ATCHISON COUNTY, Mo.—One person was injured in an accident just before 2p.m. Tuesday in Atchison County.

The Missouri State Highway Patrol reported a 2016 Honda Civic driven by Paula A. Allison, 70, Quincy, Iowa, was southbound on Interstate 29 thirteen miles north of Rockport.

The car struck the towed unit of a 1999 Kenworth semi driven by Evan T. Vessell, 42, Bernie, Missouri, as the vehicles entered a construction zone.

EMS transported Allison to the hospital in Hamburg, Iowa. Vessell was not injured. Both drivers were properly restrained, according to the MSHP.

BROWN COUNTY—Law enforcement authorities are investigating a Kansas man on multiple charges after a traffic stop.

Just before 5p.m. April 15, a sheriff's deputy initiated a traffic stop for speeding on US 36 near Horned Owl Road, according to Sheriff John Merchant.

The deputy spoke with a female driver less than 18 years of age and it was discovered that she did not possess a valid drivers license. 

A Brown County K-9 arrived and Carla alerted on the vehicle. A search of the vehicle was conducted and items of evidence were seized such as an open container of whiskey, methamphetamine, marijuana, syringes, fentanyl, paraphernalia, scales etc. 

An investigation following the search resulted in the arrest of the passenger in the vehicle, Camden Hubbard 42 of Wamego.

Hubbard was booked on requested Charges of Aggravated Human Trafficking victim &gt;14, Aggravated Child Endangerment &lt;18, Contributing to a Child's Misconduct, Conspiracy Sexual Exploitation of a Child, Use Communication Device to Facilitate Felony, Transport Open Container, Improper Vehicle Registration, Possession of Opiate, Possession of Stimulant, Possession of Marijuana and Possession of Drug Paraphernalia. He remains in custody, according to online jail records.

The case will be forwarded to the Brown County attorney for review.

The National Corn Growers Association is launching its fourth Consider Corn Challenge. 

The open-innovation contest invites participants to submit proposals for new uses of field corn as a primary feedstock for producing novel sustainable chemicals and products with quantifiable market demand. 

“Consumers have a genuine interest in biobased products, and corn is investing in solutions that meet that need,” says NCGA Market Development Action Team Chair Troy Schneider. 

“In order to continue drawing in game-changing participation, the prize pool has increased to $250,000.” If all 15 winners of the first three Consider Corn Challenges reach full commercialization with products in the marketplace, the potential for additional corn demand would be approximately 3.4 billion bushels.

Consider Corn Challenge still finding new uses for corn

The major fundraiser for the Albrecht-Kemper Museum of Art will
be held later this month.

The annual Pot of Gold enters its 45th year on the
29th.

Albrecht-Kemper Executive Director Eric Fuson says this year
the arts gala and auction is entitled An Evening in the Enchanted Forest,
featuring a gourmet meal and silent auction.

“We have rounds of golf. We have art works. We will have a
little diamond and gold necklace,” Fuson tells host Barry Birr on the KFEQ
Hotline. “We’ll have a sharp-dressed man raffle as well for the guys.”

More than 140 items will be up for bid through the
Albrecht-Kemper online, silent, and live auctions.

Some major items are up for bid. One is a one-year membership
to the Dormie Network, with its six nationally ranked golf courses, cottages,
and elegant dining. It is a $30,000 value with a minimum bid at $7,500.

Another is the Dickens on the Strand getaway in late November
and early December. Each year toward Christmas, Galveston, Texas turns into 19th
Century Victorian London in honor of Charles Dickens. The trip includes all
airfare, plus a three-night stay at the Hotel Grand Galvez, a $5,000 value.

Patrons can also bid on a one-week vacation at San Miguel de
Allende, Mexico, a UNESCO World Heritage Site.

A unique item up for auction is a private solo classical
guitar concert at your house by Anthony Glise, a virtuoso and native of St.
Joseph who has played around the world. Glise will revive a Renaissance
tradition of playing concerts in private homes. Glise will perform and tell
stories for a two-to-three hour concert appearance for you and your family and
friends.

Fuson says the Pot of Gold auction is vital to the museum’s
operation.

“It is so important the way this community supports us,” according
to Fuson. “That’s how we make it. Everybody thinks there’s just some big fund
out there, that we just all swim in money, but it’s not true. It’s just every
single one of us in the community that keeps all of our organizations going.”

The Missouri State Highway Patrol reported a Polaris Ranger driven by a 9-year-old Savannah boy was westbound on a private road in the Honey Creek Conservation area. The UTV began to skid, traveled off the north side of the road, overturned and the driver was ejected.

Andrew County EMS transported the boy to Mosaic Life Care. He was then transferred to Children's Mercy.

Two candidates who won election in April to the St. Joseph School Board have been officially sworn in.&nbsp; &nbsp;

During a reorganization meeting the board officially had Whitney Lanning and Rick Gehring sworn into office by Fourth District Circuit Judge Daniel Kellogg&nbsp;

Lanning says her goal now that she's officially on the board is to work hard to stay educated and informed on issues facing the district&nbsp;

"Listen to students and staff and make sure that I'm making good, solid, and informed decisions," Lanning tells reporters following the meeting.&nbsp;

Gehring says his goals that he touted during the campaign remain the same as he begins his tenure&nbsp;

"At the end of the day, what's best for the teachers and what's best for the students, those are the two things," Gehring says.&nbsp;

The board also recognized outgoing members Rick Gilmore and Phil Vandel for their work on the school board.&nbsp;

Lanning says one of her focuses in helping the district will be utilizing her knowledge of managing financials&nbsp;

"Finance and school finances have a lot of different nuances, so fortunately I'm pretty familiar with a lot of that," Lanning says. "So, I think that's what I can bring."&nbsp;

Gehring says one area he would like to focus on is continuing to advance the work in early childhood education&nbsp;

"I think getting kids ready for kindergarten has been an issue in the past, so having Lake Contrary, having Mark Twain, and hopefully moving forward even another building that we can use for early childhood to get these kids ready to enter into kindergarten," Gehring explains. &nbsp;

Despite recent criticisms of the district's handling of a DWI charge for Superintendent Gabe Edgar, both Lanning and Gehring seem ready to go.&nbsp;

Lanning says despite the situation and the criticism the school board is facing, she knew exactly what she was signing up for when she won. &nbsp;

"I think anybody that runs thinking that it's all going to be pie in the sky and rainbows doesn't have a very clear understanding of the role of the board," Lanning says. "So, there are going to be difficult things over the next three years but I'm ready to tackle those."&nbsp;

Gehring says he's aware that some of the decisions that are made by the district won't always be the most popular&nbsp;

"But you have to really look out what's best for the district, what's best for our kids, and what's best for our staff, and that's going to drive all the decisions I make, whether it be popular or not," Gehring says.&nbsp;

The board also voted unanimously to name LaTonya Williams the new school board President after David Foster announced he would step away from the position.&nbsp; Ken Reeder was named to replace Williams as the new Vice President.&nbsp;

St. Joseph School Board officially welcomes two new members and names new President

Spring is here and that means summer is just around the corner which signals the beginning of an annual summer concert series in St. Joseph.&nbsp;

Parties on the Parkway hosted by the St. Joseph Chamber of Commerce will kick off next month on the south side of St. Joseph near Benton High School. &nbsp;

Chamber of Commerce spokeswoman Kristi Bailey says the summer concerts are always popular with the community.&nbsp;

"Bring their friends, their dogs, and come out for free music, there's always food and drink available," Bailey tells KFEQ/St. Joseph Post. "This year we have an ice cream truck that's going to be at every single event and a balloon artist for the kids that's going to be at every single event, so it's always popular."&nbsp;

Bailey adds though that she's always seeing new faces that have never been and encourages everyone to bring people out to the concerts. &nbsp;

The concert series will kick off with the bluegrass band The Matchsellers on May 11th at SW Parkway and King Hill Drive.&nbsp;

Bailey says every year the community helps nominate bands for the event, which helps find a variety of genres&nbsp;

"We don't want to be all country all the time, we don't want to be all rock all the time, we try to mix it up," Bailey says.&nbsp;

Bailey says the community helping choose the bands by nominating them also encourages people to come out to the event&nbsp;

"The more people are involved in nominating who's going to be there, if someone you nominated is selected I defintly hope you're going to come to that event," Bailey says.&nbsp; "Because you are a part of the process."&nbsp;

And Bailey says this year’s concerts will feature something new called The Prize Patrol&nbsp;

"We've never had a prize patrol before, so this year United Fiber is sponsoring a prize patrol," Bailey explains. "So, each Parties on the Parkway, residents that come out are likely to win prizes just for showing up, so that will be something new and fun."'&nbsp;

Concerts will be held the second Thursday of every month from 5 to 8 pm. If rain forces a cancelation, it will be moved to the third Thursday of that month.&nbsp;

Party on the Parkway in St. Joseph as annual concert series returns

Counties across the region are experiencing issues of people getting pulled over by individuals impersonating law enforcement officers. &nbsp;

Buchanan County Sheriff Bill Puett says recent instances of this in Clinton and Dekalb counties are still under investigation. &nbsp;

Puett says thankfully we don't see this often in Buchanan County. &nbsp;

"We do see that every once in a while, there's somebody that decides that they're going to do this and they think it's a good idea, and often times it's for really bad reasons," Puett explains. "And so, we want people to be safe."&nbsp;

Puett says if you are pulled over by an unmarked vehicle that seems suspicious, the best thing to do is comply and follow the person's instructions. &nbsp;

"If they're uncomfortable, the best thing to do is tell them say I'm very uncomfortable, with this, I would like to go a more populated area or a lit area, I would like you to call a marked car, some of those things," Puett tells host of the KFEQ Hotline Barry Birr. &nbsp;

Puett says a real law enforcement officer will not deny those requests especially if they know they are aware they are in an unmarked vehicle and attire.&nbsp;

Puett says if you get pulled over by a vehicle that may seem suspicious to keep an eye on the demeanor of the person pulling you over.&nbsp;

"Especially if they're in a t-shirt or they're not dressed in uniform and their demeanor is different than you might consider a normal professional demeanor," Puett says. "That might lead you to say hey can you call another car."&nbsp;

Puett says thankfully his department has not seen any recent issues of this in the county but has in the past and has taken care of it.&nbsp;

Sheriff on lookout for people impersonating law enforcement officers

Ford Canada confirms that it’s removing AM radios from all vehicles globally. Ford’s Canadian division says Canada will no longer have access to the AM band in upcoming vehicles. 

Radio Ink Dot Com says it’s the first confirmation that removing AM from dashboards won’t be isolated to the U.S. 

A Ford Canada spokesperson says that to listen to AM, all drivers have to do is link their phones to the vehicles entertainment system and stream the stations they’re looking for. 

Canada has more than 180 AM radio stations. Many of those stations broadcast news and information needed in remote areas that have less than ideal data coverage, making streaming difficult, if not impossible.

Ford Canada confirms that it’s removing AM radios from all vehicles globally. Ford’s Canadian division says Canada will no longer have access to the AM band in upcoming vehicles. Radio Ink Dot Com says it’s the first confirmation that removing AM from dashboards won’t be isolated to the U.S. A Ford Canada spokesperson says that to listen to AM, all drivers have to do is link their phones to the vehicles entertainment system and stream the stations they’re looking for. Canada has more than 180 AM radio stations. Many of those stations broadcast news and information needed in remote areas that have less than ideal data coverage, making streaming difficult, if not impossible. Public-interest groups representing farmers and conservationists filed arguments in court seeking to have the Environmental Protection Agency’s approval of dicamba struck down. 

The arguments are a continuation of an earlier lawsuit that resulted in a 2020 court ruling overturning prior approvals of dicamba as unlawful. 

The groups say the new litigation was prompted by the EPA’s decision to ignore the court’s ruling and move forward with reapproving the pesticide. 

“We now have years of incontrovertible evidence revealing that these dicamba products cannot be used without causing grave harm to other farmers and the environment,” says George Kimbrell, legal director of the Center for Food Safety and counsel in the case. 

The petitioners say dicamba drift and runoff damage natural areas and wildlife refuges, injuring wild flowering plants, including some federally-protected species on which bees and other insects rely. Plaintiff groups include the National Family Farm Coalition, Pesticide Action Network, and others.

The Missouri State Highway Patrol reported a 2017 Ford F150 driven by Ethan W. Wyant, 32, Trenton, was eastbound on MO 6 one mile west of Trenton.

The pickup rear-ended a 2017 Toyota Rav4 driven by Ronald L. Green, 64, New Hampton, who was stopped in a construction zone.&nbsp;

Northern Missouri Congressman Sam Graves applauds a federal
judge’s decision that stopped a controversial regulation proposed by the Biden
administration from going into effect.

The ruling by the U.S. District judge in North Dakota halts
implementation of the Waters of the United States rule, known as WOTUS, from
going into effect in 24 states.

Graves, a Republican, succeeded in passing through Congress
his bill to overturn WOTUS only to run into a presidential veto, which he says
he will attempt to override.

“We have to get two-thirds or super majority in both chambers which
is going to be a pretty heavy lift. It probably won’t happen,” Graves tells
KFEQ/St. Joseph Post. “Again, unfortunately, the president chose to turn his
back on farmers and ranchers out there.”

Graves managed to get his resolution approved by the United
States House on a 227-198 vote. It passed the Senate on a 53-43 vote, despite the
Senate being in the hands of Democrats.

Graves says he knew he would succeed in the Senate, even
though some Democrats were forced to vote against a fellow Democrat in the
White House.

“Simply because there are a lot of senators over there that
represent rural states,” Graves says. “This impacts rural areas more than anywhere
else and those senators simply can’t go home and be able to explain why they turned
their back on their farmers and ranchers. So, the Senate vote didn’t surprise
me at all. I was very pleased with it.”

Graves will mount a veto override attempt, though the margins
are far too narrow for the two-thirds necessary to overturn the president and
make the issue law.

Graves has a better shot with the courts.

The United States Supreme Court is considering a separate case
in which an Idaho couple sued the EPA because it would not allow the couple to
build a home on what it deemed a wetland.

Graves is hopeful the Supreme Court overturns the rule that he
and other opponents call federal overreach. Still other critics contend the
Biden administration just like the Obama administration are attempting to go
well beyond the definition of “navigable waters” place in the Clean Water Act
when passed by Congress in 1972. The administrations have argued that the rule
would protect the waters that feed into larger bodies of water and that it is
within the authority of the EPA.

“I think the ruling will be in our favor,” Graves says. “It’s
hard to tell at this point, but the fact of the matter is this is government
overreach, far exceeds too much overreach. So, I’m hoping that the courts rule
in our favor.”

The Supreme Court heard arguments in Sackett v. The
Environmental Protection Agency in October. The EPA has prevented the Sacketts
from building on their property near Priest Lake in Idaho near the Canadian
border.

ATCHISON COUNTY —One person was injured in an accident just after 8p.m. Saturday in Atchison.

According to Police Chief Mike Wilson, a Toyota Tacoma driven by Bryan Barraza, 23, Atchison, turned westbound into the 1400 Block of Country Club Road.

The pickup left the roadway on the south side and struck a residence. EMS transported Barraza was to a hospital for treatment of injuries. The accident remains under investigation.

The Missouri State Highway Patrol reported a 2011 Ford F150 driven by Zachary C. Else, 38, Sioux Falls, South Dakota, was northbound on Interstate 29 approaching a construction zone just before Interstate 229.

The pickup was following too closely and rear-ended a 2005 Ford Taurus driven by Sarah McCormick, 35, Louis, Iowa.&nbsp; The impact pushed the Taurus into a 2009 Ford Flex driven by Enrique F. Garcia Gastelum, 49, Phoenix, Arizona.

Buchanan County EMS transported a passenger Ford Flex identified as Marianna A. Cocoletzi Rosas, 28, Phoenix, to Mosaic. A private vehicle transported Else to Mosaic. There were no other injuries. All four were properly restrained, according to the MSHP.

Two injured after 3-vehicle Buchanan Co. crash

BROWN COUNTY —Law enforcement authorities are investigating two suspects on drug charges after a traffic stop.

Just after 9p.m. Thursday, a sheriff's&nbsp;deputy initiated a traffic stop for speeding&nbsp; in the vicinity of U.S. 75 near 200th Road, according to Sheriff John Merchant.

&nbsp;A probable cause search resulted in locating meth pipes, bong, as well as&nbsp; meth and marijuana.&nbsp; Both the driver 35-year-old George Caracostis and the passenger 24-year-old Kiara Leone both of Houston were arrested on requested charges of Possession of Meth, Possession of Marijuana and Possession of Drug Paraphernalia.&nbsp;

Leone also had a Felony $10,000 Failure to Appear Warrant out of Galveston County, Texas. She remains in custody, according to online jail resords.&nbsp; Caracostis was released on a $2500 bond.

ATCHISON COUNTY—A Kansas man with a history of crime is back in jail.

On Thursday, police arrested 34-year-old&nbsp;Thomas C. Jones of Atchison,&nbsp; on a District Court warrant for failure to appear in court, according to Police Chief Mike Wilson.

In January, he spent time in the Atchison County Jail for alleged theft and for a bond violation in March, according to online jail records.

Work continues to repair damage done to the Missouri River by
the 2019 flood.

The Army Corps of Engineers Kansas City District has received
nearly $250 million more to aid in its repairs to the Missouri River navigation
channel damaged in 2019.

Dane Morris heads the Corps’ work to restore the navigation
channel all the way from northwest Missouri to St. Louis.

“So, we’ve awarded $253 million in contracts to construction
contractors to repair those navigation structures,” Morris tells KFEQ/St.
Joseph Post. “Currently, we have eight active contracts ongoing and we’re 30%
complete overall with all the repair work we have contracted out.”

While not as visible as damage to Missouri River levees,
damage to the navigation channel has a big impact on barge traffic from Omaha
to St. Louis.

The navigation season on the Missouri River started at the beginning
of this month. Officials with the Corps of Engineers’ Kansas City office
recently inspected some of the repair work underway near Atchison, Kansas.
Contracts to repair the navigation channel there are funded through the infrastructure
measure approved by Congress.

Among those inspecting the work was Colonel Travis Rayfield,
commander of the Corps’ Kansas City District, who says repairs to the
navigation channel from Omaha to St. Louis are designed to keep the barges
running, though he points out the Missouri River kept open even when the
Mississippi River could no longer support barge traffic due to a drastic drop
in its level.

“When the Mississippi closed for navigation, the Missouri
River stayed open and we still had less water than we expected,” Rayfield tells
KFEQ/St. Joseph Post.

Rayfield says while the Missouri River normally retains a
depth of nine feet with a width of 300 feet, he believes this year the Corps
will be able to maintain an eight-foot depth and 200-foot width, enough to get
by this year while repairs continue.

“So, we’re very optimistic for the future of the navigation
industry on the Missouri River.”

One of the contractors working on the river channel is W.A.
Ellis Construction Company, which gave Rayfield an update on construction progress.

Rayfield says the Corps does expect to maintain a channel
suitable for barge traffic despite a drop in water flows from the upper Missouri
River dams, though not as deep nor wide as normal.

“Obviously, Mother Nature has a vote,” Rayfield says. “With
that limited water, what we do expect is that we won’t get quite to the
nine-foot channel in depth and 300-foot wide for the whole stretch of the lower
Missouri, but we do expect it to be at least 200 feet wide and at least eight
foot deep.”

The Missouri River navigation season runs from April 1st
through December 1st.

Ag groups respond positively to court halting WOTUS rule

Springtime will draw many into the woods hunting for the precious morel mushrooms.  

Tom Weipert of Savannah, known as The Mushroom King, says he calls mushroom hunting an easter egg hunt for adults. 

"Something that we can go out in the woods and do, it's actually, you know mushroom hunting has become for me it's pretty therapeutic, just to be out in the woods and be around nature," Weipert tells KFEQ Hotline host Barry Birr. "You know whether you find a Morel or not, it's kind of like the fishing story there's never a bad day mushroom hunting, even if you don't find any it's still you got out in the woods and you tried." 

"That's why they do call it mushroom hunting too, you're not always successful." 

Weipert garnered the nickname The Mushroom King in high school after his success hunting them. 

Weipert will hold a presentation tomorrow to help people identify the different types of mushrooms they can find and more. . .

Tom Weipert of Savannah, known as The Mushroom King, says he calls mushroom hunting an easter egg hunt for adults. "Something that we can go out in the woods and do, it's actually, you know mushroom hunting has become for me it's pretty therapeutic, just to be out in the woods and be around nature," Weipert tells KFEQ Hotline host Barry Birr. "You know whether you find a Morel or not, it's kind of like the fishing story there's never a bad day mushroom hunting, even if you don't find any it's still you got out in the woods and you tried." "That's why they do call it mushroom hunting too, you're not always successful." Weipert garnered the nickname The Mushroom King in high school after his success hunting them. Weipert will hold a presentation tomorrow to help people identify the different types of mushrooms they can find and more. . . The U.S. District Court of North Dakota issued a preliminary injunction against the Biden administration from implementing its final rule redefining the Waters of the United States in 24 states. 

The court’s move comes in response to a motion filed by Montana Attorney General Austin Knudsen. 

According to the Montana Farm Bureau Federation, estimates from the similar Obama-era rule would have placed nearly 90 percent of Montana’s land under the jurisdiction of the Environmental Protection Agency. 

“This injunction resulting from our lawsuit is welcome relief to farmers and ranchers and workers in mining, energy, and other industries who would be harmed if this unconstitutional rule is allowed to take effect,” Attorney General Knudsen says. 

“This is just the first step to stopping the overreaching WOTUS rule.” Knudsen also says he will continue to fight the Biden administration and prevent them from claiming federal jurisdiction over massive swaths of land and water.
