CALDWELL COUNTY—Two people died in an accident just after 11a.m. Friday in Caldwell County.

The Missouri State Highway Patrol reported a 2008 Ford Focus driven by Zemriya C. Bright, 23, Jefferson City, was northbound on MO 13 two miles south of Polo.

The driver lost control of the car. It slid into the southbound lane and struck a 1999 Dodge 1500 driven by Derrick M. Stith. 30,&nbsp; Hamilton.&nbsp;

Bright and a passenger identified as Ezra J. Schneiders, 23, Jefferson City, were pronounced dead at the scene and transported to the Jackson Co. Medical Examiner's office.&nbsp; Stith was not injured. All three were properly restrained, according to the MSHP.

The Kansas City Chiefs have extended their agreement with Missouri Western State University to make St. Joseph the home of Chiefs Training Camp&nbsp;through the 2024 season.

“We are thrilled to announce that we will return to Missouri Western State University and the St. Joseph community for another two years,” Chiefs President Mark Donovan said. “Missouri Western and St. Joseph have warmly hosted our team and fans for the past 13 years – a welcome start to the NFL season.

"I want to thank President Dr. Elizabeth Kennedy and Director of Athletics Andy Carter for their leadership throughout this process, and we look forward to starting our 2023 season at Missouri Western again this summer.”

Chiefs announce extension of training camp in St. Joseph through 2024 season

The Senate passed the Congressional Review Act joint resolution of disapproval that overturns the Biden Administration’s Waters of the United States Rule by a 53-43 vote. 

Senator Shelley Moore Capito (R-W.VA.), ranking member of the Environment and Public Works Committee, introduced the resolution in February. 

The administration introduced a new rule in December 2022 that repealed the Navigable Waters Protection Rule and changed the definition of WOTUS in a way that will significantly expand regulatory authority. 

“By voting to overturn the president’s waters rule, we are sending a clear, bipartisan message that Congress, even a divided one, will defend working Americans in the face of executive overreach,” Capito says. 

The National Cattlemen’s Beef Association commended the Senate for passing the resolution. “The president now has a choice: sign the resolution and pull back the rule or turn his back on rural America,” says NCBA President Todd Wilkinson of South Dakota.

Senate passes resolution overturning Biden Administration’s WOTUS rule

A $1.5 million grant will help Second Harvest Community Food Bank expand its services in St. Joseph and its 19-county service region. &nbsp;

Second Harvest CEO Chad Higdon says he's excited to see the buy in from the state to the services they are providing at the food bank.&nbsp;

"We know there's a lot more work to do but this really is going to further our mission, especially with the volume of produce that we've distributed in the last several years," Higdon tells reporters. "It's really kind of changed our distribution methods and really this is going to help support our future vision for the food bank."&nbsp;

Higdon says currently his staff is still reviewing how best to use the remaining funds from the grant and that there is no timeline on when this project could begin.&nbsp;

Second Harvest will use the funds to expand its cold storage unit to be able to store more fruits, vegetables, and proteins. &nbsp;

CEO Chad Higdon says the way Feeding America distributes fruits and vegetables has changed quite a bit from the way it was when he started &nbsp;

"What's happened since then is Feeding America started these produce mixing centers, and it's really allowed us working with food banks in Minneapolis and Indianapolis to source mixed truckloads of produce," Higdon explains. "And so, it's really changed the nature of the type of foods we distribute."&nbsp;

"So. this expansion's really going to help us better facilitate and keep the food fresher longer."&nbsp;

Higdon says funds will also be used to add an expanded loading dock area to provide faster loading times and also a safer work environment moving loading away from the workspace area. &nbsp;

Second Harvest serves a 19-county region throughout northwest Missouri and northeast Kansas. &nbsp;

"Our shelves, the food that we actually have to get out isn't going as far, we've had to reduce some distributions, and really that transition to produce helps because it is more affordable for us to source larger volumes of product and it helps us reach more families," Higdon says. "And so that's kind of the direction we're headed and really justifies a lot of this project."&nbsp;

A new poll shows overwhelming support among voters for year-round access to E15 across the country. 

With retail gas prices still high, almost 70 percent of poll respondents support increasing the availability of E15 to help lower fuel prices and support energy independence. 

Only 13 percent of those surveyed said they didn’t support expanded E15 availability. 

Meanwhile, 62 percent support recently introduced bipartisan legislation that would allow the lower-carbon E15 blend to be sold year-round nationwide. 

“We’re pleased but not surprised,” says Geoff Cooper, President and CEO of the Renewable Fuels Association. “Drivers continue to embrace an American-made fuel that’s more affordable and lower in carbon emissions.” 

Last summer, E15 sold for 20 to 30 cents a gallon cheaper than regular gasoline. Those savings will disappear on June 1 unless Washington takes action. “They need to act quickly to make sure lower-cost E15 is available through the summer driving season,” Cooper adds. &nbsp;

Missouri Attorney General Andrew Bailey has met with local law
enforcement, introducing himself and asking how his office can help.

Bailey says he wants to be available to local law enforcement
in addressing issues specific to their area.

“It’s important for me as Attorney General to explain where
the Attorney General fits within the criminal justice system and some of the
resources that are available to deploy in the fight against violent crime,” Bailey
tells KFEQ/St. Joseph Post in a phone interview. “We just want to demonstrate
where we fit in the system and try to find ways to better assist local partners
who are enforcing state law.”

One way the state Attorney General helps local law enforcement
is enshrined in Missouri statute. The AG office is required by state law to
handle all felony appeals.

“After the police catch the bad guy and the prosecutor locks
them up, we then spend the next five, 10, 15 years making sure they stay locked
up by defending the work that your local law enforcement and your county prosecutor
did on appeal,” Bailey says.

Bailey says his experience gives him the perspective needed to
help local law enforcement. Bailey served as a prosecutor in Warren County.

“I understand what the world looks like from their perspective
and I understand what we need to do, some of the ways that we can assist with
that local effort, and I want to come find out more about how we can better
partner with local officials,” Bailey says.

Among those attending was Buchanan County Prosecuting Attorney
Michelle Davidson, who says that experience in Warren County gives Bailey a
perspective needed when discussing issues and challenges with local officials.

“He wanted to put that to use and see if there is any ways
that he could assist us or hear from us,” Davidson tells KFEQ/St. Joseph Post.

Davidson says prosecutors attending the meeting asks if the
Attorney General’s office could help with storing the growing amount of body
cam and dash cam footage local law enforcement now must maintain.

“The time that’s required to download the media and ways to
come up with a way to store it in the cloud, to have access to it for multiple
parties, but yet keep it so that it’s secure.”

Buchanan County Sheriff Bill Puett also attended the meeting.

“The fact that he reached out and was interested in meeting
with us and getting our ideas I think speaks highly of him and is a very good
start to his time in office,” Davidson says.

Bailey served as General Counsel to Gov. Mike Parson before
the governor appointed him Attorney General to succeed Eric Schmitt who won
election to the U.S. Senate.

Bailey was sworn in as the 44th Missouri Attorney
General on January 3rd.

Attorney General travels to area to meet with local law enforcement

BROWN COUNTY—Law enforcement authorities are investigating an alleged school threat at a Kansas middle school.

Brown County Sheriff John Merchant reported he received calls expressing concern about the alleged threat involving&nbsp; a student at the Everest Middle School,&nbsp;221 South 7th, Everest, Kansas, that occurred Wednesday. 

When the potential threat was discovered, school personnel immediately&nbsp; acted and involved law enforcement who were on scene very quickly.&nbsp; An investigation was launched, and the juvenile involved was taken into custody swiftly and without incident.

&nbsp;The Brown County investigators forwarded a report to the Brown County Attorney, who was actively involved with the sheriff's office in this matter and was consulted during the investigation and detention of the suspect, according to Merchant.

Formal charges have been filed in Brown County Juvenile Court against the suspect involved. "Rumors about the incident have reportedly spread through the community," according to Merchant.&nbsp; They are simply not true.

The sheriff also commended USD 430 on their commitment to keeping students and staff safe.&nbsp;

Sheriff: 1 in custody after alleged threat at Kan. middle school

JEFFERSON CITY, Mo. (AP) — Republicans on Thursday voted to ban diversity spending in the government of Missouri, a state known internationally for racial justice protests in Ferguson and the University of Missouri.

Democratic state Rep. David Tyson Smith, who represents the city that's home to the University of Missouri's flagship campus, warned of a threat of unrest if lawmakers do not "rein this divisiveness in."

"I'm not advocating violence, of course. I'm not condoning any of that. But we are going to reach a point in our country where we cannot go backwards," Smith told colleagues on the House floor.

Smith represents the college city of Columbia, home to the University of Missouri's flagship campus. Racial justice protests at the school — including a hunger strike and the football team threatening to not play — led to the resignation of the university system's president and the reassignment of its provost in 2015.

The year before Michael Brown, a Black teenager, was fatally shot by a white officer in the St. Louis County town of Ferguson, Missouri, prompting months of sometimes violent protests. Though the officer was not charged, investigations showed how Black drivers in the region were more likely to be pulled over for traffic stops and victimized by debilitating fines and court fees.

State lawmakers on Thursday voted along mostly party lines in favor of a proposed $45 billion state budget that blocks funding for staff, vendors, consultants and programs "associated with diversity, equity (and) inclusion" throughout state government and public colleges and universities.

The prohibitions also apply to initiatives that promote "collective guilt," "the concept that disparities are necessarily tied to oppression" and "intersectional or divisive identity activism," among other concepts.

Supporters of the spending restrictions face a wall in the GOP-led Senate, where the powerful Appropriations Committee chairman has said he plans to strip the language from the budget.

Rep. Doug Richey has led the push to prohibit diversity spending. He and other Republicans argued that modern concepts of diversity, equity and inclusion are Marxist and that talking about race is racist and divisive.

Democrats decried Richey's effort to limit diversity spending as racist and warned that adding the ban to the state budget will risk Missouri's funding for the federal health insurance program of Medicaid.

Richey said equality has existed since the adoption of the U.S. Constitution and the Bill of Rights.

"I envision a day where we celebrate what we have always been known for in western civilization," Richey said, "and that is: we respect the freedom and dignity of every single individual."

Rep. Raychel Proudie, a Democrat from Ferguson, called Richey's comments a "colonization" of Martin Luther King Jr's "I Have a Dream" speech. She said the effort to "justify racism is jaw dropping" and described how she is frequently called by a racial slur.

"Just imagine what it's like to be called that over and over and over again," Proudie said. "It hurts."

The budget now heads to the Senate for consideration. Lawmakers face a May 5 deadline to pass a budget.

Missouri House bans diversity funding; Senate likely to undo

Almost three-quarters of Americans say that not reauthorizing the farm bill in 2023 would have a significant impact on the country. 

The response comes from a new American Farm Bureau Federation poll that explores the public's awareness of the farm bill. 

The poll, conducted by Morning Consult, showed more than half of respondents said they would be more likely to support their member of Congress if they voted to reauthorize the farm bill. 

Nearly 70 percent of respondents also identified two areas of the farm bill as top priorities for government funding: risk management programs that serve as a safety net for farmers and nutrition programs that serve as a safety net for families facing hunger. 

A majority of adults agree that nutrition programs, 68 percent, and risk management, 67 percent, should be top priorities for government funding in the farm bill. Further, the survey found 89 percent of adults trust farmers.

ATCHISON COUNTY—One person was injured in an accident just before 4:30p.m. Wednesday in Atchison County.

According to Atchison Police Chief Mike Wilson, a 2017 Nissan Altima driven by Meagan Sipes, 33, Atchison, was northbound on 7th Street and was attempting to turn west onto Atchison Street. A southbound 2005 Harley Davidson motorcycle driven by Nicholas Mullins, 36, Atchison, and the Nissan collided.

EMS treated Mullins at the scene for an injury to his leg.&nbsp; He was not transported. Sipes was cited for failure to yield, driving in violation of restrictions, and no vehicle insurance.

Kansas man injured after motorcycle, car accident

Agriculture Secretary Tom Vilsack this week expressed support for their Promoting Agriculture Safeguards and Security, or PASS Act. 

The legislation would ensure USDA is fully involved in reviewing foreign acquisition of American agricultural land and companies, specifically targeting China. 

Vilsack responded to Representative Rick Crawford's question during a House Agriculture Committee hearing regarding the role of a USDA Secretary on the Committee of Foreign Investment in the United States. 

Vilsack says, “Being a permanent member would allow us to educate the other members of CFIUS in the United States what to look for and what to be sensitive to when it comes to agriculture and agricultural production.” 

Crawford, an Arkansas Republican, responded, “It’s time to be proactive in addressing these threats to our food supply and to our producers.” Representative Elise Stefanik, a New York Republican, adds the legislation "takes critical steps to ensure we do not concede any ownership of our food supply to those actively working against our security interests."

Lawmakers welcome Vilsack support of PASS Act

Eight candidates for St. Joseph School Board discussed a
variety of issues during a candidate forum sponsored by the St. Joseph Chamber
of Commerce.

The Chamber event drew a packed audience to the Stoney Creek
Hotel and Conference Center and a live radio audience on KFEQ as well as a
streaming audience on St. Joseph Post.

In opening statements, the candidates gave their background
and reasons for their candidacy.

Harold Barr, Jr. is a professional engineer and land surveyor.

“I have worked in other cities, but I’ve always called St. Joe
home,” Barr said.

Amanda Cook is an assistant coach for the Central High School swim
team and calls herself an advocate for teachers.

“I really feel like we as a community need to come together
with them and help support them so that they can feel valued so that they can
continue to give our children their best abilities,” Cook stated.

Don Crabtree is a retired educator, who taught in both public
and private schools.

“I served 30 years as the president and vice president on the
national speech and debate association which is a group that oversees about
5,000 high schools in the United States,” Crabtree said.

Rick Gehring is a salesman counting on his experience.

“I have served on the board of education before, back in 2020
and 21,” Gehring said. “I understand what it takes to make the tough decisions.
They require a lot of forethought. Sometimes they’re not the most popular
decision.”

Brad Huett is with the Buchanan County EMS.

“I’m running for the board from a parent perspective to be
more involved in my child’s education as I’ve done what I feel I can do to the
maximum on the parent side so this is a way for me to get further involved and
to educate myself from behind the scenes and to make a difference and be a voice
for the parents,” Huett said.

Jennifer Kerns has been a school PTA counselor who said she
has been involved with the community.

“So, when I come to the table with the board my decisions are
based on student advocacy, obviously, parent engagement, and community
engagement,” according to Kerns.

Whitney Lanning is executive director of St. Joseph Head
Start.

“But the question I get more than any other is why, why, why
would you run for office, it’s so hard?” Lanning said. “But the answer for me is
very simple. I know the value of public education.”

Brain Shewell is assistant general manager and part-owner of
Pizza Ranch.

“The three areas that I am running for is the early learning initiatives,
behaviors in mental health, and then the recruitment and retaining of the quality
teachers that we have,” Shewell said.

Jonathon Bell remains on the ballot, but did not participate
in the forum.

St. Joseph School District voters will go to the polls next
Tuesday, April 4th, to choose two candidates to fill two open seats
on the St. Joseph School Board.

St. Joseph school board candidates talk issues during forum

Two men have the goal of traveling 48 states in just 48 days; doing it all for a good cause.&nbsp;

St. Joseph's David Winslow and his friend Rex Covington are traveling the continental United States by motorcycle, raising money to fight juvenile diabetes.&nbsp;

Winslow says for him this has been an idea that he has had for a long time. &nbsp;

"I was planning this trip and I was telling Rex about it, to go 48 states all in one pull, and see all the states," Winslow tells KFEQ/St. Joseph Post. &nbsp;

Winslow says it was Covington that actually helped inspire the idea to do a ride through all 48 states in 48 days.&nbsp;

Covington lives on the road, which he says he started doing when he had a dream after his son, who suffered from Type 1 diabetes, died in 2015.&nbsp;

"That I was riding around the country, raising awareness and money for the cure to diabetes in memory of him," Covington says. "And the dream was so vivid I was handing this symbolic check to the American Diabetes Association for $90,000."&nbsp;

The two combined have traveled to 24 states in 20 days thus far and will begin the backend of the journey today.&nbsp;

Winslow says during that stretch, the ultimate goal is to raise money.&nbsp;

"And also, be able to see some places that's kind of been on the bucket list and some places I've already been to, but I wanted to see again," Winslow says. "I know we are going to stop at the Grand Canyon, and we are going to stop at Yellowstone, there are some other stops that are on the plans, but we just have to play it by ear if we start getting behind again."&nbsp;

The goal is to raise $10,000 which will be donated to Riding for a Cure. &nbsp;

Winslow has faced bad weather, a bike breakdown, and other tribulations on the journey…saying that to do what he and Covington are doing is a lot of work. &nbsp;

"You wouldn't think it would be, but it is," Winslow says&nbsp;

"Especially if you break down," Covington interjects with a laugh. &nbsp;

"Especially if you break, yes, then it makes it even worse and you know airline tickets back and getting back out there," Winslow continues. "But it wears you out, there ain't no doubt about that."&nbsp;

Two men journey across 48 states in 48 days all for a good cause

The city of St. Joseph officially opened its search for a new police chief on February 24.

The city hired&nbsp;Public Sector Search &amp; Consulting, a search firm that specializes in conducting national level recruitment for police executives.

St. Joseph city manager Bryan Carter says the job application for the city police chief will remain posted until April 3.

"Our search and recruiting firm has the job posted," Carter said on KFEQ's The Hotline. "They're receiving applications and reaching out to the resources they have to identify potential applicants who may not have identified themselves, and then get a good candidate list that they can bring back to us locally. After April 3, (the firm) will do their process to get the candidate list narrowed."

Chris Connally retired as St. Joseph's police chief last September after serving 17 years in the role. Dave Hart has served as interim chief in the meantime.

In order to find the best possible fit for Connally's permanent successor, Carter says input was sought from the community through online surveys and stakeholder meetings.

"(The community feedback) will definitely be heavily involved," Carter noted. "They'll help us make sure we get it right, and that we get all of the voices that we need to get involved, that want to get involved and that we have the best possible police chief we can attract."&nbsp;

The firm,&nbsp;Public Sector Search &amp; Consulting, is specially designed for searches like these, according to Carter.

"They've helped numerous cities around the country," he said. "They've developed a good book of candidates. They've done searches all over, so they know who the No. 2 was at all of these other searches."

Carter says the city hopes to have a permanent police chief announced by Memorial Day weekend. It's a long and thorough process to hire this one position, but Carter says it's the most important hire the city may ever make at any given time.

"We're trying to balance that line of being aggressive, getting that long-term certainty, while also getting this right," Carter reaffirmed. "There's not a much more important hire that will happen in this community across any industry. It's one we have to get right."

A group of state attorneys generals recently asked Congress to pass expansive Right-to-Repair legislation targeted at cars, farm equipment, and digital electronics. 

In a letter to the House and Senate Commerce Committee, the group says, "The Right-to-Repair is a bipartisan issue that impacts every consumer, household, and farm in a time of increasing inflation.” 

Manufacturing of cars, digital devices, and agricultural equipment is increasingly becoming more technologically advanced and built with more embedded electronics. 

OEMs often control access to these electronic parts, creating unfair restraint of trade and a monopoly on repair. This can harm consumers directly by driving up prices and is antithetical to a free market, according to the letter. 

The letter asks the lawmakers to introduce legislation to address Right to Repair. The letter cites past bills, such as the 2021 SMART Act, the 2022 REPAIR Act, and the 2021 Fair Repair Act, as examples.

State AGs seek Right to Repair

History will come alive during a symposium in St. Joseph this week. &nbsp;

The Oregon-California Trails Association Midwest Division will host an event this Thursday through Sunday. &nbsp;

Organizer and former St. Joseph Councilmember Jerry Mogg says the event that’s open to the public will give people an opportunity to be part of the trail's organization.&nbsp;

"To hear speakers, to go on tours, to visit all of our museums, because it's really our museums that tell that story day in and day out," Mogg tells host of the KFEQ Hotline Barry Birr.&nbsp;

You can register online for the event, or you can call the Oregon-California Trails Association. &nbsp;

Mogg says an optional attraction during the event will be guided tours of the tails on Friday. &nbsp;

"We try to take things at a slower pace so that we see some of the same things that the pioneers saw as they went across and everything," Mogg says. &nbsp;

Tours are available for an additional 55 dollars on top of registration fees.&nbsp; &nbsp;

Mogg says the event will even explore places just outside St. Joseph, such as in Highland, Kansas Mission Site which Mogg says isn't easy to get to normally&nbsp;

"Because it's on the old highway 36 and that site got defunded from the state back quite a few years ago and so a lot of their stuff they've lost," Mogg explains. "Now, the Iowa tribe would like to bring that site back up, we'd like to have that site to be there."&nbsp;

Symposium explores St. Josephs role in "Go West, Young Man"

St. Joseph police are investigating the circumstances that led
to a stabbing in St. Joseph.

St. Joseph police report a man in his 30s show up at the Mosaic
Life Care Emergency Room shortly after midnight Wednesday, suffering from three stab
wounds. None of the wounds was life-threatening.

JEFFERSON CITY, Mo. (AP) — Missouri’s Republican-led House on Tuesday voted to ban state government spending on diversity, equity and inclusion, including at public colleges and universities.

During work on the state budget, lawmakers voted to prohibit government funding from paying for staff, vendors, consultants and programs “associated with diversity, equity (and) inclusion."

Bans on diversity spending for every state agency are expected to be proposed as the House debates the state budget through the night Tuesday.

Under the proposed restrictions, state spending would be banned from going to initiatives that promote “collective guilt,” “the concept that disparities are necessarily tied to oppression" and "intersectional or divisive identity activism," among other concepts.

Republican Rep. Doug Richey, of Excelsior Springs, pushed to add the prohibitions on diversity spending to every bill in the extensive budget package, arguing that the concepts are neo-Marxist and racist ideas.

“We can be respectful and accommodating without it,” Richey said of policies on diversity, equity and inclusion.

Democrats called the bans racist and prejudiced.

“This amendment is very dangerous," St. Louis Democratic Rep. Marlene Terry said. "It’s taking us back to the Jim Crow laws. We need to pay attention.”

House lawmakers also on Tuesday voted to strip all state funding from public libraries.

Republican House Budget Chairman Cody Smith last week cut the roughly $4.5 million in public library funding from the budget, citing a lawsuit by two library groups to overturn a&nbsp;<a href="https://apnews.com/article/science-entertainment-education-biology-missouri-0fdae848f82c26b67751662801dfe7c9">new Missouri law</a>&nbsp;that bans sexually explicit material in school libraries.

This is not that," Deaton said. “It is protecting innocent children.”
