BROWN COUNTY —Law enforcement authorities are investigating an Oklahoma man on drug allegations.

Just after 4:30pm. June 9, a sheriff's deputy initiated a traffic stop on U.S. 75&nbsp; near 170th for speeding, according to Sheriff John Merchant.

During a visit with the driver, the deputy observed the odor of raw marijuana coming from inside the vehicle.&nbsp; Based on the investigation that followed, deputies arrested 30-year-old Charles Scott of Geary, Oklahoma on requested&nbsp;charges of Possession of Meth, Possession of Marijuana and Possession of Drug Paraphernalia.

Flows into the Missouri River from the six upstream reservoirs
have improved as drought conditions ease in the upper Missouri River Basin, but
only to the point of slightly above average.

The U.S. Army Corps of Engineers has been watching those
flows.

Chief of the Missouri River Basin Water Management for the
Corps, John Remus, cautions the improvement hasn’t been enough to convince the
Corps to return flows from Gavins Point Dam to normal.

“Even with a near-average runoff forecast, the reservoirs remain
below the base of the flood control and therefore we are anticipating continuing
our water conservation measures through 2023 and possibly longer,” Remus tells
a conference call held by the Corps of Engineers.

Remus says the Corps understands the Missouri River’s
importance for irrigation as well as city water supplies and industrial uses.

“There is presently and will be adequate water in the reservoirs
and in the river reaches between the reservoirs and below the system to serve
all of the water supply need,” according to Remus.

Missouri River levels also are strong enough to support
navigation.

Remus says the drought in the upper Missouri River basin has
lessened, but it still remains abnormally dry.

A coalition of 18 commodity groups recently voiced opposition to the Opportunities for Fairness in Farming, or OFF Act, in a letter to leadership of the House and Senate Agriculture Committees. 

If enacted, the groups say the legislation would substantially undermine their members’ ability to promote U.S. agriculture- and natural resource-based commodity products. 

The Trade Associations represent American farmers, ranchers, foresters, and processors of raw materials. 

The letter states, “Each of these industries plays a critical and irreplaceable role in the U.S. economy through the production of food, fiber, and other essential goods—all while creating jobs, stewarding resources, and supporting local communities across the country.” 

Proponents of the bill argue this legislation would increase transparency and close perceived loopholes in the statutes enabling checkoff programs. However, the commodity groups charge, “The bill would not create any new checks and balances to ensure compliance and fairness.” The groups urge lawmakers to oppose the legislation.

ATCHISON COUNTY—Law enforcement authorities are investigating&nbsp; another suspect in connection with a burglary

Just before 6:30p.m. Sunday, police arrested 38-year-old Joseph J. Dyer of Atchison in the 1200 block Guthrie Circle on a District Court warrant for theft, according to Police Chief Mike Wilson.

This warrant is in connection to a police investigation of the theft of items during a residential burglary on December 25, 2022 in the 300 block North 3rd in Atchison.

Dyer is the third subject charged in association with this case, according to Wilson.

A cattle truck overturned on Interstate 29 in St. Joseph late Sunday night, injuring some cattle so severely they had to be euthanized at the scene. Other cattle
were rounded up, while still others broke free and are roaming in St. Joseph
subdivisions.

The Missouri State Highway Patrol reports the semi
tractor-trailer carrying 78 head of cattle crashed after 11 o’clock. The wreck as well as cattle roaming free on the interstate shut down I-29 until about 4:30 Monday morning.

Other accidents occurred as drivers came up on the crash, according to St. Joseph police, but none of them caused injuries, at least not serious enough injuries to require hospitalization.

Reports of cattle in various St. Joseph subdivisions have been

caution all around town, cows are running all over.”

Just before 9:30 p.m. June 6, a Brown county deputy initiated a traffic stop on Kestrel Road near Oregon Street on the west side of Hiawatha, according to Sheriff John Merchant.

After a state law change lowered education requirements, a state official speculated that low pay still holds back certified substitute teachers from taking jobs

The state has collected more than 73,000 survey responses that reflect details such as who is substitute teaching in Missouri public schools, what they’re paid and where they work.

The data,&nbsp;<a target="_blank" href="https://dese.mo.gov/media/pdf/substitute-teacher-survey-report-2022-23">released Wednesday</a>&nbsp;by the state Department of Elementary and Secondary Education, may not offer a clear reason why some school districts struggle to recruit substitute teachers, though more people are applying for certification.

For example, have state law changes enacted last year affected the applicant pool?

Last year, the Missouri legislature reduced the number of&nbsp;<a target="_blank" href="https://dese.mo.gov/educator-quality/certification/substitute-teachers">college credit hours</a>&nbsp;required to be a substitute teacher from 60 — typical to earn an associate degree — to 36. Substitute teachers can also become certified without college credit hours by taking a 20-hour training course.

The changes raised concerns the state would see “a bunch of younger substitutes,” said Paul Katnik, assistant commissioner in DESE’s office of educator quality. “That’s not what’s happening.”

Instead, the majority of survey entries are from substitutes 50 or older, and 88% are from people in their 30s or older. Less than 1% are from substitutes younger than 20.

And most substitute teachers exceed the education requirements. The survey data indicates many have much more than 36 hours of college credit — equivalent to two or three full-time semesters. More than two-thirds of the surveys were from substitutes with a four-year degree or higher, while 16% of the responses note the respondent had less than a two-year degree.

Missouri, along with&nbsp;<a target="_blank" href="https://www.bls.gov/opub/mlr/2023/beyond-bls/substitute-teachers-needed-closing-the-gap-on-supply-versus-demand.htm">other states</a>, has struggled to recruit substitute teachers. Locally, the staffing shortage has been so severe that some schools&nbsp;<a target="_blank" href="https://fox4kc.com/news/park-hill-school-district-closes-schools-due-to-sick-teachers/">canceled classes</a>&nbsp;last year.

In January 2022, Keith Elliott, a spokesperson for Kelly Education, said the staffing company&nbsp;<a target="_blank" href="https://kcbeacon.org/stories/2022/02/01/missouri-substitute-teachers-how-to/">could send substitute teachers</a>&nbsp;to fill only about 60% to 70% of vacancies in the nine Kansas City-area districts it serves. By May of this year, that rate had improved to around 90%, even with more teacher absences, but the company would like to fill at least 95%.

Another positive sign: More people are applying for substitute teacher certification. Those applications jumped to 18,000 in 2022 after averaging 12,000 during the three previous years, Katnik said. The pace of applications has kept up this year, but certified substitute teachers don’t automatically accept open positions in schools.

Could substitute teachers’ pay offer more clues about the reasons for the gap between certification applications and accepting open positions?

A typical substitute teacher in the state makes $75 to $125 per day. The lower end of that range would be less than the state’s $12 minimum wage if teachers work seven-hour days. Much less often, about 9% of the time, they make more than $150 per day. Pay varies by school district, region or whether the assignment is short-term or long-term.

“So when you’re asking, ‘Why don’t people want to sub?’ maybe that might be it,” Katnik said of substitute teacher pay. “I don’t know if you’ve ever substitute taught, but it’s pretty challenging work. I don’t know if you would do it for 100 bucks a day.”

The substitute teachers who take on that challenging work gave positive responses about the support they received to do it. Of the survey responses submitted, 97% said they received at least “adequate” support from school staff. Most of them, nearly two-thirds, responded that they receive “abundant” support.

Officials are still trying to understand why shortages persist and are pondering ways to get certified substitute teachers into classrooms.

“Is it just that they don’t want to substitute teach?” Katnik asked. “Or is it that the needs of the school districts are so much higher than we’ve seen in the past?”

The Missouri State Highway Patrol reported a Pontiac Grand Prix driven by Adam B. Sherrill, 40, Stanberry, was northbound on Route H nine miles northeast of King City.

The car traveled off the north side of the road, began to slide sideways and the driver overcorrected. The car crossed the road, traveled off the south side of the road, struck an embankment, rolled, struck a fence and caught fire.

Grand River EMS transported Sherrill to Mosaic Life Care. The MSHP did not have seat belt usage information.

Just before 12:30 a.m. Friday, a sheriff's deputy was on routine patrol on U.S. 75 near 170th initiated a traffic stop for 82mph&nbsp;in a 65 mph zone, according to Sheriff John Merchant.

Upon making contact with the occupants of the vehicle, K-9 Carla was deployed and indicated on the vehicle.

 Upon completion of the investigation deputies arrested Joseph Castillo, 22, Independence, Kansas; Elian Nava, 22,&nbsp; Norfolk, Nebraska and Samantha Jay, 21, Independence, Kansas on requested charges of Possession of Marijuana and Possession of Drug Paraphernalia.

HARRISON COUNTY—A Missouri man was injured in an accident just before 10p.m. Friday in Harrison County.

The Missouri State Highway Patrol reported a 2015 Mini Cooper driven by Ian J. Gorham, 29, Kansas City, Missouri, was northbound on Interstate 35 just south of the Iowa State line.

The driver failed to negotiate a curve. The car traveled off the west side of the road, struck the median crossover, became airborne and rolled.

Gorham was airlifted to Methodist Hospital in Des Moines. He was properly restrained, according to the MSHP.

The Andrew County Health Department was recently awarded a grant of more than $397,000 to implement a WIC Community Innovation and Outreach Project, or WIC CIAO.

The project is supported by the USDA Food and Nutrition Service, and it aims to build outreach strategies to increase participation in the Special Supplemental Nutrition Program for Women, Infants and Children.

Jayne White, Director of Clinical Operations at the Andrew County Health Department, says Andrew County was one of 36 agencies selected for this grant in a pool of 150 applicants.

"We worked through the application and process and dreamed big with some of the projects in partnering with some other entities for some services within our program and ultimately applied," White said. "We were lucky enough to be one of the 36 that (USDA) chose."

White says this project will expand partnerships and use census data to reach families in areas where there’s likely a higher percentage of eligible WIC families in Andrew County.

"It allows us to work on retention and acquiring new WIC clients through innovative ideas," she explained. "Typically, our funding that comes through that program is very restrictive about what we can do with it. This gives us an opportunity to come up with innovative ideas and projects and different avenues to be able to serve the WIC population."

Brenda Johnson, the nutrition coordinator at the Andrew County Health Department, says WIC provides essential goods and services to pregnant women, new mothers, postpartum women and young children.

"It would provide formula for babies if that's what they need," Johnson said. "Moms can be on (WIC) pregnant and postpartum. Kids can be on it from ages 1-5."

Andrew County Health will use community feedback to inform their outreach strategies, along with a Peer-to-Peer referral program, targeted digital marketing campaigns and events like Mothering Mondays and Walk-in Wednesdays to try and reach more WIC-eligible families.

White says trying these things can have a widespread impact on families everywhere.

"If we can increase our participation, we can continue the program even farther into the future," White said. "You have to be able to try those things. This will be a good way for us to try some things. Ultimately, we hope we find some things that work and then we can share them with other partners across the nation."

Data shows that only 50% of all eligible individuals nationwide participate in WIC. White says this project aims to change that locally by expanding partnerships with community organizations to implement outreach efforts.

"We're trying to make our WIC program available and accessible to people when they need it," White said. "They can still work and do all of those things they need to do as a busy family, but also receive the services they need to be able to grow a strong, healthy family as well."

Andrew CO Health seeking those eligible for WIC through USDA grant

Clean Fuels Alliance America and 75 industry stakeholders delivered a letter to President Joe Biden on Thursday. 

The letter urges the president to ensure that the Environmental Protection Agency substantially increases the biomass-based diesel and advanced biofuels volumes in the Renewable Fuel Standards for 2023, 2024 and 2025. 

The letter points out that EPA's proposed volumes fall far below the industry's current production and, if finalized, would undermine investments in the industry's expansion. 

EPA is expected to finalize the RFS volumes by June 14. The letter states, "The low volumes threaten the ability of new market sectors, like marine and aviation, to decarbonize in the near term." 

Clean Fuels was joined in the letter by several national industry associations and their members, including American Soybean Association, 22 state soybean associations, Diesel Technology Forum, National Energy and Fuels Institute, National Oilseed Processors Association, North American Renderers Association, and U.S. Canola Association.

A new study from the University of California – Riverside shows that the E15 ethanol blend provides notable emissions reductions compared to California's regular reformulated gasoline. 

The Renewable Fuels Association hailed the report as proof of the value of E15 for The Golden State, which has yet to allow the E15 blend to be used. 

RFA President and CEO Geoff Cooper says, “This new study shows what we've been arguing all along--that E15 offers emissions benefits that would help meet environmental goals in California.” 

According to the study, emissions of total hydrocarbons, non-methane hydrocarbons, and carbon monoxide all showed either marginally or statistically significant reductions for E15 compared to regular California gasoline. 

In addition, particulate matter and solid particle number emissions dropped substantially with E15, and E15 showed lifecycle greenhouse gas emissions savings when compared to E10. Nitrogen oxide emissions when using E15 showed marginal reductions in many cases, but the changes in Nitrogen oxide emissions were not statistically significant.

Young St. Joseph woman shot and wounded near Youngdahl Conservation Area

A second man has been sentenced in the 2022 New Year’s Day
drive-by shooting that left a 55-year-old St. Joseph man dead.

Nineteen-year-old Brison Waggoner pleaded guilty earlier to
firing a gun from a moving vehicle into a home.

Waggoner has been sentenced to 24 years in prison in the
shooting death of 55-year-old Larry McClain. Earlier, 18-year-old Nicholas
Minear of St. Joseph was sentenced to 20 years in prison in the death.

The two admitted to shooting from a vehicle into a home in the
1100 block of Randolph Street in the early morning hours of New Year’s
Day, 2022.

Second man sentenced in deadly St. Joseph drive by shooting

ATCHISON COUNTY—Law enforcement authorities are investigating a suspect on multiple allegations.

Just after 7:30a.m. Thursday police arrested 33-year-old Christopher B. Heston of Atchison in the 400 block Commercial on a District Court warrant charging him with theft and aggravated robbery and a District Court warrant charging him with theft, according to Police Chief Mike Wilson.

Heston is charged with aggravated robbery by using force to take a cellphone from a 38-year-old male victim around 9:00PM on May 27th in the 1300 block South 8th and subsequently using a mobile pay app on the phone to commit theft. 

He is also charged in a separate warrant for the theft of a cellphone from a 25-year-old female victim around 10:00PM on May 27th in the 100 block River Road. He remains in the Atchison County Jail.

Police: Kansas man accused of theft, aggravated robbery

Two new simulators at the Missouri Western Law Enforcement Academy will help future law enforcement officers learn in new and advanced ways.  

A ribbon cutting ceremony was held in a new training suite at the law enforcement academy for a MILO simulator, which teaches decision making, and a new driving simulator.  

Incoming Academy Commander Lonnie Bishop says the MILO simulator will help simulate different scenarios such as a suspect complying or not complying. 

"We can introduce the cadet to that and it's going to be in an environment that's controlled," Bishop tells KFEQ/St. Joseph Post. "And let's say they go through this first scenario, and they don't do so well, we can go back, and we can play back and say here you could have made a different choice and talk about it and help them learn from it, not just throw them in a simulator and say hey pass this or not." 

Bishop uses the new driving simulator as an example of how these simulators will enhance the learning experience. 

"I can take this out and I can show a student how to drive on here and introduce different aspects of that, like bad weather like we showed you earlier, and then what I can do is I can get the student and say hey listen your cars going to act this way, or maybe when you park and approach a suspect you should park this way," Bishop explains. "We can take that and then we can say ok remember in the simulator you did this; ok we're going to put you in a car and now we want you to try it out."

Bishop says the driving simulator also hooks up to the new MILO simulator, giving cadets the idea of arriving on scene at a crime and having to make decisions.  

Bishop says it's not common to have these simulators at academies 

"There are other academies with them, as far as in the state of Missouri I don't know how many there are, I just know that we're one of the only ones that has the driving simulator and the MILO range as well," Bishop says.  

And Bishop can only see these simulator experiences expanding 

"I think that we're going to expand, I think that we're going to be able to provide other things for other organizations of the community," Bishop says. 

Bishop says the simulators were a part of former Commander the late Joseph King's vision to enhance the learning opportunities for cadets at the academy.

New simulators will provide Law Enforcement Academy cadets learning experiences 

The city of St. Joseph is holding a series of public meetings over the next week to give the general public more information on the RiverBluff Gateway Project.

The city received a $2.5 million grant from the Missouri Department of Economic Development for this project, which will focus on four areas of the city - the Southside centered on King Hill Avenue, the 6th Street Corridor, Downtown and Northside centered on St. Joseph Avenue.

City spokesperson Mary Robertson says this project will encompass several different things.

"Doing some streetscape improvements, doing open space improvements, facades and really an opportunity to have funds available (to residents) to do those repairs they'd like to do, but may not have the funding to do," she explained."

The first public meeting about this project comes up Thursday night at 6 p.m. at Washington Park Library.

The next meeting is Tuesday, June 13th at the Carnegie Library. The third and final meeting is Wednesday, June 14th at the Downtown Library. All of these meetings start at 6 p.m.

Robertson says these meetings are open for anyone to come and learn about the Gateway Project.

"The meetings are available for residents to come and learn more about the project and the scope of the grant application," she said. "How to move forward if they're interested in doing so. The residents have the opportunity to take advantage of this funding to do some cleanup and improvements to the properties in the particular areas."

The Gateway Project itself, Robertson says, is an opportunity to improve this area with more visitors coming to the newly opened River Bluff Trails Park.

"This is an opportunity for us to improve that corridor and to take advantage of those visitors coming in," she said, "and improve the appearance and vitality of St. Joseph is the end goal of what we're doing with this project."

St. Joseph hosting series of public meetings on River Bluff Gateway Project

A 35-year-old St. Joseph man is listed in critical condition
after an early morning stabbing.

St. Joseph police report the stabbing occurred in the early
morning hours Thursday in the 2800 block of 6th Street. 

An investigation continues. A 41-year-old man has been arrested, but no formal charges have been made, yet.

Arrest made in stabbing that seriously wounded St. Joseph man

A Marine veteran viewed St. Joseph from the Missouri River as
she paddled the 3,300 miles from the headwaters of the Missouri to the Gulf of
Mexico.

Amanda Hoenes of Branson wrote about the adventure in her
book:&nbsp; Digging Deeper:&nbsp; USMC Veteran Solo Paddles the Missouri and
Mississippi Rivers.

Hoenes says the trip took her by St. Joseph as the trees began
to turn colors.

“Just the beauty was such a surprise and St. Joe in particular,”
Hoenes tells KFEQ/St. Joseph Post. “It started to get into fall right about
that time. So, the weather was cooling and then you wake up to those morning sunrises
with mist over the river.”

Hoenes says she learned a lot about endurance as well as
overcoming obstacles during the 175 days on the Missouri and Mississippi Rivers.
Her trek took 185 days total, but she paused for 10 days to watch her beloved
Kansas City Chiefs play against the Green Bay Packers.

Hoenes launched from Three Forks, Montana July 11th
of 2021 in her family’s 17’ red Coleman canoe, which she describes as a tank. A
love for adventure books as a youth fuel her wanderlust. Getting laid off from

Hoenes underwent eight months of research and planning, but
that failed to prepare her for the taxing journey. Though she had packages of dehydrated
and freeze-dried food delivered to strategic stops along the way, Hoenes soon
found out this canoe trip took a bigger toll on her physically than anticipated,
especially when she encountered hard winds on the six reservoirs upstream on
the Missouri River. Hoenes says she lost 23 pounds, forcing her to stock up on
peanut butter, granola, and other supplemental nourishment.

Hoenes says the only time she considered quitting was during
those long, rough days on the reservoirs, especially the Fort Peck Reservoir in
Montana that took 10 days to cross. Once she cleared the reservoirs and hit the
flow of the Missouri River again south of Yankton, South Dakota, Hoenes settled
into a more predictable journey taking her passed Omaha and by St. Joseph.

Hoenes says she took in the view of St. Joseph from the
Missouri River, observing the beauty, lost in the isolation along the way.

“Just very remote along the river,” according to Hoenes. “You
can be going through a full city and still feel like you’re in wilderness as
you paddle through it. That was one of the coolest experiences for me.”

This trip of endurance and other experiences come together in
the lessons Hoenes attempts to teach youth who attend her True Path Adventures
camp in southern Missouri, where she says young people learn life skills not
often taught in their high-tech world.

“Like communication, critical thinking, situational awareness,
resourcefulness and I know catching youth early and really just opening their
eyes to the risk of getting lost in the world of technology and opening their
eyes to what’s possible around it and outside of that.”

True Path Adventures features seven miles of trails on the
family ranch near Bull Shoals Lake.

Hoenes says she learned a lot about herself during her canoe
trip with her trusty dog on the Missouri and Mississippi Rivers, but also
learned how many good people are ready and willing to help someone on a daring
adventure.

Mississippi Rivers.Hoenes says the trip took her by St. Joseph as the trees began
to turn colors.“Just the beauty was such a surprise and St. Joe in particular,”
Hoenes tells KFEQ/St. Joseph Post. “It started to get into fall right about
that time. So, the weather was cooling and then you wake up to those morning sunrises

Her trek took 185 days total, but she paused for 10 days to watch her beloved

Marine vet views beauty of St. Joe from Missouri River during grueling canoe trip

New galleries of art are coming to the Albrecht Kemper Museum of Art, showing off the works of women artists throughout the centuries. &nbsp;

(Women) Artists from the Collection 1800 thru 2022 will open tomorrow evening at the museum. &nbsp;

Executive Director Eric Fuson says the curated exhibit was designed to show that through the centuries women artists have been too often left behind. &nbsp;

"For the longest time they weren't as included as men, they were meant to do like crafts like sewing and things like that," Fuson explains to host of the KFEQ Hotline Barry Birr. "But a lot of times those artists, those women &nbsp;

Fuson says research shows that within collections about 16% of works are from women, and at the Albrecht they are a little closer to 20%. &nbsp;

The exhibit will run until September 17th.&nbsp;Also being offered at the museum will be an opportunity where aspiring artists can learn in a relaxed environment during an event at the Albrecht Kemper Museum of Art this summer. &nbsp;Drink and Draw will return this summer, giving people the chance to sip a drink and learn to draw.&nbsp;Executive Director Eric Fuson says there will be a live model for these aspiring artists to draw, but also some skilled artists to help guide those that are learning. &nbsp;"You'll have people who haven't drawn much, and they'll come in and say I'm a little intimidated because they draw really well, but you know they didn't start that way either," Fuson says. "And they're the nicest group of people that will say if you want some pointers, I'll give you some, or here just hold your pencil like that, or anything like that they're great to work with it's just a really fun evening."&nbsp;The event is open to people 18 and older to draw and costs $5 at the door to get in.
