MERIL in St. Joseph, which specializes in helping people with disabilities live independently, will hold an annual celebration once again. &nbsp;

Director of MERIL Rob Honan says the annual Halloween Bash will return this year, after being postponed for the past two during the COVID pandemic. &nbsp;

"This is designed for kids of all ages so parents, mothers, grandparents, whoever if you have kids who want to come and trunk or treat, so there's a trunk or treat, trick or treat component, where we have games and candy and that kind of stuff," Honan tells KFEQ Hotline host Barry Birr. "There's also going to resource fair component of it where a lot of different agencies will be represented that we work with."&nbsp;

Each agency will have informational booths at the fair to pass out.&nbsp; The event wil be held on October 20th starting at 3:30pm in the MERIL parking lot at 4420 S 40th street.&nbsp;

Honan says there will also be a costume contest online that will begin the day of the event.&nbsp;

"And go through November the 7th so, for those of you who want to win a prize, we have some prizes ready to go for the Halloween costume contest, that would be another really good resource or way to get your costume out there," Honan says.&nbsp;

If the weather were to force the event to postpone, the makeup date will be October 27th.&nbsp;

Police say they have little to go on in the first shooting,
which took place around 9:30 last night in the 800 block of North 24th
Street. No one is cooperating. Police report they have had phone contact with
the likely target of the shooting and have a suspect in mind, but though there
were several calls about the shooting, few people are talking.

Later in the evening, police responded to calls about a
shooting in the 2700 block of Blackwell Road. Officers discovered a
pick-up in the ditch with bullet holes in it. Other evidence of a shooting was
found in the roadway.

Police says that shooting took place around 11 o’clock. The
driver and a passenger in the pick-up were not wounded. Officers tracked down a
suspect and took him into custody about half an hour later. He is described as
a white male in his 30s.

The Missouri State Highway Patrol reported a 2005 Jeep Liberty driven by a 15-year-old St. Joseph girl was southbound on Highway 371 at SE Barnett Road.

The driver of the Jeep was fixing her hair and allowing the passenger to control the vehicle.&nbsp; The 15-year-old female passenger from Agency lost control of the Jeep. 

The driver attempted to regain control of the vehicle, overcorrected and the Jeep traveled off the east side of the road, struck an embankment and rolled onto its top. Both the driver and passenger were ejected.

Buchanan County ambulance transported both teens to Mosaic Life Care. They were not wearing seat belts, according to the MSHP.

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas felon on new charges after another arrest.

On Monday, police arrested 38-year-old Perez Smith of Atchison&nbsp;in the 1000 block Laramie for driving while suspended, no vehicle tag, and no insurance, according to Police Chief Mike Wilson.

On Sept. 28, police arrested him for an alleged bond violation, according to online jail records.

In August, the KHP arrested him on requested charges of meth possession, interference with law enforcement, driving while suspended and additional charges.

Smith has two previous drug convictions, according to the Kansas Dept. of Corrections.

Two vaccines that were not previously available are now at the St. Joseph Health Department. &nbsp;

Clinic Supervisor Holly Hazzard says one new one is Shingrix, the shingles vaccine.&nbsp; Hazzard says receiving this vaccine is huge for the clinic with how many calls they receive looking for the vaccine&nbsp;

"And we were able to get it from the state of Missouri so it is under are 317 program which means that it's for people who do not have insurance," Hazzard tells KFEQ/St. Joseph Post.&nbsp;

The vaccine is available for those 55 and older or immunocompromised and uninsured, but it's not yet available to those with private insurance.&nbsp;

The second new vaccine is for the HPV virus.&nbsp; St. Joseph has had the vaccine for those under 19, now the state has provided vaccines for those 19 and older.&nbsp;

"It is still super beneficial to be able to get that vaccine to those individuals," Hazzard says. "So, being able to get that from the state of Missouri is huge for us because now we also have that to offer for people who are uninsured."&nbsp;

Hazzard says these vaccines are available not just in St. Joseph, but across the entire state.&nbsp;

"It has just not been something that, not even just the state, but the higher up guidance that we follow the federal regulations, it's just not been something that they've approved to be able to offer for no cost to individuals," Hazzard explains.&nbsp;

Hazzard says luckily this was a year that the state department of health saw the need for both these vaccines and gave them statewide approval.&nbsp;

Hazzard says medications are expensive and people have many hoops to jump through just to be able to get them.&nbsp;

"We were seeing a decline in people who were getting vaccinated because they had to pay for it out of pocket, so they try to take these steps to try to lower that gap between people who can't afford it and can and try to kind of even that out so that everybody has access to vaccinations," Hazzard says. "So, they opened it up to health departments to be able to offer for no cost to uninsured individuals."&nbsp;

Vaccines are available on a first come first serve basis.&nbsp; The St. Joseph clinic is open Monday through Friday from 8am to 11am and 1pm to 4pm.&nbsp;

The Missouri State Highway Patrol reported a 2008 Nissan Rogue driven by Kevin J. Rankin, 68, Maryville, was southbound on U.S. 71 three miles northwest of Barnard. The SUV struck a deer. 

Nodaway County EMS transported a passenger Deborah S. Rankin, 63, Maryville, to Mosaic in St. Joseph. The driver was not injured. Both were properly restrained, according to the MSHP.

The driver's vision was obscured by the glare of the sun. The vehicle struck a bicycle ridden by Steven R. Mozier, 59, Maitland.&nbsp;

After impact the International traveled off the road and through a fence. The bicycle and rider came to rest in the north ditch.

Nodaway County ambulance transported Mozier to Mosaic in Maryville. Tompkins was not injured and properly restrained. Mozier was not wearing a helmet, according to the MSHP.

Cameron Ambulance transported Constant and a passenger Brian E. Davis, 50, Hot Springs, Arkansas, to Cameron Regional Medical Center. They were properly restrained, according to the MSHP.

The Ford crested a hill and rear-ended a 2015 Chevy passenger vehicle driven by Tim E. Walters, 56, King City, who was stopped in traffic to allow another vehicle to make a left turn on Liberty Road.

Grand River ambulance transported Walters to Mosaic Life Care. The teen driver was not injured. Both drivers were properly restrained, according to the MSHP.

King City man injured after rear-end crash

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man and woman for alleged burglary and theft.

On August 24, police investigated a theft of a financial card from a residence in the 400 block Mound in Atchison, according to Police Chief Mike Wilson.

Just after 6p.m. Sunday, police arrested 32-year-old Mary C. McDonald and 30-year-old Jacob Camp both of Atchison.

McDonald is accused of unlawful entry into that residence and taking a financial card belonging to a 70-year-old victim.

Camp is being held on requested charge that involves unlawfully using that financial card at several area retail stores in amounts totaling around $850.&nbsp;

She is being held on a District Court warrant for aggravated burglary and a requested charge of theft by deception, according to Wilson.

In 2016 and in July of 2020, police arrested McDonald on requested charges of domestic battery and interference with law enforcement.

She remains jailed on a $30,000 bond, according to online jail records. He remains in custody on a $15,000 bond.

Kansas couple accused of burglary, using stolen credit card

A Democrat takes on a big challenge in far northwest Missouri,
running for the Missouri Senate seat being vacated by Sen. Dan Hegeman of
Cosby.

Hegeman has to leave the Senate due to term limits, leaving an
open race for the District 12 Missouri Senate seat, the largest district in the
Missouri Senate, comprised of 18 counties.

Michael Baumli of Maryville, who works in cyber security and
computer science, says he felt compelled to enter the race.

“I saw an opening and I decided to take it,” Baumli tells
KFEQ/St. Joseph Post. “Term limits for Dan Hegeman kicked in and so I thought
if no one else is going to do it, I might as well jump in. I really don’t like
politics. I don’t like diving into it, but something had to be done and someone
had to step up.”

Baumli grew up on a farm near Maryville and says, if elected,
he would be an advocate for rural communities, especially in education and
agriculture. Baumli not only works in computer science, he is a student at
Northwest Missouri State University, attempting to wrap up a degree.

Baumli faces Republican Rusty Black of Chillicothe, a state
representative who emerged from a crowded Republican primary field to run for the Senate.

Baumli acknowledges that as a Democrat, he faces an uphill battle.

“I would call it more of an up-mountain battle,” Baumli jokes.

Baumli says he realizes there are no Democrats from northern
Missouri serving in either the Missouri House or Missouri Senate, where Republicans
hold commanding majorities.

“A lot of miracles,” Baumli quips. “I’m a realist, too. So,
whenever I say, ‘Yeah, up a mountain,’ it’s going to take a lot of
connectivity. It’s going to take a lot of time and effort.”

Baumli says the only path to victory is hard work.

“Time and money and effort, things that just no one ever really
has and the ability to connect to people,” according to Baumli. “It’s hard.
But, I’m relatable in the sense that I’m trying to do what everyone else is
trying to do: &nbsp;just get by and get ahead,
if at all possible.”

Baumli says as a native of rural Nodaway County he can relate
to those living in the 12th District.

Four young men sustained non-life-threatening wounds from a weekend
shooting in St. Joseph.

St. Joseph police say the four were shot after leaving a party
at Mollus Hall, located on Illinois Avenue in south St. Joseph.

Police say the victims had been reported to have left the
scene, but later arrived at the hospital for treatment. The four victims, two
18-year-olds and two 19-year-olds, were treated at the hospital for wounds to
the lower part of their bodies. All reported addresses from the Kansas City
area.

at Mollus Hall, located on Illinois Avenue in south St. Joseph.Police say the victims had been reported to have left the
scene, but later arrived at the hospital for treatment. The four victims, two
18-year-olds and two 19-year-olds, were treated at the hospital for wounds to
the lower part of their bodies. All reported addresses from the Kansas City

Northwest Missouri State University’s School of Education has launched a new program aimed at helping develop the next generation of teachers.

Thanks to $40,000 in funds from the Missouri Department of Education, Northwest launched the teacher recruitment and retention program. 

Dean of the School of Education Tim Wall says the big idea behind the grant is understanding how difficult it is for some to get through a teacher education program financially. 

"So, what we wanted to do was put financial support into the hands of prospective teachers in addition to pairing them up with high quality mentors from local schools and a university mentor," Wall tells KFEQ/St. Joseph Post.  

Wall says the program launched with eight students from underrepresented areas of education. 

"Those can include first generation students, students from rural backgrounds, and then folks from diverse populations," Wall explains. 

Each student selected received a $3,000 scholarship for the 2022-23 school year.   

Wall says eight students were selected for the first-time program.  But how did those students qualify for selection? 

"We looked for people that qualified for the grant program by virtue of being a first-generation student from a rural community or a person who is from a diverse background or any of those characteristics," Wall says. "And we have eight students this time around, we're actively seeking funding to continue the program but haven't secured that yet." 

Wall says without knowing what funding the program could get he's unsure how far it could go, but that he does have dreams of continuing to expand the number of students it helps. 

Wall says the program will help with the financial cost's students go through, and goes on to say anything he can do to help students afford school, he will do 

"We believe that that would encourage people to stay in the field, because they won't have as much student loan debt which can make it difficult for those who teach and have a family and children," Wall says. "I mean it's difficult right now, Missouri's teacher salaries are, last I've seen, 49th or 50th in the nation."

DEKALB COUNTY—Law enforcement authorities are investigating a Missouri man for DWI following an accident just before 3a.m. Sunday in DeKalb County.

The Missouri State Highway Patrol reported a 2002 Ford F250 driven by Manuel R. Montoya, 23, Clarksdale, was northbound on Hedge Road just south of Route E five miles north of Maysville.

The pickup traveled off the road, struck a ditch and a fence. EMS treated Montoya at the scene. A 21-year-old passenger in the pickup refused treatment.

Montoya was&nbsp; later arrested on requested charges of failure to drive on the right half of the road, leaving the scene of a vehicle crash, misdemeanor DWI; prior offender and assault-force.

NODAWAY COUNTY—A Missouri woman was injured in an accident just before 10p.m. Saturday in Nodaway County.

The Missouri State Highway Patrol reported a 2005 Chrysler Pacifica driven by Amber D. Osborn, 33, Maryville, was westbound on MO 46 just east of Hallmark Road two miles west of Maryville.

The van traveled off the right side of the road, struck a barbed wire fence, became airborne, struck the ground with the front fender, began to skid and came to rest in ditch.

Nodaway County EMS transported Osborn to Mosaic in Maryville. She was not wearing a seat belt, according to the MSHP.

The Missouri State Highway Patrol reported a 2010 Kia passenger vehicle driven by Howard L. Smith 34, Rushville, was southbound on U.S. 169 two miles north of St. Joseph.

The Kia rear-ended a 2017 Ford passenger vehicle driven by Cynthia A. Knapp-Nelson, 59, St. Joseph, who was stopped in traffic.

Andrew County EMS transported Smith to Mosaic Life Care. Knapp-Nelson was not injured. Both drivers were properly restrained, according to the MSHP.

Buchanan Co. man injured after rear-end crash

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man in connection with preventing a violent crime.

On Tuesday, police arrested 63-year-old Bruce A. Kimmi, 63, Atchison,&nbsp; on a District Court warrant on a requested charges of knowingly violating a protective order, according to Police Chief Mike Wilson.&nbsp;

Kimmi is being held on a $2500 bond, according to online jail records.

Community Blood Centers in Kansas City and St. Joseph are on standby if blood is needed to help victims of Hurricane Ian, but supplying blood might be difficult. &nbsp;

Spokeswoman Chelsey Smith says the blood supply currently is critically low, and the need for donors is urgent.&nbsp;

"We were able to provide about 180 blood products to blood centers impacted by Hurricane Ian down in the southeast," Smith tells KFEQ/St. Joseph Post. "We are standing by in the event that they do need additional help, however it's not just our blood center, it's blood centers nationally are reaching out to help them."&nbsp;

Smith says the need for blood locally is so urgent, because of a lack of donors that have been coming in, a number that has been dropping the past two years. &nbsp;

Smith says when the initial call came out for donors just ahead of Hurricane Ian hitting Florida, the number of donors did jump slightly.&nbsp;

"But not nearly enough to continue to sustain us continually sending blood to Florida," Smith says. "So, we are helping as much as we can, and like I mentioned are on standby if they ask for more help from us, but we are very limited in our ability to be able to supply blood to them simply because we're not even meeting local need."&nbsp;

Smith says the number of blood donors has continually dropped over the last two years, largely in part due to effects from the coronavirus pandemic.&nbsp;

Smith says in 2019 they saw 25,000 donors donating regularly, but now that's not the case.&nbsp; Smith says they are doing everything they can to make donating blood easy&nbsp;

"So, we're hoping that if you're one of those 25,000 that was regularly donating, whether that be a workplace drive or somewhere else and you haven't been back, please know that the need has never been greater than it is right now and we need you to come back," Smith pleads.&nbsp;

Smith says the hope is that the urgent need for blood is not falling on deaf ears, and that people are hearing and understanding how desperate the need is.&nbsp;

City of Amazonia placed under boil advisory

A dispute over whether an Idaho couple can build a new home
near a lake close to the U.S. border with Canada could have a huge impact on
agriculture throughout the country.

The dispute has reached the U.S. Supreme Court, which heard
oral arguments this week.

Northern Missouri Congress Sam Graves is watching closely,
because the Supreme Court could strike down or uphold the Environmental
Protection Agency interpretation of the Clean Water Act, which it calls Waters
of the United States.

“It continues to be batted back and forth and it’s going to
hurt farmers,” Graves tells KFEQ/St. Joseph Post. “It’s literally going to
allow the EPA to come onto your property. It’s going to include almost all
property out there, allow the EPA to come onto your property and regulate you.”

During oral arguments, government lawyers sought to assure the
Supreme Court that WOTUS will not affect farmers.

“Some of the folks that support this will tell you that
farmers are exempt and that is absolutely not the case,” Graves claims. “There
is not any provision within this proposal that the Biden administration is
putting up that exempts farmers out of this. That is flat out false.”

WOTUS seeks to expand what waters can be regulated under the
Clean Water Act to include swamps, bogs, and marshes. Opponents contend the EPA
is exceeding the authority it has been granted by Congress which limits the Clean Water Act to navigable waters. The EPA contends it is operating under
the authority of the act and that WOTUS is vital to the environmental health of
the nation’s waterways.

Graves is hopeful the Supreme Court strikes down WOTUS.

“We are hoping for a favorable decision on that,” Graves says.
“I’m glad that finally we’re going to put this to rest once and for all.”

Graves says it appeared the issue was resolved with a
compromise reached during the last administration.

“This started with the Obama administration and the EPA’s
overreach,” according to Graves. “Then, the Trump administration rolled it back
and we came up with a compromise and now the Biden administration is putting
all these, and even further, restrictions back into it. So, it continues to go
back and forth.”

It will be a while before the Supreme Court issues its opinion.

Dispute in Idaho could lead to Supreme Court ruling affecting agriculture

A St. Joseph police officer suffered minor injuries in a wreck
while responding to an accident scene.

St. Joseph police say the officer was using his patrol car’s
lights and sirens when the crash occurred around 8:30 Thursday night at the
intersection of Belt Highway and Gene Field Road. The driver and a passenger in the other
car also suffered minor injuries and were taken to the hospital as a precaution.

The earlier accident occurred near the intersection of Belt
Highway and Rochester Road when a motorcyclist crashed into a sport utility vehicle
pulling out of the north McDonald’s parking lot onto the Belt. The motorcyclist
suffered minor injuries, scrapes and bruises to his leg.

Doniphan County health officials will hold a drive thru vaccine clinic tomorrow.

Doniphan County Health Director Cheryl Pierce says now is the right time to come and get your flu shot. 

"You want your flu vaccine to not wane until at least until towards the end of February, after Christmas is usually when we're hit hardest by influenza, the regular flu, because people have all got together over Christmas and the holidays," Pierce tells KFEQ/St. Joseph Post. "So, that's why we wait until October."

Pierce says by waiting until the end of September or early October to hold this event, people that come and get their shots will have built up immunity by those peak times during flu season. 

Pierce says this is a clinic that has been held almost every year.

"Just because we have a large constituency that loves us doing that drive thru, it's in our alley right behind the health department, October 7th from 9am to 6pm," Pierce explains. "You can go to our website or pick up any of the consent forms at the banks and post offices around our county and have the information pre filled out."

Pierce says having that paperwork pre-filled out will get you through the line quicker as you get your shots. 

Pierce says normally they give out between 300 and 500 shots during the drive thru clinic.

"That's a big bunch, that's about how many flu shots we give each year," Pierce says. "It's kind of an exercise for us too, if we did have to do mass dispensing of medications this would be the way that we do it in the event of any other biological event the health department would have to respond too."
