ATCHISON COUNTY—Law enforcement authorities are investigating a domestic incident and have a man in custody.

On Sunday police arrested 27-year-old&nbsp;Caleb S. Cannon of Atchison in the 1200 Block of North 4th Street, according to Police Chief Mike Wilson.

He is being held on requested charges of domestic battery; bodily harm on a $2500 bond, according to online jail records.

Kansas man accused of domestic battery 

A celebration in downtown St. Joseph was held to celebrate the launch of a project that will bring a Children's Discovery Center to St. Joe. &nbsp;

Officials from several entities associated with the project gathered in front of the Plymouth Building, where in two short years the top-of-the-line museum will be.&nbsp;

Buchanan County Presiding Commissioner Lee Sawyer says the county is proud to be a partner in the project. &nbsp;

"To have an interactive learning center like this for young people, you see some little ones out in the audience, and just knowing that before too long they'll be able to be in this facility learning and growing and developing," Sawyer tells a crowd at the Plymouth Building. "Really in the past to come to something like this, you would have to go to Kansas City or Lincoln or Omaha to have this kind of an experience for young people."&nbsp;

Buchanan County designated no more than 4-million dollars of congressional funds for COVID relief to help fund the project. &nbsp;

St. Joseph Mayor John Josendale says he along with city and county officials worked with the Mosaic Life Care Foundation on the project.&nbsp; Josendale says he's pleased with the work the Foundation staff did on the design.&nbsp;

"And I think as you see the design, as you see the building, to repurpose this building into this is really a great starting point," Josendale says. "And again, I appreciate the fact of what they've done, I appreciate the fact we're working the city, the county, Mosaic, (and the) Mosaic Foundation to make this all work."&nbsp;

Josendale calls the Discovery Center a great start to help grow opportunities to improving St. Joseph and making it a better place. &nbsp;

Discovery Center Committee Chair Andrea Robinson says the Discovery Center is a signal to young people that they are cared about. &nbsp;

"We tell them that we want them to be a healthy, happy, lifelong, inquisitive learner," Robinson explains. "Most importantly we tell them together, with Mosaic Life Care, their city, and county, we are making a crucial investment in their future so it can be better and brighter in their daily life."&nbsp;

Robinson says the Discovery Center will strive to help children make choices and changes that will have a lasting and meaningful impact. &nbsp;

Construction is set to begin next week on the Discovery Center.&nbsp; It is expected to be finished in two years.&nbsp;

Project officially underway to bring Children's Discovery Center to St. Joseph

In the last two decades, hundreds
 of thousands of U.S. cattle producers have gone out of business, and we
 are currently losing 40 operations per day by some estimates. Just in 
the last two years, around 1,700 small feedlots run by independent 
family farmers were put out of business because of corporate 
consolidation.

This has led to an even more centralized production system as the 
dominant meatpackers favor a single-source system — getting cattle from 
large operations, run by them for their benefit only.

In 1980, the major meatpackers controlled 36% of the beef supply. 
Starting in that decade, we saw deregulation and a disappearance of 
antitrust enforcement that were designed to curb consolidation in 
industries, including meat production.

By the time the ‘80s came to an end, the top four meatpackers 
controlled 70% of the beef supply, and their power has only grown. 
Today, the top four meatpackers control around 85% of the beef supply.

What are the results? In 1980, beef producers made 62 cents of every 
dollar consumers spent on beef. Compare that to today, where only 37 
cents of the beef dollar goes to the producer. The price of beef in the 
last decade has risen from $4.67 a pound to $7.36 per pound — a 60% 
increase for consumers. But cattle producers’ profit dropped from $518 
per calf in 2014 to last year’s $125 per calf.

Profit for producers in 2014 was helped by mandatory COOL — 
country-of-origin labeling, which was required by the 2008 farm bill. 
However, corporate agriculture groups such as the North American Meat 
Institute and National Cattlemen’s Beef Association successfully lobbied
 Congress to repeal COOL in 2015, which led to the largest one-year 
price drop in cattle prices. Today, producers receive $300 less per calf
 than we did in 2014.

Meatpackers have also increased their use of so-called alternative 
marketing arrangements or AMAs, which are complicated strategies to 
avoid having to buy cattle on the open market. Meatpackers procure 80% 
of their supply through AMAs for a price to be named later based on the 
future cash market. And meatpackers manipulate the cash market through 
their control of the cattle supplies to drive down the price of cattle, 
resulting in less for the farmer and more profit for corporate 
meatpackers. The result is that consumers get gouged while producers are
 ripped off.

The use of AMAs increased from around 40% in 2005 to 80% in 2019. 
According to a study done by Georgetown and Ohio State University, for 
every 1% increase in AMAs, there is a 5% decrease in cash market prices.
 These kinds of pricing schemes have roughly doubled the meatpackers’ 
profitability, while cattlemen and small independent feedlots have 
suffered from higher input cost and lack of access to the marketplace.

There have been attempts to fix this corporate-controlled system by 
increasing competition for beef by supporting the building of packing 
plants not associated with the Big Four. However, in order to ensure 
independent processing plants succeed, we need to strengthen and enforce
 antitrust laws and fix the marketplace so these new plants can compete 
on a more level playing field.

For example, Congress needs to pass the American Beef Labeling Act to
 restore mandatory country-of-origin labeling for beef, and the U.S. 
Department of Agriculture needs to close a loophole in voluntary 
labeling rules so that only beef born, raised and harvested in the 
United States can bear the label “Product of the USA.”

Another bipartisan bill, proposed by Sens. Chuck Grassley and Jon 
Tester, is the 50/14 Bill, which would require that meatpackers purchase
 50% of their supply on the cash market and cannot own the cattle for 
more than 14 days before harvest.

The 50/14 Bill is such a threat to the meatpackers’ profits that they
 went immediately to work lobbying Congress, and convinced legislators 
to introduce a weaker compromise bill, the Cattle Price Discovery and 
Transparency Act, which would leave the meatpackers in charge for years 
while the USDA studies the issue.

That leaves a few questions: First, how many producers and small 
feedlots are going to go out of business before our elected 
representatives do something? Second, why did Congress rescind COOL when
 90% of Americans want truth in labeling? Why did Congress bow to the 
World Trade Organization and the big meatpackers?

We should call our representatives and senators to demand they 
support and pass the American Beef Labeling Act and the 50/14 Bill. 
Furthermore, they should break up the enormous meatpackers for the 
betterment of both the consumer and the producer.

OPINION: Four meatpackers control 85% of market. Cattlemen need a voice

A lot will be decided in this General Election.

Many state lawmakers are running unopposed. St. Joseph state
representatives Brenda Shields and Bill Falkner are unopposed as is Rep. Dean
Van Schoiack of Savannah.

State Sen. Tony Luetkemeyer of Parkville does face an
opponent. Democrat Sarah Shorter is challenging Luetkemeyer in the 34th
Missouri Senatorial District.

Sen. Dan Hegeman of Cosby is leaving the legislature due to
term limits, leaving the newly-fashioned 12th Missouri Senatorial
District as an open seat. State Rep. Rusty Black of Chillicothe emerged from a
crowded Republican primary to secure the party’s nomination. Democrat Michael
Baumli of Maryville faces Black in the race. The 12th is one of the
largest senate districts in the state.

Term limits also forced state Rep. Allen Andrews of Grant City
to leave the General Assembly. Jeff Farnan of Stanberry won the Republican
primary and faces Democrat Jess Piper of Maryville in the new 1st
Missouri House District comprised of Atchison, Holt, Nodaway, and Gentry
Counties.

The major races are the U.S. Senate campaign in Missouri, pitting
Republican Eric Schmidt against Democrat Trudy Busch Valentine and the
gubernatorial race in Kansas, pitting incumbent Democrat Laura Kelly against
Republican Derek Schmidt.

St. Joseph voters will decide a half-cent sales tax to pay for
police pay increases.

Amendment One would expand investment options available to the
state Treasurer. Amendment Three would legalize recreational marijuana.
Amendment Four would force Kansas City to spend at least 25% of its budget on
police. Amendment Five would make the Missouri National Guard its own state
agency. Missouri voters will also be asked whether the state should hold a
constitutional convention.

Kansas voters face two constitutional amendments. Question One
would give the Kansas legislature authority to overturn state agency
regulations. Question Two would authorize Kansas counties to elect their
sheriff.

Voters make their voices heard now

ATCHISON COUNTY—Authorities are investigating after an explosive device injured a woman outside a home in Atchison.

Just before 9:30p.m. Saturday, officers responded to the 800 block North 9th Street in Atchison where an explosion had occurred, according to Police Chief Mike Wilson.

First responders found a 59-year-old woman in front of a residence with injuries to a hand, arm and chest. EMS transported her to Mosaic in St. Joseph. 

Investigators determined that the victim was outside a residence going through some miscellaneous items she had obtained earlier in the evening and was holding onto what was a probable fireworks device. The victim was smoking at the time and the device ignited as she was holding it, according to Wilson.

&nbsp;The Kansas Fire Marshal’s Office assisted police at the scene and the Leavenworth Police Bomb Squad also checked the scene for additional explosive devices and none were found.

The driver failed to stop at the stop sign. The car traveled across MO 6, off the road, down an embankment and struck a ditch.

Daviess County EMS transported Schulze to Cameron Regional Medical Center. She was properly restrained, according to the MSHP.

NODAWAY COUNTY–Two people were injured in an accident just after 12:30a.m. Saturday in Nodaway County.

The Missouri State Highway Patrol reported a 20005 Toyota Scion driven by Constance D. Terry, 23, Burlington Junction, was northbound on U.S. 71 at Wilcox.

The vehicle traveled off the road, struck an embankment and overturned.

Nodaway County EMS transported Terry to Mosaic in Maryville. A private vehicle transported a passenger to Mosaic in Maryville. They were not wearing seat belts, according to the MSHP.

Two hospitalized after car overturns in Nodaway County

Daviess County EMS transported Wait to Cameron Regional Medical Center. Troy Brown refused medical treatment. A&nbsp; passenger was treated at the scene. The occupants of the 2005 Chevy were not wearing seat belts, according to the MSHP.

Missouri man hospitalized after crash when he skips stop sign

Northwest Missouri voters will choose between two
candidates with very different viewpoints running for the 1st
Missouri House District.

Farmer and small business owner Jeff Farnan of
Stanberry lists three top priorities, including agriculture and small business.

“And then the final one is education,” Farnan
tells host Barry Birr on the KFEQ Hotline. &nbsp;“I’ve been on the Jefferson School Board for the
last 15 years, currently serve as president there. I see some of the troubles
that our schools are facing and I would like to be part of maybe finding some
solutions to help our schools.”

Democrat Jess Piper, a former teacher from Maryville
who also runs a small farm operation, lists the priorities of education,
transportation, and affordable child care.

“A lot of women, and single men as well, aren’t
able to work fulltime jobs or they’re having to work around child care issues,”
Piper tells Birr during her time on the Hotline. “In my area, it’s a child care
desert.”

Piper and Farnan are running for the seat being vacated
by state Rep. Allen Andrews of Grant City due to term limits.

Piper says she would have three priorities if she
wins election.

Piper says the Republican-led legislature was
short-sighted in approving tax cuts during the recent special legislative
session.

“I think that that’s going to end up harming
schools eventually within the next few years,” Piper says. “It’ll just be more
defunding,”

Farnan emerged from a crowded Republican field to
win the primary.

“The one thing I’d like for everybody to know is
that I am willing to sit down and talk with anybody,” Farnan says. “I really
don’t care if they’re Republican, Democrat, independent. It doesn’t matter to
me. I’m really interested in just hearing what you have to say. We may not
agree, but I will respect your opinion.”

In addition to farming, Farnan owns the Spec
Shoppe in Maryville and Stanberry. He says Missouri needs to cut red tape for
business.

“When we sell glasses to someone that has Missouri
Medicaid, we have to go through almost five websites, depending on what plan
they have, before we can actually get paid on the claim,” according to Farnan.

While Farnan presents himself as a conservative, Piper
proclaims herself a progressive. Piper says the state has no right to interfere
with a woman’s right to choose to have an abortion.

“I’ll be frank with you; I’ve had two
miscarriages and I know exactly what they look like and those were not babies,”
Piper says. “But, in the state of Missouri, they could have killed me, when I
had other children to take care of, because of tissue that I passed.”

Redistricting didn’t change the Missouri 1st
House District much. Still, it is one of the largest state representative districts
in the state, covering Atchison, Hold, Nodaway, and Gentry Counties.

KANSAS CITY (AP) —Days before Missourians go to the polls, a judge on Friday granted an injunction halting parts of a new Missouri law that puts limits on what can be done to help register voters and reach out to absentee voters.

Cole County Circuit Judge Jon Beetem sided with the League of Women Voters of Missouri and the state chapter of the NAACP in blocking parts of a law adopted by Missouri's Republican-led Legislature and signed into law by GOP Gov. Mike Parson.

Missouri voters on Tuesday will decide a U.S. Senate race that features Republican Attorney General Eric Schmitt and Democrat Trudy Busch Valentine, eight congressional races, and a proposal to legalize recreational marijuana, among many other races and ballot measures.

The voter law was enacted after some Republicans raised concerns about election integrity following former President Donald Trump's false claims that he won the 2020 presidential election. Opponents say the law seeks to reduce the number of Democrats who can vote.

The new law bans paid solicitation of voter registration applications. It requires registration with the state by anyone seeking to sign up more than 10 voters. It requires volunteer solicitors to be Missouri voters. And, it prohibits solicitations aimed at convincing a voter to obtain an absentee ballot application.

Beetem said those provisions are unconstitutional because they limit free speech.

“The chilling effect of the Challenged Provisions threatens to cause increased voter confusion and decreased voter participation," Beetem wrote. “The public interest weighs in favor of granting injunctive relief.”

Missouri NAACP President Nimrod Chapel called the voter bill “the latest in a long line of Jim Crow legislation” aimed at disenfranchising people.

A statement from Republican Missouri Secretary of State Jay Ashcroft’s office noted that the injunction “only temporarily prohibits the enforcement of certain provisions” of the law, House Bill 1878.

“We look forward to vigorously defending these aspects of HB1878 at trial,” the statement read.

Last month,&nbsp;<a href="https://apnews.com/article/voting-rights-elections-lawsuits-missouri-f61c3e8c997087b4621661daf9aed7e2">Beetem dismissed another lawsuit</a>&nbsp;challenging the new requirement that voters show a government-issued ID at the polls. That lawsuit was filed on behalf of two women, but Beetem wrote that neither “alleged a specific, concrete, non-speculative injury or legally protectable interest in challenging the photo ID requirement.”

That ruling was appealed, but voters will be required to show a photo ID on Tuesday.

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man for multiple allegations.

On Thursday, police arrested 65-year-old Jonnie D. Quinn of Atchison in the 1000 Block of Green in Atchison, according to Police Chief Mike Wilson.

He is being held on requested charges of domestic battery and violation of a protection order.

They United Way of Greater St. Joseph wrapped up the public portion of their 2022 fundraising campaign on Thursday with a celebration at Spratt Stadium on the Missouri Western campus.

United Way Campaign Chair Scott Albers, president of Nor-Am Cold Storage, says the United Way, so far this year, has raised $2,303,695. He says none of this would be possible without the help of the volunteers and partners of United Way.

"They bring the juice," Albers said. "They're the ones who drive the fundraising and being able to make it happen for our partner agencies. You see the hard work they put in and it's amazing."

Albers says this is about three thousand dollars more than what was raised at this time a year ago.

United Way of St. Joseph kicked off its annual fundraising campaign on September 1, and they'll still be taking donations through the end of this year.

Albers says anyone can help this cause if they want by simply contacting the United Way office.

"Our organization is run off of volunteers and donations," he said. "So, please reach out to the United Way here in town. Whether that's to make a donation. We're still taking those in. Our campaign is not over. But, if you're looking for volunteer opportunities, we have lots of those that can fit about any skill set or schedule."

The money raised from the campaign goes toward the United Way's 17 partner agencies, initiatives and grants. More than 150 volunteers are involved in deciding how these dollars are allocated.

"Ninety-three percent of the money raised all stays with the United Way and our 17 partner agencies," Albers said. "So, it stays right in the community that you donate to."

St. Joseph police are looking for two suspects in a late-night
shooting that left a resident with two non-life-threatening wounds.

Police report officers responded to a shooting call shortly
before 11 o’clock Thursday night in the 2200 block of Union Street. A man
described to be in his late 40s had been shot. He was taken to the hospital for
treatment.

Police say the investigation continues into the shooting. Two
suspects went to the apartment. Though three people were at the apartment, it appears
the suspect targeted only one of the residents.

The clocks will fall back to Central Standard time early Sunday morning and fire officials across Missouri and Kansas say this is the perfect time to change those smoke detector batteries. &nbsp;

Fire Inspector Steve Henrichson with the St. Joseph Fire Department says 'change your clock, change your batteries' is a nationwide effort.&nbsp;

"Making sure their batteries in smoke detectors are working properly, that's the single biggest thing you can do to keep your family safe," Henrichson tells KFEQ/St. Joseph Post.&nbsp;

He says it's also a perfect time to begin checking those heating devices that are pulled out for the colder months&nbsp;

"Making sure to change your filters, make sure to have someone check it to make sure it's burning properly, and having a good Co2 detector in place just in case something does go wrong," Henrichson says."&nbsp;

Henrichson says you should also be sure to check the cords on your space heaters before plugging them in to prevent any home fires. &nbsp;

The Missouri State Fire Marshal says that a majority of home fire deaths occur in homes without working smoke alarms. &nbsp;

Henrichson says that is due to people not taking care of their smoke detectors. &nbsp;

"Lack of maintenance is the biggest thing, people take the batteries out or the battery dies and they take them off the wall, those are the two biggest things," Henrichson explains.&nbsp;

'Change your clocks, change your batteries' is a nationwide effort encouraging everyone to change the batteries in their smoke alarms as they set their clocks back an hour.&nbsp; The time officially changes at 2am on Sunday.&nbsp;

Henrichson says this time of year you never know how many fires you will see&nbsp;

"This is the time of year that sometimes they pick up, sometimes they don't," Henrichson says. "There's years when we can go weeks without and then we'll have three or four in a day, luckily this year we've been doing pretty good."&nbsp;

Kan. woman accused of domestic battery is back in jail

Talk nationally might be whether the country is or isn’t
slipping into recession.

In St. Joseph, there are plenty of good jobs available.

That, according to St. Joseph Chamber of Commerce President
Natalie Redmond who says Buchanan County’s manufacturing base offers a wide
variety of jobs and maybe not the jobs you automatically think of when you
think of factory work.

“You have a lot of manufacturing jobs here in St. Joseph, but
they’re becoming more skilled manufacturing,” Redmon tells host Barry Birr on
the KFEQ Hotline. “So, a lot of times you’ll need that person who has an IT
background, because a lot of times you’re running robotics or welders, or mechanics.
Those are skilled jobs that tend to pay well.”

Redmond says technology has changed the jobs on the factory
floor, with many more skilled workers needed.

Redmond says the Chamber is always on the lookout for those
companies that fit St. Joseph. She gives as an example Cereal Ingredients of
Lawrence, now known as CII, which located in St. Joseph about a year ago.
Redmond says CII fits in well with the St. Joseph manufacturing base that
relies heavily on agriculture.

“That’s a great spot for us. Plus, they niche well with the
local businesses, so they already kind of have a synergy with other local
businesses that they do business with,” Redmond says. “So, that’s a great spot
of us.”

St. Joseph is the third largest exporter in Missouri, only
behind St. Louis and Kansas City.

Remond says the Chamber concentrates on small to medium
companies that can grow, restricted somewhat from going after large economic
development projects.

“So, we continue to strategize in the area of workforce and
talent recruitment and also looking at land development, because those are our
two problem areas that would make it difficult for us to be completive with a
mega project,” according to Redmond.

Redmond says that when the Chamber recruits, it plays off its
strengths.

“We’re realistic when we’re going after companies, because we
know our sweet spot,” Redmond says. “We know what we have the land available
for. We know what we have the talent market for.”

Redmond says St. Joseph needs to acquire more land and must
have a larger workforce to be able to attract large manufacturing projects.

slipping into recession.In St. Joseph, there are plenty of good jobs available.That, according to St. Joseph Chamber of Commerce President
Natalie Redmond who says Buchanan County’s manufacturing base offers a wide
variety of jobs and maybe not the jobs you automatically think of when you
think of factory work.“You have a lot of manufacturing jobs here in St. Joseph, but
they’re becoming more skilled manufacturing,” Redmon tells host Barry Birr on
the KFEQ Hotline. “So, a lot of times you’ll need that person who has an IT
background, because a lot of times you’re running robotics or welders, or mechanics.
Those are skilled jobs that tend to pay well.”Redmond says technology has changed the jobs on the factory
floor, with many more skilled workers needed.Redmond says the Chamber is always on the lookout for those
companies that fit St. Joseph. She gives as an example Cereal Ingredients of
Lawrence, now known as CII, which located in St. Joseph about a year ago.
Redmond says CII fits in well with the St. Joseph manufacturing base that
relies heavily on agriculture.“That’s a great spot for us. Plus, they niche well with the
local businesses, so they already kind of have a synergy with other local
businesses that they do business with,” Redmond says. “So, that’s a great spot
of us.”St. Joseph is the third largest exporter in Missouri, only
behind St. Louis and Kansas City.Remond says the Chamber concentrates on small to medium
companies that can grow, restricted somewhat from going after large economic
development projects.“So, we continue to strategize in the area of workforce and
talent recruitment and also looking at land development, because those are our
two problem areas that would make it difficult for us to be completive with a

Volunteers are needed to help ring bells at the iconic red kettle stands this holiday as the Salvation Army raises money for the community. &nbsp;

Major Ronald Key with the Salvation Army in St. Joseph says for many people, the Red Kettle stands represent holiday spirit. &nbsp;

"I think without kettles Christmas would look different for a lot of people just because they're used to seeing that iconic kettle stand and a bell ringer standing there," Key tells KFEQ/St. Joseph Post. "So, I think that just kind of reminds them of the need, that's the time of the year that we have a need, that money is used here to help us to help other people when they walk in our door whether that's food, clothing, housing, whatever that may look like."&nbsp;

Red kettle stands will be at five different locations around St. Joseph starting November 11th and running through Christmas Eve. &nbsp;

"The more money we raise the more we have to help other people also," Key explains. "So, I think it's just important, you know, some people walk by and say, hey all I've got is change, you know that's ok change adds up, and I always say change makes change."&nbsp;

Volunteers will be out at Price Chopper, Walmart, Sam's Club, Hobby Lobby, and East Hills Mall every day through the drive, except for Sundays and Thanksgiving.&nbsp;

Key says the number of volunteers did start going back up last year, after being down during the pandemic. &nbsp;

"But there's still some individuals or groups that have not rung for us since COVID, so we're hoping that some of them return back to us or some of the groups instead of taking a longer period of time maybe they took an all day shift they were only taking a four-hour shift or whatever," Key says. "So, we're hoping that kind of opens back up now that COVID seems to be behind us."&nbsp;

St. Joseph's Open Door Food Kitchen has been serving the hungry in the community since 1984. &nbsp;

After originally starting at the Salvation Army, the Open Door Food Kitchen moved to 8th and Messanie, a location provided by the city.&nbsp;

"We feed approximately 4500 hungry men, women, and children per month which averages about 135,000 meals per year," Rosenthal tells KFEQ Hotline host Barry Birr. "We're open 365 days a year and always have been."&nbsp;
