COLUMBIA. Mo. (AP) — Missouri's attorney general announced new restrictions Thursday on gender-transition medical care for adults in addition to minors in a move that is believed to be a first nationally and has advocacy groups threatening to sue.

Attorney General Andrew Bailey announced plans to restrict health care for transgender people weeks ago, when protesters rallied at the Capitol to urge lawmakers to pass a law banning puberty blockers, hormones and surgeries for children. But the discussion was focused on minors, not adults.

Missouri Attorney General spokeswoman Madeline Sieren clarified in a statement later in the day that adults also would be covered.

"We have serious concerns about how children are being treated throughout the state, but we believe everyone is entitled to evidence-based medicine and adequate mental health care," Sieren said.

The rule, which incudes a required 18 months of therapy before receiving gender-affirming health care, is set to take effect April 27 and expire next February.

The ACLU and Lambda Legal said in a joint statement that they would "take any necessary legal action" and urged those affected to call.

"The Attorney General's so-called emergency rule is based on distorted, misleading, and debunked claims and ignores the overwhelming body of scientific and medical evidence supporting this care," the statement said.

Robert Fischer, the spokesman for the LGBT rights groups PROMO, said he was not aware of similar restrictions elsewhere.

"He's essentially attacking the entire trans community at this point," Fischer said of Bailey. "It's no longer just about children."

The National Center for Transgender Equality called the order "deeply wrong" in a tweet, adding that "trans people of all ages across the state of Missouri deserve access to health care."

The restrictions are in response to a former employee's allegations of mistreatment at a transgender youth clinic in St. Louis run by Washington University. Bailey is investigating the center.

"My office is stepping up to protect children throughout the state while we investigate the allegations and how they are harming children," Bailey said in a statement.

University spokespeople didn't immediately respond to phone or email messages from The Associated Press seeking comment.

Moving forward, doctors who provide gender-affirming health care must first provide them a lengthy list of potential negative side effects and information warning against those treatments, according to a copy of the rule released Thursday.

Health care providers will need to ensure "any psychiatric symptoms from existing mental health comorbidities of the patient have been treated and resolved" before providing gender-affirming treatments under the new rule. Physicians also must screen patients for social media addiction, autism and signs of "social contagion with respect to the patient's gender identity."

The FDA approved puberty blockers 30 years ago to treat children with precocious puberty — a condition that causes sexual development to begin much earlier than usual. Sex hormones — synthetic forms of estrogen and testosterone — were approved decades ago to treat hormone disorders or as birth control pills.

The FDA has not approved the medications specifically to treat gender-questioning youth, but they have been used for many years for that purpose "off label," a common and accepted practice for many medical conditions. Doctors who treat transgender patients say those decades of use are proof the treatments are not experimental.

Critics have raise concerns about children changing their minds. Yet the evidence suggests detransitioning is not as common as opponents of transgender medical treatment for youth contend, though few studies exist and they have their weaknesses.

Bailey's rule was released the same day Missouri's Republican-led House voted to ban access to transgender-related health care for minors.

The House voted 103-52 along mostly party lines in favor of the ban, although the bill's passage seems uncertain in the Senate.

The House proposal is stricter than what was passed by the GOP-led Senate, where Democrats have more influence through the use of stall tactics.

Senators compromised to exempt care for minors whose treatment is already underway. The Senate bill also would expire after four years.

The House version includes no exceptions for current treatments and would remain in effect indefinitely.

Republican Senate leaders said it's unlikely that the House version will make it through the Senate.

"We've already passed legislation on this issue out of the Senate," Senate President Pro Tem Caleb Rowden said. "We would expect the House to appreciate how hard and difficult it was and to take up our bill and pass it."

Both the House and Senate proposals would ban inmates and prisoners from accessing gender-affirming surgeries and would end coverage of any gender-affirming treatments for Missouri patients on Medicaid, the federal health insurance program.

The Human Rights Campaign have condemned the legislation in a statement, describing gender-affirming care as medically necessary.

At least 13 states have now enacted laws restricting or banning gender-affirming care for minors: Alabama, Arkansas, Arizona, Georgia, Idaho, Indiana, Iowa, Kentucky, Mississippi, Tennessee, Utah, South Dakota and West Virginia. Bills are awaiingt action from governors in Kansas, Montana and North Dakota. Federal judges have blocked enforcement of laws in Alabama and Arkansas, and nearly two dozen states are considering bills this year to restrict or ban care.

House debate on the bill became emotional as some Democrats argued the ban on health care will hurt transgender children.

"You are erasing my grandchild," said St. Louis Democratic Rep. Barbara Phifer, whose grandson is transgender.

Republican sponsor Rep. Brad Hudson, of Cape Fair, criticized Democrats for threatening to end political partnerships and friendships with Republicans over the bill.

Hudson said his bill "seeks to protect kids" and that it's unfair that Democrats are describing it as hateful towards transgender children.

"A yes vote is a vote to protect kids from sex-change drugs and surgeries," Hudson said.

Missouri to also limit gender-transition care for adults

BROWN COUNTY—Law enforcement authorities are investigating another scam circulating in Brown County, according to Sheriff John Merchant.

The scam targets surviving family members of those who have passed away.&nbsp; Family members receive a letter addressed to the deceased person.

Upon opening the letter, it is from a "Tax Processing Center" and&nbsp; it states&nbsp; "FINAL DEMAND FOR PAYMENT FOR NONPAYMENT OF TAXES TO THE STATE OF KANSAS," which names the deceased family member.&nbsp;&nbsp;&nbsp; There is also a number to call by a specified date with a specific amount owed.

The letter goes on to threaten to&nbsp; seize property unless the debt owed is not paid.&nbsp; The phone number given comes back to a reported scam call center.

Sheriff Merchant forwarded all of the scam information to the Kansas Attorney General for investigation.

&nbsp; "The letter does look somewhat official, according to Merchant.&nbsp; He cautioned everyone who receives suspicious "official looking" mail to have someone review it for authenticity before making large amounts of payment.

"If you feel you have been made a victim of a scam, notify your local law enforcement at once."

St. Joseph School Superintendent Gabe Edgar regrets his actions from the night of March 26 when he was given a misdemeanor for driving while intoxicated.

"I'd just like to apologize to the students and staff of the St. Joseph School District and the St. Joseph community," Edgar told KFEQ Radio in an interview. "My actions brought a negative light to the district, community and my family. And for that, I'm sorry."

After a couple of weeks of deliberation, the St. Joseph School Board announced Thursday that Edgar will remain superintendent after the Board reaffirmed its commitment to Edgar in wake of his arrest. “After careful consideration of the allegations against Dr. Edgar, the progress the District has made under Dr. Edgar's leadership, and consideration of many expressions of community support for Dr. Edgar, the Board reaffirms its commitment to moving forward with Dr. Edgar as the Superintendent," said Board president David Foster.

Edgar says he was humbled by the wave of support he's received from people in the district during this time.

"You know you have a few friends, you know you have some people who are in your corner, but I had no idea," Edgar said.

A Missouri State Highway Patrol trooper pulled Edgar over in St. Joseph on March 26 for driving on the wrong side of the road. Edgar opted to a blood draw, later acknowledging the tests disclosed a blood alcohol content above the legal limit.

Edgar said in a statement earlier this week that he had been drinking beer on the evening of the 26th while watching NCAA March Madness basketball games.

Edgar, who has served as superintendent for the district since last April, was formally charged Monday with a misdemeanor for driving while intoxicated.&nbsp;If convicted, he could face up to a $500 fine, a maximum of six months in jail and a suspended license.&nbsp;

"I have and I am taking steps personally and professionally to insure nothing like this will ever happen again," Edgar said. "I'm just grateful for the opportunity to keep serving as superintendent, and will do everything in my power to make things right."

Edgar expresses remorse, gratitude in light of being retained after DWI

St. Joseph police are investigating the death of a 43-year-old
woman whose body was found in a wooded area off the intersection of 36th
Street and Pickett Road.

Police identify the victim as Melanie Boydston.

Pedestrians walking near the intersection discovered the body
shortly before seven o’clock Wednesday evening and contacted police.

The St. Joseph Police Department reports it is conducting an
open death investigation.

The cause of death has not been disclosed. Police say they
cannot be certain when Boydston died.

The Environmental Protection Agency released its proposed tailpipe emissions standards for 2027 and beyond. The Renewable Fuels Association says the agency blatantly tipped the scales in favor of electric battery vehicles. 

The EPA also overlooked a significant near-term opportunity to achieve significant vehicle efficiency improvements and carbon emissions reductions through increased use of high-octane, low-carbon ethanol fuel blends. 

“We strongly disagree with the policy approaches that arbitrarily pick technology winners and losers with no clear scientific basis,” says RFA President and CEO Geoff Cooper. 

RFA points out that a flex fuel vehicle running on E85 made from certain forms of ethanol would provide similar or even lower carbon emissions at a far lower cost. 

“Today’s EPA proposal would effectively force automakers to produce more electric battery vehicles and strongly discourage them from pursuing other technologies that could achieve the same or better environmental performance at a lower cost for families,” Cooper says. &nbsp;

EPA’s tailpipe standards overlook ethanol’s low-carbon benefits

A new neuroscience program at Mosaic Life Care will help expand services treating different forms of neurological disorders. &nbsp;

The program will help focus on areas such as Alzheimer’s, brain tumors and seizures among others. &nbsp;

Program Director Dr. Saleem Abdulrauf says the program will focus on the patient experience and providing better outcomes.&nbsp;

"Part of that is to have, for example, joint meetings when we're discussing a patient," Abdulrauf tells reporters. "For example, if a patient has a brain tumor you have the neurosurgeon, the neurologist, the oncologist, all meeting together to discuss that at the same time versus having them be seen at different places."&nbsp;

Abdulrauf says the ability for patients to meet with every doctor at once will help provide better outcomes for the treatments they might need. &nbsp;

Abdulrauf says all this new care and new equipment the program brings to Mosaic requires the work of every neuroscience department&nbsp;

"This is just an enhancement of the excellent physicians and healthcare providers already here, but also adding layers of new treatments for brain tumors, for Alzheimer's, for vascular disease that are going to be investments in technology and the teams that go with them," Abdulrauf says.&nbsp;

Abdulrauf says the primary need in this region is primary care physicians. &nbsp;

"While the primary care has really evolved in that integrated fashion, then secondary and tertiary care level that what this program envisions to do is that for patients to have those kinds of specialized and super specialists available to do those types of procedures," Abdulrauf explains.&nbsp;

Abdulrauf will work with Mosaic's directors of neurology and neurosurgery with the program to help expand services to provide patients better outcomes and a better patient experience.&nbsp;

Mosaic announces development of new neuroscience program

recognized his poor judgment during the events that led to the current allegations
and expressed remorse for his conduct. While the Board cannot provide specific
information regarding the measures taken in this regard, the Board does not
condone Dr. Edgars (sic) behavior and has taken steps to ensure this issue does
not reoccur in compliance with policy and state law.”

Edgar will remain superintendent after the St. Joseph School Board reaffirmed
its commitment to Edgar in wake of his driving-while-intoxicated arrest.School Board President David Foster
issued a written statement Thursday morning stating, “After careful
consideration of the allegations against Dr. Edgar, the progress the District
has made under Dr. Edgars leadership, and consideration of many expressions of
community support for Dr. Edgar, the Board reaffirms its commitment to moving
forward with Dr. Edgar as the Superintendent.”A Missouri State Highway Patrol trooper
pulled Edgar over Sunday, March 26th, for driving on the wrong side
of the road. Edgar opted to a blood draw, later acknowledging the tests
disclosed a blood alcohol content above the legal limit."The results have indicated I was over the legal
limit. I am extremely disappointed in myself and the poor judgement that I
demonstrated that evening, and for this, I am sorry," Edgar said in an earlier written statement after receiving the results.Foster said in the statement released today that, “Dr. Edgar has publicly
recognized his poor judgment during the events that led to the current allegations
and expressed remorse for his conduct. While the Board cannot provide specific
information regarding the measures taken in this regard, the Board does not
condone Dr. Edgars (sic) behavior and has taken steps to ensure this issue does
not reoccur in compliance with policy and state law.”

Hovland in Bismarck, North Dakota, halted the regulations from the U.S. Environmental Protection Agency and U.S. Army Corps of Engineers pending the outcome of a lawsuit filed by the 24 states, most of which are led by Republicans. The regulations were finalized in December 2022, repealing a rule implemented during President Donald Trump's administration but thrown out by the courts.

Opponents of the regulations, which define which “waters of the United States” are protected by the Clean Water Act, have called the rules an example of federal overreach that extend beyond the intent of Congress and argued they would unfairly burden farmers and ranchers.

The preliminary injunction affects Alabama, Alaska, Arkansas, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Utah, Virginia, West Virginia, and Wyoming. An injunction was previously issued that halted the rules in Texas and Idaho.

In his 45-page order, Hovland wrote that the federal regulation “raises a litany of ... statutory and constitutional concerns and would cause great harm to the states."

Federal judge blocks enforcement of Biden administration WOTUS rule

St. Joseph police are not releasing much detail about a body
found in a wooded area off the intersection of 36th Street and
Pickett Road.

Police say pedestrians walking near the intersection
discovered the body and contacted police shortly before seven o'clock Wednesday evening.

The cause of death is unknown at this time. Police are not
disclosing any information about the identity of the person at present. A
death investigation is underway.

Little released on body found near St. Joseph intersection

A new museum in the birthplace of famous pilot Amelia Earhart is walking museum goers through the life of Earhart. &nbsp;

The $17 Million museum was opened in Atchison, Kansas by the Amelia Earhart Foundation.&nbsp;

Founder and President of the foundation Karen Seaberg says the museum is a unique mixture of history and STEM (Science, Technology, Engineering, and Math.)&nbsp;

"There are a lot of STEM museums, there are a lot of history museums, but there are rarely any that can do both," Seaberg tells KFEQ/St. Joseph Post.&nbsp;

Seaberg says the museum centers around Earhart's life and every exhibit is interactive, including a VR experience flying Earhart's plane across the Atlantic.&nbsp;

And upstairs, Seaberg says there is even more to experience.&nbsp;

"You can shoot the stars, or look at the stars, just like Fred Noonan would have on the flight around the world," Seaberg says.&nbsp; "And you can use the sextant, you can work with radio waves, the atmospheric pressures you have all the way up to space."&nbsp;

Noonan was the navigator that traveled with Earhart on her journey around the world which departed on May 21, 1937.&nbsp;

Downstairs in the museum children can even dress up as Earhart in four of her different careers, which Seaberg says was a big hit with focus groups.&nbsp;

The museum displays the life and adventures of the pilot born in Atchison, Kansas. But it also explores the theories behind her disappearance. &nbsp;

Seaberg says while the museum does not focus entirely on the theories, they do have an interesting way to explore those theories&nbsp;

"We pick six of the (theories), there's multiple theories, but we choose six, and we give a for and against," Seaberg explains. "So, you get to see why that may have happened or was it crazy, and then at the end you actually get to vote for which of the six you believe."&nbsp;

Seaberg says the museum is the first of its kind and something that Atchison has never had before.&nbsp;

"We've had the wonderful birthplace, and it's a beautiful home museum, but as far as I know there's nothing across the nation," Seaberg says. "There are a lot of things named for Amelia Earhart all across the nation, even internationally in Derry Northern Ireland and other places, but nothing that combines the STEM and Amelia's history."&nbsp;

Atchison's own Amelia Earhart gets the museum she deserves

Most antimicrobial wipes, predominantly made of synthetic fibers like polyester and polypropylene, are discarded after a single use and end up in landfills. 

However, USDA Agricultural Research Service scientists recently developed sustainable, machine-washable antimicrobial wipes that can be used at least 30 times for cleaning hard and nonporous surfaces. 

ARS researchers developed antimicrobial wipes by using raw cotton fiber that naturally produced silver nanoparticles inside the fiber. 

These embedded nanoparticles can then release ions that act as antibacterial agents and kill harmful bacteria. The researchers say people will be able to clean surfaces by wetting the antimicrobial cloths with tap water and then wiping surfaces. 

In their research, scientists found that the wipes killed 99.9 percent of harmful bacteria on surfaces. The worldwide antimicrobial wipes market is estimated to reach $21.6 billion by 2030, According to the Antimicrobial Wipes Market Outlook report.

President Joe Biden vetoed a bill sponsored by Republican
Congressman Sam Graves of northern Missouri that would overturn the
administration’s Waters of the United States (WOTUS) rule.

Graves, speaking on <a href="https://www.agweb.com/agritalk">AgriTalk</a> broadcast on KFEQ, says his jaw
dropped when the president vetoed the measure.

“You know, the president, he campaigned on standing with
farmers and ranchers and he turned his back on agriculture and that’s
unfortunate,” Graves tells AgriTalk host Chip Flory. “He sided with radical environmentalists
who want to destroy our very way of life. And it’s so unfortunate, it really
is.”

Graves contends that WOTUS gives the EPA unprecedented power
to regulate private property.

“This is about control. It’s about controlling your property,”
Graves insists. “The government controlling how you use your property.”

Graves’ bill passed the House on a 227-to-198 vote, then
passed the Senate on a 53-43 vote. Neither vote is close to the two-thirds majority Graves
needs to override the veto.

“I mean, my jaw just dropped when I saw the veto,” according
to Graves. “I just couldn’t believe they chose to do that and particularly with
an issue that has gone back and forth, back and forth. The Supreme Court is
going to rule in September. He turned his back. That’s what he did.”

WOTUS is at the center of the case Sackett v. EPA under review
by the US Supreme Court. An Idaho couple is challenging the ruling of the EPA
that land upon which they planned to build a home is off limits, because it is considered
a wetland. A ruling by the Supreme Court should come out later this year.

The Biden Administration revived WOTUS, first proposed during
the Obama Administration, yet never implemented due to court challenges. President
Trump scuttled the rule.

Graves accuses the federal government of huge overreach by pushing
WOTUS and claims it could ride roughshod over property rights.

“You hear the opposition go on and on and on about how farmers
and ranchers are exempt,” Graves says. “And, yet, the fact of the matter is all
of the problems that I’m seeing in my district are coming from farmers and
ranchers. They’re being sued by the Corps of Engineers or the EPA over things
that they are trying to do on their property which is exactly what’s happening
on the case before the Supreme Court.”

Graves says he will try to muster the votes to override the
veto, but acknowledges it’s a heavy lift.

Two people suffered serious injuries in a crash at South 6th
and Hickory Streets Tuesday afternoon in St. Joseph.

St. Joseph police report an SUV traveling west on Hickory
failed to stop at the intersection with 6th and hit an SUV traveling
north on 6th. The impact of the crash forced the SUV into a wreck
with a pick-up. The driver and the passenger in the SUV that ran the stop sign
were both taken to the hospital emergency room with serious injuries.

An investigation into the crash continues.

The Missouri State Highway Patrol reported a 1989 Buick LeSabre driven by a 16-year-old Kingston boy was southbound on Route P crossing U.S. 36. An eastbound 2007 Chevy Impala driven by Jean E. Golden, 78, Chillicothe, struck the Buick.

Caldwell County EMS transported the teen to Cameron Regional Medical Center. Cameron EMS transported Golden to Hedrick Regional in Chillicothe. Both drivers were properly restrained, according to the MSHP.

The car traveled off the east side of the road. The driver overcorrected and the car returned to the road, began to skid, slid off the west side of the road, struck an embankment and overturned.

Andrew County EMS transported Portenier to Mosaic Life Care.&nbsp; She was properly restrained, according to the MSHP.

ATCHISON COUNTY —Law enforcement authorities are investigating a suspect for alleged theft.

On Monday, police arrested Tyon M. Whitely, 48, Atchison, for theft at Casey’s. 1629 Main Street in Atchison, according to Police Chief Mike Wilson.

On two occasions in 2021 Whitely spent time in jail on requested charges involving criminal trespass, according to online jail records.

Kansas man with history of crime accused of theft 

JACKSON COUNTY —Law enforcement authorities are investigating a suspect on drug allegations.

&nbsp;On Friday, April 7, 2023, a sheriff’s deputy stopped an Infiniti passenger car near the K-16/ K116 Junction east of Holton for allegedly littering, according to Sheriff Tim Morse.

 During the stop the deputy located what he believed to be methamphetamine and drug paraphernalia.&nbsp; 

The deputy arrested the driver of the vehicle, Jermey Allen Thomason, 36, of Atchison, on requested charges of possession of methamphetamine and drug paraphernalia.

 </figure>JACKSON COUNTY —Law enforcement authorities are investigating a suspect on drug allegations.&nbsp;On Friday, April 7, 2023, a sheriff’s deputy stopped an Infiniti passenger car near the K-16/ K116 Junction east of Holton for allegedly littering, according to Sheriff Tim Morse. During the stop the deputy located what he believed to be methamphetamine and drug paraphernalia.&nbsp; The deputy arrested the driver of the vehicle, Jermey Allen Thomason, 36, of Atchison, on requested charges of possession of methamphetamine and drug paraphernalia.

Bailey has issued an emergency regulation strictly limiting
gender-transition medication or surgery for youth.

Bailey claims he acted after a whistleblower claimed children
were being abused at the Washington University Transgender Center in St. Louis.

“Once those allegations were made it was important for the
Attorney General’s office to stand up and stand in the gap and introduce some
measures that would provide some kinds of guardrails and safeguards to protect
children who are going through these mental health crises,” Bailey tells KFEQ/St.
Joseph Post in a phone interview. “We need to be treating these mental health
crises with psychology and psychiatry, not racing to puberty blockers, cross sex
hormones, and ultimately irreversible and dangerous surgeries.”

Bailey says full disclosure is the least the center can offer.

“That they at least warn the parents about the negative and irreversible
and dangerous consequences of using these kinds of experimental drugs and that
they obtain and retain valid parental consent,” Bailey says. “These are
safeguards that are common sense to protect kids and make sure parents
understand what they’re getting into.”

Transgender advocates criticize the rule and don’t like Bailey
calling transgenderism a mental health issue. But Bailey stands by his
assessment.

“The triggering mechanisms for these kinds of experimental procedures
is the claim or finding of a mental health problem,” according to Bailey who
says there must be a diagnosis of gender dysphoria before treatment becomes an
option.

Bailey’s emergency regulation highly restricts gender-transition
treatments for minors, including hormone blocking or enhancement drugs as well
as surgery.

Critics claim Bailey is acting on misleading or incorrect
information straight from the anti-trans activist playbook.

Bailey counters those pushing for gender-transition treatment
have more than their clients’ best interest at heart.

“Their business model requires that patients continue to be referred
to their clinic, that they diagnose gender dysphoria as a mental health problem
and then they peddle puberty blockers, cross sex hormones, and surgery,” according
to Bailey. “So, there’s an industry behind this that motivates what they’re
saying. They want to get paid to continue this kind of work. And, I’ll tell
you, there are ample scientific and medical evidence on my side of this issue which
says this is dangerous.”

Attorney General defends transgender emergency rule

A new sanctuary is devoting time to help those suffering from the loss of a spouse. &nbsp;

The Loss of Spouse Sanctuary was developed in 2022 in memory of Joe Tracy who envisioned the sanctuary after the loss of his wife Kathy.&nbsp;

Board member Deb Lyons says the sanctuary located just off US 71 Highway provides a retreat for those who lost a spouse.&nbsp;

"But it allows widows and widowers to relax, t0 regroup, to meet other kindred spirits that have the same issues that they do, have the same thoughts, that they just need to get together in addition to GriefShare," Lyons tells KFEQ Hotline host Barry Birr. "Where they can let their hair down and try to put some fun and some joy back into their lives."&nbsp;

The sanctuary provides a space for those who are grieving the loss of a spouse; a place to get away, rejuvenate, and relax.&nbsp;

Board Vice President Jane Anderson says organizers hope the sanctuary can become a place of comfort to those who are grieving. &nbsp;

"We know grieving is different for everyone, even though it's a similar experience, and a lot of people don't want to do something on their own," Anderson explains. "So, we're not restricting it to just the widows and widowers, if they want to be comfortable and bring a friend, a family member, so the friends and family members can see what we're about."&nbsp;

Anderson says membership for the sanctuary is open to anyone who has lost a spouse. &nbsp;

"Because you can be at any age to lose your spouse," Anderson says. "So, while most people recognize that normally it's in the older generations, we do have people that have lost their spouses that are in their 20's, 30's and 40's, there is no restriction, no age limit."&nbsp;
