An inmate at the Buchanan County Jail being held on a felony child abuse charge resulting in the death of his daughter is in serious condition after harming himself at the jail Thursday morning.

The Buchanan County Sheriff’s Office says inmate Dustin Beechner was given emergency treatment at the jail and transported to Mosaic Life Care for further care after attempting self harm at 10:50 Thursday morning.

Beechner is reportedly in serious condition. He’s currently charged with a felony count of child abuse resulting in death for allegedly beating his six-year-old daughter, Jozlyn Marie Beechner, whose body was found by police on September 2 on the roof of their St. Joseph home.

Beechner was housed in the protective custody area of the jail after being cleared from suicide watch by mental health professionals on Friday.

 Beechner is still in custody and a deputy will be present. Visitation is not allowed. The investigation is ongoing.&nbsp;

Dry weather might have pushed concerns about flooding along
the Missouri River onto the back burner, but some river observers don’t want
federal officials to lose focus on the issue.

Missouri Levee and Drainage District Association chair, Tom
Waters of Orrick, says efforts to upgrade flood control along the Missouri took
a big step forward when R. D. James, who is from the Bootheel of Missouri, became Assistant Secretary of
the Army for Civil Works.

“He brought a lot of focus on flood control and we saw a lot
of improvements to our levee systems and the whole direction that the Corps
takes,” Waters tells KFEQ/St. Joseph Post. “With the new administration, the
jury’s still kind of out on how they’re going to follow through.”

A prolonged drought in the upper Missouri River basin has
ended any worries about flooding this year and likely into next. The U. S. Army Corps of Engineers has lowered water releases from the six upstream
Missouri River reservoirs. Outflows have dropped so drastically from Gavins Point
Dam that the level of the Missouri River has dropped a full foot.

The Corps has scheduled the navigation season to end three
days early. Worries about flooding along the Missouri River have been replaced
by worries about a shorter navigation season and whether utilities and municipal water companies will have
adequate water to operate.

Still, Waters says though it’s dry now, memories of the 2019
flood remain vivid.

“It’s been an easy year here for me, because we haven’t had
any flooding and the weather and the river have cooperated,” Waters says. “We’ll
see how the newer administration handles these emergencies. It floods everyday
somewhere in the United States.”

Waters says no one will know how President Joe Biden’s
administration will respond until the nation experiences flooding once again.

Waters says his group and others want to keep pressure on the Corps
of Engineers to repair levees broken by the 2019 flood and make upgrades to
lessen flood risks in the future. Waters says it is important Missouri
officials work with their counterparts in Kansas, Nebraska, and Iowa to see upgrades
are made.

“When we get those four states and get eight senators and all
the representatives pushing for new improvements to our levee system, our flood
control system, it makes a huge difference,” according to Waters. “That’s what
we’ve seen since the 2019 flood. The governors of those states have joined
together; the senators, the representatives.”

The 2019 flood destroyed many of the levees along the Missouri
River, flooding homes, businesses, and farms. The flood caused billions of dollars
in damage. While most levees have been repaired, a few remain broken.

Push for levee repair continues even as drought has Missouri River basin in its grip

The St. Joseph Health Department will start offering the latest COVID-19 bivalent booster shot this Friday.

The Health Department is offering the Pfizer brand of this vaccine to begin with, which is authorized for those ages 12 and up. You must have had your initial doses of the vaccine, and must wait at least two months since your last primary or booster dose of the shot.

St. Joseph Health Department health educator Stephanie Malita says the bivalent booster is effective against multiple strains of coronavirus.

"Moderna and Pfizer have both created a bivalent booster," Malita explained. "They both target two strains of COVID-19. They address the original strain and two of the omicron subvariants."

These vaccines will be administered on a walk-in basis at the St. Joseph Health Department on Monday - Friday from 8-11 a.m. and 1-4 p.m. Anyone who receives a COVID-19 vaccine will kept an extra 15 minutes for post-vaccine monitoring.

Malita says Buchanan County is still averaging 28 new cases of COVID-19 per day, though that number is hard to gauge with more people doing at-home testing.

"So the 10-day average is 28 new cases per day," she said. "The thing we have to remember too is these are just numbers of people who have gone to their physician or have gone to a pharmacy. So many people are testing at home."

People can choose to get either the Pfizer or Moderna bivalent booster, regardless of which primary vaccine or original booster they got previously, as long as they wait at least two months since their last dosage.

Republican Gov. Mike Parson had called on the GOP-led Legislature to start a special session on tax cuts last week, but they&nbsp;<a href="https://apnews.com/article/legislature-missouri-jefferson-city-government-and-politics-40494044962b39c2b1511d1bd953eec3">delayed</a>&nbsp;in in an attempt to reach an agreement over several proposed bills.

The Senate, which will take up legislation first, on Thursday adjourned until Monday.

<a href="https://apnews.com/article/personal-taxes-missouri-government-and-politics-6bff9e9959f7ce09fcf048f9530c6063">In his special session call</a>, Parson directed lawmakers to cut the top income tax rate from 5.3% to 4.8%, as well as increase the standard deduction by $2,000 for single filers and $4,000 for couples. He limited tax cuts to a maximum $700 million price tag per year.

Some Republican senators want to slash taxes even further.

Other&nbsp;<a href="https://www.senate.mo.gov/22info/BTS_Web/Bill.aspx?SessionType=E1&amp;BillID=97872964">bills</a>&nbsp;would cut the top income tax rate to 4.7%, with additional .1% reductions triggered if the state brings in enough revenue in a given year. Several senators also proposed reducing or&nbsp;<a href="https://www.senate.mo.gov/22info/BTS_Web/Bill.aspx?SessionType=E1&amp;BillID=97872974">eliminating corporate income taxes</a>.

Special session on Missouri tax cuts drags on

A popular tour of historic homes around St. Joseph will be back this weekend following a two-year hiatus.  

Owner of the Shakespeare Chateau Iosbel  McGowan says the tour has been held for five years, but was on hold over the last two during the coronavirus pandemic 

"We are so happy to be back again and I think the entire community has responded just the same, just so happy to be able to do this again," McGowan tells KFEQ Hotline host Barry Birr. 

McGowan says this event is a very important one 

"Every time we do this tour, we bring in interest from really all around the region, even all around the country, people come into St. Joseph to see the beautiful, historic architecture that we enjoy every day," McGowan says. 

McGowan says this event draws in people from all over the region, even some that might have historic homes themselves.  

"They are interested in doing some networking, talking about techniques, and contractors, and that sort of thing, so all of that takes place on tour day," McGowan explains. "Of course, we have a number of volunteers that dress up in period costume as well, and people also love to see that." 

The event will be held from 10am to 5pm on Sunday, beginning at the Chateau.&nbsp; As part of this year's tour seven homes will be open to view, as well as the River Bluff Brewing company, which was once the home of one of the first Ford dealerships.

Co-founder of the homes tour Lisa Rock says there is so much history in St. Joseph.  

"So, a lot of people are going to get to learn the history of all these homes that range from stories about Jesse James, to the Ford, to architecture, just all kinds of stuff that we're going to be sharing this weekend," Rock explains. 

People will be in each home during the tour, as well as at the brewery, to tell people stories about what each building was and its historical significance.

History opens its doors as the Jewels of St. Joseph homes tour returns

ATCHISON COUNTY—Law enforcement authorities are investigating a burglary and have made an arrest.

Just after noon on Sept. 5, police investigated a burglary of a vehicle that was parked in the 500 block Unity in Atchison, according to Police Chief Mike Wilson.&nbsp;

The suspect took cash from the vehicle, according to Wilson.

An investigation led to the arrest on Tuesday of 28-year-old Kattibrie D. Lynch of Atchison on a District Court warrant for burglary of a vehicle and theft. She is being held without bond, according to online jail records.

Kansas woman jailed for alleged burglary

A new mentoring program will be starting up soon at the St. Joseph School District.

School board president David Foster is starting I.D.E.A. Mentoring. Idea, in this case, stands for Inspiring Dreams and Encouraging Achievements.

 This program is starting at Truman Middle School on September 22. A Truman alum himself, Foster has a fairly extensive background when it comes to mentoring.

"I've been talking about mentors for years," Foster said on KFEQ's The Hotline. "I'm also a board member for Big Brothers Big Sisters (of Greater St. Joseph). Right now, we've established a mentoring program and came up with the name I.D.E.A. Mentoring."

Foster says he believes mentoring is a key aspect of any child's early education.

"Just as much as kids need math and science, they need mentors and people to look up to," he said. "It's not just what you learn, but also how you apply it. Without a good mentor or adult figure in your life, sometimes you may know the what, but you may not know the why."

The volunteer-based program will start with eight kids and mentors, with mentors working with kids about twice a month. The program will include various games and activities, along with a series of what Foster calls icebreaker questions - a series of informal questions that can hopefully establish a connection.

"From there, the first step is to try and establish a connection," Foster explained. "After you do that, there may be some issues the student might want to talk about that maybe they weren't able to talk about with anybody at school. I think it's important each student feel as if they have adults in the building who care for them."

Foster adds the benefits for kids in the district who are mentored go beyond just better grades in school.

"I think it boils down to inspiring our students and kids in the community to want to be the best at something," Foster said. "If we do that, I think that will convert into students wanting to get better grades and better attendance."

Those interested in volunteering will need to fill out an application as well as a background check for one-on-one mentoring.

Anyone interested in volunteering for the program can contact Foster directly, or call the St. Joseph School District's front office.

I.D.E.A. will be small in numbers to start, but Foster hopes its impact will be far reaching.

"Quality (over quantity) is the approach at this point," Foster said. "The more people we can affect, and once people see the change and once the mentors start to really get connected and outcomes start to produce, I think this will grow naturally."

St. Joseph School District starting new mentor program at Truman next week

With a search firm hired the Northwest Missouri State University Board of Regents has now approved its prospectus to give to the firm in its search for a new President.&nbsp;

Board of Regents Chair John Moore says the prospectus is made to convey to candidates and the search firm the type of candidate the board is searching for. &nbsp;

Moore says the prospectus also acts as a marketing piece that will get sent to any prospective candidates.&nbsp; Moore says many people may not know that with a position like this you don't just open the job and people come and apply.&nbsp;

"It's a process where you go out, and there are certainly people that will apply unprompted, but there are a number of people who will be a part of this process where we will seek them out, we being the search firm," Moore tells KFEQ/St. Joseph Post. "That's really where they make their money is they are familiar with and have contacts throughout the industry."&nbsp;

Moore says the prospectus acts as a sort of business card that will get sent out to candidates to show them what the university is searching for in its new President. &nbsp;

Moore says one common theme that stood out from the prospectus is the desire for a President who is willing to be interactive.&nbsp;

"And not all university presidents are, a lot of them do sit in the ivory tower, a lot of them may have even a Nobel prize for this or for that at a large university, or they're very well known in their particular discipline," Moore explains.&nbsp;

Moore says a common theme heard in public input hearings, which played part in forming the prospectus, was the desire for the new President to be out interacting with students and constituents.&nbsp;

Moore says while it's too early to tell how much interest there is in the President job, he does know that through the public hearings people recommended seven or eight candidates&nbsp;

"Some where it was the same name referred by numerous people, those would tend to be people who already worked at the university," Moore says. "We did have some that have previously worked at the university, we had some referrals."&nbsp;

But on the other hand, Moore says. &nbsp;

"We also had a couple of, I would call them anti-referrals, where they said whatever, you do don't hire so and so," Moore says.&nbsp;

By MATT PIKE&nbsp;St. Joseph Post&nbsp;With a search firm hired the Northwest Missouri State University Board of Regents has now approved its prospectus to give to the firm in its search for a new President.&nbsp;Board of Regents Chair John Moore says the prospectus is made to convey to candidates and the search firm the type of candidate the board is searching for. &nbsp;Moore says the prospectus also acts as a marketing piece that will get sent to any prospective candidates.&nbsp; Moore says many people may not know that with a position like this you don't just open the job and people come and apply.&nbsp;"It's a process where you go out, and there are certainly people that will apply unprompted, but there are a number of people who will be a part of this process where we will seek them out, we being the search firm," Moore tells KFEQ/St. Joseph Post. "That's really where they make their money is they are familiar with and have contacts throughout the industry."&nbsp;Moore says the prospectus acts as a sort of business card that will get sent out to candidates to show them what the university is searching for in its new President. &nbsp;Moore says one common theme that stood out from the prospectus is the desire for a President who is willing to be interactive.&nbsp;"And not all university presidents are, a lot of them do sit in the ivory tower, a lot of them may have even a Nobel prize for this or for that at a large university, or they're very well known in their particular discipline," Moore explains.&nbsp;Moore says a common theme heard in public input hearings, which played part in forming the prospectus, was the desire for the new President to be out interacting with students and constituents.&nbsp;Moore says while it's too early to tell how much interest there is in the President job, he does know that through the public hearings people recommended seven or eight candidates&nbsp;"Some where it was the same name referred by numerous people, those would tend to be people who already worked at the university," Moore says. "We did have some that have previously worked at the university, we had some referrals."&nbsp;But on the other hand, Moore says. &nbsp;"We also had a couple of, I would call them anti-referrals, where they said whatever, you do don't hire so and so," Moore says.&nbsp;The university anticipates announcing its next president in the spring of next year.&nbsp; You can find more information on the president search online&nbsp;

On Tuesday, police arrested 22-year-old Dalton S. Sinclair of Atchison on a District Court warrant for domestic battery.&nbsp;

He is being held on a $2500 bond, according to online jail records.

Missouri lawmakers return to Jefferson City for the annual
veto session today and they prepare for a special legislative session in which
they will consider tax issues.

Sen. Dan Hegeman of Cosby, the Senate Appropriations Committee
chair, expects the special session to be productive.

“Well, certainly hope we can get the ag tax credits renewed
with the longer time frame on them; six years rather than two years,” Hegeman
tells KFEQ/St. Joseph Post. “And also, I think we’ll get some kind of a tax
package put together to give people some of their tax dollars back.”

The governor called legislators back into special session to
consider a cut to the state income tax rate and to reconsider agricultural tax
credits they extended for two years, but the governor wants extended for six.

Hegeman says lawmakers will consider the governor’s call to
cut the state income tax rate, but might have their own ideas.

“We’ve gotten an idea from the governor. I think the state
House and the state Senate have ideas they’d like to explore,” Hegeman says.

State Rep. Brenda Shields of St. Joseph, a member of the House
Budget Committee, agrees, saying she doesn’t expect the legislature to rubber
stamp an income tax cut proposal outlined by the governor in the special
session.

“I do not believe that the legislature will take up the
governor’s plan as written,” Shields tells KFEQ/St. Joseph Post. “We will have
our own plan. It might mirror the governor’s very much, but I think that we
will have our own plan to introduce in both chambers.” 

Shields hopes an agreement can be reached so the special
session can be wrapped up quickly.

“So, our leadership teams from the House and the Senate are
working right now,” Shields says. “I hope to come up with a plan that is going
to be great for the legislature, will not cost the state a lot of money, and is
best for Missourians.”

The governor delayed the start of the special session by a
week, a clear sign that agreement had not been reached. Preliminary legislative
steps necessary to begin a special session will be taken today.

Rep. Rusty Black of Chillicothe expects the House to get down
to business next week.

“I’ve been talking to people back and forth and know that not
every agreement’s been made yet,” Black tells KFEQ/St. Joseph Post. “But I
think that the people in leadership in both those areas are working hard to
come in with some kind of a decision, hopefully by the 21st.”

Black says the lack of agreement that led to the delay of the
session didn’t surprise him.

“Where I work at, not everything’s pre-decided before it comes
out and there’s an awful lot of people involved and everybody wants to be heard,”
according to Black. “That’s part of the process.”

Gov. Parson wants the legislature to consider cutting the
state income tax rate from 5.3% to 4.8%, arguing that the state economy has
created a huge budget surplus. The General Fund has a balance of $1 billion.

The governor also vetoed the agriculture tax credit bills,
because the General Assembly extended them for only two years. He says the ag
tax credits must be extended for at least six years to be effective. Parson
also says the legislature treated the ag tax credits differently that business tax
credits that it extended for six years.

BUCHANAN COUNTY—A Missouri man was injured in an accident just after 5:30p.m. Tuesday in Buchanan County.

The Missouri State Highway Patrol reported a 2020 Ford Escape driven by Phillip R. McGary, 35, Maryville, was northbound on Interstate 29 three miles south of St. Joseph. The car traveled off the road and struck the guardrail.

Buchanan County EMS transported McGary to Mosaic Life Care. He was properly restrained, according to the MSHP.

Tarkio Technology Institute officials will launch a campaign later this week to raise money to help make renovations across its campus. &nbsp;

The campaign will look to raise $3 million dollars to help with roof improvements and remodels of campus buildings. Currently the school is at almost $600,000 dollars raised.&nbsp;

Davis says currently the college has 13 buildings on campus, but only three are being occupied. &nbsp;

"The other 10 have varying needs of repair or remodeling that needs to take place, most of them start at the top with the roof," Davis tells KFEQ/St. Joseph Post. "They sat empty for about 12 or 13 years and in our climate with some hot summers and the cold winters that's very hard on a building, especially flat roofs which we have a lot of."

Officials have revived the old Tarkio College, creating the Tarkio Technology Institute out of the once shuttered campus.

Davis says along with the roof repairs one building is also being remodeled to be a student housing facility. &nbsp;

"We're in a position now where we're getting applications from far enough out, for instance St. Joe, that we have to have housing on campus for students in order for them to attend the programs," Davis says.&nbsp;

Davis says the third project will be remodeling the cafeteria and lounge area on campus in extreme northwestern Missouri. Luckily for that building, Davis says, the roof is in good shape.

"We maintain it but the inside needs to be remodeled and refreshed and the facilities, the stoves and the refrigerators, all need to be refurbished," Davis explains.&nbsp;

An event will be held later this week at Tarkio Technology Institute to officially launch the fundraising campaign. &nbsp;

Davis says as part of the event on Thursday, attendees will be given a tour of the campus. &nbsp;

"We'll take them through the existing facilities, the ones we're using, the programs that are up and running, and then also show them the building that we're working on as the student residence and the cafeteria building," Davis says. "And then we'll have a short reception in our main building before we go down to the community building for our banquet."&nbsp;

The tours will begin at 3pm.&nbsp; Reservations are required for the gala and can be made online or by calling the offices at the college.&nbsp;

With buildings in need of repair, Tarkio Technology to launch capital fundraising campaign

A couple of military aircraft from the Air National Guard base
in St. Joseph flew missions in Europe this summer, indirectly tied to European
efforts to aid those suffering from Russia’s war against Ukraine.

Colonel John Cluck, commander of the 139th Airlift
Group, says the unit based at Rosecrans Memorial Airport in St. Joseph had two
aircraft in Europe this summer, pressed into service by the National Guard
Bureau.

“The 139th and the 180th Airlift
Squadron; we had what we refer to as our aviation package, which is a couple of
aircraft and maintenance supporting elements that’s required for them to
operate,” Cluck tells KFEQ/St. Joseph Post. “They were in Europe for the summer
and some of those missions bled into some support for relief efforts and things
of that nature.”

Cluck says the St. Joseph-based airlift group flew in support
of European efforts to come to the aid of refugees from Ukraine, fleeing the
war Russia began in February. 

Cluck says the 139th and the 180th responded
as they always do:&nbsp; they raised their
hand and said they would do it.

“They were basically back-filling missions in Europe that
supported all aspects of operations over there,” according to Cluck. “You
really can’t do that without helping out in the other causes.”

While the United States has provided relief and military aid
to Ukraine, it is not directly involved in the conflict.

“I’m sure there were many opportunities to fly in and around
the area, clearly not in Ukraine or anything like that, but certainly I’m sure that
there was some support through that.”

Cluck says the crews carried whatever European allies
requested them to carry.

“It’s all sort of ancillary stuff, you know, as the relief
supplies come in and they need moved around the European Theater,” Cluck says
the 139th and 180th planes carried medicine, food, tents,
cots, and related supplies. “It was that sort of thing.”

After completing their mission, the crews have returned home.

St. Joseph-based Air Guard flew relief missions indirectly tied to war in Ukraine

JEFFERSON COUNTY —Nine people were injured in an accident just after 5:30p.m. Monday in Jefferson County.

The Kansas Highway Patrol reported a 2005 Toyota Highlander driven by Xavier Hernandez, 19, Atchison, was westbound on U.S. 24 and turned&nbsp; south onto Lecompton Road in front of 2010 Kia Soul driven by Mikael Deyvon Owens, 26, Kansas City, Kansas.

EMS transported Hernandez, Owens, and passengers in the Toyota Abram John&nbsp;Phillips, 19, Olathe; Caleb&nbsp;Leapheart, 19, Katy, Texas, Chimemela J&nbsp;Okorafor, 23, San Bernadino, California, and passengers in the Kia&nbsp;Zibung, Anita Gayle Zibung, 35, Lawrence, David Lee Anthony, 28, Kansas City, Missouri, and a 3-year-old boy from Lawrence to Stormont Vail in Topeka.&nbsp;

EMS transported one passenger in the KIA identified as 35-year-old Jessica Arnold of Lawrence to KU Medical Center. All nine were properly restrained, according to the KHP.

8 adults, 3-year-old hospitalized after 2-vehicle crash

A number of invasive carp species have taken over the Lower Grand River and now the Missouri Department of Conservation is looking to remove them. &nbsp;

Invasive carp come in a variety of species, the most common locally is the Bighead Carp. They reproduce easily, often crowding the rivers. &nbsp;

Missouri Department of Conservation Supervisor Kasey Whiteman says the department is looking to remove 15-thousand pounds of the invasive species&nbsp;

"Because we know that the river system is all connected and therefore is considered an open system and the fish can go in and out, the first thing that we're going to do is we're actually going to completely net off on the upper end of that area completely net off the Grand River and then on the lower end by the mouth we're going to completely net off that lower end," Whiteman tells KFEQ Hotline host Barry Birr and Dekalb County Presiding Commissioner Kyle Carroll.&nbsp;

Whiteman says the department is going to evaluate its removal technique so it can improve its strategy on removing invasive species.&nbsp;

The department will close an eight mile stretch of water on the Lower Grand River from the Brunswick Access to just before where the river flows into the Missouri River.&nbsp; &nbsp;

Whiteman says none of the carp the department retrieves from the river will go to waste, thanks to a partnership with a commercial fisherman&nbsp;

"He will take the fish from us and then he will be able to use them through various means of cut bait for catfish to sell to people, or selling them to different avenues of people or processing plants that will use them for food fish, or fertilizer, or dog food," Whiteman explains. "But these fish can actually be used for something and not just necessarily once we get them out of the water that we consider them wasted."&nbsp;

Whiteman says any game or native fish that are caught will be sorted out and kept alive in tanks before being transported outside of the closed area where the department is getting the carp. &nbsp;

The department will have that stretch of water closed until Friday.&nbsp;

Missouri Department of Conservation looks to clear out species of invasive carp

ATCHISON COUNTY —Law enforcement authorities investigating a vehicle theft have a suspect in custody.

Just after 8:30p.m. Sept. 9, police recovered a 2020 Toyota Corolla that was parked in a parking in the 1900 block South U.S.73, according to Atchison Police Chief Mike Wilson.

LIVINGSTON COUNTY —Three people were injured in an accident just after 5a.m. Monday in Livingston County.&nbsp;

The Missouri State Highway Patrol reported a 2003 Ford F150 driven by Lucan J. Dick, 19, Cameron, was southbound on U.S. 65 three miles south of Chillicothe.

The pickup struck a southbound 2017 Kia Forte driven by Andre Miller, 28, Richmond, Texas, who had slowed to make left turn into a private drive.

Life Flight transported&nbsp; a passenger in the Kia Clayton Ferguson, 26, Houston, Texas, to Liberty Hospital. Chillicothe EMS transported Dick and Miller to Hedrick Medical Center.&nbsp; Dick was not wearing a seat belt, according to the MSHP.

St. Joseph will be looking for a new police chief.

Chief Chris Connally has announced he will retire at the end
of the month, bringing to a close 38 years in law enforcement. Connally, who
came to St. Joseph in 2006, says as he looks back on his tenure here, he’s most
proud of how St. Joseph police officers and citizens have come together to
solve problems.

“It’s really a collective thing. It’s not any one thing. It’s
all these relationships and things that come together in our city,” Connally
tells KFEQ/St. Joseph Post.

Connally served as interim city manager twice during his tenure with the city.

As for the search for his replacement, it begins soon
according to City Manager Bryan Carter who says the announcement didn’t come as
a surprise.

“Chief Connally’s been talking about retirement for a few months
now,” Carter tells KFEQ/St. Joseph Post. “We just hadn’t nailed down a
timeframe until recently.”

Carter says that has allowed city officials to begin the next
steps.

“The next steps will actually be putting together the plan of
how we’re going to conduct the search,” Carter says. “I do intend to do a wide
search and look for candidates who are interested from the region or the
country.”

Carter regards the position as extremely important.

“Oh, it’s one of the most important roles in our community if
not the most important from the city’s standpoint,” according to Carter.

Carter says Commander Dave Hart, a native of St. Joseph who
has been with the police department since 1999, will serve as interim police
chief.

The Missouri State Highway Patrol reported a 2011 Ford Escape driven by Logan M. Bowley, 25, Polo, was eastbound on MO 116 three miles west of Braymer.

The car traveled off the south side of the road and struck a utility pole.&nbsp; Bowley was arrested on requested charges of driving while intoxicated, careless and imprudent driving involving an accident and for no insurance, according to online records. He was released and&nbsp;Caldwell County EMS transported him to Cameron Regional Medical Center

He was properly restrained, according to the&nbsp; MSHP.
