JOHNSON COUNTY —Law enforcement are investigating a suspect on multiple allegations after the chase of a stolen car suspect.

Just after 5a.m. December 8, police located a stolen vehicle that had been seen traveling in and out of several apartment complexes and neighborhoods in Lenexa and Shawnee, according to a social media report from Shawnee Police.

Officers with the Lenexa Police Department deployed stop sticks on the vehicle. The suspect continued driving into Shawnee, where the vehicle eventually came to a stop. 

A Shawnee officer then pursued the suspect on foot and safely took him into custody. Thanks to outstanding teamwork, neighboring agencies worked seamlessly to ensure a successful outcome.&nbsp; Police did not release the name of the suspect.

Investigators: Kansas house fire intentionally set

Every day, Missourians pay a small tax with each purchase they make that’s been supporting conservation efforts in the state. And now that Missouri is in a drought alert, those dollars are helping farmers prepare.

Since 1984, Missourians have approved the tax, which is one-tenth of a percent on every purchase, every 10 years. In the 2024 fiscal year, the tax generated around $137 million, which was evenly split between the state park system and the Soil and Water Conservation Program.

Revenue from the tax makes up 99% of the conservation program’s budget. It has been used to help people mitigate drought and heavy rainfall’s effects on farmland. Its story, though, began at a time when one of Missouri’s biggest threats was erosion.

In the 1930s, the United States faced a catastrophe that uprooted 400,000 people. A heavy drought and poor land management practices in the Great Plains region like intensive plowing left the soil vulnerable to being blown away by wind.

And when that wind came, it swept up the dirt with such force that dust storms could engulf entire towns. At one point, a giant dust storm 1,500 miles long and 600 miles wide dragged itself across the Great Plains. Eventually the storm reached Chicago and dropped 12 million tons of dust on the city. The New York Times reported the size of the cloud darkened the city’s sky in five hours.

The Dust Bowl showed the importance of soil conservation. In response, new agencies were created and developed practices to address drought and water quality, among other things.

And in 1982, Missouri was facing a big challenge.

Land in the state was losing nutrients in its soil through erosion. According to the Missouri Department of Natural Resources, the state had the second-highest erosion rates in the nation. Lawmakers decided to act.

Merle Doughty, who was president of the Missouri Association of Soil and Water Conservation Districts at the time, was advocating for more support to the program. He met with then Missouri House Rep. LeRoy Braungardt, who introduced the sales tax bill in 1983. A year later, Missourians voted the bill into law.

Since then, the Soil and Water Conservation Program’s main focus has been working with farmers across the state to better prepare their land for harsh weather conditions.

Jim Plassmeyer is the current director of the Soil and Water Conservation Program, which is part of the Department of Natural Resources. His team’s cost-share programs have helped farmers implement conservation practices. They are completely optional for farmers, who can contact their county’s district to send an agent to assess their land.

“It’s all about the producers coming to the district saying, ‘I have a resource concern I need to need to address. Can you help me?’” Plassmeyer said.

Kenny Reichert, a Chariton County farmer, was one of the first to reach out shortly after the tax passed into law. He said he grew up on a corn and soybean farm that needed help with its soil practices. His family didn’t know much about conservation then, but they wanted to learn.

“I was always looking for something, but I didn’t know what it was,” Reichert said. “The cost share helped show me there was an avenue to get conservation accomplished.”

On his farm, Reichert would come to plant cover crops. When rain falls, it does so at a high speed that dislodges the earth like tiny explosions. The soil’s nutrients move with it. When a crop is planted, its leaves serve as an umbrella, protecting the dirt from impact. The crop’s roots also help the soil retain its structure and absorb more nutrients for the plant.

Reichert said he saw an improvement in crop yield on his farm. He later joined the Chariton County Soil and Water Conservation Board in north-central Missouri to help other farmers. It’s one of 114 Soil and Water Conservation Districts in the state — one in each county.

Plassmeyer said since 1986, more than 193 million tons of soil have been saved from eroding. In this fiscal year, the program treated more than 361,500 acres. But the team doesn’t work alone.

Kelly Nelson’s office consists of more than 1,500 acres of experimental farmland at the Northern Missouri Research, Extension and Education Center. He’s an agronomist for the University of Missouri. At the Lee Greenley Jr. Memorial Research Farm, he works with a team of faculty, staff and graduate students to develop practices that conserve water and soil resources while enhancing the resiliency of cropping systems.

Nelson said water and soil are connected, and that effective practices incorporate both. He has worked on a terrace system that regulates water runoff.

“(Soil) is like a sponge,” Nelson said. “You can run water on your sponge, and until it gets saturated, it doesn’t run out. If you pick up your sponge, it will drain out a certain amount of water. That is the ability of soil to hold water. Once you fill it all the way up, water can’t go anywhere, so it’s going to run off.”

In the system, cover crops are planted on inclined land, which guides the water down into a gravel-covered patch. The gravel is 6 inches deep, leading to larger chunks of stone above a pipe that directs the water to a reservoir. The gravel makes the pipe inlet hard to see, which is why it’s called a “blind” inlet.

The water is then stored and can be used later. When it rains too much, a second inlet in the reservoir releases the excess into a natural waterway.

“The next generation can look back and say, ‘Hey, they had a vision, and they took care of us,’” Nelson said. “We can preserve that for generations to come.”

Nelson said the blind inlets that were installed cost approximately $1,000 per acre. Already existing research on similar systems has reported the inlets reduce soil loss by 60%. Landowners don’t have to front the whole cost themselves, though, as the Water and Soil Conservation Program offers cost-share programs.

‘We’re the government, and we’re here to help’

The program also offers cost-share assistance for practices that focus on grazing, irrigation management, animal waste and more.

Through it, Reichert was able to add Nelson’s blind inlets to his own farm.

“I wouldn’t go back in a heartbeat to the way we used to farm,” Reichert said. “There’s conservation benefits, economic benefits, fuel benefits. I don’t use the fuel I used to 40 years ago.”

Reichert is still trying to share the benefits with farmers around him. Oftentimes, though, he finds it difficult to convince others to adapt from practices that have been around for generations. Reichert said he understands the difficulty of straying from traditional practices. It’s up to everyone to decide what to do with their property; he just hopes people do what’s best for their land.

“We’re doing the same thing our grandparents did,” Reichert said. “We just have the research behind us now to show us why it works.”

Plassmeyer credits the sales tax for the conservation program’s innovation in soil research. It allows the program to access steady income, rather than relying solely on federal grants. Because the tax is voted on every 10 years, it enables the program to develop long-term projects.

Missourians have approved the tax each year it has been up for a vote. In 2016, the tax passed with 80% of the vote, winning approval in every county. It will be up for re-election again in 2026, and Plassmeyer hopes people support the program’s funding.

“You know, you hear a lot, ‘We’re the government, and we’re here to help,’” Plassmeyer said. “Well, that is true to the word in this program.”

How a state sales tax helps Missouri farmers resist droughts

&nbsp;JACKSON COUNTY, Kan —Law enforcement authorities are investigating two suspects on multiple allegations after a traffic stop.

Shortly before 3a.m. Dec. 9, a sheriff's deputy conducted a traffic stop on a 2002 GMC Envoy on U.S. Hwy 75 near 214th&nbsp;Road, according to Sheriff Tim Morse.

 During the traffic stop, the driver, Michael Owen Bennett, 46, of Topeka, was initially arrested for driving while suspended.&nbsp;

A probable cause search of the vehicle was conducted.&nbsp;&nbsp;The front seat passenger Elaine Elizabeth Anne Moore, 27, of Horton, was arrested with an outstanding Brown County felony warrant.&nbsp; Moore allegedly had a 9mm Glock pistol in her waistband. During a search of the vehicle, heroin, methamphetamine, marijuana and drug paraphernalia were located.

Moore was booked into the Jackson County Jail on the Brown County felony warrant and requested charges of possession of heroin, possession of methamphetamine, possession of marijuana, possession of drug paraphernalia and criminal use of weapons.

Bennett was booked into the Jackson County Jail on requested charges of possession of methamphetamine, possession of drug paraphernalia, driving while suspended and no insurance.

Kan. woman with pistol in her waistband was transporting heroin

&nbsp;Kansas U.S. Senator Jerry Moran spoke at the 80th Anniversary of the Battle of the Bulge Memorial Commemoration in Bastogne, Belgium, on Friday.

&nbsp;Moran led the official Senate delegation to the ceremonies in Belgium and Luxembourg. The bipartisan delegation includes Senators John Barrasso (R-Wyo.), Susan Collins (R-Maine), Kirsten Gillibrand (D-N.Y.) and Maggie Hassan (D-N.H.).

Moran wrote on his social media page, "Honored to represent Kansas and the U.S. Senate at the 80th Anniversary of the Battle of the Bulge in Bastogne, Belgium."

"The Battle of the Bulge was the largest and most costly battle for the Americans during WWII."

"We are here to pay tribute to, and honor the memory of, the men who fought for freedom and the more than 10,000 Americans who remain here still, lying in eternal rest at the Ardennes American Cemetery &amp; the Luxembourg American Cemetery."

Moran closed his remarks by sharing an inscription that is on a smaller Battle of the Bulge memorial in Abilene, KS at the Dwight D. Eisenhower Presidential Library.

"It reads: “let us be glad that such heroes have lived, and mourn those who gave the ultimate sacrifice.”

The ceremonies were hosted by the American Battle Monuments Commission

Moran leads Senate delegation at 80th anniversary of Battle of the Bulge

TOPEKA — School districts across Kansas will receive a 20-page report containing guidance on cell phones that recommends daytime cell phone bans, mental health awareness and bolstered parental oversight.

The Kansas State Board of Education hasn’t mandated digital device policies, instead deferring to local districts and schools to create their own. The board voted unanimously Tuesday to accept the report’s recommendations and directed Kansas Department of Education staff to send it to local districts.

“Prior to the vote, Board Chair Melanie Haas of Overland Park emphasized the State Board accepting the report was an acknowledgement of the task force’s work, not an endorsement of the recommendations,” said Denise Kahler, a spokeswoman for the Kansas Department of Education, in a Tuesday news release.

The 36-member task force consisted of state board members, district officials, school employees, students, parents and legislators who crafted 22 recommendations for locales. They met weekly between late August and early November and divided their recommendations into three categories: personal devices in school, screen time and mental health and parental oversight of district-owned devices.

State education officials proposed the task force in&nbsp;<a href="https://kansasreflector.com/briefs/kansas-board-of-education-to-study-limitations-on-cellphone-use-in-classrooms/">July</a>, envisioning it as a way to examine how students use cell phones and other digital devices and the toll social media takes on their mental health. It was a way to help districts distill research into clear guidelines that they can use if they choose to create local policies, said Randy Watson, state education commissioner, at Tuesday’s meeting.

“This is not the state board telling any local district what you shall do,” he said.

Initial recommendations suggest districts should mandate K-12 students’ personal cell phones be powered off from the beginning of the school day to the end, including during lunch and passing periods, and stored in an off-limits location. Such restrictions are called bell-to-bell policies.

“A 2024 study reveals 72% of high school teachers, 33% of middle school teachers, and 6% of elementary school teachers say students distracted by cell phones in class is a major problem,” the report said.

Some studies also link screen time and school performance, the report said.

The task force also recommended districts create personal device policies for school staff, develop safety and emergency procedures that don’t rely on students’ personal devices and identify a district’s technology gaps so students aren’t forced to use their own devices.

Parental oversight had the lengthiest list of recommendations, with 13 items. The task force suggested policies should allow families to have stronger oversight over their students’ district-owned devices Some included broader parental controls, full access to student devices, the ability to block certain websites and the use of systems that let families see a mirrored view of a student’s screen.

About 47% of voting task force members opposed the screen mirroring recommendation, and 45% opposed the recommendation suggesting districts allow families to manage and request additional blocked websites on district-owned devices, according to the report.

The task force also endorsed stronger educational efforts to help parents understand how they can manage and monitor student devices.

Under mental health and screentime, the task force recommended districts implement independent, research-based guidance on online use and its effects on mental health, regular breaks from screens throughout the school day and means of communication with students and families outside of social media platforms.&nbsp;

About 40% of voting members opposed the recommendation for communication outside of social media.

Task force members sifted through national research illustrating the detrimental impact of social media and excessive screen time on adolescents. The report cited a 2023 study that found 46% of adolescents say social media makes them feel worse about their body image and a 2018 study in which 59% of teens said they have experienced cyberbullying.

The state board’s direction comes about a week after&nbsp;<a href="https://kansasreflector.com/2024/12/03/dc/u-s-education-department-pings-states-schools-to-set-policies-on-cellphone-use/">the U.S. Department of Education</a>&nbsp;urged states and local school districts to&nbsp;create their own “well-thought-out” cell phone policies.

Kan. BOE accepts report supporting phone bans, sends to local districts 

LOUISVILLE, Ky. — Following the conviction of Michael Hurley in the case connected with the accident that killed Trey Jones and critically injured Amy and Ava Jones of Nickerson, Kansas, Hurley received a sentence of 70 years in prison at a sentencing hearing on&nbsp;Friday, December 13.

The Jones family was in Louisville for an AAU basketball tournament Ava Jones was playing in.&nbsp;

Michael Hurley was on probation in Indiana for drug-related charges at the time of the crash, according to court documents detailing his criminal history.

He admitted to officers that he was doing drugs before the July 5, 2022 accident.&nbsp;

In October, Hurley was convicted of one count of murder, three counts of assault and one count of driving under the influence.&nbsp;

Ava Jones remains on scholarship at the University of Iowa, though she&nbsp;announced earlier this spring that she is no longer going to attempt to return to basketball.&nbsp;&nbsp;

On Thursday, the FBI and DHS jointly issued a statement on reported drone sightings in New Jersey:

“We have no evidence at this time that the reported drone sightings pose a national security or public safety threat or have a foreign nexus. The FBI, DHS and our federal partners, in close coordination with the New Jersey State Police, continue to deploy personnel and technology to investigate this situation and confirm whether the reported drone flights are actually drones or are instead manned aircraft or otherwise inaccurate sightings.

“Historically, we have experienced cases of mistaken identity, where reported drones are, in fact, manned aircraft or facilities. We are supporting local law enforcement in New Jersey with numerous detection methods but have not corroborated any of the reported visual sightings with electronic detection. To the contrary, upon review of available imagery, it appears that many of the reported sightings are actually manned aircraft, operating lawfully. There are no reported or confirmed drone sightings in any restricted air space. 

“We take seriously the threat that can be posed by unmanned aircraft systems (UAS), which is why law enforcement and other agencies continue to support New Jersey and investigate the reports. To be clear, they have uncovered no such malicious activity or intent at this stage. WYANDOTTE COUNTY—Law enforcement took a murder suspect into custody following a&nbsp;barricade situation at a residence in Kansas City, Kansas.

Just after 6:30p.m. Wednesday, Kansas City, Kansas Police Department’s Special Operations Unit was in the area near McGrew Grove and Quindaro Blvd. serving a warrant in the November 30 shooting death of 17-year-old Nicholas Brooks. 

Once on scene, officers made contact with the suspect, an adult male, who then entered a residence and refused to exit, barricading himself inside for several hours.

At approximately 9p.m., following several tactical interventions, Kansas City, Kansas police negotiators were successful in convincing the suspect, to exit the residence. 

He was then taken into custody without incident. Detectives with the Kansas City, Missouri Police Department also responded to the scene to investigate the suspect as a person of interest in a number of violent crimes in their city.&nbsp; &nbsp;Police did not release the name of the suspect.

KANSAS CITY —Law enforcement investigating a series of package thefts in the Kansas City area have arrested 41-year-old Matthew T. Robinson of Excelsior Springs.

Last week, the Clay County, Missouri Sheriff's office asked for help to locate a second suspect in a string of Kansas City area package thefts that took place over the Thanksgiving holidays and the weekend that followed.&nbsp; On Wednesday, the sheriff's office reported Robinson's arrest.

He has now been charged with one count of felony theft and one count of felony possession of a controlled substance in the case.

 These are the same charges faced by his accomplice, 24-year-old Kayley Worthington. She was arrested Monday and remains in custody. At the time of her arrest Robinson was at the home but managed to escape.&nbsp;

Robinson has numerous other warrants for his arrest, as well. Nina Simona Allen is a 49-year-old woman who was convicted of a non-violent offense in her 20s. In the years since, Ms. Allen returned to school to earn a post-baccalaureate degree and two master’s degrees. She now works in the field of education. Ms. Allen strengthens her community by volunteering at a local soup kitchen and at a nursing home. Ms. Allen is described by people who know her as a dependable, hardworking woman of integrity.

KELSIE LYNN BECKLIN – Falcon Heights, Minnesota

Kelsie Lynn Becklin is a 38-year-old woman who pleaded guilty to a non-violent offense at the age of 21. After successfully serving her sentence, Ms. Becklin has furthered her education and recently completed a Ph.D. program. In addition to her graduate program research and academic writing, Ms. Becklin mentors previously incarcerated individuals who also seek to pursue higher education. She is also an active volunteer in her community. Friends and professors attest to her work ethic, dedication, and genuine care for others.

Duran Arthur Brown is a 44-year-old man who pleaded guilty to a non-violent offense. Mr. Brown received early termination of his probationary sentence and has advanced his education and maintained consistent employment in the field of education. Mr. Brown is also a veteran of the U.S. Navy, and during his service, he was awarded the National Defense Service Medal and several other medals and awards. Following his honorable discharge, Mr. Brown served in the U.S. Navy Reserve. He is described by colleagues as caring and compassionate.

Norman O’Neal Brown is a 56-year-old man who was convicted of non-violent drug offenses when he was 22 years old. If Mr. Brown had been sentenced under current law and today’s sentencing practices, he likely would have received a shorter sentence. After serving over 20 years in prison, President Obama commuted his sentence in 2015. Since then, Mr. Brown has worked with several non-profit organizations, including those focused on rehabilitation, reentry, and justice-impacted youth. Mr. Brown volunteers at several national and community-based organizations that help support incarcerated and formerly-incarcerated people and serves as a board member for a non-profit dedicated to sentencing reform. Family members and colleagues describe Mr. Brown as a man of grace and integrity and an exceptional human being.

ARTHUR LAWRENCE BYRD – Clinton, Maryland

Arthur Lawrence Byrd is a 58-year-old man who pleaded guilty to non-violent offenses at the age of 23. In the years since, Mr. Byrd has been employed as an equipment operator, where he has received various certificates in recognition and appreciation for his work and safety record. He is also active in his church community and contributes to the church’s coat drive and food pantry. People who know him attest to his willingness to help others, his work ethic, and his character.

SARAH JEAN CARLSON – Coon Rapids, Minnesota

Sarah Jean Carlson is a 49-year-old woman who pleaded guilty to a non-violent offense. She received early termination of her probationary sentence. Since then, she has furthered her education and worked in addiction counseling at a faith-based rehabilitation center. Ms. Carlson also volunteers in her local community and at her church. Community members emphasize that Ms. Carlson goes above and beyond to help as many people in crisis as possible.

BRANDON SERGIO CASTROFLAY – Alexandria, Virginia

Brandon Sergio Castroflay is a 49-year-old man who pleaded guilty to non-violent, drug-related offenses at age 21. After successfully completing his sentence, Mr. Castroflay continued his career in the U.S. Army and then went on to work as a civilian for both the U.S. Army and the U.S. Air Force. Mr. Castroflay received multiple awards related to his work. He also took night classes to earn a bachelor’s degree while also working full-time. Mr. Castroflay volunteers for several charitable organizations that support Gold Star families and wounded service members. Mr. Castroflay has been described as exceptionally hard working, dedicated, and trustworthy by those who know him.

ROSETTA JEAN DAVIS – Colville, Washington

Rosetta Jean Davis is a 60-year-old woman who pleaded guilty to non-violent drug offenses. After successfully serving her sentence, Ms. Davis has maintained steady employment, including by working as a peer supporter for those struggling with substance abuse. Colleagues, family, friends, and neighbors all speak highly of her, citing her hard work, dependability, and willingness to serve as an example of rehabilitation to those with criminal records or who are battling addiction.

Stevoni Wells Doyle is a 47-year-old woman who pleaded guilty to non-violent offenses at the age of 24. After her conviction, she completed a master’s program and has worked as a licensed substance use disorder counselor. She volunteers in her community and fosters animals. Community members describe her as a great mentor and a person of integrity.

GREGORY S. EKMAN – Fountain Valley, California

Gregory S. Ekman is a 58-year-old man who pleaded guilty to a non-violent drug offense at the age of 25. After successfully serving his sentence, Mr. Ekman has maintained consistent employment and has engaged in extensive community service, including with a youth group and with his local church. Friends and associates uniformly praise his character, honesty, and dedication to family. During his U.S. Air Force service, Mr. Ekman received the Training Ribbon, National Defense Service Medal, and Air Force Longevity Service Award.

SHANNAN RAE FAULKNER – Muldrow, Oklahoma

Shannan Rae Faulkner is a 56-year-old woman who pleaded guilty to a non-violent drug offense. After successfully serving her sentence, she furthered her education and now works as a counselor and recovery coach with female trauma victims and people with disabilities. Ms. Faulkner also volunteers with organizations dedicated to preventing sexual assault and domestic violence, as well as with local charities. Colleagues attest to her inspirational character, her integrity, and the remarkable impact she makes on the lives of those she helps.

TRYNITHA FULTON – New Orleans, Louisiana

Trynitha Fulton is a 46-year-old woman who pleaded guilty to non-violent offenses she committed when she was 23 years old. Since her conviction, she has earned a master’s degree and worked in the education field. Ms. Fulton also contributes to her community by coaching and volunteering, including for an organization that feeds homeless individuals. She also founded two non-profits dedicated to supporting and helping youth. Ms. Fulton has been described as someone who goes above and beyond for her community.

Sherranda Janell Harris is a 43-year-old woman who was convicted of a non-violent drug offense when she was 24 years old. In the years since, Ms. Harris has maintained employment in the finance and real estate fields. Ms. Harris is an engaged parent and spends most of her free time with her child. She is also committed to her church and has taken care of fellow parishioners. Ms. Harris has been described as a role model for young women in her community.

TERENCE ANTHONY JACKSON – Seattle, Washington

Terence Anthony Jackson is a 36-year-old man who pleaded guilty to a non-violent drug offense he committed when he was 23 years old. If Mr. Jackson had been sentenced under current law and sentencing practices, he would have likely received a shorter sentence. In the years since his release, Mr. Jackson has worked in the legal industry and is pursuing a degree while he works full-time. In addition to studying, Mr. Jackson has volunteered in his community, including as a barber to children in need. He is described by those who know him as dependable and caring and as someone who always tries to help others.

Edwin Allen Jones is a 60-year-old man who pleaded guilty to non-violent drug offenses. Mr. Jones served in the U.S. Army and achieved the rank of Captain before being honorably discharged. Since successfully completing his sentence, Mr. Jones has had a notable legal career. Mr. Jones also participates in local government and volunteers for addiction recovery groups. Mr. Jones is described by community members as thoughtful, forward thinking, and trustworthy.

JAMAL LEE KING – North Ridgeville, Ohio

Jamal Lee King is a 53-year-old man who pleaded guilty to a non-violent offense. Mr. King is a U.S. Army veteran. He received the National Defense Service Medal and several other awards before being honorably discharged. He received early termination of his probationary sentence and has since worked in various jobs. Mr. King contributes to his community through his church and by caring for his elderly neighbors. JERRY DONALD MANNING – Sun Prairie, Wisconsin

Jerry Donald Manning is a 70-year-old man who was convicted of non-violent offenses. Mr. Manning received early termination of his probationary sentence and has since advanced his education and career in aviation. He is active in his community, coaching soccer, attending church, and serving as a bible study teacher. Mr. Manning is a veteran of the U.S. Army. While in service, he was awarded a medal during Operation Desert Storm, and was honorably discharged. HONI LORI MOORE – Rock Springs, Wyoming

Honi Lori Moore is a 46-year-old woman who committed a non-violent drug offense when she was 19 years old. Since her release, she has maintained consistent employment in the mining industry and has furthered her education by earning certificates. Ms. Moore is a member of two charitable organizations and has provided critical support to individuals in need, including fire safety, rescue, and first aid. Friends, neighbors, and colleagues describe Ms. Moore as honest, courageous, trustworthy, and dependable.

EMILY GOOD NELSON – Indianapolis, Indiana

Emily Good Nelson is a 39-year-old woman who was convicted of non-violent drug offenses when she was 19 years old. Since her release, she completed her bachelor’s and master’s degrees and now works in the healthcare field. She has spoken publicly about drug use and has volunteered as a counselor at an in-patient psychiatric facility. DENITA NICOLE PARKER – Gaffney, South Carolina

Denita Nicole Parker is a 43-year-old woman who pleaded guilty to a non-violent offense when she was in her 20s. Since her conviction, she has been a dedicated parent to her two children and works full-time. Ms. Parker also volunteers with a charitable organization delivering meals at least two to three times per month, organizes donations for the homeless, and buys holiday gifts for children in her community. She and her husband also started a program that feeds approximately 100 families. Friends, work associates, and neighbors describe Ms. Parker as law-abiding, trustworthy, dependable, and dedicated person.

MICHAEL GARY PELLETIER – Augusta, Maine

Michael Gary Pelletier is a 67-year-old man who pleaded guilty to a non-violent offense. Mr. Pelletier served in the U.S. Coast Guard for 14 years on active duty, where he participated in more than 790 search and rescue operations and saved 32 lives. He also previously worked with the U.S. Secret Service and received several citations and awards for his meritorious service. He was honorably discharged and later served in the U.S. Coast Guard Reserve. After his conviction, Mr. Pelletier worked for almost 20 years at a water treatment facility. He volunteered for his county HAZMAT team, assisting first responders at hazardous material spills, accidents, and natural disasters. NATHANIEL DAVID REED III – San Antonio, Texas

Nathaniel David Reed III is a 46-year-old man who was convicted of non-violent offenses at the age of 21. He served in the U.S. Air Force for 20 years after his conviction, including many overseas deployments, and achieved the rank of Master Sergeant and earned numerous good conduct awards before retiring with an honorable discharge. GARY MICHAEL ROBINSON – Redmond, Oregon

Gary Michael Robinson is a 70-year-old man who pleaded guilty to a non-violent drug offense. Mr. Robinson is a distinguished U.S. Army veteran. During his service, he earned the National Defense Service Medal and other awards. He was honorably discharged and served as a reservist for several years. Since his conviction, he has built a successful firefighting and habitat preservation business. JOSE ANTONIO RODRIGUEZ – Coral Springs, Florida

James Russell Stidd is a 79-year-old man who pleaded guilty to a non-violent offense at the age of 20. After his conviction, he served in the U.S. Air Force until he was honorably discharged at the rank of Sergeant. He reenlisted and served another four years, including during the Vietnam War, and was honorably discharged at the rank of Staff Sergeant. Upon being honorably discharged, Mr. Stidd worked as a contractor and as a road and park maintenance worker. He has participated in various charitable activities through his church and is a member of a disabled veterans organization. Mr. Stidd is described as a man of integrity and honor.

DIANA BAZAN VILLANUEVA – La Grange, Illinois

Diana Bazan Villanueva is a 51-year-old woman who was convicted of a non-violent drug offense in her 20s. In the years since, Ms. Villanueva has been a dedicated mother to her children and has worked in payroll and accounts. Ms. Villanueva also regularly volunteers at school events, fundraisers, and annual autism-related charitable events. Friends and coworkers uniformly praise Ms. Villanueva and describe her as warm, reliable, and always eager to help.

LASHAWN MARRVINIA WALKER – Minneapolis, MinnesotaLashawn Marrvinia Walker is a 51-year-old woman who pleaded guilty to non-violent drug offenses in her 20s. Ms. Walker received early termination of her probationary sentence for her exemplary probation record. Since then, Ms. Walker has worked in the healthcare field, is an engaged parent, and regularly assists others in her community, including during the holidays when she helps serve dinner at a retirement home. MIREYA AIMEE WALMSLEY – La Porte, Texas

Mireya Aimee Walmsley is a 57-year-old woman who was convicted of a non-violent offense at the age of 25. KIMBERLY JO WARNER – Portville, New York

Kimberly Jo Warner is a 54-year-old woman who pleaded guilty to a non-violent offense. Since her conviction, Ms. Warner earned bachelor’s and master’s degrees and works in the healthcare field. She has volunteered at a non-profit that provides therapeutic services to veterans and first responders and serves as a mentor. Missouri is heading toward its first fiscal year with&nbsp;<a href="https://missouriindependent.com/2024/09/17/missouri-tax-revenues-declining-in-first-months-of-fiscal-year-raising-concerns/">declining revenue</a>&nbsp;in more than a decade — and the first in living memory during a growing economy — according to the latest estimate of state tax revenue.

General revenue for the fiscal year that ends June 30 will total $13.35 billion, a decrease of about $70 million from the record $13.42 billion collected in fiscal 2024, according to a news release Wednesday from Gov.-elect Mike Kehoe.

Through Tuesday, revenues have declined 0.7% year-to-date.Revenues should rebound in the following year, the release stated. The estimate agreed on by the state Office of Budget and Planning and the appropriations staff for the Missouri House and Senate anticipates growth of about 1.6%, which would produce $13.56 billion in general revenue for Kehoe’s first full fiscal year in office.“I appreciate House and Senate leadership, our state budget team, and other state partners for helping develop this year’s revenue estimate to inform our budget for next year,” Kehoe said in&nbsp; the news release. “I look forward to working with the legislature on a conservative, balanced budget this upcoming session.”The annual consensus revenue estimate is used by the governor and legislative leaders to build and balance Missouri’s budget.&nbsp;The budget for the current fiscal year is based on an estimate made in December 2023 of $13.2 billion in new revenue. The budget plan adopted by lawmakers for the current year also anticipated spending about $1.9 billion from accumulated surpluses.Higher-than-expected revenue for the year that ended in June is why Missouri should receive more than originally estimated, despite a decline in tax receipts, and use less of the available surplus.&nbsp;Kehoe will present his budget in late January and it will be the first indication how he intends to use the historically high surpluses in the state treasury.&nbsp;At the end of November, the general revenue fund balance stood at $3.9 billion, down about $900 million from the balance on June 30 but far more than any other new governor has ever enjoyed. There is almost $4 billion more in funds that can be spent like general revenue, with about half of that in accounts dedicated to projects like&nbsp;<a href="https://missouriindependent.com/2024/02/14/first-contract-for-widening-i-70-approved-by-missouri-highways-commission/">widening Interstate 70</a>&nbsp;and expanding&nbsp;<a href="https://missouriindependent.com/2022/06/03/a-piece-of-history-for-your-house-missouri-auctions-stone-salvaged-from-capitol-building/">the Capitol Building</a>.The surplus was built with double-digit revenue growth over a two-year period that&nbsp;<a href="https://missouriindependent.com/2022/12/06/economic-slowdown-tax-cuts-likely-to-limit-missouri-revenue-growth-officials-say/">ended in early 2023</a>&nbsp;amid slower economic growth and the implementation of state tax cuts.&nbsp;Kehoe has promised additional tax cuts, with an aim to eliminate the state income tax. Several lawmakers have filed bills to&nbsp;<a href="https://missouriindependent.com/2024/12/11/flat-tax-proposals-aim-to-put-missouri-on-path-to-eliminate-income-tax/">implement a flat 4% tax rate</a>&nbsp;as the first step in that plan.Legislative budget leaders said in the news release that they are happy with the consensus estimate for the coming year.“There are big issues on the horizon,” said state Rep. Dirk Deaton, a Republican from Noel who is vice-chairman of the House Budget Committee. “I look forward to continuing to work with my colleagues in the House, the Senate, and Governor-Elect Kehoe on crafting a fiscally responsible FY26 budget.”
