BUCHANAN COUNTY—A Missouri man died in an accident just after 6:30p.m. Wednesday in Buchanan County.

The Missouri State Highway Patrol reported a 2000 Yamaha V Star driven by John K. Shea, 34, Stewartsville, was westbound on U.S. 36 just west of SE 123rd, thirteen miles east of St. Joseph.

The motorcycle rear-ended the towed unit of a 2021 Freightliner semi driven by Scott E. Hopkins, 55, Mayetta, and Shea was ejected.

Buchanan County EMS transported Shea to Mosaic Life Care where he was pronounced deceased. Hopkins was not injured. Shea was wearing a helmet, according to the MSHP.

Stewartsville man dies after motorcycle crash

ATCHISON COUNTY—Law enforcement authorities are investigating&nbsp; a Kansas man on new charges after an arrest.

On Tuesday, police arrested 30-year-old Jacob D. Camp of Atchison on a Municipal Court warrant for failure to appear in court, according to Police Chief Mike Wilson.

Camp is no longer in custody. In 2019 and in 2015 police arrested Camp on requested charges of domestic battery, according to online jail records.

Missouri Agriculture Director Chris Chinn says the state farm
economy faces many challenges even as it weathers a long, dry summer.

Chinn addressed the 11th annual event of the Community
Foundation of Northwest Missouri meeting on the Missouri Western State
University campus in St. Joseph Wednesday.

Chinn says inflation is having a big impact on farmers and
ranchers.

“When you look at livestock, the price of feed has gone up
immensely in this last year; fuel prices, fertilizer prices. And farmers are
facing a lot of higher input costs,” Chinn tells KFEQ/St. Joseph Post in an
interview after her speech. “Now, while their commodity prices might be up and
it looks like they’re doing well, they’re expenses are also up to match it. So,
it’s a challenging time.”

A rise in interest rates will make borrowing more expensive.

“When they go to renew their operating lines of credit, they’re
going to have a higher interest rate,” Chinn says. “So that means they’re going
to have to produce more to make sure that they are able to meet that need. And so,
it’s going to be a challenge, because the one thing farmers can’t control is the
weather and the market. They’re price takers. It’s a challenge. They’ll find a
way to make it through. They always do, but there’ll be some tough decisions made
along the way.”

Disruptions in the nation’s supply chain are having a very
real impact on farmers and ranchers.

Chinn says some farmers are still waiting on parts to repair
equipment that broke down during harvest last fall. Row crop farmers aren’t the
only ones affected.

“I had a farmer the other day tell me that he had a breakdown
on his bailer,” Chinn says. &nbsp;“There was one
part in the state of Missouri that he could go get and he had to travel six
hours to go pick up that part to fix his bailer to be able to continue to make
hay. That’s not something that we’ve seen in years past, not on new equipment
especially.”

Drought conditions have greatly affected farming operations in
Nebraska and Iowa. Northern Missouri has been, for the most part, spared. Not
so in other parts of the state. Hot dry weather in southern Missouri is
creeping northward, spreading into south-central Missouri.

“We’re very alarmed about that,” Chinn says. “We want to make
sure that we’re doing everything we can to help support them. But, in the end,
we just need a good rain.”

Chinn says the governor has revived a drought task force. Missouri
can open state land for grazing and haying. Steps also can be taken to get
water to ranches suffering from drought.

Farm economy faces obstacles, says Missouri Agriculture Director

After months of discussion of what could or couldn't be done with federal coronavirus relief money, Buchanan County is ready to move forward with several projects.&nbsp;

Buchanan County Presiding Commissioner Lee Sawyer says some of the money will help Pivotal Point Transitional Housing in St. Joseph with its efforts to help youth homelessness.&nbsp;

"Pivotal Points in the process of taking the money that we've earmarked there and money that they're raising outside to put together a facility over there on Gene Field that would be an organized, supervised arrangement where these kids can have a more structured home life," Sawyer tells KFEQ Hotline host Barry Birr.&nbsp;

Pivotal Point has been raising money since September of last year for the two-phase project, with the goal of raising $4 million overall.&nbsp;

Buchanan County was awarded around $17 million overall in American Rescue Plan funds.&nbsp;

Sawyer says projects officials were looking to fund were ones that would have a long-lasting effect on the county.&nbsp;

"We want projects that can have long, sustainable, difference making programs is what we're really working on," Sawyer explains.&nbsp;

Sawyer says he was also looking for projects on which the county could partner with others.&nbsp;

"Some of the other things we're looking at is that we're a portion of the investment," he says. "There's outside, there's private money, in some situations there's going to be state money, there's other organizations like maybe the city of St. Joseph."&nbsp;

Sawyer says what he likes about all the projects the county is providing money to is ones that the county isn't investing by themselves on most of them.&nbsp;

Buchanan County officials also have federal money waiting for the Mosaic Children’s Discovery Center and are just waiting now on city officials. &nbsp;

Sawyer says the St. Joseph City Council is getting ready to vote on the project.&nbsp;

"We've earmarked our money," Sawyer says. "The only real change was that the council, it looks like they're going to take some of the money they were going to put directly towards the Childrens Discovery Center and put that money towards infrastructure for parking and sidewalks and some of those kinds of things with the building in that part of downtown."&nbsp;

Sawyer says the state-of-the-art museum will provide different opportunities for children to learn and innovate.&nbsp; &nbsp;

He also says it should help to bring more visitors to St. Joseph as well as helping shore up the population loss in the area.&nbsp;

Buchanan County settles on federally funded projects

Missouri Western State University saw a period of unprecedented change and turnover in its athletic department within the last year. But with a new school year not far off, the department is at full strength again.

Just in the last few months, Missouri Western has hired a new athletic director, new sports information director and two new associate A.D.s. 

Missouri Western athletic director Andrew Carter, who was hired in early May, says he's excited about the team that's being assembled around him.

"We also hired, and you'll see a release coming out, a new compliance and academics person," Carter said. "Fantastic individual. Good human being. Very conscientious in doing his work. So, our team is starting to slowly form together. We'll be all hands on deck by August 15, and I'm excited about that."

Missouri Western also hired five new head coaches in less than a year's time in softball, volleyball, women's tennis, women's lacrosse and most recently in men's and women's golf. <a href="https://stjosephpost.com/posts/5e4085d1-e9e0-40e1-b2cf-f2b946788ba8">Matt Thrasher takes over for Greg Dillon</a>, who just retired after nine seasons this summer.

Carter, who's been on the job for just over two months, says replacing long tenured employees like Dillon, Brett Esely or Ryan Menley, is not an easy task, but he's excited about the talent coming in.

"We're not trying to replace Brett, or Ryan Menley," Carter stated. "Those guys, it's rare that you have people stay in the same roles for 10-plus years at the same institution. Those people have the opportunity to mature and grow where they are. You can't replace that. So, we're going to find talented people."

Esely left his post as Missouri Western associate A.D. of external affairs last November after 14 years. Menley just announced this summer his departure after 13 years as the director of creative content.

Both Esely and Menley now work at the St. Joseph Convention and Visitors Bureau. Esely as Director of the St. Joseph Sports Commission, and Menley took over as V.P. of Communications.

One of the most recent hires announced by MWSU is a new senior associate athletic director of external relations. Paul Smith, who brings 18 years of experience in branding, communication and administration, was hired for that role earlier this month.

Carter says he and Smith got to know each other during previous career stops, and he's excited to work with him again.

"There was a connection there and Paul has grown," Carter said. "Eighteen years in the career. Started off on the sports information side and has evolved into the external side - branding, marketing and all of those things."

Missouri Western will soon announce its new senior associate A.D. for compliance and sports administration. That post was previously held by Eric Kramer, who left this past May for a new opportunity.

Missouri Western athletics at full staff, full strength before new school year

A St.
Joseph woman suffered non-life-threatening stab wounds during a dispute with
her roommate.

The St.
Joseph Police Department says officers responded to the 2600 block of
Folsom Street around 7:30 Tuesday night. A woman, described to be in her
early 20s, had suffered two stab wounds to her leg. She was taken to the
hospital for treatment.

The woman’s
roommate, a woman in her early 30s, was taken into custody without incident about
a block from the scene. The suspect faces possible charges, but claims she
acted in self-defense, according to police.

Police recovered a pocket knife believed to have been used in the stabbing.

The hood of the Impala flew up, blew back and struck the windshield. A 2008 Kawasaki motorcycle driven by Neil T. Dodd, 31, Cameron, rear-ended the Impala, as the car turned into a private drive.&nbsp; After impact, the motorcycle overturned.

Cameron ambulance transported Dodd to Liberty Hospital. Butcher was properly restrained and not injured. Dodd was not wearing a helmet, according to the MSHP.

Two hospitalized after Loop 29, two vehicle crash

A Democrat has taken on a daunting task:&nbsp; attempting to win a state representative seat
in northwest Missouri.

Jessica Piper, an American Literature teacher in Maryville,
has been an activist, in particular for Moms Demand Action. Now, she has taken
the step to put her name on the ballot, running in the 1st state Representative
District in the far northwestern portion of Missouri.

Piper says she filed, in part, because of her experience in
the last election.

“In 2020, I went to vote for my representative and there was
no Democrat on the ballot and I just decided that it was enough,” Piper tells
KFEQ/St. Joseph Post in an interview.

“It was Trump,” Piper states flatly, “It was his rhetoric. It
was the hatefulness that I was hearing. My family members, my own parents
supported him and supported the language that he was using.”

Piper insists northwest Missouri has become Trump country and
has become so deeply red, because northwest Missouri residents have so little
choice.

“I think a big issue that we need to talk about is the fact
that we don’t have Democrats to vote for,” Piper says. “So, a red-leaning state
becomes a red, supermajority when there’s no one running.”

Democrats have had little success when they do run.

Incumbent 1st District Rep. Allen Andrews, a
Republican, last had an opponent in 2018, when he easily defeated Democrat Paul
Taylor, with Andrews winning nearly 80% of the vote.

There is no northwest Missouri seat in the Missouri House of
Representatives held by a Democrat; none in all of northern Missouri for that
matter. Missouri House Communications reports District 14 in Kansas City is the
northernmost state representative district held by a Democrat with Ashley Aune
holding that seat.

Five Republicans have filed to succeed Andrews in the Missouri
House:&nbsp; Jasper Logan of Burlington
Junction, Alan Bennett of Barnard, Holly Kay Cronk of Skidmore, Michelle Horner
of King City, and Jeff Farnan of Stanberry.

“We haven’t elected a Democrat in 30 years in my district and
part of that is because the Democrats left rural Missouri,” according to Piper.
“So, part of that is on us. There weren’t people knocking on my door telling me
that they’re a Democrat running. I didn’t see literature. I don’t see anyone in
my area talking about Democrats and what they’re about.”

Piper rejects attempts to paint all Democrats with the same
brush and tie them to national political leaders who poll poorly in the state.

“(U.S. House Speaker) Nancy Pelosi doesn’t have anything to do
with what’s going on in Missouri, because we’ve been under Missouri GOP
supermajority for two decades,” Piper says. “For 20 years, they have written
the laws in this state. So, when you look around at the state and you see that
we are 50th in teacher pay, you see that we are 49th in
educational funding, you understand that that is a direct result of policies
from the GOP.”

Piper describes herself as a teacher, small farmer, mother,
and grandmother. She says she can relate to the residents of the 1st
Representative District.

Piper says that while the Missouri Democratic Party has
welcomed her candidacy, members of the party have told her she cannot win.
Piper says she can.

Republican, last had an opponent in 2018, when he easily defeated Democrat Paul
Taylor, with Andrews winning nearly 80% of the vote.There is no northwest Missouri seat in the Missouri House of
Representatives held by a Democrat; none in all of northern Missouri for that
matter. Missouri House Communications reports District 14 in Kansas City is the
northernmost state representative district held by a Democrat with Ashley Aune
holding that seat.Five Republicans have filed to succeed Andrews in the Missouri

Junction, Alan Bennett of Barnard, Holly Kay Cronk of Skidmore, Michelle Horner
of King City, and Jeff Farnan of Stanberry.Piper says she understands the odds.“We haven’t elected a Democrat in 30 years in my district and
part of that is because the Democrats left rural Missouri,” according to Piper.
“So, part of that is on us. There weren’t people knocking on my door telling me
that they’re a Democrat running. I didn’t see literature. I don’t see anyone in
my area talking about Democrats and what they’re about.”Piper rejects attempts to paint all Democrats with the same
brush and tie them to national political leaders who poll poorly in the state.“(U.S. House Speaker) Nancy Pelosi doesn’t have anything to do
with what’s going on in Missouri, because we’ve been under Missouri GOP
supermajority for two decades,” Piper says. “For 20 years, they have written
the laws in this state. So, when you look around at the state and you see that
we are 50th in teacher pay, you see that we are 49th in
educational funding, you understand that that is a direct result of policies
from the GOP.”Piper describes herself as a teacher, small farmer, mother,
and grandmother. She says she can relate to the residents of the 1st
Representative District.Piper says that while the Missouri Democratic Party has
welcomed her candidacy, members of the party have told her she cannot win.

Democrat takes on tough task:  running in deeply red northwest Missouri

The Missouri State Highway Commission has approved the Statewide Transportation Improvement Program for the fiscal year 2023-2027.&nbsp;

The plan program will provide the Missouri Department of Transportation with $10 billion for all modes of transportation over the next five years, starting July 1st,2022. &nbsp;

Northwest District Engineer Marty Liles says this is the most money the program has seen for the program.&nbsp;

"The largest one we've had than ever before, we've got resurfacing of major, minor, and even low volume roads, which is really the first time we've been able to do low volume road resurfacing for quite some time," Liles tells KFEQ/St. Joseph Post. "The other significant thing is that we're doing a significant number of bridges."&nbsp;

MoDOT officials have identified over 150 bridges in the improvement program to do improvements on, whether that be rehabs, rebuilds or surface maintenance.&nbsp;

Liles says the money will help fund many major road projects in the northwest district&nbsp;

"Well, I know we've got some safety improvements on Highway 752 and 59 or Alabama there in St. Joe so that's a huge one," Liles explains "Some other ones that we've got, we've got a lot of resurfacing on I-29, Highway 71, I-35, and Highway 36 is going to get a significant amount of resurfacing on that one as well."&nbsp;

Liles says he's excited about the number of projects being done in his district thanks to the money.&nbsp;

"We've got a lot of issues with the condition of our major highways, our minors, and our low volumes, and the condition of our bridges," Liles says. "So, we are focusing all of our money on what I would say is asset management."&nbsp;

Liles says that simply means taking care of existing roads and bridges in northwest Missouri. &nbsp;

And Liles says what he's most glad to see being done is work on routes that have been identified for low volume roadway resurfacing&nbsp;

"Which before was not able to be done within the existing STIP because of money and a lot of that roadwork had to be done by our maintenance forces only," he says.&nbsp;

Liles says safety improvements will be done on highway 752 and 59 in St. Joseph, as well as resurfacing on I-29, Highway 71, I-35, and Highway 36.&nbsp;

Portion of Gene Field Road to be closed, beginning next week

With the start of school just over a month away online enrollment is now open for the third year in a row for the St. Joseph School District. 

New and returning students can now enroll online for the school year that begins on August 22nd.  All students must be enrolled prior to the first day of school. 

Parents of returning students will get an email or snap code starting this week to be able to access online registration.  Parents of new students, including incoming kindergarteners can access online registration now.

For pre-school enrollment you will need to contact the Early Learning Center for registration information.

District offices are closed through July, so for any help with registration contact the School District Help Desk at 816-671-4444. School offices will reopen on August 1st.

Missouri has one of the strictest abortion laws in the
country.

And State Sen. Tony Luetkemeyer of Parkville supports the
state trigger law that went into effect once the US Supreme Court overturned
the Roe versus Wade decision.

“Let me just say, I’m happy that the Supreme Court finally
overruled Roe versus Wade,” Luetkemeyer tells KFEQ/St. Joseph Post. “That was an
extraordinary act of judicial activism when the court created a right out of
thin air that is clearly not in the United States Constitution. So that
decision was long overdue and now, appropriately in my view, puts the
decision-making back in the hands of the people through their elected
representatives to decide how abortion is going to be regulated both in
Missouri and elsewhere around the country.”

In 2019, the Missouri General Assembly passed the strict anti-abortion
measure that would go into effect if the Supreme Court repealed the landmark
Roe v. Wade decision in 1973 that found a constitutional right to abortion.

“What we have done in Missouri is we have said, post Roe,
there are no abortions that are allowed in this state with the exception of
life of the mother,” Luetkemeyer says. “And that is the state of the law in Missouri.
We have one of the most protective, pro-life laws in the entire country.”

Luetkemeyer, a Republican, dismisses much of the criticism of
the Missouri abortion law, stating it doesn’t outlaw contraceptives and it
doesn’t prohibit the use of birth control.

“I think it’s a lot of people trying to create red herrings that
want to score some cheap political points right now,” according to Luetkemeyer.
“If you look at the bill, a lot of things that are being said in the media are
just not accurate.”

Luetkemeyer doesn’t believe Missouri lawmakers will tinker
with the 2019 law that went into effect when Roe was overturned.

“The only thing that I could possibly see is maybe some
technical modifications to the bill,” Luetkemeyer says. “There were some
concerns about whether or not it had any impact over birth control or other prophylactics.
The governor and the attorney general have already come out and said that’s not
the case. Reading the law, I don’t think that is the case. I think it’s a bunch
of liberal groups trying to score cheap points after the Dodds decision came out.
I don’t see any significant modifications other than maybe a few technical clarifications
in the bill.” 

Luetkemeyer says current state law also allows for abortions
in the cases of ectopic pregnancies which he says threaten the life of the
mother and are not viable.

Sen. Luetkemeyer doesn't see MO abortion law changing much

The wait for new patrol vehicles for the Buchanan County Sheriff's Department will be a little longer. &nbsp;

Sheriff Bill Puett says he was at risk of having the order canceled if his office didn't remove some things from the order that were hard for the company building the vehicles to get. &nbsp;

Puett remains hopeful his office will still be able to get the five ordered patrol vehicles&nbsp;

"We had to make that hard decision to say, ok well we'll delete these things and Kim Hartman who's the purchasing agent for the county she does a really great job working with bids and those types of things," Puett tells KFEQ Hotline host Barry Birr. "And she had gotten with us and the folks that we were purchasing them through had reached out and we continued to check on things we had ordered."&nbsp;

While the office awaits the vehicles ordered back in October for this year, Puett says it has also put in an order for six patrol vehicles next year, with orders for next year’s vehicles closing soon. &nbsp;

"Cause then they shut that off, and they're really not sure when those will be built and they're really not sure of the price," Puett says. "And that's a little, I had referred to we're kind of just stabbing in the dark here the other day when I was talking with Kim about this, and we just don't know."&nbsp;

Puett says he doesn't know when, or even if, his office will get the vehicles, or if something else will pop up like this year that would cause a cancellation on the order.&nbsp;

Puett says even without the vehicles ordered for this year and the difficulty to get patrol vehicles, his office is still continuing to work hard to serve the community without any reduction of services&nbsp;

"We feel pretty strongly about that to make sure we serve our citizens and have them taken care of without any reduction and if that means putting money in older vehicles until we get replacements, then that's just what we're going to have to do," Puett explains. "And we've been fairly fortunate."&nbsp;

Puett says the supply chain issues are also affecting repairs being made to department vehicles. &nbsp;

Currently the Sheriff's office is awaiting repairs on a car that was struck by a deer earlier this month.&nbsp;

Supply chain disruptions keep frustrating Buchanan County Sheriff's Dept.

BROWN COUNTY—Law enforcement authorities are investigating a fatal shooting on the Kickapoo Reservation, according to the Brown County Sheriff John Merchant.

Just after 7:30 a.m. Sunday, the sheriff’s office received a call of a possible shooting in the 1300 Block of Firefly on the Reservation. First responders found a victim identified as William Blacksmith, 35 Whiting who was unresponsive in the yard near that address with multiple gunshot wounds .

A short time later, the suspect, Stryder Dane Keo, 32 was arrested without incident at his home on the reservation. 

He was booked into the Brown County Jail just before 9a.m. Sunday. He is being held without bond on requested charges of of Murder in the 1st Degree.&nbsp; The incident is being investigated by the Brown County Sheriff's Office, coordinated with the Brown County Attorney and the Federal Bureau of Investigation.&nbsp;

The car began to skid, traveled off the east side of the road, became airborne and overturned.

Atchison-Holt Ambulance transported Applen to Fairfax Community Hospital. She was not wearing a seat belt, according to the MSHP.

Applen, 19, Rock Port, was northbound on U.S. 59 three miles from Fairfax.The car began to skid, traveled off the east side of the road, became airborne and overturned.Atchison-Holt Ambulance transported Applen to Fairfax Community Hospital. She was not wearing a seat belt, according to the MSHP.

The Sound of Speed AirShow got underway Friday at Rosecrans Memorial Airport in St. Joseph, and it runs through Sunday.

This year's show features several different aircraft from the World War II era, and those planes have rides available for purchase.

Matt Cooper is a volunteer pilot with the Experimental Aircraft Association and will be flying a B-25 over St. Joseph skies this weekend. 

He says purchasing a flights one of these historic aircraft is a unique experience.

"We're going to have the B-25, B-17 and B-29 offering rides for sale for short hops around the local area," Cooper said. "About 20-30 minute flights depending on the aircraft. Chance to come out and experience history firsthand."

Gates open for the AirShow from 10 a.m. - 4 p.m. Friday through Sunday. The<a href="https://www.facebook.com/SoundofSpeed"> Sound of Speed AirShow Facebook page</a> has links available to purchase tickets for the show and to purchase airplane rides.

This is the first time that the AirShow is a Warbird Fly-In event, with a heavy focus on education and preservation of aviation history.

Among the aircraft being featured is a B-25 Mitchell medium bomber - a twin-engine aircraft that was used extensively in WW2 by the United States - perhaps most notably in the Doolittle Raid on Japan in April 1942.

A seemingly small response to Pearl Harbor that saw 16 B-25s drop bombs over Tokyo. Experimental Aircraft Association pilot and historian Tom Ewing says that mission changed the entire psyche of the war.

"The Japanese population had been promised that they would never be bombed," Ewing said, "and nobody could reach the mainland of Japan. Next thing you know, there's B-25 reigning down bombs."

The show will also feature the B-29, B-17 and some smaller aircraft like the SNJ and T-6 Texan.

Cooper says people who see these planes up close and ride in them always enjoy their experience.

"I think everyone comes away with a big smile on their face," Cooper said. "We've never had a disappointed customer. It's a chance to experience history firsthand and get an idea of what was sacrificed for us."
