There is another twist in the investigation of highly pathogenic avian influenza in dairy cows.

Samples tested by the FDA showing remnants or fragments of  HPAI in pasteurized milk indicate the H5N1 virus has spread across more dairy herds than federal investigators have discovered.

In a statement Tuesday, the FDA explained samples of pasteurized milk had tested positive for the virus, though the agency said the findings "do not represent actual virus that may be a risk to consumers." FDA added, "To date, we have seen nothing that would change our assessment that the commercial milk supply is safe."

According to a sellers survey last week, average retail prices for all eight fertilizers were up from last month in the second week of April 2024. This marks the third straight week retail prices for all fertilizers were higher.

Despite the increases, though, only one fertilizer saw a significant price jump, which is designated as anything 5% or more. UAN32 was 5% higher in price compared to last month with an average price of $417 per ton.

The winter wheat crop's good-to-excellent condition rating dropped 5 percentage points nationwide last week, likely due to dry conditions and possible frost damage in some areas, Meanwhile, corn and planting progress continued ahead of their five-year average paces last week.

A stretch of wetter weather forecast to begin this week and continue into early May could flip the situation, though, with winter wheat benefiting from the moisture but row-crop planting facing some delays.

Planting progress: Corn planting moved ahead 6 percentage points last week to reach 12% complete nationwide as of Sunday. That's now equal to last year's progress and 2 points ahead of the five-year average of 10%. Texas corn is 68% planted and Missouri is 47% done, while major corn-producing states Iowa and Illinois are 13% and 11%, respectively.

Planting progress: 8% of soybeans were planted nationwide as of Sunday. That is equal to last year's pace and is 4 percentage points ahead of the five-year average. Louisiana's soybean crop is 42% planted compared to the average of just 25%, and Mississippi is 28% planted, that is 5 percentage points above the average. Illinois is 11% planted, and Iowa is just 8% planted.

Crop development: 17% of winter wheat was headed as of Sunday. That is 1 point ahead of last year and 4 points ahead of the five-year average of 13%.

Crop condition: 50% of the crop was rated in good-to-excellent condition, down 5% from the previous week but still up from 26% a year ago. Sixteen percent of the crop was rated very poor to poor, down from 41% a year ago. Major winter wheat producer Illinois' crop is rated 83% good to excellent, with Kansas' crop at 36% good to excellent and 26% rated poor to very poor.

The Environmental Protection Agency is issuing an emergency fuel waiver to allow E15 gasoline to be sold during the summer driving season.

The agency says the move will provide communities with relief at the pump from ongoing market supply issues created by the ongoing Ukraine war and conflict in the Middle East by increasing the fuel supply and offering a variety of fuel blends that consumers can choose from. “EPA is taking action to ensure that American consumers have more choices at the pump,” says Administrator Michael Regan. “Allowing E15 sales during the summer driving season will increase fuel supply while supporting American farmers, strengthening our nation’s energy security, and providing relief to drivers across the country.”

Current estimates indicate that on average, E15 is about 25 cents a gallon cheaper than E10. The Clean Air Act allows the EPA administrator to temporarily waive certain fuel requirements to address shortages.

The national average is up 14.2 cents from a month ago and 5.5 cents per gallon lower than a year ago. The national average diesel price fell 1.2 cents last week and is $4.01 per gallon—16 cents lower than one year ago.

TFI has collected data since 2013 on metrics that provide insight into the industry's sustainability efforts. The data announced Monday was gathered in 2023 and reflects industry operations in 2022. Participating members reported a total of 25 zero-discharge facilities, at which all wastewater is recycled. Farmers in the U.S. have a nitrogen use efficiency of 70 percent, which is much higher than the world average of 55 percent.

The 2023 4R Advocates had an average of 100 percent nitrogen use efficiency. TFI President and CEO Corey Rosenbusch says, "Each step of the supply chain is focused on doing more with fewer resources while limiting impacts on communities and the environment." The data includes metrics on segments of the fertilizer industry, including fertilizer use on farms, worker safety, energy and environment, and industry innovation.

For the second straight month, unit sales of 100-plus horsepower ag tractors increased in the U.S. New data from the Association of Equipment Manufacturers says March sales jumped 3.2 percent compared to last year, following February’s increase of 2.8 percent compared to 2023. 

Total year-to-date sales of ag tractors and combines are below 2023’s pace. Tractors are down 13.3 percent while combines fell 20.4 percent. AEM Senior Vice President Curt Blades says “Seeing the continued growth in 100-plus horsepower tractor sales is a welcome sight as 2024 progresses, despite the softness in other tractor sizes, As we start the planting season, we’re optimistic about the future of the ag equipment market.” 

Unit sales of 100-plus horsepower tractors also grew in Canada during March, rising 2.7 percent compared to 2023. Four-wheel drive ag tractor unit sales jumped 27.3 percent compared to last year and are up 11 percent year-to-date compared to 2023.

They also got an update on the financial condition and performance of the Farm Credit System. Interest rates remain high after recent inflation reports came in higher than expected, but rate cuts by the Federal Reserve are possible later in the year. 

Other measures of the economy are favorable, such as low and stable unemployment levels and overall economic growth. Agricultural producers are facing tightening margins, with cash receipts expected to decline this year and high input costs likely to persist. Crop prices have declined because of elevated supplies. Issues in the livestock industry include recovering from the Texas wildfires and recent HPAI infections in dairy cattle herds.

FCA board gets quarterly update on ag conditions

Senators Chuck Grassley (R-IA), John Thune (R-SD), and Dick Durbin (D-IL) are calling on the administration to permit nationwide E15 sales this summer. They sent a letter underscoring the geopolitical importance of uninterrupted biofuel access and noted that the president directed the Environmental Protection Agency to issue summertime waivers in 2022 and 2023. 

The Senators contend that “Enabling the year-round sale of E15 helped allow our energy supply chain to ‘address extreme and unusual fuel supply circumstances’ caused by the war in Ukraine that are affecting all regions of the nation,” and “To counter these influences, we must pursue an all-of-the-above energy strategy, which includes leveraging domestic biofuels.” 

They also noted as previous temporary waivers have proven, permitting the sale of higher blends of biofuels like E15 through the 2024 summer driving season bolsters domestic fuel supply, lowers consumer costs at the pump, and promotes the environmental benefits of American biofuels and modern agriculture.

Senators continue pushing for summertime E15 waiver

KANSAS CITY (AP) —A bird flu outbreak in U.S. dairy cows has grown to affect&nbsp;<a href="https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/livestock">more than two dozen herds</a>&nbsp;in eight states, just weeks after the nation's largest egg producer found&nbsp;<a href="https://apnews.com/article/bird-flu-texas-mississippi-chickens-dbae49f8786dda586036c1b86b9d0997">the virus</a>&nbsp;in its chickens.

Health officials stress that the risk to the public is low and that the U.S. food supply remains safe and stable.

“At this time, there continues to be no concern that this circumstance poses a risk to consumer health, or that it affects the safety of the interstate commercial milk supply,” the U.S. Food and Drug Administration said in a statement.

WHICH STATES HAVE FOUND BIRD FLU IN DAIRY COWS?

As of Friday, the strain of&nbsp;<a href="https://apnews.com/article/bird-avian-flu-chickens-eggs-03793b5b1cb7429ce293e8577aef0358">bird flu</a>&nbsp;that has killed millions of wild birds in recent years has been found in at least 26 dairy herds in&nbsp;<a href="https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/livestock">eight U.S. states</a>: Idaho, Kansas, Michigan, New Mexico, North Carolina, Ohio, Texas and South Dakota.

The virus, known as Type A H5N1, has been detected in a&nbsp;<a href="https://apnews.com/article/disease-outbreaks-hong-kong-health-bird-flu-animals-75e5d058e0fda23b5359f66cafb74cdf">range of mammals</a>&nbsp;over the last few years, but this is the first time it has been found in cattle, according to federal health and animal agencies. Genetic analysis of the virus does not show that it has changed to spread more easily in people, the U.S. Centers for Disease Control and Prevention said.

HOW IS BIRD FLU AFFECTING FOOD PRODUCTION?

Agriculture officials in&nbsp;<a href="https://www.avma.org/news/states-begin-restrict-cattle-imports-those-influenza-cases">at least 17 states</a>&nbsp;have restricted imports of dairy cattle from states where the virus has been detected, but, so far, government agencies say it’s had little effect on commercial milk production. Officials believe cows likely have been infected by exposure to wild birds, but said cow-to-cow spread&nbsp;<a href="https://www.aphis.usda.gov/news/agency-announcements/usda-fda-cdc-share-update-hpai-detections-dairy-cattle">“cannot be ruled out."</a>

Farmers are testing cows that show symptoms of infection, including sharply reduced milk supply and lethargy. Animals that show signs or test positive for illness are being separated from other animals on the farms. The animals appear to recover within two weeks.

U.S. egg producers are watching the situation closely after bird flu was&nbsp;<a href="https://apnews.com/article/bird-avian-flu-chickens-eggs-03793b5b1cb7429ce293e8577aef0358">detected in chickens in Texas and Michigan.</a>&nbsp;Millions of birds have been killed, but the&nbsp;<a href="https://www.fda.gov/food/egg-guidance-regulation-and-other-information/questions-and-answers-regarding-safety-eggs-during-highly-pathogenic-avian-influenza-outbreaks">FDA said</a>&nbsp;the risk of affected eggs getting into the retail market or causing infections in humans is low because of federal inspections and other safeguards.

Scientists say there’s no evidence to suggest that people can contract the virus by consuming food that’s been pasteurized, or heat-treated — or properly cooked.

“It’s not a food safety concern,” said Lee-Ann Jaykus, an emeritus food microbiologist and virologist at North Carolina State University.

Two people in U.S. have been infected with bird flu to date.&nbsp;<a href="https://apnews.com/article/bird-flu-texas-cows-355f1e288e72df8b81b0e2efd8b3ae2f">A Texas dairy worker</a>&nbsp;who was in close contact with an infected cow recently developed a mild eye infection and has recovered. In 2022, a prison inmate in a work program&nbsp;<a href="https://apnews.com/article/business-health-environment-colorado-b98906e0a1899bb1f92da30a7b1dbe28">caught it</a>&nbsp;while killing infected birds at a Colorado poultry farm. His only symptom was fatigue, and he recovered.

IS GROCERY STORE MILK SAFE FROM BIRD FLU?

Yes, according to food safety experts and government officials.

U.S. producers are barred from selling milk from sick cows and must divert and destroy it. In addition, milk sold across state lines is required to be pasteurized, or heat-treated using a process that kills bacteria and viruses, including influenza.

“We firmly believe that pasteurization provides a safe milk supply,” Tracey Forfa, director of the FDA’s Center for Veterinary Medicine told a webinar audience this week.

The FDA and the CDC are less certain about unpasteurized, or raw, milk sold in many states, saying there’s limited information about the possible transmission of the H5N1 virus in such products.

So far, no herds linked to raw milk providers have reported cows infected with bird flu, but the agencies recommend that the industry not make or sell raw milk or raw milk cheese products made with milk from cows that show symptoms — or are exposed to infected cows.

U.S. health officials have long warned against the risk of foodborne illness tied to raw milk, which the CDC said caused more than&nbsp;<a href="https://www.cdc.gov/foodsafety/rawmilk/rawmilk-outbreaks.">200 outbreaks</a>&nbsp;that sickened more than 2,600 people between 1998 and 2018.

Still, raw milk proponents like Mark McAfee, owner of Raw Farm USA in Fresno, Calif., said the outbreak of H5N1 in commercial cows appears to have spurred higher sales of the products, despite federal warnings.

CAN YOU CATCH BIRD FLU FROM EGGS OR MEAT?

Only dairy cows, not beef cattle, have been infected or shown signs of illness to date, agriculture officials said.

The largest egg producer in the U.S. temporarily halted operations on April 2 after finding bird flu in its chickens. Cal-Maine Foods culled about 1.6 million laying hens and another 337,000 pullets, or young hens, after the detection.

The company said there was no risk to eggs in the market and that no eggs had been recalled.

Eggs that are handled properly and cooked thoroughly are safe to eat, said Barbara Kowalcyk, director of the Center for Food Safety and Nutrition Security at George Washington University.

“A lot of people like runny eggs. Personally, if I eat an egg, it’s very well cooked,” she said.

Still, Kowalcyk and others cautioned that the situation could change.

“This is an emerging issue and clearly this pathogen is evolving and there’s a lot that we don’t know,” she said. “I do think that everybody is trying to figure it out as quickly as possible.”

Projections from the report suggest that declining market receipts and lower crop prices play a role in the estimated 8 hundred million dollar decrease in net farm income for 2024. Scott Brown of the University says, "Although decreased production expenses offer some relief, reduced livestock inventories and lower crop prices are impacting Missouri producers — leading to the projection of lower farm receipts in 2024."

Production expenses are forecast to decrease by 5 percent this year. According to the report, Missouri's net farm income is projected to drop 18 percent in 2024, compared to an estimated 25.5% decrease in U.S. net farm income. Looking ahead, the report has early estimates that Missouri's net farm income will increase in 2025 and 2026.

Iowa Senator Chuck Grassley, senior member of the Senate Agriculture Committee, is calling on Majority Leader Chuck Schumer and Senate Democrats to move forward with a bipartisan Farm Bill in short order.

The United Nations Food and Agricultural Organization’s Food Price Index was 118.3 points in March, up 1.1 percent from its revised February level. The rise in prices was driven by higher price indices for vegetable oils, dairy products, and meat.

That slightly more than offset decreases in those for sugar and cereals. Before the uptick in March following a seven-month-long decline, the index was down almost 10 points from the same time last year. The biggest rise was in the Vegetable Oil Price Index, which averaged 130.6 points in March, up eight percent from February, and reached its highest average in a year.

The biggest drop was in the Sugar Price Index, which averaged 133.1 points in March, down 5.4 percent from February after two consecutive monthly increases. However, it’s still 6.1 points above its value from a year ago.

The USDA says sales of soybeans and grains to overseas buyers dropped during the week ending on March 28. Soybean sales dropped to 194,200 metric tons, down 26 percent from the previous week and 54 percent from the prior four-week average.

The report says China was the big buyer at 154,000 metric tons, followed by Egypt and the Netherlands. Exports for the week dropped 30 percent to 549,000 tons. Corn sales for export were down 21 percent from the previous week and four-week average to 948,000 tons. Japan bought 339,000 tons, followed by Mexico and Colombia.

Exports for the week reached 1.64 million tons, the highest amount since the marketing year began, and up 33 percent over the prior week. Wheat sales reached 16,000 tons, down 95 percent week-to-week and 89 percent from the four-week average. USDA said exports of wheat rose 27 percent during the week to 518,000 tons.

The rest of the year, beef imports are subject to higher tariffs, which means Japan will face challenges to increasing exports of its premium Wagyu beef supplies.

The import quota resets yearly on January 1. The import quota has already reached the 65,005-ton limit and closed on February 27. Brazil also shipped beef to the U.S. ahead of the new year. Because of soaring inflation, Brazil aggressively marketed its lower-cost beef.

That means Japan and Brazil appear to have used up their tariff quota in the first two months of the year, which is two months sooner than last year. The shared quota has no country or region-specific caps and is effectively a first-come, first-served system, creating intense competition.

The Ohio Department of Agriculture received confirmation that HPAI has now been found in an Ohio dairy herd. The state’s Department of Agriculture says it’s the first case of HPAI in an Ohio livestock operation.

The dairy operation received cows from a Texas dairy back on March 8th, which was the same dairy that later reported a confirmed HPAI detection in Texas. Ohio’s animal health officials were notified when the livestock began showing clinical signs compatible with sick, lactating dairy cows in other states. The USDA, Food and Drug Administration, the Centers for Disease Control, and state veterinary health officials are investigating the emerging illness among dairy cattle that’s causing decreased lactation, low appetite, and other symptoms.

The FDA and CDC say there is no concern about the safety of commercially pasteurized dairy products due to federal health requirements and pasteurization. The public health risk associated with HPAI remains very low.

Ag Secretary Tom Vilsack announced that $1.5 billion is available in fiscal year 2024 to invest in partner-driven conservation and climate solutions through the Regional Conservation Partnership Program.

The USDA is accepting project proposals now through July 2 that will help farmers, ranchers, and forest landowners adopt and expand conservation strategies to enhance natural resources while tackling the climate crisis. The projects in turn can save farmers money, create new revenue streams, and increase productivity. These investments are estimated to support over 180,000 farms and over 225 million acres in the next five years.

“We had unprecedented demand for the Regional Conservation Partnership Program last year, showing the robust interest in conservation from farmers and ranchers,” Vilsack says. “Through the Inflation Reduction Act, we’re able to invest even more this year in this important program, increasing our impact across the landscape.” NRCS will host four webinars to provide additional information.

Fertilizer prices spiked dramatically from 2017 to 2022 and more farmers across the U.S. adopted conservation practices, the latest Ag Census data shows that total overall commercial fertilizer applications dropped and analysis of census data shows total applications by acre dropped in eight of the top 10 fertilizer-use states.

According to data collected from January 2017, to January 2022, overall fertilizer prices increased by about 141%. Anhydrous and urea prices grew by about 300% during that time. Retail fertilizer prices skyrocketed for many reasons, including COVID-19 transportation issues, global supply issues and a countervailing duty battle on phosphorus fertilizer.

The Ag Census shows there were only five states that recorded increases in fertilizer applications during the five-year period, In order they were Kansas, Montana, California, Washington and Mississippi.

Kansas ranked among the nation's top five in total applications in 2022 and was No. 1 with over three quarters of a million acre increase to about 18.9 million. To the state's credit, however, Kansas farmers led the nation in number of no-till acres added with over half a million acres in 2022.

Garrett says Farm Bureau has received guidance from other states success and selected the best features from those programs.

The bill now moves on to the Missouri Senate where it will align with an existing measure for passage.

The patient is being treated with an antiviral drug and their only reported symptom was eye redness,&nbsp;<a href="https://www.dshs.texas.gov/news-alerts/dshs-reports-first-human-case-avian-influenza-texas">Texas health officials said</a>. Health officials say the person had been in contact with cows presumed to be infected, and the risk to the public remains low.

Last week, dairy cows in Kansas and Texas&nbsp;<a href="https://apnews.com/article/bird-flu-dairy-cattle-usda-kansas-texas-c3040bb31a9a8293717d47362f006902">were reported</a>&nbsp;to be infected with bird flu — and federal agriculture officials later confirmed infections in a Michigan dairy herd that had recently received cows from Texas.

USDA Secretary Tom Vilsack told House Ag lawmakers recently that no matter how much Congress tries, USDA’s tracking of China’s farmland buys in the U.S. will always be wanting.

China’s U.S. farmland buys and its nefarious hacking, IP thefts of seed genetics, and data breaches have raised U.S. concerns to a fever pitch and prompted recent sanctions against CCP actors. But Secretary Vilsack warns there’s just so much USDA can do to track Beijing’s buys of U.S. farmland.

“No matter how much money you give us, it will always be imperfect for this reason: there are over three thousand county recorder offices around the country. Every county has a recorder’s office. It would require us to have a centralized database where every real estate transaction would essentially be put into a database to look at.”&nbsp; &nbsp;&nbsp;

But Vilsack says USDA’s moving ahead with other efforts, including on the GAO’s recommendation to work more closely with agencies linked to the Treasury-led Committee on Foreign Investment in the U.S.

“I made a request of the Treasury Department for us to be more engaged in issues involving agribusiness, agriculture, farmland, and we have. We’ve been engaged and involved in a number of projects. We appreciate the fact that in this 2024 budget that was recently passed, it provided resources for the first time directly assisting us to expand staffing for that purpose.”&nbsp;

Vilsack says the USDA is also expanding its review of loans and tax records to identify foreign land purchases. But in another cautionary note, Vilsack says Congress directed USDA to set up a web portal for data but never provided the funds to do it.

The USDA is investing up to $22 million in partnerships that expand access to conservation technical assistance for livestock producers and increase the use of conservation practices on grazing land.

The Natural Resources Conservation Service is accepting proposals through its Grazing Lands Conservation Initiative until May 26, 2024. “Privately owned grazing lands cover nearly 30 percent of the national landscape, which means we have a tremendous opportunity to conserve natural resources through voluntary, private lands conservation,” says NRCS Chief Terry Cosby. “NRCS enlists a wide variety of conservation practices to help livestock producers.” He also says the partnerships will help expand the footprint of conservation on grazing lands.

Project proposals for GLCI Cooperative Agreements will identify and address barriers to accessing grazing assistance for producers. Projects must address one or more of several priorities, including local natural resource concerns, climate-smart ag and forestry practices, and others. For information, go to grants.gov.

USDA seeks more grazing land conservation

Groups like the Renewable Fuels Association, Growth Energy, the National Corn Growers Association, and others sent a letter on E15 to the Environmental Protection Agency.

The groups are asking Administrator Michael Regan to swiftly issue an emergency waiver for E15 sales. “New and ongoing world conflicts continue to pose risks for the U.S. energy supply,” the letter says. “In addition to the Ukraine conflict, the recent conflict in the Middle East presents additional challenges to America’s energy security.”

To remedy the disruptions in the global energy markets, stabilize gasoline prices for American consumers, and support domestic energy security, the groups urged the EPA to quickly authorize the summer sale of gasoline blended with up to 15 percent ethanol. ‘The consumer cost savings that result from allowing the year-round sale of E15, even temporarily, are well-established,” the groups add. “Consumers have saved 10 to 30 cents a gallon during recent waivers.”
