Missouri Gov. Mike Parson has appointed Brian Tubbs of Mound
City as Associate Circuit Judge for the 4th Judicial Circuit.

Tubbs currently operates his own private law practice. He
holds a Bachelor of Science degree in agricultural economics and agribusiness
as well as a law degree from the University of Nebraska-Lincoln.

Tubbs succeeds William Richards who is retiring.

Prolonged drought in the upstream Missouri River basin has
triggered a reduction of water flowing into the Missouri River, lowering the
river level.

Missouri River Basin Water Management Director John Remus says
the U.S. Army Corps of Engineers has reduced the water level a full foot from
Nebraska City to Kansas City, which he says will have an impact on navigation
this fall.

“What it does is it requires the navigators in those reaches where
we’re at that one foot lower to load their barges lighter by a foot,” Remus
tells KFEQ/St. Joseph Post. “So, of course, that means more barges to get the
same amount of product up and down the river.”

The Corps also is ending the navigation season three days
sooner. Navigation on the Missouri River is now set to end November 28th.

Remus says the Corps hopes to keep Missouri River levels
sufficient to supply the water needed for municipal water plants and utilities.

Remus says conditions have been getting worse since the
drought first began to emerge in July of 2020.

“In March, about 70% of the upper basin was experiencing some
level of drought and about 20% of it was severe drought; very, very dry,”
according to Remus. “We have had some good rains throughout the year up there,
but conditions have improved, but not enough to really help the runoff.”

Remus says the six upstream reservoirs are 8 ½ million
acre-feet below the flood control pool.

“We’re looking at another year next year of something quite
similar really to what we’ve seen this year as far as discharges from our
system,” Remus says.

Remus says projections call for the upper Missouri River basin
to remain extremely dry.

“The wildcard is really snowpack next year,” according to
Remus. “We had next to nothing for plains snowpack in 2022 and we had a below
average mountain snowpack. So, unless we get better snowpack in the northern
part of the basin, we’re probably going to be facing what we’ve seen this year
again next year.”

Upstream drought has dropped Missouri River by a foot

St. Joseph Police Chief Chris Connally is retiring.

Connally, who became police chief in January of 2006, will
retire at the end of this month.

Prior to coming to St. Joseph, Connally served as assistant
chief of the Portsmouth, Virginia Police Department. Connally began his career
in law enforcement in 1984 after being honorably discharged from the United
States Navy.

Connally served as interim city manager twice.

In addition to his official duties, Chief Connally worked as
an adjunct faculty member with Missouri Western State University and a member
of the Criminal Justice Advisory Council. He has served as a member of the
Board of Directors for the United Way of Greater St. Joseph, the St. Joseph
Youth Alliance, the Safety Council, The Center, and Big Brothers Big Sisters.

City Manager Bryan Carter recognized Connally’s
accomplishments and commitment to St. Joseph.

“We appreciate Chief Connally’s dedication to the police
department and the community over the past 16 years,” Carter said in a written
statement released by the city. “He has been instrumental in addressing issues
related to crime and other challenges we have faced in modern times. His willingness
to address those challenges has been commendable and his insight into policing
and local government invaluable.”

Commander Dave Hart, a native of St. Joseph who joined the
force in 1999, will serve as the interim police chief.

single-car wreck early Thursday morning.

The
police department reports witnesses say a car speeding south on 6th
Street crossed over into oncoming traffic and then drove through a utility pole
before coming to a stop. The driver left the car, walked south on 6th,
under the 36 Highway overpass, and up the embankment onto 36 Highway.

Witnesses
notified first responders about the driver’s action. As an officer walked on 6th
Street under the overpass, he saw the driver fall from the overpass onto 6th
Street. The driver did not survive the fall.

Officers
notified family members. The police department reports the incident is believed
to be an intentional act. The department is not identifying the person.

Police report 70-year-old St. Joseph man falls to death from Highway 36 bridge

A St. Joseph man remains in the Buchanan County jail without
bond, charged in the beating death of his six-year-old daughter.

37-year-old Dustin Beechner made a video appearance before
Associate Circuit Judge Keith Marquart Wednesday morning.

Beechner is charged with a count of child abuse resulting in
death.

St. Joseph police say Beechner led officers to the roof of his
house on Mitchell Avenue where a child’s body was covered in a white sheet. She
has been identified as Jozlyn Marie Beechner, beaten to death with an aluminum
baseball bat.

Beechner was on probation for one of two past felony domestic
assault convictions.

ANDREW COUNTY—A St. Joseph man was injured in an accident just after 9:30p.m. Wednesday in Andrew County.

The Missouri State Highway Patrol reported a 2006 Mitsubishi passenger vehicle driven by Stewart W. Corwin, 59, St. Joseph, was westbound on U.S. 59 in St. Joseph. 

The driver attempted to turn west on Route DD. The vehicle traveled off the road and struck an embankment.&nbsp; Andrew County EMS transported Corwin to Mosaic Life Care. He was properly restrained, according to the MSHP.

ANDREW COUNTY —A St. Joseph woman was injured in an accident just before 7p.m. Wednesday in Andrew County.

The Missouri State Highway Patrol reported a 2021 GMC Sierra driven by Gregory T. Seifert, 52, St. Joseph, was southbound on Business Route 71 three miles north of St. Joseph.&nbsp;

The pickup began turning left to Southbound Interstate 29 and struck the drivers side of a 2018 Dodge Journey driven by Amber E. Ouxier, 29, St. Joseph, that was northbound on U.S. 59. 

After impact, the pickup traveled partially of the east side of U.S. 59. The Dodge SUV traveled off the road, struck a guardrail, returned to the road and struck&nbsp; bridge rail.

Andrew County EMS transported Ouxier to Mosaic Life Care. Seifert was not injured.&nbsp; Ouxier was not wearing a seat belt, according to the MSHP.

St. Joseph woman injured after pickup, SUV crash

The new River Bluff Trails Park has already helped bring new people into St. Joseph, and now a new expansion will help to continue that growth. &nbsp;

St. Joseph City officials cut the ribbon to open the Bob Simpson Pedestrian Bridge, a pedestrian bridge that goes from the River Bluff Trails, over Highland Avenue, and to the Huston Wyeth Park&nbsp;

Stacey Simpson-Hill, Bob Simpson's daughter, says tourism and showing off St. Joseph was always special to her father.&nbsp;

"He loved drawing people to St. Joseph to share in the same history that he loved and was passionate about," Simpson-Hill tells reporters.&nbsp;

Convention and Visitor Bureau Executive Director Marci Bennett says it's been awesome to see the amount of tourism the trails have brought to St. Joseph.&nbsp;

"Have you driven around town on the weekends and how many cars do you see that have bike racks on them? That hasn't happened before, I live on Lover's Lane and I've never seen so many cars going by with bike racks," Bennett says. "We're pulling in tourism from all over the region Kansas City, Omaha, further places away, they're coming up here for the weekend and riding the trails."&nbsp;

While city officials weren't able to provide numbers, they do confirm the number of tourists has risen with the opening of the trails.&nbsp;

Bennett worked closely with Bob Simpson, who the bridge is named after, and says river front development and tourism were what guided him, and he would love seeing the new bridge.&nbsp;

St. Joseph Director of Parks and Recreation Chuck Kempf says he has seen a large amount of people coming from outside the city to visit the park.&nbsp;

"We don't really have any numbers, we don't really know what that is, but we do know that there are a lot of people coming in from out of town, we're seeing out of state license plates," Kempf says.&nbsp;

And Kempf says he's even talked to people in Kansas City that are interested in the trails&nbsp;

"We're a big deal in Kansas City right now, the parks departments in Kansas City all know about what we're doing, they all have questions, they all want to kind of know what's going on, and if they don't already have their own trail systems, they're trying to figure out a way to do what we're doing," Kempf explains.&nbsp;

Kempf says while development of the trail could have stopped before the bridge, using the bridge to connect the trail system to Wyeth Park is going to be big for continued development of the trails.&nbsp;

River Bluff Trails Park continues to expand with opening of new bridge

ATCHISON COUNTY —Law enforcement authorities are investigating a Kansas felon for an alleged violent crime.

On Tuesday, police arrested 22-year-old&nbsp;Savannah G. Martin of St. Joseph, on a District Court warrant on a requested charge of domestic battery, according to Police Chief Mike Wilson.

Martin had a previous drug conviction in 2018 for marijuana distribution, according to the Kansas Department of Corrections. She was released from prison in March of 2020. She is no longer in custody in Atchison County.

The St. Joseph Sports Commission has named Missouri Western women's basketball coach Candi Whitaker as the inaugural winner of the Woman of Impact Award.

In conjunction with the St. Joseph Area Sports Hall of Fame’s Class of 2022 induction ceremony and in celebration of the 50th&nbsp;Anniversary of Title IX,&nbsp;the Woman of Impact Award recognizes outstanding achievement from a female athlete, coach, administrator or contributor over the past year.

In her third season at Missouri Western, Whitaker led the Griffons back to the Elite Eight for the first time since 1995 with a Central Region Championship win over Fort Hays State in Hays, Kansas this past March.

Whitaker helped Missouri Western to a 24-win season - her second 20-plus win season in her three-year tenure. The berth in the NCAA tournament was a first for the Griffon women's program since 2016.

The Woman of Impact Award was also inspired by Kansas State legend and St. Joseph native Bill Snyder, who spoke of the strong impact his mother, Marionetta, made on his life during his induction speech at the inaugural Hall of Fame ceremony last September. Snyder will be on hand to present the award.

Whitaker will be honored on Sunday, September 18 at the Stoney Creek Hotel and Conference Center on the same night as the 2022 St. Joseph Area Sports Hall of Fame class, consisting of 10 individual inductees, one team and the Special Olympics Athlete of the Year.

Missouri Western's Candi Whitaker wins inaugural Woman of Impact Award

Two men have been arrested, accused of car theft in Buchanan County
and St. Joseph as well as roaming neighborhoods, seeking to rifle through cars
for anything they can steal.

Buchanan County Sheriff Bill Puett says his deputies received
a call while aggressively patrolling areas, looking for the suspects. Deputies
located a 19-year-old man and a 20-year-old man very early Wednesday morning in
Creek Crossing.

When deputies attempted to arrest the men, they fled in a
stolen vehicle, and kept fleeing at a high rate of speed, even though spike
strips deployed by deputies flattened their tires. Eventually, they crashed.
St. Joseph police officers took them into custody.

Puett says officers recovered two stolen vehicles and fentanyl
pills.

Investigators are now building their case and believe the two
might have been involved in as many as 30 cases stretching back to earlier this
summer.

“They feel that these guys have been active for a little bit
and so they’ve been trying to locate them, because there have been several
vehicles in the county and the city that have been gone through and items
stolen,” Puett tells KFEQ/St. Joseph Post.

Puett says the two were driving a vehicle reported stolen and
are accused of stealing another vehicle in the Creek Crossing area southeast of
the St. Joseph city limits. The two allegedly got into another car and stole items
from it.

Puett says the two are suspected in a string of thefts in
which thieves roam neighborhoods, looking to enter cars left unlock to either
steal them or rifle through them.

“They’re trying to find cars that are open, items that they
might find available in vehicles,” according to Puett. “There are some vehicles
that have had firearms stolen, tools stolen, whatever they can get their hands
on.”

Puett says in addition to the 30 cases in Buchanan County, the
two might be connected to numerous cases within the St. Joseph city limits.

and St. Joseph as well as roaming neighborhoods, seeking to rifle through cars
for anything they can steal.Buchanan County Sheriff Bill Puett says his deputies received
a call while aggressively patrolling areas, looking for the suspects. Deputies
located a 19-year-old man and a 20-year-old man very early Wednesday morning in
Creek Crossing.When deputies attempted to arrest the men, they fled in a
stolen vehicle, and kept fleeing at a high rate of speed, even though spike
strips deployed by deputies flattened their tires. Eventually, they crashed.
St. Joseph police officers took them into custody.Puett says officers recovered two stolen vehicles and fentanyl
pills.Investigators are now building their case and believe the two
might have been involved in as many as 30 cases stretching back to earlier this
summer.“They feel that these guys have been active for a little bit
and so they’ve been trying to locate them, because there have been several
vehicles in the county and the city that have been gone through and items
stolen,” Puett tells KFEQ/St. Joseph Post.Puett says the two were driving a vehicle reported stolen and
are accused of stealing another vehicle in the Creek Crossing area southeast of
the St. Joseph city limits. The two allegedly got into another car and stole items
from it.Puett says the two are suspected in a string of thefts in
which thieves roam neighborhoods, looking to enter cars left unlock to either
steal them or rifle through them.“They’re trying to find cars that are open, items that they
might find available in vehicles,” according to Puett. “There are some vehicles
that have had firearms stolen, tools stolen, whatever they can get their hands
on.”Puett says in addition to the 30 cases in Buchanan County, the
two might be connected to numerous cases within the St. Joseph city limits.

Arrests made in string of car thefts in Buchanan County and St. Joseph

With the goal of helping eliminate youth homelessness Pivotal Point Transitional Housing in St. Joseph is ready to break ground on a new youth facility. &nbsp;

Pivotal Point Executive Director Melissa Frakes says serving youth is not new for the transitional housing facility.&nbsp;

"You know we've been serving some youth 17 to 20 over the past four years, and when I came on board five years ago, we had two teenagers in our building," Frakes tells KFEQ Hotline host Barry Birr. "And we realized pretty quickly that we really didn't know what we were doing but we just prayed a lot and we used the adult program."&nbsp;

Frakes says it was an easy transition to apply the adult program for teenagers.&nbsp; Pivotal Point has served 35 youth over the past four years, but has had to turn away more than 100 due to lack of resources.&nbsp;

Frakes says the new facility is designed specifically for youth ages 17 to 20, and will provide new programs more for them. She says none of this would have been possible without community support and Pivotal Points already existing programs&nbsp;

"Honestly we wouldn't be able to serve the youth if it hadn't been for the knowledge we had from the adult program," Frakes says. "And so, we have just over the last three years piloted that program and then made the adaptations that we need to for it to serve youth."&nbsp;

Frakes says the project was originally designed to develop one home that would house 12 to 14 youths ages 17 to 20.&nbsp;

"Then as we did that and as we saw the number of applications, this property will allow us at some point to build a second building just like the first," Frakes explains. "Or we may tweak it, after we get this first building going, we may decide hey we need to tweak this a little bit, but the goal would be to have a second building at some point as well."&nbsp;

Currently, the project is a two-phase project, with the groundbreaking for the first home completing phase one.&nbsp; The groundbreaking will be held on September 22nd at 11am. &nbsp;

The current phase two of the project would be another $2 million home designed to house 12 to 14 more youth.&nbsp;

ATCHISON COUNTY —A Kansas man was injured in an accident just after 7p.m. Tuesday in Atchison County.

&nbsp;A 2016 Victory motorcycle ridden by Brent Foster, 28, Atchison, was westbound in the 600 Block of Harper Drive, according to Police Chief Mike Wilson.&nbsp; Foster lost control of the motorcycle when it struck a curb.&nbsp; He was ejected from the motorcycle. 

EMS transported him to Amberwell Hospital.&nbsp; Police released no additional details.

The Missouri State Highway Patrol reported a 1980 GMC Brigadier driven by Hunter L. Reid, 19, Bedford, Iowa, was westbound on 390th Street at Galaxy Road seven miles southeast of Graham.

The air brakes failed as the truck approached the intersection. The driver attempted to make a left turn onto Galaxy Road and the truck overturned.

Nodaway County EMS transported Reid to Mosaic in Maryville. He was not wearing a seat belt, according to the MSHP.

The Missouri State Highway Patrol reported a 2018 Nissan Pathfinder driven by Venessa R. Heyde, 42, St. Joseph, was northbound on U.S. 169 one mile north of Route M.

The SUV struck a deer, continued northbound, began to skid, left the road and struck a tree and came to rest on its side.

A private vehicle transported a 10-year-old female passenger from St. Joseph to Urgent Care Express in St. Joseph. The driver was not injured. Both were properly restrained, according to the MSHP.

10-year-old St. Joseph girl injured after SUV strikes a deer, tree

ATCHISON COUNTY —Law enforcement authorities are investigating a suspect wanted on a warrant for alleged drug possession.

Shortly after midnight on Saturday morning an officer on patrol observed 59-year-old Maurice Burnett, who was wanted on a District Court warrant, in the 600 Block South 6th street in Atchison, according to Police Chief Mike&nbsp; Wilson. 

Burnett was taken into custody on the warrant related to a May 31, case when Burnett was found to be in possession of fentanyl in the 400 block Santa Fe. During&nbsp; the warrant arrest Burnett was found to be in possession of methamphetamine and marijuana, according to Wilson.

Burnett was also subsequently charged with a theft case that occurred at Walmart on Friday and for fleeing and eluding police officers who had attempted to stop a vehicle Burnett was driving after he left Walmart.

Five people died in traffic crashes on Missouri highways over
the long Labor Day holiday weekend.

The Missouri State Highway Patrol reports its officers investigated
four of the traffic fatalities with the Springfield Police Department
investigating one. The patrol reports one drowning over the holiday weekend as
well as one fatal boating accident.

Troop H reported no fatal crashes in northwest Missouri. Troopers
investigated 13 crashes in northwest Missouri that resulted in six injuries.

In all, state troopers investigated 276 crashes in Missouri,
resulting in 97 injuries and four fatalities. Troopers made 113 drunk driving
arrests and 55 drug arrests.

Three people were injured in boating accidents. The patrol
reports the fatal boating accident occurred on the Lake of the Ozarks in Camden
County, when 29-year-old Tyler Elliott of Louisville, Kentucky drowned after getting out of his
boat to go swimming in the Lake of the Ozarks at the four-mile mark of the
Grand Glaize Arm in Anderson Hollow Cove, Camden County. He was not wearing a
life jacket.

The
patrol reports 21-year-old Ryan McGee of Moody drowned after wading into deep
water Sunday near Hammond Camp in the North Fork of the White River.

Statistics
reported by the patrol could change if late deaths occur.

Chamber President Natalie Redmond says it’s not very often the chamber holds career fairs, but later this month one will be held&nbsp;

Redmond says this career fair will be perfect for anyone looking to get back into the workforce&nbsp;

"So, anybody looking to get back into a career, maybe that person that was going to be college bound that decided to go a different direction that's looking for a career," Redmond tells KFEQ Hotline host Barry Birr. "Or somebody who's maybe taken the summer off with kiddos that wants to get back to work, or really anybody that's looking for a career change, we'd love to have you on September 13th."&nbsp;

The career fair next week hopes to help aid the worker shortage in St. Joseph. &nbsp;

In June, St. Joseph's preliminary unemployment rate dropped down to 2.2%.&nbsp; There are more than 600 open positions posted on the Chambers online jobs board, but the Chamber estimates there are actually more than 1,000 open positions&nbsp; &nbsp;

Redmond says a large number of people retired during the coronavirus pandemic and never came back to work&nbsp;

"Typically, they might retire and still come back for a second career, still might work part time at Hyvee, still might deliver flowers for the local flower shop, or maybe come back as a consultant," Redmond explains. "We weren't seeing that during the pandemic, that's starting to come back a little bit because now the housing markets leveled out and now their stock portfolio doesn't look as good, it doesn't look like it's going to sustain them for as long now."&nbsp;

Redmond says the Chamber is starting to see a slight turn around in that, but the workforce crisis will continue to be a crisis. &nbsp;

Redmond says when you attend the career fair you don't have to bring a resume but you can.&nbsp; She says there will also be plenty of employers with interactive booths&nbsp;

"The jobs today, the HR folks today, have gotten so savvy and so great because of the workforce challenges that they usually have ways to register right there, in the booth online with an app so you can just jump on and register for a job on your phone," Redmond says. "So, bring a resume that's always great, but a lot of the folks will have interactive booths."&nbsp;

The career fair will be held on September 13th at Stoney Creek Hotel in St. Joseph from 3 to 6pm.&nbsp; Nearly 40 Chamber businesses will be there for people to explore.&nbsp;

Daviess-DeKalb County EMS transported Estrada to Cameron Regional Medical Center. She was properly restrained, according to the MSHP.

Atchison-Holt EMS transported Winters and a 5-year-old boy to Mosaic Life Care in St. Joseph. A 4-year-old girl in the vehicle was not injured. All three were properly restrained, according to the MSHP.

Daviess County EMS transported a 14-year-old Salina, Kansas boy to Cameron Regional Medical Center. The driver was not injured. Both were properly restrained, according to the MSHP.

Just after 1:30a.m. Sunday, an officer on patrol stopped a vehicle in the 700 block Kansas Avenue for an expired license tag, according to Police Chief Mike Wilson.&nbsp; 

The driver identified as 37-year-old James R. Jones of St. Joseph was jailed on requested charges of possession of methamphetamine and drug paraphernalia and for allegedly transporting an open container of alcohol.

The St. Joseph Police Department reports Dustin L. Beechner has been charged with Class A felony abuse of a child resulting in a death.&nbsp; Beechner is being held without bond.

The charge comes from the St. Joseph Police Departments investigation into the death of a six year old early Friday morning in the area of 32nd and Mitchell.
