2019, the Missouri Supreme Court&nbsp;<a href="https://apnews.com/article/statutes-missouri-b55d384d0cac46919c3734c855354da6">threw out the lawsuits</a>, ruling that the families had filed their actions after the statute of limitations had run out.

Missouri woman charged with hospital death from 2002

A 25-year-old St. Joseph man has been stabbed and wounded
after an altercation outside a St. Joseph convenience store turned violent.

St. Joseph police report Dallas Matson is in stable condition
after undergoing surgery at Mosaic Life Care.

Police report Matson and a suspect, a 40-year-old St. Joseph
man, confronted each other outside the Wood’s Mini Mart at 1334 Frederick
Avenue around 11:30 last night. Police say the two argued and the suspect
allegedly stabbed Matson, leaving a wound on his left side.

Officers arrested the suspect a couple of blocks from the
convenience store. He did not resist arrest.

UPDATED:  25-year-old stabbed and wounded at St. Joseph convenience store

New menu items will be featured at several St. Joseph restaurants over the next week during the St. Joseph Chamber of Commerce's third annual Restaurant Week that begins today.&nbsp;

One of those establishments is St. Joseph's own Adam's Bar and Grill, located in southwest St. Joseph on Commercial Street. &nbsp;

Whitney Loehnig is co-owner of Adam's with her husband Kyle.&nbsp; Loehnig says Adam's has participated in Restaurant Week, ever since the Chamber developed the idea. &nbsp;

"It's such a fun way to get our community involved in restaurants and other dining establishments that are local to St. Joe," Loehnig tells KFEQ/St. Joseph Post. "The local 'Shop local, eat local', that's so important to small businesses, especially after the last few years we really rely on our local community to support us to keep us open."&nbsp;

Loehnig says Adam's has a reliable customer base, but says she is always seeing some new faces come in.&nbsp;

"For as small as St. Joe is, it's kind of amazing how folks' kind of just have their regular go to places and so not everyone ventures out and tries new things," Loehnig says. "So, we definitely got some new faces in in the past restaurant weeks that we were able to, you know, obtain as now more of our regular customers."&nbsp;

Loehnig says it is also amazing during Restaurant Week to see how many people come to St. Joe from out of town looking for something to do and trying local places. &nbsp;

Loehnig says Adam's will feature a new salad on its menu, a new salmon dish, and also an item she says they have wanted to add for a while, a new veggie burger. &nbsp;

"We've tried a few different ones, we felt like this one is a really good one," Loehnig explains. "It's something that we're going to patty in house like we do our regular hamburgers, so it's going to be really, really, really good."&nbsp;

Loehnig says no cheese will be on the burger and it will be topped with garden sides.&nbsp; She adds also coming back will be a popular item from last year's Restaurant Week, Adam's prime fries.&nbsp;

Restaurant Week will run through May 17th.&nbsp;Restaurants must offer carry-out and/or delivery options to appeal to all residents. They also are offering special items at $10, $15 and $30 price levels.

Russia’s invasion of Ukraine has had wide-ranging impacts on
the world as a whole and now threatens global food security.

Missouri U.S. Sen. Roy Blunt says the full impact of the war
on food supply is just now beginning to emerge.

“There’s a growing awareness of how much impact this could
have, not just in Ukraine or in Europe, but in Africa,” Bond says in an
interview with KFEQ. “Ukraine and Russia combined produce about 25% of all the
wheat exports in the world.”

Ukraine produces a large portion of the food stuffs for Europe
and Africa. In addition to wheat, Ukraine produces more than 20% of the world’s
corn. It produces nearly all the sunflower oil. Blunt says Europe and Africa
are facing possible food shortages due to the war in Ukraine. Blunt says Africa
relies on the raw grain coming out of Ukraine to produce its food.

Russia’s war on Ukraine has kept Ukrainian farmers out of the
field and has blocked the export of crops in the grain bins. Also, farm
supplies on which the United States relies have been held up by the war.

“So much of the fertilizer that comes out of Russia, and some
of it comes out of Ukraine, and we’re not seeing that as well,” Blunt says. “Even
before this happened, nitrogen was up by 175%. Now it’s 200% higher than it was
a year ago.”

Blunt says that has had a real impact here, driving up
agricultural input costs, such as diesel prices.

“You take fuel prices and add to that fertilizer prices and then
have parts of the world that have been served by somebody else suddenly desperately
needing food and we’re truly trying it figure out what to do both in the United
States as we think about that and what to do right now in Ukraine to figure out
how to get the food out of there that’s currently there.”

Russia's war on Ukraine could cause global food shortage

The Kit Bond Business Incubator on the Missouri Western State University campus is helping potential business owners to explore the new, emerging world of hemp.&nbsp;

Director Gary Clapp says the Incubator has been very busy with a number of people interested in selling medical cannabis and how that differs from hemp.&nbsp; &nbsp;

Clapp says people that are looking to get into the business need to be aware of what they are preparing to plant.&nbsp; &nbsp;

"If somebody is interested in growing hemp or expanding into hemp for a field, they need to be very careful about whether or not they have inadvertently seeded the field with something that has too much or that would grow too much Delta-9 THC, because that would be illegal and then they'd have to destroy the crop," Clapp tells KFEQ Hotline host Barry Birr.&nbsp;

Clapp says there is a market for growing hemp. He advises anyone interested in starting a growing operation to call the Missouri Department of Agriculture.&nbsp; &nbsp;

A growing interest in hemp and medical marijuana has brought more people to the Incubator in St. Joseph to learn the differences between the two products.&nbsp;

Clapp says the interest is growing due to the various ways that hemp can be used.&nbsp; &nbsp;

"Hemp is an excellent material for clothing. It has that fiber content that's high, it has an oil content which has cannabidiol in it, a CBD which is also known as&nbsp; Epidiolex in the FDA world," Clapp explains. "So, if it were to be made into a pharmaceutical that's actually one that's approved by the FDA."&nbsp;

Clapp says there are many compounds in cannabis, and specifically hemp, so it is sometimes difficult to tease out which compounds have psychoactive effects.&nbsp;

Clapp says he has had clients asking questions about what is legal and what's not, but he's also had students researching products and learning.&nbsp; &nbsp;

"Go out onto the Belt, buy some product that says it's CBD, or buy some product that says it's the legal THC, and then we would take it back to the laboratory and analyze it," Clapp says. "So, they get a little research out of it."&nbsp;

Clapp says students would prepare the samples and all the analysis on the product before evaluating it.&nbsp; &nbsp;

"How is it to label claim, is it indeed not D-9 THC or is it D-8 which is the legal THC as you may see it out on the Belt again, someone selling the legal THC," Clapp explains.&nbsp;

Clapp says all but one of the label claims students analyzed were within the legal limits.&nbsp;

By MATT PIKE&nbsp;St. Joseph Post&nbsp;The Kit Bond Business Incubator on the Missouri Western State University campus is helping potential business owners to explore the new, emerging world of hemp.&nbsp;Director Gary Clapp says the Incubator has been very busy with a number of people interested in selling medical cannabis and how that differs from hemp.&nbsp; &nbsp;Clapp says people that are looking to get into the business need to be aware of what they are preparing to plant.&nbsp; &nbsp;"If somebody is interested in growing hemp or expanding into hemp for a field, they need to be very careful about whether or not they have inadvertently seeded the field with something that has too much or that would grow too much Delta-9 THC, because that would be illegal and then they'd have to destroy the crop," Clapp tells KFEQ Hotline host Barry Birr.&nbsp;Clapp says there is a market for growing hemp. He advises anyone interested in starting a growing operation to call the Missouri Department of Agriculture.&nbsp; &nbsp;A growing interest in hemp and medical marijuana has brought more people to the Incubator in St. Joseph to learn the differences between the two products.&nbsp;Clapp says the interest is growing due to the various ways that hemp can be used.&nbsp; &nbsp;"Hemp is an excellent material for clothing. It has that fiber content that's high, it has an oil content which has cannabidiol in it, a CBD which is also known as&nbsp; Epidiolex in the FDA world," Clapp explains. ATCHISON COUNTY —A Kansas woman with a history of arrests for alleged violent crime is back in jail. On Mother's Day, police arrested&nbsp;49-year-old Brenda L. Ogden-Buttron of Atchison in the 500 Block of&nbsp; North 9th Street in Atchison, according to Police Chief Mike Wilson.

She is being held on requested charges&nbsp;for criminal trespass and interference with law enforcement.

On April 26, police arrested her for alleged disorderly conduct, using fighting words, according to Wilson.

In 2019 she was jailed for alleged domestic battery, according to online jail records.

Kan. woman back in jail after incident on Mother's Day

CALDWELL COUNTY—A Missouri man was injured in an accident just after 7:30p.m. Sunday in Caldwell County.

The Missouri State Highway Patrol reported a 2021 Polaris ATV driven by Clifford D. Webb, 74, Braymer, was traveling in an open field along SE McBee Chapel Road ten miles south of Braymer. The ATV overturned.

Lawson Fire and Rescue transported Webb to Liberty Hospital. He was not wearing a helmet, according to the MSHP.

The pickup traveled off the east side of the road and the driver overcorrected. The pickup traveled off the west side of the road and struck a tree.

EMS transported the teen to Liberty Hospital.&nbsp; He was not wearing a seat belt, according to the MSHP.

Northern Missouri Congressman Sam Graves is leading an effort in
support of a lawsuit challenging the authority of the Environmental Protection Agency
to regulate waters on private land.

Graves, the top Republican on the House Transportations and
Infrastructure Committee, accuses the Biden Administration of exceeding its
authority under the Clean Water Act when it instructed the EPA to again enact
the “waters of the United States” rule.

“What’s happened is, the EPA, and I’ll throw the Corps of
Engineers in there as well, are using any ecological connection whatsoever
between land and nearby water as a pretext for intrusive planning and they’re
basically just taking over the way people can use their land and with full authority,”
Graves tells KFEQ/St. Joseph Post.

An Idaho couple, Michael and Chantell Sackett, has challenged
an EPA ruling that prohibits them from building on a plot of land the federal
government contends is on wetlands as defined by the Clean Water Act. The U.S.
Court of Appeals for the 9th Circuit backed the EPA.

Graves and Sen. Shelley Moore Capito of West Virginia, the
ranking Republican on the Senate Environment and Public Works Committee, are
leading Republican support of the couple’s case.

“We go back to the states should retain their traditional role
as the primary regulators of land and water resources,” according to Graves. “This
federal takeover is just wrong.&nbsp; We need
to reaffirm what the proper role of government is and ensure that the EPA and
the court don’t overstep their bounds.”

Graves accuses the Biden Administration of resurrecting the
Waters of the United States rule that became so contentious during the Obama
Administration. Graves contends Congress never intended the EPA to go beyond
regulating “navigable waters” and allowed the states broad powers to regulate
waterways within their borders.

“There’s select language in there that specifically says that
the states are the ones that should regulate the land and the water and very
limited jurisdiction when it comes to the federal government,” Graves says. “And
so, the fact that the Supreme Court took it up is very, very telling and I hope
they define, once and for all, what the state’s role and what the federal
government’s role is and I see the federal government is way overreaching their
bounds.”

Graves leads Republican effort backing legal challenge of EPA authority

By MATT PIKE&nbsp;St. Joseph Post&nbsp;A newly elected city councilmember who had an easy path to his seat is seeking to help beautify the city and increase workforce in St. Joseph. &nbsp;District three councilmember Andrew Trout ran uncontested in the election in April. &nbsp;Trout says he ran for the councilmember seat because like many in his district, he knew it was time for change. &nbsp;"Everybody knew how much I loved the city and how much I was disappointed in the downward turn of the city over the decades," Trout tells KFEQ Hotline host Barry Birr. "So, I thought well why not, I got to meet some people who knew how to do that and hopefully listened appropriately to what they tried to teach me."&nbsp;Trout says one of his biggest goals on the council as he looks at the city is to try to bring back people's pride in where they live. &nbsp;"People don't have, in my estimation, the views that we used to have of St. Joe, this was a beautiful city it was well maintained, it was manicured, people took care of their homes," Trout says. "And you know now, I drive down the road and I see people parking in front yards and un-mowed lawns and unkempt houses, and that disgruntles me to a point."&nbsp;Trout also has a big focus on increasing workforce development in the city, including educational opportunities for workers in more fields than are currently offered in St. Joseph. &nbsp;Trout says that the current workforce development strategy in St. Joseph is a nice start, but he thinks there is more that can be done. &nbsp;"We've got to make ourselves appear, meaning visually, attractive to new people coming in, we've got to make ourselves economically look good to businesses wanting to move into the area," Trout explains. "We've also got to grow the educational base in St. Joseph."&nbsp;
