Projects have been selected and finalized for this year’s round of Capital Improvement Projects in St. Joseph. &nbsp;

St. Joseph City Manager Bryan Carter says the list of projects was approved by the city council just recently. &nbsp;

"The committee that is kind of promoting the CIP program has started their work, their work is actually well underway, and you'll start seeing the public side of that work in the coming months," Carter tells host of the KFEQ Hotline Barry Birr. "That list includes several of the more high-profile projects."&nbsp;

Carter says two big projects on the list are improvements and expansion at Fire Station 10 in the south end of St. Joseph and at the fire headquarters downtown. &nbsp;

"Both of those stations are the last two stations we have that are the very old, beautiful, cool buildings, but they're not serving some of the modern purposes very well," Carter explains. "They're the last two and they'll either be replaced or be rehabilitated, so those are two of the bigger ticket items."&nbsp;

Carter says there is also a new ladder truck for the fire station on the list of things the CIP money will go towards. &nbsp;

Carter says while the committee does have a list of projects that need done, it's not as simple as just ranking them from most important to least important&nbsp;

"What we actually end up doing is separating out how much revenue we're anticipated to bring in each one of those years and match projects to that revenue," Carter says. "So, first you kind of set up your bucket for each year and then define your projects but there are a number of factors that go into defining when those projects will happen."&nbsp;

Carter says there are several projects that will happen every year, but they also have to decide on those one-time projects and when they happen through the five years of the CIP.&nbsp;

St. Joseph City Council has placed the CIP program on the August 8th ballot. The ballot initiative asked St. Joseph voters to extend the one-half cent sales tax for five more years.&nbsp;

The Weekly Drought Monitor showed above-normal precipitation and below-normal temperatures resulting in another week of some improvements in the western U.S. 

The exception is the Pacific Northwest, where drought conditions continue to worsen along the northern Cascade Mountains. 

The monitor shows a mix of improving and worsening conditions in the Great Plains. Improvements are confined mainly in the western Great Plains. 

The Corn Belt is seeing widespread degradation of moderate drought and abnormal dryness. High evaporation rates have resulted in significant loss of soil moisture. 

Any rainfall over the past week in the Southeast U.S. fell in areas that didn’t need it. Virginia is showing moderate drought and abnormal dryness is showing in other locations through the southeast. 

The Southern U.S. has more mixed totals. Locations in Louisiana, Mississippi, and Tennessee experienced increasing dryness. In western parts of the Southern Plains, pockets of heavy rainfall continued adding to 60-day precipitation surpluses.

National Drought summary showing a mixed outlook

BROWN COUNTY —Law enforcement authorities are investigating a report of a stolen pickup and asking the the public for help to find those involved.

Just after noon Friday, a white 2002 Chevrolet Silverado 2500 HD,&nbsp; Kansas License Plate, 262DIB, was taken from a field entrance near the intersection of 240th Street and Chickadee Street in rural Brown County, according to Sheriff John Merchant.

Video surveillance indicated that the vehicle left the scene traveling eastbound to the intersection of 240th and Coyote, at a high rate of speed.&nbsp;&nbsp;

After reviewing video evidence, it is believed an additional vehicle was connected to the theft.&nbsp; The vehicle is described as 4D sedan, silver/white in color, which was observed following the stolen vehicle seconds later.&nbsp;

The sheriff is asking for assistance from the public&nbsp;in identifying the subjects and or vehicle(s).

 Anyone with further information is asked to call the Brown County Sheriff’s Office (785) 742-7125.

Sheriff asks for help to find suspects who took pickup

Missouri has put the weight of its entire Congressional delegation
behind the 139th Airlift Wing’s efforts to upgrade its fleet.

Every member, Republican and Democrat, has signed onto a
letter to the Air National Guard Director expressing support to transfer eight
C-130J aircraft to the Air Guard base at Rosecrans Memorial Airport in St.
Joseph.

Northern Missouri Congressman Sam Graves, a Republican, says
the united front is important.

“The 139th is just vitally important to our entire
area and the economy and national defense for that matter, too,” Graves tells
KFEQ/St. Joseph Post. “So, this is a huge step in the right direction and we just
need to keep working it.”

Graves remains confident the 139th will receive the
next generation of C-130 cargo planes.

“I’m pretty optimistic to be honest with you and obviously the
letter was a good step in that direction,” Graves says.

Rosecrans is also home to the 139th’s Advanced
Airlift Tactics Training Center, which trains pilots in the latest military
tactics, hosting pilots not just from the United States, but from all over the
world.

Graves, a member of the House Armed Services Committee, says
recent investments at Rosecrans by local and state governments to build a new
runway as well as a new terminal and air traffic control tower will help in
that bid.

“It does. It shows our commitment to make sure that they (have)
everything that they need out there at Rosecrans,” according to Graves.&nbsp; “Obviously, it’s a joint use facility. So,
you have general aviation there as well as a military mission. And it shows our
commitment to making sure that they have everything that they need.”

Rosecrans has been undergoing major renovations. Construction
of a new runway is underway. A new terminal will be constructed. Nearly all the
funding needed to erect a new air traffic control tower has been secured.

Those renovations should put the 139th in a favorable
position to receive the C-130J planes, according to Graves.

“It’s a partnership. It’s federal dollars. It’s local dollars.
And It’s state dollars,” Graves points out, “And everybody has stepped up to
the plate and that sends pretty strong message to the folks that are going to
be making that decision.”

The Missouri Congressional delegation
sent the letter to the Director of the Air National Guard, Lieutenant General
Michael A. Loh. In the letter, the delegation expresses its full support for
transferring eight C-130J aircraft to the Rosecrans Air National Guard Base.

"We were recently informed that
the 139th Airlift Wing has been selected to move forward to the next step of
the C-130J basing decision process. In light of this announcement, we write in
full support of transferring eight C-130Js to the 139th Airlift Wing (139th AW)
at Rosecrans Air National Guard Base in Saint Joseph, Missouri,"&nbsp;the
delegation wrote in its letter.

Graves says the Congressional delegation’s letter helps make
the 139th’s case.

“Absolutely and we’re going to keep pressing. The more
pressure we can put on the better.”

The Missouri State Highway Patrol reported a 2005 Kawasaki Main street driven by Walter G. Stagner, 41, St. Joseph, was westbound on the ramp from northbound Interstate 229 to westbound Mo 752 one half mile east of St. Joseph.

The driver failed to negotiate a curve. The motorcycle traveled off the north side of the road, struck a guardrail, overturned and the driver was ejected.

Buchanan County EMS transported Stagner to Mosaic Life Care. He was not wearing a helmet, according to the MSHP.

St. Joe man injured after motorcycle strikes guardrail

The Kansas Highway Patrol reported a 2019 Dodge Journey driven by&nbsp; &nbsp;Azaria M. Richery, 24,&nbsp; Stockton, Kansas, was southbound on U.S. 73 just north of County Road 220.

The front seat passenger Kylee E Dixon, 33, Horton, intentionally opened the front passenger side door and leaped out while the vehicle was in motion.

Dixon was pronounced dead at the scene and he was transported to&nbsp; Chapel Oaks Funeral Home. Richery was properly restrained and not injured, according to the KHP.

KHP: Man dies after he jumped from moving SUV

ANDREW COUNTY—One person was injured in an accident just before 4p.m. Friday in Andrew County.

The Missouri State Highway Patrol reported a 1997 Chevy S10 driven by a 17-year-old St. Joseph boy was northbound on Interstate 29 in a lane adjacent to another pickup in the passing lane.

A motorcycle passed between the vehicles at a high rate of speed.&nbsp;

The teen driver steered away from the motorcycle and traveled off the east side of the road. The pickup struck a drainage culvert, an unknown number of trees and overturned.

Andrew County EMS transported the teen to Mosaic Life Care. He was properly restrained, according to the MSHP. The patrol was able to identify the motorcycle rider involved.

Grundy County EMS transported Cassidy to Wright Memorial Hospital where he was pronounced deceased. Gibson was not injured and not wearing a seat belt, according to the MSHP.

Missouri man dies after motorcycle rear-ends UTV

The defending Super Bowl champion Kansas City Chiefs will return to St. Joseph for a 13th year for Chiefs Training Camp presented by Mosaic Life Care on the Missouri Western Campus and dates have been announced for practices. &nbsp;

Practices will begin on Sunday July 23rd and will run through Thursday, August 17th.&nbsp; All training camp practices will be free to attend, except for a select few where there will be a charge to attend. Missouri Western will charge a $5 parking fee per vehicle at practice&nbsp;

Missouri Western will charge a $5 admission fee on Sunday July 23rd, Saturday July 29th which is the Chiefs Champions Tour, and on Saturday, August 5th which is Family Fun Day. The Chiefs will also host two exclusive days for Season Ticket Holders that will not be open to the public on Monday July 24th and Wednesday August 9th. &nbsp;

Due to the expected influx of people coming to training camp, once again tickets will need to be reserved ahead of time and attendance will be limited to provide the best experience.&nbsp; Ticket reservations will open on Wednesday June 21st at 10am for Season Ticket holders and on Thursday June 22nd for the public. &nbsp;

Fans are limited to reserving a maximum of six tickets per practice and can reserve up to a maximum of three separate practices. Those select paid payment practices will require a payment ahead of time to reserve tickets. Paid practice dates and Season Ticket Member dates do not count towards the maximum ticket reservation allotment of three practices.&nbsp;

 </figure>By MATT PIKESt. Joseph PostThe defending Super Bowl champion Kansas City Chiefs will return to St. Joseph for a 13th year for Chiefs Training Camp presented by Mosaic Life Care on the Missouri Western Campus and dates have been announced for practices. &nbsp;Practices will begin on Sunday July 23rd and will run through Thursday, August 17th.&nbsp; All training camp practices will be free to attend, except for a select few where there will be a charge to attend. Missouri Western will charge a $5 parking fee per vehicle at practice&nbsp;Missouri Western will charge a $5 admission fee on Sunday July 23rd, Saturday July 29th which is the Chiefs Champions Tour, and on Saturday, August 5th which is Family Fun Day. The Chiefs will also host two exclusive days for Season Ticket Holders that will not be open to the public on Monday July 24th and Wednesday August 9th. &nbsp;Due to the expected influx of people coming to training camp, once again tickets will need to be reserved ahead of time and attendance will be limited to provide the best experience.&nbsp; Ticket reservations will open on Wednesday June 21st at 10am for Season Ticket holders and on Thursday June 22nd for the public. &nbsp;Fans are limited to reserving a maximum of six tickets per practice and can reserve up to a maximum of three separate practices. Those select paid payment practices will require a payment ahead of time to reserve tickets. Paid practice dates and Season Ticket Member dates do not count towards the maximum ticket reservation allotment of three practices.&nbsp;New to this year, Chiefs Tailgate Suites will be available for purchase in the North Endzone for groups of 10 or more. Chiefs training camp schedule released as defending champs return to St. Joseph

St. Joseph police have identified the youth killed outside the
St. Joseph REC Center early Thursday morning.

Police identify the teenager as 15-year-old Carter P. Smith of
St. Joseph.

The St. Joseph Police Department reports it began receiving
calls about a shooting shortly before three o’clock Thursday morning. Officers
responded to the 2600 block of South 28th Street, near the REC
Center. They discovered Smith, a white male, dead at the scene. Police later
called it a targeted shooting.

A 16-year-old has been taken into custody in connection with
the fatal shooting. No other identification has been released, because the
suspect is a juvenile.

Anyone with information is urged to call the St. Joseph Police
Department Hotline at 816-238-8477.

St. Joseph police release identity of shooting victim

A committee of the St. Joseph City Council is exploring the possibility of raising rates at the city landfill. &nbsp;

City Manager Bryan Carter says the committee is working to figure out a way to balance the various needs of the landfill as well as the rates. &nbsp;

"We haven't raised I think since 2018, so the rates have been stable for quite some time and that's been at a time when costs have increased quite a bit," Carter says to a caller on the KFEQ Hotline hosted by Barry Birr. &nbsp;

Carter says with rates in St. Joseph being the lowest in the surrounding area, people living outside the city limits are bringing trash to St. Joseph. &nbsp;

"While that seems like a good thing for business, it's not necessarily a great thing for the longevity of the landfill," Carter says. "You want to make sure that the landfills available for our community for many years to come and it doesn't reach capacity to quick."&nbsp;

Carter says currently the committee is going through the process to determine what the rate at the landfill should be. &nbsp;

"To ensure that we have a reasonable landfill fee, that it's entirely reasonable to dump at this landfill, to ensure that we have enough money for operations and for expansion of the landfill, because it is a landfill so it's always in an expansion mode," Carter explains. "But also, to ensure that we're not attracting more from other areas than we need."&nbsp;

Carter says one issue with so many people coming from outside the city is that more traffic is at the landfill than it is currently designed for.&nbsp;

St. Joseph City Council exploring raising costs to dump at the city landfill

The Kansas City Chiefs victory in Super Bowl LVII now feels more official as Chiefs players, coaches and staff were presented with their official Super Bowl rings from Jostens during a private ceremony.

Kansas Senator Roger Marshall will introduce a bill designed to address California’s Prop 12, which was recently upheld by the Supreme Court. 

The Hagstrom Report says Marshall’s bill would stop states from enacting laws that affect agricultural production in other states. 

The Ending Agricultural Trade Suppression (EATS) Act will preserve the right of states and local governments to regulate agriculture within their jurisdictions free from the interference of other jurisdictions. 

“U.S. agriculture currently lacks access to new markets because of non-tariff trade barriers overseas,” Marshall says. “The last thing we need is a big state like California imposing its will on ag-heavy states with regulations that will restrict our ability to trade among the states.” 

Bill co-sponsor John Cornyn of Texas says California shouldn’t be able to tell ranchers in his state how to do their jobs. &nbsp;Iowa Representative Ashley Hinson plans to introduce a companion measure at a later date.

The American Farm Bureau Federation signed a memorandum of understanding with CLAAS of America regarding the right to repair. 

This brings the number of signed MOUs with ag manufacturers to five. 

Combined, the agreements cover about three-quarters of the agricultural machinery sold every year in the United States. 

“The MOU with CLAAS demonstrates our continued commitment to ensuring farmers have access to the tools they need to keep their farms running and America’s families fed,” says AFBF President Zippy Duvall. 

“Farmers and ranchers are more dependent on technology than ever, and they asked us to find a private-sector solution on the right to repair.” 

Eric Raby, senior VP for the Americas with CLAAS says, “We’re providing the promised solutions for our customers’ businesses, as their success and ours go hand in hand.” The agreement means farmers and independent repair shops can now access everything needed to self-repair their machines.

BROWN COUNTY—Three people were injured in an accident just before 9p.m. Tuesday in Brown County.

Sheriff John Merchant reported Friday that a 2020 Ford Edge driven by a 17-year-old hit loose gravel while traveling in the vicinity of 170th and Jackrabbit Road.

The SUV traveled off the edge of the roadway and rolled.&nbsp;&nbsp;

&nbsp;Town and Country ambulance transported the driver and two passengers to Amberwel where they were treated for minor injuries and released. All three were&nbsp; properly restrained, according to Merchant.

After months of delay, the state began issuing food benefits designed to cover summer 2022 just last week — as other states gear up to disburse summer 2023 aid

Missouri began distributing pandemic-relief summer food benefits that were&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/02/06/still-no-timeline-for-missouri-families-awaiting-summer-2022-food-assistance/">designed to cover summer 2022</a>&nbsp;just last week.

<a target="_blank" href="https://missouriindependent.com/2022/10/17/missouri-families-still-waiting-for-summer-food-benefits-for-low-income-children/">Since last fall</a>, thousands of families have been asking the state if and when they would receive the promised benefits, called summer Pandemic EBT — a federal COVID relief program administered by states.&nbsp;

The summer 2022 benefits were designed to provide a one-time deposit of $391 per eligible child. Like the regular federal food stamps program, the benefits are accessed via a debit card called electronic benefits transfer and used to purchase food.&nbsp;

Keahna Antrim, a mother of two in West Plains, said she checked her EBT account “every day for months and months.”&nbsp;

Last week brought “massive relief,” she said: She received the $391 deposit for one of her children on June 9 and for the other on June 10. She has used the benefits so far to purchase groceries for family dinners, including for a taco night.

“Not knowing when we would get it was frustrating,” she said, because “there was no way to incorporate it into your budget.”&nbsp;

“I am disappointed how [the Department of Elementary and Secondary Education] handled the program,” she said. “They didn’t make an effort to keep anyone informed or updated.”

Most states finished dispersing the benefits by the end of 2022. Oklahoma began dispersing the benefits nearly a year before Missouri, in July 2022.&nbsp;

Now Missouri has fallen behind on applying for the final round of summer P-EBT benefits the federal government has approved, to cover summer 2023.&nbsp;

As other states prepare to issue summer 2023 benefits, Missouri is still in the midst of issuing hundreds of thousands of benefits from last year — potentially jeopardizing transferring the summer 2023 federal funds to desperate low-income families.

Missouri is one of only ten states that has not yet submitted a plan to the&nbsp;federal government for dispersing summer 2023 benefits, said Jan Rhodes, a spokesperson for the federal agency Food and Nutrition Services. The others are Alaska, Idaho, Iowa, Kansas, Mississippi, Montana, New Hampshire, South Dakota and Texas.

The 2023 benefits would provide $120 for each school child eligible for free or reduced lunch during the 2022-2023 school year.

“If Missouri does not move quickly to submit its Pandemic EBT plan,&nbsp;400,000&nbsp;children will miss out on the food they need when school lets out,” said Crystal FitzSimons, director of School and Out-of-School Time Programs at the Food Research &amp; Action Center Washington, D.C.

The state began dispersing summer 2022 benefits last week, on June 6, said Mallory McGowin, spokesperson for the Department of Elementary and Secondary Education.

Children who qualified for subsidized school lunches in the 2021-2022 academic year are eligible, along with children under 6 who qualify for the federal food assistance program SNAP.&nbsp;

Missouri appears to be one of the last approved states to begin issuing summer 2022 benefits, if not the last. Two states, South Dakota and Alaska, did&nbsp;<a target="_blank" href="https://www.fns.usda.gov/snap/state-guidance-coronavirus-pandemic-ebt-pebt">not have approved plans</a>&nbsp;to issue summer P-EBT at all.&nbsp;

The extra benefits can easily double the amount a low-income family receives in standard food assistance. The average amount of benefits per Missouri household on food stamps, called the Supplemental Nutrition Assistance Program,&nbsp;<a target="_blank" href="https://dss.mo.gov/re/pdf/fsd_mhdmr/fsd-mohealthnet-report-0323.pdf">was just under $400</a>&nbsp;in March.&nbsp;

In the meantime,&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/10/17/missouri-families-still-waiting-for-summer-food-benefits-for-low-income-children/">bills have piled up</a>&nbsp;as families diverted much-needed money from things like utilities to cover the inflated cost of food. Some told The Independent they needed to&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/02/06/still-no-timeline-for-missouri-families-awaiting-summer-2022-food-assistance/">borrow money</a>&nbsp;from families and friends.&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/02/06/still-no-timeline-for-missouri-families-awaiting-summer-2022-food-assistance/">Frustration has grown</a>&nbsp;as families have sought and failed to receive information from the state, devoting hours to trying to find out where the benefits are and sharing information online. The state provided&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/05/26/around-600000-missouri-kids-still-waiting-for-summer-2022-grocery-benefits/">no timeline</a>&nbsp;for months, after originally estimating the benefits would be dispersed by the end of 2022.

In Missouri’s&nbsp;<a target="_blank" href="https://fns-prod.azureedge.us/sites/default/files/resource-files/MO_DESE_State_Plan_Summer_2022_with_child_care_children_10-12-22.pdf">plan</a>&nbsp;for dispersing the benefits, they estimated&nbsp;454,000 school children would qualify. The federal&nbsp;<a target="_blank" href="https://frac.org/wp-content/uploads/Summer-EBT-Report_FRAC_041023.pdf">United States Department of Agriculture’s projections</a>&nbsp;for the year prior also put the figure near Missouri’s estimate, at 456,000.

Two states, South Dakota and Alaska, did&nbsp;<a target="_blank" href="https://www.fns.usda.gov/snap/state-guidance-coronavirus-pandemic-ebt-pebt">not have approved plans</a>&nbsp;to issue summer P-EBT at all.&nbsp;The extra benefits can easily double the amount a low-income family receives in standard food assistance. The average amount of benefits per Missouri household on food stamps, called the Supplemental Nutrition Assistance Program,&nbsp;<a target="_blank" href="https://dss.mo.gov/re/pdf/fsd_mhdmr/fsd-mohealthnet-report-0323.pdf">was just under $400</a>&nbsp;in March.&nbsp;In the meantime,&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/10/17/missouri-families-still-waiting-for-summer-food-benefits-for-low-income-children/">bills have piled up</a>&nbsp;as families diverted much-needed money from things like utilities to cover the inflated cost of food. Some told The Independent they needed to&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/02/06/still-no-timeline-for-missouri-families-awaiting-summer-2022-food-assistance/">borrow money</a>&nbsp;from families and friends.&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/02/06/still-no-timeline-for-missouri-families-awaiting-summer-2022-food-assistance/">Frustration has grown</a>&nbsp;as families have sought and failed to receive information from the state, devoting hours to trying to find out where the benefits are and sharing information online. The state provided&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/05/26/around-600000-missouri-kids-still-waiting-for-summer-2022-grocery-benefits/">no timeline</a>&nbsp;for months, after originally estimating the benefits would be dispersed by the end of 2022.In Missouri’s&nbsp;<a target="_blank" href="https://fns-prod.azureedge.us/sites/default/files/resource-files/MO_DESE_State_Plan_Summer_2022_with_child_care_children_10-12-22.pdf">plan</a>&nbsp;for dispersing the benefits, they estimated&nbsp;454,000 school children would qualify. The federal&nbsp;<a target="_blank" href="https://frac.org/wp-content/uploads/Summer-EBT-Report_FRAC_041023.pdf">United States Department of Agriculture’s projections</a>&nbsp;for the year prior also put the figure near Missouri’s estimate, at 456,000.But McGowin said now they estimate there are “nearly 270,000 Missouri students” who will receive the benefits, based on the number of eligible students that schools submitted to the state. Schools were required to submit data to DESE listing eligible students before the Department of Social Services could issue them.There are several potential explanations for the discrepancy, McGowin said.“There’s no way to know in advance exactly how many students’ data will be submitted by districts,” she said.“A student graduating early, moving out of state, having their household eligibility status changed, or opting not to receive the benefit…are among the factors that could lead to a student’s data not being submitted by their district.”&nbsp;Around 172,000 students had received benefits as of June 7, McGowin said, more than half of their revised estimate. She did not provide a more recent update.&nbsp;“Nearly 7,400” kids “have some kind of data issues that DESE and DSS are working to troubleshoot (i.e. missing information),” McGowin said.For children who do not already have EBT cards (from being part of the Supplemental Nutrition Assistance Program or previous iterations of P-EBT), McGowin said, they will be mailed a card. She said they “anticipate that all cards will be issued by Monday, July 17.”The state hasn’t begun issuing benefits for children under age 6, McGowin said, which are for kids on the food stamp program SNAP. The state plan estimated there would be 157,900 children under age six who qualify.Those will be dispersed after the student-aged population is complete, McGowin said.One of the main hurdles to getting the benefits out sooner, officials have&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/10/17/missouri-families-still-waiting-for-summer-food-benefits-for-low-income-children/">said</a>, was that the state needed a new data collection portal to track students’ COVID-related absences, for the school-year benefits.&nbsp;Pandemic EBT includes a more narrowly-targeted benefit for school year 2021-2022 for children who had COVID-related absences — which the state said it needed to administer before the summer benefits and involves more complicated data collection on the part of schools. They began issuing those school year benefits in February, McGowin said, and moved on to the summer program in May.<h2>Summer 2023 uncertainty</h2>Because of those delays, Missouri is still catching up on last year’s benefits while many states are poised to begin doling out summer 2023 benefits in the next few months.This is the final summer that the federal government will provide Pandemic EBT benefits, and they are only for school-age children.&nbsp;States have until&nbsp;<a target="_blank" href="https://www.fns.usda.gov/snap/pebt-issuance-deadline">July 14</a>&nbsp;to submit a summer 2023 plan. They must disperse the summer 2023 benefits&nbsp;<a target="_blank" href="https://www.fns.usda.gov/snap/pandemic-ebt-summer-2023#:~:text=However%2C%20assuming%20that%20the%20public,30%2C%202023.">by Sept. 30.</a><a target="_blank" href="https://www.hungerfreeok.org/resources/p-ebt/">Oklahoma</a>&nbsp;and&nbsp;<a target="_blank" href="https://education.mn.gov/MDE/DSE/datasub/pebt/prod035107">Minnesota</a>&nbsp;plan to begin dispersing summer 2023 benefits next month, in July. Louisiana officials said they will be dispersed in&nbsp;<a target="_blank" href="https://973thedawg.com/louisiana-approved-for-fourth-round-of-pandemic-ebt-benefits/">late summer.</a>Missouri does not have an approved plan for either school year&nbsp;<a target="_blank" href="https://www.fns.usda.gov/snap/state-guidance-coronavirus-pandemic-ebt-pebt">20</a><a target="_blank" href="https://urldefense.com/v3/__https:/www.fns.usda.gov/snap/state-guidance-coronavirus-pandemic-ebt-pebt__;!!EErPFA7f--AJOw!HCwLhCD5DFlyjEMluWi7bKYeErdrnO5341qHInFqdV0Y9t9bl-sCspokQgFGAYPp0ja-dYkUN7_1ucPhniu6rm5hU38m3jmX$">22-2023 or summer 2023 P-EBT</a>.McGowin said the state has not decided whether it will participate in the summer 2023 program: “DESE and [DSS] officials are in the process of making this decision.”The 2023 summer benefit would provide&nbsp;<a target="_blank" href="https://www.fns.usda.gov/snap/pandemic-ebt-summer-2023">$120 per eligible child</a>. At roughly 400,000 eligible children, that could mean the state losing out on roughly $48 million in federal food aid if it does seek approval and then distribute the aid by the deadlines.“Summer should be a time of fun and making memories, not a time of hunger,” said Luis Guardia, president of Food Research &amp; Action Center, in a press release.Beginning next year, states will launch a program called Summer EBT for school-age children, not tied to the pandemic.A&nbsp;<a target="_blank" href="https://frac.org/wp-content/uploads/P-EBT-Family-Survey-Report-060923.pdf">survey</a>&nbsp;of over 100 parents nationally who received Pandemic EBT conducted by&nbsp;Food Research &amp; Action Center&nbsp;found nearly all of them reported the benefits “allowed them to worry less about having enough food,” and over half said the benefits enabled them to purchase more nutritious food.“In addition to supporting struggling parents and families,” said FitzSimons, “participating this summer establishes an important bridge between the program currently operating and the permanent Summer EBT program that will begin in summer 2024.”
