HARRISON COUNTY—Two women from St. Joseph were injured in an accident just after 10a.m. Sunday in Harrison County.

The Missouri State Highway Patrol reported a 2010 Chrysler Sebring driven by Lois K. Sherman, 73, St. Joseph, was northbound on Interstate 35 five miles south of Bethany.

The car crossed the centerline and the driver overcorrected. The car skidded off the east side of the road and overturned onto its top.

NTA EMS transported Sherman and a passenger Pamela A Boeh, 74, St. Joseph, to Harrison County Community Hospital. Both were properly restrained at the time of the accident, according to the MSHP.

The City of St. Joseph could receive nearly $40 million from
the $1.9 trillion coronavirus relief and economic stimulus plan pushed by
President Joe Biden and passed by Congress.

St. Joseph Mayor Bill McMurray says the Missouri Municipal League
has calculated what each Missouri city will receive. McMurray notes an
allocation that large will make a big impact on the city budget.

“In round numbers, the city budget is $160-to-170 million
total, including capital stuff,” McMurray says, pointing out the city council
has had to cut the city budget due to a drastic drop of revenue during the coronavirus
pandemic. He gives as an example the lack of events at the Missouri Theater and
the Civic Arena due to COVID-19 restrictions, “So, there’s some money there
that can be recouped.”

McMurray says the money is intended to offset tax revenue or user
fees lost due to the coronavirus pandemic. A portion of the money can be spent
on infrastructure, including sewers and broadband.

The money is expected to come over a two-year period; half
this year, the remainder next year.

McMurray says a portion of the money would offset losses in
gaming revenue.

“And that’s where we spend a lot of money on some of the
agencies in town like the Chamber (of Commerce) and others that request funding
from the city,” McMurray says. “So, with that being off, perhaps that’s an area
that those lost revenues can be replenished by some of this approximately $20
million that we should be receiving by summer.”

“And we can certainly put it to good use. But I was surprised
to say the least.”

St. Joseph stands to receive a substantial amount from $1.9 trillion package

St. Joseph residents are still able to practice open burning to get rid of yard waste through the end of April.

The St. Joseph Fire Department reminds residents that burning is only allowed between 8 a.m. and 6 p.m. All fires must be in an upright container with a volume equal to and not exceeding 55 gallons.

Fires also have to be at least 15 feet away from any structures, need to be monitored at all times and firefighting material needs to be close by.

St. Joseph Fire Inspector Steve Henrichson says open burning can be banned for the day if there are unfavorable weather conditions, such as high winds.

"Like (Friday) with the high winds, the battalion chief, the on-duty chief or the St. Joseph Health Department can cancel it for the day," he said.

Henrichson says anyone who does open burning outside of permitted hours, or burns on a day when it's banned, will get a verbal warning the first time.

"Second time and beyond, they can have a police officer come over and issue a summons for court," he said. "Then, it's up to the judge how much he wants to fine you. It can be up to $250."

Northwest Missouri and eastern Kansas has experienced some dry and windy conditions the last several days. This has prompted a number of Red Flag Warnings and Special Weather Statements from the National Weather Service.

Henrichson says recent rains have dampened the outdoor fire danger some, but they'll still get called out from time-to-time.

"The rains we had in the last couple of weeks has really gotten the ground a lot more damp than it was," Henrichson said. "About a month ago, we had quite a few days where we spent half the day chasing a couple (grass fires), but the last couple weeks, it hasn't been too bad. We've had small ones."

Open burning permitted in St. Joseph through the end of April, officials urge cautiont

Woman from St. Joe hospitalized after crash

CALDWELL COUNTY—A Missouri man was injured in an accident just after 8p.m. Saturday in Caldwell County.

The Missouri State Highway Patrol reported a 2016 Harley Davidson motorcycle driven by Randal L. Farmer, 64, Cowgill, was eastbound on MO 116 three miles west of Cowgill.

The motorcycle struck a deer that ran into the road.&nbsp; Caldwell County EMS transported Farmer to Liberty Hospital. He was wearing a helmet, according to the MSHP.

3 Mo. teens, 80-year-old hospitalized after head-on crash

DEKALB COUNTY —Two people were injured in an accident just before 9p.m. Friday in DeKalb County.

The Missouri State Highway Patrol reported a 2010 Chevy Impala driven by Shelby L. Gibson, 18, Maysville, was southbound on MO 33 just south of Maysville.

The Missouri Highway Patrol reported a 2003 Lincoln Towncar driven by Howard A. Carlisle, 90, Tarkio, was northbound on U.S. 71 two miles north of Maryville.

The driver was following too close and didn't see two stopped vehicles, according to the MSHP.&nbsp; The Towncar rear-ended a 2013 Toyota Sienna driven by Mary R. Cox, 38, Tarkio. The impact pushed the Toyota into a 2018 GMC Acadia driven by Marissa M. Saville, 26, Elmo. Both vehicles were stopped at a stop light.

Nodaway County Ambulance transported a passenger in the Lincoln Beverly J. Russell, 93, Tarkio, to Mosaic in Maryville. A private vehicle transported a 10-year-0ld boy in the Lincoln to Mosaic in Marville. The occupants of the Lincoln were not wearing seat belts, according to the MSHP.

BROWN COUNTY —A Kansas man died in an accident just after 2p.m. Friday in Brown County.

The Kansas Highway Patrol reported a 2010 Kenworth semi driven by&nbsp; &nbsp;Jon David Bruns, 57,&nbsp; Hiawatha, was northbound in the 600 Block of Dewberry Road. 

The semi&nbsp; left the roadway to the east and the driver overcorrected. The vehicle returned to the road and rolled.

&nbsp;Bruns was pronounced dead at the scene and was transported to&nbsp; Chapel Oaks Funeral Home. He was not wearing a seat belt, according to the KHP.

DAVIESS COUNTY—One person died in an accident just after 12:30a.m. Friday in Daviess County.

The Missouri State Highway Patrol reported a 2012 Honda Accord driven by Christopher M. Ellis, 26, Cedar Rapids, IA., was northbound on Interstate 35 ten miles south of Pattonsburg.

The car struck a pedestrian identified as Matthew J. Martin, 46, Preston ID., who was walking northbound on the highway. The car then came to a stop on the east shoulder.

Martin was pronounced dead at the scene and was transported to Stith Funeral Home.&nbsp; &nbsp;Ellis was not injured and properly restrained at the time of the accident, according to the MSHP. Authorities released no additional details.

St. Joseph's open burning has been cancelled for today

St. Joseph Mayor Bill McMurray is glad the city hasn’t seen a
spike in coronavirus cases and hospitalizations since the city lifted its mask
mandate.

The city council voted 5-4 on March 22nd to end the
mandate. It needed six votes to overturn the mayor’s emergency order, but
McMurray says he had promised to follow the council’s will and end the order
prior to its April 15th expiration date if the council voted to do
so.

“Then with the decline in the number of cases and in the
number of hospitalizations, several on the council felt that we should
terminate the order sooner,” McMurray tells host Barry Birr on the KFEQ Hotline.
“So we did. It was a 5-to-4 vote. So, I followed the council’s wishes and
signed the termination order.”

McMurray says he is glad to see all of the COVID-19 numbers
locally, with the exception of one.

New coronavirus cases and deaths are down, dramatically.
Hospitalizations are down.

Still, McMurray worries about the trend of the pandemic in the
area.

“We do find ourselves in the midst of an increase around the
country and so I hope that it doesn’t happen here,” McMurray says. “I hope we
have maybe, I think the last time I looked, over the last several days we had,
like, maybe eight more cases and we only have two people in the hospital. So, I
mean, that’s good.”

St. Joseph health officials reported seven new cases of the
coronavirus on the 1st, bringing the Buchanan County total since the
pandemic began to 10,253. Buchanan County has recorded a total of 179
coronavirus-related deaths.

Mosaic Life Care reports only two patients in its system; both
being treated in St. Joseph.

The number that disappoints McMurray is the number of Buchanan
County residents who have received their COVID-19 vaccinations. He points out
the 14% county vaccination rate lags behind the state rate of 24%.

McMurray says masks may no longer be required by city
ordinance, but they aren’t going anywhere anytime soon.

“I think we’re going to have masks with us for maybe a longer
period of time and as to when this thing ends, I don’t know if it will ever end,”
McMurray says. “I mean the virus will probably hang around for a long time in
some variation.”

McMurray points out even though the city ended its mask
requirement, businesses and agencies can still require patrons wear masks.

McMurray relieved COVID-19 cases haven't spiked since mask mandate ended

A special operation by the St. Joseph Police Department led to nearly 100 traffic stops and multiple arrests overnight Wednesday and into early Thursday morning.

The department had assistance from the Buchanan County Sheriff's office and the Missouri State Highway Patrol. In all, 46 officers took part in the operation.

This led to 92 traffic stops, 61 written citations or warnings, 54 verbal warnings and 18 arrests, including seven investigation charges of those who resisted arrest.

Of the traffic stops that were made, seven vehicles fled. Six of these were pursued with helicopter. All six of those suspects were caught and brought to jail.

There were also 10 total warrants served in this operation - eight from the state and two from the city of St. Joseph.

Doniphan County Health Department has a clinic scheduled for April 8th at the Troy Community Building.

"Everyone's eligible for the vaccine at this time," says Pierce to St. Joseph Post. "We hope we get a large majority of the people respond to that." 

Pierce says the Johnson and Johnson vaccines are all booked for the clinic next week. 

"But we do have 100 Modernas available for April 8th and they have to be able to return on May 6th for the second dose of the Moderna," says Pierce. 

Pierce says to register for the vaccine sooner than later.

Doniphan County, Kansas opens COVID vaccine clinics to phase 5

CLINTON COUNTY—One person was injured in an accident just after 1p.m. Wednesday in Clinton County.

The Missouri State Highway Patrol reported a 2016 Volvo semi driven by Ricky D. Huffman, 53, Lacrescent, MN., was northbound on Interstate 35 four miles north of Lathrop.

The semi rear-ended a 2020 Peterbilt semi driven by Terry B. Franksain, 54, Traer, IA., who had slowed for traffic in a construction zone.

Tri-County ambulance transported Huffman to Cameron Regional Medical Center. Franksain refused treatment at the scene. Both drivers were properly restrained at the time of the accident, according to the MSHP.

CLINTON COUNTY—One person was injured in an accident just after 1p.m. Wednesday in Clinton County.The Missouri State Highway Patrol reported a 2016 Volvo semi driven by Ricky D. Huffman, 53, Lacrescent, MN., was northbound on Interstate 35 four miles north of Lathrop.The semi rear-ended a 2020 Peterbilt semi driven by Terry B. Franksain, 54, Traer, IA., who had slowed for traffic in a construction zone.Tri-County ambulance transported Huffman to Cameron Regional Medical Center. Franksain refused treatment at the scene. Both drivers were properly restrained at the time of the accident, according to the MSHP.

COVID-19 has had a significant financial impact on people all across the United States and the world.

Millions of Americans lost their jobs, and therefore, struggled to pay for basic needs like rent and utility bills. Buchanan County was no exception.

The Community Action Partnership of Greater St. Joseph has fielded an average of 200-300 calls per day from people in need of rental or utility assistance.

Rachael Bittiker, the director of community development and public relations for CAP St. Joe, says the stimulus payments, including the $1,400 in the latest round of COVID relief from Congress, helps temporarily.

"And then we'll see (the call rate) go back to normal," Bittiker said. "We're grateful that the stimulus went out to help individuals and homelessness, but it's still going to be a problem and an issue for the whole country. You're seeing a lot of individuals who maybe weren't needing help prior to COVID who need it now, due to being out of work."

Homelessness has been a growing issue in St. Joseph even before the pandemic. The 2018 point-in-time count for the city showed 204 homeless individuals and then 202 in 2019.

The count for 2020 was completed in late-January, and it only showed 22 homeless people in St. Joseph. This count, Bittiker says, is not an accurate reflection of the full scope of homelessness within the city and the surrounding area.

COVID-19 protocols and precautions prevented the point-in-time from going ahead as normal.

"In previous years, there were always 2-5 people in a group that would go out and kind of search the community and areas where we knew that (homeless people) might be," Bittiker explained. "This year, we didn't do that at all, and not because there's not homeless people out there. We just weren't able to find them as accurately as we could in other years just because of the COVID stipulations we were maintaining.

"We do an awesome job of providing resources for homeless individuals, but 22 is not even close to what the accurate number is for people who are living on the street."

The point-in-time count, a requirement from the U.S. Department of Housing and Urban Development, is an important tool when it comes to applying for and receiving federal grants. Bittiker says the lower-than-normal number could present challenges, but it shouldn't affect the amount of federal relief that CAP St. Joe receives.

"We will present the numbers that we have and we may take a ding on ratings or something like that," she says, "but as far as losing money, we don't foresee that happening."

CAP St. Joe was allocated about $369,000 in federal grants from the CARES Act late last year. Buchanan County <a href="https://stjosephpost.com/posts/473109fe-62c8-4ed9-9048-7ef307669830">could receive up to $17 million</a>&nbsp;from the latest COVID relief bill out of Washington this year.

Bittiker doesn't know the exact amount CAP St. Joe will get this time around, but they're hopeful it'll be about the same as last time - if not more.

"Hopefully, we know sooner than later so that we can prepare and use the money in the best way that we possibly can."

Bittiker expects the point-in-time count in St. Joseph for 2021 to be much higher, and much more accurate. The key to getting a more accurate glimpse of the homelessness problem in the area, according to Bittiker, is getting everyone a COVID vaccine as soon as possible.

"The more people we can get vaccinated in this realm of work," she said, "the more it will allow us to open up and go back to the norm. Next year, when we do this count again, we'll definitely have a real capture of what it looks like - street homelessness in the county."

The CAP St. Joe Emergency Shelter at 8th and Locust Streets can hold a maximum of 62 people. Right now, they're housing around 40. Face masks and nightly temperature checks are still required.

Deep cleaning and proper hygiene practices are also still observed. As hard as the pandemic has been, especially on low-income and homeless individuals, Bittiker says it has instilled some safety measures and habits that arguably should have been in place before the COVID outbreak.

"I think it's taught us a lot of things," she said. "Especially in the population we work with. Just being conscious of those things and just moving forward so we don't see ourselves in this situation again."

St. Joseph's 2020 point-in-time count much lower than previous years due to COVID precautions

St. Joseph no longer has a city mask mandate after the city
council voted to end the mandate and the mayor complied and lifted the
emergency declaration.

The action came despite the pleas of Mosaic Life Care.

Mosaic Chief Medical Officer, Dr. Davin Turner, says he
understands the council’s decision.

“Certainly, we support the idea of wearing a mask,” Turner tells
reporters. “We also recognize how fatigued the population is. I would say, as
an organization, we support the idea of a little slower transition and caution.
We also know that the city council has a hard job and they are listening to the
general populace as to what they know and the fatigue.”

The emergency declaration which required masks be worn in the city was set to expire on April 15th. The city council voted to lift it earlier. Mayor Bill McMurray ended the mandate, even though the city council vote fell short of the total needed to force him to do so.

Turner says Mosaic will continue to require visitors wear
masks.

He says the evidence that masks work can be seen in the low
number of flu cases this year.

Turner says, so far, the city hasn’t suffered any ill effects.

“We’re not seeing the spikes that we anticipated, really,
after January 1 here locally,” Turner says. 

St. Joseph health officials reported only six new cases of
COVID-19 in Buchanan County on Tuesday. Mosaic Life Care reported only three coronavirus
patients hospitalized in its system, all being treated at the St. Joseph hospital.

Though the city-wide mask mandate has been lifted, many
businesses still require patrons to wear masks.

COVID cases still low in wake of lifting of St. Joseph city mask mandate

The old Lake Contrary Elementary School building might become a new early childhood learning center for the St. Joseph School District. 

St. Joseph Schools superintendent Doug Van Zyl says this is beneficial for students and staff. 

"This allows our staff to work together collaboratively, how it allows them to meet the needs of our students together as a team instead of split apart," Van Zyl tells St. Joseph Post. 

Van Zyl says there will also be more room for students to attend at the new location.

"It also expands, if I remember correctly, the number of students by about another 140 additional students would have the opportunity to have access to early learning in our community," says Van Zyl. 

Van Zyl says the goal is to have the center ready for this fall. 

"Our facilities people believe that they can get in there, get the facility up and running the way it needs to with the dollars and the time that they have so hopefully this fall we'll have everything ready to go and we'll have that early learning center at Lake Contrary," says Van Zyl. 

Van Zyl says the school will be updated and renovated with federal dollars, not tax dollars.

St. Joseph looks at renovating an old school into an early childhood center

Missouri launched "Get a Ride" as a transportation recourse for Missouri residents in need of a ride to their COVID vaccine appointment. 

Spokesperson for Missouri's Equitable Advisory Committee Sara Hart Weir says the state wanted to provide "Get a Ride" as a source for low-cost transportation. 

"The majority of those recourses are free or low-cost transportation for individuals needing a little extra assistance to seek out their vaccine both in our rural, suburban, and urban communities across the state," Hart Weir tells St. Joseph Post.

Hart Weir says one of the resources that is being utilized in northwest Missouri is OATS. 

"OATS is a non-profit organization that actually provides transportation to 87 counties in the state of Missouri and we're excited that OATS is continuing this service to individuals across Region H that want to access their vaccine," says Hart Weir. 

Hart Weir says the transportation provided by "Get a Ride" is exclusively for residents seeking the COVID vaccine.

"These are specifically pertaining to those individuals that are accessing the COVID-19 vaccine so that is important to note."

HOLT COUNTY —One person was injured in an accident just after 8p.m. Tuesday in Holt County.

The Missouri State Highway Patrol reported a 2007 Chevy Aveo driven by Phillis E. Hayes, 61, Oregon, Mo., was southbound on U.S. 59 two miles south of Oregon.

The vehicle struck a deer, skidded onto the right shoulder, traveled down an embankment, struck trees and another embankment.&nbsp;

Atchison-Holt EMS transported Hayes to Mosaic Life Care. She was not wearing a seat belt, according to the MSHP.

Missouri woman injured after car strikes deer

TARKIO - Missouri's northwesternmost county continues to be a statewide leader in the battle against COVID-19.

Atchison County has administered over 2,600 doses of vaccine in a county that's home to just over 5,200 people. In all, over 31% of the county's population has been vaccinated.

That vaccination rate ranks second among Missouri's 117 counties and municipalities, trailing only Joplin, which has vaccinated 31.4% of its 50,000 residents.

Atchison County Health Department Administrator Julie Livengood says team work, and a little luck, helped the county get off to a quicker start than some of its neighbors.

"We took some proactive steps early on," she said. "As soon as we could sign up to be a COVID vaccinator, we did. There were many health departments and hospitals that were awaiting vaccinator approval even in January. We were giving out vaccines in December already. I think we just got a good head start before everybody else."

Atchison County's vaccination rate remains well ahead of others in Region H, such as Buchanan (14.3 percent), DeKalb (16 percent) and Platte counties (15.8 percent).

The Region H team and Missouri National Guard never had a mass vaccine clinic in Atchison County, though Livengood says many residents went to clinics earlier this year in Mound City and Savannah to get vaccinated.

There were a couple of smaller-scale, independently run clinics in Tarkio, where more than 200 people got vaccinated each time. Another clinic is planned for April 12 at the Tarkio Activity Center, as all Missouri adults will be eligible for vaccination on April 9.

Atchison County's COVID numbers have stayed relatively low with 439 total cases and 13 fatalities reported since the start of the pandemic. There are only five active cases in the county and nobody is hospitalized locally with virus complications.

All of this was done without any county-wide mask mandate, and no city-wide mandates in towns like Rock Port or Tarkio.

"I felt like the county did a great job of taking care of each other," Livengood said. "People were wearing masks. You don't see it as much now, but when we were in the height of the pandemic, people were wearing their masks and listening to our recommendations. So, we didn't feel like we had to put out a mandate for it."

However, many local health departments continue to monitor the spread of a new COVID variant called B.1.1.7. which has been found in all 50 states, including in <a href="https://stjosephpost.com/posts/f69a3ab8-2cd1-4070-9200-e5d8449d5dc9">Shawnee County, Kansas</a>.

Livengood says Atchison County's positivity rate has ticked up slightly to 12.5 percent in recent days with four new cases reported last week and three more reported on Monday.

Livengood says the decline in testing is the main reason for the positivity rate going up, with only 30 or so tests being performed last week.

Still, with the overall rate of new cases and deaths down significantly both locally and statewide, and with more and more Missourians becoming eligible for the vaccine, Livengood is encouraged by the current trends, but still urges caution going forward.

"We're cautiously optimistic and we're very encouraged that things are looking better," she said. "But, you know, we still want to be a little bit cautious for awhile."

Atchison County, Missouri maintains one of the state's highest vaccination rates

Mosaic Life Care encourages area residents to take advantage
of the mass vaccination clinic at East Hills Mall, before it closes.

Mosaic Chief Medical Officer, Dr. Davin Turner, says the mass
vaccination site in the old Gordman’s store will not stay open forever. In
fact, it might be closing in the next couple of months as the number of people
signing up for COVID-19 vaccines drops.

“And when we see the number of folks signing up decline even
more, we will be looking at how do we transition that vaccination process to
those pharmacies that have vaccination available to them,” Turner tells
reporters during a news availability.

Turner says the clinic at East Hills has been running very
smoothly.

The vaccine is given to Missouri residents or those who work
in Missouri free of charge. It usually takes 25 minutes to go through the vaccination
process, which includes the 15-minute wait after the vaccine is given.

Turner says the clinic will close when vaccination sign ups
drop. He hopes more will take advantage of the clinic at East Hills.

“If you want your shot, you need to sign up, because again as
the numbers dwindle and the numbers have really substantially dropped off of folks
signing up to get the vaccine, we really want you to sign up so you can get
your vaccine,” Turner says.

Turner says Mosaic is watching the numbers closely to
determine when to close the clinic.&nbsp;
Missouri recently opened vaccinations to Phase 2 after going through all
three tiers of Phase 1. Phase 2 includes commercial facilities sector, critical
manufacturing, construction, financial services, and sector two of food and
agriculture among others. Turner expects the state to open vaccinations to all
Missourians soon, likely before the scheduled April 9th date.

A date will be chosen to provide the last of the first doses
at the East Hills Mall clinic. Once the clinic no longer gives first doses, it
will close within four to five weeks after everyone who received the first shot
of Pfizer of Moderna vaccine has time to get their second shot.

Turner urges residents not to put it off. 

“You have the ability to sign up now,” Turner points out. “Even

of the mass vaccination clinic at East Hills Mall, before it closes.Mosaic Chief Medical Officer, Dr. Davin Turner, says the mass
vaccination site in the old Gordman’s store will not stay open forever. In
fact, it might be closing in the next couple of months as the number of people
signing up for COVID-19 vaccines drops.“And when we see the number of folks signing up decline even
more, we will be looking at how do we transition that vaccination process to
those pharmacies that have vaccination available to them,” Turner tells
reporters during a news availability.Turner says the clinic at East Hills has been running very
smoothly.The vaccine is given to Missouri residents or those who work
in Missouri free of charge. It usually takes 25 minutes to go through the vaccination
process, which includes the 15-minute wait after the vaccine is given.Turner says the clinic will close when vaccination sign ups
drop. He hopes more will take advantage of the clinic at East Hills.“If you want your shot, you need to sign up, because again as
the numbers dwindle and the numbers have really substantially dropped off of folks
signing up to get the vaccine, we really want you to sign up so you can get
your vaccine,” Turner says.<figure>

 </figure>Turner says Mosaic is watching the numbers closely to
determine when to close the clinic.&nbsp;
Missouri recently opened vaccinations to Phase 2 after going through all
three tiers of Phase 1. Phase 2 includes commercial facilities sector, critical
manufacturing, construction, financial services, and sector two of food and
agriculture among others. Turner expects the state to open vaccinations to all
Missourians soon, likely before the scheduled April 9th date.A date will be chosen to provide the last of the first doses
at the East Hills Mall clinic. Once the clinic no longer gives first doses, it
will close within four to five weeks after everyone who received the first shot
of Pfizer of Moderna vaccine has time to get their second shot.Turner urges residents not to put it off. “You have the ability to sign up now,” Turner points out. “Even
if your tier is not open. So, we encourage those folks to sign up so that we

register.Mosaic has administered the first dose of vaccine to 15,508
residents at the St. Joseph site with 7,753 residents receiving their second
shot as of last week. Mosaic has given 3,501 first doses at its Maryville
location as of last week with 2,317 receiving their second shot.<figure>
