ATCHISON COUNTY —One person was injured in an accident just after 4:30p.m. Sunday in Atchison.

According to Police Chief Mike Wilson, a 2022 Harley Davidson 1250 Sporster motorcycle driven&nbsp; Clayton Greenly, 46, Atchison, was southbound on 17th Street.

He was turning east onto Commercial Street when he lost control and left the roadway. The motorcycle ended up on its side in a yard on the southeast corner of 17th and Commercial. 

There was minimal damage to the motorcycle and no damage to the residential property, according to Wilson. Greenly was transported to the hospital by EMS for examination.

Kansas man injured in motorcycle accident

St. Joseph Police responded to a car versus motorcycle accident early Monday morning.

Officers say the accident occurred at the intersection of King Hill Avenue and Alabama Street just before 4 a.m. Monday.

A car, described as a red sedan, turned in front of the motorcycle, causing the accident. The car then fled the scene.

The motorcyclist was treated for minor injuries. Police described the other vehicle involved as a red passenger car.

BROWN COUNTY—Law enforcement authorities are investigating the report of someone driving a light blue Chevy Cruze type vehicle shooting out the rear window of the vehicle on Linden Road at approximately&nbsp; 3:15 p.m. on Sunday, according to Sheriff John Merchant.

Just after 2 p.m. Sunday, there were complaints&nbsp; of shots fired at the west end of the Hiawatha City lake.

"Although no injuries were reported, this could have resulted in serious injury of loss of life," according to Merchant.

Sheriff looking for suspects after shots fired in Brown Co.

The Missouri State Highway Patrol reported a 1992 Ford F150 driven by Charles F. Kirch, 54, Pattonsburg, was southbound on 183rd Street four miles north of Pattonsburg.

The pickup struck a disabled a 2004 GMC Yukon. The impact pushed the SUV into two women outside the Yukon attempting to repair a tire.

A private vehicle transported Jordan A. Taylor, 20, and Kenzi D. Doll, 25, both of Cameron to Cameron Regional Medical Center. Kirch was not injured.

A private vehicle transported the teen driver to Liberty Hospital. Tri-County ambulance transported Stayton to Liberty Hospital. Both drivers were properly restrained, according to the MSHP.

Missouri man accused of threatening others in a business

NODAWAY COUNTY —One person was injured in an accident just before 1p.m. Sunday in Nodaway County.

The Missouri State Highway Patrol reported a 1988 Yamaha TW 200 driven by Randy M. Jackson, 65, Barnard, was southbound on a private gravel driveway on Impala Road west of Ideal road five miles northwest of Barnard.

The driver lost control on grass in the middle of the road and the motorcycle overturned.

The Missouri State Highway Patrol reported a 2022 Massimo ATV driven by a 12-year-old Trenton boy was southbound on SW 30th Avenue two miles southwest of Trenton.&nbsp;

The driver lost control of the vehicle as he attempted to negotiate a curve in the road. The ATV traveled off the east side of the road and the driver was ejected.

Grundy County ambulance transported the boy to Wright Memorial Hospital. He was pronounced deceased just before 6p.m., according to the MSHP.

The Missouri State Highway Patrol reported a 1994 GMC Sierra driven by a 16-year-old Braymer boy was southbound on SE Kirkpatrick Road one mile south of Braymer.

The driver slowed while approaching a railroad crossing. The driver then accelerated rapidly and lost control of the pickup. The vehicle traveled off the east side of the road, struck a utility pole and rolled.

Caldwell County ambulance transported a 16-year-old male passenger of Braymer to Liberty Hospital. The driver refused treatment. Both teens were properly restrained, according to the MSHP.

NW Missouri teen injured after pickup rollover accident

BROWN COUNTY—Law enforcement in Brown County heard from a resident who observed people selling meat door to door. The resident told Sheriff John Merchant several people showed up at her residence in a pickup with a freezer in the back of it.&nbsp;

They had informed her that they had a special on meat and had to get it sold by the end of the day.&nbsp; She politely told them&nbsp; to leave as she was not interested. She was immediately offered a greater discount on the meat if she would reconsider.&nbsp;&nbsp;&nbsp; When she informed them she was calling the Sheriff, they left.

Merchant reminded residents, "if anyone encounters these types of solicitors, please contact the Sheriff's office at once.&nbsp; These people must be registered&nbsp; with the Kansas Department of Agriculture and must provide you with a 3 day right to cancel and also if paying by check, give you 5 business days before they cash your check."

"Most credible businesses will make contact with the Sheriff's office to let us know they are in the area and provide ID's of their employees and vehicle identification in case residents call with concerns." To date, we have not been contacted by these solicitors. "

"Certain regulations also&nbsp; have to be met to ensure the quality of the product you are buying. Some cities have ordinances which require solicitors to register with them in order to sell goods within their jurisdiction."

The Black Sea grain deal has been extended for another two months, something the United Nations calls “good news for the world.”

Reuters says Turkey’s president made the announcement, later confirmed by Russia, Ukraine, and the U.N. Moscow was unwilling to extend the deal unless some demands regarding its own ag exports were met. 

While Russia’s ag exports of food and fertilizer aren’t directly affected by Western sanctions, restrictions on payments, logistics, and insurance are a barrier to shipments. 

Russia’s ambassador to the U.N. says the deal was extended because they haven’t lost hope that the problems raised by Russia will be resolved. 

The U.N. also says it hopes that exports of food and fertilizers, including ammonia, from Russia and Ukraine will get to global supply chains safely and predictably.

Biofuels like ethanol must not be ignored as a climate solution.&nbsp;&nbsp;That was part of the testimony by Kansas Corn Growers CEO Josh Roe in front of a House Oversight Subcommittee hearing. 

The discussion centered on vehicle emissions rules and the electric vehicle transition. 

“Unfortunately, current and proposed EPA rules prevent us from being part of the solution,” says Roe. 

“While we believe electric vehicles will play a vital role in achieving climate goals, other complementary alternatives like biofuels have a key role to play but are being pushed aside.” 

Roe also questioned the EPA proposal that considers electric vehicles as zero emission. “They aren’t truly zero-emission vehicles,” he says. 

“While they don’t have a tailpipe, you still need to account for the emissions that come from the power grid.” The U.S. power grid is 60 percent powered by coal and natural gas, and EPA rules don’t account for upstream emissions.

According to Police Chief Mike Wilson reported the burglary occurred at a residence in the 1300 block Kansas Avenue sometime between 7:15a.m. and 5:20p.m. on Wednesday. 

Unlawful entry was made through a window and jewelry was taken.

Police released no additional details early Friday.

Development of the Mosaic Children's Discovery Center in downtown St. Joseph is continuing to go smoothly officials with the Mosaic Life Care Foundation say. &nbsp;

Mosaic Life Care Foundation President Julie Gaddie says things are at a very exciting place currently with the Discovery Center&nbsp;

"We've been working with our partners at Bayer Construction, and they've been working on demoing the inside of the building," Gaddie tells reporters during an Open House at EmpowerU in downtown St. Joseph. "We're also at a great place in design, and today we're so excited to welcome people in to see those concept drawings, and we're really here to get their feedback, to think through what they like, what they'd like to see us consider as we continue through the design process."&nbsp;

Support from all over has been shown for the Children's Discovery Center.&nbsp;

Numerous donors have stepped in to help the project and one million dollars was built into the state budget, currently on Governor Mike Parsons desk, for the project. &nbsp;

Gaddie says this project has really brought everyone in the community together&nbsp;

"We are very excited to have partners in the city, in the county, Mosaic Life Care, our foundation, we have private donors who have stepped forward to help us, and we're welcoming new donors all of the time into the project," Gaddie says. "Things are going really well and we're on track to complete the project as planned."&nbsp;

Gray Manufacturing and the Sunderland Foundation are two local donors that have contributed to the project.&nbsp; &nbsp;

Community members also got an opportunity on Thursday to see some of the exhibit designs that they may have helped influence during design sessions earlier this year.&nbsp;

Design renderings from Catton and Co were on display during an open house at EmpowerU, many focused-on things around northwest Missouri.&nbsp;

Gaddie says the museum hopes to show off how to achieve its goal of health and wellness in northwest Missouri&nbsp;

"So, we've chosen themes in the Discovery Center that really highlight some of the exciting things about our region," Gaddie explains. "We want this to be completely custom to St. Joseph and to northwest Missouri, so throughout the Discovery Center we're working hard to bring in those elements that families will easily identify."&nbsp;

Gaddie says the open house was a great opportunity to show the community these design ideas and get back input on the designs.&nbsp; &nbsp;

Hopes are the center will be completed in the Fall of 2024.&nbsp;

 </figure>Community members also got an opportunity on Thursday to see some of the exhibit designs that they may have helped influence during design sessions earlier this year.&nbsp;Design renderings from Catton and Co were on display during an open house at EmpowerU, many focused-on things around northwest Missouri.&nbsp;Gaddie says the museum hopes to show off how to achieve its goal of health and wellness in northwest Missouri&nbsp;"So, we've chosen themes in the Discovery Center that really highlight some of the exciting things about our region," Gaddie explains. "We want this to be completely custom to St. Joseph and to northwest Missouri, so throughout the Discovery Center we're working hard to bring in those elements that families will easily identify."&nbsp;Gaddie says the open house was a great opportunity to show the community these design ideas and get back input on the designs.&nbsp; &nbsp;Hopes are the center will be completed in the Fall of 2024.&nbsp;<figure>

Mosaic Life Care Foundation shows off more designs for Children's Discovery Center

BROWN COUNTY—Law enforcement authorities are investigating a suspect on multiple charges after a vehicle crash in Brown County.

Just after midnight Monday, a Brown County deputy received a call from dispatch to investigate&nbsp; the hit and run destruction of a mailbox in the vicinity of U.S. 73 Highway near mile marker 86., according to Sheriff John Merchant.

Upon investigation, a deputy encountered a vehicle in the vicinity with a flat tire and damage to the front of the vehicle. It was determined through the investigation that the driver and sole occupant of the vehicle, Ethan Nickel 24 Horton be arrested on requested charges of DUI, Failure to report an accident and Interference with an law enforcement officer.&nbsp; He is no longer in custody.

Sheriff: Kansas man jailed after crash into mailbox

A St. Joseph woman has pleaded guilty in federal court to using the stolen identities of prison inmates to claim COVID-19 relief funds.

Thirty-eight-year-old Brooke Stewart pleaded guilty to one count of stealing government property. She stole more than 139-thousand dollars in COVID-19 aid benefits. Stewart will serve up to 10 years in federal prison without parole.

Stewart facilitated the filing of false claims for unemployment benefits by using the stolen identity of five people who are in state or federal prison and therefore ineligible to receive enhanced unemployment benefits. 

Among the people whose stolen identity was used to obtain the benefits was Garland Nelson, who's serving a 32-year federal prison sentence for a cattle fraud scheme that led to two murders in Braymer, Missouri.

 Garland is also serving two life sentences in a separate case for the murders.

ATCHISON COUNTY—One person was injured in an accident just before noon Thursday in Atchison County.

A Kia Soul driven by Lisbeth Alvarenga-Mendoza, 20, Lawrence, was eastbound in the 1300 Block of U.S. 59 in the outside lane, according to Atchison Police Chief Mike Wilson.

The driver was forced to take evasive action when an eastbound semi truck that was changing to the outside lane caused the Kia to leave the roadway and then strike a pole.

The impact caused the vehicle to land on its side. 

EMS transported Alvarenga-Mendoza to Amberwell Hospital. A&nbsp; private vehicle transported a 21-year-old female passenger, also from Lawrence to Amberwell. Police reported no additional details.

2 Kansas women injured after car strikes pole

In a Columbia parking lot on Wednesday afternoon, there was a reminder of Christmas.

It wasn’t leftover decorations or early preparations for a summer “Christmas in July” sale. It was the temporary tag on the back of a Jeep Cherokee that expired on Christmas Day.

Handed out by an auto dealer at the time of a November sale, the tag was the oldest of several found by The Independent during a short drive.&nbsp;

Until the sales tax is paid, as well as the titling and registration fees also due, none of those drivers can put a permanent metal license plate on their vehicles. And other motorists have been calling lawmakers asking why those vehicles are allowed to remain on the road.

“Of all the constituent phone calls my office gets, this aggravation probably ranks in the top two or three,” said Sen. Lincoln Hough, R-Springfield.

In a few years, there should be far fewer temporary tags in use beyond their expiration date. One of the&nbsp;<a target="_blank" href="https://www.senate.mo.gov/23info/BTS_Web/Bill.aspx?SessionType=R&amp;BillID=364446">little-noticed items</a>&nbsp;tucked into a bill passed this year and sitting on Gov. Mike Parson’s desk would require auto dealers to collect the sales tax. The change will occur when a new computer system for reporting sales, authorized in a bill passed in 2020, is implemented in a couple of years by the Department of Revenue.

The attention-grabbing part of the bill would&nbsp;<a target="_blank" href="https://www.kcur.org/politics-elections-and-government/2023-05-12/missouri-legislature-passes-bill-banning-texting-while-driving">ban texting while driving</a>&nbsp;for all motorists. The bill also has provisions protecting franchise dealers from moves by car makers to shift sales online and setting rules for manufacturer payments for warranty repairs.

Several lawmakers sponsored bills this year to cut down on expired tags, including proposals to allow payment plans for delinquent taxes. Hough and Rep. Mike O’Donnell, R-Oakville, sponsored bills for dealers to collect the tax.

“It is one of those things that a lot of people get calls at their offices about,” Hough said in an interview. “We don’t always know the best solutions.”

At a February hearing on O’Donnell’s bill, Missouri Association of Auto Dealers lobbyist Jay Reichard estimated that up to $60 million in auto sales taxes were delinquent. The dealers are paying an extra administrative fee for the new computer system, estimated to cost $120 million, and the system is designed for dealers to collect the tax.

“We think this is a great thing for our customers,” Reichard said. “They want to go to one place and get the job done.”

The bill directs the collections to begin “as soon as technologically possible” and the department estimates it will be about two years before the new system is ready.

The sales tax on a new car can rival the amount of a down payment. With rates as high as 11% in some locations, a $50,000 automobile can wrack up a $5,500 tax bill.

Car sales generated $417.1 million in state sales tax in fiscal 2022, according to the&nbsp;<a target="_blank" href="https://house.mo.gov/billtracking/bills231/fiscal/fispdf/0668H.01I.ORG.pdf">fiscal note on O’Donnell’s bill</a>. Local governments received $340.7 million.

“We are the only entity in the state that does not collect sales tax at the point of sale,” Reichard noted, adding that dealers collect taxes in almost every other state.

In his testimony, O’Donnell said he anticipates the change would reduce the number of expired temporary tags by 90%. Not being able to afford the lump-sum sales tax is the primary reason for delayed registrations, he said.

Dealers would have an incentive to include the taxes in the financing of purchases, O’Donnell said.

“If it is difficult to come up with $2,000 all at once,” he said, “perhaps you can do it at $30 a month.”

Ground has officially been broken at Rosecrans to officially unveil the start of work on the new runway. &nbsp;

Funds from the city, state, and federal government have helped fund the projects at the airport. &nbsp;

Airport Manager Julius Rice says all the support received has been tremendous.&nbsp;

"Rosecrans is an airport for its size that swings way above its batting average, we have great support having the 139th here as a guard unit, we have great support from obviously the city being a city airport, but state elected representatives are always looking for us out here," Rice tells reporters following a groundbreaking ceremony. &nbsp;

"And then as you mentioned all the way up on the federal side with Congressman Graves being the chair of the transportation committee that definitely doesn't hurt."&nbsp;

Phase one of the work on the south end of the runway began in April.&nbsp;

Commander of the 139th Colonel John Cluck says this runway project helps bring the Airlift Wing up to par with everyone else in the country.&nbsp;

"There's no better place to host and have an Air Force wing other than Rosecrans right here," Cluck says. "We replaced the crosswind runway in 2017, now we've replaced the main runway six years later, these are improvements for the city, facilities as well as the ones we operate for the 139th, and it just once again solidifies our position in the community."&nbsp;

Rice says the runway upgrades will help even beyond benefiting the 139th Airlift Wing based at the airport. &nbsp;

"As we build new terminal, build new tower, eventually get more property to the south as the base moves north, we'll have the capability of bringing more economic development into the area through more companies, more corporations, more businesses," Rice explains. "Which should bring jobs and money to the community as a whole."&nbsp;

Work on the runway should be done in November.&nbsp; Rice says there's potential three projects could be ongoing as work on the tower and terminal are also being done.&nbsp;

The Missouri State Highway Patrol reported a 2013 Ford Escape driven by Quentin B. Murphy, 20, Barnard, was northbound on U.S. 71 one mile north of Pumpkin Center. The vehicle struck a deer in the roadway.

A private vehicle transported Murphy to Mosaic in Maryville. He was properly restrained, according to the MSHP.

Missouri man hospitalized after SUV strikes a deer

Lawmakers this week in the Senate introduced the Feral Swine Eradication Act. 

The legislation would extend and make permanent a pilot program to safeguard public health, agriculture, and local ecosystems against the threat of feral swine. 

Senators Tommy Tuberville, an Alabama Republican and John Cornyn, A Texas Republican, introduced the bill. 

Tuberville says, "Over the past five years, feral swine have impacted more than 173,000 acres in Alabama, yet the pigs are still running rampant throughout the South." 

There are approximately six million feral hogs across the United States, which cause more than $1.5 billion in damages each year. 

The Feral Swine Eradication and Control Pilot Program was established in the 2018 Farm Bill to respond to rampant feral swine outbreaks and was implemented by the Department of Agriculture. 

The program includes feral swine removal, restoration efforts, and assistance to producers for feral swine control through grants with non-federal partners.

Committee Chair Debbie Stabenow, a Michigan Democrat, says, " Ms. Torres Small has a proven track record and a wide-ranging background that make her an ideal candidate to help lead the nearly 100,000 public servants at USDA." 

Ranking Member John Boozman, an Arkansas Republican, added, "She has shown herself to be a thoughtful leader while overseeing the rural development mission, and I believe those qualities will be an asset in this new role." 

Torres Small was confirmed by the United States Senate to serve as the Under Secretary for Rural Development on October 7, 2021. She was nominated to serve as Deputy Secretary by President Joe Biden in February following the resignation announcement by Jewel Bronaugh, who stepped away from the role to spend more time with family.
