Another St. Joseph city council member has apologized for
wearing an insensitive Halloween costume.

Council member Brian Myers, who had criticized council member
Kent “Spanky” O’Dell for dressing up as Aunt Jemima, has issued his own
apology. Myers apologized on his Facebook page for joining with a friend one
Halloween to dress up as a slave and a slave owner. He posed the next year as a
mentally disabled person.

Council member Gary Roach, on the KFEQ Hotline, acknowledges
he had his own insensitive moment. His first year on the council, Roach
remembers the insurance representative telling the council he negotiated as low
a price as he could.

“And I made some kind of comment, a Jewish comment, are you
expecting us to jew you down a little more? And I did not take it as an
offensive item at all,” Roach tells host Barry Birr.

Roach says he apologized in a letter to the editor.

Roach is ready to put the two incidents behind the city
council.

“I say let’s move on, let’s get ready for our next council
agenda for this Tuesday since the holiday is on Monday,” Roach says. “Let’s go
on down the road.”

Roach says he accepts the apologies of both.

“I just think it’s kind of funny that on a Monday you have one
attitude towards a person and then come Wednesday, in fact between Wednesday and
Monday, you hear so many different things come out and I guess like that old
saying goes, you hear a lot of stuff out and about, until you see them writing,
until you hear from the person themselves, you shouldn’t let it worry you,” Roach
says.

Roach says the city council has a lot on its agenda and doesn’t
need to be distracted.

Second St. Joseph council member apologizes for Halloween costume

After a two-year process involving community feedback, grant funding and color palettes, the Greater Maryville Chamber of Commerce is updating its brand.

Maryville Chamber Executive Director Lily White says they wanted any new brand to reflect their chamber members and the community.

"We brought Chandlerthinks in, they specialize in place branding and talking to communities, figuring out what makes them special and then turning around and telling the world an honest brand."

White says they have had the brand finalized since February and had plans to present it at their banquet in June, but then COVID hit.

"We think that everybody needs a little good news right now. We are starting to see the weather change again and we're still dealing with COVID and obviously still dealing with the mask mandate here in Maryville, so we wanted to kind of add a little pep to the step of Maryville and of the county," White says. "So we decided that even though it's not ideal to kick off our brand without being able to get together and celebrate with our members that we would do a digital launch."

The brand update went online Thursday and the chamber will be hosting a socially distant First Friday coffee to present the new brand.

St. Joseph city council members face a huge task each
week:&nbsp; trying to digest all the
information on the coronavirus pandemic.

It’s important, because the data is used by the council to
decide city coronavirus policy.

Missouri Western State University chemistry professor, Gary
Clapp, helps the council interpret the massive amount of data gathered on
COVID-19, which he agrees could seem like trying to drink water from a fire
hose.

“Or, the bottom of a waterfall,” Clapp tells St. Joseph Post
with a chuckle.

Clapp approached Mayor Bill McMurray early on, offering his
expertise to consolidate all that information into an easier to understand
report he forwards to them before every Thursday afternoon work session on the
coronavirus.

“We had that communication and they started sharing the data
with me and then I started sending them back three or four graphs that I
thought were pertinent, that they could easily see and that they could make
decisions; is this slope going up or is this slope going down?,” Class says. “And,
they seemed to like it.”

St. Joseph council members will not be meeting in a work
session this afternoon. There is a regular council meeting scheduled for
Tuesday. On the agenda is a bill sponsored by Mayor McMurray to adopt COVID-19
pandemic regulations. The city of St. Joseph requires masks in retail stores of
at least 10,000 square feet. Council members have been mulling over the
possibility of expanding that requirement.

Clapp says the COVID-19 trend had seemed to flatten out and
then trend down. Until lately. Now, the number of new coronavirus cases in
Buchanan County have been on the rise.

New cases began to rise on August 24th, a Monday,
when St. Joseph health officials reported 19 new cases. It would be the
beginning of a tough week. On Tuesday, the 25th, 24 new cases were
reported, then 20 on the 26th, 25 on the 27th, and 21 on
Friday, the 28th. New cases fell to 14 on Saturday, then bumped up
to 20 on Sunday, falling to 14 on Monday. Cases began to rise again Tuesday
with 24 new cases reported. On Wednesday, Buchanan County reported 32 new cases
of COVID-19.

Clapp crunches all the data and reports from various
authorities and distills the information into a more comprehensible form for
the council to consider at its work sessions.

“So, I would plot the average for every day of the past 14
days and then I would do what is called a linear regression on it and then that
would draw us a line,” Clapp says. “So, if the line is sloping up, meaning that
we’re having an average increase of cases per day, that’s bad and the CDC says when
your moving average is a positive number, it’s going higher, then you need to
be concerned about the growth in cases.”

Interesting facts emerge in the data. The largest number of
cases in Buchanan County are among those in their 20s. More men than women have
contracted the disease. Buchanan County reports more than 775 men have tested
positive for COVID-19 while around 675 women have tested positive.

Clapp, though, points out COVID-19 is extremely dangerous for one
particular segment of our society.

“COVID is not alive. It needs a host. That’s how a virus lives
and this virus is really nasty to people who can’t fight it off,” according to
Clapp. “And s0, while some of us who are very young don’t seem to fight it off
there may be some underlying conditions we don’t fully understand, but for the
most part when we look at the numbers, we know that the most people it kills are
80-plus (years of age),”

In total, Buchanan County has had 1,459 cases of COVID-19
since counting began; 1,215 confirmed and 244 probable. The county has recorded

Spike in COVID-19 cases in Buchanan County as county reports 12th death

ATCHISON COUNTY —Two people were injured in an accident just before 1:30a.m. Thursday in Atchison County.

The Missouri State Highway Patrol reported a 2006 Jeep Commander driven by Lisa A. Peterson, 58, Tarkio, was northbound on U.S. 59 three miles north of Tarkio.

The jeep traveled off the east side of the road, struck a ditch, fence and overturned.

Atchison-Holt ambulance transported Peterson and a passenger Clifford B. Smith, 61, Tarkio, to Community Hospital of Fairfax. They were not wearing seat belts, according to the MSHP.

The car struck an arrow sign, a parked 2015 Chevy pickup, traveled off the east side of the road and struck a guard rail.

The car returned to the road, traveled off the west side of the road and struck a median cable.

Buchanan County ambulance transported Halpin to Mosaic Life Care. She was properly restrained at the time of the accident, according to the MSHP.

Buchanan County reports 12th death related to COVID-19

Governor Mike Parson and U.S. Senator Roy Blunt got an update on broadband expansion in northwest Missouri during a visit to Savannah on Wednesday.

Parson and Blunt met with United Fiber and United Electric Cooperative officials. Parson says broadband expansion is an important issue in the state and a priority of his.

“I know Senator Blunt, from day one, on the federal level, has did some incredible things to help financing for the state of Missouri… but one of the reasons I wanted to be here today is to see what impact that is having, prior to the pandemic and then where are we at today,” Parson says.&nbsp;

Parson says the coronavirus made it evident that the state needs to be on a faster track to strengthen broadband for students, small businesses and farmers.

“One of the things, when I first become governor, is I realized that not all schools in Missouri have broadband. So if you can imagine a kid going to school today trying to compete with other resources at other schools or a mom-and-pop business or a farmer out there that’s got to compete on a global market, a world market or a state market, how important this is," Parson says. "I think we just have to continue to make this a priority, along with many other parts of the infrastructure program. That’s what really makes us successful in this state.”

Senator Blunt says in recent months, many more people have realized the importance of high-speed broadband services for virtual learning and the advantage of telehealth.&nbsp;

“We’ve seen a big change in this area in a very short period of time, I think the federal government is probably finally wound up where I thought we should be for the last five or six years which is embracing telehealth and telebehavioral health,” Blunt says. “Behavioral health, even more distant, often, than the doctor you're going to for your physical health problems, but to be able to get on a screen and be able to talk to somebody who’s helping you through a behavioral health or mental health problem is incredibly valuable.”

Parson's visit to Savannah was part of several stops the governor is making across the state this week. On Thursday, Parson will hold a press conference at Washington University School of Medicine to discuss the new saliva-based COVID-19 test recently approved by the Food and Drug Administration (FDA).

Parson says broadband expansion is an important issue in the state and a priority of his.“I know Senator Blunt, from day one, on the federal level, has did some incredible things to help financing for the state of Missouri… but one of the reasons I wanted to be here today is to see what impact that is having, prior to the pandemic and then where are we at today,” Parson says.&nbsp;Parson says the coronavirus made it evident that the state needs to be on a faster track to strengthen broadband for students, small businesses and farmers.“One of the things, when I first become governor, is I realized that not all schools in Missouri have broadband. So if you can imagine a kid going to school today trying to compete with other resources at other schools or a mom-and-pop business or a farmer out there that’s got to compete on a global market, a world market or a state market, how important this is," Parson says. "I think we just have to continue to make this a priority, along with many other parts of the infrastructure program. That’s what really makes us successful in this state.”Senator Blunt says in recent months, many more people have realized the importance of high-speed broadband services for virtual learning and the advantage of telehealth.&nbsp;“We’ve seen a big change in this area in a very short period of time, I think the federal government is probably finally wound up where I thought we should be for the last five or six years which is embracing telehealth and telebehavioral health,” Blunt says. “Behavioral health, even more distant, often, than the doctor you're going to for your physical health problems, but to be able to get on a screen and be able to talk to somebody who’s helping you through a behavioral health or mental health problem is incredibly valuable.”Parson's visit to Savannah was part of several stops the governor is making across the state this week. On Thursday, Parson will hold a press conference at Washington University School of Medicine to discuss the new saliva-based COVID-19 test recently approved by the Food and Drug Administration (FDA).

The Kansas Highway Patrol reported a 2013 Dodge Avenger driven by Terry Robert Rush, 35, Hiram, Georgia, was southbound on U.S. 75 twelve miles south of Fairview attempting to make a U-turn. A southbound 2017 Kenworth semi driven by Edwardo Torres, 60, Eagle Pass, Texas,&nbsp;struck the Dodge.

Rush and a passenger&nbsp;McEwen, Mary Katherine McEwen, 37, Topeka, to Stormont Vail in Topeka where Rush died.

Torres was not injured.&nbsp; All three were properly restrained at the time of the accident, according to the KHP.

Man dies after crash with a semi while attempting U-turn

HOLT COUNTY—One person was injured in an accident just before 5p.m. Tuesday in Holt County.

The Missouri State Highway Patrol reported a 1999 Honda Accord driven by Maryann Margarit, 78, Forest City, was eastbound on MO 111 just west of Oregon.

The vehicle crossed the center of the road. The driver overcorrected and the car began to skid out of control. The car traveled off the road and overturned down an embankment.

Atchison-Holt Ambulance transported Margarit to Mosaic Life Care. She was properly restrained at the time of the accident, according to the MSHP.

Mo. woman hospitalized after car overturns down embankment

St. Joseph Councilmember At-Large Kent O’Dell joined host Barry Birr on the KFEQ Hotline Tuesday morning to address reaction to a photo that resurfaced and circulated online over the weekend. 

The photo of the Deputy Mayor showed him in blackface, dressed as Aunt Jemima, at a Halloween party eight years ago.&nbsp;

“Of course I would never do anything like that today the way the tensions are and the way the movements are going,” O’Dell says. “We’re finally getting some notice to that to where police and everybody can start recognizing everybody as a person instead of a color and anytime we can possibly do anything like that, I support that 100%. I have African American in my family, I have Mexican in my family, I have a lot of cultures in my family and all my friends and everybody else, I want them all to be treated equally.”&nbsp;

O’Dell also addressed an incident during the city council’s work session on Zoom last week during the public comment time.

“Something that happened inside my house while I was on mute, I snickered about while somebody was talking and they thought I was laughing at them and that’s the last thing I’d do, I take every comment seriously,” O’Dell says. “Everybody in this council and the mayor, all are concerned, we read all the emails, we read all the comments, we talk to people in stores, we talk to people in gas stations, telephone, we do research on our own, we talk to doctors, scientists and professors and we are truly trying to do what’s best for our city.”

O’Dell says he plans to focus on the future and get back to work for the city of St. Joseph to tackle current issues including those related to the pandemic.

MOUND CITY, Mo. - A section of Interstate 29 in Holt County will close overnight for the Kimsey Creek Bridge deck replacement project. 

Contractors from Clarkson Construction Company, working with the Missouri Department of Transportation, will close northbound I-29 just north of Exit 75 (Oregon) from 1 a.m. to 5 a.m. on Wednesday in order to pour the new bridge deck.

During the closure, northbound traffic will be detoured up U.S. Route 59 at Exit 75 (Oregon), left onto Route 118 and will rejoin I-29 at Exit 84 (Mound City).

This project to replace the decks of the I-29 bridges over Kimsey Creek and Route E is scheduled to be complete in mid-September. These bridges are included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.&nbsp;

Interstate 29 to close overnight in Holt County

Congressman Sam Graves makes a few stops in St. Joseph prior
to returning to Washington for the upcoming three-week session of Congress.

Graves tells reporters during a tour of Deluxe Truck Stop near
the Stockyards in St. Joseph that if the federal government wants to help the
trucking industry and the economy it needs to loosen restrictions.

“Using more common sense would help out a lot,” Graves says. “I
mentioned earlier, electronic logging and being so strict when it comes to the
amount of time that someone driving a truck can be on the road. Well, when you
have a perishable product, whether that’s livestock or food or whatever the
case may be, milk, whatever, it creates a real problem. You just have to stop
at that particular time.”

Trucking plays a vital role in shipping supplies and getting goods
to market, a role that has become too easy for Congress to overlook.

“You’ve got to remember too, trucking is the most important
part of that distribution chain, because no matter if something travels by rail
or ship or barge or pipeline, ultimately it has to get on a truck and go to the
final destination,” Graves says.

Congress returns to its three-week session after the Labor Day
weekend. Graves expects Congress to pick up negotiations on another large coronavirus
economic stimulus bill, a last chance prior to the November elections.

Graves today meets with Missouri Farm Bureau members from the St.
Joseph area and wraps up his visit by meeting with the Coalition to Protect the
Missouri River.

New COVID-19 cases in Buchanan County the last three days dropped

St. Joseph health officials report 14 new cases of the
coronavirus on Saturday, with 20 on Sunday, and 14 on Monday. Buchanan County
had reported four straight days of at least 20 new cases last week with a peak
of 25 on Thursday.

Mosaic Life Care reports 24 patients with COVID-19 are being
treated at the St. Joseph hospital.

Mosaic has tested 24,659 area residents with 1,410
testing positive. Mosaic is awaiting results from 54 tests.

Buchanan County reports 1,403 cases since the counting
began; 1,173 confirmed and 230 probable. Buchanan County has reported
10 coronavirus-related deaths.

Andrew County reports 149 total cases; 125 confirmed and 24
probable. Andrew County has reported two deaths.

Doniphan County, Kansas reports 65 total cases.

Missouri health officials report 84,697 total cases
with 1,530 deaths.

Kansas health officials report 42,612 total cases
with 446 deaths.

Kennedy says things seem to be going well on the St. Joseph campus, which began
classes August 17th.

Kennedy credits the university’s COVID-19 response team, which
has been working since March on the plan to return to campus during the
pandemic.

“We have been monitoring and watching and doing corrective
actions when we need to, which is to be expected when you’re bringing back students
that we have and faculty to just to make sure that our protocols and practices
are in play and underway,” Kennedy tells St. Joseph Post.

Kennedy says she has been keeping a close eye on happenings
elsewhere in the country where coronavirus outbreaks have caused campuses to
shut down in-class instruction and go solely to online offerings. The
University of North Carolina and Michigan State have made the decision to switch
to all online courses after coronavirus outbreaks on those campuses. Notre Dame
plans to resume classes on the South Bend, Indiana campus this week after a
COVID-19 outbreak forced students off the campus for two weeks.

Kennedy says Missouri Western has been working closely with
Mosaic Life Care as well as health officials from Buchanan County and St.
Joseph on how best to keep the campus community safe.

Kennedy says students seem to be adapting to all the changes
made on the St. Joseph campus in an effort to prevent a COVID-19 outbreak.

“And I think, for the most part, our students on campus are
learning how to do education, how to go to college in a COVID environment,”
Kennedy says. “I think this is one of the great challenges of their lifetime
probably thus far and who knows what the future will hold, but it will certainly
define their young adulthood, particularly in terms of their collegiate
experience.”

When asked whether there is a silver lining in all this, Kennedy
sees some good emerging from a very difficult, stressful time.

“I think it’s given us maybe a chance to step back and
appreciate what we find meaningful and important in our own lives, connecting
with family, connecting with loved ones, staying close,” Kennedy says. “I think
silver linings in that it shows us how to work together as a team and that sometimes
sacrifice is necessary for the greater good.”

this morning, after abruptly closing early Monday afternoon due to a potential
COVID-19 outbreak.

notifying anyone who might have come into contact with students and staff diagnosed

Eagle expands with the acquisition of two new stations

The St. Joseph Public Library will be switching back to contactless service this week due to a reported accelerated spread of COVID-19 cases.

Library Director Mary Beth Revels says they have been following the <a href="https://globalepidemics.org/key-metrics-for-covid-suppression/">Global Epidemics website from Harvard</a> to determine the library’s level of service. Revels says Buchanan County moved from a risk level of yellow to orange on Friday.

“And that risk level indicates that there are growing cases in the county," Revels says. "That’s just an indication to us that we need to be careful. We… had already made the decision that if Buchanan County moved to the orange level that we would revert back to contactless service, we just feel like that’s safer for both library staff and the community.”

On Wednesday, the library branches will revert to contactless service, but patrons can call the downtown library location to schedule a computer session, if needed.&nbsp;

Library patrons can call each branch, email notices@sjpl.lib.mo.us, or place holds through the <a href="https://sjpl.lib.mo.us/">online catalog</a> to request materials. When the materials are ready to pick up, library patrons will be notified by phone and a designated time window will be scheduled for the pickup.

Revels says the library will reopen for in-person services when Buchanan County returns to the yellow risk level for at least three consecutive days.

Savannah High School will be releasing at 1 p.m. Monday, due to the potential for multiple COVID related exposures.

According to a press release from the district, the early release is to allow for cleaning and disinfecting of High School Facilities as well as contact tracing notifications.

All athletic and extracurricular activities, including practices, will be canceled for Savannah High School students only.&nbsp;&nbsp;

The district says all contacts of the positive cases will be contacted and to not call Savannah High School or the Andrew County Health Department with questions.&nbsp;&nbsp;
