A 5K run this weekend will benefit the St. Joseph Junior
League and give runners a chance to tune-up before the fall road race season
begins.

The Pony Express Run will be held Saturday, beginning at 9am.
It begins and ends at the Pony Express Museum.

Terra James with the Junior League says you don’t have to show
up to participate. Runners can complete their own virtual race and they don’t
necessarily have to run.

“However you want to do it, swimming, biking, hiking, running,
kind of up to you,” James says with a chuckle, speaking to Sam Starr on K-JO.

The United Way is a partner in the race this year.

James says the Pony Express Run comes during the “race
window”.

“The end of September, beginning of October, is when runners
typically start preparing for half-marathons and full marathons,” according to
James. “So, it’s called the race window. It makes for great weather and it
makes for a lot of runners coming out and we have a good turnout and people can
really motivate and support one another.”

The St. Joseph Junior League sponsors the Pony Express Run
each year as a fundraiser on the last Saturday of September. This year, the
United Way is partnering with the Junior League.

Runners invited to kick off race season with Pony Express Run Saturday

ATCHISON COUNTY—Law enforcement authorities have new filed charges against a Kansas felon who absconded in August, according to the Kansas Dept. of Corrections.

Just after 1a.m. August 19, police officers responded to the area of the 400 block North 9th in Atchison to investigate a report of shots fired, according to Police Chief Mike Wilson.

Officers determined that multiple shots had been fired and although there were no injuries to anyone, four vehicles became a focus of police.&nbsp;

Two were parked vehicles that were struck by gunfire and two vehicles that were occupied. The investigation that followed has led to charges being filed in District Court against 21-year-old Keldon M. Reynolds of Atchison. 

Reynolds is currently being held in the Lyon County Jail on unrelated charges. He&nbsp; is now charged in Atchison County District Court with criminal discharge of a firearm at an occupied vehicle, criminal possession of a firearm by a convicted felon, and two counts of criminal damage to property. 

He has previous convictions for theft and burglary, according to the Kansas Department of Corrections.

The Kansas Highway Patrol reported a 2017 Freightliner truck driven by Cody A. Barger, 26, St. Joseph, was westbound on 270 Road six miles north of Robinson.

Missouri woman injured after car strikes semi's trailer

The opioid problem is continuing to grow in Buchanan County with the number of accidental overdose deaths continuing to rise. &nbsp;

St. Joseph Health Department Health Educator Stephanie Malita says this year the number of accidental overdose deaths is 26.&nbsp;

"In comparison, accidental overdose deaths last year topped out at 29, and that figure of 26 is actually just through June of this year, because those types of discoveries and toxicology take a while to process," Malita tells KFEQ/St. Joseph Post.&nbsp;

Malita says in 2020 the number of overdose deaths was at 24, while the number was as low as 15 in 2019.&nbsp;

Malita says a number of those opioid deaths, are due to the drugs being laced with Fentanyl. &nbsp;

Malita says she's not sure exactly when the fentanyl problem popped up on the drug enforcement agencies radar. &nbsp;

"But I can tell you that data from the drug enforcement agency indicates that as many as four out of ten pills that they seize have fentanyl in them," Malita says&nbsp;

Malita says about 60-percent of those drugs that were seized by the agency saw an amount of fentanyl in them that was lethal.&nbsp;

Health Educator Stephanie Malita says it's important to make people aware of the problem, and it’s especially important when it comes to students. &nbsp;

"Youth are at higher and higher risk that want to experiment with boundaries, like kids do, and so to get the message out to parents it's very important," Malita explains.&nbsp;

She adds it’s important that parents understand the risks and are having conversations with kids about them. &nbsp;

Malita says the health department has been working hard to spread awareness, even setting up at the annual city jamboree to talk to students.&nbsp;

Overdose deaths growing problem in Buchanan County

The Joyce Ray Patterson 50+ Activity Center is helping adults 50 and older plan for their future. 

The center will host the first ever Active Adult Symposium, which will feature presentations about retirement, post retirement, and end of life planning. 

Senior Center Manager Julie Noel says the center decided to put on the event because of a large need in the community. 

"And a lot of vendors or businesses that will provide for those people, but there's not a good connection," Noel tells KFEQ/St. Joseph Post. "So, we wanted to connect people with the things that are avaialable in our community so that they can help them with their planning for their future."

The symposium will feature six presentations overall and will also have one health screening.  The presentations will take place starting tomorrow and run until October 7th. 

The health screening will be held this Friday from 1 to 4pm.  

Noel says people have been very receptive to this event and have been excited to register for the presentations. 

"We think that it's important to provide this service to people who live in St. Joseph and the surrounding area because it's not something that we see a lot and we just think that it's a great service that we can provide," Noel says.

You can call the activity center or go online to register for each presentation.  Registration will be taken until the day before the scheduled presentation.

Noel  says an event like this hasn't been very hard to set up. 

"The people that are coming to speak, they have the same kind of goals that we have, where they want to really help people, so they've been very receptive to presenting," Noel explains. "And the same thing with the vendors for the health fair, they've been very excited about it and it's fun to see that."

Noel says while she had the idea for the symposium during the pandemic while it was not possible, it gave her the time to think about what she wanted it to be.

An armed robber stole an undisclosed amount of cash and other
items from the FastGas convenience store at 3804 Mitchell Avenue Monday night.

St. Joseph police report the man entered the convenience store
around 10:30 Monday night, demanded money, and left on foot.

The suspect remains at large. No one was harmed in the
robbery.

15-year-old hospitalized in St. Joe after pedestrian accident

COLUMBIA, Mo. (AP) — Missouri state senators on Monday advanced two strategies for cutting income taxes, but behind-the-scenes negotiations were still ongoing.

The Senate Appropriations Committee voted out two bills on income taxes for the full Republican-led chamber to debate.

The first mirrors what Republican Gov. Mike Parson tasked lawmakers with passing when he called them back for a special session. Typically, Missouri lawmakers only work from January until mid-May.

In&nbsp;<a href="https://apnews.com/article/personal-taxes-missouri-government-and-politics-6bff9e9959f7ce09fcf048f9530c6063">his special session call</a>, Parson directed lawmakers to cut the top income tax rate from 5.3% to 4.8%, as well as increase the standard deduction by $2,000 for single filers and $4,000 for couples. He limited tax cuts to a maximum $700 million price tag per year.

The committee sent legislation with those provisions to the floor without making any changes.

An alternative plan would bring state income taxes down to 5%, plus another .1% per year if the state meets revenue growth benchmarks until the rate hits 4.5%.

Revenue growth thresholds would be tied to inflation, a difference compared to Parson's original plan.

The legislation, sponsored by Republican Sens. Lincoln Hough and Andrew Koenig, also would eliminate the bottom tax bracket. Hough said he was still working behind the scenes to reach a compromise.

The Missouri chapter of Americans for Prosperity and Associated Industries of Missouri backed Parson's plan and the alternative Senate bill during a Monday committee hearing.

But Missouri AARP Advocacy Director Jay Hardenbrook said the tax cuts would leave out seniors, primarily because they no longer pay income taxes. He urged lawmakers to take steps to shield seniors on fixed incomes from future property tax hikes that could force them out of their homes.

“None of these proposals really look into dealing with the impending property tax crisis that I think there will be when the reassessments are done next year,” Hardenbrook said.

Senators on Monday abandoned an idea to provide one-time rebates to taxpayers this year, instead opting for long-term income tax cuts. The committee also did not advance proposals to eliminate corporate income taxes.

Committee members also chose to advance high priority tax credits related to agriculture in a separate bill instead of lumping them together with any income tax cut proposals.

Missouri Senate committee negotiates income tax cut

A St. Joseph man being held on a charge that he killed his
six-year-old daughter has died of injuries suffered late last week during a
suicide attempt at the Buchanan County jail.

Buchanan County Sheriff Bill Puett reports Dustin Beechner was
discovered late last week in very serious condition from self-inflicted injuries.
Jail staff performed emergency medical treatment before rushing him to the
hospital. He died of those injuries this morning. Beechner was 37.

Puett says
Beechner had been under close watch at the jail.

“He had been in
suicide prevention protocols through Friday and he was evaluated by mental
health practitioners and they determined at that time that he wasn’t a suicide
risk,” according to Puett.

Beechner had been
housed in the protective custody area of the jail after being cleared from
suicide watch.

Puett says the circumstances of his death are under investigation.

“Well, obviously, we do a complete investigation into all
factors and information related to any type of self-harm event that results in
any type of injury or death,” Puett says.

Beechner’s body has been transported to Kansas City where the Jackson
County coroner’s office will perform an autopsy.

Beechner had been
jailed on a felony count of child abuse resulting in death for allegedly
beating his six-year-old daughter, Jozlyn Marie Beechner. Authorities found
Jozlyn’s body September 2nd on the roof of their St. Joseph home. She had been
beaten to death with an aluminum bat.

Beechner was on probation for one of two past felony domestic
assault convictions.

St. Joseph man accused of killing 6-year-old daughter dies of self-inflicted injuries

Two men have been taken into custody after a standoff with St.
Joseph police ended peacefully very early Monday morning.

St. Joseph police say the standoff began around seven o’clock Sunday night and ended after the two, said to be in their 30s, were talked out of the residence in the 1100 block of North 19th about six
hours later, around 12:30 this morning.

Police got four people out of the house prior to the two men
being arrested. One of them was identified as 31-year-old Blake Kretzer.&nbsp;

SJPD received information that Kretzer was wanted on felony warrants. When arriving at the residence, offers found a stolen vehicle from another jurisdiction that was suspected of being used in a felony crime earlier that day.

Farmers are out in the fields harvesting their crops, and that means they are also out on the roadways and drivers should be aware of these slow-moving vehicles. 

MoDOT Assistant State Traffic Engineer Jon Nelson says the biggest thing to watch for with these farm vehicles, is that they are going to be slow moving. 

"So, when people encounter them or come up on them in the roadway there's a couple things that can happen, one is just that large speed differential and you're going to close that gap a lot sooner than you realize," Nelson tells KFEQ/St. Joseph Post. "So, whenever you see those larger pieces of equipment that should be an early sign to brake early and give yourself plenty of room." 

Nelson says the other issue that is frequent is driver frustration in getting stuck behind slow-moving vehicles.  

Nelson says it's important to stay patient when driving behind farm vehicles, and to remember also, 

"They're doing the work that they need to do to help put food on our tables, get stuff to the grocery store, the things that they do for a living just like everyone else does for a living," Nelson explains. "And so, I think just being patient but also considerate that this is somebody out there doing their job, much like if you were going to pass a first responder on the side of the road or a highway worker." 

Nelson says when driving behind a farm vehicle its best to stay patient and wait for the best opportunity to pass to avoid traffic accidents.

MoDOT Assistant State Traffic Engineer Jon Nelson says the biggest thing to watch for with these farm vehicles, is that they are going to be slow moving. "So, when people encounter them or come up on them in the roadway there's a couple things that can happen, one is just that large speed differential and you're going to close that gap a lot sooner than you realize," Nelson tells KFEQ/St. Joseph Post. "So, whenever you see those larger pieces of equipment that should be an early sign to brake early and give yourself plenty of room." Missouri lawmakers have approved incentives for rural doctors

The legislation will provide a $1,000 tax credit for physicians

St. Joseph state Representative Brenda Shields sponsored the
measure, saying that a preceptor is someone who acts as an instructor and a
mentor.

“And a preceptorship is an amount of time that a student
spends with a practicing physician to learn about their position, so that they
can start thinking about what specialty that they want to go into,” Shields
tells KFEQ/St. Joseph Post.

This incentive doesn’t specifically target rural doctors. It
does though offer the tax break for physicians who aren’t otherwise compensated
for mentoring medical students. Shields explains that, typically, urban and
suburban doctors receive compensation from their hospitals to act as mentors.
Rural doctors often don’t have a sponsor.

A doctor offering a preceptorship to medical students can
receive a maximum of $3,000 in tax credits annually for mentoring three
students.

During legislative hearings held at the state Capitol in
Jefferson City during the regular legislative sessions, medical students related
to lawmakers their experience learning under rural physicians. The students
told legislators they not only learned a lot about the profession, they learned
a lot about life. It led many to set up practice in rural communities.

“And that they had chosen to become a family physician because
of the preceptorship that they had received from their preceptor,” according to
Shields. “So, it was basically really a way for us to encourage physicians to

high school diploma; requires colleges to post the suicide and crisis lifeline number
of student ID cards; requires state colleges to give course credit to any
student scoring three or higher on an advanced placement exam; and provides
bankruptcy protections for Missouri 529 college savings plans.

Oh, it also designates the third week in September as "Historically Black College and University Week." In fact, that was the original intent of the bill.

Tax incentives offered in hopes of luring medical students to practice in rural Missouri

The 2022 St. Joseph Area Sports Hall of Fame class was officially enshrined on Sunday night at the Stoney Creek Hotel and Conference Center. 

The class is made up of 10 individuals, a Special Olympics Athlete of the Year and one team induction.

Included in this year's class is former Missouri Western basketball coach and Missouri Sports Hall of Fame coach Tom Smith, who led the Griffons to 448 total wins, five MIAA regular season and tournament titles and 11 NCAA tournament appearances.

As a member of several other Halls of Fame, Smith says this one is extra special.

"I walk around town and people still call me coach," Smith said. "With that, I think it's a really, extremely big honor. I think my ability to relate to my players and have them relate back to me was very important. So, from that aspect, having several ex-players in the room (Sunday) was very nice."

Smith is also in the Missouri Western Athletics Hall of Fame, MIAA Hall of Fame, Missouri Basketball Coaches Hall of Fame and Valparaiso Athletics Hall of Fame. 

The floor at the Looney Indoor Sports Complex was also named in his honor in 2019.

Also included is local football legend Michael Hill - a St. Joseph Central graduate and Missouri's Western all-time leading rusher with 4,969 yards. Hill says learning about the rest of this Hall of Fame Class made the induction all the more special.

"Seeing everything that they contributed and things that they've done, it was an honor to be in the same class," Hill said, "and really good to see a lot of people who have supported me along the way in this crowd, too."

Hill is a member of the 2012 Missouri Western team that went 12-2  and won the MIAA title along with two playoff games. That team is being inducted into the Missouri Western Hall of Fame this October.

"Looking forward to seeing them at the tailgate before (the game Oct. 29), and it'll be good to see all of the coaches and players."

After Missouri Western, Hill went on to play for four years in the NFL on five different teams.

The other members of the class are basketball coach&nbsp;Gary Filbert, women's basketball star Janet Clark Moody, NFL official George Hayward, St. Joseph based Herzog Motorsports, football legend Vic Eaton, USA Weightlifting Coach Dennis Snethen, wrestling promoter Gust Karras, area sports innovator Bill McKinney,&nbsp; world renowned sporting clays Shooter H.L. “Doc” Childress and Special Olympics athlete Tanner Hrenchir.

Also on Sunday, former Kansas State football coach and St. Joseph native Bill Snyder, a 2021 St. Joseph Area Sports Hall of Fame inductee himself, presented Missouri Western women's basketball coach Candi Whitaker with the <a href="https://stjosephpost.com/posts/ec483352-6f93-4c30-a10d-63b7161fb4e3">inaugural Woman of Impact Award</a>, recognizing an outstanding achievement from a female athlete, coach, administrator or contributor over the past year.

CLINTON COUNTY —A Missouri woman was injured in an accident just after 6p.m. Sunday in Clinton County.

The Missouri State Highway Patrol reported a 2008 Chevy Uplander driven by Tamara S. Frederich, 52, Lathrop, was westbound on Route V five miles north of Lathrop.

The minivan traveled off north side of the road, struck an embankment and mailbox. The van continued, struck another embankment and a fence.

Tri-County ambulance transported Frederich to Cameron Regional Medical Center. She was properly restrained, according to the MSHP.

On Thursday, police arrested Jesse M. Roper-Kelley, 20, Atchison, in the 100 block South 2nd in Atchison, according to Police Chief Mike Wilson. 

He is being held on a $15,000 Bond on a District Court warrant for battery against a law enforcement officer, according to online jail records.

In March of 2021, he was jailed on requested burglary charges.

St. Joseph city residents will decide a half-cent sales tax
proposal in November, an increase in the city sales tax aimed specifically at
raising St. Joseph police salaries.

City Manager Bryan Carter says the tax hike which is estimated
to generate $5.5 million a year will help the city attract and retain police
officers.

“We’ve heard about the problem that exists in law enforcement
recruiting,” Carter tells host Barry Birr on the KFEQ Hotline. “As that problem
has gotten worse over the last several years, the cost of law enforcement has
gone up. The cost of enticing people to go into that field, enticing people to
stay in that field in a time when it’s becoming more challenging, that cost has
gone up.”

The City Council voted to place the issue on the ballot to pay
for the agreement it reached with the Fraternal Order of Police to increase
officer pay, increasing the starting salary for a police officer to $49,000. The
city also agreed to a 3% annual increase in salaries.

Carter says the measure will meet more than just immediate
needs.

“The design of it is to make sure that we are set up for the
long term, to ensure that we have a quality police staff and a much more full
police staff, that we have enough people out on the streets to keep you and I protected,”
Carter says.

The St. Joseph Police Department has more than 20 vacancies.
The department is authorized for 138 commissioned officers.

Carter says the problem the St. Joseph Police Department has
experienced with vacancies isn’t unique.

“I was just actually at a conference, a Missouri Municipal League
conference, over the weekend and one of the points that came up from a lot of communities
was they are seeing those same challenges; challenges getting people in the
door,” Carter says. “And they discussed the efforts they’re going through to
keep the folks they have, who’ve been with them and dedicated to their
communities for such a period of time.”

November 8th ballot.

door,” Carter says. “And they discussed the efforts they’re going through to
keep the folks they have, who’ve been with them and dedicated to their
communities for such a period of time.” The half-cent sales tax increase proposal will appear on the
November 8th ballot.

A driver and passenger are fortunate to have walked away from
an accident in downtown St. Joseph after a train ran into their car, stuck on
the tracks on Francis Street.

The St. Joseph Police Department reports the two remarkably suffered
only moderate injuries.

Police say the wreck occurred at 8:30 Thursday night at 77 Francis
Street. A train hit the car stuck on the tracks near the downtown riverfront.
