ANDREW COUNTY—One person was injured in an accident just after 8p.m. Monday in Andrew County.

The Missouri State Highway Patrol reported a 2005 Chevy Trailblazer driven by Ron D. Stanton, 55, Amazonia, was eastbound on U.S. 59 just south of Route H four miles south of Fillmore.

The driver lost control on the ice covered road. The SUV traveled off the road and struck an embankment.

Andrew County EMS transported Stanton to Mosaic Life Care. He was properly restrained, according to the MSHP.

Missouri man injured after SUV slides, strikes embankment

The pickup slid on the ice, crossed the centerline, traveled off the north side of the road and struck an embankment.

A private vehicle transported Marshall to Mosaic Life Care. He was properly restrained, according to the MSHP.

After a year and a half of meeting with the community, the Vision Forward committee is ready to present its plan to the St. Joseph School Board tonight. 

Co-Chair Bob Miller says the plan his committee is set to present the board has long term plans for issues already being addressed by the district 

"Things like attendance, behavior in the classroom, graduation rates, which really the district has begun taking action on," Miller tells KFEQ/St. Joseph Post. "I mean, these are things that it doesn't take a rocket scientist to see these are issues." 

While those are already being addressed by the district, Miller says the plan being presented will also address academics, such as early childhood education 

"Getting more access in other parts of the city as well and expanding that program just seeing the connection between kids getting involved in early childhood education in terms of their success," Miller says. 

Miller says the plan will also address the way the city middle schools are operated, as well as proposing changes in the high schools.  

"Wanting to look at block scheduling and getting back to that format," Miller explains. "Looking at creating environments that align with 21st century learning." 

Miller says through the Vision Forward process, the new school board has been very receptive to the ideas brought out of the meetings with the public.  

"The transition to Dr. Edgar coming in, which also included several new staff coming to upper-level staff downtown, they've been super supportive," Miller says. "I think a big part of that is because several of those new administrators downtown, were actual administrators at our schools." 

Miller says having people on the administration that have served within the schools provides good insight to what needs to happen to make proper changes. 

The long-term plan formulated by the committee proposes ways the school board can approach issues, from school attendance to academics.

Group presents its vision for St. Joseph Schools tonight

St. Joseph city officials have decided against pursuing an
extra tax on marijuana sales.

The St. Joseph City Council has declined to take advantage of
a provision in the constitutional amendment approved by voters that allows
municipalities to impose an extra three-percent tax on recreational marijuana
sales.

City Manager Bryan Carter says the council passed for the time
being.

“Really, for a couple of major reasons. One being that we just
came off the police sales tax and we’re getting ready to go through the CIP
process, which is an incredibly important process for us and that will likely
be before voters in August or possibly November of this upcoming year,” Carter
tells host Barry Birr on the KFEQ Hotline.&nbsp;
“We want to be careful about how many taxes we throw out there and how
quickly that happens.”

Carter says city council members have decided to focus on the
Capital Improvements Program. Carter says the city council is cautious of sales
tax fatigue.

“We want to be careful about how many taxes we throw out there
and how quickly that happens,” Carter explains. “While this would be a sales
tax specifically on one product and wouldn’t necessarily affect the bulk of the
community, it is nonetheless a tax and we want to be cognizant of that.”

Estimates of what such an additional sales tax would bring in
to the city is hard to come by, according to Carter. The city sales tax on
medical marijuana sales is estimated to generate $130,000 to $150,000 a year.

Carter says the city legal team is reviewing city ordinances
to see what changes need to be made in light of the amendment’s passage. Employment
policies also need to be reviewed.

“The city, historically, had a very broad policy against any
sort of illegal substances,” Carter says. “Now that marijuana’s been legalized
and furthermore now that a few protections have been added associated with marijuana,
we’re doing a deep dive in our policies to figure out what we can do and what
we need to do.” 

Carter says St. Joseph will be reviewing its smoking and
health ordinances as well. Anti-smoking ordinance only refer to tobacco use
without mention of marijuana use.

A national economist gives an encouraging talk to the St.
Joseph Chamber of Commerce, right after bracing them for a rough first half of
next year.

Economist Chris Kuehl, managing director of Armada Corporate
Intelligence, is turning optimistic about the economy in 2023.

“My position lately has been more glass half full than glass
half empty,” Kuehl tells KFEQ/St. Joseph Post during a break in the Chamber’s Economic
Development Summitt.

But Kuehl says the economy will go through a rugged first half
of the year, then it will turn.

“So, it’s kind of hunker down, get past the next two quarters,
and things get better,” Kuehl says.

Kuehl cautions business executives to prepare for a rough
beginning to the new year, but encourages them that segments of the economy
show signs of improvement, though it might not come until well into 2023.

“Basically, inflation has already peaked,” Kuehl says. “We’ve
begun to see a lot of change globally as far as inflation, which slows down the
central banks and they stop raising rates as aggressively as they have been and
you’re also seeing a lot of improvements in things like commodity pricing. The
biggest limitation right now is labor force.”

Kuehl is pleased the Federal Reserve raised interest rates
this week by half a percentage point, rather than the three-quarter percent
hikes it had been pursuing.

“It basically means that they’re slowing down. They are probably
maybe a quarter or two away from stopping the rate increases altogether. And traditionally,
once they’ve reached peak, about eight or nine months later, you’ll start to
see rates come back down again,” Kuehl says. “It’s almost a joke among central
banks that we do what we do until something breaks and then we decide to fix
what we broke by lowering rates.”

Kuehl says the labor shortage will continue to push wages
higher, a stubborn problem for efforts to tame inflation. Kuehl says economists
have seen the labor shortage developing for quite some time.

A routine grocery trip resulted in winning $10,000 for Hannah Smith and her husband Marquest.&nbsp;

Smith says at first when the winning ticket from the Shop St. Joseph event was announced, she didn't see the zero in the number.&nbsp;

"So, I thought maybe it was like we didn't win, I thought maybe there was another ticket without the zero," Smith tells reporters. "It wasn't until I went online that I was like oh, oh, we won."&nbsp;

Marquest says he was at work when the number was announced and came back to several missed texts from Hannah.&nbsp;

"I looked there and she was like we won, I'm not kidding we won, and I was like no I don't believe it," Marquest says. "So, I immediately facetimed her just to verify and I still don't believe it at this point."&nbsp;

Representatives from Hy-vee and the St. Joseph Chamber of Commerce presented the check to Hannah and Marquest at the St. Joseph Hy-vee. &nbsp;

Marquest says some of the winnings will go towards a family vacation that they have talked about going on for some time. &nbsp;

"We've been trying to brainstorm what we want to do because we haven't had a big family vacation pretty much ever all the trips, we've taken have been to go see family or a wedding or something," Marquest explains. "So, we've been planning our first ever family vacation."&nbsp;

"So, a portion of it will go towards that," Hannah chimes in.&nbsp;

3 children injured after Nodaway Co. rollover accident

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man for alleged child sex crimes.

Police conducted an investigation in December 2014 that related to a child victim under he age of 14. During that investigation, 40-year-old Austin Kau was taken into custody in Buchanan County Missouri on an unrelated Missouri case.

 Since that time he had remained in the custody of the Missouri Department of Corrections until being released this week to the custody of the Atchison County Jail, according to Police Chief Mike Wilson.&nbsp;

Kau is being held on an Atchison County District Court warrant charging him with aggravated criminal sodomy that was filed in February 2015.

Shop St. Joseph winning number drawn Thursday

Maps drawn by the Federal Communications Commission outline
the extent of broadband coverage in rural America and will determine the amount
of federal funding northwest Missouri will receive to extend coverage.

Communities and residents have a chance to correct any errors
in those maps.

And Adam Thorp with the Missouri Office of Broadband Development
says a conference call Friday afternoon one will explain how to challenge the
maps.

“Those maps are going to be used to determine how much funding
each state receives out of this $42.45 billion federal investment in broadband
through the Infrastructure Investment and Jobs Act,” Thorp tells KFEQ/St.
Joseph Post. “It’s also going to help us determine where we need that money to
go.”

Thorp says his office during the conference call will walk
through how individuals, businesses, and communities can challenge the maps and
point out where high-speed Internet is not available.

Thorp says the original FCC maps wrongly showed large areas of
the state well served with high-speed Internet.

“Including large parts of northwest Missouri where we couldn’t
fund projects, because it showed the entire area as being served,” according to
Thorp. “The new maps are much better on that score. They show I would say a
generally more realistic picture, including very large parts of northwest Missouri
and areas around the state that are now well served.”

Congress approved the money, but did not allocate it. Those
maps will determine where the money flows. If the maps incorrectly indicate an
area has access to broadband when it doesn’t, that area likely won’t receive
federal money no matter how dire the need.

“The amount of money that Missouri will receive from that
funding depends on how much people engage with the challenge process and the
more funding that Missouri receives, the more projects that we’ll be able to
build.”

Thorp says the coronavirus pandemic made clear the importance
of broadband. 

“Because I think people recognize more than ever that there’s
a really profound need for a whole variety of uses in terms of making sure that
there aren’t communities in this state and in the country that get left behind
in the digital economy,” Thorp says.

The Missouri Office of Broadband Development will walk individuals,
businesses, and communities through the process of challenging those FCC maps
during a conference call at 1pm Friday afternoon. Plus, the office and the
University of Missouri Extension will provide technical assistance to those

of federal funding northwest Missouri will receive to extend coverage.Communities and residents have a chance to correct any errors
in those maps.And Adam Thorp with the Missouri Office of Broadband Development
says a conference call Friday afternoon one will explain how to challenge the
maps.“Those maps are going to be used to determine how much funding
each state receives out of this $42.45 billion federal investment in broadband
through the Infrastructure Investment and Jobs Act,” Thorp tells KFEQ/St.
Joseph Post. “It’s also going to help us determine where we need that money to
go.”Thorp says his office during the conference call will walk
through how individuals, businesses, and communities can challenge the maps and
point out where high-speed Internet is not available.Thorp says the original FCC maps wrongly showed large areas of
the state well served with high-speed Internet.“Including large parts of northwest Missouri where we couldn’t
fund projects, because it showed the entire area as being served,” according to
Thorp. “The new maps are much better on that score. They show I would say a
generally more realistic picture, including very large parts of northwest Missouri
and areas around the state that are now well served.”Much is at stake.Congress approved the money, but did not allocate it. Those
maps will determine where the money flows. If the maps incorrectly indicate an
area has access to broadband when it doesn’t, that area likely won’t receive
federal money no matter how dire the need.“The amount of money that Missouri will receive from that
funding depends on how much people engage with the challenge process and the
more funding that Missouri receives, the more projects that we’ll be able to
build.”Thorp says the coronavirus pandemic made clear the importance
of broadband. “Because I think people recognize more than ever that there’s
a really profound need for a whole variety of uses in terms of making sure that
there aren’t communities in this state and in the country that get left behind
in the digital economy,” Thorp says.The Missouri Office of Broadband Development will walk individuals,
businesses, and communities through the process of challenging those FCC maps
during a conference call at 1pm Friday afternoon. Plus, the office and the
University of Missouri Extension will provide technical assistance to those

Money is on the line with FCC broadband coverage maps

ATCHISON COUNTY—Law enforcement authorities investigating alleged domestic violence have made an arrest.

Just after 2a.m. on October 24, police responded to a domestic disturbance in the 1000 block Riley Street in Atchison, according to Police Chief Mike Wilson.

EMS transported an injured 44-year-old woman to the hospital for treatment and later released.

The 27-year-old suspect identified as Zachary C. Elmore was not at the scene. On Wednesday, police arrested Elmore on requested charges of aggravated battery and criminal damage to property.

Kan. man captured 7-weeks after alleged domestic attack

With just nine days left, the Adopt a Family program reports there are still more than half of their families have yet to be adopted. &nbsp;

AFL-CIO Community Services Director Nichi Seckinger says thankfully, there has never been a year where all the families didn't get adopted.&nbsp; But she's aware of the realistic possibility of that happening. &nbsp;

"We would do absolutely everything we could to get them taken care of in some way or another, I mean obviously we would let any of them come through the gift room we have in hopes that we could find some items for them, and do the best we can with them," Seckinger tells KFEQ/St. Joseph Post. "And, we will use the funds that have been donated to be able to try and help as many as we possibly can."&nbsp;

Seckinger says 800 families applied for the program; the highest number since 2015.&nbsp; Seckinger says that number is largely due to economic problems.&nbsp;

"Namely the cost of gasoline, you know a lot of these folks are working, and unfortunately they're the working poor, and so they're barely eking by and when gas prices go up, that cuts into everything they're doing," Seckinger says. "And when they can just barely pay the bills as is, it leaves that much less for anything else."&nbsp;

Seckinger says many of these families Community Services sees year after year as they first apply when their children are younger.&nbsp; &nbsp;

Seckinger reports that thus far 414 families and 11- hundred, 50 individuals have been served, which nearly 400 families awaiting adoption.&nbsp;

And Seckinger says while the economy and rising gas prices has affected those looking to be adopted, it's also affected the number of people who adopt. &nbsp;

"We have had some adopters say unfortunately this year we're only going to be able to adopt a family, where in the past maybe they adopted a couple of families," Seckinger points out. "Or we've had organizations say we've got people signed to help this year but it's not as many as in years past so we're not going to be able to do as much."&nbsp;

"And of course, we're happy to have them help in any way that they can, and we don't ever want anyone to put themselves in a bad position."&nbsp;

Seckinger says that how people can help all comes down to how much time they can afford to give. &nbsp;

"If they have three hours, they can adopt a family and go shop for them, if they have two hours, they can probably go shopping to get some items for the gift room, if they have less than an hour it might be easier for them to just make a donation or buy some gift cards if they want to pick out a specific family," Seckinger explains. "We can turn around an entire adoption in an hour."&nbsp;

Time running out with families still waiting in the Adopt A Family program

Missouri might have legalized recreational marijuana, but it
will remain off limits on the St. Joseph campus of Missouri Western State
University.

“While the state has passed that amendment, Missouri Western
is certainly not going to have any situation like that on campus,” Missouri
Western President Elizabeth Kennedy tells host Barry Birr on the KFEQ Hotline.

Kennedy points out the university bans other legal substances.

“We are an alcohol-free campus and a no-smoking campus, so we
will keep those,” Kennedy says. “One of the things we have to keep in mind, we
have a lot of young adults on our campus. You have to be 21 to able to engage
in recreational marijuana and they’re not.”

Kennedy says the university issued a memo to staff and
students stating marijuana use will not be allowed on campus even though state
law has changed.

“To make sure everyone understands what Missouri Western’s
policies are, what our guidelines are, and to help our own campus police so
they understand what we will be asking them to do and not do and those kinds of
things.”

Kennedy says Missouri Western would risk federal dollars if it
allowed marijuana use on campus.

“We have to remember again, according to federal law, it is
illegal and if you’re receiving federal funds, which we do from Pells (Grants)
and those kinds of things, we would be in jeopardy of losing our ability to get
the federal funding and we’re not going to do that.”

Kennedy adds the university takes substance abuse seriously
and attempts to help students caught in addiction.

“For some of these students, it’s the first time they’re away
from home,” Kennedy says. “There’s a lot of freedom that can come with some
things, but there’s also a lot of responsibility and that’s what we’re really
helping them really develop into, is the responsible adult who understands
those kinds of things.”

It might be legal in Missouri, but marijuana isn't welcome at Missouri Western

The St. Joseph Sports Commission, in partnership with the Junior League of St. Joseph, announced the creation of the inaugural St. Joseph, Missouri Marathon which will be held on Saturday, September 23, 2023.

The race will feature five different distances for participants to choose from, including a full marathon (26.2 miles), half marathon (13.1 miles), 10K race (6.2 miles), 5K race (3.1 miles) and a relay team element that encompasses the full route. Full marathon participants will have the opportunity to achieve a Boston Marathon qualifying time as the course will be officially certified.

This scenic and challenging race route, which begins and ends behind Civic Center Park in downtown St. Joseph, will take participants from north to south. The route includes numerous St. Joseph landmarks like Krug Park, Hyde Park, Lovers Lane, Ashland Avenue, Pony Express Museum, the Museum Hill Area, all incorporating the 12 miles of the city’s historic parkway system.

Race weekend begins with a Packet Pick-Up Community and Fitness Expo which will be held at Civic Arena on Friday, September 22. On race day, pre and post event activities will be staged in Civic Center Park within easy access to the start and finish line.

“In the continued quest of creating or attracting events that have interest, fit and niche in our community, the establishment of a true, community wide, marathon type of event quickly gained traction among many earlier this year,” said Brett Esely, Director of the St. Joseph Sports Commission.

“The vision for this event not only encompasses our local and regional running community but will be a true tourism event that will potentially attract participants from all over the country. These events are major undertakings with a lot of moving parts, hundreds of volunteers, people working together and is a great way to showcase our community.”

The partnership with Junior League of St. Joseph expands on a decade-long foundation they’ve created with the former Pony Express Run, which included a half marathon and most recently a 5K race.

A portion of the St. Joseph Marathon’s proceeds will benefit Junior League’s initiatives which include; Cinderella’s Closet, Hope Totes, Community Assistance and Literacy Grants along with their support of the United Way of Greater St. Joseph.

Registration and pricing information for the St. Joseph Marathon will be announced and open in mid-January 2023.

Sponsorship and expo booth information will also be available at that time. Volunteer opportunities for individuals and groups will be available in early spring.

St. Joseph Sports Commission unveils city's first marathon coming in 2023

As of December 8, it’s now lawful for people ages 21 and older in the state of Missouri to possess and use marijuana.

Medical marijuana has been legal in Missouri since 2018, but this past November, voters approved a constitutional amendment, legalizing the drug for anyone 21 or older. Missouri has become the 21st state to legalize recreational marijuana.

The amendment passed by a 53.1 - 46.9 percent margin. Nineteen of Missouri’s 114 counties voted no on the amendment. Buchanan County approved Amendment 3 by a slim, 712 vote margin. Buchanan County Sheriff Bill Puett says this law brings with it new concerns about impairment - particularly behind the wheel.

"We have to make sure that people remain safe and protected," Puett said on KFEQ's The Hotline. "Just like we restrict driving while intoxicated with alcohol or other activities, it's a concern when we have impaired drivers."

On top of that, there’s a lot to be figured out yet with this new law. For one, dispensaries cannot sell marijuana for recreational use until February 2023.

People will eventually be able to grow it themselves, but applications for that won’t be taken until January 7. Schools and businesses can still prohibit the drug, as it is still illegal at the federal level.

"It's extremely confusing right now," Puett continued. "We want to make sure the (prosecutor's) staff is as up to speed as possible."

The main concern for law enforcement agencies across the state is not only the danger of impairment, but the difficulty in assessing that impairment. Puett says it’s not as cut and dry as when an officer stops someone for drinking and driving.

"With THC, it's going to be a situation where there's going to have to be other information provided to the courts and right now, there's a lot of agencies that are restricting K-9 use, because most working dogs that are in service right now have been trained to sniff drugs, including marijuana."

The people have spoken, and recreational marijuana is legal in Missouri. Studies show the state may bring in $1.3 billion in annual sales once the program is up and running.

There will be a 6% sales tax for recreational marijuana that'll be collected and distributed to a number of organizations in the state through the Veterans, Health and Community Reinvestment Fund.

The amendment also allows people with certain marijuana-related, non-violent offenses to petition for release from incarceration, parole and probation and have their records cleared.

But from a law enforcement standpoint, Puett says there are some difficulties ahead.

"Probably we're going to have a lot of, I hate to say difficulties, but I think it'll be a rough and rocky process to try and figure out. I think some of it will have to be done by case law through the courts."

Buchanan Co. Sheriff foresees challenges with legalization of marijuana

Northern Missouri Congressman Sam Graves sees reason for
optimism as Congress gets set to operate as a divided government once again.

While Republicans took control of the House, the Senate
remains in the hands of the Democrats.

Graves, a Republican, says House Republicans need to begin the
next session of Congress by reaching out to their Democratic colleagues in the
Senate.

“This isn’t the first time that I’ve worked with a Democrat
Senate,” Graves tells KFEQ/St. Joseph Post. “We’ve been in the majority in the
House before with the Democrats in the Senate. We were able to get a lot of
things done when I was chairman of the Small Business Committee.”

Graves, who first won election to Congress in 2000, says he worked well with former Sen. Mary Landrieu, a Democrat
who chaired the Senate Small Business Committee at the time. He says, together,
they were able to draft legislation that cleared both chambers of Congress.

Graves says that by working together, the two chambers should
be able to send President Joe Biden bills he can sign.

“He’s running for re-election as well,” Graves says. “So, he’s
going to be looking at legislation. He’ll be very careful about what he vetoes
and what he doesn’t veto. But with the Senate in Democrat hands, there will be
a lot of compromises that are made and hopefully he’ll be able to see the good
in a lot of this legislation and sign it.”

Graves, who is the senior member of the Missouri Congressional
delegation, says he’s worked in a split government before and has been able to
reach across the political aisle to craft legislation with Democrats.

“That’s one area that I’m very capable of, is being able to
work with the other side and find common ground,” according to Graves. “I’m
cautiously optimistic.&nbsp; I think that we’ll
be able to have a productive couple of years.”

Graves is expected to become chair of the House Transportation
and Infrastructure Committee in the new Congress.

The first session of the 118th Congress convenes on
Tuesday, January 3rd.

The Salvation Army in St. Joseph believes everyone should have a happy holiday, and are giving away toys and clothes as part of an annual tradition.&nbsp;

The Salvation Army Toy Shoppe will run today [Wed.] and tomorrow [Thu.] out of the Salvation Army gym, providing applicants in need with toys and clothes for their children. &nbsp;

Major Ronald Key says toys were gathered from donors thanks to the angel tree tags that were around St. Joseph. And now everything is set up and ready to be given away&nbsp;

"Hopefully everybody's applied who needs to apply and those kinds of things, but we'll probably help we're talking 150 kids this year probably," Key tells KFEQ/St. Joseph Post. "They'll pretty much, the last two years because of COVID we had to bag it off ahead of time, this year the parents can actually go around the Toy Shoppe and pick what their children want, so it's a little more personable that way."&nbsp;

Key says people that applied to come to the Toy Shoppe are all in need for one reason or another. &nbsp;

"Maybe they don't have, because of the economy, still maybe affected with COVID, a lot of different things, so it helps us to supply what their children need for Christmas or what they've asked for," Key says. "So, we do the best we can with filling that need and most of our children go home with eight to ten toys and that also includes clothing and stuff like that."&nbsp;

Volunteers are still needed to help at the Toy Shoppe escorting shoppers through all the toys that were donated.&nbsp; Interested people should call the Salvation Army offices to volunteer.&nbsp;

Key says the number of donations this year has been outstanding, and the Salvation Army gym is full and ready to give toys away this year. &nbsp;

"The generosity of the people in St. Joseph who have purchased things for kids they don't know is just wonderful, so we've had organizations that have adopted and provided stuff, local Walmart stores and Sam's Club who have put up angel trees for us, Menards who does an angel tree for us, all of those things have been wonderful," Key proudly says. "So, as far as donations we're doing really well on those."&nbsp;

ATCHISON COUNTY—Law enforcement authorities are investigating a burglary in Atchison.

According to Atchison Police Chief Mike Wilson, suspects broke into Luxe Steel Windows and Doors in the 500 block Woodlawn Avenue sometime between midday on Monday and midday on Tuesday. 

They took two 50-inch televisions. Police released no additional details.

ANDREW COUNTY—Two people were injured in an accident just after 4p.m. Tuesday in Andrew County.

The Missouri State Highway Patrol reported a 2019 Chevy&nbsp; Blazer driven by Barbara J. Cronk, 64, Maryville, was northbound in heavy traffic on Interstate 29 three miles north of St. Joseph in the driving lane.&nbsp;&nbsp;

The driver failed to yield to stopped traffic and rear-ended a 2022 Chevy Silverado driven by Jose A. Lallana, 61, Plattsburg.

After impact, the pickup rear-ended a 2014 Jeep Grand Cherokee driven by Madalyn A. Kreek, 19, Oregon, Missouri.

Mueller, 19, Maryville.After impact the Camry traveled across the west side of the road and the drivers side struck a guardrail.&nbsp;After the 2022 Silverado struck the Jeep, it continued northbound and struck the towed unit of the 2021 Silverado.Andrew County EMS transported Kronk and Kreek to Mosaic Life Care. A private vehicle later transferred Kreek to Fairfax Community Hospital.&nbsp; There were no other injuries. All five drivers were properly restrained, according to the MSHP.
