A new analysis from the Renewable Fuels Association shows American drivers saved an average of more than 25 cents per gallon since the beginning of 2022 with E15. 

RFA analyzed more than 3,000 actual pump prices for E15 and E10 submitted by drivers to E15prices.com. 

The average of 1,520 prices reported for E10 was $3.69 per gallon, while the average for corresponding E15 prices was $3.41 per gallon. 

Thus, the average discount for E15 was 27 cents per gallon or 7.4 percent. “The review of prices submitted by drivers shows lower-carbon E15 is providing real savings for American families,” says RFA President and CEO Geoff Cooper. 

“At a time when U.S. drivers were facing record high gas prices, this report confirms that E15 delivered relief at the pump.” As a result, Cooper’s group is urging the administration to carefully review data as it considers allowing the sale of E15 this summer.

County Sheriff Bill Puett reports 47-year-old Francis “Bud” Fisch has been
charged with Sexual Contact with Prisoner or Offender by Probation/Parole
Officer, Employee of a Jail, Prison or Correctional Facility.

Puett
says his office received information of possible criminal behavior of a
non-sworn member of the Corrections staff.

The
sheriff states that after an investigation conducted by his office discovered
that Detention Deputy Fisch had allegedly engaged in sexual conduct with a
female inmate, deputies placed Fisch under arrest.

Buchanan County jailer charged with having sex with an inmate

Warmer weather signals the start of people beginning to pull out their boats and getting them out on the water. &nbsp;

Missouri State Highway Patrol Seargent Shane Hux with Troop H in St. Joseph says a main danger to watch out for is debris from flooding.&nbsp;

"You know whether you're out on the Missouri River, out at Big Lake, Smithville Lake, anything like that, debris, you know logs, if the water is high a lot of times you won't be able to see a rock dike out on the Missouri River," Hux tells KFEQ/St. Joseph Post. "Or anything that's just barely under the water like debris of any sort, so that's always a main thing."&nbsp;

Hux says you should also make sure your boat is properly prepared with a good number of life jackets and the proper safety tools.&nbsp;

With boaters heading back out to the water as the weather becomes warmer, the Missouri State Highway Patrol is helping make sure boats are ready to go. &nbsp;

Hux says Troop H will provide inspections of boats.&nbsp;

"They're making sure that they have applicable life jackets on board, a throwable personal flotation device if that's required," Hux says. "They're checking navigation lights, sounding device, fire extinguisher, just basic safety equipment while they're out there on the water."&nbsp;

Hux says inspections will be provided on May 5th at the Missouri River French Bottom Access at the Remington Nature Center from 9am to 5pm.&nbsp;

More boats on the water also means drivers will see more boats on the highways as they travel to and from the lake or river. &nbsp;

Hux says before you travel with your boat you should make sure your trailers are in good working condition.&nbsp;

"A lot of times what we see on that, we have tires, blowouts, wheel barring's go out, so just some safety measures there," Hux explains. "So just some safety measures there, cause if you blow a tire on a trailer that thing is going to start fishtailing back and forth and that does lead to vehicle crashes, so just make sure you're conscious of that."&nbsp;

Hux says you should also make sure turn signals on your trailer are working properly for other drivers that could be trailing you on your way to the water.&nbsp;

It's boating season and the Highway Patrol wants you to be prepared

Data from USDA shows that corn and soybean sales to overseas buyers declined in the seven days ending on April 13. 

Exporters sold 312,400 metric tons of corn for offshore delivery for 2022-2023, down 41 percent from the prior week and 79 percent from the four-week average. 

The top three buyers were China, Saudi Arabia, and Colombia. Exports rose 42 percent to 1.3 million metric tons. 

USDA says soybean sales were down 73 percent week-over-week to 100,100 metric tons for 2022-2023. The top three buyers were the Netherlands, Mexico, and China. The USDA report says exports dropped 15 percent week-over-week to 582,800 metric tons. 

Wheat sales improved 91 percent from the prior week and 93 percent from the four-week average, coming in at 259,000 metric tons. South Korea was the top wheat buyer, followed by Taiwan and the Philippines. Overall exports for the week dropped 28 percent to 202,800 metric tons.

placed the staff member under arrest. The case has been submitted to the

The Missouri Show-Me State Games stopped in St. Joseph on Friday as part of their annual 'Shelter Insurance Torch Run.'

The Torch Run makes its way through multiple Missouri cities each spring. St. Joseph is one of five cities the State Games are stopping in to promote the Olympic-style sports festival held in Columbia this summer.

The 39th annual State Games are scheduled for June 8-11, July 21-23 and July 28-30.

"Really, we want to bring awareness and bring the message of fitness, family and fun," said Chris Ricks, director of marketing for Shelter Insurance.

"Really get out and invite everyone to come to Columbia and be a part of it this summer. We love hosting everybody, and looking forward to having everybody come."

State Games officials, along with representatives from the St. Joseph Sports Commission, the St. Joseph Mustangs, Parks and Recreation and Shelter Insurance gathered at the Pony Express statue across the street from the St. Joseph CVB building Friday.

"When you go to Columbia and compete in the state games, it really is an Olympic-style festival," said Brett Esely, director of the St. Joseph Sports Commission.

"Those folks are experienced, they know what they're doing. It's exciting to work and go to the games and I encourage anybody, it's something great to work towards and mark your calendar and take part."

Missourians can register for the games at <a href="https://smsg.org/">smsg.org</a>. Participants have more than 40 sports to pick from, from pickleball to powerlifting. From football to fencing.

"To be able to have that opportunity to create memories with your parents, teammates, coaches, that's what makes it so special," said St. Joseph Mustangs owner Ky Turner - a former State Games competitor himself.

Missouri has seen anywhere from 35,000-40,000 participants at the state games in the past.

Esely pointed out that St. Joseph Sports Hall of Fame Inductee, St. Joseph native and former State Games executive director, Gary Filbert, had a huge influence on the origin of this annual event as a founding father.

"I think I knew (Filbert's) history with the Show-Me Games," Esely said, "but I'll be honest, I don't know if I knew that he was the founder of the Show-Me Games. One of the founding fathers. Anytime you're the founding father of anything, that's special."

Filbert, a Benton graduate, was Missouri Western's first men's basketball coach and helped form the Missouri Basketball Coaches' Association. He was inducted into the Missouri Sports Hall of Fame in 2011.

Show-Me State Games stops in St. Joseph Friday for Shelter Insurance Torch Run

A couple of major tax increment finance projects in St. Joseph
come off the books to the benefit of the city coffers.

The city awarded TIFs, Tax Increment Financing, to finance the
development of The Shoppes at the North Village and to lure Triumph Foods to
town.

City Manager Bryan Carter says the end of the TIF given to the
North Shoppe developer will be a big benefit to the city’s bottom line.

“That bottom-line impact for the city with the expiration of
the North Shoppes TIF is that the General Fund will have nearly one-and-a-half
million dollars additional money in it this year,” Carter tells host Barry Birr
on the KFEQ Hotline. “When you’re looking at the other things, such as the CIP
fund, the transit fund, you’re looking at $2.7 million.”

With the TIF for Triumph Foods ends, the city will receive an
additional $187,000 in tax revenue, with a total from the two TIFs ending of
nearly three million dollars annually.

Carter says some projects, such as the downtown hotel, might
not go anywhere without tax breaks.

“That is what would justify the additional incentives.
Otherwise, it’s probably not a viable project. We’ve heard from the developers that
it’s not a viable project without that,” according to Carter. “The history of
the hotels that have been down there would indicate that it’s not a viable
project without that.”

Carter acknowledges the downtown hotel presents a tough case.

“It’s been a challenge. It’s had incentives before, but it’s really
kind of the price you have to pay to have that particular amenity in that
particular location.”

Carter says it is always a difficult decision to give
businesses tax breaks.

“And that’s a tough thing to give up,” Carter says. “It’s
tough to say, okay, we’re going to let those generated taxes become development
costs, pay for development costs. But, if that’s the only way to get that
development that we have up there then you really take that long view and try
to identify what that future benefit’s going to be.”

 TIFs coming off the books and onto the City of St. Joseph bottom line

Any old prescription drugs you may have around your home can be gotten rid of this weekend during a nationwide event. &nbsp;

Captain of the Buchanan County Drug Strike Force Shawn Collie says it's important to get rid of these drugs safely for the environment&nbsp;

"When you have people that are just flushing prescription medication down the toilet that's getting into the waterways," Collie tells KFEQ/St. Joseph Post. "And the pollution or just throwing it away gets into the soil and the waterways."&nbsp;

Collie says the other part has to do with the ongoing problem of overdosing and drug abuse&nbsp;

"So, our goals are to get the prescription medications that are not being used out of the homes and off of the streets and away from our youth who may, it may be an accidental overdose, or it could be somebody who is experimenting with prescription medications."&nbsp;

Collie says the factor of getting it out of the home is huge for the strike force when it comes to drug addiction issues. &nbsp;

Collie says it's important to dispose of old medication, because you never know the effect it has&nbsp;

"If it's a year or two later if you're taking different medications, you never know the effect that that original prescription that's now expired, you know what kind of effect is that going to have when you're combining new medications," Collie says.&nbsp;

Collie says it's also just the fact that as long as it stays in a cabinet, its more easily accessible&nbsp;

"To people who may be abusing medication like that and it's making it available, or if you have that youth that's looking to or experimenting with certain things," Collie says.&nbsp;

Drug Take Back Day will be held tomorrow in St. Joseph in the East Hills Mall parking lot from 10am to 2pm. &nbsp;

Around 35,000 young children end up in the emergency room each year because they gained access to unsecured medicines, according to the Centers for Disease Control and Prevention.&nbsp;

Collie says that is a problem his team also sees locally. &nbsp;

"Unfortunately, we're seeing more experimenting with different types of drugs at younger ages," Collie explains. "But, even during the years that I've been here with the strike force, we've seen even accidental drug overdoses with young children or even infant age where there may be a pill that fell on the floor or something that's accessible."&nbsp;

Collie says the strike force has seen overdose deaths from those situations and hopes that Drug Take Back Day tomorrow can help prevent that. &nbsp;

"And the pollution or just throwing it away gets into the soil and the waterways."&nbsp;Collie says the other part has to do with the ongoing problem of overdosing and drug abuse&nbsp;"So, our goals are to get the prescription medications that are not being used out of the homes and off of the streets and away from our youth who may, it may be an accidental overdose, or it could be somebody who is experimenting with prescription medications."&nbsp;Collie says the factor of getting it out of the home is huge for the strike force when it comes to drug addiction issues. &nbsp;Collie says it's important to dispose of old medication, because you never know the effect it has&nbsp;"If it's a year or two later if you're taking different medications, you never know the effect that that original prescription that's now expired, you know what kind of effect is that going to have when you're combining new medications," Collie says.&nbsp;Collie says it's also just the fact that as long as it stays in a cabinet, its more easily accessible&nbsp;"To people who may be abusing medication like that and it's making it available, or if you have that youth that's looking to or experimenting with certain things," Collie says.&nbsp;Drug Take Back Day will be held tomorrow in St. Joseph in the East Hills Mall parking lot from 10am to 2pm. &nbsp;Around 35,000 young children end up in the emergency room each year because they gained access to unsecured medicines, according to the Centers for Disease Control and Prevention.&nbsp;Collie says that is a problem his team also sees locally. &nbsp;"Unfortunately, we're seeing more experimenting with different types of drugs at younger ages," Collie explains. "But, even during the years that I've been here with the strike force, we've seen even accidental drug overdoses with young children or even infant age where there may be a pill that fell on the floor or something that's accessible."&nbsp;Collie says the strike force has seen overdose deaths from those situations and hopes that Drug Take Back Day tomorrow can help prevent that. &nbsp;If you miss the event, you can bring expired medication ot the Law Enforcement center in downtown St. Joseph&nbsp;

Tickets are $50 for two if purchased by April 30, otherwise tickets are $35 per person. It was noted that tickets are limited to the first 250 guests.

Check in for event goers is at the Wyeth-Tootle Mansion, 1100 Charles Street, where guests will get their wristbands and tour maps.&nbsp; The Mansion will also be the location for the final pour accompanied by the opportunity to enjoy music by a live band.

The Biden administration is planning to begin year-round sales of E15 in 2024. 

Oil Price Dot Com says the Environmental Protection Agency feels the move will help reduce the retail price of fuel. 

Eight Midwestern states originally asked the EPA for waivers to provide E15 fuel this summer. 

EPA chief Michael Regan says the agency studied if they could make the change this year but decided there wasn’t enough time to allow for final adequate rule-making. 

Regan told the House Agriculture Committee that the agency will look into issuing temporary emergency waivers to allow sales of E15 this summer. 

The EPA proposed a rule in March that would allow year-round sales of E15 beginning in 2024. “There would be a significant disruption to consumer pricing and the like if we moved too quickly in 2023,” Regan says. “We are confident year-round E15 sales will be ready to go in 2024.

Senators Michael Bennett of Colorado and Roger Marshall of Kansas introduced the Conservation Reserve Enhancement Program Improvement Act. 

The bill would provide the flexibility family farmers and ranchers need to conserve water on working lands while fairly compensating them for retiring their water rights or limiting their water use. 

“With the CREP Improvement Act, we can give farmers the flexibility they need to conserve their water supply and pass their operations to their kids and grandkids,” Bennett says. 

The act would improve the CREP program in several ways, including directing USDA to allow dryland agricultural uses on CREP acreage where appropriate. Other improvements include specifically adding dryland crop production and grazing to the list of appropriate conservation practices for the CREP program. 

“Time and again, we hear USDA is being too rigid in their interpretation of good programs, and this bill will help give farmers and ranchers more flexibility,” Marshall says.

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man with a history of crime on new allegations.

Just before noon Wednesday police arrested 44-year-old Nichlos W. Norton of Atchison for alleged theft that occurred in the 700 block Kansas Avenue, according to Police Chief Mike Wilson.

&nbsp;A 52-year-old victim reported the theft of a wallet while shopping in a business. The subsequent investigation identified Norton as the suspect.

In 2021, he was in custody for alleged possession of stolen property, a felony warrant and failure to appear, according to online jail records.

8th annual Griffon Film Festival set for April 28 at Missouri Theatre

Improvements to Rosecrans Memorial Airport continue with St.
Joseph City Council approval of a $7.9 million contract to build a new
terminal.

Aviation General Manager Julius Rice says the improvements to
the terminal and pending replacement of the air traffic control tower, combined
with the reconstruction of the main runway should give St. Joseph a real boost.

“The potential for economic impact and economic development
are going to be huge,” Rice tells KFEQ/St. Joseph Post. “Whenever you invest in
a brand-new, not just make an old runway look pretty, but literally a brand-new
runway. We’re going to have new, modern-looking terminal building, a brand-new new
state-of-the art air traffic control tower, and a maintenance facility for our
equipment out at the airport.”

The improvements being made by the city coincide with the move
by the Air National Guard’s 139th Airlift Wing to relocate its
headquarters from the south end of Rosecrans to its north end, away from the airport’s
flood plain.

“There’s a lot of potential coming the way of the airport and
these major projects are just really the tip of the iceberg,” according to
Rice.

General contributions from the federal and state governments
have financed much of the renovations at Rosecrans. Rice says the Air National
Guard paid $18 million of the $28 million needed to build the new runway. Other
federal and state funds have been secured with the city paying only $495,000
toward Rosecrans’ renovation.

“The city’s really only paying the matching funds,” Rice says.
“We’re talking hundreds of thousands of dollars for millions of dollars’ worth
of improvements, which I think is a great deal.”

The new airport terminal will replace a terminal build in
1952. It will take another big chunk of money to complete the financing of the new
aviation complex. Rice estimates the city needs to secure $10.2 million to
erect a new air traffic control tower.

The city also plans to build a new maintenance building.

Rice says such improvements get the attention of Washington.

“When the National Guard in D.C. sees that the community is investing
in the airport, it makes it easier for them to make the decision (to invest) in
new airplanes like the C-130 J models that they’re currently pursuing; makes it
less likely that the 139th will be in jeopardy in the future when
the community stands behind it,” according to Rice.

The 139th flies the C-130 H model plane. The Air
Guard in St. Joseph hopes to upgrade soon to the C-130 J.

Rice points out once the 139th completes its move
into a new headquarters, its old headquarters will available for the city to develop.
Rice says city officials hope to lure new businesses to Rosecrans.

On Wednesday, police in Atchison arrested 60-year-old&nbsp;James W. Schneider of Lawrence on a Douglas County warrant for alleged domestic battery, according to Police Chief Mike Wilson.

Schneider has a previous conviction for attempted aggravated assault in Johnson County, according to the Kanas Dept. of Corrections.&nbsp; He is no longer in custody in Atchison County, according to online jail records.

The House of Representatives was unsuccessful in getting enough votes to override President Biden’s veto of legislation undoing a rule defining the Clean Water Act’s jurisdiction. 

The vote failed 227-196 and didn’t meet the two-thirds requirement for overriding a presidential veto. 

Successful Farming says Republicans persuaded ten Democrats to vote against the Biden EPA’s rule, including House Ag Ranking Member David Scott (D-GA) and Rep. Sanford Bishop (D-GA). 

The rule specified what wetlands, streams, and other waterways qualify for federal protection as Waters of the United States. Critics like farmers, land developers, and construction companies have called the policy “extreme government overreach.” 

In March, both the House and Senate passed a disapproval resolution with bipartisan support that would have scrapped Biden’s&nbsp;Waters of the U.S. Rule. Two federal judges have issued preliminary injunctions against implementing the WOTUS rule in 26 states while lawsuits are heard regarding the validity of the regulation.

The U.S. Cattlemen’s Association responded to efforts in the Missouri State Legislature to regulate products sold, distributed for use, or administered to a person that are designed to alter their genome. 

Missouri House Bill 1169 attempts to implement a regulatory framework for labeling products that could act as “gene therapy” or that could potentially impact, alter, or introduce genetic material or a genetic change in the user. 

This came about because of concerns that mRNA vaccines are being introduced into the nation’s cattle supply. 

“The USCA strongly supports truth in labeling on consumer goods and full transparency throughout the supply chain,” the group said in a statement. “Currently, there are no mRNA vaccines licensed for beef cattle in the U.S..” 

Similar legislation is also being introduced in Tennessee, Arizona, and other states. The USCA will be forming a task force to develop a fact- and science-based assessment of the issue.

USCA affirming safety, transparency of beef supply chain

With a record-breaking amount of construction projects being done the Missouri Department of Transportation is encouraging people to drive safely in work zones. &nbsp;

Northwest District Engineer Marty Liles says last year the department saw fewer traffic crashes in work zones and he hopes that trend continues downward.&nbsp;

"But we continue to see time after time, these workzones and these fatalities in our work zones," Liles tells KFEQ/St. Joseph Post. "And it all goes back into motorists not necessarily paying attention, they're not moving over for those situations, they're not slowing down in those work zones as they're going through."&nbsp;

Across the state $1.8 Billion worth of road and bridge projects are being done this construction season&nbsp;

Liles says MoDOT has seen some accidents in work zones on I-29, I-35, and Highway 36.&nbsp;

"That's one of the reasons why we definitely want to make sure that as we get into the construction season and really start getting big into the construction season, we want to make sure that we get the awareness out to the public," Liles says. "It's one of the reasons why we do this work zone awareness every year."&nbsp;

MoDOT participates in Work Zone Awareness week every April. &nbsp;

Liles says it's a dangerous job for those working in those construction zones&nbsp;

"We've had a lot of construction workers, contract workers, MoDOT workers killed in the line of duty while they're out there doing that work," Liles explains. &nbsp;

MoDOT encourages drivers to buckle up and put their phones down while traveling through work zones&nbsp;

"You can text, you can do that once you get to your destination or before you leave that destination, but definitely keep your eyes on the road and be aware of your surroundings," Liles says.&nbsp;

Liles says it's important to pay attention so workers and drivers alike can make it home safely every day.&nbsp;

MoDOT urges work zone awareness during record breaking construction year

A new leader for the St. Joseph School Board hopes to keep the positive momentum rolling for the St. Joseph School District. &nbsp;

LaTonya Williams was unanimously voted as the new school board President, replacing David Foster who announced he is stepping down from the position, but will remain on the school board.

Williams says her biggest goal in her new position, after serving as Vice President over the past year, is to continue the goals of the board&nbsp;

"Keep the momentum going, there's a lot happening, a lot of moving parts, a lot of pieces," Williams tells reporters.&nbsp;

Williams says the number one issue being school boundaries&nbsp;

"It's a lot of different puzzles in a box all together, it's a mess and I want to get on the boundaries immediately," Williams says. &nbsp;

Williams says other issues she hopes to tackle are in early childhood development and academics.&nbsp;

Williams says the school board has to be open to ideas from the public, even if they are critical.&nbsp;

"I look at that as a good thing," Williams explains. "Criticism is always amazing when it's constructive and helpful."&nbsp;

Williams says past financial mismanagement has created skepticism about the school district&nbsp;

"But I was always taught that you should be a part of the change that you want to see and with all of us coming together we're just going to knock it out of the park," Williams says. "It's going to take some time though."&nbsp;

Williams understands some of the public question the school board's decision to retain Superintendent Gabe Edgar after his DWI.&nbsp;

"People question our decision and I can completely understand that" Williams says. "But they should also trust our roles and our leadership."&nbsp;

 </figure>By MATT PIKE&nbsp;St. Joseph Post&nbsp;A new leader for the St. Joseph School Board hopes to keep the positive momentum rolling for the St. Joseph School District. &nbsp;LaTonya Williams was unanimously voted as the new school board President, replacing David Foster who announced he is stepping down from the position, but will remain on the school board.Williams says her biggest goal in her new position, after serving as Vice President over the past year, is to continue the goals of the board&nbsp;"Keep the momentum going, there's a lot happening, a lot of moving parts, a lot of pieces," Williams tells reporters.&nbsp;Williams says the number one issue being school boundaries&nbsp;"It's a lot of different puzzles in a box all together, it's a mess and I want to get on the boundaries immediately," Williams says. &nbsp;Williams says other issues she hopes to tackle are in early childhood development and academics.&nbsp;Williams says the school board has to be open to ideas from the public, even if they are critical.&nbsp;"I look at that as a good thing," Williams explains. "Criticism is always amazing when it's constructive and helpful."&nbsp;Williams says past financial mismanagement has created skepticism about the school district&nbsp;"But I was always taught that you should be a part of the change that you want to see and with all of us coming together we're just going to knock it out of the park," Williams says. "It's going to take some time though."&nbsp;Williams understands some of the public question the school board's decision to retain Superintendent Gabe Edgar after his DWI.&nbsp;"People question our decision and I can completely understand that" Williams says. Shift in leadership hopes to bring new and innovative ideas to St. Joseph School Board

The USDA announced the availability of $20 million to deliver broadband technical assistance resources for rural communities and to support the development and expansion of broadband co-ops. 

The USDA announced the availability of $20 million to deliver broadband technical assistance resources for rural communities and to support the development and expansion of broadband co-ops. The agency is offering the funding under the new Broadband Technical Assistance Program. The program supports technical assistance projects such as feasibility studies, completing network designs, and developing broadband financial assistance applications. Applicants can choose from one of three funding pools. “USDA is committed to making sure that people, no matter where they live, have access to high-speed internet,” says USDA Under Secretary for Rural Development Xochitl Torres Small. “That’s how you grow the economy not just in rural communities but across the nation.” The undersecretary also says the agency is partnering with small towns, local utilities, cooperatives, and private companies to increase access to a critical service. “The service builds brighter futures by creating more opportunities across rural America,” she says.
