A St. Joseph man was charged Friday evening in connection with the death of a six year old girl.&nbsp;

The St. Joseph Police Department reports Dustin L. Beechner has been charged with Class A felony abuse of a child resulting in a death.&nbsp; Beechner is being held without bond.

The charge comes from the St. Joseph Police Departments investigation into the death of a six year old early Friday morning in the area of 32nd and Mitchell.

St. Joseph man charged for felony abuse that resulted in death of a child

CALDWELL COUNTY—Two people were injured in an accident just after 4:30p.m. Friday in Caldwell County.

The Missouri State Highway Patrol reported a 2002 Ford Explorer driven by Libby K. Robinson, 40, Kingston, was eastbound on U.S. 36 one mile east of Cameron.&nbsp;

The driver swerved to miss a slower moving vehicle. The SUV traveled partially off the road. The driver overcorrected and the vehicle traveled off the south side of the road, struck an embankment and rolled. The driver and a passenger identified as Victoria M. Barrett, 22, Hamilton, were ejected.

Cameron EMS transported both occupants to Mosaic Life Care. They were not wearing seat belts, according to the MSHP.

2 Missouri women injured after ejected in SUV rollover crash

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas woman on drug charges.

On August 1, police arrested 23-year-old Arhianna J. Franklin of Atchison on a Municipal Court warrant for failure to appear in court, according to Police Chief Mike Wilson.

She is being held on requested charges of drug distribution, possession of marijuana, possession of opiates and no drug tax stamp, according to online jail records.

Kan. woman accused of selling drugs, jailed for missing court

A long-lasting tradition in St. Joseph will celebrate its final year when the Bishop Leblond Carnival begins.  

The Leblond Carnival has taken over the parking lot of Bishop Leblond for 49 years and will celebrate its 50th year with this year's carnival,  

President of the St. Joseph Catholic Academy Ann Lachowitzer says this year's carnival will be bittersweet with it being the last one. 

"I think that it once started out as a really beautiful community event and it slowly kind of turned into a little bit of a fundraiser for Bishop Leblond," Lachowitzer tells KFEQ/St. Joseph Post. "But I think it always had that same feel that we wanted our families in the community to be a part of something a little bit bigger." 

The carnival first opened up in 1972 and has only missed one year in its time during the COVID pandemic.  

Lachowitzer says a lot of discussion went into this being the final carnival at the high school. 

"The carnival itself while terrific and it's a lot of fun, number one it's a lot of work, a lot of volunteer hours, we don't often recognize the amount of return as far as the amount of investment that's put into it," Lachowitzer says. "But then on top of it it is a bit of wear and tear on our parking lot." 

Lachowitzer says one other big point of discussion was the number of other carnivals popping up around St. Joseph, including one at East Hills Mall just down the street from the high school.  

Lachowitzer points out what made the carnival so special and long lasting was the connection it helped bring. 

"It was a place to connect with friends and neighbors from other parishes, friends and neighbors from other congregations, and so it offered that in the fall as the basketball tournament offered that in the winter," Lachowitzer explains. "And so, just like Friday night football games, always popular because it brings people together, and I think that's what it really comes down to is the carnival brought people together." 

Lachowitzer says discussions are still ongoing about what the school will do next to help bring that same connection that the carnival helped bring.

Bishop LeBlond celebrates 50th and final year of Leblond Carnival

LIVINGSTON COUNTY—A Missouri man died in an accident just before 10:30p.m. Thursday in Livingston County.

The Missouri State Highway Patrol reported a 2012 Mitsubishi Outlander driven by Michael B. Wiggins, 64, Chillicothe, was eastbound in the westbound lanes of U.S. 36 five miles west of Chillicothe.

The Outlander and a westbound 2016 Kenworth semi driven by Chad A. Shelley, 33, Louise, Texas, collided. 

Wiggins was pronounced dead at the scene and was transported to Lindley Funeral Home. Shelley was not injured. Both drivers were properly restrained, according to the MSHP.

An unknown vehicle stopped abruptly in front of the Peterbilt to take the emergency crossover. The Peterbilt traveled off the east side of the road and overturned. The International traveled off the west side of the road and down an embankment to avoid a collision.&nbsp;

Buchanan County EMS transported Owen to Mosaic Life Care. Sinnock was not injured. Both drivers were properly restrained, according to the MSHP.

Missouri man injured after semi trucks swerve to avoid crash

The United Way of Greater Saint Joseph kicked off its annual fundraising event Thursday morning.  

The 2022 Campaign Chair Scott Albers says the goal this year is to raise more money than last year.

"Last year we raised a little over $2.6 million. We always like to raise the bar a little bit and we'd like to raise over $2.7 million this year," Albers tells KFEQ/Saint Joseph Post.

The United Way partners with 17 community agencies, some of which include Big Brothers, Big Sisters, the Boy Scouts and Children's Mercy Hospital.

Albers explains these agencies help attend to some of the unmet needs in the community.

"If there's a need that comes up in our community, whether its Covid, cold weather shelters or a flood in the South end, The United Way is able to step in and help those folks."

Albers emphasizes the importance of donating. 

"If we want to be a good steward of our community, we need to fund that need. St. Joe has a long history of giving and United Way has a long history and great reputation of being a good steward of those funds," Albers says.

Pay setters have already raised over $802,533 to date. The 2022 campaign will end with an announcement of totals on November 3rd.

United Way of Greater St. Joseph Kicks Off Annual Fundraising Campaign

Insect-O-Rama is back at the Remington Nature Center.  

The annual event will return to St. Joseph after being canceled over the last two years during the coronavirus pandemic.  

Nature Center Executive Director Sarah Elder says she was very disappointed the event had to be canceled due to the pandemic.  

"But now the way things are, we're back, we've got bugs, spiders, learning about those things and they are different, spiders and bugs are insects are different creatures and kind of sometimes have a bad reputation," Elder tells KFEQ Hotline host Barry Birr. "And so that's why we have Insect-O-Rama."

The event will give people the chance to learn about different kinds of bugs and how they affect the environment 

Elder says some insects are vitally important to the ecosystem. 

"Some bugs are detrimental, and so spiders eat bugs, all bugs, that's their main food source, so having spiders around helps to kind of keep bug population, or insect population, down," Elder explains. "Including the ones that nobody wants to hear about, bed bugs being the big one."

Elder says there are also bugs that help with composition that are beneficial such as earthworms and pill bugs.  

Insect-O-Rama will not only give people the chance to learn about these different bugs, but also maybe eat some.  

Elder says one of the presenters will be Paul Landkamer, of Warrensburg, and his insect cuisine. 

"It's not just bugs that are there he actually does, they are different flavors, they're seasoned, things like that," Elder says. "Just like, a delicacy I believe in France chocolate covered grasshoppers, chocolate covered crickets, those things are available to purchase to eat, so he doesn't just say oh here's a bug dried out and eat it."

Elder says Landkamer will be there to talk about the benefits of bugs as a food source and also the kind of bugs that should not be eaten.

BROWN COUNTY—A Kansas man was injured in an accident just after 5:30p.m. Wednesday in Brown County.

The Kansas Highway Patrol reported a 2012 Volkswagen Touareg driven by 43-year-old Jody Pendleton of Hiawatha was westbound on U.S. 36 one mile east of U.S. 73.

The SUV traveled over the line and struck a westbound bicyclist identified as 72-year-old James Patton of Hiawatha on the shoulder of the road.

EMS transported Patton to the hospital in Hiawatha. Pendleton was not injured and properly restrained, according to the KHP.

On Wednesday, police arrested 44-year-old Cory E. Wabski, 44, Atchison,&nbsp;on Leavenworth and Jackson County warrants for failure to appear in court, according to Police Chief Mike Wilson

Police also issued him a notice to appear in court for driving while suspended in the 400 block North 3rd in Atchison.

In August of 2020, police arrested him on requested meth and marijuana possession charges, according to online jail records.

He remains jailed without bond, according to online jail records.

Police arrest Kansas felon on new felony warrants

A St. Joseph man was convicted in federal court Wednesday of illegally possessing a firearm.

Thirty-year-old Earl B. Penn was found guilty of one count of being a felon in possession of a firearm, which carries a sentence of 15 years to life in federal prison without parole.

Evidence shows that Penn was in possession of a Taurus 9-millimeter semi-automatic pistol on June 22, 2020, when he was contacted by St. Joseph Police and a Missouri State Highway Patrol officer for an&nbsp;outstanding warrant for violations of his federal supervised release. 

Penn resisted arrest, struck the officer in the face multiple times and managed to pull pepper spray from the officer’s vest, but failed to discharge it.

After Penn was restrained, a detective saw the loaded handgun in Penn’s sweatshirt pouch.

A jury in the U.S. District Court in Kansas City deliberated for 45 minutes before returning the guilty verdict to U.S. Chief District Judge Beth Phillips Wednesday, ending a trial that began August 29th.

&nbsp;A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

St. Joseph man convicted of illegal firearm possession in U.S. District Court

Proposals for what should be done with the I-229 double decker bridge will be brought to the public by the Missouri Department of Transportation. &nbsp;

A public meeting will be held at the Remington Nature Center in St. Joseph on Thursday. &nbsp;

Northwest District Engineer Marty Liles says reception he's heard to the four proposals that will be presented Thursday have been positive. &nbsp;

"I think what it's taken is everyone to kind of come together and really understand all the challenges there are with that bridge, the condition of that bridge, maintaining that bridge, and the cost with trying to rehabilitate that bridge in its current conditions with it," Liles tells KFEQ/St. Joseph Post.&nbsp;

MoDOT officials estimate that over the next 20 to 25 years the current double decker bridge would cost up to $60 million to maintain the bridge. &nbsp;

MoDOT officials will be at Remington from 4 to 6pm on Thursday to answer any questions citizens may have about each of the proposals.&nbsp;

Liles says the meeting will be informal, but still informative. &nbsp;

"Come and go as you please there's not going to be any presentations and stuff like that, no informal presentations, there will be boards there, there will be people from our consultant, people from MoDOT there to go over any of the questions they may have, Liles says. "We can sit down with you and answer questions that we see fit; you'll have the chance to provide comments."&nbsp;

Liles says virtual public meetings will also be available through September 30th, allowing people to provide input on the project and sign up for updates.&nbsp;

During the public input session people will get a chance to see visuals of the four proposals from MoDOT for what should be done with the double-decker bridge&nbsp;

Northwest District Engineer Marty Liles says getting to see the proposals will help &nbsp;

"A lot of times, you know, there's a lot of questions that it's very difficult to explain in a picture, and so that's why we want to be able to sit down with those people if they have those questions, and answer those questions as best we can," Liles explains&nbsp;

 </figure>By MATT PIKE&nbsp;St. Joseph Post&nbsp;Proposals for what should be done with the I-229 double decker bridge will be brought to the public by the Missouri Department of Transportation. &nbsp;A public meeting will be held at the Remington Nature Center in St. Joseph on Thursday. &nbsp;Northwest District Engineer Marty Liles says reception he's heard to the four proposals that will be presented Thursday have been positive. &nbsp;"I think what it's taken is everyone to kind of come together and really understand all the challenges there are with that bridge, the condition of that bridge, maintaining that bridge, and the cost with trying to rehabilitate that bridge in its current conditions with it," Liles tells KFEQ/St. Joseph Post.&nbsp;MoDOT officials estimate that over the next 20 to 25 years the current double decker bridge would cost up to $60 million to maintain the bridge. &nbsp;MoDOT officials will be at Remington from 4 to 6pm on Thursday to answer any questions citizens may have about each of the proposals.&nbsp;Liles says the meeting will be informal, but still informative. &nbsp;"Come and go as you please there's not going to be any presentations and stuff like that, no informal presentations, there will be boards there, there will be people from our consultant, people from MoDOT there to go over any of the questions they may have, Liles says. NODAWAY COUNTY—A Missouri man was injured in an accident just before 7p.m. Tuesday in Nodaway County.

The Missouri State Highway Patrol reported a 2002 Chevy Trailblazer driven by Robert W. McNutt, 43, Kansas City, Mo., was southbound on Mint Road at 300th Street.

The driver failed to negotiate the turn at the intersection. The vehicle traveled off the east side of the road, across 300th Street, struck a ditch and came to rest in a corn field.

A MSHP trooper transported McNutt to Mosaic in Maryville. He was not wearing a seat belt, according to the MSHP.

Driver hospitalized after Nodaway Co. semi crash into corn field

ATCHISON COUNTY —Law enforcement authorities are investigating a Kansas man for a domestic situation.

On Monday, police arrested 26-year-old&nbsp;Trevor M. Siard of Atchison on a District Court warrant for violation of a protective order, according to Police Chief Mike Wilson.

In 2020, he was jailed on requested drug possession and child endangerment charges.&nbsp; He remains in custody without bond, according to online jail records.

Kansas man accused of a violation of protection order 

An annual remembrance event will return to St. Joseph as part of International Overdose Awareness Day. 

St. Joseph Health Department Health Educator Stephanie Malita says the event began in 2018 and was held again in 2019 before the pandemic halted it for the past two years. 

Malita says it's always amazing to her to see the way the event brings the community together. 

"How they share and just connect with one another at events like this, we have had this event in the past and it's always astounding to me how very giving of spirit people are at the event," Malita tells KFEQ/St. Joseph Post. 

After being held at Civic City Park for the first two years, this year's event will be held at Felix Street Square.  Attendees are asked to bring lawn chairs to the event. 

Malita says this event helps bring awareness to the opioid problem, and even helps get people involved with the Buchanan County Opioid Task Force. 

"Just another person to help us raise awareness whether it's through just their own social media pages, making posts that sort of help their friends and family see and recognize the problem," Malita says. 

The event will begin on Wednesday at 6:45pm downtown with a proclamation from Deputy Mayor Randy Schultz.  Following the proclamation, Malita says people that attend the event will have the chance to speak. 

"Whether it's that they've lost someone to overdose, whether they have a family member that's struggling with substance use disorder, whether they're in recovery, we've had many stories told at this event," Malita explains. "And it's always very, very moving to hear those stories and see the support that the crowd offers each other." 

Once everyone speaks, attendees at Felix Street Square will circle up with purple flashlights to light the night to commemorate those the event honors. 

International Overdose Awareness Day is a global event held annually on August 31st that seeks to create a better understanding of overdose, reduce the stigma of drug related deaths, and create changes reducing the harm of drug use.

Local remembrance event will return during International Overdose Awareness Day

And the immediate past chair of the Missouri Highways and
Transportation Commission says that’s a good thing.

Former commission chair, Tom Waters of Orrick, says Missouri
transportation struggled from a lack of funding when he came onto the
commission more than seven years ago. The increase of $460 million annually
from the 2 ½ cent increase in the fuel tax, plus a greater influx of federal
funds has made a big difference.

“I’ve seen a lot of improvements in our budget, which translates
into improvements on our roadways,” Waters tells KFEQ/St. Joseph Post.

Waters points out the legislature also included $100 million
in General Fund money to upgrade Missouri’s lettered blacktop routes.

The Missouri gas tax will increase by 2 ½ cents a year until
July of 2025, increasing the tax from 17-cents a gallon to 29 ½ cents a gallon.
Missouri had had the lowest gas tax in the country.

Some legislators, citing the spike in gas prices, have moved
to repeal the gas tax hike.

State Transportation Director Patrick McKenna says that wouldn’t
be a good idea, because the Missouri Department of Transportation relies on
that money to fund capital projects.

“You know, when you’re doing big things like the Buck O’Neil Bridge
that takes years of planning in advance and to put the financial plan in place
you have to count on the money being there in the future years,” McKenna tells KFEQ/St.
Joseph Post. “If that money gets cut, we would rip apart our entire capital
plan that Missourians have been waiting for for three decades.”

McKenna says the $460 million the increase generates each year
funds capital projects throughout the state. McKenna says the increase in the gas
tax is helping MoDOT catch up on long-delayed projects.

“There’s almost an endless amount of work for us to tackle and
we’re just very pleased that we’re at a point where our projections of the
condition in 10 years, based on this investment level, they all get better,” according
to McKenna. “That’s what we haven’t been unable to say for probably 30 years.”

McKenna says repealing the gas tax increase would be disastrous
to MoDOT’s attempts to tackle major transportation projects.

There is a provision in the 2021 bill that allows motorists to

Increased gas tax funding long-delayed highway projects

Mosaic Life Cares former Chief Medical Officer is returning to the hospital in a new leadership role.

Davin Turner, DO, has been named Chief Administrative Officer (CAO) of Mosaic Life Care.

As CAO, Dr. Turner will lead the medical center presidents and clinic presidents, in addition to performing physician duties and other responsibilities.

The Missouri State Highway Patrol reported a 1989 Ford L9000 Tow Truck driven by Roger L. Smith, 62, Albany, was eastbound on U.S. 136 five miles west of Albany.

Smith lost control of the vehicle&nbsp; when the front driver side tire failed. The truck traveled off the right side of the road and overturned.

Smith was pronounced dead at the scene and was transported to Roberson Polley Funeral Home in Albany.&nbsp; The MSHP did not have seat belt usage details.

The Missouri State Highway Patrol reported a Peterbilt semi driven by Garrett A. Thompson, 28, Trenton, was westbound making a left turn onto MO 6 and struck a westbound 1990 Oldsmobile van Marc R. Stuva, 63, Holden.&nbsp;

The van crossed the center of the road and struck an eastbound 2000 Olds Alero driven by William E. Louks, 50, Gallatin.

Daviess County EMS transported Stuva and Louks to Cameron Regional Medical Center. Thompson was not injured. All three were properly restrained, according to the MSHP.

Voters in November will decide on whether to approve a half-cent tax increase measure to help increase pay for the St. Joseph Police Department.&nbsp; &nbsp;

The half-cent increase is expected to generate $5.5 million annually to help fund the pay increases.&nbsp;

Deputy Mayor Randy Schultz says the city council has already began drumming up support for the measure on the north and south end of St. Joseph. &nbsp;

"We've done that already, we're going to set up a committee with the council to make sure we go to your Lions Club, your rotary, go out and talk to the schools," Schultz tells reporters. "To let people, know where and how they can support the tax."&nbsp;

Schultz says he doesn't feel like the city is relying too much on sales tax increases and making them go too high.&nbsp; &nbsp;

"I think any progressive cities, if you go and look around the state, your progressive cities have a higher sales tax which means you have better infrastructure, you have higher retention of police, fire, and I believe that is a bonus," Schultz explains. "And I believe that's a growing point for St. Joe."&nbsp;

Schultz says this tax increase is strictly to help fund the police department, and won't affect the current safety tax.&nbsp; &nbsp;

"So, it's specific that you can say in a column, say B column, it's just the police it's nothing else," Schultz says. "You have a safety tax to take care of those other three."&nbsp;

Pay increases approved by the St. Joseph City Council along with the local Fraternal Order of Police includes a $49,000 starting wage, as well as a three percent annual increase in salaries.&nbsp;

City Council says tax increase on November ballot necessary for police retention

A motorcyclist died in a crash in downtown St. Joseph Sunday afternoon.  

St. Joseph Police says a motorcyclist was driving west on Frederick and was speeding.  The motorcycle hit another vehicle that was turning from Jules Street onto Frederick at the intersection at 10th street. 

Both the driver and passenger on the motorcycle were ejected off the bike.  The driver died at the scene of the crash while the passenger was taken by ambulance in critical condition. 

The driver and passenger of the car that was crashed into were not injured. The St. Joseph Police Department is currently investigating the crash

The Missouri State Highway Patrol reported a 2022 Polaris General driven by Rochelle M. Howard, 32, Cameron was southbound on private property at 6868 NE Estep Road six miles south of Cameron.

The driver attempted to turn the vehicle in the grass and it overturned.

Cameron EMS transported Howard and passengers Crystal D. Hosman, 31, Cameron, Lacy N. Mccannon, 33, Turney, to Cameron Regional Medical Center.&nbsp; Cameron EMS transported a third passenger Melody S. Steele, 34, King City, to Liberty Hospital.

4 Missouri women injured after UTV overturns

A tax measure to help increase police officer pay received unanimous approval to be placed on the November ballot from St. Joseph City Council earlier today.&nbsp;

The half-cent sales tax measure is expected to generate $5.5 million annually to finance the city's agreement with the local Fraternal Order of Police.&nbsp;

Deputy Mayor Randy Schultz says the half cent sales tax was needed to make it a sustainable tax in the future dedicated to just the police department.&nbsp;

"What that does is, like I said, sustainability, it's got a 20 year and then it sunsets so then we can go forward and it is a sales tax that the citizens pay plus anybody from out of town will pay coming into our city," Schultz tells reporters.&nbsp;

If approved, the tax increase would go into effect on January 1st.&nbsp; The new pay plan for the police department includes a $49,000 starting salary and a three percent annual increase.&nbsp;

 </figure>By MATT PIKE&nbsp;St. Joseph Post&nbsp;A tax measure to help increase police officer pay received unanimous approval to be placed on the November ballot from St. Joseph City Council earlier today.&nbsp;The half-cent sales tax measure is expected to generate $5.5 million annually to finance the city's agreement with the local Fraternal Order of Police.&nbsp;Deputy Mayor Randy Schultz says the half cent sales tax was needed to make it a sustainable tax in the future dedicated to just the police department.&nbsp;"What that does is, like I said, sustainability, it's got a 20 year and then it sunsets so then we can go forward and it is a sales tax that the citizens pay plus anybody from out of town will pay coming into our city," Schultz tells reporters.&nbsp;If approved, the tax increase would go into effect on January 1st.&nbsp; The new pay plan for the police department includes a $49,000 starting salary and a three percent annual increase.&nbsp;

tells KFEQ/St. Joseph Post.Greiert says it’s important to have a local headquarters,
especially in a crucial year for the party.“You never underestimate your opponents and everything, but we’re
very confident that given the circumstances in the country regarding the
inflation and the affect that the open border has had on Missouri and all sorts
of bread-and-butter issues I think the Republicans have a better understanding
of how to run and how to govern than do the Democrats,” Greiert says. “So, I’m very
confident we’re going to do well in the fall.”Greiert says as long as the Republican Party gets its base to
the polls in November, its candidates should prevail.“The Republicans have done pretty well in the last six or
eight years in Buchanan County. We want to continue to do the same thing.”The headquarters will be located at 1343 Village Drive in St.
Joseph.The Grand Opening will be held Saturday between 11am and 2pm.
