It might just be the perfect remedy for all of us who haven’t
been able to get out.

Preparation is well underway for the Sound of Speed Air Show
at Rosecrans Memorial Airport in St. Joseph in May of next year.

Air Show Executive Director Owen Compton is excited to welcome
the U.S. Air Force Thunderbirds back to Rosecrans.

“This will be their first time back to Rosecrans Field since
1993, pre-flood,” Compton tells St. Joseph Post. “And, so, we have been working
with them to get them back and this is their opportunity to come back and show
St. Joe and the region what the U.S. Air Force Thunderbirds are all about.”

Compton says while excitement is building with the public for
the air show, it also is building for the performers, who haven’t been able to
put on air shows this year due to the coronavirus pandemic.

St. Joseph Aviation General Manager Abe Forney says it just
might come at just the right time for St. Joseph area residents who haven’t
been able to get out.

“Everybody’s been cooped up,” Forney says. “They’re ready to
get out and see something that is patriotic, see something that’s good for the
community.”

Forney says organizers hope the pandemic will be behind us by
then, but if it is not, pains are being taken to make the air show professional
and safe.

Forney says the airshow also gives St. Joseph a chance to
showcase Rosecrans.

“Not only do we have the 139th Airlift Wing out
there that provides over $200 million annually to the economy, but we also have
a lot of industries that fly in and out of there,” Forney says. “It’s not often
seen by our community how important the airport is.”

The Sound of Speed Air Show is scheduled to come to Rosecrans
May 1st and 2nd.

Plans move forward for Air Show featuring US Air Force Thunderbirds

A huge spike in new cases, plus two more deaths from COVID-19
related illnesses are featured in the latest report on the coronavirus pandemic
issued by the St. Joseph Health Department.

Buchanan County reported 49 new cases of COVID-19 on Tuesday,
bringing the total since counting began to 1,602. There now have been 16 deaths
reported in Buchanan County.

Mosaic Life Care reports the number of hospitalized COVID-19
patients has dropped. Mosaic reports 16 patients hospitalized in St. Joseph.

Mosaic has now tested 26,752 area residents with 1,677 testing
positive. Mosaic is awaiting results from 38 tests.

Andrew County now reports a total of 185 cases; 159 confirmed
and 26 probable. Andrew County has recorded two deaths.

Doniphan County, Kansas reports a total of 80 cases.

Missouri health officials report 95,113 total cases, resulting
in 1,661 deaths.

Kansas health officials report 46,914 total cases with 485
deaths.

ANDREW COUNTY—Three people were injured in an accident just after 4:30p.m. Tuesday in Andrew County.

The Missouri State Highway Patrol reported a 2002 Jeep Cherokee driven by Breckan B. Basler, 17, Savannah, was northbound on U.S. 169 just north of County Line Road attempting to pass a 1997 Toyota Avalon driven by Patience M. Chitwood, 27, St. Joseph, while approaching a southbound 2009 Toyota Venza driven by Elizabeth A. Thomas, 30, St. Joseph.

The Jeep failed to change lanes safely, struck the front drivers side of the Avalon with the rear passenger side wheel. The Jeep rotated clockwise, traveled off the west side of the highway and struck a utility pole. The Avalon began to rotate counter clockwise and crossed the center line. The southbound Venza rear ended the Avalon.

Buchanan County EMS transported Basler, Thomas and a 16-year-old boy passenger in the Jeep to Mosaic Life Care. Chitwood was not injured. All four were properly restrained at the time of the accident, according to the MSHP.

Adult, 2 teens hospitalized after 3-vehicle crash

After over an hour of public comment and discussion between city council members, the St. Joseph City Council approved continuing the mask mandate that was set to expire this week.

During the council’s meeting Tuesday night, councilmembers voted 5 to 3 to amend “Health and Sanitation” of the Code of Ordinances to adopt “COVID-19 pandemic regulations," effectively putting the current mask requirements in place indefinitely. The current mandate, in place since July, requires masks in any retail store of 10,000 square feet or more.

City Attorney Bryan Carter answered questions from the council and said the original declaration and emergency orders were drafted to address what started as a more short-term matter and as something that was changing in the way it needed to be implemented over time.

“As we have kind of settled to a standard way that it has been implemented and we’ve been at this certain level of 10,000 square foot retail locations, it’s been at that for approaching 60 days, it became something that looks a little more long-term in nature and that’s more appropriate for an ordinance.”

The Maximize Northwest Missouri initiative is an effort to promote and enhance opportunities in the area and they're looking for survey input from residents.

"Your voice really matters," says&nbsp;Christel Gollnick, President of Juper Communications and consultant for Maximize Northwest Missouri. "Sometimes we don't always feel like it does, especially when we're surrounded by negativity and so many different challenges in our communities and our country and our world, but your voice does matter and this is an opportunity to go ahead and share it, let us know what you like and what needs to be worked on."

Gollnick says they are hoping to receive around 4,000 responses that represent all different areas of interest in the region.

"It's a large region and we understand that, but sometimes people don't always have the opportunity to show up to a city council meeting or a county commissioner meeting to really have their voice be heard," Gollnick&nbsp;tells host Barry Birr on the KFEQ Hotline. "This is an opportunity to plug in and it's quick, it's easy... it's an anonymous way to make sure that everyone's voice is heard."

Gollnick says the survey results will be sent out to commissioners, city council members, large employers, elected officials at all levels and more.

Thirteen people died in traffic crashes in Missouri during the 2020 Labor Day holiday weekend. 

Missouri State Highway Patrol Troop H reports zero traffic fatalities in the northwest Missouri area.

Troop H troopers investigated 10 traffic crashes with 10 injuries and zero fatalities.  Troopers arrested 10 people for DWI.

The 2020 counting period for the Labor Day holiday ran from 6 p.m., Friday, September 4, through 11:59 p.m., Monday, September 7, 2020.

The State Highway Patrol reports the following enforcement activity during 2020 Labor Day Holiday:

Crashes: 274 Injuries: 124 Fatalities: 10 (13 statewide) DWI: 145 Drug Arrests: 89

MSHP Boating Statistics: Crashes: 15 Injuries: 6 Fatalities: 0 BWI: 7 Drownings: 0 Drug Arrests: 12&nbsp;&nbsp;

Troopers investigated 10 of the 13 fatal traffic crashes over the 2020 Labor Day holiday weekend. 

Three fatal traffic crashes occurred in both the Troop C, Weldon Spring, MO, area, and Troop G, Willow Springs, MO, area. Two fatal traffic crashes occurred in the Troop D, Springfield, MO, area. One fatal traffic crash occurred in each of the Troop A, Lee’s Summit, MO, and Troop F, Jefferson City, MO, areas. The remaining three fatalities were investigated by the Florissant Police Department, Columbia Police Department, and the Springfield Police Department.

St. Joseph city council members consider whether to amend the
city coronavirus policy at their meeting tonight.

The city now requires masks be worn in retail stores of 10,000
square feet or more. That order is set to expire. The council could extend the
order or broaden it.

City council member Gary Roach says the mask mandate has been
one of the hardest decisions the council has faced.

“I think this has probably been the second hardest thing, and
the only thing that has beaten it out is the smoking ban, and as all of you
know, that had to go to the general public for a vote,” Roach tells host Barry
Birr as a recent guest on the KFEQ Hotline.

Roach asks for patience as the council weighs the pros and
cons of the issue.

Right now, it appears the city is split on the issue.

“My email is about 50-50 right now,” Roach says, stating he
had been receiving more emails in favor of a strict mask mandate prior.

Roach says he would rather leave it to businesses whether to
require a mask. Since the city enacted the mask mandate for major retailers,
many smaller businesses have taken the step to require masks be worn in their
stores.

St. Joseph City Council to review, possibly revise, mask mandate

A Lincoln, Nebraska police officer who died from a gunshot wound suffered while trying to serve an arrest warrant had northwest Missouri roots.

Luis “Mario” Herrera grew up in Faucett and graduated from
Mid-Buchanan High School. He graduated from the University of Missouri n 1993.

Herrera died Monday from a gunshot wound suffered two weeks
ago while attempting to arrest a 17-year-old on an assault charge. The suspect has now been charged with murder.

Herrera was a 23-year veteran of the Lincoln Police
Department. The department states Herrera was an exceptional investigator, a
selfless teammate, and a tireless public servant.

Nebraska Governor Pete Ricketts has ordered flags throughout
the state be flown at half-staff until sunset on September 11th,
stating Herrera’s service and sacrifice will never be forgotten.

Lincoln, NE officer killed in line of duty had NW Missouri roots

A 40-year-old man was struck and wounded during a shooting at
a St. Joseph hotel last (MON) night.

St. Joseph police report the Hispanic male is in stable
condition at the Mosaic Life Care St. Joseph hospital.

Police received several calls shortly before 10 o’clock last
night about a shooting at the Guest House Inn in the 45-Hundred block of South
169.

Only one person was wounded in the shooting, though police say
several people were involved.

The vehicle traveled off the west side of the road and the driver overcorrected. The vehicle skidded off the east side of the road down an embankment, rolled and the driver was ejected.

NTA ambulance transported to Harrison County Community Hospital and later Lifeflight air ambulance transferred her to Truman Medical Center. She was not wearing a seat belt, according to the MSHP.

ST. JOSEPH, Mo. - The following is a list of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of Sept. 7 – 13.

All road closures and planned roadwork may be viewed on the Traveler Information Map at&nbsp;<a href="http://traveler.modot.org/map/" target="_blank">http://traveler.modot.org/map/</a>.

Inclement weather may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, mowing, striping, signal work, etc., in addition to the work mentioned below.

Interstate 29 – Bridge replacement project over Hopkins Creek and bridge rehabilitation project over Route T (mile marker 58-60) through spring 2021. A 14-foot width restriction is in place. These bridges are included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.

U.S. Business Route 71 – Drainage work northbound at County Road 339, Sept. 8

I-29 – Concrete patching in preparation for a resurfacing project from south of Route O to the Platte County line through early September. I-29 will be narrowed to one lane from 7 p.m. to 7 a.m. nightly and some lane closures could remain up around-the-clock. The full resurfacing project is expected to begin Sept. 8 and be completed in mid-October.

Route E – Striping from U.S. Route 169 to Route 116, Sept. 8 – 12

Route H – Striping from Route 371 to U.S. Route 169, Sept. 8 – 12

Planned road work for northwest Missouri, Sept. 7 - 13

GRUNDY COUNTY —One person was injured in an accident just before 9:30p.m. Saturday in Grundy County.

The Missouri State Highway Patrol reported a 2005 Chevy Malibu driven by Tanner O. Schmidt, 18, St. Joseph, was southbound on NW 22nd Avenue one mile north of Trenton.

The car slid on gravel, traveled off the east side of the road and overturned.

Grundy County ambulance transported Schmidt to Wright Memorial Hospital in Trenton. He was properly restrained at the time of the accident, according to the KHP.

LAWRENCE — In 2015, the Every Student Succeeds Act, the most recent piece of major federal education policy, required and incentivized states to address the needs of individual learners through practices including personalized learning. 

University of Kansas researchers have co-written a pair of studies showing that while all states have addressed personalized learning in their official state policies, there is no common definition for what the practice can be and little agreement on how to implement or support the practice.

Personalized learning is the practice of designing education curriculum to match the needs of individual students based on their strengths and interests instead of using a one-size-fits-all approach. Although personalized learning has gained support from policymakers and researchers, the nation still has much work to do to implement it on a mass scale, starting by defining exactly what personalized learning is, the researchers said.

The study authors analyzed ESSA plans for all 50 states, and four major themes emerged: definitions of PL, goals of PL for students, supports for PL and partnerships. The study was co-written by Ling Zhang and Sohyun Yang, recent doctoral graduate and doctoral candidate in special education at KU; and Richard Allen Carter assistant professor at the University of Wyoming and a KU alumnus. It was published in the&nbsp;<a href="https://www.tandfonline.com/doi/full/10.1080/15391523.2020.1728448?scroll=top&amp;needAccess=true">Journal of Research on Technology in Education.&nbsp;</a>

Among the key findings was that several organizations and states had attempted to define what personalized learning is or should be, but there was no consensus, and not even every state attempted definitions in their policies.

“There was no common definition of what personalized learning is, so we wanted to understand better what they thought it is or can be,” Yang said.

The lack of a common definition led to varying goals on what states hoped to achieve through personalized learning, though common themes did emerge. A handful of states each stated goals of providing well-rounded educational opportunities, alternate pathways to skill attainment and graduation, using PL to benefit marginalized populations of students and school improvement through the practice.

“These main goals emerged from states’ guidance on PL. Some wanted to use it to improve the entire school itself instead of focusing on individual students,” Zhang said. “Only a few states had guidelines on how to use PL for students in marginalized groups like those with disabilities, homeless or migratory students. Also by reviewing research on personalized learning, we found a few studies included students with disabilities as participants, and one study explicitly excluded students with disabilities, even though it is supposed to be for all students.”

In terms of support for personalized learning, the analysis found states focused largely on professional development for teachers and administrators, but others also described funding, technology and resources in their policies. While all four components are related, varying state laws, especially for how education funding can be used, prevented widespread consensus on how the required practice could be supported.

The fourth major theme, partnership, revealed that states primarily focused on partnering in one of two ways to implement personalized learning. Primarily, policies emphasized partnerships between school districts to support each other in use of the practice, while others emphasized partnering with private organizations that provide educational technology training and support.

The authors made several recommendations. 

First among them is the need for a consistent definition of what the practice is. To that end, the authors recommend the development of a conceptual framework for personalized learning, based both on research and successful, comprehensive PL policies such as those in place in New Hampshire and Tennessee. Such a definition should also specify that personalized learning is a way to provide well-rounded education to all students, including those with disabilities or from marginalized groups, create alternate pathways to skill attainment and graduation, and push for schoolwide improvement, the authors argue.

Technology and the role it can play in delivering personalized learning to students should also play a role in policy and an integrated approach to implementation, involving the concerns of all stakeholders such as administrators, teachers, parents and policymakers as well, researchers said.

“Policymakers need to decide how to define PL and then have clear policies about how to implement it in their schools and states,” Yang said. “To move PL forward, we need to consider how to build these supports at an integrated level.”

The authors said additional research in personalized learning is necessary to support good policy, and that it can also focus on how to help teachers implement it to their students’ benefit in classrooms and through blended learning every day. 

An additional study by Zhang, Yang and James Basham, professor of special education at KU, published in the&nbsp;<a href="https://www.journals.elsevier.com/educational-research-review">journal Educational Research Revie</a>w, found that the majority of research in personalized learning is in the early stages, focusing on the role of technology and contextual factors in implementation, leaving room for study on how the approach can be undertaken on a whole-school level.

While the research was conducted before the COVID-19 pandemic, the authors said the challenges presented to education by forcing schools to close, teach remotely and examine their daily practices can in fact be an opportunity to improve how educators reach each individual student.

“Ironically, this crisis has been an accelerator for changing the way we think about how we deliver education to every student,” Zhang said. “It has opened more conversations about how to redefine the personalized learning experience for both students and teachers.”

Primarily, policies emphasized partnerships between school districts to support each other in use of the practice, while others emphasized partnering with private organizations that provide educational technology training and support.The authors made several recommendations. First among them is the need for a consistent definition of what the practice is. To that end, the authors recommend the development of a conceptual framework for personalized learning, based both on research and successful, comprehensive PL policies such as those in place in New Hampshire and Tennessee. Such a definition should also specify that personalized learning is a way to provide well-rounded education to all students, including those with disabilities or from marginalized groups, create alternate pathways to skill attainment and graduation, and push for schoolwide improvement, the authors argue.Technology and the role it can play in delivering personalized learning to students should also play a role in policy and an integrated approach to implementation, involving the concerns of all stakeholders such as administrators, teachers, parents and policymakers as well, researchers said.“Policymakers need to decide how to define PL and then have clear policies about how to implement it in their schools and states,” Yang said. “To move PL forward, we need to consider how to build these supports at an integrated level.”The authors said additional research in personalized learning is necessary to support good policy, and that it can also focus on how to help teachers implement it to their students’ benefit in classrooms and through blended learning every day. An additional study by Zhang, Yang and James Basham, professor of special education at KU, published in the&nbsp;<a href="https://www.journals.elsevier.com/educational-research-review">journal Educational Research Revie</a>w, found that the majority of research in personalized learning is in the early stages, focusing on the role of technology and contextual factors in implementation, leaving room for study on how the approach can be undertaken on a whole-school level.While the research was conducted before the COVID-19 pandemic, the authors said the challenges presented to education by forcing schools to close, teach remotely and examine their daily practices can in fact be an opportunity to improve how educators reach each individual student.“Ironically, this crisis has been an accelerator for changing the way we think about how we deliver education to every student,” Zhang said. “It has opened more conversations about how to redefine the personalized learning experience for both students and teachers.”

The Missouri State Highway Patrol reported a 1997 Yamaha 125cc driven by a 15-year-old from Kansas City, Mo,. was westbound on private property one half mile east of Plattsburg.

The driver used the front brakes while traveling down hill and was ejected from the motorcycle.&nbsp;

The Missouri State Highway Patrol reported a 2001 Oldsmobile driven by Clifford N. Pierce, 78, Grant City, was westbound on Route N two miles east of Blythedale.

The car crossed the center of the road and the driver overcorrected. The car rotated, traveled off the south side of the road, struck a ditch and overturned.

North Harrison Ambulance transported Pierce to Harrison County Community Hospital. He was properly restrained at the time of the accident, according to the MSHP.

Grant City man hospitalized after car overturns

Every year around this time, new laws go into effect in Missouri and State Highway Patrol troopers are trained on the crime and traffic safety laws that apply to their jobs.

“We don’t make the law, we’re the enforcement arm of it,” says Sgt. Jake Angle with Troop H in St. Joseph. “So we just enforce the laws that are enacted by the legislature, that’s where we come in.”

Angle says, along with new laws training for troopers, they also work to get information out to the public about any changes.

“We just want people to be aware of what changed, what’s going on and encourage people if they have any questions, anything that we can answer for them not to hesitate to contact us and we’ll help them anyway we can,” Angle says. “(This year) there was some stuff cleaning up some language, I don’t think there was anything particularly earth shattering. I know the motorcycle helmet (change) received a lot of publicity.”

Angle says, regarding the helmet law, previously the law was that everyone had to wear a helmet while operating a motorcycle or motortricycle.

“The overall change was anyone 26-years or older, that provides proof of insurance, driver or passenger of the motorcycle or motortricycle, is not required to wear a helmet,” Angle says.

The law states: No person shall be stopped, inspected, or detained solely to determine compliance with these provisions.

“Meaning, if someone goes by on a motorcycle and I’m like, ‘Well, they look like they’re 26, but I’m not for sure,’ we can’t stop them for just that,” Angle says. “In other words, if I check them speeding and I have a reason to stop them, then I can check for compliance of their age and everything for the helmet law, but I can’t stop them just to inquire on their age.”

Another new law references the marketing of medical marijuana edibles.
